In pharmaceuticals, raw data management is a tedious process that comprises of obtaining the data, affirming the validity, and preserving the required data to make certain of the quality, accuracy, and timeliness of the one who is using the data. Raw data management makes processing, validation, and other essential functions simpler and less time intensive. It provides actual information, i.e., the information which has not undergone any processing either manually or through an automated system. Raw data are managed by looking into integrity issues, such as document falsification, failure to provide adequate controls, and taking appropriate measures for its prevention. Also, access to the computer system should be restricted to authorized personnel only. There should be shared just-read client accounts that will stop the sharing of important data to personnel other than the authorized one. Prevention and management include training, good documentation practice, self-inspection, management strategy, and global corrective and preventive actions. Also, a good moral practice should be taught to the employees who are into documentation work.

Skilled staff, as well as conditions for their development and motivation, are key conditions for the successful operation of the company. Creation of a high-quality Human Resources (HR) personnel management system would allow to solve this problem. For the achievement of the ultimate goal - the most effective formation and development of the personnel potential of the enterprise requires the creation of conditions for all employees allowing the maximum use and increase of labour potential, as well use of creative abilities and creative thinking. Labour competences and competence evaluation represent real challenges for companies. When modelling a high-quality HR management system, it is important to take into account features such as presence of uncertainty and a large number of unstructured data. When evaluating personnel, the cognitive abilities of the decision-maker are involved and the use of fuzzy cognitive modeling (FCM) seems to be the most promising. In addition, cognitive models allow us to present complex relationships between investigated parameters revealing influence on each other. This paper considers an expert performance evaluation system based on competency model and a fuzzy logic model. The FCM based management personnel system’s is proposed. There are many performance evaluation methods; however, none is universal and common to all companies. This work brings contributions to HR management solutions, finding new ways to apply artificial intelligence (AI) techniques to processes that typically were performed by humans.

Cloud computing is where software applications, data storage and processing capacity are accessed via the internet. This paper involves with analysis of the importance of cloud computing in software application developed as a service. To achieved that, a web based application OPMaSwas developed to provide service that will improvetheaudit readiness and compliance, couple with conformance to records retention policies and automated record management bundled using SaaS model. The web application is meant to manage personnel of any given organization, providing strong functionalities developed in modules such as; personnel information management module, training information management module, leave management module, resume management module, appraisal management module, document management module, reporting module and payroll management module. This applies to a lot of third world countries especially in Nigeria where interest e-commerce is fast growing. The system was evaluated using software performance methods where a reasonable performance was achieved as compared to state of the art software.

Changing the qualification structure of contractors for the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis, evaluation) at industrial enterprises and scientific and industrial associations, should also strive to ensure that the economic efficiency of economic and analytical work in the sense of its scientific level, results achieved, reliability and timing was highest, and the use of potential staff capabilities was greatest. It is about optimizing the activity of subsystem staff. In this regard, one of the thematic issues of organizational support for the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis and evaluation) is the development of a system of measures that ensure the subordination of activities of personnel to the goals set both before the subsystem and before the system. Management of an industrial enterprise and a scientific-industrial association as a whole, and of those that certainly contribute to the most cost-effective implementation of this economic activity in set direction of development. The whole range of problems of comprehensive provision in functionally developed systems of strategic management of special purpose scientific and industrial associations and enterprises of the industry cost-effective activities of personnel of the subsystem (function) of analytical processing of technical and economic information data (systematic economic analysis and evaluation) should be solved on the basis of system approach. The shift in the process of designing the center of gravity of research towards the utilization of the capabilities of the human component of the subsystem (function) is one of the most important and indispensable conditions for the effectiveness of its organizational support, and accordingly, to obtain a given economic (economic) effect from the functional development of the subsystem (function) of analytical processing-economic information empiric (data) (systematic economic analysis and evaluation).

Objective - to analyze the structure of motivational attitudes of nurse personnel and their career orientations. Materials and methods. The study was conducted on the basis of three multidisciplinary medical organizations in St. Petersburg. Nurses were asked to complete two questionnaires, including an assessment of motivation and career orientations. The total number of questionnaires processed was 162. The average length of service of the respondents was 10.5 years. According to age, the respondents were distributed as follows: 62.0% were people aged 20-29 years, approximately equal shares were people 30-39 years old (18.6%) and 40 years and older (19.4%). The study of the motivation of professional activity was carried out according to the methodology of K. Zamfir (modified by A. Rean). Also, the methodology used to diagnose the value orientations in the career was ''Career Anchors'' (the method of E. Shein in adaptation by V.A. Chiker and V.E. Vinokurov). The questionnaires contain certain points and clues, allowing one to evaluate, respectively, the nature of motivation and preferred orientations. The statistical processing of collected data was performed with the Microsoft Office 2016 programs: Microsoft Word, Microsoft Excel. Results. It was established that in the structure of motivation, 40.2% is an external positive motivation (positive incentives in the organization), 30.1% is an internal motivation (satisfaction with work and its results), 19.7% is an external negative motivation (punishment). The main value orientations in a career are as follows. In the first place - the integration of lifestyles (in 73.2% of cases, this orientation scored maximum points); on the second -stability of work (62.0%); in the third place - ministry (52.4%). The ratio of value orientations varies somewhat among people of different ages. Conclusion. The identified features of motivation and value orientations of nurses should be taken into account both as a whole (to develop a system of motivation in the organization) and personally, taking into account the individual characteristics of each employee. The study of motivation should be carried out by psychologists of medical organizations, and the results should be transmitted to managers to form a reasonable personnel policy.

Engaging stakeholders in reputation management processes in the digital economy, including through the use of their activity on the Internet and social networks, is a way to reduce the irrational reputation-support activity of the company’s management and staff. Given the empirical research data (sociological survey) on the Ukrainian food processing companies, the article analyzes stakeholder engagement to replace traditional activities of the company’s management and personnel in the reputation management system. As a result, the author’s hypothesis was proved that the natural development (increasing the maturity level) of the Reputation Management System (RMS) takes place towards a gradual transfer of reputation management functions from managers to enterprise stakeholders, that is, the traditional reputation activity of the company’s management and personnel is being replaced by stakeholder engagement. It is also proved that the level of development of the reputation management organizational system (organizational preconditions) should be high, but aimed not so much at ensuring the activity of the enterprise management and personnel to maintain its reputation, but rather at the involving stakeholders’ delegated to manage the company reputation.It was found that the prioritizing stakeholder engagement over traditional reputation management activities at the Ukrainian food processing companies is in its infancy. The target state of the reputation management system, where stakeholder engagement is a priority over management activities, was found only in two enterprises out of 18 studied; in 11 of them, these two parameters are balanced, and in remaining five, traditional activity outwalks engagement. The results of the study of the organizational prerequisites for reputation management among enterprises preferring stakeholder engagement show that they have the following seven elements: 1) internal experts in filling and supporting the corporate website and the enterprise pages and brands on social networks; 2) corporate media editorial/text writers among enterprise staff members; 3) a specialized PR unit (reputation management department); 4) the reputa¬tion management business process is regulated; 5) the functional responsibilities of the reputation management participants are integrated with the job descriptions of the relevant employees; 6) a documented formalized PR strategy and operational plans for PR work in various time horizons; 7) a documented formalized plan of anti-crisis PR activities. The above elements make it possible to provide recommendations on the reputation management planning for enterprises seeking to take stakeholder engagement advantages in reputation management.

High population as well as the economical tension emphasises the necessity of effective city management – from land use planning to urban green maintenance. The management effectiveness is based on precise knowledge of the city environment. Point clouds generated by mobile and terrestrial laser scanners provide precise data about objects in the scanner vicinity. From these data pieces the state of the roads, buildings, trees and other objects important for this decision-making process can be obtained. Generally, they can support the idea of “smart” or at least “smarter” cities.Unfortunately the point clouds do not provide this type of information automatically. It has to be extracted. This extraction is done by expert personnel or by object recognition software. As the point clouds can represent large areas (streets or even cities), usage of expert personnel to identify the required objects can be very time-consuming, therefore cost ineffective. Object recognition software allows us to detect and identify required objects semi-automatically or automatically.The first part of the article reviews and analyses the state of current art point cloud object recognition techniques. The following part presents common formats used for point cloud storage and frequently used software tools for point cloud processing. Further, a method for extraction of geospatial information about detected objects is proposed. Therefore, the method can be used not only to recognize the existence and shape of certain objects, but also to retrieve their geospatial properties. These objects can be later directly used in various GIS systems for further analyses.

Facing COVID-19 epidemic, many countries have recently strengthened epidemic prevention and control measures. The reliability of safety management is of great significance to personnel management and control during the COVID-19 epidemic period. The focus of security management of early warning is to monitor and identify the moving target. The current optical flow method is vulnerable to the influence of light changes and background movement, and it is not very accurate for moving target detection in dynamic complex background. In this paper, aiming at the traditional Lucas Kanade optical flow method, the inter frame difference method, mean shift clustering algorithm and morphological processing are combined to optimize and improve on the original basis, so that the moving target detection effect in both simple and complex environments is significantly improved. At the same time, the improved algorithm also reduces the execution time to a certain extent, and has a certain resistance to noise interference such as light changes. This has a certain ability test value for personnel control during the epidemic.

The article substantiates the need to create a new model of a personnel management system - electronic human resource management, which is an advanced business solution that provides full online support in the management of all processes, actions, data and information necessary for human resource management in a modern company, it is determined the essence and content, the goal, objectives, levels of electronic human resource management are shown, functions and results are shown, methods and opportunities for the implementation of electronic human resource management are proposed. It is shown that the introduction of electronic human resource management increases the efficiency of HR management processes by concentrating information about personnel in a centralized data bank, speeding up information processing, reducing errors and the amount of duplicate work, reducing less productive activities in the field of human resources and its reorientation to strategic tasks.

Under the influence of novel corona virus pneumonia epidemic prevention and control, it has put forward higher requirements for data storage and processing for personnel management system. The distributed asynchronous data aided computer information interaction system can solve the problem of multi node concurrent data processing. The traditional computer information interaction system has poor real-time performance, low precision and asynchronous data processing ability. The invocation features of message queuing asynchronous caching mode are combined with the standardization of Web services and cross language with cross platform access features in this paper. Through the combination of the two technologies, a flexible and universal asynchronous interaction architecture of distributed system is established. Based on Web service technology and system to system access, the call and response of tasks between modules are carried out in the system, which makes the interaction between the whole system have the characteristics of message driven. The test result shows that the system proposed in this paper has good real-time performance and strong data processing ability. It is suitable for the data interaction of distributed personal management system under the influence of novel corona virus pneumonia epidemic prevention and control.

Purpose This paper aims to investigate data elements, transfer, gaps and the challenges to implement data analytics in facilities management. The goal is not to search for a definite solution but to gather necessary information, understand the challenges faced and develop a proper foundation for future study. Design/methodology/approach This paper used a case study approach with a qualitative method. The case of the Georgia Institute of Technology was investigated by having a semi-structured interview with six relevant personnel. The recorded interview content was analyzed and presented based on six work processes. Findings Higher education institutions are taking initiatives but facing challenges in implementing data analytics. There were 36 software tools used to manage different aspects of facilities at Georgia Tech. Identified data elements and data processing indicated that major challenges for data-driven decision-making were inconsistency in data input and structure, the issue of interoperability among different software tools and a lack of software training. Research limitations/implications The authors only interviewed individuals who work closely with data gathering, transfer and processing. Thus, the study did not explore the perspective of individuals in the leadership level or the user group level. Originality/value Facilities management departments in higher education institutions perform multi-disciplinary functions, including building automation, continuous commissioning and preventative maintenance, all of which are data- and technology-intensive. Managing this overwhelming amount of information is often a challenge, but well-planned data analytics can be used to draw keen insights about any aspect of facilities management and operations and assist in evidence-based decision-making.

Information and technical support of the personnel management system is gaining more and more distribution, informatization is carried out in virtually all modern companies without exception. As a rule, in most companies, they primarily automate the functions of personnel records management and administration. These areas are associated with the storage and processing of information about employees: personal files, work books, employment contracts, data on the movement of personnel, payroll. Information technologies can be used not only for processing large amounts of data, but also for their analysis.Recently, the use of artificial intelligence in recruiting has become widespread; such technologies significantly reduce the time spent on the selection of candidates. Artificial intelligence is used at the initial stage of recruiting calling candidates, which allows the HR manager not to miss a promising specialist from the stream of vacancies. At the same time, there is a trend towards automating more complex HR functions such as employee assessment, development and training. In this study, the sought-after directions for improving the information and technical support of the personnel management service were highlighted: artificial intelligence, continuous learning, big data. The hierarchy analysis method based on expert judgment determined the criteria that guided the group of experts when choosing the most promising direction with growth potential. According to the results of the analysis, the largest number of points was received by the direction continuous learning in the format of electronic distance learning 56.1 %. Further, a technological scheme for information and technical support of the personnel management service was developed. The process of introducing distance learning in the company is described, the main items of expenses, the departments responsible for the implementation of this system, the preparation of the necessary regulatory documentation, the choice of software, the costs of administration of the system are given.

The article presents the results of the analysis of federal educational standards for personnel management at the undergraduate and graduate level, which showed that higher educational institutions can creatively approach the formation of information and digital competencies in students. It has been substantiated that the formation of digital competencies is based on information competencies and is associated with the ability to extract, process, store and transmit big data. For the formation of digital competencies among students studying in the field of "personnel management", it is proposed to introduce the study of the free software product KNIME distributed on the Internet in the work program of the discipline "Information technologies in personnel management", which allows working with big data at the level of large nodes without knowledge of programming languages. The article provides an example of a simple model created in KNIME to analyze the labor market of specialists required by an enterprise by extracting and processing data presented on the website hh.ru.

The purpose of the study is to drawing attention to issues related to employment, release of personnel during the period economic recession and the crisis experienced by many enterprises currently in the Republic of Kazakhstan. The approach to anti-crisis personnel management in Kazakhstan recently becomes one of the objects of close attention, both from the outside state and employers. The article discusses some methods of human resource management in crisis conditions, leverage of administrative influence, contributing to the exit from the current situation on the labor market for the possible preservation human capital of enterprises.Methodology. In the work on this article, such scientific methods were applied, as analysis, collection and processing of primary data, statistical observation and comparison, comparative methods.The value of this study is in the analysis of the problems associated with the personnel management of enterprises in connection with the increasing economic crises.Research results. Based on the analysis of the data obtained, we found that the anti-crisis measures of the post-COVID period led to an equalization of the economic situation in the Republic of Kazakhstan, the demand for highly skilled labor exceeds supply. The article considers and defines the main directions of the anti-crisis policy of the enterprise, including material and non-material stimulation and motivation of personnel, the development of corporate culture to retain highly professional employees. The main tasks of the HR department are aimed at mutual support of managers, specialists and employees of the enterprise through the development of effective anti-crisis measures.

The article discusses a new technology in the field of administration – a method of data-based management. In the field of education, analytics is the necessary manager’s competence to fulfill his work duties. The author identified the problem of transforming legal norms when working with open data, which did not affect the change in institutional and cultural norms of “data- based management” in managerial decision-making practice. The article provides a comparative analysis of the professional standards’ requirements and educational programs for the managerial personnel’s professional development in the field of education. The author analyzed two aspects of the development of a data-based management system: personnel – the development of educational programs for training managerial specialists who can use such technology, and infrastructure – the development of digital open data services and digital data processing services for making managerial decisions. The tasks of developing education through the analysis of data for assessing its quality are reflected in the Decree of the President of the Russian Federation “On national goals and strategic objectives for the development of the Russian Federation for the period up to 2024” and can be implemented based on the professional capital of managers using tools for analyzing such data. It is necessary to improve the interaction of electronic information exchange services for more effective information interaction and the construction of analytical reporting. This will allow for the efficient integration of data from different information systems and electronic resources and obtain the necessary data of the information of interest.

Sistem Informasi Manajemen Kepegawaian (SIMPEG) Badan Kepegawaian dan Pelatihan Pendidikan Kabupaten Barito Kuala sudah menggunakan komputer sebagai alat bantu kerja dalam pengolahan administrasi kepegawaian, akan tetapi masih berbasis Desktop (stand Alone), sehingga proses pembaruan data pegawai, pengajuan cuti atau kenaikan pangkat menjadi tidak efektif karena pegawai harus datang langsung ke kantor badan kepegawaian. Paper ini menyajikan model Sistem Informasi Manajemen Kepegawaian (SIMPEG) berbasis Online sehingga proses usulan kenaikan pangkat, update data pegawai dan usulan cuti dengan mudah dapat dilakukan kapan saja dan dimana saja. Pengembangan sistem mengikuti tahapan dalam model pengembangan Waterfall. Hasil pengujian User Acceptance menyimpulkan bahwa sistem yang dibangun menghasilkan sistem pelayanan kepegawaian yang lebih baik, sehingga pegawai yang ingin melakukan pembaruan data, pengajuan cuti dan pengajuan kenaikan kepangkatan dapat dilakukan secara online kapan saja dan dimana saja.</p><p>Kata kunci: Sistem Informasi, Administrasi Kepegawaian, Online <br /> <br />Abstract. Personnel Management Information System (SIMPEG) the Educational Training and Personnel Agency of Barito Kuala Regency already uses computers as work aids in processing personnel administration, but it is still desktop-based (stand alone), so that the process of updating employee data, submitting leave or promotion becomes ineffective because employees have to come directly to the office of the personnel agency. This paper presents an Online-based Personnel Management Information System (SIMPEG) model so that the process of promotion proposals, employee data updates and leave proposals can easily be done anytime and anywhere. System development follows the stages in the Waterfall development model. The results of the User Acceptance test concluded that the system built resulted in a better personnel service system, so that employees who wish to update data, submit leave applications and apply for promotions can be done online anytime and anywhere.</p><p>Keywords: Information System, Personnel Administration, Online</p>

This paper examines a new approach to defining the task of personnel management in the digital age, taking into account the fundamental changes in internal communications stemming from an increasing use of digital platforms such as intranet, blogs, bulletin boards, instant messaging, and social networking sites. Personnel social media presence plays internal communication roles and thus relates to technologies of social profile analysis regarding employee interaction within the digital economy. The research aims at examining the task of personnel management based on data deriving from social media, for instance social networking sites and other social media tools, with the development of a relevant model for personnel management assessment. It could be shown that communication becomes one of the important aspects of personnel management, which consists of, i.e., human resources planning, recruitment, onboarding, assessment of individual work effects, as well as staff training, rewarding and motivating employees. Effective communication is a prerequisite for carrying out the above-mentioned tasks and performing work effectively. This means that the digital management of personnel can be viewed as a complex task, assuming that organizations operate less by using any formal connections and more by instilling in employees such feelings as feeling inspired, technologically advanced, and proud (on the basis of social media analytics). This paper presents theoretical foundations for developing a model for personnel management with consideration of the distinct employee features based on social media data and included in the assessment process. This allows the same approaches to be used for future research and modeling for assessing team effectiveness. In this paper, a methodological and instrumental solution to the current problem of creating the most effective work team in a digital ecosystem is proposed. The tools proposed to make it possible to create the most potentially effective work team based on the automated processing of natural information contained online on social profiles of potential members of the work team. At the same time, the level of communication compatibility acts as the criterion for the potential effectiveness of the work team. This is an innovative solution for the existing method of managing personnel.

In order to deal with the hazards caused by geological disasters in time, an emergency management system is proposed based on association rule data mining. With the support of a big data platform, a regional geological disaster emergency management system is built based on monitoring data. In the result analysis, the association rule algorithm demonstrates high computing power in the test, which can filter the data with strong association rules. In addition, the big data platform can allow data visualization, which has good data storage capacity and disaster early warning capacity. In the simulation test of the emergency management system, it was found that the system is feasible in theory. When it is applied to the actual disaster emergency management, it wasfound that, in the face of geological disasters, the processing speed of relevant departments increased by 59.4%, and the allocation of personnel and materials wasmore reasonable. The above results show that the big data platform monitoring data can improve the regional geological disasters emergency management capacity and ensure the safety of people’s lives and property.

Computer and Internet Study Center Unipdu is developing a Personnel Management Information System in accordance with the current situation, therefore it is necessary to do a Readiness Analysis on the Personnel Management Information System before it is implemented, this is intended to measure the readiness of staff in implementing the system. This research was conducted using the STOPE Framework approach which only focused on the level of user readiness, namely the Unipdu Jombang Staffing Administration Bureau. The results of data processing obtained from the distribution of questionnaires to staff and lecturers at Uiversitas Pesantren Tinggi Darul Ulum, were obtained that from five domains there were 2 (two) domains that received readiness scores at level 3 (ready) on scale 4, namely People, Environment, while Strategy domains. Technology, and Organization get value of readiness at level 4 (very ready) on a scale of 4. Overall or at the level of the STOPE framework, Uiversitas Pesantren Tinggi Darul Ulum is ranked 3 (ready) to implement the Personnel Management Information System. But there are still some weaknesses at the level of subdomains and sub-subdomains that must get attention and improvement in implementing the Personnel Management Information System.

There have been developed methods for using artificial intelligence technologies in an organization’s human resources management system based on the processing and interpretation of big data. Substantiated is the concept of using artificial intelligence for social scoring when hiring potential candidates for jobs. In accordance with that concept, a software product architecture has been developed that makes it possible to apply the personnel profiling technologies, based on the information from social media, for assessing the degree of the applicant’s readiness to fulfill professional duties of the position he/she is applying for. Suggested are recommendations on the application of directions for the implementation of artificial intelligence.

This paper presents the results of research designed to explore the challenges involved in the use of Earth Observation (EO) data to support environmental management Brazil. While much has been written about the technology and applications of EO, the perspective of end-users of EO data and their needs has been under-explored in the literature. A total of 53 key informants in Brasilia and the cities of Rio Branco and Cuiaba were interviewed regarding their current use and experience of EO data and the expressed challenges that they face. The research builds upon a conceptual model which illustrates the main steps and limitations in the flow of EO data and information for use in the management of land use and land cover (LULC) in Brazil. The current paper analyzes and ranks, by relative importance, the factors that users identify as limiting their use of EO. The most important limiting factor for the end-user was the lack of personnel, followed by political and economic context, data management, innovation, infrastructure and IT, technical capacity to use and process EO data, bureaucracy, limitations associated with access to high-resolution data, and access to ready-to-use product. In general, users expect to access a ready-to-use product, transformed from the raw EO data into usable information. Related to this is the question of whether this processing is best done within an organization or sourced from outside. Our results suggest that, despite the potential of EO data for informing environmental management in Brazil, its use remains constrained by its lack of suitably trained personnel and financial resources, as well as the poor communication between institutions.

The theoretical foundations of technology personnel in the modern personnel management system and the trends of modern HR management are considered. The growth of the role of the human factor in the activities of enterprises has proved the need to find ways to increase the efficiency of the use of labor potential. Of course, the efficiency of companies depends on a number of socio-economic factors, among which the human factor is the most important. That is why scientists are paid to the development of theoretical and applied aspects of personnel management. The work of the KP "Wayerbud" is analyzed. The road economy is characterized by a significant level (more than a third) of the staff in comparison with other industries, which negatively spills the effectiveness of enterprises of this industry. Among the reasons, it should be noted the complex working conditions associated with the open air work with an elevated and low temperature of the air and seasonal nature of the activity, as well as the data of the Ministry of Infrastructure of Ukraine Low level of remuneration – 3200–4000 UAH. Informatization of society and the development of information technologies have largely reflected on the personnel management system. Informatization of personnel work allowed to improve the efficiency of personnel management based on completeness, efficiency, complexity, systematic and probability of information necessary for the adoption of personnel decisions, as well as expanding opportunities for its accumulation, preservation and processing. Measures were developed for the formation of the motivational policy of the enterprise, justified to reduce labor costs and improved methodological approaches to determining the number of managerial staff. In order to effectively, a new organizational thinking, team culture and new business standards are required. In addition, cooperation between employees should be based on the principles of creative interaction and mutual respect. Conducted in previous studies of personnel management systems and personnel management analysis on the research object, allowed to identify the main directions of work with personnel: vocational qualification and job promotion of employees (career management); creation of permanent personnel (stabilization of existing ones); improvement of morally – psychological climate; provision of jobs; accounting for qualification and personal skills with the formation of a data bank; evaluation of labor results for detecting the potential of each employee; training, advanced training in the organization. The results obtained can be used in the practical activity of the KP "Wayerbud" and other branches of the industry.

The store management system is designed to improve the operation rate of individual businesses, so as to facilitate the store management personnel to manage the purchase and sale of goods. In this paper, the author studies on store the overall management system adopts B/S structure, using IntelliJ IDEA as a development environment of the whole code, front-end using easyUI framework for the preparation of the JSP page, the back-end using SSM framework, using MySQL database for data persistence, through these finished goods management module technology, purchasing and supply management module, order management module, user management module development, and through the function test and analysis, system can stable operation, to achieve the desired effect. The realization of the system can improve the management efficiency of individual businesses on materials, procurement, sales and personnel, making the operation of staff more convenient and avoiding mistakes in the operation process.

Object: It is a social relations, developing in the sphere of formation of the civil service in the Republic of Kazakhstan. National and other countries experience indicate that it is impossible to create an effective public service system without developing scientifically based and verified concepts and features of personnel management in the public service system, which would eliminate systemic contradictions in the legal regulation. The growth of scientific interest in the problems of theory and practice of public service has objective grounds of the study. Methods: Methods of grouping and classification, as well as methods of mathematical modeling, were used in the processing and systematization of data. An econometric model was constructed. Findings: While investigating the features of personnel management in the system of civil service of Kazakhstan, it was revealed that the civil service is based on certain principles, on the basis of which it is possible to carry out personnel planning to respond to changes in the needs of the public service. The authors hypothesized, there is a relationship between the indicator "Services in the field of public administration; services in the field of mandatory social security" and the factor "The list number of employees in the field, mandatory social security" and "The average monthly salary of civil servants". A regression analysis was performed to prove or disprove this hypothesis. Conclusions: Based on the analysis we can say with confidence, the hypothesis put forward about the relationship between the indicators in previous stage are confirmed. The authors comes to the conclusion that the staffing of civil servants is a necessary management process, since the effectiveness of the activities of public authorities is largely determined by the quantity and quality of resources for effective public administration

Insufficient use of Excel menus and formulas has been observed among certain medical personnel at Sokaraja 1 Health Center. Similar reports were also obtained for SPSS, QGIS and Rapidminer. The purpose of this study is to strengthen the use of statistical software by health workers to improve information management. An action research methodology was applied, subsequently the training was conducted using Google Meet and relevant statistical software e-module media, Ms Excel, SPSS, QGIS, and Rapidminer for 6 consecutive sessions. The results showed that knowledge and skills increased by 104 and 100%, respectively. These performances confirmed that the statistical software trainings were very significant in facilitating the operations of health workers, with enhanced knowledge and skills.

This is a resource that contains the potential to improve the efficiency of enterprise business process management. In particular, the analysis and interpretation of unstructured data can make it possible to increase the attractiveness of a company in a highly competitive personnel market and improve internal interaction through the use of not only standard reporting data, but also data obtained as a result of processing unstructured data when making management decisions. However, the effectiveness of using unstructured data directly depends on the ability to classify and systematize such data. These problems are analyzed by the author in the article on the example of working with poorly structured data of internal group voice conversations of a commercial enterprise.

To simplify the exchange, preparation, and processing of data, enterprises created databases and used all possible functions. Two modules of the information system have been developed that allow managing the enterprise system-administrative and personnel. The automated system allows you to avoid many errors that occur in the process of data exchange under the influence of human factors. The goal of the research is studying the personnel structure of the reclamation sector of the agroindustrial complex of the Southern Federal District (SFD), changes in personnel potential as a significant factor determining intensive trends in the sectoral and socio-economic development of regions of the Russian Federation. In the process of the research the following methods have been used: theoretical analysis, mathematical and statistical processing of primary data, system, logical and correlation analysis, processing and generalization of research results. As a result, the scientific, practical and statistical analysis of the personnel structure of the land reclamation department of the Ministry of Agriculture of the Southern Federal District from 2015 to 2017 has been carried out. The components of the frame structure have been specified. The structure of personnel analyzed during the study consisted of managers, specialists, other employees and workers. The control coefficient of the personnel structure of the Ministry has been determined and the specific shares of structural parts of the personnel have been calculated. The trends and growths in the specific percentage of personnel structural parts of the land reclamation department have been determined. The dependence of the personnel number of “Upravlenie Meliovodkhoz” in the Southern Federal District on the fixed area of reclaimed land has been revealed. Methodological approaches to rationing the personnel of the reclamation industry of the Southern Federal District have been developed and proposed. To conclude, the author notes that in the process of the scientific and practical research of the personnel structure in irrigated agriculture, the main trends have been identified which determines the specificity of the personnel structure and personnel policy in the land reclamation department. The construction of human resource management system is a key part of enterprise management and control. A perfect human resource management system is conducive to the long-term development of enterprises. Aiming at improving the current situation of enterprise human resource management, a distributed human resource management system is proposed in this paper based on Spark framework. Aiming at the disadvantages of traditional k -means algorithm in processing massive data, such as low computational efficiency and high time complexity, an improved k -means algorithm based on Spark computing framework is proposed. Through the spatial location relationship with the cluster center, redundant calculation is reduced and the ability of processing massive data is improved for the system. Combined with the actual situation of the enterprise, the human resource management system architecture is designed by using Java EE human-computer interaction. The proposed system can achieve user management, employee information, attendance, evaluation, performance, salary, personnel change, and other business management. The experimental results demonstrate that the system can effectively reduce the time complexity of calculation and improve the system efficiency.

The article analyzes the characteristics of the labor market on the Internet that affect the formation of personnel policy of the enterprise. The authors propose a developed software product to order the processing a large amount of information and determine the parameters and key indicators which determine the successful personnel policy of the enterprise. The software tools includes an analysis of the basic parameters of the labor market on the Internet: the ratio of supply and demand for major vacancies, average wages of supply and demand, the dynamics of supply and demand, taking into account the region (territorial specifics). The possibilities of programmatic monitoring of the labor market in order to promptly adjust the personnel policy of an organization to key personnel positions based on the dynamics of changes in the labor market environment make it possible to increase the effectiveness of personnel policy and its productivity. Comparative analysis of key parameters of the labor market in various cities of the Russian Federation and possible directions of personnel policy formation in the major vacancies in organizations allows optimal analysis of large amounts of information opened on the Internet (job banks, data of personnel and recruiting agencies, job banks and resume in social networks taking into account the region), allows you to quickly and correctly make management decisions in the field of personnel management. The article discusses the contact of the parameters of the labor market with the main directions of the personnel policy of the enterprise: the organization of personnel selection, adaptation, training, motivation and incentives, evaluation, etc., taking into account possible personnel risks.

Nowadays, with the continuous advancement of globalization, Internet technology has made an unprecedented leap, which makes the amount of data on the Internet grow exponentially. Data are not only diverse and numerous, but also spread fast and of high value. Therefore, the Internet is entering the era of big data. However, the openness of information network itself, the immaturity of technology, and the imperfection of network security law make it vulnerable to network attacks, resulting in the disclosure of network users’ information and the theft of their privacy data. The formulation of network information security law to protect network information security is of great significance for the development of multidomain network information security under the background of big data and ensuring users’ online security. Firstly, this article introduces the basic information of embedded real-time task system, analyzes the factors of real-time Linux based on kernel preemption, interrupts mechanism and policy planning, and summarizes the process of some embedded real-time task processing. Integrating legal management, this article puts forward three elements of network security control mechanism, namely, network control personnel, environment, and technology. Taking these three elements as the starting point of the construction of information security control mechanism, this article provides the steps of using evaluation model to evaluate network information security. Finally, it identifies the problems existing in the legal management of network information security and formulates the corresponding strategies. By combining embedded technology and real-time task processing technology, this study applies it to the field of network information security legal management, to promote its development.

Global informatization dictates the need to form an infrastructure for processing and managing Big Data - an array of data, the processing of which requires special skills, knowledge and applications. The formation of the digital economy through the penetration of ICT and the digitalization of production processes contributes to the modernization of traditional industries, trade and procurement procedures, related financial and logistics operations, as well as markets with other sources of added value. Big Data as a new tool for analytics, forecasting and management decision making is becoming a leading asset and resource of the state, business and society as a whole. At the same time, the absence of physical boundaries in the digital space opens up access to big data for all participants in the global space. The national program “Digital Economy of the Russian Federation” is aimed at creating the necessary institutional and infrastructural conditions for the development of high-tech businesses, increasing the competitiveness of the national economy, the quality of life of citizens, and ensuring economic growth. Abstract. The article materials are accented to the identification of the concept of the innovative culture of personnel management and the possibility of implementing universal project management methods in its formation. The urgency of the research is determined, first of all, by the need for a constant dynamic correction of techniques and instrument management personnel in order to build an innovative culture of personnel management at domestic enterprises. When writing, analytical and statistical methods are used during the detection and processing of domestic and foreign statistical data, the method of expert assessments in the formation of structural models, historical and logical methods in the extrapolation of the state of the past years for the future. The article materials emphasize the definition and characteristics of the concept of «Innovative Culture of Personnel Management». It is determined that the practical implementation of the instrument of the personnel management of the enterprise needs to use innovative techniques. Among these techniques, it is crucial to underscore Gantt charts, the Dupon method and Game Theory, personal marketing management, and others. Particular attention is focused on a graphical display of a Gantt chart, which reflects the time interval from the time of decision-making on the introduction of innovative methods in managing personnel to increase labor productivity and the growth of other enterprise performance indicators. It is noted that when making decisions on the expediency of changing the existing personnel management culture at the enterprise, it is worth using neural network models based on which it is possible to reveal a causal relationship between the decision and the reaction of the entire organizational system or a separate personality. It is detected that one of the main methods of investigation of the probable results from the introduction of an innovative culture of personnel management at the enterprise is to identify strengths and weaknesses in the process of implementing changes. The study of the LIFT methodological approach that uses the tools of ballroom assessments of the groups of attractiveness indicators of decisions on introducing an innovative personnel management culture and indicators that determine their risks are distinguished. The probability and expediency of using GAP analysis for the comparative characteristics of actual and potential development opportunities are researched and analyzed. It is stated that the use of this information will distinguish at the expertise stage the possibility of practical implementation of an innovative culture tool in full or fragmented scope to determine the means and techniques that will give the greatest effect to develop the intellectual and labor potential of the enterprise. It is proposed to use GAP analysis when implementing an innovative personnel management culture for the restoration strategy and maintaining employees’ mental health, forcing the enterprise’s loyalty system, introducing the foundations of corporate and organizational culture of the enterprise. According to the Russian standards in the field of information security management (IS), which are authentic international standards, such as [1, 2], the organization must regularly conduct an internal audit of the information security management system. An audit is an independent review and evaluation of an organization's activities by analyzing and evaluating processes, projects, reports, and products. Audit, as an activity, is not static, unchanging, it evolves. From the point of view of leading international audit companies, in particular [3, 4], the current stage of audit evolution is the transition from reactivity (identifying shortcomings after the fact) to proactivity (predicting the results of actions or events before their completion). The validity of the statement for the Russian Internal Audit is confirmed by the results of the IX National Scientific and Practical Conference [5]. The movement towards proactivity in the audit determines the relevance of the following tasks: 1) processing up to 100 % of the information generated by the activity that is the focus of the audit; 2) processing information in a close-to-online mode; 3) the availability of powerful tools for data analysis and modeling on their basis the further development of the investigated events, as well as the appropriate skills of working with it from the auditors. When conducting audits, the auditors have a dilemma – on the one hand, they are obliged to provide the owners/shareholders/management of the organization with data as close as possible to the reliable state of the information security management processes, information about the identified shortcomings and recommendations for their elimination, on the other hand: the audit time is strictly limited; unloading the initial data from the organization's information systems takes considerable time; the data obtained from various information systems and other sources have different, not always standard formats; the tools used have disadvantages, since the most frequently used spreadsheets (MSExcel, LOCalc), due to internal limitations, are no longer able to provide the required functionality. The above-mentioned factors, as well as other factors, such as unwillingness to cooperate, hidden opposition of the personnel of the audited organization, evaluation of the work of auditors only by quantitative indicators (the number of observations or the time spent on one observation), lead to the fact that the checks are carried out superficially. At the same time, shortcomings in the information security management processes can be detected, but it becomes difficult to explain their nature and give effective recommendations to the business auditor. As a result, the goal of independent audits defined in GOST ISO/IEC 27002-2012 – “ensuring confidence in the continued efficiency, adequacy and effectiveness of the organization's approach to information security management” [2] – cannot be achieved. One of the options for eliminating some of the above-mentioned shortcomings is the use of programs developed by the auditors themselves and designed for operational data processing, the so-called “small automation”, during audits. This approach, although it is a low-level link in the chain of automation of audit procedures and, nevertheless, is within the framework of the audit development paradigm in the direction of robotization of procedures and the use of artificial intelligence, which is discussed, for example, in the works [3, 6, 7], and also confirmed by the results of conferences of the Institute of Internal Auditors [8].

In today’s rapid development of higher education, the reform of higher applied undergraduate institutions and higher education has become an effective way to improve the quality of higher education personnel training and improved the quality of teaching. With the continuous expansion of the scale of university laboratories, the number of managers is also increasing, but the management of laboratories is still in the exploratory stage. The current laboratory information management system of Internet of Things has high degree of data heterogeneity, poor data interoperability, and difficult guarantee of data privacy, all of which lead to the difficulty in mining the data value of Internet of Things. The decentralized and zero-trust architecture of blockchain subverted the traditional centralized system architecture and has been applied in many aspects. Blockchain technology was a good addition to IOT to improve the privacy security, versatility, and reliability of the network. This thesis developed an IOT information management system for smart labs based on blockchain technology and the Internet of Things. The data processing efficiency, accuracy, and system throughput are compared with the original IOT laboratory information management system. The results showed that compared with the current laboratory IOT information management system, this system had higher speed, higher efficiency, and better performance in processing the information and data.

Efficient business decision-making is only possible with timely, accurate, high-quality information that is managed by qualified personnel, but in most cases, ineffective efficiency is caused by a lack of effective management information systems. Every aspect of life and human activity has been streamlined by the quick growth of information technology and telecommunications technology. To achieve high-quality decision-making at all levels of management, from the top level to the lowest, this technology must be well-organized. Information technology provides excellent options for quick and qualitative manipulation to improve the standard of decision-making preparation by organising the best and optimal database.

This study explored logistics management and marketing performance of small and medium-sized manufacturing firms. It aimed to assess the influence of order processing, transportation, inventory and warehouse management on the marketing performance of small and medium-sized manufacturing firms. As a cross-sectional study, primary data were obtained from 216 operators and personnel of small and medium-sized manufacturing firms using a structured questionnaire. The research instrument was validated through face and content validity method, while reliability was confirmed through Cronbach’s alpha method. The hypotheses developed for the study were tested using multiple linear regression. Consequently, the study revealed that order processing management, transportation management, inventory management and warehouse management had significant positive influences on the marketing performance of small and medium-sized manufacturing firms. Therefore, the study concluded that logistics management has a significant positive influence on marketing performance in the context of small and medium-sized manufacturing firms. Practical implications and a future research agenda were presented in light of the limitations of this study.

The main purpose of this study is to analyze the main challenges and opportunities in the context of the use of innovative technologies in the management of talent in small and medium-sized craft enterprises. The systematization of literary sources and approaches has shown that the complexities of talent management processes in the personnel management system are related to the consequences of socio-economic, demographic, and climatic changes in society, the activation of globalization processes, and the rapid development of information technologies. The article analyzes the impact of digitization on the talent management process, as well as identifies the main factors that impede the transition of small and medium-sized enterprises to the use of HR software solutions. The study used methods of bibliometric analysis and predictive analytics and selected the activity of small and medium-sized craft enterprises in Germany. Literature research has shown that in most small and medium-sized craft enterprises, the decision to use innovative technology approaches to the process of talent management in small and medium-sized enterprises is the sole responsibility of the company owner. The results of data analysis using software products play an important role in reducing the risk of making wrong decisions, especially in the talent management process. In the course of the research, it is established that the use of information technologies of data processing allows us to determine the level of qualification of employees, their psychophysiological parameters, as well as to monitor the dynamics of changes of certain professional characteristics. The main threats and challenges arising from the use of information systems with elements of artificial intelligence of data processing, when managing talents, are highlighted in the work. The results presented in this article may be useful for small and medium-sized business leaders to promote the practice of using innovative technology approaches in the enterprise talent management process.
