ABSTRACT East Asia Response Limited (EARL) in Singapore is a regional Tier 3 centre that provides response services throughout the Asia Pacific region. The Tier 3 response centres are designed to provide external international support to members. When these resources are used, the management of the response and the logistics support are drawn from the receiving organization. When a spill occurs in the Singapore Straits, particularly involving a shipping company or a P & I club, a whole new set of expectations and responsibilities need to be recognized both from the Government and the responsible party's point of view. The Port Authority has the jurisdiction over Singapore Port and is responsible for managing the clean-up under the guidance of the National Contingency Plan. The responsible party is looking for a comprehensive spill response service. EARL has put in place various additional arrangements to meet the new expectations of authorities and responsible parties. These include the training of external manpower sources, development and testing of booming plans for sensitive sites and logistics plans to support response crafts and waste management. This paper will highlight preparedness, response planning and activation in what is one of the world's busiest ports.

Abstract One of the crucial challenges of maritime transport is digitalization through the implementation of proper IT solutions. Development and deployment of such solutions allows seaports to increase their overall efficiency, to lower costs and improve performance times of the intra-terminal operations, to improve information flow and decision-making and to decrease the environmental footprint by addressing the sustainability. Nevertheless, the digitalization levels are heterogeneous and depend on different factors, such as seaport size, cargo volumes and type, stakeholders’ needs, business models and investments. We propose a prototyping framework for agile smart service development relying on a set of standard and open-source technologies. The proposed framework is validated at The Port Network Authority of the Northern Tyrrhenian Sea (Port of Livorno) and the transferability of research results is assessed against the Port of Singapore, the most important hub of the Asian region.

The development of special areas of Batam began in the 1970s. With the support of special regulations made by the central government, Batam City becomes a competitive place for investment in Indonesia. Moreover Batam has geographical advantage because of its strategic location and adjacent to Malaysia and Singapore. However, problems arise when the central government begins to impose regional autonomy. The birth of Batam City caused an overlapping of authority between the Local Government of Batam and the Batam Authority which caused the management of Batam Island to be not harmonious. This study aims to identify the problem of institutional dualism that occurred between the Local Government of Batam and the Batam Authority and its impact on economic performance in Batam City. This research is explanatory, the data used are primary and secondary data. The results show the fact that the main problems in governance in Batam City is the occurrence of dualism authority between the Local Government of Batam and the Batam Authority. This is shown by the fact that the overlapping of authority between Local Government of Batam and the Batam Authority occurs in several sectors, especially in land management, overlapping licensing in Batam, airport and port management. This condition led to a decline in economic performance in Batam and the decline of Batam's economic competitiveness.

This paper aims to estimate Vessel Collision Frequency in the Singapore Strait. This frequency is obtained as the product of the number of Vessel Conflicts and the causation probability using the real-time vessel movement data from the Lloyd's Marine Intelligence Unit (Lloyd's MIU) database. The results show that the container carriers have the highest Vessel Collision Frequency while Roll-On Roll-Off (RORO) and passenger ships have the lowest frequency. Tankers cause the highest head-on collision frequency. In the Singapore Strait, the most risky overtaking area is between longitudes 103°48′E and 104°12′E. The most risky head-on area is between longitudes 103°50′E and 104°00′E while the majority of crossing collisions occur between longitudes 103°50′E and 104°12′E. The Vessel Collision Frequency is found to be 1·75 per year in the traffic lanes. Currently, westbound traffic in the Strait is more risky than eastbound traffic (the number of westbound collisions in July was 0·0991 while the number of eastbound collisions was 0·0470). Furthermore, the estimated Vessel Collision Frequency during the day is less than that at night. The results of this paper could be beneficial for the Maritime and Port Authority of Singapore to further enhance the navigational safety strategies implemented in the Singapore Strait.

AbstractThis article considers the relationship between poverty in Rangoon and the ways in which both an imperial and a post-imperial urbanism helped ‘improve’, develop, and reclaim Rangoon's urban environment. Examining the actions of the Rangoon Development Trust before and after the Second World War in the context of actions taken by the Bombay Improvement Trust, Bombay Development Directorate, Singapore Improvement Trust, and Hong Kong Housing Authority, it both analyses measures taken in Rangoon and constructs a connective history of urban development in relation to other Asian port cities. Incorporating documents released only in 2014 by the National Archives of Myanmar, this analysis for the first time considers interventions made in Rangoon's post-war built environment of poverty, connecting these actions to policies constructed over the preceding decades.

Abstract Over the past few years, we have seen several cyber incidents being reported, where some of the primary causes were the lack of proper security controls onboard the ship and crew awareness on cybersecurity. In response to the growing cyber threat landscape in the maritime sector, we have developed a set of guidelines for maritime cyber risk management, focusing on four major shipboard Operational Technology (OT) systems that are crucial for the day-to-day operation of ships. These four OT systems are: Communication Systems, Propulsion, Machinery and Power Control Systems, Navigation Systems and Cargo Management Systems. The guidelines identify the cyber risks in each of the OT systems and recommend the necessary actions that can be taken to manage risks in each shipboard OT system. In this paper, we introduce the new guidelines, which include cyber risks, mitigation measures, cyber risk assessment, and a checklist to help shipowners and maritime authorities assess and enhance cyber hygiene of their vessels. Our guidelines have been disseminated by the Maritime and Port Authority of Singapore (MPA) to owners and operators of the Singapore Registry of Ships for their reference and use.

The ability to transport containers with the least cost at currently required service speeds of approximately 25 knots to maintain a regular operating schedule is the goal of every post-panamax containership operator. The desire to carry more containers is driven by several economies of scale and their implications, which allow for significant savings. A single-screw containership, the Suez Max SS, is designed and evaluated against existing designs that include the P & O Nedlloyd Southhampton, Maersk S-Class, and the twin-screw Suez Max, which is a concept vessel. The containerships are compared using several different ratios and a cost per 20-ft equivalent unit (TEU) evaluation. The design of the Suez Max SS was built to the maximum draft currently allowed by the Suez Canal Authority. An initial stability analysis is performed that utilizes five different container loading conditions. A cost analysis that involves capital, operating, port, and fuel costs and Suez Canal fees is also completed. The four vessels are evaluated on a round-trip schedule between the ports of Rotterdam and Singapore with the same voyage characteristics and conditions. The Suez Max SS is found to be a more economical design with savings of approximately 25% over the existing vessels and a 15% savings over the concept vessel evaluated in the cost analysis. The Suez Max SS utilizes its economies of scale and the advantages of a two-port schedule that allow it to be such a cost-efficient design.

The ISM Code’s objective is to improve safety and prevent accidents and pollution as regulated by the International Maritime Organization and has been ratified since 1994 by Indonesia and applies to each province, including the Riau Archipelago. The Riau Archipelago almost had 96% of the marine area as its territory and directly borders Singapore and Malaysia with high sea transportation activities and has a strategic role in international trade traffic. This study aimed to analyze the implementation of the ISM Code at KSOP II Class Tanjungpinang through the concept of maritime security. The research method used was the qualitative method. The data obtained were systematically compiled and analyzed qualitatively using the international regime effectiveness analysis. The concept of maritime security was used to answer the implementation of the ISM Code at II Class KSOP Office Tanjungpinang. The application of the ISM Code at II Class KSOP Office Tanjungpinang had to be considered to ensure safe sea transportation activities as regulated by IMO and legalized in each province of Indonesia. The results of this study were necessary to optimize each maritime actor’s function who had legal responsibilities. There were required changes in focus, understanding, and awareness of the importance of maritime security to optimize resources and tasks on an ongoing basis and emphasize preventive and repressive efforts. This assisted in preventing the recurrence of threats and violations of the law in the marine area directly adjacent to the Riau Archipelago.

Порт Сингапура уверенно занимает 2 строчку в мире после порта Шанхая по загруженности и грузоподъемности. В 2021 году на территории государства стал частично функционировать самый инновационный порт мира - Туас. Проект будет полностью достроен только в 2040 году, но уже сейчас система развития этого комплекса и его перспективы привлекают внимание ученых. Цель написания статьи состоит в экономическом обосновании строительства порта Туас с целью изучения его влияния на систему порта Сингапура и развитие морской отрасли в стране. The port of Singapore confidently ranks 2nd in the world after the port of Shanghai in terms of congestion and carrying capacity. In 2021, the most innovative port in the world, Tuas, began to partially operate on the territory of the state. The project will be fully completed only in 2040, but already now the development system of this complex and its prospects are attracting the attention of scientists. The purpose of writing this article is to provide an economic justification for the construction of the Tuas port in order to study its impact on the Singapore port system and the development of the maritime industry in the country.

Hong Kong port used to be the leading position in the world, but it has recently declined. The essay will find out the reason why Hong Kong port loses its leading position; the essay conducts an in-depth study of Hong Kong port and Singapore port: comparing the features and patterns of Singapore port and Hong Kong port; listing the data of Singapore port, Hong Kong port, Shenzhen port and Guangzhou port from 2004 to 2020; analyzing the de-velopment trend of these ports. The essay concludes with two reasons explaining the decline of Hong Kong port. One is that the user base of Hong Kong port is weak, and the other is that Hong Kong port has no geographical advantage over its competitors.

Given the Covid 19 Pandemic that swept the world suddenly during the period of 2019 even till 2021, resulting in severe measures being adopted by national governments, such as national lockdown to reduce the exponential rate of infection, it is important to examine the impact of this pandemonium on the port efficiency of the second largest port in the world. The crux of this paper is to examine the impact of the Coronavirus disease on port efficiency of one of the largest and busiest port in the world using the Malmquist Productivity Index. The paper will examine the trend in productivity and the drivers of productivity for the Maritime Port of Singapore for the years 2010-2020. Furthermore, assess the measures put in place to mitigate the impact of coronavirus. The measures put in place can be adopted by order ports as best practice to combat the scourge of the coronavirus disease. The key findings in the paper are: (1) An established consistency in the efficiency levels of the Maritime Port of Singapore despite the pandemic. (2) The drivers of port productivity for the port of Singapore are technology and efficiency. (3) Confirming that indeed the pandemic affected the total cargo throughput and vessel visit of the maritime port of Singapore.

The enactment of Law Number 17 of 2008 concerning Shipping is the separation of the functions of government activities at ports and the functions of port exploitation. The separation of the functions of government activities and port operations aims to manage ports professionally, by opening up opportunities for fair business competition. There are two authorities in the Port Authority and Port Business Entity, namely the Government in this case the port authority and the Port Business Entity which obtains a permit from the ministry. For this reason, it is necessary to build synergy in maintaining Port Authority and Port Business Entity at commercial ports. The problem in this research is the synergy between the Port Authority (government) and Port Business Entity in maintaining shipping lanes and port pools in commercial ports. Using normative research methods, it is known that the synergy between port authorities and port business entities in maintaining shipping lanes and port pools at commercial ports is carried out through communication and coordination and is stated in the form of an agreement. The agreement made is a joint commitment between Port Authority and Port Business Entity to improve shipping safety and improving services at commercial ports.

This paper introduces port authority transportation reinvestment zones (TRZs), a funding tool created by the Texas Legislature to help fund long-term economic development port projects. TRZs were first introduced in Texas in 2007 as a tool to allow county and municipal governments to raise funds to help pay for transportation improvements using the property tax mechanism. Since then, the legislation has been amended to include other transportation modes, such as transit, rail, and parking facilities. Amendments passed in 2013 introduced the concept of port authority TRZ, which expanded authorized use of the tool to the state’s port authorities and navigation districts. Most of the existing funding tools available to Texas ports focus on the development of infrastructure within port property. Port authority TRZs complement existing funding sources by providing a funding tool flexible enough to fund port projects both inside and outside port property. Port authorities can take advantage of the TRZ concept to join forces with neighboring local governments and the Texas Department of Transportation to fund landside transportation enhancements that improve port accessibility and the regional economy. Currently, there are four active port authority TRZs in the following locations: Port of Beaumont, Port of Port Arthur, Port of Brownsville, and Sabine-Neches Navigation District. This paper summarizes the legal framework of port authority TRZs, describes the role that these TRZs play in port funding and finance, and presents highlights of the port authority TRZs that have already been established throughout the state.

The Port of Singapore has long been renowned for its outstanding development and effective policies. This paper delves into a comprehensive study of the key characteristics, infrastructure development, and critical policies formulated by the government for the Port of Singapore. Through both quantitative and qualitative analyses of port development, it reveals the factors contributing to its success as well as the challenges it faces. The paper explores innovative initiatives taken by the Singaporean government in port management, including trade facilitation, digital technology applications, and sustainable development. Emphasizing flexibility in response to changes in the global trade environment highlights the Port of Singapore's ability to maintain competitiveness. Finally, the paper puts forth recommendations to further enhance the competitiveness of the Port of Singapore and foster its position in the global supply chain. This study contributes to a deeper understanding of the success of the Singaporean port model, providing valuable insights for the sustainable development of other ports.

Vancouver’s Port is Canada’s biggest. On January 1, 2008, it got bigger - restructuring the Port of Vancouver, the Fraser River Port Authority and the North Fraser Port Authority, into a single Vancouver Fraser Port Authority, marketed (as of June, 2008) as Port Metro Vancouver. This new entity was the culmination of a process of divestiture, re-organizational adjustment, shift to market orientation and consolidation that has played out over several decades across Canada’s ports. This article examines some of this recent history – both in terms of (i) divestiture and increased market orientation and (ii) more recently, major port consolidation - and governmental responses to ensure Vancouver remains Canada’s busiest port and a central part of the country’s Asia-Pacific Gateway and Corridor Initiative. The COVID-19 pandemic substantially impacted the worldwide economy, and Singapore was not immune to its effects. In response to the outbreak, to sustain the economy and ensure price stability, the Monetary Authority of Singapore (MAS) implemented various monetary policy measures. This paper analyzes a series of timely and effective measures taken by the Monetary Authority of Singapore, including specific actions and their impacts, by combining qualitative and quantitative methods with specific economic activity data over the years. This paper demonstrates the effectiveness of most policies adopted by the Monetary Authority of Singapore, including an evaluation of their impact and potential future implications, as well as their contribution to monetary policy and its response to crises.

The focus of the researcher's problem on the phenomenon that occurs is how to plan, implement, and supervise loading and unloading activities on ships so that it can increase non-tax state revenue at the Harbormaster's Office and the Manado Port Authority. The method used in this research is a qualitative approach. The results of the research show that the Harbormaster's Office and the Manado Port Authority in managing loading and unloading activities on ships to increase non-tax State Revenues have not run optimally so the PNBP targets at the Harbormaster's Office and the Manado Port Authority are not met.

This paper researches the role of the port authorities in port governance, and the role of the port authorities in Port Community System implementation. The authors provide the theoretical frameworks of seaports, port authorities, port governance, and Port Community Systems. The literature review was carried out using the Web of Science database and additional relevant sources. The authors concluded that although different port governance models exist (regarding the type of port authority), there is no evidence as to which governance model is universally preferable, as it is specific to each seaport. In addition, the research has shown that port authorities play a very important role in the implementation of a Port Community System, increasing the sustainability of seaport operations. Its implementation enables the port authorities to evolve into real digital hubs and neutral data managers, which ultimately leads to the optimization of seaport processes and more efficient use of transport infrastructure.

The customer satisfaction is essential in the quality management of the port authority. To improve the customer satisfaction of the port authority in this paper the authors used the method of the DMAIC in the Six Sigma management. This article analyses the quality management of customer satisfaction in the port authority by using the SPSS software, fishbone diagram and other methods. There were presented that improved management could effectively enhance its service level and service quality that benefit increased by 20%. This point in this paper can improve the processes of key port business, their service management system, management capabilities and expand services.

The busiest container ports in the world are mostly situated in the Asian region, thus intensifying inter-port competition. Particularly unique in this region, is the shared history between Malaysia and Singapore, which was once ruled-under the British empire, has since become economic rivals for the Far East – Europe trade route. This provides a suitable context to investigate whether competition or a strategic alliance should be adopted for ports in terms of its benefit to the industry in the region as a whole. Specifically, this paper analyses the ocean freight traffic demand for the Far East-Europe route among three main transshipment ports located in Malaysia and Singapore: Port of Singapore (PSA), Port Klang (PKL), and Port of Tanjung Pelepas (PTP). The paper provides a scenario analysis of the 3-way interaction through a game theoretic model. The results suggest that a strategic alliance between PSA and PTP generates greater profitability to the current hub and spoke network, while PKL should not commit to any cooperative strategy with either PSA or PTP.

This study aims to determine whether Communication and Delegation of Authority Affects Employee Performance at The Office of Harbormaster and Port Authority Class IV, Sibolga. The type of research used in this study is a quantitative research methodwith a descriptive approach. The sample in this study were employees at the Class IV Sibolga Harbor Authority and Port Authority with the distribution of questionnaires totaling 55 (fifty five) respondents. From the results of the t-test in the study, it is known that the t-count value of Communication is 2.877 and the delegation of authority is 4.193 > t-table 2.00665, while with a significant communication 0.006<0.05, and with a significant delegation of authority 0.000 <0.05, the hypothesis is proposed Communication and Delegation of authority partially or individually have a positive and significant effect on the performance of employees at The Office Of Harbormaster and Port Authority Class IV Sibolga can be accepted. Meanwhile, from the results of the F test, it is known that the calculated F value is 37,176 > F table 3.18 and the significance F count is 0.000 < 0.05 so that the hypothesis proposed by Communication and Delegation of Authority has a positive and significant effect simultaneously or simultaneously on employee performance at The Office Of Harbormaster And Port Authority Class IV Sibolga is acceptable.

This study aims to analyze the effect of work discipline, work environment, and work motivation on employees’ performance at the Port Authority and Harbormaster Office Class II Teluk Palu. This study applied a survey type and causal descriptive using a research population of 80 civil servants at the Port Authority and Harbormaster Office Class II Teluk Palu where all employees are designated as research samples through the census method. The data analysis technique used multiple linear regression analysis. The result of this study indicates that work discipline, work environment, and work motivation variables simultaneously have a significant effect on employees’ performance at the Port Authority and Harbormaster Office Class II Teluk Palu, with a Sig-F value of 0.000 < α 0.05. The work discipline variable partially has a significant effect on employees’ performance at The Port Authority and Harbormaster Office Class II Teluk Palu with a Sig-t X1 value is 0.000 < α 0.05; The work environment variable partially has a significant effect on employees’ performance at The Port Authority and Harbormaster Office Class II PTeluk Palu with a Sig-t X2 value of 0.018 < α 0.05; and the work motivation variable partially has a significant effect on employees’ performance at the Port Authority and Harbormaster Office Class II Teluk Palu with a Sig-t X3 value is 0.029 < 0 α.05. In the era of digitalisation, the disruptions, such as operational issues, posed by the outbreak of the coronavirus disease 2019 (COVID19) on port operations have been witnessed worldwide. To explore the current issue in detail, particularly the COVID-19 ramifications on port operations and supply chains, the current study aims to appraise key stakeholders' perspectives regarding specific COVID-19 impacts posed on the port operational processes within the areas of Kuching Port Authority, Miri Port Authority, and Rajang Port Authority in Sarawak. This study adopted the qualitative research methodology by conducting indepth interviews and the software Archive for Technology, Lifeworld, and Everyday Language text interpretation (ATLAS.ti) to systematically extract and analyse emerging data trends. This research revealed that Sarawak ports were significantly affected in terms of scheduling and resources, namely finance, manpower, equipment, and spare parts. This study contributed to the existing body of knowledge by highlighting the COVID-19 impacts on port operations and supply chains. The findings could be applicable in benchmarking and guiding future port management systems.

Singapore, renowned as an offshore financial center, boasts a well-developed financial system and extensive developmental expertise, offering substantial insights for the establishment of the Hainan Free Trade Port. This article presents the three stages of the development of offshore finance in Singapore, and explores the development process of Singapore's offshore finance, mainly focusing on its fund hedging practices and financial regulation experiences. The aim is to present valuable guidance and perspectives for shaping the financial framework of the Hainan Free Trade Port. Through detailed examination and leveraging lessons from Singapore's offshore finance, significant reference points have been identified for the development of the Hainan Free Trade Port. These include promotion of financial system, advocacy for preferential tax rates, enhancement of the Renminbi (RMB) Ecosystem and advancement legal foundation and innovation. These initiatives are poised to enhance the economic vitality and global competitiveness of the Hainan Free Trade Port, facilitating the seamless progress towards establishing a world-class Free Trade Port in Hainan.

In this paper, we present paradoxical properties of the discourse particle hor in Singapore English and attempt to resolve them. Hor has been described as an attenuator of illocutionary force, which is used to convert statements and commands into questions and requests. We provide a new observation that it can also be used as a booster of illocutionary force to make strong statements and demands. We claim that these paradoxical properties are consequences of hor’s nature to mark a nonstandard discourse context in which there is an asymmetry in epistemic or deontic authority between speaker and hearer vis-à-vis a proposition. In a context where epistemic / deontic authority for a proposition lies with the speaker, hor serves as a booster of illocutionary force. In a context where such authority rests with the hearer, hor serves as an attenuator.

The administration of the seaports in Nigeria rests solely on the Nigeria Ports Authority (NPA). This means that, the Port Authority plays an important role in the economic and trade development of Nigeria. Nigeria Ports Authority operates under the supervision of the Federal Ministry of Transport with the responsibility of providing specific ports and harbour services for the country’s maritime industry. Presently, Nigerian Ports Authority controls eight (8) major ports excluding oil terminals with a cargo handling capacity of about 35 million tons per annum. However, this paper examined Nigeria ports authority in the effective and efficient port administration in Nigeria, using Apapa port complex as a case study. The paper also examined the role of port worker in achieving the Federal Government objectives in the establishment of sea ports in Nigeria. The paper equally looked at the developmental process of sea ports in Nigeria, as well as the reasons/need for the establishment of sea ports in Nigeria. The paper by extension looked at the setbacks faced by the Nigeria seaports in general and Apapa port in particular since its establishment. The general system theory was used as our theoretical framework of analysis. Based on the poor conditions and inadequate state of equipment at the port, the paper suggests that the Apapa port management in particular and the management of other sea ports in general should facilitate the procurement and maintenance of the functional equipment in the ports to enhance speedy cargo handling. In addition, more warehouses/storage facilities should be built to accommodate incoming and outgoing goods and services therein, among others.

Recent years have witnessed a profound evolution of ports, induced by a wide range of factors, such as: (a) technological developments in shipping, cargo-handling and storage equipment, and information and communication systems; (b) changing patterns of international trade; (c) a broadening complexity of global supply chains; and (d) a changing governance models of the port as a consequence of the process of privatization in Europe. The growing size and complexity of port functions have inspired an ever more interesting and useful scientific debates on the social, economic and environmental effects of these transformations, and, more specifically, on the relationship between the port and the city. The paper addresses, to this end, an emerging managerial perspective in the decision making process of Port Authority: the network. This perspective allows to understand the nature of relationship networks shaping the competitive and cooperative dynamics of the port and to identify the boundaries for an active role of the Port Authority in defining the sustainable development of port within its own territory.

Despite the increased demand for alternative fuel bunkering and the importance of its base formation, quantitative information or statistics on bunkering are very limited due to data availability. This study aims to develop a quantitative method to extract bunkering operations and analyze and compare the actual bunkering operations, such as bunkering service times and starting times in the port area, by extracting anchored vessels using a clustering method and matching them with bunker barges spatio-temporally. The algorithm also reflects the characteristic behavior of bunker barges, including calling at refineries and bunker barge bases. This study then focuses on bunkering in three port areas and compares their characteristics from various perspectives. The study’s key findings reveal variations in vessel types and service times across three port areas, particularly in Tokyo Bay, where shorter service times are observed for containerships and dry bulk carriers due to high fuel prices. Additionally, it highlights differences in bunkering start times, with Tokyo Bay for daytime operations and Singapore Port for a more balanced distribution throughout the day. Furthermore, bunkering locations differ, with Tokyo Bay and Busan Port having most operations at container terminals, while offshore bunkering is prevalent in Singapore Port.

ABSTRACT The Port of Marseille Authority has established measures both for the prevention of oil pollution and for mounting a rapid, effective response to any spills that do occur. These include an Integrated Regulations Center that provides necessary documents to port users advising them of port rules and regulations, the providing of waste removal services for materials from ships' rubbish to oily ballast waters, and stockpiles of cleanup equipment such as booms, sorbents, and skimmers. A pollution response organization—GAPAM—also has been set up to plan for and carry out major cleanup operations.

During voyage of a ship from one port to another, different types of wastes generated due to operation of the ship and livelihood of the crews, which fall under the scope of international convention for the prevention of pollution from ships, MARPOL 73/78. It is seen that almost 1000 nos. of ships are calling in to Mongla port every year which is gradually increasing day by day. However, there is no waste management system in the port now. IMO has recognized that provisions of proper wastes collection vessel as well as oil spill management vessel and reception facilities are crucial for effective MARPOL implementation in the maritime port. In view of the same, the feasibility of establishment of a standard and modern waste management system for Mongla port has been studied. First of all, amount of different types of wastes sourced from the shipping operation at the port of Mongla has been estimated following standard procedure and to facilitate the necessary services to incoming ships, a proposal has been made to procure a waste collection vessel, oil spill collection vessels and port reception and treatment facilities by Mongla Port Authority along with other necessary vessels and equipment. The procurement, operation and maintenance costs as well as revenue to be collected from the incoming ships for wastes quantities, alternative uses of the vessels and facilities and earnings from selling the product of the treatment have been examined. It is found from the study that the investment is technically, financially and economically viable.

This study aims to determine how much influence career development has on employee performance at class IV Gunungsitoli port authority and port authority offices.In this study, the formulation of the problem is "Is there an influence of career development on employee performance at the Class IV Gunungsitoli Port Authority and Harbor Authority Office?". The sample in this study, due to the limited population, was taken by the entire population of 36 people. While the method used in this study is a quantitative research method (Inferest), where the data collected is verified, validated, tested for reliability and hypotheses using the t test. Processing data distribution t with dk = 34 and a significant level of 5% obtained ttable = 2.032. Thus, tcount> ttable (10.952 > 2.032), with a correlation coefficient of 0.883. The results obtained by testing the coefficient of determination is 78% The Effect of Career Development on Employee Performance, while other factors not discussed in this study are 22%. Based on the results of testing the hypothesis Ha is accepted and Ho is rejected, indicating that tcount> ttable (10,952 > 2,032), there is an effect of Career Development on Employee Performance at Class IV Gunungsitoli Port Authority and Harbormaster Office.

When it comes to analyzing cruise port performance, port operators have a challenging task because there are no widely accepted or well-known procedures for evaluating cruise port performance. Any performance measures used by port authorities are rough and only offer an approximation of the terminal’s operational performance. Therefore, the purpose of this article is to present a multi-criteria assessment model to assist port authorities in evaluating cruise port performance from a multidisciplinary perspective. We investigated the compatibility and utility of combining the AHP and TOPSIS methods in a proposed MCDA model for assessing cruise port performance. The AHP method was used to provide the weights of port performance indicators, and the TOPSIS method was used to assess the port performance and to create a rank list of ports. A case study involving four Mediterranean cruise ports, Barcelona, Piraeus, Civitavecchia, and Marseille, was used to show the model’s application. The case study results reveal that the safety–environmental aspect is the most important aspect in assessing cruise port performance. We compared the proposed model to a state-of-the-art paper and discovered that our model can successfully cope with various multi-criteria models for port performance assessment.

The purpose of this study is to describe the Implementation of Policies and obstacles in issuing Sailing Approval Letters (SPB) to shipping companies at Class IV Lhokseumawe Port Authority and Harbor Authority Offices. This study uses a qualitative research method that is descriptive by using techniques to obtain data through observation, interviews, and documentation. This study used 10 informants who were determined purposively consisting of the Head of Class IV Lhokseumawe Port Authority and Harbormaster Office along with their staff and several agents from shipping companies. Sailing Approval Letter (SPB) is a State document issued by Syahbandar to every ship that will sail. The results of the study show that the Implementation of the Policy for Issuing Sailing Permits (SPB) at the Class IV Lhokseumawe Port Authority and Harbormaster Office is in accordance with applicable regulations, but there are still several obstacles in its implementation. SPB making services are completed in approximately 3 hours after the complete requirements are received, if the application is incomplete it will be rejected. Obstacles and efforts in Issuing Sailing Approval Letters (SPB) at Class IV Lhokseumawe Port Authority and Harbor Authority Offices include: The applicant's lack of understanding of the procedure for Issuing Sailing Approval Letters (SPB) and Service Procedures for Issuing Sailing Approval Letters (SPB) are still manual and there are limited officers at In the field, the efforts made are to continue to disseminate information to service users.

In recent decades, the Spanish port system has been investing in the development of infrastructures aimed at attracting the cruise market. For this reason, this paper analyses, using a methodology based on data envelopment analysis (DEA), the efficiency of the Spanish port system for the cruise market. Most of the port authorities want to attract and maintain this traffic in their ports, due to the economic impact it has on them. Based on the data provided by Puertos del Estado and the port authorities in their annual reports, such as the number of cruise passengers per port or port authority, the number of stopovers or ships that visit our ports each year, and the infrastructures that have been developed for this market, an efficiency analysis was carried out to draw conclusions at the level of the port system and each port authority in terms of operational efficiency. Focusing the research on Malaga, the current situation was analyzed, as well as the forecasts that resulted from the research for the future development of the port in terms of cruise ships.

This study aims to investigate the impact of facilities, competencies, and bureaucracy on service user satisfaction. This study was carried out at the Indonesian Kesyahbandaran Office and Port Authority. Data is gathered using questionnaires. The census is the method of data collecting, and the population of 78 are service consumers at the Port Authority and Port Office. With three hypotheses put out, this study's design was quantitative. The study's findings have demonstrated that the availability of facilities, the level of staff expertise, and the amount of bureaucracy all significantly increase service user satisfaction. The most important factor affecting service customer happiness is bureaucracy, it turns out. Transparency, accountability, and balance of rights and obligations are very important bureaucratic parts for government organizations that aim to build Integrity Zones (ZI) towards Free from Corruption Areas (WBK) and Clean and Serving Bureaucratic Areas (WBBM), such as the Kesyahbandaran Office and Port Authority in Indonesia.

The huge number of complaints and negative public stigma on the civil servants performance which submitted through various social media platforms has made so many government agencies feel an unfavorable impact in the eyes of public. This surely needs to be fixed up by those relates government agencies, particularly the Harbourmaster and Port Authority offices in order to practice and implement the principles of the smoothly public service delivery. This research aims to investigate those factors which relates to service quality and standard operating procedures (SOP) for issuing ship certificates to community satisfaction on the services from Class III Harbourmaster and Port Authority of Sunda Kelapa, Indonesia. The current method used was quantitative causality in an effort to determine the causal relations between variables. The population and sample used were 50 respondents who are service users, shipping companies and ship captains. The data collection technique was carried out by questionnaire with Likert Scale which was distributed to all respondents then analyzed through multiple linear regression to prove the research hypothesis. The results appeared that there was a significant positive affect from service quality and SOP to community satisfaction on the services of Class III Harbourmaster and Port Authority at Sunda Kelapa both partially and simultaneously. And was indicates that Sunda Kelapa Class III's Harbormaster and Port Authority office need to improve their quality of services and existing SOPs to improve the community satisfaction with the performance which shown by the Sunda Kelapa Class III Harbourmaster and Port Authority.

Before the opening of Belawan Port in the early 20th century, Labuhan Bilik Port was one of the largest and most important ports in East Sumatra. Trading and shipping activities at Labuhan Bilik Port were supported by its geographical conditions with many rivers surrounding it that could even reach the hinterlands. Due to this condition, coupled with the limited land route infrastructures, residents in hinterlands utilized river transportation to sell agricultural products, especially the smallholder rubber. Labuhan Batu and Padang Lawas areas were known as large rubber plantation areas. To distribute their crops, residents in this area relied on Labuhan Bilik Port. It was a transit port for rubber farmers and traders. They could directly export the rubbers to the peninsula, such as Penang and Singapore. The discussion about the role of Labuhan Bilik Port for hinterland was explained by descriptive analysis. The use of sources such as periodic reports, colonial archives as well as other literature sources was needed to describe and explain the port activities in Labuhan Bilik. The role of Labuhan Bilik Port was significant considering that it was located at the confluence of two large rivers; Bilah River and Barumun River. The two rivers crossed the enclave of smallholder rubber farming even to the Padang Lawas (Tapanuli) area. In addition, the close distance between Labuhan Bilik and the Peninsula was also considered important due to the fact that there were a large number of traders exported smallholder rubber to Penang and Singapore

Background:The Piraeus city-port area constitutes one of the most important economic hubs in Greece, the largest port in the country. This study focuses on the examination of the city-port, exploring whether it can be a harmonious or a rivalry relationship, considering several economic and technical aspects of the two entities. Aim: This study seeks to assess the economic impact of the port on the city and vice versa by examining the regression between the macroeconomic data of the Piraeus region and the economic data of the Piraeus Port Authority. Methodology:Data from the annual financial balance sheets of the Piraeus Port Authority and data for the macroeconomic indicators of the city for the years 2010 to 2020 were used for statistical analysis. Linear regression models were employed for this analysis, using the statistical program IBM SPSS Statistics. Conclusion:The results indicate significant relations and dependencies between the two data sets, highlighting the substantial contribution of the port to the local economy, and vice versa.

Measures needed to be implemented by the Port Authority at the maritime domain of the Port of Split in order to strengthen maritime traffic and stimulate economic development of the city were examined by conducting the structured questionnaire among concessionaires in the port area. The collected data were processed using the Friedman test and Sign test. Among six options, the concessionaires mostly indicated variable of building an infrastructure that will promote and attract the presence of different forms of maritime traffic in the port as the best choice for the initial purpose. Different forms of maritime traffic enable more business opportunities to compensate for the potential operating loss in case of declining maritime traffic. The Port Authority should consider the concessionaires' attitude, despite the possibility to express their own business interests within, as their business results are closely related to the size of maritime traffic in the port.
