People with disabilities have the same rights and obligations as citizens, but in everyday life, people with disabilities still experience discrimination. This is evidenced in statistical data on the education of children with disabilities, as many as 13.5 percent of people with disabilities have never been to school and 9.58 percent have stopped going to school. One of the factors that cause children to drop out of school is discriminatory behavior from their friends and online education which affects the mental health of the child. Therefore, researchers conducted a study on the mental health of children with disabilities at Al-Kaustar School, East Jakarta. This research with a qualitative approach aims to describe the efforts of teachers in maintaining the mental health of children with disabilities in order to increase their interest in learning, especially during a pandemic like today. The research methods that will be used include literature studies and interviews with teachers at the Al-Kaustar School. The results of the study implement that although there are special schools for people with disabilities and teachers who have high knowledge, it is still the mental health of children with disabilities that is the main key to their interest in learning.
 Penyandang disabilitas memiliki hak dan kewajiban yang sama dengan warga negara, tetapi dalam kehidupan sehari-hari, penyandang disabilitas masih mengalami diskriminasi. Hal ini dibuktikan dalam data statistik pendidikan anak penyandang disabilitas, sebanyak 13,5 persen penyandang disabilitas belum pernah sekolah dan 9,58 persen berhenti sekolah. Salah satu faktor yang menyebabkan anak-anak putus sekolah adalah perilaku diskriminasi dari teman-teman sekitarnya dan pendidikan secara online yang memengaruhi kesehatan mental anak tersebut. Oleh karena itu, peneliti melakukan penelitian mengenai penanganan kesehatan mental anak penyandang disabilitas di Sekolah Al-Kaustar, Jakarta Timur. Penelitian dengan pendekatan kualitatif ini bertujuan untuk mendeskripsikan upaya guru dalam menjaga kesehatan mental anak penyandang disabilitas guna meningkatkan minat belajar mereka, terutama di saat pandemi seperti saat ini. Metode penelitian yang akan digunakan meliputi studi literatur dan wawancara terhadap guru di Sekolah Al-Kaustar. Hasil kajian mengimplementasikan bahwa meskipun sudah ada sekolah khusus untuk penyandang disabilitas dan guru yang memiliki ilmu yang tinggi, tetap saja kesehatan mental anak penyandang disabilitas yang menjadi kunci utama minat mereka untuk belajar.

Orang dengan disabilitas adalah orang yang memiliki kemampuan berbeda baik fisik, mental, intelektual atau sensorik dalam jangka waktu lama. Orang dengan disabilitas secara sosial seringkali mengalami keterbatasan dalam memenuhi kebutuhan hidupnya sebagai akibat dari persepsi dan sikap lingkungan sosial yang tidak tepat dalam berinteraksi dengan mereka. Sehingga peran serta orang dengan disabilitas seringkali diabaikan. Jumlah orang dengan disabilitas pada 9 provinsi di Indonesia sebanyak 299.203 jiwa, dan sekitar 67,33% disabilitas dewasa tidak memiliki keterampilan dan pekerjaan. Perusahaan melalui program corporate social responsibility dapat berperan dalam membantu meningkatkan aksesibilitas orang dengan disabilitas melalui peningkatan keterampilan kerja dan akses terhadap sumber-sumber penghidupan mereka. Lembaga Sinergi Foundation merupakan salah satu organisasi yang berupaya membantu memberdayakan orang dengan disabilitas (ODD). Tujuan dari program CSR dari Sinergi Foundation adalah agar ODD mampu memenuhid kebutuhan hidup secara mandiri, sehigga taraf hidup mereka meningkat secara sosial dan ekonomi. People with disabilities are people who have different abilities whether physical, mental, intellectual or sensory in the long term. People with social disabilities often experience limitations in meeting their needs as a result of perceptions and attitudes of social environment that are not appropriate in interacting with them. So the participation of people with disabilities is often ignored. The number of people with disabilities in 9 provinces in Indonesia is 299,203 people, and about 67.33% of adults with disabilities do not have skills and jobs. Companies through corporate social responsibility programs can play a role in helping to increase the accessibility of people with disabilities through improving work skills and access to their livelihoods. The Sinergi Foundation is an organization that seeks to help empower people with disabilities (ODD). The aim of the CSR program of the Sinergi Foundation is that ODD are able to fulfill their needs independently, so that their standard of living increases socially and economically.

Islamic law’s attention to people with mental disabilities has not been well formulated. This is due to the complexity of the discourse and development of mental disabilities today while the concept of disability formulated by previous scholars is still very simple. The question is, how is the formulation of Islamic law friendly to people with mental disabilities today? A fresh formulation is needed to accommodate those with mental disabilities. Two ushūlī concepts, namely the concept of Ahliyyah and the concept of Maslahah, can be the framework and method of istinbāth in determining the rules of Islamic law for persons with mental disabilities. They must be viewed in terms of capability (ahliyyah) so as not to deprive them of their rights as human beings, but these rights must also not exceed the limits that are contrary to maslahah, so assistance and support are needed in making decisions in Islamic law for them. Perhatian bagi penyandang disabilitas mental ini terabaikan dibandingkan kelompok penyandang disabilitas fisik. Hukum Islam bagi penyandang disabilitas fisik sudah terumuskan dengan baik namun tidak demikian dengan hukum bagi disabilitas mental. Hal ini dikarenakan kompleksitas diskursus dan perkembangan disabilitas mental masa kini sementara konsep disabilitas yang dirumuskan oleh para ulama terdahulu masih sangat sederhana. Pertanyaannya adalah, bagaimana rumusan hukum Islam yang ramah bagi para penyandang disabilitas mental saat ini? Perlu rumusan segar agar dapat mengakomodir mereka yang mengalami disabilitas mental. Dua konsep ushūlī yakni konsep Ahliyyah serta konsep Maslahah dapat menjadi kerangka besar dan metode istinbāth dalam menentukan aturan-aturan hukum Islam bagi penyandang disabilitas mental. Hasilnya mereka harus dipandang dari sisi kecakapan (ahliyyah) supaya tidak menghilangkan hak mereka sebagai manusia, akan tetapi hak tersebut juga tidak boleh melampaui batas yang justru bertentangan dengan maslahah, maka dibutuhkan pendampingan dan dukungan dalam pengambilan keputusan dalam hukum Islam bagi mereka.

本研究從精神障礙者（以下簡稱精障者）的個人經驗與主體立場出發， 探討精障者個人日常生活遭遇的各項社會融合經驗，及其對於社區精神 復健服務的主觀評價，並藉此描述精障者的主體性如何受到精神復健機 構的形塑。透過深度訪談八位使用社區精神復健服務的精障者，本研究 歸納發現：（一）精障者對社會融合的想法乃是回歸社區自立生活，並 期待透過工作所得賺取獨立生活費用，精障者願意為生活增添其他可能 性而努力，也藉由信仰產生自然的人際交流；（二）精障者的主體性源 自於對生活步調的掌控、對生活安排的自主權，並獲得他人的尊重與平 等對待；反之，當精障者被迫接受機構的權威管理與過度生活規範，其主體性將受到傷害；（三）對精障者而言，機構安排豐富多元的日常活 動與工作訓練，以及提供社會融合的橋樑等，都是符合其需求的精神復 健服務，而長期留置復健機構從事一成不變且低薪的勞力工作，則是精 障者最期待有所改善的服務層面。基於上述研究發現，本研究最後提出 相關政策與服務建議。Research purpose Empirical studies on the social inclusion of people with mental disabilities in Taiwan are limited. This study aims to fill this gap. As social inclusion emphasizes the subjective feelings, willingness, and motivation levels of people with mental disabilities, this study explores the issue of social inclusion faced by people with mental disabilities from their individual perspectives and experiences. It also examines how psychiatric rehabilitation services shape the subjectivity of people with mental disabilities, reviewing the pros and cons of psychiatric rehabilitation services in fulfilling the needs of service users. There are three research questions to be answered in this study. First, what are the viewpoints and subjective experiences regarding social inclusion of people with mental disabilities? Second, how is the subjectivity of people with mental disabilities shaped by psychiatric rehabilitation services? Third, what services meet these needs, and what improvements in services need to be made for people with mental disabilities in psychiatric rehabilitation institutions? Method This study follows a qualitative research approach to delineate the social inclusion of people with mental disabilities in Taiwan. Since psychiatric rehabilitation institutions are set up to help people with mental disabilities recover, the research participants in this study were people with mental disabilities in these institutions. Considering the various degrees of autonomy and opportunities for social interaction among people with mental disabilities, the interviewees recruited in this study included residents of halfway houses, members of community rehabilitation centers, clubhouse members, and residents of community houses. Ethical approval was obtained before conducting the research interviews in 2022. Six participants recorded face-to-face semi-structured qualitative interviews and two participated in online interviews because of the pandemic breakout. In total, eight interviews were conducted. After transcribing the interview recordings, thematic analysis was used to analyze the interview transcripts, and thematic findings were derived in accordance with the repetitive analytical procedures of “whole-part-whole.”Results The findings are summarized as follows. People with mental disabilities think social inclusion is to live independently in the community. They hope to work and earn a living, and strive for other possibilities. They may also engage in interpersonal interactions through religious affiliations. In addition, rights of choice and autonomy, equal interaction and treatment, and respect for individual needs in psychiatric rehabilitation units are supportive factors of the subjectivity of people with mental disabilities. However, some adverse conditions such as class differences, inappropriate authoritarian management, and incomplete autonomy jeopardize the subjectivity of people with mental disabilities. Rehabilitation services that meet the needs of people with mental disabilities include various daily activities, multiple job training programs, and bridges for social inclusion. In contrast, rehabilitation services that need to be improved are mainly concerned with low wages, a limited variety of job opportunities, and reverse service effects. Conclusion Based on the research findings, some implications for government policy reform and service improvement in community mental health and social care are proposed. First, it emphasizes the subjectivity of people with mental disabilities. Training courses for rehabilitation institutions’ staff should emphasize the subjectivity of people with mental disabilities, help them achieve social inclusion and avoid the negative effects of institutionalization. Meanwhile, staff in rehabilitation institutions should return the choice and autonomy to people with mental disabilities and play the role of assistants with the belief that people with mental disabilities can be experts on their own lives. Second, they should provide employment opportunities for people with mental disabilities. Owing to the stigma of mental illness, poor educational backgrounds, aging problems, and other physical illnesses, people with mental disabilities are susceptible to social exclusion. Consequently, it is necessary to ensure that people with mental disabilities acquire various employment opportunities and job redesigning in response to functional impairment. To increase employment opportunities and income for people with mental disabilities, government sectors should work with rehabilitation institutions to expand employment resources, subsidize social enterprises, and establish shelter shops. Third, community support resources should be increased for individuals with mental disabilities. In the opinion of people with mental disabilities, financial problems are the most challenging for independent living. If government subsidies or residential services such as community houses are offered to people with mental disabilities to maintain a minimum quality of life, more people can return to community life. Additionally, people with mental disabilities require supportive community services to help them adjust to independent living and organize their daily lives. It is believed that by providing the abovementioned services, not only can the independent living and social inclusion advocated by the CRPD be fulfilled, but family caregivers’ stress and burden can also be reduced.

Services for people with learning disabilities have been transformed since the late 1960s by the move from institutional to community care. (Learning disabilities is the term currently used in the UK in preference to mental retardation, developmental disabilities and mental handicap.) Important changes include the progress towards integration, participation, inclusion and choice for people with learning disabilities, which have occurred in the context of the broader civil and human rights movements. It is time to examine the services delivered to people with learning disabilities and comorbid psychiatric disorders (mental illness, personality disorders, behavioural problems with aggression) and the evidence for their effectiveness.

Abstract: The problem of disability is now a global health problem. As a result of disability, problems affect the productivity and quality of health of individuals and the community. Persons with disabilities are not just people who have physical disabilities. People with mental disorders (ODGJ) are included in a group of people with disabilities. The stigma of Indonesian society that is still very strong regarding ODGJ is not as strong as that of other people with disabilities. This should not be allowed because it will result in a violation of dignity and value. The purpose of this activity is to establish and optimize the role of Mental Health Cadres (KKJ) in the community who are trained in the early detection of mental disorders in the community. This activity was carried out in the Magelang village in the Central Magelang subdistrict, Magelang city. With a population of 6,441 people, most of the community work in the Magelang village is working in the field of community services, government &amp; individuals. In the 2019 Magelang sub-district has 18 patients with mental disorders. The results of the activities of the formation of mental health cadres (KKJ) in the community trained as many as 15 active cadres and are able to conduct early detection of mental disorders in the community so that the number of ODGJ of Magelang village is known to be 34 people and there are 2 people at risk of mental disorders. After knowing the number of ODGJ cadres implementing to the community one of them by providing psychological knowledge for families and communities.Keywords: disability; mental health cadres; mental disorders Abstrak: Masalah disabilitas saat ini menjadi masalah kesehatan global. Akibat adanya masalah disabilitas mempengaruhi produktivitas dan kualitas kesehatan perseorangan maupun masyarakat. Penyandang disabilitas bukan hanya orang yang mengalami kecacatan fisik saja. Orang dengan gangguan jiwa (ODGJ) termasuk dalam golongan penyandang disabilitas. Stigma masyarakat Indonesia yang masih sangat kuat mengenai ODGJ tidak sekuat pada penyandang disabilitas lainnya. Hal ini tidak boleh dibiarkan karena akan mengakibatkan pelanggaran martabat dan nilai. Tujuan dari kegiatan ini untuk membentuk dan mengoptimalkan peran Kader Kesehatan Jiwa (KKJ) di masyarakat yang terlatih dalam melakukan deteksi dini kasus gangguan jiwa di masyarakat. kegiatan ini dilakukan dengan metode pendampingan kepada kader serta membantu para kader yang telah melakukan pelatihan tentang kesehatan jiwa. Dalam melakukan deteksi dini gangguan jiwa dimasyarakat dan pemetaan rumah penyandang disabilitas. Hasil kegiatan terbentuknya Kader Kesehatan Jiwa (KKJ) di masyarakat yang terlatih sebanyak 15 kader aktif dan mampu melakukan deteksi dini gangguan jiwa dimasyarakat sehingga diketahui jumlah ODGJ kelurahan magelang sebanyak 34 orang dan resiko gangguan jiwa ada 2 orang. Setelah diketahuinya jumlah ODGJ kader melakukan implementasi ke masyarakat salah satunya dengan cara memberikan pengetahuan psikologis bagi keluarga dan masyarakat.Kata Kunci: disabilitas; gangguan jiwa; kader kesehatan jiwa

A literature review examines how mental health difficulties may differ for people with learning disabilities (PwLD) and the general population; with respect to their vulnerability to mental ill-health and the definition, presentation and treatment of mental health problems. Factors which have been found to positively impact on the mental health of PwLD are then explored. The review considers methodological limitations and gaps in our understanding, highlighting a need for further research focusing on mental health recovery for individuals with learning disabilities. Section B presents a study exploring what recovery means for people with learning disabilities and mental health difficulties. Interviews were conducted with nine individuals and Interpretative Phenomenological Analysis used. A model was developed which described participants’ entry to the therapeutic service and their progression towards recovery. The model firstly describes how participants felt entering the service, their Mental Health/Therapy Experience, and explains how these experiences were validated and the recovery process enabled through the therapeutic alliance. Once enabled, the second dimension of the model is detailed, that of the Client Recovery Experience which extends across three phases of recovery. The first phase, Feeling Better describes elements perceived as integral to improved mental health. The second phase, Recovery Ongoing identifies that more input is required. Thirdly, Attainability?: Reality, Ideals and Fantasy, reveals PwLD’s perceptions of recovery and the techniques used in striving to achieve this. Salient features of recovery specific to PwLD are recognised as important to clinical practice, and results suggest there is a need to openly discuss LD identity, and address idealisations surrounding a non-LD one. This would involve setting realistic goals and managing expectations accordingly and focussing on social integration as a way of enabling ongoing recovery.

In developed countries there is a valuable experience how to include people with disabilities into society: involve in several activities and let them know as people valuable for the society. More and more academic research is devoted to those aspects as well as public policy is developed to create and support social entrepreneurship. Aim of the paper is to analyse findings and good practice of employment of people with mental disabilities in several countries and analyse the situation and possible developments on employment of people with mental disabilities in Latvia. Tasks of research: 1) analyse results of academic findings on good practice and challenges in employment of people with mental disabilities wold-wide; 2) analyse the developments and trends on employment of people with mental disabilities in Latvia; 3) propose possible development scenarios on employment of people with mental disabilities in Latvia. Research methods used in research: scientific publications analysis; analysis of legislative documents on employment of people with mental disabilities, analysis of statistical data on employment of people with mental disabilities. Research results have shown that in recent years many important steps in employment of people with mental disabilities in Latvia has been reached but there are some difficulties in realise of sustainability in this aspect.

Even though the recent decades have witnessed extensive attempts around the world to ensure the equality of people with disabilities in the health system, it has not been achieved yet. To some extent, the problem is related to the education of health workers to work with people with disabilities. In order to gain more understanding in this regard, this paper focuses on the preparedness of health workers to work with people with hearing, visual, movement and mental disabilities: Is there a link between the studies of the health care workers in higher schools and their preparedness to deal with the specific problems that arise when working with people with hearing, visual, movement and mental disabilities? How does a specific subject / module on working with people with disabilities relate to the preparedness of health workers to address these specific issues? How is it related to the integrated preparation during the study years to work with people with disabilities? A survey of 664 health workers (doctors, nurses, kinesiotherapists, and social workers) working in Lithuania has been conducted. The research revealed that a number of health workers were not properly prepared in higher schools to work with people with hearing, visual, movement and mental disabilities. The research has also revealed that while studying a specific subject / module about working with people with disabilities or studying it in an integrated way across a variety of study activities, health professionals become better prepared to deal with the specific problems of working with people with hearing, visual, movement and mental disabilities. The results of the study suggest the necessity to pay more attention to the particularity of working with people with disabilities in health workers education, so that they are more prepared to work with people with hearing, visual, movement and mental disabilities and ensure more equality and non-discrimination in the healthcare system.

This article is aimed at the study of deviant behaviour in children with intellectual disabilities. It is well known that mental disability has a negative impact on the functioning of the emotional-volitional sphere and as a result facilitates the development of behavioural disorders. The lack of self-regulation, the underdevelopment of thinking manifested by the lack of criticism leads to the impossibility of choosing a correct model of relationship with those around us. This research issue is better studied in the psychology of personality, development and education. A theoretical study is shown, the research problem is argued, general and specific objectives are formulated, research tools are described and preliminary results as well as the theoretical-practical significance of the paper.

Many people with disabilities, especially those with physical disabilities, could work, draw or produce art. However, very few workstations and tools are developed to meet their needs and conditions. The objective of this study is to evaluate the needs of an artist with a disability for an ergonomic workstation and to propose a prototype that increases the comfort and capabilities of people with physical disabilities to perform their tasks. First, we analyzed the tasks/activities, postures, and needs of an artist with a high level of disability while performing his drawing tasks in a real-life situation. Second, we simulated an art studio with the participation of six non-artist subjects with motor and mental disabilities to evaluate the user's experience and difficulties when painting in a similar real situation. Based on these studies, we proposed a specification for the design and prototyping of a painting workstation adapted for people with disabilities.Our analysis showed that very few workstations are adapted for people with disabilities and they must work on the floor with awkward postures, insufficient lighting and limited space. They have to make excessive efforts to perform most of their activities because the tools and workstations do not meet their needs. Based on the specifications extracted from our study, we propose a new design of painting workstation dedicated to disabled people to improve their comfort and performance.

The Professional Nurse Advocate (PNA) programme is a clinical and professional leadership programme delivered by Higher Education Institutions (HEI) which equips nurses with the skills to deliver restorative clinical supervision to colleagues in England. The programme has been gradually rolled out across England during 2021/22 with the aim of ensuring there will be PNAs in place to support colleagues in the following specialties: Critical care, Mental Health (Adult Acute &amp; Children and Young Peoples inpatient settings) Community, Learning Disabilities (Adult), Children and Young People, Safeguarding, Health &amp; Criminal Justice settings (HCJ), and International Nurses. In February 2022, NHSE sought an evaluation of the PNA programme. A research team from Coventry University was commissioned to undertake this work. This Executive Summary Report sets out the methods, activities, findings, and recommendations as requested by commissioners.

Health and health care are critical issues for many children and adults on the autism spectrum. They may experience more frequent use of services and medications. They may need more types of routine and specialty healthcare. And their overall health and mental health care tends to be more complex than people with other types of disabilities and special health care needs. This report provides indicators of health and health care for autistic persons across the lifespan. Topics covered include overall health, health services, medication, insurance, and accessing services. We need to understand health and healthcare needs across the life course to support recommendations on how to improve health and health care at critical points across a person's life. The purpose of this report is to catalogue indicators to aid in decision making to this end.

Older people and children and adults with disabilities are disproportionately vulnerable and overlooked in post-conflict settings as conflict exacerbates pre-existing disadvantages and they are often left out of post-conflict reconstruction processes. Their inclusion in post-conflict recovery/reconstruction is a neglected area of focus despite the increasing evidence and attention paid to their needs during conflict and humanitarian response. This rapid review looks at the available evidence on priorities for recovery/reconstruction for children and adults with disabilities and older persons from countries recovering from conflict, focusing on the emerging evidence from Ukraine and from post-conflict countries with similar contexts to it.

India has a unique and complex religious history, with faith and spirituality playing an important role in everyday life. Hinduism is the majority religion, and there are many minority religions. India also has a complicated class system and entrenched gender structures. Disability is another important identity. Many of these factors determine people’s experiences of social inclusion or exclusion. This paper explores how these intersecting identities influence the experience of inequality and marginalisation, with a particular focus on people with disabilities from minority religious backgrounds. A participatory qualitative methodology was employed in Chennai, to gather case studies that describe in-depth experiences of participants. Our findings show that many factors that make up a person’s identity intersect in India and impact how someone is included or excluded by society, with religious minority affiliation, caste, disability status, and gender all having the potential to add layers of marginalisation. These various identity factors, and how individuals and society react to them, impact on how people experience their social existence. Identity factors that form the basis for discrimination can be either visible or invisible, and discrimination may be explicit or implicit. Despite various legal and human rights frameworks at the national and international level that aim to prevent marginalisation, discrimination based on these factors is still prevalent in India. While some tokenistic interventions and schemes are in place to overcome marginalisation, such initiatives often only focus on one factor of identity, rather than considering intersecting factors. People with disabilities continue to experience exclusion in all aspects of their lives. Discrimination can exist both between, as well as within, religious communities, and is particularly prevalent in formal environments. Caste-based exclusion continues to be a major problem in India. The current socioeconomic environment and political climate can be seen to perpetuate marginalisation based on these factors. However, when people are included in society, regardless of belonging to a religious minority, having a disability, or being a certain caste, the impact on their life can be very positive.
