Urban Renewal activity can be attributed to the reuse and intensification of tertiary areas. Past research suggests areas of regeneration can perform at par and/or better then prime property sectors. Policy initiatives lowering perceived risk, attracting investment is conditional to the unique characteristics of renewal areas. As a progressive area of research there still remains insufficient data to quantify related returns and associated risks. Financial institutions tend to favor prime property and neglect tertiary areas. Local, smaller developers can comprehend the holistic nature of renewal investment. A comparative analysis of past urban renewal investment behavior with actors of renewal investment in Hamilton, Ontario, Canada, were evaluated leading to empirical possibilities of investment alternatives.

Environmental regulation of nitrogen cycling processes, denitrification and nitrification, was studied in sediment of Hamilton Harbour, with particular emphasis on the role of CH$ sb4$ metabolism (production and consumption). Through extensive sediment sampling and numerical analysis, it was found that particulate carbon was the best predictor of potential for anaerobic production of CH$ sb4$ and CO$ sb2$. The only predictor of denitrification capacity was anaerobic CO$ sb2$ production, indicating that beside NO$ sb3 sp-$ and O$ sb2$, a biotic factor involved in carbon metabolism may be important in the control of this activity.
Suppression of aerobic N$ sb2$O production in sediment slurries by C$ rm sb2H sb2$ and correlation with NO$ sb3$-production indicated that it was dependent on chemolithotrophic nitrification. Although CH$ sb4$ (1 to 24 $ mu$M) stimulated production of NO$ sb3 sp-$ and N$ sb2$O, we found that CH$ sb4$ at 84 $ mu$M or greater suppressed nitrification. Following extensive studies of pore water chemistry, potential microbial activities, and counts of nitrifiers and methanotrophs, we found that CH$ sb4$ oxidation (i) is more likely to suppress nitrification by competition for O$ sb2$ and NH$ sb4 sp+$ between methanotrophs and nitrifiers, and (ii) may be more important than nitrification as a sink of hypolimnetic O$ sb2$ in Hamilton Harbour.
Amongst a number of inhibitors, allylsulfide was found to be a differential inhibitor with much less effect on CH$ sb4$ oxidation in sediment slurries or in axenic cultures of Methylosinus trichosporium OB3b than on nitrification in sediment slurries.

This thesis examines the formative years (1931-1940) of Canada's first birth control clinic, the Birth Control Society of Hamilton (BCSH). The focus of this work is to place the activities of the BCSH in an international and national context. Canada's first birth control clinic drew directly on the writings and experience of two well known birth control pioneers, the American Margaret Sanger and the English woman Marie Stopes. This reliance on foreign models demonstrates the enormous influence that the British and Americans had on the formation of Canadian social and medical institutions. This thesis also challenges the traditional perception of the BCSH as a low key and non-ideological endeavour. New historical evidence indicates that the BCSH shared in the eugenic ideology of other contemporary Canadian birth control organizations and was an active participant in the debates surrounding contraception and eugenics.

Despite increasing concern about the presence of heavy metals, pesticides and other toxins in indoor environments, very little is known about the physical and chemical composition of ordinary household dust. This study represents the first systematic investigation of the mineralogical composition of indoor dust in residential housing in Canada. Specimens of dust were obtained from homes in six geographically separate cities in the Province of Ontario: two located on the metamorphic and igneous rocks of the Precambrian Canadian Shield (Thunder Bay and Sudbury), the other four located on Palaeozoic limestone and shale dominated bedrock (Barrie, Burlington, Cambridge, and Hamilton). Forty samples of household vacuum dust were obtained. The coarse fraction (80 – 300 µm) of this dust was subjected to flotation (using water) to separate the organic components (e.g. insect fragments, dander), natural and synthetic materials (e.g. fibres, plastics) from the mineral residue. The mineral fraction was then analyzed using quantitative point counting, polarizing light microscopy, powder X-ray diffraction and scanning electron microscopy methods. Despite the great distances between the sampling localities and the distinct differences in bedrock geology, the mineral fraction of dust from all six cities is remarkably similar and dominated by quartz and feldspar, followed by lithic fragments, calcite, and amphibole. Some evidence of the influence of local geology can nevertheless be found. For example, a relatively higher proportion of sulphide minerals is observed in the two cities on the Canadian Shield where these minerals are clearly more abundant in the bedrock. Specimens from Sudbury, Canada’s largest mining centre located atop a nickel-sulphide mineral deposit, showed the highest sulphide contents. Quartz is the dominant mineral in all cities. All quartz grains have internal strain features and fluid inclusions that are indicative of a metamorphic-igneous provenance. In all cities, sand is used on the streets as an abrasive for traction during the icy winter season. This sand is obtained in all cases from local glaciofluvial deposits that were ultimately derived principally from the rocks of the Canadian Shield in the last Pleistocene glaciations that affected all of Ontario. Thus, tracking in sand is the most plausible mechanism by which quartz was introduced into these homes since sampling was done, in all cases, in the winter season. The results indicate that glacial deposits dominate the mineral composition of indoor dust in Ontario cities and that nature of the bedrock immediately underlying the sampling sites is relatively of minor importance.

Positioned at the metaphysical divide between civilization and wilderness, this thesis investigates the potential for symbiotic relationships among cultural, ecological and industrial systems in an effort to suggest alternative modes for human sustainability. The City of Hamilton, where steel and iron industries continue to scar the landscape, serves as the location for a speculative design intervention. Amongst existing urban structures, a hybrid form of industrial production is proposed to acknowledge society’s reliance on artificial devices. In turn, this hybrid form is integrated with natural ecological processes to demonstrate humanity’s dependence on the natural world. The first chapter positions the thesis within a discourse regarding the boundary between civilization and wilderness and their conventional dichotomy. The thesis is aligned to themes of ecological-artificial hybridization, which include the scientific application of biological metaphors, economic and manufacturing theories of industrial ecology, and architectural and design methodology. Chapter two employs Complex Systems methodology to structure an analysis of Hamilton’s ‘intrinsic’ and ‘extrinsic’ systems. The city is considered within ecological, historical, cultural, industrial and economic contexts, at local and regional scales. Chapter three proposes an urban plan for Hamilton that seeks to regenerate and integrate ecological, cultural and industrial systems. Within the framework of this plan, industrial ecosystems can coexist with public function and ecological infrastructure in close proximity. Though designed for long term application, the plan is intended to provide context for a more detailed and immediate intervention within the scope of the thesis. Chapter four proposes the implementation of a speculative urban design, as a central component of the urban plan. Sited on the Stelco pier, one of the largest and oldest steel producers in Canada, the design would reclaim a pivotal historical and physical location along the Hamilton waterfront. Regeneration of the heavily contaminated industrial site will be initiated with a phased program of remediation and managed ecological succession. The new science of industrial ecology will inform this new development. This approach is based on a shift from ‘open loop’ systems, in which material and energy flows dissipate through processes of waste creation, towards ‘closed loop’ systems in which energy and material are recycled. A new Instrumental Matrix is proposed where decentralized cultural, ecological and industrial systems are interwoven to create diverse and sustainable habitats for wildlife, people and industry.

The urban landscape reflects the social, economic, and policy changes that have taken place in a community. The inner city has been previosly called a microcosm that indicates the changes that are occurring in society. The inner city can thus be studied to examine how it responds and adapts to economic change. This thesis asks in what ways are the historic and current economic transitions visible in Hamilton’s inner city landscape; and how do planning policies influence the emerging urban built form. The thesis examines select characteristics of the contemporary inner city derived from the literature (i.e. art and entertainment amenitites, recreational uses, residential revitalization, institutional uses, post-Fordist economy, decline in manufacturing activity, promotion of multi-modal transportation, sustainability policy, and statement place making) and their expected physical manifestations. The methods consist of a historical analysis and visual diagnosis that uses photographs and field notes in order to provide a bottom-up interpretation of downtown Hamilton’s changing urban landscape. There is evidence of arts-culture led rejuvenation of downtown Hamilton and the public realm. However, there is the challenge of promoting revitalization in a context of visual urban blight and the possibilities of policy-induced loss of employment lands.

Hamilton Harbour, a semi-enclosed bay located at the western end of Lake Ontario, is listed as one of the most polluted systems in the Great Lakes. Anthropogenic influences such as four wastewater treatment plants, two steel mills and shoreline development have lead to degradation of this system. A Remedial Action Plan is in place to clean up the harbour by 2015. This study examined the food web dynamics of Hamilton Harbour including 21 species of fish, benthic invertebrates, plankton and macrophytes. Using carbon and nitrogen stable isotopes spatial and seasonal variability throughout the harbour was examined. Zooplankton and phytoplankton collected at three different sites in the harbour showed no significant difference spatially but did show seasonal trends, reaching the highest nitrogen values in early summer. Benthic invertebrates, when observed in δ13C: δ15N biplots, group together by sampling site in each season. Seasonally benthic invertebrates acquire higher nitrogen signatures in summer then decrease in fall at all sites. The fish community in the harbour do not have spatially distinct isotope signatures. Seasonally nitrogen signatures increased at all sites while carbon signatures remained between -25 ‰ and -26 ‰. Overall the plankton and benthic invertebrate nitrogen isotope signatures are higher than the fishes. This indicates that there is a recent change in nutrient source. The likely candidate for nutrient input is an anthropogenic source, such as the wastewater treatment plants discharging into the harbour. Isotope signatures show large variation in fish species collected indicating that the fishes are omnivore generalists that take advantage of available food sources throughout the harbour. Further remediation work, such as habitat modifications, can now be tailored towards generalist omnivores that move throughout the harbour.

As the pressures of urban development progressively threaten the preservation of greenfields, it is increasingly understood that sustainable development and smart growth strategies must include the remediation and redevelopment of brownfields. As the support for brownfield redevelopment strengthens, and frameworks for brownfield planning become more prominent at municipal levels, it is important that municipalities not only ensure the proper remediation of old brownfield sites, but also identify a place for civil society within brownfield plans. The legal, financial, social, environmental, and health complexities of redevelopment, as well as the impact of brownfield sites on the community, make civil society involvement an essential component of a successful brownfield strategy. This case-based thesis research examines the role of civil society in brownfield remediation and redevelopment through themes of social capital, social learning and risk perceptions. The two cases studies are former landfill sites; the Rennie Street landfill in Hamilton, Ontario and the Belle Park landfill in Kingston, Ontario. Both cases involved civil society using legal action as a reactive approach to contamination leaching from the respective sites into nearby water bodies. The research was conducted through participant observation, interviews with key stakeholders in the Belle Park and Rennie Street landfill cases, and a comprehensive review of written information. The literature review informed the development of a conceptual framework, which was used to guide the research and the evaluation of results. The thesis reveals examples of civil society bringing awareness to brownfield issues through a reactive strategy, followed by proactive community involvement in brownfield programs. In both cases, civil society’s perceptions of the associated risks informed the reaction to the suspected contamination. The results of the study suggest that the establishment of networks and trust, as well as the reflective process that occurred throughout the legal action contributed to civil society’s ability to influence decision making. It is anticipated that the Rennie Street and Belle Park case studies will highlight for brownfield stakeholders the significance of engaging civil society in municipal brownfield planning.

Within the greater movement of sustainable development, industrial practices have been identified as a key area in which much improvement is both necessary and possible. The development and operation of industrial parks have become a focus of these efforts. The basic premise of this thesis is that a sustainable industrial park should function in an economically competitive manner that provides for human needs through market mechanisms while doing so in alliance with the local community, in congruence with the local ecosystem and within the carrying capacity of the planet. From a municipal planning and economic development perspective, this thesis focuses upon the development of a municipal strategy to effectuate sustainable industrial development and operations. Utilizing a blended theoretical approach incorporating general systems theory and planning theories, the proposed industrial park surrounding the Hamilton International Airport, in the City of Hamilton, Ontario, Canada, has been analyzed to develop a viable sustainability vision for the park, identify barriers to implementing and achieving that vision, and formulate a municipal strategy to promote and enable the pursuit and realization of that vision. It was found that there is an important role for the municipality to assume and numerous opportunities for concrete municipal action throughout the planning, development and operational stages of the industrial park. Upon reflection of the research process, the findings were extrapolated to garner wider applicability and relevance to other municipalities provincially, nationally, and internationally, as well as to the professional and academic community involved in industrial sustainability.

Stakeholder participation has become a valuable tool for agencies in the field of environmental planning. The potential benefits, for both agencies and individuals, of involving stakeholders in the planning process have been widely recognized and well documented. However, the success of participatory initiatives depends on the extent to which local stakeholders are interested in, and capable of, becoming involved in the process. Thus, the outcomes for each process vary as planning issues are dependent on their local context. This study aimed to evaluative the characteristics of successful stakeholder in planning. Specifically, it strived to obtain an understanding of successful stakeholder engagement through developing and integrating an evaluative framework based on the literature with the motivations and perceptions of agencies representatives and local stakeholders. In order to achieve these goals, the evaluative framework was applied to a case study of the Tiffany Creek subwatershed in Hamilton, Ontario. The case study revealed that determining and incorporating the opinions of agencies and stakeholders toward a participatory process can shed light on the characteristics of successful stakeholder participation in a given region. The characteristics of successful stakeholder participation and the integration of agency and stakeholders viewpoints into the planning process are discussed and recommendations to improve participatory processes in environmental planning are provided.

Over the past few decades, the issue of downtown revitalization has been a priority for planners and civic leaders. One strategy of attracting people, jobs and investment to the downtown is by constructing a catalytic facility that facilitates further growth, of which the sports stadium is ???by far??? the most prevalent example (Coates and Humphreys, 2011; p.5). However, the outcome of downtown stadium development has been inconsistent in cities across North America. The purpose of this thesis is to determine whether the built urban form impacts the outcome of downtown sports arenas and whether it contributes to civic image. An urban morphological analysis is conducted in order to evaluate the outcome of two multi-purpose sports arenas: Budweiser Gardens in London, ON and Copps Coliseum in Hamilton, ON. The analysis traces the evolution of both cities??? downtown urban form over time, identifying patterns to development by categorizing the townscape into three elements: the town plan unit (consisting of the street pattern, lot pattern and building pattern), the building fabric and land use. The urban morphological analysis was undertaken utilizing fire insurance maps, tax assessments and planning documents. In addition, a questionnaire was distributed to 200 residents of both case cities in order to gauge each facility's contribution to civic image. The results show that Budweiser Gardens has emerged as the more successful facility, namely due to two factors: (a) the arena is sited close to the central business district, in an area where the historical townscape has been preserved to a greater extent; and (b) because the unique design of the facility (which incorporates a replica of a historic building into the contemporary development) contributes to a higher degree of civic image than Copps Coliseum, which lacks both historic and current place references. The ultimate conclusion of this thesis is that urban morphological analyses should be incorporated into urban plans, so that the siting of future projects can be improved in order for cities to accrue the maximum benefits and return-on-investment.

Charles Darwin proclaimed, “It is not the strongest of the species that survives, nor the most intelligent that survives. It is the one that is the most adaptable to change”. At the time, he probably did not fathom the relevance of his statement to the economy of cities. As the manufacturing sector dissipates, industrial cities strive to adapt by diversifying their local economy. This research provides a narrative of Hamilton’s industrial development and its transformation in search of a new identity. It examines the city’s economical, social and physical decay and its current urban regeneration that is based on the re-appropriation of its cultural landscape. This thesis argues that when cities focus only on the economic dimension of development, it may have an adverse influence on their inherent cultural identity which serves to undermine their ability to adapt and diversify. For Hamilton, a case in point is urban transformation of James Street North in a city that was recently subject to decades of neglect. James Street North has become the centre of a bourgeoning arts scene that is beginning to revitalize its neighbourhood. The thesis proposes the adaptive re-use of a deteriorated yet historically significant urban block within the area. The design intervention advocates an urban intensification intended to materialize a social and aesthetic identity derived from the urban agendas of Jane Jacobs, Charles Landry, and Sharon Zukin. The design synthesis proposes to establish a ‘creative milieu’ that becomes a catalyst for social cohesion, sustainable regeneration and an incubator for creativity. The design strategy consists of a hybrid building typology that is able to intensify diversity, exhibit creativity and engage dialogue among its occupants.

This research examines the emergence of cycling-supportive land-use and transportation policies in Ontario and Hamilton, Ontario between 1990 and 2016. The focus of this thesis is on two questions that have been unexplored in previous research: (1) what cycling-supportive policies emerged in Provincial and Municipal government during this time?; and (2) what role, if any, did the Provincial position on cycling play in the development of Hamilton, Ontario cycling policies? A primary and secondary document review was undertaken to identify patterns between historical Provincial and Municipal policies. Three types of results are presented: (1) an examination of amendments to the Ontario Planning Act, emphasizing its effect on the role of policy in Ontario, the structure of the Ontario planning system, and on Municipal conformity; (2) a detailed review of emergent cycling-supportive policies and trends in Ontario and Hamilton, Ontario between 1990 and 2016; and (3) an analysis of evidence showing the influence of Provincial cycling-supportive policies on Hamilton plan policies. This research concludes that (1) novel cycling-supportive policies have emerged at both the Municipal and Provincial levels during the research period, and (2) evidence exists that Provincial land-use and transportation policies have influenced Hamilton’s cycling policy over the research period.

The western embayment of Lake Ontario, Hamilton Harbour, is one of the most polluted sites in the Laurentian Great Lakes and in recent years has seen a reoccurrence of cyanobacterial blooms. This study uses a multidisciplinary approach to examine the presences of toxic Cyanobacteria in the harbour in order to gain insight into these recurrent blooms. Microscopic analyses of phytoplankton samples collected during the 2009 summer-fall sampling season from two locations within the harbour showed the spatial and seasonal diversity of the contemporary cyanobacterial community. Microcystis colonies relative abundances in relation to total algal numbers were estimated. The lowest and highest relative abundances of Microcystis in the phytoplankton population were 0.6% and 9.7%, respectively, and showed seasonal variability between stations. Fourteen cyanobacterial genera comprising six families and three orders were identified and for which the most abundant filamentous genera during the summer-fall sampling season were Planktothrix, Aphanizomenon and Limnothrix. Potential microcystin producers Microcystis, Planktothrix, Aphanizomenon and Dolichospermum were also present and during the sampling period Microcystis was recorded at both stations on all dates, however, its relative abundance was below 10 % throughout the study period. The composition and abundance of filamentous cyanobacteria were observed to be positively statistically correlated to water quality environmental parameters dissolved nitrates (NO3/NO2), dissolved inorganic carbon (DIC), and conductivity. Redundancy analysis (RDA) found that 53.35% total variance of Aphanizomenon was correlated to low water column NO3/NO2 and conductivity, and higher water column DIC. 58.13% of the relative abundance of Planktothrix was correlated to high concentrations of dissolved nitrates, while 51.69% of total variance of Limnothrix was correlated to higher DIC and lower water column dissolved nitrate concentrations. Information about past cyanobacterial communities was obtained from the sediment core analysis, using paleolimnological and modern molecular methods. The age of the 100.5 cm long sediment core retrieved from the deepest part of Hamilton Harbour was established to be 140 years (1869-2009), using the Constant Rate of Supply (CRS) 210Pb age model. This age was not sufficient to provide information of harbour’s environmental conditions, presence of the blooms, and triggers for their occurrence before European settlement in the area. Results of the HPLC analysis of fossil pigments indicated that the dominant members of the algal community have not changed over the 140 years and that cyanobacteria were regular members of the phytoplankton community. The composition of the major chlorophyll pigments indicated high presence of Chlorophyta and Bacillariophyta in the harbour at all times. The main algal groups identified on the basis of marker pigments presence, besides the Chlorophyta and Bacillariophyta, were the Dinophyta and the Cryptophyta. The presence of a scytonemin derivative, compound B, indicated that cyanobacterial blooms were occurring in past, before the first officially recorded blooms in the 1960s. Cyanobacterial pigments presence indicated that Cyanobacteria have been a regular but not dominant feature of Hamilton Harbour phytoplankton in the past. To our knowledge, this study is the first one examining fossil pigments from Hamilton Harbour. Results of the PCR-DGGE molecular analysis of 16S rRNA-V3 gene fragments from sedimentary DNA revealed the presence of thirteen cyanobacterial genotypes. The temporal change in the cyanobacterial community composition was indicated by the increasing number of species over time, from the oldest to the most recent sediment layers. The deepest sediment strata showed the lowest number (two bands) and intensity of bands. The most recent sediment layer had the greatest numbers (11) and intensity of bands. This increased diversity indicated changing environmental conditions in the harbour, primarily nutrient pollution and worsening water quality. Results of the PCR-DGGE molecular analysis of mcyE-AMT gene fragments showed that Microcystis aeruginosa and Planktothrix rubescens were two microcystin producers present in Hamilton Harbour over the last 80 years. The persistent presence and resilience of these two genera indicated a more serious and longer-term issue of toxic blooms than previously recognized. Historical records show that noticeable anthropogenic impact on Lake Ontario environment has been measurable since the 1780s, the first dramatic impact on the Lake Ontario watershed was evident from the mid1880s, the earliest evidence of eutrophication in the lake occurred between 1820 and 1850, while human induced environmental changes in Hamilton Harbour date back ca. 350 years. In the 1960s, cyanobacterial blooms were first officially recognized in the harbour and the lower Great Lakes. The present research is the first report of the mcyE module and AMT domain of microcystin genes being amplified from sediment of North American lakes, and showed that toxic Cyanobacterial have been regular members of Hamilton Harbour phytoplankton community for almost a century. This research considerably deepened the knowledge of the past toxic cyanobacterial blooms in Hamilton Harbour and their possible causes. It also showed that in the absence of historical records, both the PCR-DGGE method and the mcyE-AMT gene may be used for reconstruction of the past toxic blooms not only in the Laurentian Great Lakes, but also in other aquatic regions of the world impacted by toxic cyanobacterial blooms. Also, it demonstrated the utility of the combined molecular and paleolimnological analyses, which might become a useful tool in the determination of the bloom causes factors and in the mitigation of the future production of toxic blooms.

BACKGROUND: Youth continue to be at high risk for STI and HIV transmission and unplanned pregnancies because of their liberal approach to sexual-health and their susceptibility toward engaging in risky activities. Youth who are street involved face greater risks than their peers because they occasionally participate in behaviours that places them at increased risk; for instance injection drug use, multiples sex partners, low condom use and considerable substance use. However, while street youth are predisposed to engage in many of the situations they do, some street youth are also making decisions to limit risk. OBJECTIVES: To 1) determine the basic level of HIV and STI knowledge of street youth; 2) to understand youth’s knowledge of, access to, and use of sexual-health information; 3) to explore where and from youth would like to get accurate sexual-health information and appropriate care; 4) to determine whether peer education is a useful method of transmitting sexual-health information to youth; 5) to assess the sexual risk level of youth; and 6) to develop an understanding of the proactive sexual-health behaviours and decisions youth have established for themselves. METHODS: Street-involved and homeless youth living in Hamilton, Ontario (n=97) who were between the ages of 14 and 24 were interviewed using a 112 questions interview tool. Topics covered in the interview included demographics, personal safety, health behaviour, accessing sexual-health information, accessing sexual-health services, HIV/AIDS knowledge and services use and peer education. Descriptive, bivariate, and multivariate analyses were conducted using SAS. RESULTS: Youth had high rates of STI and HIV testing and good HIV knowledge when compared to the general youth population. However, the sample also had increased rates of unplanned pregnancies and young women were not well-informed about what gets tested for in pap smears. Some youth are also not accessing sexual-health services at all. CONCLUSIONS: Youth are making attempts to protect themselves, however there are areas for improvement; specifically increased condom-use, knowledge of HIV and pap smears. Youth who were found to have increased risk were youth who were under the age of 19, and youth who had experienced unstable housing before the age of 15. The findings suggest that sexual-health harm reduction needs to start at a younger age and the basics of sexual-health should not be overlooked.

Without change, stagnation is inevitable. Never has this truth been more obvious than during the current epoch of industrial decline in North America. This research provides two economic narratives that exemplify the struggles of industrial communities as they strive to regenerate. The research involves a comparative analysis of the transformation of two steel cities, Pittsburgh, Pennsylvania, and Hamilton, Ontario, from 1970 to 2008. For cities in which one major industry has formed the foundation of the local economy, job losses can result in massive dislocation and devastating consequences for individuals, families, and communities. Pittsburgh and Hamilton are among many cities striving to diversify and strengthen their economies as manufacturing diminishes and Western sunset industries rise in the East. Transformation has been much more extensive in Pittsburgh than in many cities because Pittsburgh was so largely dominated by the steel industry and faced a virtual collapse of that industry. Hamilton has also experienced a steep decline in steel and related manufacturing jobs. Based on 55 interviews with city leaders, including a pilot study in Welland, Ontario, this research examines eight critical factors that collectively influence development: transformational leadership, strategic development planning, civic engagement, education and research, labor, capital, infrastructure, and quality of life. The study looks at how city leaders drive these factors in the context of global economic forces to revitalize their communities. Together, these elements combine to create the new economy of cities. To achieve successful transformation, the elements must function as part of an integrated system─a community economic activity system (CEAS). This research is grounded in MacGregor-Burn’s (1978; 2003) transformational leadership theory and positions local leadership as the central driver of economic regeneration. It highlights the importance of enduring social relations among leaders for creating an organized, yet dynamic, base of power that is necessary to mobilize resources and execute development policies to achieve qualitative change. Moreover, it points to the importance of inclusiveness and openness in engaging local citizen groups in order to build trust and confidence that recovery will happen. Pittsburgh and Hamilton offer many examples of successful partnerships that increasingly involve public-private-nonprofit-academic collaboratives.

There are over one thousand closed ‘small’ landfills in Ontario, each with differing circumstances and potential problems. This project proposes a method of addressing such dormant sites in situ, based upon a case study in Hamilton. Of the four closed landfills within Hamilton city limits, three of them lie in the low lands of the Red Hill Creek Valley. Perched at the source of the Red Hill Creek, the Upper Ottawa Street Landfill introduces unspoken toxins into the ecosystem of the entire valley. As the storm water catchment for the escarpment watershed, the creek serves a critical role in the recreational green belt which divides Hamilton and Stoney Creek. The source of this creek must be celebrated, not fenced off from public access due to landfill hazards. This proposal investigates beyond material recovery, into the possibilities of resource, ecosystem, and community recovery. Landfill mining, material sorting, and power generation through incineration are employed to reduce landfill volume. As the landfill is consumed, a new landscape is constructed, providing improved flood-prevention at the creek and a sanitary lined landfill for those materials remaining on site. Creek, forest, and field habitats are restored on site without the threat of contamination from landfill contents. The public can safely view the landfill mining operations from an elevated walkway, having new experiences with every visit. As the boundaries of the closed landfill are stripped away, the source of the Red Hill Creek and the new recreational parkland are made publicly accessible. Using this design as a reference, the equipment and operations designed for this site can be developed into a province-wide proposal.
