A high level of complexity usually characterises public projects that involve extended area and several actors with conflicting objectives, and are related to decision processes that continuously change the action space. This complexity should induce local authorities to use Problem Structuring Methods (PSM) in the project definition, to have a clear, complete and unambiguous overview of the context, with the main decision problems and the associated uncertainties, and the actual roles and potential interests of the actors potentially affected by the project. The paper proposes an approach based on the integration of two PSM and finalized to create a knowledge framework of the project context and to control uncertainties and complexities. The methodology is illustrated in relation to a public project in north-west Italy, in which this integrated approach is required because it is difficult or premature to involve the actors in the concept phase, but knowledge of the potential negative/positive impacts on them is essential to structure the decision process and to activate the project.

Creative holism in management problem situations in organizations is enabled by means of Critical Systems Thinking (CST) as well as Critical Systems Practice (CSP), as the resulting metamethodology. The rise of illegal logging practices requires the government to be more seriousin tackling this problem with policies as an effort to control illegal loggingwithout permits. This study aims to analyze the effectiveness of the implemen-tation of illegal logging policies in West Aceh District using the structuringproblem approach and to find out the causes and efforts made. The methodused is a case study approach, data collection techniques using triangulation.The results of the study traced if the main causes of illegal logging in terms ofstructuring the problem of inappropriate program policies designed by thegovernment included supervision, socialization, and policies for providingassistance to community. Judging from the ROCCIPI theory, indicates that for-est utilization policies have not been focused on the economic conditions of thecommunity so that it opens up gaps for individuals who carry out illegal log-ging, lack of solid communication between stakeholders, and capacity prob-lems (lack of organizing resources). Therefore, it is necessary to provide alter-native regulatory solutions that take into account the community’s economy,strengthen communication between stakeholders, and approach the commu-nity so that they do not carry out forest destruction followed by the right alter-native solutions offered to the community.

Problem, being a driving force in Problem Based Learning is proved to be an effective classroom strategy to develop problem solving and cognitive capabilities. A curriculum focused with knowledge structuring and construction can help students develop the required 21st century skills. In this paper we propose a model and process to re-design and deliver the syllabus to effectively integrate the problem based learning with active learning strategies. With a methodical approach of beginning from the pre-requisites to using contextual cues to structure the knowledge, the process uses the problems in knowledge construction. The model proposes the possible ways to restructure the syllabus in support to the proposed method. The paper further presents a case study of applying the model on a computer science course, its design and deliberations. The paper presents the results and analysis along with scores and time required for revision as compared to classes where the proposed methodology was not followed. The assessment scores and feedback are presented to validate the model. The model promises to be an effective strategy to think like a problem solver and be a self-directed learner with analysis carried out using qualitative and quantitative methods. Bibliometrics is a field of research that quantitatively analyzes bibliographic material. To this end, this article proposes a bibliometric analysis of the structuring of the problem for decision-making between 1980 and 2019, using the Web of Science database to collect scientific information. The objective of this research is to show bibliometric indicators including the total number of publications and citations, and h-index, as well as authors, countries, universities, sources and categories. The results show the relevance of the study topic, which increased in 1990, with 2018 and 2019 being the years with the greatest scientific production. Likewise, the United States and London are the countries that have the greatest production of documents on the subject and are key in the network of collaborators. The article may be useful for researchers and students who want to delve deeper into the topic, providing help to build a solid theoretical framework. Vosviewer software was used as a tool to build and visualize biliometric networks.

Abstract problem-solving relies on a sequence of cognitive steps involving phases of task encoding, the structuring of solution steps, and their execution. On the neural level, metabolic neuroimaging studies have associated a frontal-parietal network with various aspects of executive control during numerical and nonnumerical problem-solving. We used EEG–MEG to assess whether frontal cortex contributes specifically to the early structuring of multiple solution steps. Basic multiplication (“3 × 4” vs. “3 × 24”) was compared with an arithmetic sequence rule (“first add the two digits, then multiply the sum with the smaller digit”) on two complexity levels. This allowed dissociating demands of early solution step structuring from early task encoding demands. Structuring demands were high for conditions that required multiple steps, that is, complex multiplication and the two arithmetic sequence conditions, but low for easy multiplication that mostly relied on direct memory retrieval. Increased right frontal activation in time windows between 300 and 450 msec was observed only for conditions that required multiple solution steps. General task encoding demands, operationalized by problem size (one-digit vs. two-digit numbers), did not predict these early frontal effects. In contrast, parietal effects occurred as a function of problem size irrespectively of structuring demands in early phases of task encoding between 100 and 300 msec. We here propose that frontal cortex subserves domain-general processes of problem-solving, such as the structuring of multiple solution steps, whereas parietal cortex supports number-specific early encoding processes that vary as a function of problem size.
