The article considered the development of branding and naming in the marketing of library and information activities in Russia and in the USA. It is noted that in the professional literature of the USA, the problem of the library naming is not covered in detail but general branding issues. The names of the leading branches of American public library systems are analyzed in accordance with the author’s classification of naming (personalized, conceptual and toponymic). It is noted that most public libraries in the USA have a toponymic version of the name. A comparative analysis of the names of the New York Public Library branches was carried out for a comprehensive understanding of the features of American library naming. The prevalence of toponymic naming, when the name contains a direct reference to the location of the cultural institution, is proved by the example of New York libraries. In the process of comparative analysis, single indication of conceptual naming was identified (the name is associated with the reflection of the priority direction of the cultural institution activity, or has a special associative way at its basis). The author showed that a distinctive feature of personalized naming in the USA is the prevalence of libraries with the names of their founders or major patrons. It is concluded that attention to naming will increase as part of the overall marketing strategy of US cultural institutions.

Purpose This study aims to focus on the factors influencing project cost at US public universities and compares them to similar projects in the US private sector. It also presents an analysis of the potential reasons for the difference or similarities in the two sectors. Design/methodology/approach This study utilized an exploratory, comparative case study methodology performed on a small sample of public university projects and two sources of private sector cost data. Findings The results infer that most of the US public projects have comparable costs to that of their US private sector counterparts. The cost data from the university projects were further examined to explore if there were any possible relationships between the types of delivery methods used, sustainability certifications achieved and two project performance indexes – cost and duration. Research limitations/implications A more thorough analysis with a larger dataset is required to make generalizable conclusions. However, the process used in this study does provide a good overview of how facility managers could organize their own cost comparison study to evaluate their project expenditures. Practical implications This research provides a starting point for future research into the topic of US public sector project costs when compared to US private sector counterparts and the impact of delivery system and sustainability on cost of US public sector projects. Originality/value Research on this topic is scant; as such, this paper provides a starting point for future research and offers insights into the potential impacts of project delivery method and choice of following a sustainability certification option.

Introduction. The subject of the research is public-private partnership (PPP), which contributes, through funding and incentives, to the spatial development of innovation in the United States. As an economic phenomenon, PPP is seen as an effective mechanism for integrating investors, business (primarily venture capital) and the state aimed at implementing the innovation process at the meso-spatial level – states and regions (subregions) of the United States – within the framework of regional innovation systems (RIS), contributing to territorial differentiation. Theoretical analysis reveals the factors and mechanisms of public-private interaction in the space of the corresponding RIS states and sub-regions of the country, characterized by the institutional and functional role of American forms of PPP in the implementation of innovative projects at the regional level. A hypothesis is formulated about the heterogeneity and unevenness of the united innovation space in the United States, one of the foundations of which is the differential nature of state financing of innovation activities at the regional level. Empirical analysis. A correlation is shown between indicative indicators reflecting the level of innovative potential and characterizing the innovative activity of the RIS of the states and subregions of the United States as a whole, on the one hand, and the degree of development of the innovative potential of PPP within the RIS of the corresponding territory, on the other hand. The carried out typological grouping of RIS states based on the lognormal distribution reflects the statistical commonality of the analyzed indicators. Results. Based on the available values of the indices characterizing the innovation activity of the RIS of specific states and subregions of the United States, as well as the calculation of integral indicators that make it possible to assess the interaction of PPP subjects, which are at the same time the institutional and functional elements of the corresponding RIS, a hypothetical statement about the unevenness of the US innovative development has been confirmed. In this case, the territorial differentiation of innovation in the United States and its impact on the spatial aspect of the development of an innovative economy, and, consequently, on economic growth, is determined by the intensity of the use of innovative potential by forms of PPP, which involves proactive financing and stimulation of innovative business projects at the expense of budgetary funds in the RIS of specific groups of states and sub-regions of the United States.

Executive Summary Opponents of immigration often claim that immigrants, particularly those who are unauthorized, are more likely than US natives to commit crimes and that they pose a threat to public safety. There is little evidence to support these claims. In fact, research overwhelmingly indicates that immigrants are less likely than similar US natives to commit violent and property crimes, and that areas with more immigrants have similar or lower rates of violent and property crimes than areas with fewer immigrants. There are relatively few studies specifically of criminal behavior among unauthorized immigrants, but the limited research suggests that these immigrants also have a lower propensity to commit crime than their native-born peers, although possibly a higher propensity than legal immigrants. Evidence about legalization programs is consistent with these findings, indicating that a legalization program reduces crime rates. Meanwhile, increased border enforcement, which reduces unauthorized immigrant inflows, has mixed effects on crime rates. A legalization program or other similar initiatives not currently under serious consideration have more potential to improve public safety and security than several other policies that have recently been proposed or implemented.

Microbes are in, on, and around us at all times, yet we cannot easily communicate with them. How do we (continue to) live with microbial life in ways that allow for our mutual thriving? Using a performative lens, this paper analyzes the material practices of fermentation as a way of connecting with different scales of life. It attempts to challenge conventional understandings of communications (e.g. encoding/decoding models put forth by Stuart Hall) by examining the layered manner in which fermentation engages with matter and meaning. The material practices of fermentation require embodied knowledge to work with microbial life, and the discursive considerations of fermentation challenge anthropocentric thought. Thus, materially and discursively, fermentation functions as a continual form of engagement. Thought of as a form of communication, fermentation helps us to consider some of the invisible relations we have with microbes and connect with micro-species we often take for granted.

The aim of this article is to revisit public happiness as Arendt develops it explicitly in On Revolution—and implicitly elsewhere throughout her oeuvre—in order to philosophically evaluate its ability to beget a political-theoretical framework able to relate politics to an “affective realignment,” alternative to the hegemonic paradigms of “againstness” and “resistance.” I will analyze the Arendtian theoretical framework regarding action, freedom, and happiness in its relation to the thinker’s political ontology, testing its ability to restore for us a political imaginary that is generative and affirmative. Can Arendt can help us understand the political momentum of the present and by so doing help us reassess the political, freeing it from the depoliticized quagmire of these overtly neoliberal times?

This survey sought to investigate how the transition to the new cataloging standard, Resource Description and Access (RDA), has been handled in one hundred of the largest US public libraries, specifically examining whether catalogers believe that some of RDA’s major goals have been met, and how some of the anticipated impacts of RDA implementation have been handled. A large majority of these libraries have implemented RDA for original cataloging, but respondents also generally believe that RDA has failed to meet some of its most important goals, primarily ease of use and cost-effectiveness.

Purpose. The purpose of the article is to analyse the effectiveness of reforms based on new public management concept in the United States and identify key elements for implementation in Ukraine. Methodology. The results of the study were obtained by the following methods: systematic and comparative methods - to determine the nature and features of the historical formation of new public management reforms in the United States, based on understanding administrative activities through the prism of private economy, public service orientation on efficiency and effectiveness; methods of analysis and synthesis - to identify complex historical factors and interests that led to the formation and functioning of the new public management system. Findings. In accordance with the study objectives, the author: 1) established and analysed the theoretical sources and methodological principles of the study of the concept of new public administration by T. Goebler and D. Osborne; 2) clarified the significance of the concept of the new public administration of T. Goebler and D. Osborne for the system of modern scientific research of the public sector; 3) revealed the meaning of the concept of new public administration as an administrative process; 4) analysed the problems of public administration efficiency in the context of the concept of new public management during the reforms in the United States; 5) identified the possibilities of applying the concept of new public management in carrying out reforms of modern administration processes in Ukraine. Originality. Author has proposed vision and interpretation of historical factors that led to the formation of a new public management. The article contains an analysis of the historical events and the practical consequences of the reforms in the United States. Practical value. Regarding the government change in Ukraine and the volatile economic situation due to the coronavirus pandemic, the implementation of elements of new public management concept might help increase the effectiveness of civil service reform in Ukraine. The materials of the article can be used in the practice of public administration; in the development of courses in public administration; to improve training programs and plans for government officials; in preparation of textbooks, educational and methodical manuals.

The article discusses the main trends in US public diplomacy in India under Barack Obama. The Obama presidency was characterized by “Pivot to Asia”. India took one of the dominant positions in Obama’s Asian strategy. Furthermore, public diplomacy became the leading strategy tool. Particular attention is paid to the evolution of public diplomacy concepts. Two areas prevailed in public diplomacy in India – educational programs and the “women’s issue”. Washington also launched programs to increase literacy and access to technology.

Summary Public diplomacy can be one element of multifaceted counter-terrorism strategy, but to be successful it must be used in timely fashion as a preventive tool. One key to reducing the threat posed by terrorism is to turn off terror groups’ recruiting faucets, and public diplomacy can play an important role in doing this. This article explores the vulnerability of certain populations and how they might be reached and strengthened in ways that undercut terrorist recruitment. This includes recognizing the importance of religion in terrorist recruiting and how it may be addressed constructively. Further, traditional pubic diplomacy programmes such as educational and cultural exchanges have been underestimated as a mean of counteracting the ‘othering’ that increases vulnerable populations’ susceptibility to terrorist recruitment.
