ABSTRACT East Asia Response Limited (EARL) in Singapore is a regional Tier 3 centre that provides response services throughout the Asia Pacific region. The Tier 3 response centres are designed to provide external international support to members. When these resources are used, the management of the response and the logistics support are drawn from the receiving organization. When a spill occurs in the Singapore Straits, particularly involving a shipping company or a P & I club, a whole new set of expectations and responsibilities need to be recognized both from the Government and the responsible party's point of view. The Port Authority has the jurisdiction over Singapore Port and is responsible for managing the clean-up under the guidance of the National Contingency Plan. The responsible party is looking for a comprehensive spill response service. EARL has put in place various additional arrangements to meet the new expectations of authorities and responsible parties. These include the training of external manpower sources, development and testing of booming plans for sensitive sites and logistics plans to support response crafts and waste management. This paper will highlight preparedness, response planning and activation in what is one of the world's busiest ports.

Abstract One of the crucial challenges of maritime transport is digitalization through the implementation of proper IT solutions. Development and deployment of such solutions allows seaports to increase their overall efficiency, to lower costs and improve performance times of the intra-terminal operations, to improve information flow and decision-making and to decrease the environmental footprint by addressing the sustainability. Nevertheless, the digitalization levels are heterogeneous and depend on different factors, such as seaport size, cargo volumes and type, stakeholders’ needs, business models and investments. We propose a prototyping framework for agile smart service development relying on a set of standard and open-source technologies. The proposed framework is validated at The Port Network Authority of the Northern Tyrrhenian Sea (Port of Livorno) and the transferability of research results is assessed against the Port of Singapore, the most important hub of the Asian region.

The development of special areas of Batam began in the 1970s. With the support of special regulations made by the central government, Batam City becomes a competitive place for investment in Indonesia. Moreover Batam has geographical advantage because of its strategic location and adjacent to Malaysia and Singapore. However, problems arise when the central government begins to impose regional autonomy. The birth of Batam City caused an overlapping of authority between the Local Government of Batam and the Batam Authority which caused the management of Batam Island to be not harmonious. This study aims to identify the problem of institutional dualism that occurred between the Local Government of Batam and the Batam Authority and its impact on economic performance in Batam City. This research is explanatory, the data used are primary and secondary data. The results show the fact that the main problems in governance in Batam City is the occurrence of dualism authority between the Local Government of Batam and the Batam Authority. This is shown by the fact that the overlapping of authority between Local Government of Batam and the Batam Authority occurs in several sectors, especially in land management, overlapping licensing in Batam, airport and port management. This condition led to a decline in economic performance in Batam and the decline of Batam's economic competitiveness.

This paper aims to estimate Vessel Collision Frequency in the Singapore Strait. This frequency is obtained as the product of the number of Vessel Conflicts and the causation probability using the real-time vessel movement data from the Lloyd's Marine Intelligence Unit (Lloyd's MIU) database. The results show that the container carriers have the highest Vessel Collision Frequency while Roll-On Roll-Off (RORO) and passenger ships have the lowest frequency. Tankers cause the highest head-on collision frequency. In the Singapore Strait, the most risky overtaking area is between longitudes 103°48′E and 104°12′E. The most risky head-on area is between longitudes 103°50′E and 104°00′E while the majority of crossing collisions occur between longitudes 103°50′E and 104°12′E. The Vessel Collision Frequency is found to be 1·75 per year in the traffic lanes. Currently, westbound traffic in the Strait is more risky than eastbound traffic (the number of westbound collisions in July was 0·0991 while the number of eastbound collisions was 0·0470). Furthermore, the estimated Vessel Collision Frequency during the day is less than that at night. The results of this paper could be beneficial for the Maritime and Port Authority of Singapore to further enhance the navigational safety strategies implemented in the Singapore Strait.

AbstractThis article considers the relationship between poverty in Rangoon and the ways in which both an imperial and a post-imperial urbanism helped ‘improve’, develop, and reclaim Rangoon's urban environment. Examining the actions of the Rangoon Development Trust before and after the Second World War in the context of actions taken by the Bombay Improvement Trust, Bombay Development Directorate, Singapore Improvement Trust, and Hong Kong Housing Authority, it both analyses measures taken in Rangoon and constructs a connective history of urban development in relation to other Asian port cities. Incorporating documents released only in 2014 by the National Archives of Myanmar, this analysis for the first time considers interventions made in Rangoon's post-war built environment of poverty, connecting these actions to policies constructed over the preceding decades.

Abstract Over the past few years, we have seen several cyber incidents being reported, where some of the primary causes were the lack of proper security controls onboard the ship and crew awareness on cybersecurity. In response to the growing cyber threat landscape in the maritime sector, we have developed a set of guidelines for maritime cyber risk management, focusing on four major shipboard Operational Technology (OT) systems that are crucial for the day-to-day operation of ships. These four OT systems are: Communication Systems, Propulsion, Machinery and Power Control Systems, Navigation Systems and Cargo Management Systems. The guidelines identify the cyber risks in each of the OT systems and recommend the necessary actions that can be taken to manage risks in each shipboard OT system. In this paper, we introduce the new guidelines, which include cyber risks, mitigation measures, cyber risk assessment, and a checklist to help shipowners and maritime authorities assess and enhance cyber hygiene of their vessels. Our guidelines have been disseminated by the Maritime and Port Authority of Singapore (MPA) to owners and operators of the Singapore Registry of Ships for their reference and use.

The ability to transport containers with the least cost at currently required service speeds of approximately 25 knots to maintain a regular operating schedule is the goal of every post-panamax containership operator. The desire to carry more containers is driven by several economies of scale and their implications, which allow for significant savings. A single-screw containership, the Suez Max SS, is designed and evaluated against existing designs that include the P & O Nedlloyd Southhampton, Maersk S-Class, and the twin-screw Suez Max, which is a concept vessel. The containerships are compared using several different ratios and a cost per 20-ft equivalent unit (TEU) evaluation. The design of the Suez Max SS was built to the maximum draft currently allowed by the Suez Canal Authority. An initial stability analysis is performed that utilizes five different container loading conditions. A cost analysis that involves capital, operating, port, and fuel costs and Suez Canal fees is also completed. The four vessels are evaluated on a round-trip schedule between the ports of Rotterdam and Singapore with the same voyage characteristics and conditions. The Suez Max SS is found to be a more economical design with savings of approximately 25% over the existing vessels and a 15% savings over the concept vessel evaluated in the cost analysis. The Suez Max SS utilizes its economies of scale and the advantages of a two-port schedule that allow it to be such a cost-efficient design.

The ISM Code’s objective is to improve safety and prevent accidents and pollution as regulated by the International Maritime Organization and has been ratified since 1994 by Indonesia and applies to each province, including the Riau Archipelago. The Riau Archipelago almost had 96% of the marine area as its territory and directly borders Singapore and Malaysia with high sea transportation activities and has a strategic role in international trade traffic. This study aimed to analyze the implementation of the ISM Code at KSOP II Class Tanjungpinang through the concept of maritime security. The research method used was the qualitative method. The data obtained were systematically compiled and analyzed qualitatively using the international regime effectiveness analysis. The concept of maritime security was used to answer the implementation of the ISM Code at II Class KSOP Office Tanjungpinang. The application of the ISM Code at II Class KSOP Office Tanjungpinang had to be considered to ensure safe sea transportation activities as regulated by IMO and legalized in each province of Indonesia. The results of this study were necessary to optimize each maritime actor’s function who had legal responsibilities. There were required changes in focus, understanding, and awareness of the importance of maritime security to optimize resources and tasks on an ongoing basis and emphasize preventive and repressive efforts. This assisted in preventing the recurrence of threats and violations of the law in the marine area directly adjacent to the Riau Archipelago.

The study is set out to analyze organizational communication at South African Port Operations (SAPO), Port Elizabeth. The analysis was based on the four formal flows of communication in an organization, which are upward communication, downward communication, horizontal communication and diagonal communication. The study was also meant to provide suggestions on how to improve communication at SAPO, Port Elizabeth especially with regard to the above mentioned flows. The literature review looked at the four different flows of communication which occurs in the organization. From the review, one can conclude that in order for an organization to function properly communication is needed to co-ordinate all the activities towards an organization’s goals. The empirical research was carried out using mainly qualitative methods of data collection. Focus group interviews were used as a method of gathering information. The sample was drawn from employees who are working for SAPO, the sample was drawn from various levels of authority within the company. The findings have revealed that there are various flows of communication at SAPO, but there needs to be improvement particularly with upward, horizontal and diagonal communication. The research also revealed that downward communication has more formal channels.

At Transnet National Ports Authority (TNPA), disagreement existed in terms of the role of human resources in performance management, which resulted in different role expectations and perceptions, often leading to conflict. An overview of existing literature reviewed that performance management was mostly presented from the view of line management, and that the role of human resources was not well defined. The purpose of this study was therefore to clarify the role of human resources in performance management, and with specific application at Transnet National Ports Authority. The purpose of performance management in Transnet is to influence each employee to perform optimally in his/her position by ensuring that each employee understands his/her role in the performance management process. A very important aspect of performance management is that it does not entail one activity only; it is part of the employee development life cycle in which the employee agrees with the manager on the expected performance of tasks, evaluation standards, tools required and important dates when performance will be formally discussed. The objectives of the study were achieved by means of a literature review. Following the literature review interviews were conducted with the Group Performance Manager, a line manager and a human resources practitioner at TNPA to get their views of performance management at TNPA and specifically of the role of human resources in performance management. The interviews, in addition to the literature study, also served as a basis for a survey questionnaire, which was used to probe the views of line iv management and human resources practitioners at TNPA on the role of human resources in performance management. The results of the interviews and the survey showed that performance management was not applied as a continuous and developmental process at TNPA, and that it was often perceived as punitive. The results also indicated that human resources at TNPA should be well versed in the use of the score card method and apply quality assurance in performance management. Recommendations were made for the role of line management and the role of human resources in performance management at TNPA, as well as for the relationship between the two parties.

This thesis explores the intra-organisational dynamics behind the increasingly prevalent adoption of private-sector style enterprise risk management (ERM) practices by public-sector organisations. The core tenets of ERM are predicated on the idea that a diverse range of organisational issues and challenges can be processed and managed through a set of standardised, universal tools and techniques. Neo-institutional theory holds that broad, macro level pressures act upon organisations at a field level creating pressures to adopt homogeneous structures and processes as a means of gaining and maintaining organisational legitimacy. However, outside of the notion of a range of strategic decoupling responses, relatively little research has been undertaken on how different areas of an organisation actually interpret and apply the institutionalised practice of risk management across its functional departments. To that end, this thesis looks at how the Port of London Authority is operationalising a newly adopted risk management policy as it continues to manage societal and organisational risks. Through the use of 41 semi-structured interviews, document analysis and participant observation, the study explores why and how employees from functionally disparate areas of the organisation utilise risk management practices. The study focuses on the organisational, institutional and cultural dynamics that drive and shape an employee’s understanding of what ERM is meant to achieve and how best to go about implementing it. The findings suggest that employees decoupled the ERM practice differentially across the organisation’s departments as a means of ‘organisational conservatism’. The research presents new knowledge in regards to how the Port of London Authority relied on three distinct ‘if-then’ logics as a means to decouple ERM from its intended outcome of managing risk across the organisation to one that serves to protect and reinforce existing organisational arrangements and rationalities. This process of organisational conservatism enabled departments to reinforce their identities, increase their organisational standing and substantiate past actions. In essence, the organisation adapted ERM to reinforce and justify existing practices as a means to become more certain about what it already knows, rather than reduce the effects of uncertainty in achieving the organisational objectives.

Historical archaeology in Australia has countless artefact assemblages awaiting research and analysis. This thesis is the study of one such collection; the artefacts of personal consumption recovered during the first archaeological excavation at Port Arthur. The site was the Prisoner Barracks and was excavated in 1977 by Maureen Byrne and a team of volunteers but was never fully analysed due to Byrne's sad death the same year. The assemblage, with all artefacts excluding the faunal material, has been catalogued and analysed for this thesis. The results present an interpretation of the assemblage, considering personal consumption and the effects of hierarchy on the general ways of life of the occupants. This thesis uses archaeological and documentary evidence to build on the understanding of the site's history. It explores who the occupants were; privileged convicts in the early phases, and military regiments, constables or officers and their families in the later phases of the nineteenth century. Through the artefact analysis, everyday life is examined, revealing how consumption was a combination of occupants adapting to make do and also reaching supplies beyond the settlement's confines. The physical and institutional isolation added complexity to the acquisition and consumption of goods, while these elements of the site also changed over time. By exploring the potential of the site and collection, this thesis also establishes the assemblage for further research involving larger scale comparisons.

The thesis is focused on factors influencing port customers in their choice of the most convenient port. Port customer is primarily freight forwarder but ship operators and multimodal transport operators are also involved in decision making process. Principles of port functioning system reflected in port ownership and port governance with connection to individual subject in port organizational structure are introduced in the theoretical part of the thesis. The following part describes volumes of transported TEU in relation between specific port and Czech and Slovak Republic. The main goal of this thesis is to identify and analyze the key endogenous and exogenous factors which were affecting performance of selected ports. Factors with highest influence on freight forwarder choice are described in detail. Emphasis is placed on the Port of Hamburg because of its ongoing highest performance on the market with highest TEU volumes and also on the Port of Koper because of its growing performance profile.

Legislative Decrees 169/16 and 232/17 have modified Law 84/94. The changes introduces the Port System Regulatory Plan, composed of the PRPs of the individual ports and the Strategic System Planning Document. Among the contents of the DPSS, for which institutional agreements between AdSP and territorial bodies are envisaged, there is the identification of the so-called "Areas of port-city interaction". The objective of this research is to propose a methodology for identifying the areas of influence of the port on the city, measuring the degree of interaction through a system with indicators.

Abstract This paper details the successful first implementation of closed-loop Managed Pressure Drilling (MPD) technology offshore Australia, on a 6th generation semi-submersible rig. The paper covers the process of achieving safety case acceptance to implement MPD technology from the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA), the government regulatory authority. The paper describes the project concept design phase, including a Drill Well on Simulator (DWOS) exercise, which was completed to confirm MPD techniques would mitigate problems experienced on conventionally drilled offset wells. The MPD risk assessments completed included HAZID / BOWTIE / HAZOP / FEA studies which were included in the safety case formal safety assessment that was submitted to NOPSEMA. In parallel the Well Operations Management Plan was submitted, detailing the planned MPD methodology. The detailed Well Engineering scope including the MPD Programme, Operational and Contingency Procedures and Commissioning Process was developed to form a Joint Operations Manual. Four levels of project specific MPD training were developed, reviewed, accepted and monitored by NOPSEMA, including classroom based and rig site practical training. Post MPD system installation in Singapore, the System Integrity Testing was successfully completed offshore Australia. Lastly the paper details MPD operations on the first well including the effective use of MPD well control, dynamic MPD FIT, LOT and Pore Pressure testing and establishing the high formation temperature effects on drilling mud density. The closed-loop MPD system allowed the riser deployed sections to be drilled using a statically underbalanced mud system and confirmed the improved capability and flexibility in terms of detection and controllability during mud loss events.

The Port Authority Trans-Hudson (PATH) heavy-rail rapid-transit system has a two-decade history of using microprocessor-based equipment as replacements for electromechanical and electrical systems. Until recently, these processors were used for non-vital applications only, such as event recording and train dispatching. With the rebuilding of the World Trade Center terminal, processors were introduced for vital applications. PATH is now in the midst of a processor-based replacement of its entire signal system. Here we present a review of past, current and future applications of processor-based equipment at PATH. We examine the reasons for conversion and the advantages and disadvantages for design, installation and maintenance. A survey is made of equipment that is removed, added, replaced or retained for processor-based conversion. Interfacing with field appliances, including the continued use of relays for limited applications, is examined. With so much functionality concentrated within a single piece of equipment, new types of failure modes and redundancy become important considerations, as well as the volatility of critical information needed to maintain service. We also expose the problems of testing and cutover of new equipment on a railroad that operates passenger service 24 hours a day, 365 days a year, and training requirements of signal office staff and field forces. Since PATH is under FRA jurisdiction, use of processor-based equipment for vital applications is subject to additional regulations and we look at the programming accommodations for FRA testing.

The FSA has a key role as the central competent authority in overseeing official food and feed controls undertaken by local authorities. This supports the delivery of the FSA’s mission, food you can trust, and helps ensure food is safe and what it says it is. The FSA seeks to work in partnership with local authorities to help them to deliver official food and feed controls. Local Authority (LA) Environmental Health (EH), Port Health and Trading Standards (TS) teams deliver official food and feed controls using a range of interventions as set out in the Food Law Code of Practice (FLCoP) and Feed Law Code of Practice (FeLCoP). They are instrumental to the delivery of the FSA mission, across England, Wales and Northern Ireland to ensure consumer confidence and protect public health. Evidence from professional bodies, LAs and wider sources suggests that LAs are experiencing significant issues around the recruitment and retention of suitably/ appropriately qualified and experienced officers.(footnote 1) The FSA commissioned Ipsos UK to carry out this initial phase of discovery research to understand more about the barriers and facilitators encountered by LAs in England, Wales and Northern Ireland

Mobile Bay is a large estuary located in the southwest corner of Alabama, which connects to the Gulf of Mexico. Mobile Harbor contains the only port in the state that supports ocean-going vessels. Some of the larger vessels calling on the port experience transit delays and limited cargo capacity, so a study was conducted by the US Army Corps of Engineers, Mobile District (CESAM), and the Alabama State Port Authority to investigate channel improvements. In 2017, the US Army Engineer Research and Development Center (ERDC) assisted CESAM in screening proposed deepening and widening alternatives in Mobile Bay by completing a Feasibility Level Ship Simulation (FLSS) study using the ERDC Ship/Tow Simulator. These lower-resolution databases from the FLSS study were used as a foundation to complete a more robust navigation study in 2020 to test the proposed modifications to Mobile Harbor. During this study, three main areas were focused on: a bend easing, a passing lane, and a turning basin. Testing of the proposed design was evaluated over the course of 2 weeks with eight pilots. Assessment of the proposed modifications was accomplished through analysis of ship simulations completed by experienced local pilots, discussions, track plots, run sheets, and final pilot surveys.

A navigation channel improvement study for Mobile Harbor was conducted by the US Army Corps of Engineers, Mobile District (CESAM), and the Alabama State Port Authority. The US Army Engineer Research and Development Center (ERDC) assisted CESAM in assessing channel modifications using ERDC’s Ship/Tow Simulator through a Feasibility Level Screening Simulation study in 2017 and through a more comprehensive ship-simulation study in 2020. During the 2020 study, a safety concern was identified related to vessel interactions between a transiting vessel passing docked vessels at the McDuffie Coal Terminal located along the main federal channel. In the previous ship-simulation studies, the docked vessels were represented as targets, which means the ships are visually represented but no hydrodynamic interaction is captured. To fully assess this interaction, a surge-analysis study was completed in 2022 that used hydrodynamic models to represent docked vessels with representative mooring conditions. This study assessed several proposed navigation channel expansions across from the McDuffie Coal Terminal over the course of six testing days with four pilots. Assessment of the proposed modifications was accomplished through analysis of ship simulations completed by experienced local pilots, track plots, run sheets, and final pilot questionnaires.

The Government of Pakistan strongly supports public–private partnership (PPP) initiatives. From 1990 to 2019, Pakistan witnessed 108 financially closed PPP projects, with a total investment of approximately $28.4 billion. About 88% of these projects are in the energy sector, attracting more than $24.7billion, followed by investments in the port sector. In early 2021, Parliament approved the amendments to the 2017 PPP Law, enacting the Public Private Partnership Authority (Amendment) Act 2021. This further strengthens the enabling legal and regulatory framework for developing and implementing PPPs, thereby promoting private sector investment in public infrastructure and related services.
