Texto completo da fonteFor more than forty years, the political science literature has been interested in the processes of bureaucratization leading to the mobilization of knowledge and techniques from New Public Management (NPM) in the production of public action (Bezes et al., 2011), sometimes to the point of drawing up an all-encompassing observation of a "neoliberal bureaucratization" of the world (Hibou, 2013). Mechanistic conceptions of the transfer of government techniques between the public and private sectors ultimately provide little information about the conditions of their social embedding, i.e. the political, symbolic and technical operations through which social groups legitimize the use of the NPM; the action of its social base in short. From an analysis of the case of the construction of the autism problem in France, the present thesis intends to shed light on this point by bringing to light the way in which the mobilizations of the parent associations of autism contributed to motivate the use by the State of techniques and organizational formats stemming from health management, thereby reinforcing the administrative capacities of control over the organization and the contents of the psychiatric and medicosocial care offer. In fact, from the 2010s onwards, the "scandalous strategies" (Offerlé, 1998) of parent organizations have led to the archaic nature of segregated care models being publicly criticized because they are not sufficiently oriented towards school, and ineffective because they are not sufficiently informed about advances in neuroscience. Mixing the right to social inclusion of individuals and access to care in the liberal sector, the claims of these interest groups make the "trajectory of reforms" (Bezes, Palier, 2018) of autism intersect with that of another issue: that of the mode of government of the disability and mental health sectors. This second issue is marked by a return in force of the State which, since the beginning of the 1990s, has increasingly resorted to different technologies - agencies, calls for tender, contracts, platforms, recommendations of good practices, packages, etc. The use of these technologies is geared towards the development of an integrated health care "system". Their use is geared towards increasing the efficiency of health care structures and medico-social establishments, which are invited to specialize in "heavy" and "complex" care in order to send some of their patients back to the mainstream. Whether it is called the "ambulatory shift" or the "inclusive shift", this transfer of care activities to the "ordinary environment" - rarely, if ever, questioned as a source of oppression or a factor of inequality - accounts for a large part of the demand on private medicine, which is supposed to absorb the requests for services that are thus discharged from the specialized environments. On the basis of various materials - written sources, interviews, observations and an ethnographic survey conducted in particular in the Pas-de-Calais department - our research shows how, by seeking to conform the process of producing care to their conception of "good practice", these associations have fed this program. It also shows how the logistical rationalization of care leads to a disintegration of the "social properties" (Castel, 1999) distributed by the sectors it works in, to the detriment of their most socially precarious publics

Texto completo da fonteBeyond the figures and definitions, the history of recognition of autism or autism spectrum disorders (ASD) is long and marked by suffering. Under pressure from families, screening and support for children with ASD has become a public policy concern. The development of new digital technologies has encouraged the emergence of innovative technical aids to support learning and socialisation. Against this backdrop, in 2013 a Lille-based association, Signes de sens, produced a digital application called Ben le Koala. Easily accessible, it has diversified over time to offer children mime-based tutorials or capsules on everyday life, sport and leisure activities. Using a working methodology based on the sociology of portraits, the thesis aims to evaluate this digital assistant in the "Ben the Koala brushes his teeth" scenario. Twelve families, and more specifically twelve mothers, agreed to take part in the study and tell us, through semi-directive interviews, about their own experience and that of their children with Ben the Koala. The verbatims show that the children have made undeniable progress in brushing their teeth, which is the primary effect sought. The evaluation also reveals the very positive collateral effects of the application for children with ASD in terms of autonomy, personal development and well-being. So the benefits of such an application go far beyond simply learning about hygiene, and improve the lives of children and their families in depth

Texto completo da fonteWhereas dancing is part art and sport, it’s assimilated to two types of art, music and theatre, by the law and the public policies. If they share similarities and issues, dancing presents its own specificities and the professionals have to face difficulties that can’t be resolved, because of lack of proper status. Public politicies are beyond the law on these issues. Indeed, dancing has alaready many supports from the politics whose interest for this practice grows : proper aids, support to theaters and auditoriums to represent dancing’s shows, devloppement of a choregraphic’s culture, etc. On one hand, the law, for the moment, only deals with the teaching and the training of the professionnals. On the other hand, choregraphs’s and dancer’s copyrights are still the same as all the others authors or artits, whereas modern choregraphic creation doesn’t still separate the two functions. The same goes to social protection of choregraphic artists which exists, but it’s not adaptated to the physical dimension of the dancing’s jobs. To the opposite, dancing seems to deny work’s laws. Indeed, we can notice a lot of precariousness and hidden work in this sector. So, it’s time for law and public policies to interest more to dancing and conversely

Texto completo da fonteThis thesis focuses on the literature on coordination failures that can occur in the presence of increasing returns in economies with imperfect competition type monopolistic. We will also focus on the non-optimality of the equilibria. Then we are led to study the implementation of economic policy. In fact, public policies can change the number of equilibria in an endogenous growth model. In this thesis, we show that in a growth model with monopolistic competition the existence of externalities not internalized by the agents can result in a multiplicity of equilibria. Government intervention in the economy can have an impact on this multiplicity by the management of externalities and adverse effects of imperfect competition. However inefficient public intervention can make the economy converge to a suboptimal equilibrium. To this end, our theoretical modeling is to develop a macroeconomic model for a closed economy that has a perfectly competitive sector of final goods and a sector of monopolistically competitive intermediate goods. We simulate the model to identify the effects of a public policy. Finally, in an econometric application, we estimate the impact of public spending on the mark-up and the level of competition

Texto completo da fonteThe gender differentiated impacts of public policies are now widely recognized. A gender-aware approach to macroeconomic analysis is therefore a necessity in order to consider the diverse implications of gender relations. On this basis, this study analyses the impacts of trade liberalisation and the introduction of VAT through a computable general equilibrium modelling that treats women's and men's work separately. Two models are applied successively to Ethiopia and South Africa, then from a comparative perspective between the two countries. Four major results appear. Policy outcomes on gender-based inequalities are strongly affected by structural differences in women's and men's employment sectors. Furthermore, these differences explain why the same policy results in an increase in gender inequalities in one country while it reduces them in another. Moreover, the increase in women's labour market participation is not followed by a proportionate reduction in their domestic work. Finally, a substitution effect between parents and children occurs in household work activities as the former increase their market work, this, to the disadvantage of children's education, in particular that of girls

Since Rio 1992, the law it is nevertheless seized through the principle of integration which led to the emergence of new instruments across states or territories. In France, the Constitutional Charter of 2005 enshires the principle that thus enters the sphere of justice. Sustainable development through the state copy is promulgated as a priority by successive government since 2003 and requires that actually materialize. Furthermore territories replacing more and more states become newframe works of expression of sustainable development including through the planning law. The concept has also invaved the language policy and legal point of questioning its validity in these matters. Thus, after defining the contours of the principle of integration as a tool for implementing sustainable development we seek to recognize the importance of a new frame work of variation of the concept. This new governance then makes its credentials evaluation. However legal tools must to become a legal principle, and follow it advances the Aarhus Convention or the Grenelle of environment. The confidence of public and private actors also have a say. It is avalaible through a global movement to modernize and ethics of the state. At the same time several ways to make it possible to extend the effectivness of sustainable development both education, training or the emergence of a new international governance

Texto completo da fonteBurundi is one of the poorest countries in the world and it depends to public aid for development to ensure public services missions. In the health sector, too many failures (financial, human resources, unequal distribution of health infrastructure and heath workers) make very difficult the elaboration and implementation of effective public policies. These policies emerge from recommendations issued by major health conferences (Alma-Ata, Bamako, Doha. . . ) or development conferences (millenium summit) and are locally implemented with the technical and financial support from international financial institutions (World Bank, IMF) or UN agencies (WHO, UNICEF). They reflect the internationalization phenomenon of some public health issues (AIDS/HIV, essentials drugs,. . . ) whose solutions require adherence to international standards, conventions and values which may be in conflict with local specificities (cultural, economic and political). Since 1986, the Bretton Woods Institutions have imposed liberal economic reforms which have replaced the previous policies of free health care by introducing new policies that require payment by patients. Yet more than 65% of the population lives below the poverty line. In addition, these public policies are implemented in a political context of loss of centrality of the state in public action and of emergence of multiplicity of actors with divergent interests (private sector, national associations, NGO, supranational organizations) acting on several levels (local, national and international) whereas institutional failures of the state do not allow for better coordination. All those factors mean that the implementation of the public health policies produces perverse effects of impoverishment of the population and the exclusion of the poor from health care

Further analyses are provided for the fixed broadband market, with an assessment of the effect of competition via local loop unbundling on operators’ incentives to invest into fiber networks. Finally, this thesis evaluates the impact of very high-speed broadband networks on local economic growth, in terms of establishment creation and sole proprietorship creation. It attempts to quantify the economic benefits stemming from the roll-out of next generation access networks

Texto completo da fonteThis work presents some public policy rules in a mix-economy. Following analytic methods of optimal fiscal policy and costs-benefits theories it shows that these recommendations depend on the goals of the government and on the constraints of the whole economy. The chosen analytical framework is the intertemporal equilibrium model with some government. Public intervention is described by two features : a provision of a pure public good and some distorsives tax instruments. The evaluation of the public policy is based upon a social welfare function. The first part presents some optimal public policy rules in an intertemporal framework with heterogeneous households. The novelty of the work lays in the private profits, some additional constraints on the fiscal power and on the adoption of the primal approach for the reasoning. The second part deals with the "extension" of the previous results in a dynamic macro-economic framework. The main subjects studied are those of the fiscal equivalence,the conditions under which the capital incomes are taxed at the long-run range and the link between the public provision and its distorsive financing. The aim of the last part is to analyze the public debt in the previous context. We study the macroeconomic and welfare effects of some deficit policies when the ricardian equivalence fails to hold because public policy is distorsive. We conclude that the nature of the deficit policy and the parameters of the economy greatly matter in the determination of these effects

Texto completo da fonteA study of the relative responsibilities of the state and the local authorities as concerns the coast shows that the state is dominant in both policy and management, both over the coastal areas and the activities that occur there. In the first part of the thesis it is shown that the relations between the center and the periphery are the key to understanding public authority intervention, in particular in town planning and development. On the other hand, as concerns economic activities linked to the sea, presented in the second part of the thesis, it is the global-sectorial balance that is called into question. On the coast, relations between the center and the periphery are no longer critical : the state is present in carrying out its essential activities as are the different professions organized into corporate bodies. What is the role of the state, in particular in the interprofessional corporate organizations in fishing and sea farming ? The state has delegated powers to them as part of joint-management system. But if this delegation of authority tends to reinforce their autonomy, and that of local leaders of professional organizations, it has no influence on the nature of the decisions actually made, which remain legislative acts adopted unilate

In particular, it gives an explanation to the failure of prime minister michel rocard's policy aiming at co-ordinating and developing policy evaluation practice within the french state administration and within subnational tiers of government. The present work validates the following hypothesis. The policy evaluation theme, which has been imported from the united states in the sixties, has been shaped until today by diverse social processes which + mythify ; central planning in france. In recent years, in the french high administration, these mythification processes has turned so depreciatory that a policy evaluation policy could but fail, in spite of strong prime minister's political support. In conclusion, concerning the rationalization of public affairs guidance in france, the american technological influence has been very strong since the end of wwii. However, the french specificy of high civil servants corporatism has increasingly filtered the gouvernmental + techno-sciences ; elaborated and experimented on the other side of the atlantic ocean. This filtration is a good illustration of how the french social sciences community is more and more prevented from influencing the evolutions of public action's rational frameworks. Hence, in a way, this thesis is a contribution to the questionning raised by cohen and lindblom in their book + usable knowledge ; (1979)

Part two studies government dynamic budget restraint. In chapter 3, rules of sustainability are derived, and then tested on quarterly data from 1960 to 1996, in the cases of usa, france, germany, united-kingdom and italy. Most of the results reject sustainability. In chapter 4, a model of public debt repudiation is analysed under rational expectations. Part three considers fiscal policy and monetary union in europe. In chapter 5, a model of total seigniorage is developped. In chapter 6, seigniorage collection and fiscal sustainability are analysed for a small country joining a monetary union. Texto completo da fonteBasé sur quatre études de cas principales (Lille-Métropole Communauté Urbaine, Besançon, Chalon Val-de-Bourgogne, et le Grand Nancy), ce travail montre l'existence d'un double modèle (réactif et proactif) d'implication locale dans les télécommunications. Les collectivités territoriales, qui intéressent au plus haut point les opérateurs de télécommunications en tant que lieu d'implantation des nouveaux réseaux de télécommunications mais aussi en tant que nouveau marché à investir, sont amenées à mettre en oeuvre certaines actions destinées à gérer les infrastructures des opérateurs. Par ailleurs, et dans certaines configurations, les collectivités locales peuvent également investir la sphère des télécommunications (qui deviennent un élément stratégique de développement territorial) et initient alors de véritables politiques locales dans des domaines aussi variés que l'action économique, l'action administrative ou la création d'infrastructures de réseaux.
La recherche se poursuit par l'étude des modalités de genèse de ces initiatives publiques locales de télécommunications et de leur reproductibilité potentielle. Ces études démontrent en dernière analyse que les télécoms font désormais partie du champ d'intervention potentiel de toute collectivité locale tandis que, symétriquement, les collectivités locales comptent dorénavant au rang des acteurs des télécommunications.

Texto completo da fonteYears passed since the first laws on decentralization and environmental concerns as issues of general interest continue to increase as local authorities have to deal with even more intertwined laws and competences, which cause their action in favor of environnemental management to become very complex. The study of local authorities environmental interventions shows how environnemental management is split between them and central state through its decentralized bodies. A kind of partnership between these institutions is then to be for successful environmental management. So after making the distinction between the different areas of environment inviting the intervention of local authorities either solely or with the assistance of the decentralized bodies of the State that it is easier to understand the implementation of policies public local environment, starting from the financing of environmental management mode. To implement environmental protection policies, he mentions several funding sources. The important part is provided by the local authorities (more than 85% of expenditure related to the environment) by the local environmental taxation. We cannot complete the study of local public policies for the environment without focusing on possible difficulties in implementing these policies. It could be related to funding constraints as those of normative order. But in any event, the judge has broad powers to rule in favor of environmental protection

From a European panel, the first two chapters measure and compare different mobility indices by country. The cross-country comparison sheds the light on the higher efficiency of the public policies –in particular education policies – implemented in Nordic countries. The last two chapters concern residential segregation, which is shown to accentuate the transmission of inequalities in the economic literature. The determinants of the urban segregation in the Paris region (Ile-de-France) are disentangled in order to evaluate the potential effect of some housing policies, in particular those which aim at promoting homeownership

Texto completo da fonteThis thesis studies the influence of capital mobility on public policies in an imperfect labor market. We present three contributions to provide some insights on this issue. Firstly, we introduce unemployment into the capital tax competition literature to study the effect of capital mobility on the provision of public goods. Our analysis shows that the usual result of underprovision of public goods is not always preserved in the presence of unemployment. We then investigate the minimum wage policy under the constraint of capital mobility when its role is to adjust the distribution of incomes. We find that, in a non-cooperative context, capital mobility would constrain governments to set lower minimum wages.Finally, we study the influence of capital mobility on the efficiency of labor market policies when governments cannot cooperate. Using a search-matching model with an exogenous stock of capital, we find that implementing a minimum wage can make the decentralized equilibrium coincide with a social optimum in a closed economy. Next we extend the analysis to an n-country economy, the most surprising result being that capital mobility does not affect the efficiency of public policy

Texto completo da fonteThe different chapters in this thesis aim to present the methodology necessary to evaluate the impact of any equalizing public policies. The first chapter deals with the main tool used to appreciate an income distribution, that are the inequality indices. The second chapter details the different approaches possible to decompose an inequality index, whether to put forward group effects, income source effects and/or attribute effects. This state of the art is followed by three original studies. In that respect, the third chapter considers the income inequality in the French public administration, and it highlights the fact that the importance of gender to inequality is considerable but disparate across the different French administrative regions. The fourth chapter demonstrates theoretically that the importance of an attribute can be decomposed as a sum of its pure marginal contribution minus a sum of pairwise interactions with the others attributes considered. Finally, the fifth chapter exposes empirically the interactions effects on a public policy impact that aims to eliminate the gender wage gap

Texto completo da fonteThe European Union has an ambitious agenda to deal with the effects of climate change, the European institutions must now take environment into account within the framework of its policies. The objective of my thesis is to evaluate the impacts of European public policies on agriculture and environment, to measure their crossed effects and to assess the potential for a better coordination of these policies. The thesis aims to enrich the economic analysis on important issues refocused on the reduction of agricultural greenhouse gas emissions in the EU and the level of agricultural production, from a quantitative perspective. The methodology is based on a mathematical programming model that simulates the European agricultural supply (AROPAj), using data from the Farm Accountancy Data Network. The analysis is carried out at several levels, European, national, regional and sub-regional, taking into account the variability of the economic context that characterizes the European agriculture over the six years 2007-2012. We first assess how agriculture may contribute to the mitigation of EU GHG emissions and provide a detailed analysis of marginal abatement cost curves. The results show that, on average, over the period 2007-2012, EU agriculture may reduce its emissions by around 10%, 20% and 30%, respectively for emission prices of 38, 112.5 and 205 EUR/tCO2eq. We show that agriculture may offer substantial mitigation and that mitigation costs and potential vary in time and in space. The second issue studied concerns the compatibility between the increase in agricultural production and the reduction of the impact of agriculture on the environment. By introducing a primal approach (via a carbon price) and a dual approach (via a calorie target), we show that we can reduce GHG emissions and change agricultural supply while increasing the quantity of food calories. We extend the issue of GHG emissions by separating the prices of the two gases (CH4 et N2O). A differentiated price system allows to better adapt the climate regulation policy according to the time horizon on which we are projected, offering flexibility in reducing the emission abatement costs

Texto completo da fonteThis thesis falls within the scope of urban economics, environmental economics and public policy evaluation. The first part (chapters 1 and 2) is an empirical evaluation of the impact of industrial risk perception on the housing market. More specifically, these chapters rely on quantitative methods originally designed for public policy evaluation to measure the reaction of local housing markets to two changes in industrial risk perception. Chapter 1 analyzes the consequences of the AZF accident (Toulouse, 2001), and chapter 2 the consequences of the Bachelot regulation (passed in 2003). Both chapters show that additional information on industrial risk translated into a significant housing price decrease of about 2% on average. This price effect is consistent with an initial imperfect information setting. In addition, there is some evidence of neighborhood composition changes following these changes. This first part builds on typical examples in which randomized experiments cannot be designed, which lead to questioning the properties of estimators based on propensity score estimation. This is the aim of the second part (chapters 3 and 4) of the thesis. Chapter 3 compares the performances of experimental and non-experimental estimators using the example of a job-search assistance programme. It shows that, in this particular case, matching methods cannot accurately replicate the experimental results. Chapter 4 proposes the BEAST estimator as an alternative to typical propensity score matching, and illustrates its properties on simulations and case studies

Conducting a "good economic policy" implies to understand the cyclical position of the economy and consequently the need and objectives of public policy actions; to have a reliable estimate of the impact of instruments; and to rely on a consistent theoretical framework to assess the desired positive effects but also negative impacts that can be caused by these policies. The various articles or book chapters presented attempt to discuss economic policy decisions on a wide range of applications. The diversity of the issues addressed - macroeconomic framework, fiscal policy, monetary policy, international economic relations - reflects in part the variety of my career as an economist with the French Ministry of Finance (INSEE and French Treasury) in Paris and in Tokyo or as economist at the International Monetary Fund (IMF) in Washington. This Ph. D. Dissertation includes fifteen articles written between 2000 and 2015. Half of the articles presented here were published in referee journals or as book chapters, the other half has the status of working papers or mimeographs. With two exceptions, all the articles were presented at conferences or seminars

Texto completo da fonteProgram evaluation occurs in a context where ethical dilemmas are frequent and hardly avoidable. Evaluators must daily deal with different ethical tensions that may influence the quality of their work. By developing an analytical model allowing us to categorize evaluators according to whether they are the corporatist or the altruist type, we proposed to verify if all evaluators demonstrate the same sensitivity when faced with ethical dilemmas. Taking inspiration from a proven research methodology by Morris and Jacobs, we met, through interviews, Canadian evaluators of public policies. We have concluded that the altruist type show a high ethical sensitivity, while the corporatist type show a more moderate ethical sensitivity. We also observed that other factors such as evaluation environment(internal or external) and experience can influence ethical sensitivity.

Using the principles of the decolonized anthropologic research, it is analyzed the conformation process of the Municipio Autónomo Tojolabal Vicente Guerrero throughout the self-government, territoriality and social politics. It is proposed that the politics facing the multiculturality in Mexico are characterized by a colonialist relation that reproduce a dominant paradigm that have been generated from different problematic and contexts. This colonialism in multiculturality public politics is reflected in a neoindigenism that takes itself, resignifies and functionalizes demands that have been requested by the indigenous towns such as self-government, territory rights and interculturality in education and health fields

Texto completo da fonteThe production of city in morocco is dictated by a long line of greater slope that results from the subtle and complex relations between, on one hand, 2 town planning models, the local and the imported ones ; and on the other hand, 2 modes of urbanization, the legal and illegal ones, the official urbanization and the parallel urbanization. A complex of channels and habits, inspired by cach of the 4 logics, has developped between these models and these modes. An adapting " organisation ", flexible enough to faithfully respond to all the outlines of demand and occupy the juridical no man's land created by the legal illegal dualism. The first part analyses the progressive rising of town planning documents. Going back to planified town planning and planed colonial urbanization in morocco and particulary in rabat, which was one of the first expermientation grounds for modern town planning, its developpments after decolonization and, later, the conditians of transfers for today's town planning documents. In the secand part we have tried to define the strategic stake of these documents by taking as an exemple the town planning plan of rabat-sale which took the look, 50 years after the prost plan, of a "guiding diagram" (schema directeur scaled on the french sdau. In this part we have shown that the application of this document is preceeded and exceeded by facts, by parallel urbanization. All this has led us, in a third part, to consider the problem of homologation operations of illicit quarters. Thus we look the exemple of the first "urban development project of morocco" which is now in its terminal phase in south eastern part of the capital. All of this finishes by a try of theorization of public interventions in the urvanization in morocco and propositions campatible with local preoccupations

Local authorities have thus implemented attractiveness policies in thecontext of self-government to develop their territory. The principles of self-government and autonomy, foundations of local government, have led to both a change in their relationship with the central government and the proliferation of projects and instruments of implementation of public policies. Although local development policies are carried out in a constitutional, legal and regulatory legal framework, their complexity calls into question thelinks between responsibilities, and the coherence and cohesion of the mechanisms of their development and implementation. This legal dimension intersects with other political and economic considerations in the construction of a territorial policy
