Resumo:

The ArgumentJohann von Justi, the foremost literary cameralist of his generation, served as chief police commissioner in Göttingen between 1755 and 1757. While in Göttingen, Justi offered lectures at the university on the “œconomic, police and cameral sciences.” He also arrested vagrants, wrote on chemistry, disciplined unruly students, conducted chemical experiments, supervised the pricing of Göttingen's staple goods, engaged in a public controversy with a prominent Berlin chemist, edited and published a bi-weekly periodical (Göttingische Policey-Amts Nachrichien), and worked with the university's curator to refashion the academic structure of the sciences. Taken together, these various activities reflected his broad vision for social and academic change, a vision with important implications for the form and content of the sciences. Drawing on archival material in Göttingen, on articles from the Policey-Amts Nachrichten, and on Justi's other cameralist and chemical writings, I use his everyday experiences as a local police official to explore the meaning of his chemical work. I argue that Justi's chemistry was suffused with the cameralist dreams and ambitions of a small-town police commissioner. It is what I call police chemistry.

Resumo:

“One of the most necessary and most important public institutions”. Waste and Waste Management in the Early Modern City Historical research on waste has usually focused on the Late Middle Ages as well as on the 19th and 20th centuries when important technical and organisational changes took place. The early modern city has received less attention. Yet, it was by no means a place of stagnancy. It saw new developments such as a growing awareness of dirt and time, the leasing of street cleaning and discussions on spatial aspects of waste disposal. Indeed, early modern approaches to waste varied in different European regions. To give a sense of this diversity, this paper offers a micro-study of the city of Braunschweig’s waste management in Northwest Germany.

The rapid progress in the digitization of early modern sources on an international level in recent decades has fundamentally improved the conditions for historical research. Whereas expensive and time-consuming archival and library studies used to limit the scope of some research projects, long-term editorial projects can now increasingly be tackled from the comfort of one's home. This also applies to the source genre of the “good” Policey. How did it come into being? In the Holy Roman Empire of the German Nation and its regions, institutions and chancelleries, councils and rulers relied on a form of conveying general standards of value that had been drafted in ancient times, was born in the Middle Ages and matured in the early modern period. This legislation was comprehensively designed before the nation-building of the 19th century. As early modern Policey, it was divided into “ordinationes speciales”, “imperiales” and “provinciales”. (1) The first group included dress and luxury ordinances; church and Sunday protection; bans for beer, wine and spirits; hunting, building, market, inn, health, mourning or marriage regulations as well as gambling and lottery bans. (2) The second group consisted of provincial and imperial ordinances, and (3) the third category included territorial, town, market, forest and village ordinances. Edition projects, such as those presented for the University of Erlangen-Nuremberg in southern Germany, are increasingly, but by no means exclusively, based on digitized Policey specifications.

Abstract This article addresses the relationship between civic prostitution and the concept of ‘gute Policey’ in the late fifteenth and early sixteenth centuries. It takes as its object of discussion a series of so-called Frauenhausordnungen (brothel ordinances or brothel rules) from the cities of Nuremberg, Nördlingen, Strasbourg, Constance and Ulm. Previous discussions have characterized Frauenhausordnungen from these cities as members of a coherent genre of regulations, a grouping which this article contests. By placing the creation of new brothel regulations in these cities in the larger context of the emergence of ‘gute Policey’ as a crucial category within domestic administration, the article seeks to expose civic authorities’ moral ambiguities about the role of prostitution in society, which originated well before the Reformation, often seen as the key factor in the vanishing of public prostitution from the urban landscape in the early modern era.

In the years around 1800, European states saw themselves confronted by a new problem: in the wake of the Declaration of the Rights of Man and of the Citizen – a key document of the French Revolution – and its partial implementation by Napoleon, individuals were per definitionem free and equal. New notions of human freedom had not only led economic and intellectual leaders to take arms against the state (in the American colonies, against British rule; and in France, against Louis XIV). They also led populations in various states to begin defining themselves as a “society,” i.e. as collective that was distinct from the state itself. However, new definitions of society and the individual raised various questions concerning social integration. Previously, the absolutist state, which had legitimated itself through the doctrine of raison d’état, had laid claim on the allegiance of the individual through the administrative tools of policey, i.e. through complementary agendas of social assistance and control (Foucault, 1981). It is no coincidence that Policeywissenschaft (“policey science”), which had been taught since 1727 at German universities, broke down after 1800: Society wanted and needed another form of social integration than the caste system of the absolutist state.

In the agrarian and peripheral Grand Duchy of Finland, the challenges of the modern transport technology to the law made themselves known in the course of the nineteenth century. The first velocipedes found their way to Finland in the late 1860s but a bicycle boom only took place in the 1890s. The bicycles led to new risks and problems which had to be regulated somehow. This was done first by the self-regulation of bicycle clubs or associations, and then by police regulations (German: Policey) in various towns. The regulation of bicycling was only local and the same applied to automobile traffic at the beginning of the twentieth century. However, in Helsinki, for example, international multi-party traffic and transportation treaties were also applied in tandem with local norms to some extent. The article maintains that around 1900, local police regulation was still in an important means to deal quickly with the new problems caused by modernization and industrialization especially because of the slow and cumbersome parliamentary law-drafting processes.

The collection of sources on “good” policey has, so far, illustrated and interpreted the characteristics of early modern regulatory policy with territorial or urban examples. This was examined for a period which, as the saddle period of modernity, was responsible for setting a course that can hardly be overestimated, according to which rights and duties, public and ecclesiastical order, social peace, honour, happiness, health and prosperity are partly derived to this day. This temporal framework remained in this essay, but the social perspective changed. While many publications on ordinances were tailored to the role of the nobility and the courts, the municipal councillors, the imperial ecclesiastical chancelleries or the executive offices in the Reichskreise (Imperial Circles), the focus is now on their social reflections. The perspective from “below” becomes more effective. The rural area, village cooperatives, agrarian forms of trade and action remote from capitals and centres are the new, undoubtedly no less interesting focus.

O artigo tem por objetivo explorar o significado de Christian Thomasius (1655-1728) para o primeiro período do Esclarecimento alemão (Aufklärung), apontando sobretudo a relevância institucional da atuação de Thomasius na reformulação dos currículos universitários com a introdução ou reformulação de disciplinas como a Policey e as Kameralwissenschaften. Essas disciplinas tinham um propósito eminentemente prático de formar um grupo de funcionários públicos comprometidos com a administração eficiente do governo, de acordo com a especificidade do Esclarecimento alemão no cenário mais amplo do Iluminismo europeu.

Resumo:

Police organizations have been attempting to change to human rights-friendly police by reorganizing the human rights-related legal system. However, questions still remain as to how much citizens are experiencing such changes and whether they are highly receptive to the police's human rights policy. Therefore, this study attempted to analyze citizens' perceptions of the police's human rights protection policy and what variables affect their perceptions. Specifically, the effect of the experience of human rights violations through the media, police trust, and human rights policy awareness on citizens' perceptions of the police's human rights protection policy was empirically analyzed. To this end, an online survey was conducted on a sample of 800 people proportionally allocated by gender, age, and region. As a result of the analysis, the average of the questions on the relationship between police activities and human rights was all over 3.4. In addition, citizens recognized that the life safety function was most related to human rights protection activities. Citizens highly recognized the necessity of the criminal management system and the victim assessment report. As a result of regression analysis, it was confirmed that the experience of human rights violations through the media, trust in the police, and awareness of the human rights policy had a statistically significant effect on the Citizens' perception of the police's human rights protection policies.

Resumo:

The creation of the Imperial Circles (= Reichskreise) was an overdue answer to the powerlessness of the Empire and the Estates in matters of the preservation of peace in the countryside, the organization of the Supreme Court, the control of taxes, begging, the poor, customs and coin matters, the conscription of the Imperial Army, health care – formed by the medical Policey with regard to the supply of drinking water, protection against epidemics and plague – and many other points in the early modern process of civilization. These included, for example, the construction of cross-border roads and streets and the settlement of territorial prestige and border disputes. Some of these were certainly more of a requirement than an everyday practice. Since the 16th century, most of the administrative work was then carried out by the increasing competence of county councils. In combination with their territorial system of offices and government, they had new instruments of regional planning control at their disposal. For urgent tasks such as regional and supra-regional road construction, the fight against epidemics and crime, and customs, coinage or trade policy, the county councils (= Kreiskonvente) were often too “small”, especially in the territorial area of southern Germany, but the Reich as a whole was far too “large”" to find and implement practicable solutions. Up to now it was a research desideratum to classify the imperial circles into the European system of federal structures. My contribution aims to close this gap.
