This purpose of this study was to examine the reliability and validity of a curriculum-based measure of word problem solving (CBM-WPS) as an indicator of performance and progress in a sample of 136 third-grade students at risk for mathematics difficulties (MDs) instructed in a standards-based mathematics curriculum. Students completed the CBM-WPS measure every 2 weeks across 12 school weeks. Results indicated that the CBM-WPS measure was reliable and significantly correlated with measures of arithmetic WPS, number combinations fluency, and a standardized test of mathematics achievement. Results of growth modeling indicated that students showed significant growth on the CBM-WPS measure, with an average increase of 0.33 problems correct per week. Additional analyses revealed that students identified as high at-risk demonstrated similar growth as students identified as low at-risk. Furthermore, the CBM-WPS growth slopes were a significant predictor of students’ spring performance on a standardized test of mathematics achievement, demonstrating their predictive validity. Implications for practice and future research for assessing mathematics skill development are discussed.

Resumo:
This thesis proposed to improve an existing performance measurement methodology called the "General Measurement Methodology (GMM)." The GMM as well as its variations have been used in organizations to design a measurement effort to support performance improvement. It has evolved over a number of years and is currently being researched at the International Productivity Center (IPC). In order to attain its objective, this research adopted a case study approach supported by data from the literature as well as an expert panel. Three cases were considered to collect data on performance measurement system design and implementation. Two of these organizations (IPC and Acme Manufacturing Company) have used the GMM to set up performance measurement systems. The third case study (Golden State Power and Light {GSP&L}) was selected to lend another perspective to measurement system design since it used another approach or methodology. Site visits were made to each case study and data was collected primarily using the unstructured interview. The literature contributed more perspectives on how organizations measure performance. Responses from an expert panel of fourteen people enhanced the data base even further. Data from each of the above sources have been collected and processed. As explained in Chapter 6, the research design adopted had to be altered toward the end since the development and validation of the improved GMM was difficult. The strength and advantages of the improved version could not be completely verified. However, the conclusions of this thesis include a comprehensive description of the knowledge, wisdom and insight gained about measurement. A roadmap (based on the information acquired) toward effective measurement system design, development and implementation has also been presented.

[37]-40) Drawing on qualitative data collected during semi-structured interviews with 36 profit centre managers in manufacturing firms in Victoria, Australia, this study seeks to explore the mechanisms used to manage multiple manufacturing performance dimensions arising from the pursuit of profit centre strategy. Where measures capture potentially conflicting influences on the manufacturing cost function, strategy implementation is facilitated by loosening control reactions to cost variances and through explicit attempts to integrate multiple measures. However, a joint emphasis on performance dimensions relating to manufacturing efficiency and customer responsiveness emerges as problematic. In contrast, a joint emphasis on quality and efficiency is relatively easily managed. It is suggested that in the context of responsiveness strategies, the difficulty of designing complete measures inhibits the relevance of performance measurement systems as a facilitator of strategy implementation.

Research has been conducted on performance indicators in higher education institutions in a number of countries. However, in South Africa limited research in this field on a national level is available to the management of South African higher education institutions. The change in funding of these institutions has led to performance measurement becoming essential in order to justify the use of public funds. In order to obtain more relevant information about performance indicators in the South African context, a literature study was conducted to develop a questionnaire to test the concurrence of the importance of performance indicators in South African universities and technikons. The findings of the survey shows a high level of concurrence for the performance indicators identified in the literature study.

The proposed study intends to establish how procedural the reward system is being implemented in the Limpopo Department of Health and Social Development and whether claims of bias are founded. The study is intended to determine the system’s influence on the organization’s ability to track poor performance and manage it. Also providing a refreshed view of the current pitfalls in the implementation of the program therefore providing indications of remedial action to recover the purpose of the PMDS. To assess the impact of Performance Management practices and explore best implementable practices which lead to effective performance management system and best service delivery by the Limpopo Department of Health and Social Development. Qualitative research approach using interview schedule for HR and line managers was utilised. The findings are that the system can not be linked to employee output but an obvious benefit is employee rewards.

ENGLISH ABSTRACT: Although terms such as input, output, outcomes, productivity, quality, efficiency and effectiveness represent measures of performance, they also measure different aspects of performance. The question of the relevance of the measurement of performance for the South African Police Service (SAPS) invariably arises. The following three questions have, therefore, been formulated: • What is the relevance of performance measurement for the SAPS? • Which performance measurement determinants must be addressed and integrated into the process of performance measurement in the SAPS? • How could performance measurement improve the rendering of service? The purpose of the exploratory study was to provide a conceptual framework for performance measurement by developing a systematic and comprehensive performance measurement system (model) for the SAPS which will have longterm advantages for both the SAPS and the customers and/or communities they serve. The key aims were, "therefore, threefold: • To ensure that the SAPS is fulfilling its mission and accomplishing targeted results. • To measure police performance (successes) in respect of input, output, outcomes, effectiveness and efficiency which will have a direct impact on the combating of crime and is of value to customers and/or communi ties served by the police. • To compare a newly developed and pilot-tested model with the present performance measurement initiative used by the SAPS to prove that the new model has promise. Face-to-face and focus group interviews were conducted with 16 English and Welsh individuals. In addition, face-to-face and focus group interviews were also conducted with 12 police officials of the SAPS in order to determine the current state of affairs regarding police performance measurement. As part of the inductive study and to focus on the formulated questions and purpose, as well as to account for the data, three hypotheses were formulated for this study. The newly developed model will, therefore, enable the establishment of the extent to which: • Resources (human and physical) could be used effectively and efficiently by focussing on performance measurement. • Police operations and activities could be improved on an ongoing basis by focussing on targeted results. • Police operations and activities will have a positive impact on the combating of crime. A conceptual performance measurement framework was developed which reflects the fulfilment of the SAPS's mission and the accomplishment of targeted results. This model also measures the performance (successes) of the SAPS in respect of input, output, outcomes, effectiveness, and efficiency. Twenty police stations of one police area in the Western Cape were selected for the pilot-testing of the newly developed performance measurement system for the SAPS. After the model had been successfully piloted, it was compared with the performance measurement system used by the SAPS at present. The proposed model achieved a substantial higher mark in comparison with the present process/system used in the SAPS. Finally, the new performance measurement system for the SAPS that consists of the following performance measurement determinants namely, strategic direction, performance framework, performance measures, strategy-institutionalizing and performance assessment provides an important building block in the process of analysing the quality of service. In conclusion, according to this exploratory study the newly developed performance measurement system for the SAPS shows that the SAPS can apply the model, in its current format, fully and optimally. However, some shortcomings connected to the model, have been identified.
AFRIKAANSE OPSOMMING: Alhoewel terme soos insette, produksie (uitsette), gevolge (resultate), produktiwiteit, 'kwaliteit, doelmatigheid en doeltreffendheid maatstawwe van werkverrigting verteenwoordig, meet dit ook verskillende aspekte van werkverrigting. Die vraag na die toepaslikheid van die meet van werkverrigting vir die Suid-Afrikaanse Polisiediens (SAPD) tree telkens na vore. Die volgende drie vrae is derhalwe geformuleer: • In watter mate is die meet van werkverrigting op die SAPD van toepassing? • Aan watter beslissende faktore vir die meet van werkverrigting moet aandag geskenk word en watter van hierdie faktore moet in die proses van die meet van werkverrigting in die SAPD geïntegreer word? • Hoe kan die meet van werkverrigting dienslewering verbeter? Die doel met die verkenningstudie was om 'n voorstellingsraamwerk vir die meet van werkverrigting te verskaf deur 'n stelselmatige en omvattende stelsel (model) vir die meet van werkverrigting vir die SAPD te ontwikkel wat langtermynvoordele sal inhou vir die SAPD, sowel as die kliënte en/of gemeenskappe wat dit bedien. Die sleuteldoelwitte is daarom drievoudig: • Om te verseker dat die SAPD sy missie ten uitvoer bring en die beoogde resultate bereik. • Om die werkverrigting (suksesse) van die Polisie met betrekking tot insette, produksie, resultate, doelmatigheid en doeltreffendheid te meet wat 'n direkte invloed op die bekamping van misdaad sal hê en ook van waarde is vir kliënte en/of gemeenskappe wat die Polisie bedien. • Om die nuutontwikkelde en voorafgetoetse model te vergelyk met die metode wat die SAPD tans gebruik om werkverrigting te meet om te bewys dat die nuwe model belofte inhou. Persoonlike onderhoude is met 16 Engelse en Walliese persone gevoer en fokusgroepsbesprel<.ings is gehou. Persoonlike onderhoude is ook met 12 polisiebeamptes van die SAPD gevoer en fokusgroepsbesprekings is gehou om die huidige stand van sake oor die meet van werkverrigting in die Polisie te bepaal. As deel van die verkenningstudie en om op die gestelde vrae en doel te fokus, asook om 'n verldaringvir die data te gee, is drie hipoteses vir hierdie studie geformuleer. Die nuut ontwikkelde model sal dus die mate van die volgende kan bepaal: • Hulpbronne (menslik en fisies) doeltreffend en doelmatig benut word deur op werkverrigting te fokus. • Polisie-operasies en -aktiwiteite op 'n deurlopende grondslag verbeter kan word deur op die beoogde resultate te fokus. • Polisie-operasies en -aktiwiteite 'n positiewe invloed op die bekamping van misdaad sal hê. 'n Voorstellingsraamwerk vir die meet van werkverrigting is ontwikkel wat die uitvoeringvan die missie van die SAPD en die bereikingvan beoogde resultate weerspieël. Hierdie model meet ook die werkverrigting (suksesse) van die SAPD met betrekking tot insette, produksie, gevolge, doeltreffendheid en doelmatigheid. Twintig polisiestasies van een polisie-area in die Wes-Kaap is gekies vir die vooraftoetsing van die nuutontwikkelde stelsel vir die meet van die werkverrigting vir die SAPD. Nadat die model suksesvol getoets is, is dit vergelyk met die stelsel wat tans deur die SAPD gebruik word om werkverrigting te meet. Die voorgestelde model het 'n aansienlike hoër punt behaal in vergelyking met die stelsel wat tans in die SAPD gebruik word. Laastens bied die nuwe stelsel wat werkverrigting in die SAPD meet en wat bestaan uit die volgende bepalings vir die meet van werkverrigting, naamlik strategiese rigting, raamwerk vir werkverrigting, maatstawvve vir werkverrigting, strategiese institusionalisering en waardebepaling van werkverrigting 'n belangrike bousteen in die ontledingsproses van kwaliteit diens. Sammevattend toon die nuutontwikkelde stelsel VIr die meet van werkverrigting in die SAPD volgens hierdie verkenningstudie dat die SAPD die model in sy huidige formaat ten volle en optimaal kan toepas. 'n Paar tekortkomings met betrekking tot die model is egter geïdentifiseer.

Abstract Automatic through autonomous - Unmanned Ground Vehicles (A-UGVs) have the potential to be applied over a wide range of manufacturing systems under industry 4.0 paradigm. In order to use A-UGVs efficiently in a manufacturing system, it is necessary to select the A-UGV suitable for each factory or workplace. A framework for evaluating the A-UGV performance under a specific manufacturing environment is needed. ASTM International Committee F45 has been developing standards2 providing a basis for A-UGV manufacturers and users to compare tasks to the A-UGV capabilities. This paper proposes information models for A-UGV performance measurement along the standards development. The standard needs are analyzed to show how the standard and information model can be used for the introduction of A-UGVs into factories. The information model in this paper provides a structured way to describe the factory elements affecting the A-UGV performance, and the measured A-UGV performances against the factory elements. To validate the proposed information model, an A-UGV performance testbed was built and the information model instance is developed to describe the testbed elements. An A-UGV is tested against the testbed elements and the measured performance is described by the other instance. This paper contributes to mutual understanding, between A-UGV makers and users, to deliver A-UGV performance information efficiently and to provide basis for A-UGVs to be tested under the same conditions.

The American Society of Mechanical Engineers (ASME) Performance Test Codes (PTCs) have provided the power industry with the premier source of guidance for conducting and reporting performance tests of their evolving base technologies of power producing plants and supporting components. With an overwhelming push for renewable energy in recent years, ASME PTCs are in the development of similar standards for the testing of concentrating solar thermal technologies based power plants by the formation of a committee to develop “PTC 52, Performance Test Code on Concentrated Solar Plants”, on July 2009. The U.S. Department of Energy’s (DOE) SunShot Initiative goal is to reduce costs and eliminate market barriers to make large-scale solar energy systems cost-competitive with other forms of energy by the end of the decade. The ASME PTC-52 similarly removes critical barriers hindering deployment and speeds the implementation of concentrating solar power technologies by reducing commercial risk by facilitating performance testing procedures with quantified uncertainty. As with any commercialization of power producing technologies, clearly defining risk and providing methods to mitigate those risks are essential in providing the confidence necessary to secure investment funding. The traditional power market accomplishes this by citation of codes and standards in contracts; specifically ASME PTCs which supply commercially accepted guidelines and technical standards for performance testing to validate the guarantees of the project (Power Output, Heat Rate, Efficiency, etc.). Thus providing the parties to a power project with the tools they need to ensure that the planned project performance was met and the proper transfer of funds are accomplished. To enable solar energy systems to be fully embraced by the power industry, they must have similar codes and standards to mitigate commercial risks associated with contractual acceptance testing. The ASME PTC 52 will provide these standard testing methods to validate Concentrating Solar Power (CSP) systems performance guarantees with confidence. This paper will present the affect that solar resource variability and measurement accuracies have on concentrating solar field performance uncertainty based on calculation methods like those used for conventional fossil power plants. Measurement practices and methods will be discussed to mitigate that uncertainty. These uncertainty values will be correlated to the levelized cost of electricity (LCOE), and LCOE sensitivities will be derived. The results quantify the impact of resource variability during testing, test duration and sampling rate to annual performance calculation. These uncertainties will be further associated with costs and risks based on typical technology performance guarantees. The paper will also discuss how the development of standard measurements and calculation methods help to produce lower uncertainty associated with the overall plant result, which is already being accomplished by ASME PTCs in conventional power genreation.

As part of the Norfolk-Southern Railroad’s on-going investigation into fuel consumption reductions for their fleet of 3000 locomotives, the Center for Alternative Fuels, Engines and Emissions at West Virginia University conducted on-site locomotive engine performance and emissions measurements to characterize the performance, fuel consumption and emissions associated with fuel injectors from two injector suppliers. Emissions and fuel consumption were measured using the West Virginia University Transportable Locomotive Emissions Testing Laboratory, which was set up at the Norfolk-Southern Heavy Repair Facility in Roanoke, Virginia. The tests were conducted to evaluate potential emissions and fuel consumption differences between two fuel injector suppliers using an EMD GP38-2 locomotive equipped with a 2100 hp (1566 kW), 16-cylinder, EMD 16-645E engine. The test locomotive engine was freshly overhauled and certified to the EPA locomotive Tier 0 emissions standards. Emissions and fuel consumption measurements were conducted according to the Federal Test Procedures defined in the Code of Federal Regulations 40CFR Part 92 Subpart B [1]. The engine was first tested in the “as overhauled” configuration with the OEM fuel injectors to establish the baseline emissions and fuel consumption. The baseline FTP results confirmed that this locomotive was in compliance with the Federal Tier 0 emissions standards. The OEM specification fuel injectors were replaced with “Fuel Saver” injectors designed and manufactured by an aftermarket injector supplier referred to in this paper as Supplier B. The Supplier B injectors reduced fuel consumption on the average of 2–4% for each notch, except for Notch 4 and Low Idle. However, the Supplier B injectors increased the NOx levels by 20–30% for almost every notch, which is an expected result due to the improved combustion efficiency.

Abstract The successful implementation of a crude oil custody transfer sampling system is a key component to achieving a desired measurement uncertainty for a crude oil metering station or loading/unloading point. Our analysis of thousands of installations worldwide provides practical examples of how operators can be confident that when they install a sampling system, it will deliver the uncertainty that they need to meet the overall custody transfer requirements. Crude oil sampling for custody transfer becomes more challenging as production flow rates decline, oil fields mature, and water cut content increases. It is therefore important that the performance of a sampling system is evaluated on a regular basis and that any limitations are identified. Any risk of change in performance or measurement uncertainty can then be prioritized or minimized. International standards and contracts determine the allowable uncertainty for net oil (oil minus water) for custody transfer/allocation. For accurate allocation of the sources of crude oil or the application of tax tariffs, fluids must be measured prior to being comingled. Automatic crude oil sampling can be challenging because it can require high-energy mixing with low power consumption and negligible pressure loss to overcome stratification and allow representative sampling. The certification, or "proving", of the sampling system provides a basis for establishing and verifying the system's true uncertainty at worst case conditions. There is an abundance of computational fluid dynamics (CFD) simulations and studies on crude oil (and water) mixing. However, these are abstract because of the uncertainty in where the water is located and how it may be dispersed at the boundary conditions of any simulation. To provide more robust simulations, we expanded on the established methods by combining simulation data with known theoretical calculations and engineering laboratory test data as well as hundreds of certifications (proving) results from around the world. Automatic sampling systems using dynamic mixing technology delivers a unique solution that enables operators to minimize the quality measurement uncertainty, improve overall balance, and reduce financial loss (and unaccounted for) in custody transfer quality measurements.

The leading technology of the Siemens SGT5-4000F heavy duty gas turbine is demonstrated through recent engine measurements at customer sites. The 4000F fleet comprises more than 240 engines that exceed performance targets because of well established, non-heuristic design processes that are continuously enhanced. On-site measurements of pressure, temperature and flow were performed at various locations in the flow path of the 4-stage turbine to support validation of Siemens’s proprietary 3D Computational Fluid Dynamics (CFD) analysis suite. Despite inherent but well understood modeling deficiencies, these advanced CFD prediction capabilities surpassed other tools and increased the accuracy of the overall turbine design process. The performance of each turbine stage and flow features related to the exhaust diffuser were captured by the calculations. Overall performance characteristic shapes coincided with heat balances based on measurements. Radial traverses at the turbine exit, static pressure along the engine axis, and temperature sensors were matched well. The level of accuracy in delta predictions exceeded industry standards. The design suite was able to predict performance parameters prior to measurement within respective confidence levels. Therefore, this advanced 3D CFD design suite, validated with the test data, will form the basis for future turbine development programs.

This project summarizes the results from 2000–2020and evaluates the trueness andthequality control (QC) procedures of the ongoing polycyclic aromatic hydrocarbon (PAH)and trace element measurements in Finlandrelating to Air Quality (AQ) Directive 2004/107/EC. The evaluation was focused on benzo(a)pyrene and other PAH compounds as well as arsenic, cadmium and nickel in PM10and deposition. Additionally, it included lead and other metals in PM10and deposition, gaseous mercury and mercury deposition, andbriefly other specificAQ measurements such as volatile organic compounds (VOC)and PM2.5chemical composition. This project was conducted by the National Reference Laboratory on air quality and thiswas the first time these measurements were assessed. A major part of the project was field and laboratory audits of the ongoing PAH and metal measurements. Other measurements were briefly evaluated through interviews and available literature. In addition, the national AQ database, the expertise of local measurement networks and related publications were utilised. In total, all theseven measurement networks performing PAH and metal measurements in 2019–2020took part in the audits. Eleven stations were audited while these measurements are performed at 22 AQ stations in Finland. For the large networks, one station was chosen to represent the performance of the network. The audits included also six laboratories performing the analysis of the collected samples. The audits revealed the compliance of the measurements with the AQ Decree 113/2017, Directive 2004/107/EC and Standards of the European Committee for Standardization(CEN). In addition, general information of the measurements, instruments and quality control procedures were gained. The results of the laboratory audits were confidential,but this report includes general findings, and the measurement networks were informed on the audit results with the permission of the participating laboratories. As a conclusion, the measurementmethodsusedwere mainly reference methods. Currently, all sampling methods were reference methods; however, before 2018 three networks used other methods that may have underestimated concentrations. Regarding these measurements, it should be noted the results are notcomparable with the reference method. Laboratory methods were reference methods excluding two cases, where the first was considered an acceptable equivalent method. For the other, a change to a reference method was strongly recommended and this realized in 2020. For some new measurements, the ongoing QC procedures were not yet fully established, and advice were given. Some networks used consultant for calibration and maintenance, and thus theywere not fully aware of the QC procedures. EN Standards were mostly followed. Main concerns were related to the checks of flow and calculation of measurement uncertainty, and suggestions for improvement were given. When the measurement networks implement the recommendations given inthe audits, it can be concluded that the EN Standards are adequately followed in the networks. In the ongoing sampling, clear factors risking the trueness of the result were not found. This applies also for the laboratory analyses in 2020. One network had concentrations above the target value, and theindicative measurementsshould be updated to fixed measurements.

Accurate and complete performance evaluation is playing a major role in the further development of concentrating solar collectors. To ensure dependable test results, an appropriate testing and evaluation procedure is required. Moreover, the selection and installation of suitable measurement instrumentation are essential for obtaining reliable data for the performance evaluation. The quality of the measurement instrumentation greatly influences the representativeness of the test results. Details on the measurement instrumentation recommended for the testing of low-temperature solar collectors have already been provided in the testing standard EN ISO 9806:2013.
