Economics and politics are often the two most important factors for a government that can maintain authority. Governments deal with domestic and international affairs primarily for economic or political purposes, but what choices do governments make when faced with a contradiction between these two factors? To understand the basis and reasons for the government's choice, this article uses the porcelain trade in China during the Qing Dynasty as an example. Government options are explored by comparing differences in pre- and post-porcelain trade. It can be observed that politics is often the preferred choice. Governments usually adopt active economic policies while guaranteeing political security and stability. Similarly, governments sacrifice economic interests for political security and stability. The same phenomenon exists in the international community, where the root cause of contradictions and conflicts between States lies in politics rather than economics. A proper understanding of this phenomenon can help people better understand the purpose of certain policies and may make the government pay more attention to the positive role of the economy.

Researchers are guided by their ideological and ethical viewpoints when conducting research. Doing research for government challenges them to confront these ideals head-on. This article explores the uncertain terrain researchers sometimes have to negotiate when conducting research for government, and discusses relations between researchers and government officials. It considers the authors’ approach in conducting research for a South African provincial government department in 2008/2009 and, based on that experience, analyses the politics underlying the research process. Despite the clear brief directing the research, they found that the study was never separated from the political environment in which it was conducted. The study goals shifted according to the shifting perspectives of the commissioning authority, causing tension between the researchers and the project management.

AbstractThis paper examines the capacity of governments to implement fiscal reforms in times of austerity. Unlike existing studies, which mostly focus on gradual policy changes like government spending, this analysis distinguishes between consolidation events and consolidation size to examine fiscal reforms. This strategy clarifies contradictory results in previous research and yields new insights into the underlying mechanism of fiscal reform. Based on an action-based data set that includes information about discretionary changes in taxation and government spending policies from 1978 until 2009 for 16 advanced (OECD) countries, the study shows that left and right governments are equally likely to implement cuts. Strategic considerations play a major role for the timing of fiscal consolidation, as the probability of fiscal cuts is highest at the beginning of the legislative term. When governments reform, the left cut as much as necessary, whereas right governments take the opportunity to reduce spending more.

Summary This article investigates the ways local mission and national politics shaped linguistic research work in mid-20th century Australia through examining the case of the Church Missionary Society’s Angurugu Mission on Groote Eylandt in the Northern Territory and research into the Anindilyakwa language. The paper places missionary linguistics in the context of broader policies of assimilation and national visions for Aboriginal people. It reveals how this social and political climate made linguistic research, largely neglected in the 1950s (apart from some notable exceptions), not only possible, but necessary by the 1970s. Finally, it comments on the state of research into Aboriginal languages and the political climate of today. Until the 1950s, the demands of funding and commitment to a government policy of assimilation into white Australia meant that the CMS could not support linguistic research and opportunities for academic linguists to conduct research into Anindilyakwa were limited. By the 1960s, however, national consensus about the future of Aboriginal people and their place in the Australian nation shifted and governments reconsidered the nature of their support for Christian missions. As the ‘industrial mission’ model of the 1950s was no longer politically or economically viable, the CMS looked to reinvent itself, to find new ways of maintaining its evangelical influence on Groote Eylandt. Linguistics and research into Aboriginal cultures – including in partnership with secular academic agents – were a core component of this reinvention of mission, not only for the CMS but more broadly across missions to Aboriginal people. The resulting collaboration across organisations proved remarkably productive from a research perspective and enabled the continuance of a missionary presence and relevance. The political and financial limitations faced by missions shaped, therefore, not only their own practice with regards to linguistic research, but also the opportunities for linguists beyond the missionary fold. The article concludes that, in Australia, the two bodies of linguists – academic and missionary – have a shared history, dependent on similar political, social and financial forces.

This study aims to photograph the political policies of the Government of Indonesia in peddling the Migration Program of Analog Television Broadcasts to Digital Television Broadcasts, so that a political marketing model is found. This program faces tough challenges, among others, the uneven understanding of society due to the wide area and the large number of television viewers. The government as a political superstructure actor must comprehensively communicate politics to encourage public participation in television digitalization through a form of political marketing. Through interpretive subjective approaches, qualitative methods, and descriptive juridical normative research types of laws and regulations that contain analog-to-digital migration substances as well as data collection techniques for normative studies, observations, and focus group discussions, this research finds a model of government political marketing in television digitization is carried out in stages using government structures, starting from the central government, provincial governments, to district/city governments. The television digitization model can be called the multiple levels of government model. Through this model, it is optimistic that the public's understanding of the digitization of television programs will be evenly distributed.

The dynamics of the legal politics of regulating mineral and coal licensing authorities have undergone significant changes. Initially, the authority was given by law to local governments, and now this authority is taken over by the central government. The purpose of this research is to find out the direction and philosophical basis of the legal politics behind the amendments to the Mineral and Coal Law and its implications for the mining licensing authority. The benefits obtained from research are that some significant changes in mining licensing authority can be identified and the terms and stages. The research method uses normative legal research. The research study results concluded that the centralistic paradigm of granting permits in an integrated manner also marks the shift of regional authority from attribution to delegation authority. Affirming the political direction of mining law is a priority for the central government's authority when several strategic articles have been amended and even eliminated. Amendments to the formulation in Article 4 (mineral and coal control rights) and Article 6 (mining management authority) of the 2020 Mineral and Coal Law show no longer partiality for local governments to allocate mining licensing authority.

Abstract: The aspirations of emancipatory or empowerment-based social interventions, such as those inscribed in Health Canada’s and the World Health Organization’s Ottawa Charter, require a significant reconstruction of traditional evaluation practices. The prevailing response to this need has been the inclusion of “empowering” research techniques in the evaluation activity. The author argues that empowering research techniques cannot, in and of themselves, effectively inform and support the political aspirations of emancipatory intervention; such aspirations instead demand a dramatic shift in the institutional role of evaluation research and the focus of the evaluative gaze. Drawing from elements of Habermas’s theory of communicative action, the author outlines the dimensions of a critical approach to evaluation that is more consistent with the principles underscoring emancipatory intervention. The Treasury Board’s guide to program evaluation is used as illustration, to demonstrate the implications of such an approach for conventional evaluation questions.

In a state known for consistently high incarceration rates, especially of Aboriginal people, the Labor governments of the 1980s created two criminologically based research or advisory bodies. The paper looks at the background and history of each — the State Government Advisory Committee on Young Offenders and the Crime Research Centre (and the lessons learned therefrom in light of policy making decisions, both by the Labor Government which created them and its successor, the Liberal Government of Richard Court). The first was composed largely of high ranking judicial, police and bureaucratic members, high profile community members and skilled research staff. Its fate was sealed by its insistence on independence. The second is university-based with a statistical and research focus. Independently funded, it survives but what effect has it had? The history of the DRB demonstrates the ebb and flow of government interest in science and defence from 1947 to 1977. This paper traces defence research through its most transformative events: demobilization, the Korean War, the International Geophysical Year, the Glassco Commission, the 1964 White Paper, integration and unification of the Department of National Defence, internal reviews, the 1971 White Paper, the Management Review Group, and the Lamontagne Committee. This sequence of transformative events reveals the importance of politics and personalities to decision-making, and the difficult alliance of scientists with soldiers.

Bilingual-education research has helped to inform and to shape federal policy and funding as articulated in the Bilingual Education Act, first passed in 1968 as Title VII of the Elementary and Secondary Education Act. During the Act's most recent reauthorization, the U.S. Department of Education and others proposed changing the law to fund more all-English language programs. They argued that the federal government was mandating a single approach, that there was no research evidence to support such a mandate, and that schools should be granted flexibility in designing programs to meet local needs. In fashioning this argument, proponents of change carefully selected the research literature they alluded to. That research was judged against artificially high and overly narrow criteria. Finally, they overinterpreted the research to suit their agenda. Congress was under intense political pressure to fund more all-English programs, and it did so. But a panel of experts contradicted the argument that there was no research to support the use of the native language for instruction. In the end, Congress kept the bulk of the monies devoted to bilingual programs.

Public service quality has been a significant issue in Indonesia (Lanin & Hermanto, 2019) along with woman’s representation in politics (Aspinall et al., 2021). This study investigates the effect of woman’s representation in the local government head and legislative positions on public service quality in Indonesian local governments. We use secondary data from the Ministry of Internal Affairs, a local government website, and the Indonesia Statistics Bureau from 2016–2019, analyzed with panel data regression analysis. Overall, we find that local government public service quality is at a high level. Meanwhile, women’s political representation in Indonesian local government is still considerably low, both in legislative and top executive positions. Empirical findings demonstrate that women’s representation in the legislative board provides a positive impact on public service quality while women’s local government head has no significant effect. The effect is consistent both in district local governments and city local governments observations. Our study provides recommendations that suggest that women’s representation in local politics should be increased to promote gender equality which leads to better public governance

Every social institution is affected by the way in which its internal processes are publicized. For example, the survival of the family as a social institution depends to a great extent on its privacy. It is almost impossible to imagine what forces in society might be released if all conflict in the private domain were thrown open for public exploitation. When E. E. Schattschneider wrote the above passage in 1960, (in The Semisovereign People, p. 17), he could not know that the women's movement was about to resurface not only in the United States but around the world, and that one of its aims would be exactly to expose the “conflict in the private domain” of the family. The ideology of “the family,” the power relations in families—these and other “family“-related or other “personal” matters would be questioned in the 1960s, 1970s, and beyond.

This article makes an empirical and historical contribution regarding the role of the Labor Party government between 1992 and 1996—Yitzhak Rabin’s government—in shaping the Israeli path to neoliberalism. The article argues that Rabin’s government developed a new neoliberal political-economic logic that differed from the political-economic logic of the Emergency Stabilization Plan as well as from the political-economic logic of Sharon’s government in the post-Intifada era. It argues that Rabin’s government’s political-economic logic conforms to the notion of ‘embedded neoliberalism’ (Bohle and Greskovits 2012). The article also argues that political parties had greater impact on the Israeli neoliberal path than is conventionally claimed. The historical analysis is based on qualitative and quantitative research in six policy areas: supply-side, demand-side, welfare and redistribution, development, depoliticization and democratization.

Research conducted so far on development of local government and local policy in Bosnia and Herzegovina were primarily directed on economic and legally – the political aspect of local government. Goal of this research is advantage and possibility analysis, limiting the local growth of cultural politics on the level of territorial organisation of government in Bosnia and Herzegovina. What problems does the government face during creation of cultural policy? How are local and cultural identities formed? Do local governments have strategies for cultural development? In what measure is culture recognised as a developing chance especially in the time when Bosnia and Herzegovina becomes alternative tourist destination? How are cultural projects financed and in what measure do citizens show interest to participate in the growth of culture and local culture politics? This research explains how the government legal politics in the field of waqf with the tug-of-war of various interests that influence this, both the interests of the government, society and the waqf law itself. To achieve this goal the author uses library research, where the data sources were obtained from books and articles that were offended by the topics discussed. Data was sorted out and analyzed using content analysis. This study found that the government legal politics regarding waqf can be seen from the condition of the government's relationship with Muslims. When the government's relationship with Muslims is tenuous, then the rule of Islamic law "appears to be slow and stagnant". On the other hand, if the relationship was harmonious, the rules of Islamic law, especially waqf, will develop. This is evidenced that since the Dutch colonization until the Old Order, the rules regarding waqf seemed to "stay in place". In other words, waqf regulations only regulate existing waqf practices, without any improvement in terms of both legal substance and utilization. The new waqf rules appeared in the second half of the New Order era and reached their peak during the Reformation period. Government legal politics regarding waqf is influenced by the interests of government and society on the one hand, where waqf can help improve people's welfare. On the other hand, Islamic law, especially waqf law, is growing in Indonesia through various emerging regulations.

For China, the SARS calamity has a great impact on its steadily developing economy, society and politics. At the same time it provides an opportunity because SARS changed the original Chinese living habits, ways of working and worldview. This paper is to analyze the effect of the crisis on the Chinese public administration and the direction of Chinese government's reform by focusing on the research of the revealed drawbacks in the management of Chinese government and the measures taken by Chinese government during the SARS crisis. Research shows that there are many deep-rooted problems. For example, in the spreading and early handling stages of SARS, the Chinese government did not perform adequately: non-profit departments were not well developed, governments at all levels refused to cooperate, there were no emergency institutions to deal with the crisis, officials were unqualified and the administration is closed and undemocratic. However, the measures taken during the SARS crisis also showed the crisis promoted the transformation of Chinese government further from a controlling government to a service oriented government, from a closed government to transparent and open government, from a government ruled by individuals to a government ruled by law. Meanwhile the crisis suggests that the administrative system is facing new adjustment and development.

A central research question in international political economy concerns the influence of financial markets on government policy outcomes. To what extent does international capital mobility limit government policy choices? I evaluate the relationship between international financial markets and government policy outcomes, with a focus on the government bond market in developed democracies. Evidence includes interviews with financial market participants and a cross-sectional time-series analysis of the determinants of interest rates. This evaluation suggests that governments of developed democracies face strong but narrowly defined financial market pressures. Financial market participants are concerned with a few macroeconomic policy indicators, including inflation rates and government deficit/GDP ratios, but not with micropolicy indicators, such as the distribution of government spending across functional categories. In these areas, governments retain policymaking autonomy. I conclude by exploring the role of financial market influences within domestic politics and offering suggestions for further research.

This article is a study of the process of the rise of Riau Malay Identity Politics when it was previously marginalized in the New Order era. The purpose of this article is to look at the stages in the formation of identity politics in restoring the glory of Malay culture in Riau province. This research is descriptive-explorative library research that explains and explores ideas about Riau Malay identity politics by answering questions in problems identified based on reading results and data interpretation related to the research theme. The results showed that after the reforms, the political elite of the Riau Province government tried to strengthen Malay identity with a variety of policies that were disseminated. Then, the negative views that were often directed towards ethnic Malay in the past, were rectified again by giving Islamic values to all the lives of the Malay people. Furthermore, the Local Government and the Riau Malay Customary Institution try to re-socialize the importance of the use of Malay as the origin of Indonesian.

The study included problems in polity and its effects on media-government relations; the economic developments and impasses and their possible consequences and effects on media-government relations. The research was qualitative quantitative in nature and descriptive method is employed to conduct the research. The findings were that the government of previous regime had a weak structure, and the functioning of the institutes was inefficient too. The relation of the government with the media, was interest based as media’s practicality depends on its economy and the economy comes in the forms of advertisements. Media’s effect is great and cannot be ignored; it shapes up the public opinion. The research recommends that the use of better technology should be introduced at cheaper rates for objective reporting. A common idea of research lies in association with virtues of open-mindedness, pursuit of truth and the liberation of humanity from burdens of prejudice. Aside from this blue skies picture of scientific research we have practitioner research designed by teachers to improve the quality of the education they provide in classrooms. And third, there is policy research by government, which is designed to monitor and implement political values into schools and classrooms under its aegis. This article explores the educational research policy which the Scottish Government has recently published. It argues that its approach to education policy research will weaken the professional standing and autonomy of teachers. That policy agenda will result in the proletarianisation of classroom educators. A dimension of this government's policy shifts research out of education into the hands of quasi-private companies. The outsourcing of research contracts to companies illustrates ideological values. Besides the government's general policy orientation to education research, its subcontracting model reinforces the assumption that valid and reliable research on education does not require the nuanced expertise of classroom practitioners. The government's politics also disfavour university education researchers. The outcome of marginalising these two elements of the education world ensures evidence-informed policymaking incorporates neoliberal values. Research companies operate in the capitalist free market and, to survive, must satisfy their customers. Management of schooling by means of abstract scientific data that monitors and judges teacher performance is an international norm. That destructive, ideologically driven trend undermines the local expertise of schools and reduces the autonomy of schoolteachers who are employed in schools. The policy culture so described, it is concluded, will re-model the profession, recast what counts as professionalism and in this process trash the accumulated wisdom of generations of committed and caring teachers.

Organizational politics severely disrupt the productivity and performance of government organizations and their employees. The prime objective of this study is to appear the vulnerabilities of politics in the outcomes of government organizations in terms of declining of affective commitment and whistle blowing, instigating to turnover intentions and counterproductive behavior towards assigned work. The moderating effect of “optimism” between the perception and adverse effects of politics has also been appraised. Employees working at managerial and executive level in federal government organization of capital territory, are treated as population. Simple random sampling and simple linear regression statistical techniques are used for data collection and data analysis. Perceived politics lessen employee’s commitment and increase counterproductive behavior as well as turnover intentions are the findings in response of 144 government employees. This is visible by this research that optimism as a psychological resource may counter the negative effects of organizational politics on various concerns and government employees are lessen involved in counterproductive activities and highly dedicated towards their job and organization.

This paper aims to examine the understanding of organizational politics and its impact on the job performance of Nepal's civil service employees. The research design adopted in this study consists of a descriptive and causal-comparative research design. Based on a multi-stage random sampling, 250 civil servants in five ministries of the Nepal Government were selected as sample. The response rate was 76.40 percent. The findings of this research indicate that strong organizational politics exist at government offices. Mainly, over politics exist in the case of pay and promotion policies. Likewise, going along to get ahead and general political behavior are also common at these offices. The job performance level, however, was found at an average level. The inferential results indicate that there is a significant negative impact of organizational politics (in terms of going along to get ahead, pay and promotion policies, and general political behavior) on the job performance of employees. Therefore, leaders and administrators of ministries and other government offices need to keep an eye open in such realities and try to reduce unnecessary politics at workplaces so that the civil servants can focus on delivering effective services to the general public.

ABSTRACTIn federal political systems such as the United States, there has long existed a view that citizens should be more politically competent at the local level than at the federal level of government. Recent studies have challenged this view. This article argues that these findings may reflect only one part of the broader picture. Through a review of two recent studies, I contend that research in this realm must consider more than only the level of government. Odd as this sounds, assumptions about varying levels of political competence at different levels of government have always been premised on the notion that local-level politics is smaller and less complex than federal-level politics. However, when local politics takes place today against the backdrop of small villages and towns as well as in large cities, these are assumptions that must be reevaluated.

Our study provides recommendations that suggest that women’s representation in local politics should be increased to promote gender equality which leads to better public governance.

This article dissects how socially constructed society views women in politics as regional heads. Amid the minimal existence of women in politics, women still dare to enter politics to become regional heads. The research results in this article will first explain how social construction translates social roles between women and men, including in the political sphere. Second, this article highlights gender analysis of the leadership style of Iti Octavia Jayabaya as Regent of Lebak from a social construction perspective. With their myriad of problems, women are challenged to enter politics without solid support and political capital. Likewise with Iti Octavia Jayabaya, although her leadership cannot be separated from the existence of a political dynasty, Iti Octavia Jayabaya broke the social construction, which assumes that it is difficult for women to be involved in politics and even become regional leaders. Iti Octavia Jayabaya has proven this through various achievements related to the development of the region he leads to escape it as a disadvantaged region. This research contribution enriches approaches and references regarding the study of women's leadership, to gender issues in government and local politics.

In today’s organizational environment, human resources are seen to be one of the most crucial assets that must be maintained, particularly the existence of employees’ proactive behavior, which is needed for the sustainability of organizational performance. One factor, which may affect the employees’ proactive behavior, is organizational politics. Therefore, the main objective of this study is to investigate the effect of organizational politics on proactive behavior of government employees and to test further whether this effect was moderated by self-efficacy. This study used a quantitative approach with an exploratory method to answer the proposed hypothesis. The samples were 310 local government employees in Bandung district, Cimahi City, Bandung City, and West Bandung Regency, Indonesia. For processing the data and testing the hypotheses, this research employed Moderated Regression Analysis by using STATA 13. The results showed that organizational politics has a negative effect on the proactive behavior of government employees, and the moderation effect of self-efficacy can weaken the negative relationship between organizational politics and proactive behavior. The study, therefore, makes a valuable contribution regarding the additional evidence to the organization within this field.
