The university graduate unemployment rate reached a record high of 6% in 2009 in Taiwan; paradoxically, business managers complained that they could not find enough qualified employees. The mismatch between knowledge taught in universities and the requests of the job market has been criticized as the main reason for the escalation of the university graduate unemployment rate. To alleviate the aforementioned crisis, this research endeavored to identify the major career services that should be provided by universities, calculate the relative importance of each career service, and determine which department should be responsible for what career services. The analytic hierarchy process (AHP) was adopted as the major research method, and a self-developed questionnaire was administered to 30 university faculty and 50 students. The results indicated that real work place practice and internships were rated as the most important career service that should be carried out by universities immediately. Moreover, the career center and academic department office are the most important offices in accomplishing the career services.

Summary This article explores the creation of the Post Office medical service. Working for the Post Office was relatively well-paid and an increasing number of doctors were employed. Medical provision expanded with the introduction of non-contributory pensions from mid-century and developed into a comprehensive and nationwide service that was involved at all stages of employment, from initial recruitment through to receiving a pension. Post Office doctors assessed candidates’ fitness for work, checked on sick absences, provided free medicine and advice and visited workers’ homes. Doctors were responsible for determining whether or not a worker should be pensioned off on grounds of ill health. The career of the first Chief Medical Officer, Dr Waller Lewis, also illustrates the range of other areas in which the Post Office medical service became involved, including the clinical assessment and relief of sickness as well as identifying preventative measures to improve health outcomes.

This research set out to identify the reasons why students attend the faculty/university counseling office and to identify students' preferred ways to promote the services of their faculty/university counseling office for the years 2019 and 2022. The research method used was a questionnaire survey (Alpha Chronbach coefficient is .790), applied to 207 students. The counselor’s personality matters the most (5.2464- on average value) when students address the counseling office, followed by the promotion made to the counseling office (5.1304 average) and the students' interest (5.0242 average). The reasons for addressability to counseling is centered on: the need for individual counseling services (105 choices, N-207), the need for career counseling (47 choices) and the students' need for information (15 choices). Students acknowledge that they need individual counseling services (105 choices) and career counseling services (47 choices) but some are unaware of the existence of the counseling office (69 choices) and would need counseling, because they are not self-confident (51 choices). The ways students prefer to promote counseling services are flyers (26.06%) (mean - 3.69 with standard deviation - 13.41) and Facebook posts or on student groups (25.31%) (mean - 3.58 with standard deviation - 13.43).

The local government system in Nigeria has the mandate to perform major functions which the higher tiers of government may not perform. To ensure that the development goals of the local government is achieved, it requires efficient manpower. The local government manpower includes the career civil servants and political office holders. How the two work in harmony has become a herculean task. Therefore the paper critically examined the roles of the career civil servants and politicians, and how the two can work to achieve the goals of the local government. The paper adopted documentaryresearch methodology, and content analysis technique was used. Team work was emphasized as a veritable tool to be used to foster grassroots development. Dichotomy between political office holders and local government career officers was critically interrogated. It is the position of the paper that politics and administration cannot be separated. Ultimately the paper is of the view that local government officers should eschew politics and mind their statutory duty of providing administrative services and guiding the political office holders on the nitty-gritty of local government administration and policy formulation. Therefore the two should work as partners in progress.

With the transition to democracy, Latin American countries have embarked on implementing judicial reforms to redesign justice-sector institutions and build up the rule of law in the region. Reform efforts included empowe¬ring the courts, granting political independence to the public prosecutor’s office, professionalizing the public defender offices and implementing the accusatory criminal system in justice-sector institutions. To what extent are the reforms tar¬geted at the public defender offices changing the way legal defense is provided? In this article, after discussing a theoretical framework that captures and opera¬tionalizes the concepts of a merit-based career system, an accusatory criminal justice system and effective legal representation, I examine the extent to which the changes of transitioning from an inquisitorial to an adversarial system and from a non-merit-based career system to a merit-based career system have affec¬ted the way legal counsel is provided at subnational public defender offices. To accomplish this, I provide both a de jure and de facto measures (indicators of reform implementation). To identify the de jure indicators, I consulted legal texts (constitutions and secondary laws), and to gauge how the de facto indi¬cators work, I relied on interviews with public defenders, reports and academic documents. I collected 50 interviews with public defense attorneys from three Mexican states: Baja California Sur, Jalisco and Nuevo León. Findings from these states suggest that as reform implementation advances, public defenders have more tools to offer legal representation; more specifically, they are better trained, in addition to having higher salaries, a lower caseload per defender and increased access to forensic services.

The Public Employment Service Office is responsible for implementing labor market programs to promote full employment and equality of employment services. This study assessed the level of implementation of the services of the public employment service office of a component city in the areas of local employment in terms of labor market information, referral and placement, career and employment coaching, provision of livelihood and employment programs, and special employment in terms of reintegration assistance, employability enhancement, pre-employment counseling, and other services as assessed by local and overseas jobseekers and local business and overseas employment agencies. It also investigated the challenges encountered by the respondents in availing these services. This descriptive-comparative study used a researcher-made survey instrument administered to randomly selected local and overseas job seekers and local and overseas business and employment agencies. Using descriptive and inferential analyses, the study yielded a very high level of implementation which implies that the services by the PESO promoted job generation and addressed unemployment although, a significant difference was revealed in the implementation of labor market information and self-employment programs and services. The study recommended the enactment of local laws to enhance employment facilitation.

Purpose Campus career services are increasingly scrutinized as the primary career development resource for undergraduates. The purpose of this paper is to use Career Construction Theory to examine all sources of career information used by undergraduate business students and their contributions toward career exploration and development. Design/methodology/approach Using a mixed-methods design, a survey was first administered to 372 university students enrolled in an undergraduate business school in the USA. Focus group interviews were conducted with 35 students from the survey sample. Descriptive statistics are reported, and inductive themes and causal networks were derived from qualitative data. Findings In order of prominence, students endorsed using sociocultural (e.g. family) and institutional (e.g. career services center) resources, and exploratory activities (e.g. work experience) as career information sources. These sources contributed toward students’ vocational development by enhancing their psychological readiness for work, building social capital and facilitating decisions. Research limitations/implications Participants were sampled from one undergraduate business school in the USA and were self-selected into the study. Practical implications Career services and higher education professionals should think of the career-related information sources available to students as a complex ecosystem of advice instead of singular resources that exist in isolation. Professionals should also attend to students existing sources of career information and consider ways to support students’ development of social and professional networks and opportunities. Furthermore, universities should consider the potential for integrating career exploration into course curricula as opposed to tasking career services offices to be fully responsible for students’ career-related outcomes. Originality/value This study is the first to examine undergraduate business students’ sources of career information and their contributions to career development. Its insights offer evidence for ways to tailor interventions to support students’ use of available information sources beyond campus career services.

E-health could be defined as the use of modern information technologies within the health care facilities in order to better satisfy expectations and needs of the patients, medical staff and administration. As the research shows economic profits exceed investments in the e-health three times. Studies in Lithuania in December of 2008 show that only 38 % of the country hospitals have online WebPages. Only large hospitals located in the major Lithuanian cities have internet sites. Situation within the outpatient facilities is even worse. Only 12 % of these health care facilities had online services offered to the public according to the survey completed at the end of 2008. There is insufficient focus for doctors’ advices and not enough links to other websites. Additionally, many sites do not contain information about career opportunities within a facility. Finally, online sites lack such information as the institution’s service charges or their implementation for various projects. Only a few hospitals have an online registra-tion feature and very few provide work hours. Outpatient service facilities do not reflect the institution’s activities adequately. None of the outpatient service facilities provide business reports; there is no information about their participation in the international projects. Only four WebPages contain sections providing the career opportunities for the office and a list of new doctor positions available. By the comparison of the Webpages of polyclinics and health care facilities one can indicate that polyclinic facilities have better online pages. Most of the health care consumers would use the Internet to find out such information as the doctor’s qualifications and work experience, information about main diseases and their symptoms, the medications and their side effects, tips on healthy lifestyle, as well as utilize registration to a specialist feature. Most of the respondents surveyed also indicated that there should be more information about health care services and their prices, institution’s medical equipment and devices as well as their methods of treatment. The best practice for the e-Health website is classifying it into four groups: information on the health care institution, information relating to the services provided, information on the medical staff working in the office, other information. 48 % of the respondents were not familiar with the online registration possibility, and 74 % of survey participants would like to use the feature. Only 13 % of the respondents knew that they could fill prescription online and only 10 % were aware of the electronic medical record. All of this leads to the conclusion that Lithuanian consumers lack information about the e-health.

This study examined the perceived influence of career Guidance and Counselling Services (GCS) on secondary school students’ academic performance among secondary schools in Tanga City. The study employed a mixed method approach that utilized a correlation design and a case study design. The sample size was 423 respondents, including 330 students, 26 heads of schools, 33 guidance and counsellor teachers, 33 academic teachers, and one City Educational Officer (CEO). The study used questionnaires, and semi - structured interview guides for data collection. The study concludes that the academic performance of the students is good; the career GCS services contribute to students’ academic performance. Furthermore, there is a significant positive relationship between students’ access to career GCS and their academic performance. Therefore, the study recommends the establishment of a strong policy on school GCS which will enable the effective implementation of the career GCS in the schools. Therefore, it is recommended that the services should be strengthened in the schools. The heads of schools should be in the forefront to make sure they establish strong and effective career GCS in their respective schools. Finally, students should be motivated to seek the career guidance services in addressing their academic challenges.

In 2016, Gallup reported 80 percent of recent U.S. college graduates who had visited career services offices (CSO) rated their engagement to be somewhat to very helpful. Quantitative reports such as this provide student views of CSOs, but neither address CSO staff’s perceptions of the value of their work nor the tools they use to assist students. Staff perceptions provide insight into how they communicate with students and align with emerging career education paradigms. Through in-depth interviews and participant observations, this study illuminates the communicative strategies used by CSO staff at a large U.S. Midwestern public university to support student employability. This study extends our theoretical understanding of career education and employability discourse, where staff engaged students’ assumptions about careers and provided opportunities for them to diversify knowledge about themselves and work to develop their career identities. Additionally, career education activities supported the development of students’ social capital and personal adaptability through staying positively focused and proactive in career exploration and job searches. Practical implications for this study are that employability discourse could (1) emphasize how institution-sponsored activities could increase student job seeker competitiveness, but also (2) instill a “no guarantees” academic culture where students are responsible for their employability.

ABSTRACTIn February 1951, the Sunday Express printed a piece extolling the virtues of a Colonial Service career, under the headline: ‘Sanders of the River, Still the Best Job for a British Boy’. This article explores the ideological and practical reasons why Sanders of the River, a character apparently so at odds with the post-Second World War Colonial Service message, continued to hold enough cultural resonance that it was considered appropriate to utilize him as a recruitment tool in 1951. Edgar Wallace's literary creation occupied a defining place in metropolitan understandings of the Colonial Service's work. Yet, by 1951, the ideological aims of the colonial project were changing. Sanders's paternalism had been dismissed in favour of a rhetoric that emphasized partnership and progress. The post-1945 district officer was expected to be a modern administrator, ready to work alongside educated Africans to prepare Britain's colonies for self-government. Exploring both Colonial Office recruitment strategies and recruits’ career motivations, this article situates the often ignored issue of Colonial Service recruitment at the end of empire within a wider cultural context to illuminate why, even as many turned away from careers in empire after 1945, a significant number of young Britons continued to apply.

The purpose of this article is to describe how a multifaceted approach to career and professional development training, focused on core competencies, student-driven programming, inter and multidisciplinary collaboration, and cultivating a community of insight and support, is being implemented by a university Public Health Career Services office with limited staff and resources and to share these practices for other public health programs to scale this approach to their own students’ needs. The design of the career and professional development training program comprised five main approaches: (1) one-on-one career counseling, (2) peer-to-peer learning workshops, (3) community partnerships and experiential opportunities, (4) student-driven programming, and (5) accessible training and digital resources. All programs were tracked to gauge participation and to assess effectiveness. Noteworthy findings from program evaluations include (1) a large increase in student confidence levels in professionalism topics, from all of the school’s departments; (2) benefits of student-driven programming and peer-to-peer learning, and (3) importance of employer and alumni engagement. Rather than use an optional participation model, it is recommended that a cohort model or mandatory participation be implemented as the opportunity to build on curriculum is vital.

With the growing interest in managing research and sponsored programmes, HEIs are recognizing the need for research support services. For many HEIs in sub-Saharan Africa, this means up-skilling research administration and management expertise, project management proficiency, and good governance structures by setting up a research management office in these institutions to champion the cause of expanding the institutional research frontier. While subjective evidence suggests that setting up a research management office can be quite difficult, few studies have discussed the specific challenges involved. To address this gap in the existing body of knowledge, the researchers conducted desk research to (1) understand the role of a research management office in HEIs, (2) identify the challenges of the research management office and the research manager through a purposive sampling of available data on the subject, rank these challenges according to dominance and (4) offer pragmatic recommendations that will aid the office and the manager to deliver on their mandate. The study addresses challenges associated with the research management office in sub-Saharan Africa and offers a deeper understanding of these challenges as well as chart a course to surmount these challenges and reposition the office and managers of research to effectively and efficiently deliver on their mandate. The paper wakes up a call for a professional framework for career and skills development among research management practitioners and by extension, the office, and its resources, infrastructure, systems, and procedures needed for effective research management support not only in HEIs in Sub-Saharan Africa but also worldwide.

The purpose of this study was to examine the influence of Motivation Factors on Service Delivery at Chamwino District Council Headquarters office. An explanatory study design was employed to collect data from the sample of 10 out of the population of 16 personnel. The sample was comprised of heads of departments and other leaders. To ensure validity and reliability, the instruments were pretested to four individuals and the responses from pretesting were used to adjust the final version of the tools. Analysis of data was done through the thematic analysis approach. It is concluded that salaries play the major role in motivating employees to work harder and delivery quality services. Secondly, allowances are a good motivational factor because they make employees feel they are being valued by respective organizations, hence they work hard in delivering quality service. Working conditions play a substantial role in service delivery because employees need to work in comfortable, healthy and safe environments. Finally, career development is very crucial as it helps to update employees’ skills, capabilities and competencies, supporting employees to deliver quality services that meet the needs of the clients. The study recommends that the PO-RALG should review the salary and incentive policy and increase salaries for employees as a way of motivating them to work harder. Secondly, leaders and managers in LGAs should ensure provision of sufficient allowances to employees so as to improve service delivery. Furthermore, the PO-RALG should improve the work environment in LGAs so as employees can work comfortably and deliver better services.

Abstract The article traces the history of the Secretaría de Interpretación de Lenguas (Language Interpreting Secretariat), which was created by Charles V in 1527 to support the Consejo de Estado (Council of State) and which can be considered as a pioneering organization in Europe in the field of “official” translation. Here we can find also the origin of the sworn translation in the Iberian Peninsula. At the same time and from the 18th century so-called traductores de Estado (State translators) started to work directly for other state offices, whose activity is also described. At the end of the 18th century a new figure emerges, namely the joven de lenguas (jeunes de langues), which can be considered as the first step in the development of the diplomatic career. More specifically, the following main questions will be answered: When and why was an official translation and interpreting service first created in Spain? What was its incumbent? Who worked for this service and how did applicants enter the office? Which languages and what type of documents were translated? How were these linguistic services remunerated?

He was held in such esteem that by the time of his sudden death in 1852 he had been elevated to the most senior medical office in New South Wales. Dr Hill’s career serves to exemplify how the local practice of individual colonial doctors helped build the reputation of medicine in the modern era.

Abstract:Ardelia Ripley Hall (1899–1979) served from 1946 until 1962 as the Fine Arts and Monuments Adviser to the U.S. Department of State. In this role she oversaw the recovery and restitution of movable cultural property that had been displaced during the Second World War. In spite of her vast accomplishments, almost nothing has been written on Ardelia Hall, and little is known about her life. She began her career at the Museum of Fine Arts, Boston, but personal circumstances led to her resignation in 1941. During the war, she was employed by the Office of Strategic Services. The expertise she established as an art historian working with the Roberts Commission at this time led to her appointment at the State Department in 1946. This essay traces for the first time Hall’s remarkable journey from curatorial researcher to adviser on international art restitution.

Medium-secure care services developed in England following the Butler report (Home Office & Department of Health and Social Security, 1975). They were established to address the major gap in provision between high-secure and local mental health services. However, the development of special secure services for offenders with a learning disability has largely been neglected (Snowden, 1995). People with learning disability who require secure in-patient care are often placed in remote and costly units because suitable local facilities do not exist. Such placements do not usually accord with user and carer wishes.

Since the inception of the European Community (EC)/European Union (EU), the European Commission has been the engine of European integration, but studies have failed to account for how office holders in the commission conceive authority in the EU. The author explains variation in supranationalist and intergovernmentalist views among top commission officials using 140 interviews and 106 mail questionnaires undertaken between July 1995 and May 1997. Officials' views are greatly influenced by prior state career and previous political socialization, with former state employees and nationals of large, unitary states leaning to intergovernmentalism and those without former state experience and from federal systems to supranationalism. Partial confirmation of a principal-agent logic is found in that officials in powerful commission services favor supranationalism only if prior socialization predisposes them to such views. Thus, the results support socialization theory, but they are inconclusive for principal-agent arguments.

The article focuses on the career and activities of Johann Adam Lachowitz. In December 1707, the Commander of Pétervárad (present day Петроварадин (Petrovaradin) in Serbia) nominated him as the head of a committee which met with the Ottoman commissaries on the border between the Habsburg and the Ottoman Empire. The committee was created to negotiate in the case of 55 Muslim and Greek merchants who were murdered in Kecskemét on April 3, 1707. The negotiations took almost one and a half years and were his last completed assignment. He died a few months later, just after the consensus was reached in May 1709. Lachowitz did not have a violent death, but one can assume that the deplorable living conditions he had to endure his whole life, might have largely contributed to his indisposition and subsequent death. This paper shall provide an insight into these living conditions. The research on the career of the Turkish interpreter, later the Chief interpreter and then the secretary, can further enrich the academic narratives about the lives, services and office advancements of the lower officials in the Habsburg diplomatic organization. The interpreters (in the presented case, the interpreters of Oriental languages (dragomen)) assisted both courts with their services, which were arduous and often required personal sacrifices. They were the backbone of all the diplomatic structures in the Sublime Porte, in Vienna and on the Habsburg–Ottoman border as well. The outbreak of conflicts, the process of peace making and the corroboration of peace treaties were dependant on their contributions. Even though they were not soldiers, they nevertheless risked their lives while serving in an especially influential part of the Habsburg state structure.

This study, conducted in a Finnish city, examined whether decreasing emergency department (ED) services in an overcrowded primary care ED and corresponding direction to office-hour primary care would guide patients to office-hour visits to general practitioners (GP). This was an observational retrospective study based on a before-and-after design carried out by gradually decreasing ED services in primary care. The interventions were ( a) application of ABCDE-triage combined with public guidance on the proper use of EDs, ( b) cessation of a minor supplementary ED, and finally ( c) application of “reverse triage” with enhanced direction of the public to office-hour services from the remaining ED. The numbers of visits to office-hour primary care GPs in a month were recorded before applying the interventions fully (preintervention period) and in the postintervention period. The putative effect of the interventions on the development rate of mortality in different age groups was also studied as a measure of safety. The total number of monthly visits to office-hour GPs decreased slowly over the whole study period without difference in this rate between pre- and postintervention periods. The numbers of office-hour GP visits per 1000 inhabitants decreased similarly. The rate of monthly visits to office-hour GP/per GP did not change in the preintervention period but decreased in the postintervention period. There was no increase in the mortality in any of the studied age groups (0-19, 20-64, 65+ years) after application of the ED interventions. There is no guarantee that decreasing activity in a primary care ED and consecutive enhanced redirecting of patients to the office-hour primary care systems would shift patients to office-hour GPs. On the other hand, this decrease in the ED activity does not seem to increase mortality either.

Conventionally workers in software industry are employed in software companies or organizations and get regular salary for their services to organization in regular office hours; however the growing use of communication technology has generated a new type of online workers, which work on project basis without affiliation with any specific software organization are known as freelancers and are continuously growing in most of the developing countries like Pakistan. This work has quantitatively analyzed the freelancers and traditional workers based on the factors already associated with job satisfaction and growth opportunities present in the field of freelancing and traditional employment in organizational setting such as company office in Pakistani context. We used online survey to collect evidences from both fields. The descriptive analysis of the evidences has shown significant differences between the two groups of workers regarding the factors such as work environment, work hours management, and job security that contribute to the job satisfaction and dissatisfaction of workers, however no significant difference has seen regarding a number of factors such as average work hour and earning amount. Objective - In developing marketing strategies for the Business & Economics Library (BEL) at the University of Illinois at Urbana–Champaign (UIUC), a survey was designed to answer the following questions: • Should BEL develop marketing strategies differently for East Asian business students? • What services do graduate business students want to receive from BEL? • With whom should BEL partner to increase visibility at the College of Business? Marketing research techniques were used to gather evidence upon which BEL could construct appropriate marketing strategies. Methods - A questionnaire was used with graduate business students enrolled at UIUC. The survey consisted of four categories of questions: 1) demographics, 2) assessment of current library services, 3) desired library services, and 4) research behavior. The data were analyzed using descriptive statistics and hypothesis testing to answer the three research questions. Results - East Asian business students showed similar assessment of current services as non-East Asian international business students. Survey results also showed that graduate business students had low awareness of current library services. The Business Career Services Office was identified as a co-branding partner for BEL to increase its visibility. Conclusion - A marketing research approach was used to help BEL make important strategic decisions before launching marketing campaigns to increase visibility to graduate business students at UIUC. As a result of the survey, a deeper understanding of graduate business students’ expectations and assessment of library services was gained. Students’ perceptions became a foundation that helped shape marketing strategies for BEL to increase its visibility at the College of Business. Creating marketing strategies without concrete data and analysis is a risky endeavor that librarians, not just corporate marketers, should avoid.

(1) Background: leadership behaviour is a poorly explored phenomenon among early-career doctors (ECDs). Good leadership is vital in maximising the effective management of patients in a clinical setting. While a good number of studies, though with small sample surveys, have researched the role of leadership in clinical setting quantitatively, qualitative investigations are yet to be done in Nigeria. This study aims to explore the attitudes, skills, and experience of ECDs in Nigeria on issues pertaining to leadership in a medical setting, using a mixed-method approach. (2) Methods: we conducted two sessions of key informant focus group discussion (FGD) that involved 14 ECD leaders in Nigeria, exploring their leadership experience in a clinical setting. Furthermore, we used a self-administered questionnaire to quantitatively survey 474 ECDs from seven Nigerian teaching hospitals to explore their attitudes, skills, and experience on issues pertaining to medical leadership. (3) Results: taking on leadership roles is a common phenomenon (52.7%) among the surveyed ECDs; however, the medical leadership position can be very challenging for ECDs in Nigeria. Despite the fact that many (91.1%) of the surveyed ECDs perceived leadership skills as essential skills needed by a doctr, many (44.1%) of them were yet to be formally trained on medical leadership. About three out of every 10 (23.6%) of surveyed ECDs that have ever held leadership positions in a medical setting experienced major leadership challenges while in such office due to their lack of training on leadership skills. Leadership skill acquisition programmes are highly recommended to become an integral part of medical training programmes in Nigeria. (4) Conclusion: there is a need for a structured leadership skill acquisition programme for ECDs in Nigeria. This programme will help in the robust delivery of highly effective healthcare services in Nigeria, as effective leadership is crucial to patient care services.

Of recent, there is changing work environment for agricultural extension workers as they operate under the multi-stakeholders’ phenomenon. This increasingly poses a challenge to frontline extension workers trained on linear model (extension-researcher-farmer linkage) in extension services delivery. This is because, facilitating the multi-stakeholder processes requires competent agricultural extension workers well-versed in human relations. In recognizing the importance of human capital development for agricultural extension service delivery in Tanzania, Sokoine University of Agriculture established a mid-career agricultural extension training programme in 1998. Informed by the human capital theory, this study employed an evaluative study design to assess the impact of the Sokoine University of Agriculture (SUA) mid-career BSc. Agricultural Extension and Education training programme on human capital development. The study was conducted in five agro-ecological zones, that is, Eastern, Western, Central, Southern Highlands and Lake zones in Tanzania. The development of the sampling frame was done in collaboration with the Ministry of Agriculture (MoA), Ministry of Livestock and Fisheries (MLF) and President’s Office-Regional Administration and Local Government (PO-RALG). A total of 200 respondents-100 alumni and 100 farmers were sampled proportionately. A snowball sampling technique was used to replace the respondents who were selected randomly but could not be reached for interview. Data were collected from respondents through a questionnaire that covered a set of competences through analysis of the mid-career agricultural extension curriculum and consultations with public and private employers. In addition, literature review and observations were also used to supplement the collected information. The findings indicate that the agricultural training programme at Sokoine University of Agriculture (SUA) equipped graduates with appropriate knowledge, competencies and skills that improved their job performance and productive capacities that enabled them to interact with various stakeholders and facilitate multi-stakeholders’ processes. This is in line with the purpose of establishing the programme. Hence, this points to the need for continuous human capital building and motivations of agricultural extension workers for the improvement of their performance. Key words: Mid-career, Agricultural extension workers, Curriculum, Human capital, Multi-stakeholder processes

This study aims to explore the practice of sycophants in the office. We used observation and literature study as methods. We analyzed the data obtained from observations and document studies dialectically. The results showed that the behavior of sycophants as an individual initiative in the organizational arena institutionalized the habitus of a sycophant. The sycophants who lack the capability and professionalism have succeeded in politicizing the situation in the office for their interests through various oppression rites. Dominative social relations have created a toxic work environment and killed the desire of other staff to be creative and innovate. As a result, government organizations carry out routine tasks, but hard to come up with brilliant ideas in assisting community services because many of their employees no longer believe in the career path system in their office.

With the increasing division of labour and the emergence of markets, useful things have started to become sold and bought. They began a new career as commodities. Since Aristotle the dialectic face of commodities, later on in detail elaborated by Karl Marx, is well known, they carry value in use and value in exchange. Nowadays, where we understand the economy as a social construction and are aware of the relativity of value given to objects, we are still confronted with the same distinction and also with the transition of objects into commodities. The commodification process has not come to an end yet. The paper gives an overview on the processes of commodification and de-commodification of goods and services as a background for analysing developments in the emerging information society on a global scale.Possible strategies on how to go on from now are presented, among them the struggle and on-going resistance of the European Parliament on the one hand, against the European Commission and the European Patent Office on the other, also the movements of open source/free software and the ideas of copyleft to create new rules for information goods.

The Covid-19 pandemic constituted an unprecedented public health crisis for the National Health Service (NHS) since its inception in 1948. The crisis exposed the fragmented nature of health services, the centralisation of decision-making, and the weakened position of the Director of Public Health (DPH) to provide essential local leadership. This position reflects years of uncertainty along with a pyrrhic ‘return’ to local government for public health in 2013. Using the career of Westmorland County Medical Officer (CMO) John A. Guy, this paper offers a historical examination of the problems of practicing public health in local government until its absorption into reformed NHS structures in 1974. The case study reflects upon the shape of current community health services in Lancashire and South Cumbria, the ambiguous place of local public health in a nationalised service, and the ability of individual leadership to overcome structural constraints.

Self-perception constitutes an indispensable component of social life that might significantly contribute to one’s leadership ability. This study examined the perceptions that women in educational leadership at the district offices in one of the provinces in South Africa have about themselves and their leadership roles. It formed part of qualitative research aimed at exploring women’s experiences of career advancement into educational leadership positions at the district level in the North West Province of South Africa. The aim was to understand how district office women see themselves and their leadership responsibilities, as well as how they believe their own self-perceptions have helped them advance in their careers. The participants for this study were thirteen female managers in educational leadership positions who were selected using the purposive sampling method. Framework and thematic analysis methods were utilized in the analysis of the individual face-to-face interviews. The study adopted the self-concept theory as its core theoretical framework. The study revealed that women in educational leadership perceived themselves as competent and accomplished leaders who possessed the requisite leadership qualities to enable them to progress in their careers. The study's findings also demonstrated that women's self-perceptions and educational leadership capabilities have a substantial impact on their careers, as they serve as sources of motivation and propelling forces for advancement.
