Resumo:

Private forest partnership has been considered as a new strategy in dealing with conventional socio-economic model problem of the industrial wood raw material sustainability supply. As a new strategy to address the issue of sustainability of industrial wood supply, synergy is needed between forest farmer groups and timber-based industry through private forest partnership schemes. This research aims to analyze private forest partnership policy and its implementation in terms of cooperation aspects in order to formulate a sustainable private forest partnership policy. Content analysis was used to identify all policies related to private forestry partnerships, while policy implementation was analyzed by using formal evaluation method. The descriptive method was implemented to analyze standing stock managemet, and Analytical Hierarchy Process (AHP) as a method to formulate the concept of sustainable private forest partnership policy. The results showed that private forest partnership policy now is more focused on production facilities and infrastructure aspect. The level of policy implementation in research location is at a low grade, only reached 16.28%, while 43.75% of the private forest partnerships in the research area are not sustainable due to low potential of standing stock. This research proved that fostering the farmers is a key factor to develop sustainable private forest partnership policy.

Under New Labour, partnerships have emerged to become a central mechanism of service delivery in social policy. In response to this development, a number of papers and texts have appeared that have questioned the claims made for the benefits of partnerships by politicians and policy makers. In particular, the gap between the rhetoric of inclusiveness and the practice of exclusion in partnership working has been highlighted. However, as pertinent as these insights are, it is argued here that extant research into partnerships in social policy remains theoretically undeveloped, characterised by one-sided approaches that either lack critical edge or are dismissive of the potential of partnership working. What is required is an approach that addresses the deeper contradictions of partnerships in social policy and the structuring relations of power underpinning the conceptions of partnerships. Drawing on key concepts in social and political theory, this article proposes a theoretical framework that focuses on the dynamic and contextual nature of partnership. In short, a differentiated theory of partnership is offered as a means of facilitating a more realistic understanding of the limits and possibilities of partnership working. A case study on partnerships in sport policy is used to illustrate the analysis.

This article describes the literature specific to partnership working across the National Health Service, social services and voluntary and community sector in order to summarise the potential advantages and challenges of partnerships. We explore the meaning of partnership working and review the policy developments and investment initiatives underpinning the Government's emphasis on partnership working between statutory services and the voluntary and community sector. A number of barriers hinder effective partnership working and we examine some possible solutions to overcome these. We then address the key issues influencing the approach to increasing the voluntary sector's participation in partnership activities within mental health services and provide brief examples of good practice. Finally, we discuss practical issues relevant to planning partnerships and the role consultant psychiatrists can play in initiating and developing partnership working between the voluntary sector and statutory mental health services.

Abstract Partnerships have become increasingly important in addressing complex global health challenges, a reality exemplified by the COVID-19 pandemic and previous infectious disease epidemics. Partnerships offer opportunities to create synergistic outcomes by capitalizing on complimentary skills, knowledge and resources. Despite the importance of understanding partnership functioning, research on collaboration is sparse and fragmented, with few conceptual frameworks applied to evaluate real-life partnerships in global health. In this study, we aimed to adapt and apply the Bergan Model of Collaborative Functioning (BMCF) to analyse partnership functioning in the UK Public Health Rapid Support Team (UK-PHRST), a government–academic partnership, dedicated to outbreak response and research in low- and middle-income countries. We conducted a literature review identifying important elements to adapt the framework, followed by a qualitative case study to characterize how each element, and the dynamics between them, influenced functioning in the UK-PHRST, exploring emerging themes to further refine the framework. Elements of the BMCF that our study reinforced as important included the partnership’s mission, partner resources (skills, expertise and networks), leadership, the external environment, management systems and communication. Additional elements identified in the literature and critical to partnership functioning of the UK-PHRST included governance and financial structures adopted, trust and power balance, organizational culture, strategy and evaluation and knowledge management. Because of the way the UK-PHRST was structured, fostering team cohesion was an important indicator of synergy, alongside collaborative advantage. Dividing the funding and governance equally between organizations was considered crucial for maintaining institutional balance; however, diverse organizational cultures, weak communication practices and perceived power imbalances compromised team cohesion. Our analysis allowed us to make recommendations to improve partnership functioning at a critical time in the evolution of the UK-PHRST. The analysis approach and framework presented here can be used to evaluate and strengthen the management of global health partnerships to realize synergy.

Resumo:

The World Bank has a large partnership portfolio, including international organizations and private actors. Due to their diversity and to the ambitious programs they pursue, partners are highly exposed to financial and operational risk. Curbing this risk takes different shapes in the legal design of partnerships. In particular, partnerships differ in terms of the degree of legal continuity along the stages of decision-making, management of funds and program implementation. This configuration raises several problems for the attribution of international legal responsibility for partnership-related activities. In some cases, the problem is one of attribution of conduct at the level of the partnership’s governing body as well as at that of implementation. More broadly, the policy of risk management leads to a dilution of control within the partnership chain. This means that one can construe only certain partnership programmes, or certain segments of a partnership, as amassing enough control for responsibility to arise.

Purpose The purpose of this paper is to add to the knowledge base of school-university partnerships by exploring such partnerships in terms of policy implementation. Design/methodology/approach This paper takes a qualitative approach using semi-structured interviews. Findings To achieve a joint understanding of roles, focus, and work in the partnerships based on the schools’ needs and scholars’ competence was crucial. This was not easily achieved in all partnerships. Conflicting expectations were part of the process. Although they were demanding, the partnership arrangements also represented opportunities for the university scholars to learn. Originality/value The findings suggest that partnership arrangements require parties that understand the implications of this collaboration and that respect, mutual trust, and joint understanding are needed. It is likely that bringing different parties together will create conflicts that must be resolved. If unfamiliar to the parties, the use of partnership arrangements is itself an implementation that has its own process that operates in parallel to the work in focus.

Objective: The paper aims to determine why the government resorts to partnerships with the private sector, in addition to the advantages and disadvantages of the public-private partnership system, and explain the types and forms of public-private partnerships. Theoretical Framework: This paper presented the concept of partnership and the reasons for partnership with the private sector. It also presented the types of partnerships with the private sector and, more specifically, the different BOT systems. Method: The study relied mainly on the descriptive approach to understand the concept of partnership, determine the forms of partnership between the public and private sectors, and the types of partnership with the BOT system. The study also relied on the analytical approach in analyzing the advantages of the partnership system between the public and private sectors and identifying the defects and challenges facing the partnership systems between the public and private sectors. Results and Discussion: The partnership between the government and the private sector is not a path strewn with roses. Many challenges must be faced, and for the partnership to work as desired, the conditions and components discussed in this research must be met, which are factors in themselves. Research Implications: This paper examines the role of public-private partnerships in enhancing the performance of public utilities and reducing the cost of providing services. Originality/Value: This study contributes to the literature by explaining the role of public-private partnership contracts in Egypt and the United Arab Emirates, presenting their definition, advantages, disadvantages, challenges, and legal framework.

Resumo:

Since 2001, Vietnam has gradually built and implemented strategic and comprehensive partnerships with some of the World’s great powers. The behaviors of Vietnam have brought skepticism from international community. Besides, the differences in the nature of “Strategic Partnership”, “Comprehensive Partnership” and “Comprehensive Strategic Partnership” in Vietnam's foreign policy are paid much attention to by scholars and scientific researchers. Because of the long-term strategic national interests, Vietnam-US relations strongly elevated from the normalization of bilateral relations to the level of comprehensive partners in 2013. Since 2017, the two countries have planned to upgrade their relations from comprehensive partnership level to strategic partnership level. In this context, the paper focuses on the application of systemic approaches in Vietnam's foreign policy making, with the content “The Process of Making Vietnam’s Foreign Policy with the United States based on David Easton’s Model”. The paper will analyze the process of making Vietnam’s foreign policy with Unites States based on David Easton’s Model. In addition, the paper also provide forecasts of the possibility of adjusting Vietnam's foreign policy towards the United States, especially upgrading the relations to strategic partnerships.

Abstract This study contributes to the research on partnership models by comparing different policy areas, testing the existing typologies and developing new forms of analysis for the Brazilian context. The literature on partnerships regarding the nonprofit sector is focused on the great diversity of these organizations and the types of relationship they establish with the government to provide services. Most empirical studies on this issue seek to establish categories for the partnerships analyzed, usually comparing countries or policy areas on a macro level. This study observes how partnership models help to understand the differences among policy areas, observing cases in the areas of AIDS, social assistance, and culture in Brazil. The research introduced field level variables and organizational variables to establish clearer differences among the models, and to identify where they overlap. Differences among the models helped to test relational variables and use the partnership models to analyze the public policy areas on the interaction design with nonprofits. As for political implications, this study provides recommendations to advance in a governmental agenda on partnerships that can combine general guidelines with particularities related to each policy area. Finally, the study indicates that partnerships should be considered public policy instruments.

Resumo:

Violence against women (VAW) in Scotland has only recently emerged onto the national policy agenda, despite (or perhaps because of) three decades of work on the issue by feminist activists and organisations. Government responses to VAW increasingly involve calls for ‘joined-up working’ and public sector-voluntary sector partnerships, and the proliferation of these multi-agency bodies to address complex social problems such as child abuse and VAW underscores the need for enquiry regarding the processes and products of these bodies. What makes multi-agency partnerships work? Can they bring new, expert voices to the policy table? Can they nurture collaboration and broad ownership of policy implementation? This case study looks at the Scottish Partnership on Domestic Abuse. Set up in 1998 to define a national strategy for addressing domestic violence, the partnership officially ended its work in November 2000 with the presentation of the National Strategy on Domestic Abuse to the Scottish Parliament. The research focuses on the establishment of the Partnership in the context of an increasingly minimalist, differentiated system of governance and locates the Partnership at the intersection of devolution and 30 years of feminist activity on VAW. How new voices came to the table, Partnership processes for agenda setting and decision making, and the naming and framing of policy problems throughout the life of the Partnership – all emerged as important themes. Analysis reveals substantial increases in access to decision makers and policy networks and significant influence of the VAW sector on the national policy agenda. Less clear is the effectiveness of the Partnership in supporting innovation across resistant institutions such as the court system and the NHS, although these areas require longer-term study.

This research evaluates stakeholder alignment in a global multi-stakeholder organization called the Global Water Partnership (GWP). The GWP represents a new breed of organization, a Global Multi-Stakeholder Network Organization (GMSNO), that has emerged in greater numbers in the last fifteen years as a means of addressing complex global social and environmental issues. This master's thesis adds to the body of literature on evaluation and assessment of these new global multi-stakeholder organizations by applying the Lateral Alignment Framework to study three different levels of stakeholder alignment in the GWP: Behavioral, Functional/Structural, and Systems/Culture/Values, and the GWP's effectiveness in achieving its mission and goals. The thesis has implications for GMSNOs in general both terms of the content of the findings and the method of analysis using the Lateral Alignment Framework. A main finding from this research is the difference between the relatively high frequency and quality of interactions within GWP regions compared to the low scores on interactions across global regions.
(cont.) This finding may be generalizable to other GMSNOs. Another main finding is the difference between the value that stakeholders derive from GWP participation in a relatively well-developed economic region (a lower score) compared to two less developed regions (higher scores). This may indicate that the GWP is needed or valued for different kinds of functions in more-developed areas compared to less-developed regions. Generally, GWP stakeholders believe they are under-resourced for IWRM planning and management, and they typically see other organizations and regions as having more resources than they do. There is substantial variance in stakeholders' opinions of the existence of appropriate regional and global forums for them to meet and exchange ideas and information. Statistical tests show that these forums are important in facilitating stakeholder communication and alignment, and contributing to the effectiveness of the GWP in achieving its goals. There is a moderate to high level of agreement on the concept of Integrated Water Resources Management (IWRM).
(cont.) This is a positive and significant finding for the GWP, since one of its primary aims is to develop the subject of IWRM among its partner organizations and at the global policy level. Other variables that asked stakeholders to assess the importance of the GWP to their organizations, and the value and effectiveness of the GWP in advancing IWRM at a global level, score high. These findings demonstrate the importance and the value of the GWP to its members.

Resumo:

Partnerships between public and for profit organizations are increasing in frequency and scope due to scarce economic resources to support and deliver social programs. However, little is known about the characteristics of a successful partnership versus the characteristics of a failed partnership. The purpose of the study was to explore the leadership characteristics that were exhibited by the management team of a public-private partnership (PPP) that suffered a significant failure at the onset of the partnership, but recovered successfully over a period of time. The research question explored which leadership characteristics existed within the public and for-profit leadership teams that impacted the project team's ability to deliver the program requirements. A qualitative case study approach was utilized with the theoretical framework leveraging both Greenleaf's servant leadership philosophy and Burn's transformational and transactional leadership styles. A purposive sampling strategy identified 9 people who played a key role in the PPP, experienced the repercussions of the failure, and participated in the remediation efforts. All data were inductively coded and then subjected to a constant comparative method of analysis. The analysis revealed a strong relationship between servant leadership attributes exhibited by the leadership team and the project team's ability to traverse the partnership challenges. Data analysis indicates the necessity of effective servant leadership, specifically the attributes of understanding and empathy. Implications for positive social change from this study may lead to improved partnership delivery outcomes and better utilization of taxpayer funds to administer social programs.

This PhD analyses strategic health partnerships, focusing on Health Improvement Programmes (HImPs) and Health Action Zones (HAZs). It is a case study of four English health districts, based on 81 semi-structured interviews, and on partnership documents and observations. Partnership - central to New Labour's modernisation agenda for the NHS - was intended to improve the quality of health services and reduce health inequalities. This thesis conceptualises three dimensions of partnership - coordination, collaboration, participation. It uses three theoretical frameworks to interpret the nature of partnership in the study sites. Governance Theory - market, hierarchy and networks - provided a framework to conceptualise the broader context in which partnership was developed but also to explore the influence of central government on local statutory agencies. Over-use and poor co-ordination of central command and control tools strengthened hierarchical relations. Coupled with a shift towards healthcare delivery, this undermined the development of autonomous, lateral relationships. Resource Dependency Theory provided a framework to analyse the influences on horizontal relationships between local partners. This theory sees actors as selfinterested, manipulating the environment to enhance their resources while reducing their resource dependency on others. A model was developed to explain how resource motivations and symmetry combined with local circumstances to shape partnerships. Collaboration Theory provided a normative framework to assess the quality of the partnership process. According to this theory, innovative and consensual solutions to social problems emerge through inclusive processes - often involving conflict and requiring impartial facilitation. In the study sites, these processes were constrained by overbearing hierarchical relations and local influences, resulting in policy co-ordination, not radical innovation. The thesis argues that government reforms resulted mainly in partnership as coordination. Partnership as participation marginally increased while partnership as collaboration was barely evident. The shift from market to networks was undermined by the government's strengthening and (mis)management of hierarchical relations.

The concepts of ‘partnership working’ and ‘intersectoral collaboration’ have become increasingly central to contemporary policy discourse on drugs and crime in Western liberal states, and the non-government sector now plays an integral role in the drug policy systems of many countries. Governments have actively sought to partner with non-government organisations in addressing drug problems and formulating effective drug policy. There has, however, been little empirical investigation of non-government policy work and their relationships with the bureaucratic state in the drugs field. This thesis responds to this gap by providing an account of the development of the idea of government/non-government ‘partnerships’ in the Australian drugs field, and presents new data on the broader role of non-government organisations in drug policy. Informed by governmentality and critical policy studies literature, this thesis adopts a qualitative approach that engages with three major sources of data: 1) Primary governmental documents including national and state and territory drug policy documents; 2) semi-structured interviews with 19 representatives from Australian non-government organisations; and 3) documents produced by non-government organisations.

Resumo:

Referring to research and a number of publications on rural-urban partnership, the paper discusses the evidence on such partnerships in Poland, provided by projects carried out under Operational Programmes 2007–2013(2015). The study was based on data from telephone interviews with representatives of 25 local self-governments and on data from the Information System for Monitoring and Control, which includes data sets on all projects carried out under national and regional Operational Programmes 2007–2013 and is disseminated by the Ministry of Infrastructure and Development. The verifying datasets were obtained from Poland’s Central Statistical Office, the National Court Register, and the Ministry of Economy. The findings showed that the commune-unions and limited liability companies set up by the rural and urban local self-governments (LAU2) in Poland have had the characteristics of rural-urban partnerships. These entities were beneficiaries of Operational Programmes 2007–2013. This proves that in practise EU structural funds have been supporting rural-urban partnerships in Poland, although they have not been addressed specifically to them. Despite the on-going theoretical discussion on the definition of rural-urban partnership and the fact that it was purposely not explained to the interviewed the representatives of local self-governments, this form of collaboration was well-recognised by them.

Evidence matters for the effectiveness of public policies,but important informational frictions—that is, resistanceto obtaining or using information on the subject at hand—sometimes prevent it from shaping policy decisions.Hjort et al. (2021) showed that reducing those frictionscan change not only political leaders’ beliefs but alsothe policies they implement. One-way information, fromresearch to policy, may sometimes be insufficient, though.Policymakers may be agnostic about the effectiveness ofan intervention, or they may not know which of its featuresrequire adjustment. A process of policy experimentationmay be needed (Duflo 2017), in which policies arerigorously evaluated at a small scale, the findings of those evaluations inform the policy design, and a new evaluation determines the effectiveness of a fine-tuned version of the intervention, with the assessment continuing until the program is ready to be scaled up. This process requires very close collaboration among government, implementers, and researchers. The means by which evidence is produced is also important. A frequent criticism of researcher-designed interventions is that results may not be relevant. One reason is that pilot programme’s participants or circumstances may be atypical, with the result that the experimental treatment, even if implemented with fidelity, may not achieve similar outcomes in other settings (Al Ubaydli et al. 2017; Vivalt 2017). A second reason is that governments may lack the capability to implement with fidelity interventions tested in randomized control trials. A partnership between policymakers and researchers can help attenuate these concerns. A recent experience in Colombia provides a good example of such a partnership at work. “Let’s All Learn to Read” is an ambitious programme to improve literacy skills among elementary schoolchildren (Grades K–5). Spearheaded by the Luker Foundation, a local nongovernmental organisation, in collaboration with the Secretary of Education of Manizales (Colombia), the programme began with a systematic data collection effort in the municipality’s public primary schools to understand why students were failing to acquire the most basic academic skills. This led to several interventions over many years during which multidisciplinary teams of researchers working in close collaboration with local stakeholders and policymakers designed and evaluated different features of the programme.

The OECD has been active in promoting competition policy among countries in Latin America and the Caribbean and formed a partnership with the Inter-American Development Bank to further this aim. The principal feature of this partnership has been the annual Latin American Competition Forum (LACF), at which senior officials from countries in the region discuss, in roundtable fashion, issues of competition policy of interest to them. El Salvador volunteered to be peer reviewed at the sixth LACF meeting, held in Panama, on 10-11 September 2008. This review examines El Salvador's competition law and policy: content and application of the competition law and enforcement structure and practices; the limits of competition policy; and promotes competition advocacy.

In 2020, the University of Dundee initiated the development of an Open Research strategy. As part of this initiative, in February 2021 the University’s Library and Learning Centre together with Open Research Champions from the Schools of Health Sciences and Dentistry, formed an Open Research Working group. To build on the University’s Open Research policy and infrastructure, the purpose of the group was to facilitate ongoing research and development of best practice approaches for our interdisciplinary environment to make outputs, data and other products of our research publicly available. Through informal consultations with academic staff and students, the Open Research Working Group found that: → access and reach of research findings can be amplified through effective knowledge mobilisation, and stakeholder and patient and public involvement; and → there was a need for guidance and resources on how-to implement knowledge mobilisation activities with and for stakeholders throughout the entire research process – from proposal development to project completion. In June 2021, the Open Research working group, in partnership with Simon Fraser University’s Knowledge Mobilization Hub began the development of an Integrated Knowledge Translation (IKT) Toolkit, with funding support from the University of Dundee’s Doctoral Academy and Organisational Professional Development. IKT is an approach to knowledge translation that emphasises working in an engaged and collaborative partnership with stakeholders throughout the research cycle in order to have positive impact. The aim was to co-produce evidence-informed, best practice learning materials on how-to: → maintain ongoing relationships between researchers, community stakeholders and decisionmakers in research development and implementation; and → facilitate an integrated, participatory way of knowledge production whereby researchers, practitioners and other knowledge users can collaborate to co-generate new and accessible knowledge that can be utilised in contexts ranging from supporting community development to policy guidance for practice. The IKT Toolkit was informed by a focused evidence review and synthesis of published peer-reviewed and grey literature and consists of eight knowledge briefs and a slide deck co-produced for use in any discipline or sector. Each knowledge brief provides practical guidance and resources to support an IKT process in each of eight key research stages: (i) Partnership Building; (ii) Generating Priorities and Ideas; (iii) Proposal development; (iv) Study Design; (v) Data Collection; (vi) Data Analysis; (vii) Reporting and (viii) Dissemination. The current knowledge brief provides IKT guidance on Research Stage 1: Partnership Building.

On 23 June 2021, Southern Voice and the Institute of Development Studies co-hosted an online dialogue which aimed to enhance efforts to inform and influence policy by sharing learning between CORE projects, at different stages in their policy engagement activities, on their approaches and experiences at sub-national, national, and regional levels. The event was attended by over 70 participants from across the CORE cohort and highlighted the experiences of CORE partners, Partnership for Economic Policy (PEP), International Centre for Research on Women (ICRW), and Group for the Analysis of Development (GRADE). This learning guide captures the practical insights and advice from the event to help inform the practice of both participants and other projects across the portfolio. The guide is structured around the key challenges identified in influencing policy, particularly within the changing parameters of the current pandemic, highlighting key messages and examples from the three partners.

The Covid-19 pandemic and related restrictions have had profound socioeconomic impacts worldwide. Governments have been faced with responding urgently to mitigate such effects, especially for the most vulnerable. Covid-19 Responses for Equity (CORE) partner Partnership for Economic Policy (PEP) – a Southernled organisation which believes that evidence produced from an in-country perspective, by empowered and engaged local researchers and policymakers, results in better policy choices – has been working closely with policymakers in Pakistan to assess the Covid-19 impacts and the effectiveness of current and potential policies. As a result, PEP has helped introduce tax reforms for the hardest hit, agricultural subsidies for farmers, and the reduction of trade tariffs for struggling businesses.
