The struggle of women to occupy public positions is not as easy as that of men. The totality of domestic and public roles that are carried out simultaneously by women leads to multiple roles that must be played. The strength of the patriarchal culture is also a measure of the inappropriateness of women in occupying public seats, especially in politics. This misunderstanding does not only come from men and society, even many women are not aware of the roles they carry out. So far, women's participation in politics appears more often as election participants or as voting members and not many women participate in the election organizing committee. The policy of affirming the 30% quota for women's representation is not only at the level of election participants, but also applies at the level of organizing elections, starting at the central level to local committees. This has been clearly stated in Law no. 7 of 2017 concerning General Elections. This article is the result of qualitative research using data collection techniques through documentation and interviews with the Jombang KPU commissioner team. Based on the results of the research, it was found that the data on the 2019 election results related to the implementation of the election obtained unsatisfactory results, especially related to the quota for representation of women election organizers. The condition of not fulfilling the quota took place both at the KPU commissioner level, the District Election Committee (PPK), and the Voting Committee (PPS). Meanwhile at the level of the Voting Organizing Group (KPPS) it is in the condition that the 30% quota for women's representation is fulfilled.

Education ministries worldwide have promoted community engagement through school committees. This paper presents results from a large field experiment testing alternative approaches to strengthen school committees in public schools in Indonesia. Two novel treatments focus on institutional reforms. First, some schools were randomly assigned to implement elections of school committee members. Another treatment facilitated joint planning meetings between the school committee and the village council (linkage). Two more common treatments, grants and training, provided resources to existing school committees. We find that institutional reforms, in particular linkage and elections combined with linkage, are most cost-effective at improving learning. (JEL H52, I21, I25, I28, O15)

Although the public advisory committee has become a very common tool for involving local people in forest management decisions, it does not necessarily broaden the base of public input and may simply replicate the challenges of access, representation, and capacity to participate that are found in wider society. As a category of social exclusion, this study explores why women are significantly underrepresented on forest management advisory committees in Canada and how these committees function as gendered units. Research involved 25 semistructured interviews with members (and former members) of two forest management advisory committees: Tembec in Manitoba and NewPage in Nova Scotia. The strongest evidence in our study suggests that these committees operate within male-dominated institutions and particular masculine norms that are simply taken for granted. Thus, social relations based on gender often go unacknowledged. Findings also showed that the lack of critical mass of women often limited the active participation of the small number of women involved in committee activities. Our empirical observations suggest that unless we attend to gender when involving communities in establishing strategies for forest management, we will reinforce gender disadvantage and exclusion and overrepresent industrial and utilitarian interests of forestry over other community and ecocentric values.

As China prepares to host the 2022 Winter Olympics, the Beijing Winter Olympics Organizing Committee has committed to making public participation a fundamental part of its broader sustainability objectives. Unfortunately, the existing research on information openness and public participation towards Winter Olympic Games is limited in the perspective of host residents. Therefore, this article aims to understand the information disclosure and public participation, as well as the roles information and technologies (ICTs) play in achieving environmental sustainability. With the help of self-administered questionnaires, data were compiled. The survey was conducted in April 2017 with 650 residents in Beijing and Zhangjiakou via face-to-face interviews to obtain a random and statistically representative sample of host residents. Our findings indicated that only few respondents participated in the limited activities of Beijing 2022 Winter Olympics. The respondents’ views on important issues of public participation varied obviously including the participating level, principles, time, ways, mechanism, and influencing factor. The analysis illustrated over 70% of respondents had the positive attitudes towards ICTs roles and functions in Beijing 2022. ICTs have helped the public to obtain information about environmental management and sustainability issues, and to facilitate public awareness and collective action by building new management practices. This study has implications and contributes to the burgeoning literature surrounding the Olympic Games by providing an in-depth analysis of public participation in relation to the theory.

IntroductionThe Scottish Medicines Consortium (SMC) encourages patient group (PG) representatives to participate in the decision-making committee meetings, answering questions from committee members and providing points of clarity throughout discussions if required. In a continuous improvement approach the process and the participant experience is continually evaluated to monitor impact and emerging themes.MethodsThe interactions between committee members and PG representatives are recorded in writing by the public involvement team to monitor the questions or points of clarity raised. These interactions were analyzed using thematic analysis to look for emerging themes. Following the meeting, PG representatives are invited to complete an online survey on their experience of working with SMC.ResultsFrom July 2017 to October 2018, 36 PG representatives have attended committee meetings for the discussion of their submission. Committee members asked 17 PG representatives to contribute. Key themes that have emerged to date include insight into the impact of living with the condition on quality of life and how a new medicine may affect this. Survey feedback has been positive with participants reporting that patient engagement has been strengthened, and that the patient voice is heard, valued and supports committee members in making fully informed decisions. PG representatives expressed a willingness to participate again. Feedback also highlighted that the preparatory support offered to PG representatives by the public involvement team is highly valued.ConclusionsPatient group participation in committee meetings has been received positively by PG representatives. They report that discussions relating to quality of life impact of medicines on patients and carers better reflect the lived experience, enriching committee's deliberations. This demonstrates SMCs commitment to openness and transparency and has strengthened patient engagement in our processes.

This study explores strategies for the National Education Commission to function as a cooperative educational governance for expanded citizen participation. The governance model is divided into structural (involving a National Participation Committee at the central level and a regional educational governance at the local level) and process-oriented (involving a Public Deliberation Committee and a social consultation model). Analyzing the models, the study focuses on the degree of hierarchical organization and organizational organization of understanding groups. The National Participation Committee exhibits cooperative governance with low organizational organization of understanding groups, requiring consideration of advisory body limitations and ways to incorporate field voices. Regional educational governance shows a hierarchical form, necessitating attention to network configuration to avoid operation by compromise rather than stakeholder participation. Both the Public Deliberation Committee and the social consultation model have cooperative governance, but differences in organizational organization and hierarchical structure suggest the need for specialized mechanisms based on issue characteristics. Overall, the study suggests improvements for each model to optimize citizen participation and cooperation in educational governance.

<p>The study intended to elaborate on the role of the school committee in addressing and promoting the implementation of the child-friendly school model to create a positive school climate and atmosphere. This qualitative approach research adopted a comparative case study since two primary schools become a unit of research analysis. Two primary schools, a public and private primary school in which both of them are located in Jakarta as a study site. The researchers obtained the data through observation, interviews, and document analysis. The research has revealed that the school committees, both in public and private schools, bring a vital contribution to help the schools in terms of supporting and controlling the implementation of the child-friendly school model with several different perspectives. The participation of the school committee is highly needed in monitoring the activity of the learning process toward the quality of school life and in bridging the communication between schools and students' parents, particularly in promoting the model of child-friendly school.</p>

In Thailand, the elderly club is a public organization that plays an important role in developing the well-being of the elderly in the community. The aim of this study was to 1) examine the management of the elderly club and the characteristics of elderly well-being development activities, 2) investigate the management of the elderly club in developing elderly well-being, and 3) determine the factors affecting the successful management of the elderly clubs and the activities that improve well-being of the elderly. The employed research method was a form of phenomenological research, with data collection conducted via six focus group discussions and in-depth interviews. The participants were club committee members who met the inclusion criteria. Data was analyzed using the content analysis method and its reliability was verified by examining information against relevant literature, view of informants, and experts. Results found most of activities improving elderly well-being focused on health promotion and elder education. There were eight important factors affecting the successful management of the elderly club, i.e. competency of the leader and club committees, committee and member participation, regular activities, support from public health officers, financial self-reliance, external financial support, network partners, and social participation. The research also suggests five important factors affecting the activities that improve elderly well-being, i.e. external financial support, network partners, committee and member participation, social participation, and support from public health officers.

This study aims to determine the headmaster’s participation and school committee participation towards eduaction quality on public junior high schools (SMPNs) in Rokan Hilir district. The research was conducted at the Junior High School in Rokan Hilir. the study was conducted over three months, from September 2015 to November 2015. The results show that there is a positive relationship between headmaster’s participation and quality of education. Partially, the headmaster’s participation affects 90.0% of the value quality of education at Junior High School in Rokan Hilir, meaning the better headmaster’s participation will increase the quality of education. There is a positive relationship between school committee participation with the quality of education. Partially, school committee participation affects 58.3% of the value of the quality of education at the Junior High School in Rokan Hilir, meaning the better school committee participation will increase the quality of education. There is a positive relationship between the headmaster’s participation and school committee participation together with the quality of education. Headmaster’s participation and t school committee participation jointly affect the 90.4% value of the quality of education at the Junior High School in Rokan Hilir.

Local government is a key point of service delivery and is the sphere where most people interface with government. A good relationship with communities at local government level is therefore critical. Ward committees were designed to improve the relationship between citizens and municipalities and to give effect to the constitutional obligations of municipalities, to provide democratic government and to involve citizens in the affairs of local government. The establishment of ward committees has been met with great enthusiasm by local communities, as a platform to engage with municipalities. National government and provincial governments were key drivers in this project , with support to municipalities in the establishment of ward committee. This endeavour was intended to facilitate better relationships and cooperation between council and its communities. This objective of this research study was to explore whether participatory democracy can be enhanced through a participatory monitoring and evaluation approach within the current ward committee system. The main research question was whether ward committees could be utilised as effective instruments for participatory monitoring and evaluation of municipal service? The sub-questions were: what is the theoretical and legal framework for ward committees; what was the status of ward committee in Knysna Municipality; what were the challenges of the ward committee system; is there a role for ward committees in participatory monitoring and evaluation; and were there recommendations for the involvement of ward committees in participatory, monitoring and evaluation and improvement of the efficacy of ward committees? The study arose out of continuous service delivery protests by communities because of the dissatisfaction with the state of municipal services. Secondly, various research studies have found that, despite national, provincial and local government support programmes for ward committees, the majority remain ineffective and inefficient, and the social distance between communities and municipalities is growing. The lack of communication and the non-responsiveness of municipalities were found to be some of the main causes for the ineffectiveness of ward committees. Key theorists suggest that some of these protests would not occur if effective monitoring and evaluation are institutionalised and communities are involved in monitoring and evaluation. A participatory approach for monitoring and evaluation was therefore examined within the local government legislative framework of South Africa. A qualitative research method was chosen, using a case study design. The case study design was chosen because such studies do not attempt to make any generalisations in term of the results or that it will be similar in another case study. This study was focussed on exploring and understanding the issue. Primary data was collected through interviews and focus groups with ward committee members, ward councillors and municipal officials. Key findings gave emphasis to challenges of lack of communication, non-responsiveness of municipalities and contestation from other community-based organisations that had a negative impact on the credibility and authority of ward committees. The effectiveness of the municipal performance management system as a monitoring and evaluation tool was also questioned in the findings. The significance or value of the study lies in the finding that willingness for participatory monitoring and evaluation exists as does the insight into the status of municipal performance management systems. Recommendations are made for delegating monitoring and evaluation functions to ward committees. Further investigations into modalities for participatory or result-based monitoring and evaluation, as well as the impact of financial and audit driven performance management system are recommended.

This study investigated the role of ward committees in enhancing service delivery through public participation with reference to the Buffalo City Metropolitan Municipality in the Province of the Eastern Cape in South Africa. This study provided a motivation for the study to be undertaken, problem statement, objectives of the study, hypothesis, research design and methodology, ethical considerations, delimitation of the study and the overview of chapters. The Constitution of the Republic of South African of 1996 provides for the creation of three spheres of government, namely, the national sphere, the provincial sphere and the local government sphere. These spheres are interdependent from each other. Local government is one of the spheres of government created to bring government closer to the people, as well as giving communities a sense of involvement in the political and governance processes that control their daily lives. The need for effective democratic local government as a vehicle for development and national integration is imperative (Reddy, 1996:3). Municipalities are established in terms of section 12 of the Municipal Structures Act 117 of 1998, wherein Members of Executive Councils (MEC‟s) may establish a municipal area which the Demarcation Board demarcates in the province in terms of the Municipal Demarcation Act 27 of 1998.

AbstractFinland signed the UNESCO charter on 10 October 1956. Jaakko Numminen starts the part of his memoirs dedicated to international cultural relations by insisting on the importance of UNESCO and multilateral organizations for the Ministry of Education’s work after the late 1950s. September delegation work in Paris during the organization’s assembly was an important event for the Ministry’s civil servants involved in international relations, a moment of reflection with the Ministry for Foreign Affairs about Finland’s position in international cultural cooperation with Nordic committees on positions, programmes, declarations and so on. It was both a proud moment, when Finnish representatives could feel concretely their country’s re-integration in international circles, and a difficult moment, when the Finns could vituperate about UNESCO’s bureaucracy and disorganization. UNESCO was only one example of the multiple forms of multilateral cooperations Finland got involved with in the postwar years, from Nordic cooperation to the OECD. If UNESCO created a bureaucracy of cultural diplomacy often disconnected from the realities of Finnish culture, other forms were more pragmatic and in sync with Finland’s educational and cultural developments.

AbstractOn the basis of surveys on crucial educational problems, the International Conferences on Public Education drew up recommendations that the participating States voted on. This vote, from the point of view of the leaders of the IBE as shown in the chapter, committed the states. The IBE leaders also responded to critics concerning the official data presented in the reports on the education surveys in claiming that, even if not corresponding completely to reality, producing these data committed the States. And they observed that official data on education are much more contested than data on the economy for instance.

AbstractThe overall goal of AgeCap is to contribute to increased wellbeing and participation in life for the older population. While there are several ways to meet this challenge, AgeCap has chosen the capability approach, which focuses on a subjective perceived health- and ability-related perspective, rather than on disease or disabilities. The understanding of capability used within the centre is based on the work of the philosopher and economist Amartya Sen, described as the individual’s ability to perform actions in order to reach goals he or she has reason to value (Sen A. The idea of justice. Belknap Press of Harvard University Press, Cambridge, MA, 2009). The capability approach focuses on what people are able to do and to be – their capabilities – and on their freedom of choice to perform those actions. AgeCap’s multidisciplinary setting was an opportunity to adopt the capability approach within its research. Nevertheless, it also created challenges in establishing a common view of what capability is, and how to apply the concept in collaborations across several different research fields. Thus, at an early stage during the setting up of the Centre, it was decided that a conceptual framework aiming to capture a shared view of capability in ageing should be developed. In addition, in order to facilitate the application of the capability approach within the research setting and make it more accessible to different target groups within society, it was later proposed that a graphic illustration of the AgeCap framework of capability should be created. This chapter describes the conceptual framework and graphic illustration that were developed by the Communication Group in collaboration with the Steering Committee, Principal Investigators, other researchers within AgeCap and the company Explain Artist. Central concepts include available resources, conversion factors, capability set, freedom of choice, goals of value and justice. The purpose of the conceptual framework is mainly to serve as a platform for researchers to use in any way they find relevant from their own perspective. Furthermore, the graphic illustration was developed in order to facilitate the application of the capability approach within AgeCap and make our research more accessible to society in order to dismantle the wall between researchers, older people and the general public.

AbstractThe few existing studies on Denmark showed that political scientists are not well represented in public committees, while subsequent studies argued that the means by which political scientists offer their advice are writing articles in the media and participation in other such means of communications. The survey used in this study provides empirical data offering interesting new evidence regarding the role of political scientists in the policy advisory system in Denmark. It points to the fact that political scientists deliver substantial policy advice via informal contacts and forms of communication, e.g. to civil servants, civil society organizations, politicians and advisory bodies, mainly at the national level. According to the survey’s respondents, this advice is based on sound scientific evidence, which fits well with survey evidence emphasizing the belief that experts are more prominent than opinionating scholars in Denmark compared to other countries. Thus it would seem that political scientists’ role as providers of informal and direct policy advice has been underestimated. In the light of the amount, and the soundness, of the advice provided informally, Denmark may not be a case of restrained wisdom after all.

AbstractThis chapter provides a narrative of the key policies, initiatives and actions that have transformed both the landscape of gender equality in Higher Education in Ireland, and the role of gender equality in research policy and public engagement in STEM over the last decade. It aims to provide leaders committed to gender equality with examples of good practice within the EU-Irish context. The first part of the chapter focuses on the EU gender equality strategies for Higher Education. It explains the review of gender equality undertaken by the Irish Higher Education Authority (HEA), the significant findings, and the National Gender Action Plan designed to address the issues identified. It contains examples of high-level initiatives implemented to deliver on key actions. These include centres of excellence for Gender Equality, and affirmative actions taken to address imbalance at senior levels in the Irish Higher Education system. It also provides an account of Irish participation in the UK Advance Higher Education (Advance HE) gender supports including the women’s leadership programme ‘Aurora’, and the ‘Athena SWAN’ charter that provides an accreditation framework for auditing, supporting and transforming gender equality in Higher Education Institutions. For context, some examples of implementing these in an Irish Institution are provided. The chapter then reviews the gender equality strategies and policies of the main research funding organisations in Ireland, namely Science Foundation Ireland (SFI), and the Irish Research Council (IRC). It indicates how gender equality manifests in achieving gender balance in the Irish research community; and in funding applications and consequently in research design to embed the gender element. It also provides an overview of recent national studies carried out to analyse the Irish public’s perceptions and awareness of STEM in society, and factors leading to career and study choices by young Irish people. It signposts to the recent actions to address gender equality provided under SFI’s remit for public engagement in STEM.

This chapter examines Article 29 of the United Nations Convention on the Rights of Persons with Disabilities (CRPD). Like all rights provided for under international human rights law, political and public life participation is to be recognized, enjoyed, and exercised without exclusions and/or restrictions. The Working Group to the Ad Hoc Committee of the draft Convention was given a mandate to draft Article 29 CRPD in line with the universal human rights treaties, to provide a protection mechanism that would ensure that persons with disabilities are entitled to the same entitlement to participate in political and public life in the same manner as other persons without disabilities.

Abstract The political activities of multinational enterprises (MNEs) and their industrial coalitions have changed the face of policy-making in Brussels. Today, members of the European Round Table of Industrialists (ERT) spell out their industrial agenda in private meetings with heads of state and government and in public documents. Hundreds of company representatives in the EU Committee of the American Chamber of Commerce (EU Committee)—one of the most powerful lobbying organizations in Brussels-operate a legislative intelligence network. MNEs now occupy key policy positions within the Union of Industrial and Employers’ Confederations of Europe (UNICE) and, through the UNICE Advisory and Support Group (UASG), contribute funding directly to the European peak association. Participants of the European Enterprise Group (EEG) quietly co-ordinate the large firms’ activities behind the scenes.

In recent years, great regard has been given to the participation of various administrative organizations, NPOs and local residents in coastal zone management. Following the formulation of the “Canal Renaissance Project (Tokyo Metropolitan Gov. Bureau of Port and Harbor, 2005)” as a step towards easing restrictions to vitalize canal spaces in the Tokyo waterfront area, local organizations are developing commercial and recreational uses of canal spaces. In this report, we have conducted field research and hearings with managers and business people in five regions of the Tokyo waterfront where the Canal Renaissance Project is being implemented. Through this research, we have observed the usage conditions of the canal spaces and how multiple organizations cooperate with each other, and attempt to identify problems associated with the use of canal spaces by local organizations. The results show that eased regulations on water area usage permissions have created new opportunities for local businesses, store associations and NPOs to utilize canals. By establishing floating restaurants and floating piers, waterfront areas have been developed with consideration for the spatial structure and surrounding area of canals in each region. We have observed a large variety of interactions between organizations and groups, and the establishment of a system centered on a committee made up of local businesses and residents in each region. However, we have also noted that due to the strong individuality of the projects carried out in each region, they have not lead to any inter-regional cooperation, thus not necessarily successfully utilizing the inherent spatial continuity of the canals. There have also been examples of complication of the committees that connect the local residents involved in the projects and the government. This is an issue in the management and operation of canal usage. From the aforementioned results, it is clear that the projects observed in canal usage under the eased regulations are organized such that they are directly carried out by committees, in a so-called “committee-based model.” There is no “local coordinator” present to handle the tasks of reconciling opinions between project leaders, applying for water area usage permission, maintenance of facilities, acceptance of new participants, and the like.

The paper describes the public participation from the viewpoint of a stakeholder and member of the public. The dialogue between various members of the Dounreay Stakeholders Committee vary widely and do not always seem to represent the views of the wider public. Whilst great care has been taken to select various options for the ultimate condition of the Dounreay site and these have been discussed at great length and the preferred option selected by consensus, there still appears to be some conflict within the local community. It is probable that if the local population had to vote on the options for the future of the Dounreay nuclear site the outcome would be vastly different from that of the Stakeholders Committee. Whilst the politicians have been elected by the people, they represent a distinctly anti-nuclear view (even to the extent of decommissioning) whereas many local people (especially the workers on the Dounreay site) would prefer to see a continuation of nuclear activity at Dounreay. The problem is not only with local politicians but at national level in Scotland itself where the Scottish National Party has formed a coalition with the Green Party on condition all nuclear activities are phased out.

The Manned Underwater Vehicles industry has evolved since the launch of DSV ALVIN in 1964 and the establishment of tourist passenger submersibles in the 1980’s and 1990’s. The emergence of the tourist passenger submersible sector in 1993 prompted the US Coast Guard to regulate commercial marine operations in the interest of public safety through NVIC 5-93. The rules were designed specifically for submersibles selling seats to members of the general public. To ensure public safety, the USCG helped define safeguards for those participants. Submersibles owned by the government, research institutions and corporations; or submersibles used for purposes other than selling rides to members of the general public, were not wholly addressed because growth in that sector was unforeseen. Almost 25 years after its release, the industry is regulated across all sectors of MUV operations by definitions established for the operation of a narrow segment of the industry, the tourism submersibles. However, construction over the past 23 years is 18% tourism submersibles, 8% government and 7% research. The remaining 67% of vessels, fall into an “other” category which does not have adequate definition. This white papers proposes that the Marine Technology Society committee on Manned Underwater Vehicles conduct a study for an updated Manned Underwater Vehicle Operations Safety Guideline with broad participation of the MUV stakeholders; International MUV industry members, Marine Technology Society, ASME PVHO, ABS, DNVGL, US Coast Guard and Navy. The challenge is to find the correct balance of regulatory control and commercial freedom to promote commercial growth while having a robust regulatory framework to manage the various concepts. In Belgium, the long-term management of radioactive waste is under the exclusive competence of the Belgian Agency for Radioactive Waste and Enriched Fissile Materials (knew as ONDRAF/NIRAS). Unlike low-level waste, no institutional policy has yet been formally approved for the long-term management of high level and/or long-lived radioactive waste (knew as B&C waste). In this context, ONDRAF/NIRAS considers the public and stakeholders’ participation as an essential factor in the formulation of an effective and legitimate policy. This is why it has decided to integrate them in different ways during the elaboration of the Waste Plan (ONDRAF/NIRAS-document containing guidelines to make a principled policy decision about nuclear waste management). To do so, social scientists have been regularly mobilized either as external evaluators, follow-up committee members, or participatory observants. Hence, the Waste Plan is only the first step in a long decision-making process. For a PhD student under contract with ONDRAF/NIRAS, this mandate consists of thinking out a way to construct an inter-organizational innovative communication system that would be participative, transparent and embedded in a long-term perspective, thus integrating all the further legal steps to take throughout the decision-making process. In this regard, two paradoxical constraints must be taken into account: on the one hand, my own influence on the legal decision-making process should remain limited, because of a series of constraints, lock-ins and previous decisions which have to be respected; on the other hand, ONDRAF/NIRAS expects the research conclusions to be policy relevant and useful. In this paper, the purpose is twofold. Firstly, the issues raised by this policy mandate is an opportunity to question the performative dimensions of the social scientist in the decision-making process and, more specifically, to have a reflexive view on our position as PhD Student. Secondly, assuming the role of “embarked” social scientist, numerous of answers will discuss to face the different dilemmas of the researcher “in action”. Those reflections follow on, among others, those from previous papers discussed in Quimper in April 2013 [1] and in Leuven in June 2013 [2].

Alternative punishments represent an alternative to an unconditional prison sentence, as they are not associated with the deprivation and limitation of personal freedom in a prison or other penitentiary facility. When an alternative sentence is imposed, the convicted person remains at liberty, which not only does not limit the personal freedom of the convicted person placed in the institution for the execution of the sentence, but also restricts other rights. When an alternative sentence is imposed, family, social and economic ties are not broken and the convicted person is not torn from ordinary life, as is the case when an unconditional prison sentence is imposed and served. One of the alternative punishments is a ban on participation in public events, which can be imposed on the perpetrator of a special crime committed in connection with participation in public events. Due to the specific level of participation in public events, as well as the fact that this ban of all punishments is limited to public events of the most recent and youngest punishments, this is the least punishment imposed.

Given the growing volume of data that is generated in the public sector, new payroll audit models are created. Payroll is a sensitive area and requires assertive processes in its operations. The formal verification of public rules, in a knowledge base, aims to demonstrate the conformity of public acts in relation to the respective legal norms. In this paper we build a knowledge base of public acts from the extraction of information contained in a 9-year series of a official gazette. With this, we can audit the participation of public servers in technical committees through SPARQL queries in a knowledge base such as RDF graphs.

The European Parliament stresses that the Internet is now an essential tool not only for accessing information and communicating with others, but also for many other daily activities, as it allows access to many services. Therefore, it is very important in the process of enabling participation in democracy and social inclusion. European Parliament has ensured that current standards for its products and content are met, including those to be heard in the EU Web Accessibility Directive, which came into force in December 2016. EU members have committed to taking appropriate measures to ensure access for people with disabilities on an equal basis with others from September 2018. Almost three years have passed since this law came into force and it is questionable how the law has been interpreted and applied to websites of public bodies and services. This paper examines the extent to which the legislation has affected the accessibility of public sector websites of EU member countries.

Ethical reflection can be of use to any actor in the academic and research world, involving different responsibilities: scientific integrity, general or disciplinary – questions relating to ethics committees, research ethics, or even broader responsibilities relating to the uses and possible impacts of the work undertaken. This last type of concern has been taken into account under the vague notion of responsible research and innovation (RRI), which includes ethics at all levels, and therefore scientific integrity, but also participation and open science. However, it is not easy to combine ethics, participation and openness. This perspective thus proposes a renewal of the reflection on the categories of responsibility and integrity in Research and Innovation (R&I), as well as on the conditions of possibility of ethical participation, in regard to the publics involved, the operating modes and the purposes targeted and included in its operationalization.

Germany has decided to fundamentally transform its whole energy system. The transformation requires numerous infrastructure projects that are conflict-prone [1]. To handle conflicts, involved companies are expected to use legally prescribed public participation procedures (formal) as well as non-legally binding participation processes (informal). Public participation can occur on three intensity levels: information, consultation, and cooperation [2]. Little research has been done on how conflict communication can be used at different participation levels. This paper aims on a deeper understanding of how conflict communication formats are perceived by people living in so-called energy regions, i.e., regions undergoing an intensive energy transformation. It focuses on how they retrospectively evaluate their potential for conflict management, and what recommendations they derive from this knowledge.This paper presents selected outcomes of a study conducted in the large-scale project ENSURE, funded by the German Federal Ministry of Education and Research. The project aims on solutions for the German energy transition. The study combines in-depth interview and pre-questionnaire. The literature-based interview guideline covers two question complexes: (1) background, remit, and experience, (2) conflict communication (occurrence of conflict; conflict triggers and resolutions; potential of communication formats; quality criteria; challenges of distance conditions). In the pre-questionnaire, respondents were asked to rate the potential of formats of participation levels for conflict management (1 = very suitable; 6 = not suitable at all). For each level, formats frequently named in the literature were given [3]. In the in-depth interviews, participants were asked to comment on their ratings. In addition, they were asked to recall two infrastructure projects they had experience with and indicate which formats had been used particularly well or poorly? The participants were contacted using a stakeholder list provided by the project consortium. The participants (n=12; nine male, three female) live in the federate state Schleswig-Holstein and have experience with infrastructure projects in the energy and/or mobility sector. All are well-informed about the region. Most of them (n=8) are involved in environmental protection organizations or in local politics, e.g., in regional development committees. Interviews were conducted digitally in 2021. The data were anonymized, transcribed, analyzed qualitatively (two coders; overall categories: 247) as well as quantitatively.Conflict communication formats were mostly used on the information level. The best ratings are given to consultation level formats (Ø = 2.2). At the information level, information events are rated as most suitable (Ø = 1.3). At consultation level, resource-intensive personal talks with those affected are recommended (Ø = 1.3). Respondents favor integrating levels of participation and formats, e.g., consultation processes as part of information events. At cooperation level, mediation is best rated (Ø = 1.9). The respondents address factors influencing the suitability of formats for conflict management. On April 12, 2023, photos of a newly restored French villa in Hanoi with a budget of 14 billion VND were published. Discussions were rigorous with the participation of the public and architects about the seemingly new and strange color of the villa. Many references to the original colors have been provided. The case seems to end on April 14, 2023, when the People's Committee of Hoan Kiem District claimed that the current colors are just studies, not official color of the work. This article does not specifically discuss this case. The writer wants to take this opportunity to provide some background theories in architectural conservation - restoration, which has not been discussed much with the public in Vietnam. The writer admits that the approach is somewhat biased towards Preservation than Restoration, partly due to past training and work experience. TLDR: Preservation - Restoration are two opposing approaches with their own advantages and disadvantages. Most of the world heritage interventions are a combination of these two. Above all, this confrontation is still an open discussion, and is still evolving.

Oxfam is committed to supporting the participation of local actors in humanitarian and development responses. This includes ensuring their opinions and perspectives about priorities, needs, and appropriate ways of addressing issues are part of public debate. Oxfam advocates for their presence and participation in coordination meetings and other spaces for decision-making. We also provide support to local actors to write and publish their opinions and perspectives. This paper is a compilation of eight opinion pieces written by local actors in the Horn, East, and Central Africa region, with editing and publishing support from Oxfam. The pieces were originally published by Devex, Citizen Digital, Media Congo, IPS News, African Arguments, Nile Post, and WeInformers.

The Association of American Universities, the Association of Research Libraries, and the Association of University Presses have published a final report assessing the success of their five-year pilot project to encourage sustainable digital publication of and public access to scholarly books. The associations launched the Toward an Open Monograph Ecosystem (TOME) project in 2018 to publish humanities and social science scholarship on the internet, where these peer-reviewed works can be fully integrated into the larger network of scholarly and scientific research. The project engaged a network of more than 60 university presses and ultimately produced more than 150 open-access scholarly works. The books cover a wide range of topics in many disciplines, including philosophy, history, political science, sociology, and gender and ethnic studies. The pilot was designed to last five years, and the sponsoring associations committed to assessing its value to its target audience at the end of that period. The report analyzes whether the community of authors, institutions, libraries, and presses that participated in the pilot found it helpful. Author Nancy Maron of BlueSky to BluePrint surveyed and interviewed authors and TOME contacts at participating institutions to assess how each benefited from the pilot—from increased global readership to stronger relationships among libraries, research deans, and faculty.

As part of a Regional Public Good (BPR), 20,200 Latin Americans from 18 countries were interviewed on issues of integration, democracy, equity, environment, technology, and innovation. In a world where globalization is being strongly questioned, particularly among developed countries, it is concluded that Latin Americans are very committed to regional integration. The integration process is challenged by the complexity implied by a heterogeneous regional structure with important differences between countries and within them. The differences are many, ranging from income distribution, productive specialization, the weight of their economies in the regional GDP, belonging to different trade blocs, the preference for certain partners at the time of closer ties, exposure and vulnerability to climate change, to the degree of penetration of ICTs. However, this study shows that there is a common agenda that must be addressed and that can set the pace of regional integration. Social convergence is observed not only in the high support for regional integration and in the existence of an unsatisfied demand for integration, but also in the desire of people to live in a more equitable society, responsible in the use of their natural resources, committed to the fight against climate change and the free movement of people, connected through ICTs and universal access to the Internet, with better quality of democratic institutions, and with greater citizen participation in the decision making process of government and justice. Since this is the agenda for development and regional integration, the opportunity offered by ICTs cannot be overlooked, both in the construction of a subject with a critical conscience, capable of visualizing the problems that afflict it, as well as in its powerful potential to strengthen trade links between countries, strengthen democracy and enhance the development of the region.
