The university graduate unemployment rate reached a record high of 6% in 2009 in Taiwan; paradoxically, business managers complained that they could not find enough qualified employees. The mismatch between knowledge taught in universities and the requests of the job market has been criticized as the main reason for the escalation of the university graduate unemployment rate. To alleviate the aforementioned crisis, this research endeavored to identify the major career services that should be provided by universities, calculate the relative importance of each career service, and determine which department should be responsible for what career services. The analytic hierarchy process (AHP) was adopted as the major research method, and a self-developed questionnaire was administered to 30 university faculty and 50 students. The results indicated that real work place practice and internships were rated as the most important career service that should be carried out by universities immediately. Moreover, the career center and academic department office are the most important offices in accomplishing the career services.

Summary This article explores the creation of the Post Office medical service. Working for the Post Office was relatively well-paid and an increasing number of doctors were employed. Medical provision expanded with the introduction of non-contributory pensions from mid-century and developed into a comprehensive and nationwide service that was involved at all stages of employment, from initial recruitment through to receiving a pension. Post Office doctors assessed candidates’ fitness for work, checked on sick absences, provided free medicine and advice and visited workers’ homes. Doctors were responsible for determining whether or not a worker should be pensioned off on grounds of ill health. The career of the first Chief Medical Officer, Dr Waller Lewis, also illustrates the range of other areas in which the Post Office medical service became involved, including the clinical assessment and relief of sickness as well as identifying preventative measures to improve health outcomes.

This research set out to identify the reasons why students attend the faculty/university counseling office and to identify students' preferred ways to promote the services of their faculty/university counseling office for the years 2019 and 2022. The research method used was a questionnaire survey (Alpha Chronbach coefficient is .790), applied to 207 students. The counselor’s personality matters the most (5.2464- on average value) when students address the counseling office, followed by the promotion made to the counseling office (5.1304 average) and the students' interest (5.0242 average). The reasons for addressability to counseling is centered on: the need for individual counseling services (105 choices, N-207), the need for career counseling (47 choices) and the students' need for information (15 choices). Students acknowledge that they need individual counseling services (105 choices) and career counseling services (47 choices) but some are unaware of the existence of the counseling office (69 choices) and would need counseling, because they are not self-confident (51 choices). The ways students prefer to promote counseling services are flyers (26.06%) (mean - 3.69 with standard deviation - 13.41) and Facebook posts or on student groups (25.31%) (mean - 3.58 with standard deviation - 13.43).

The local government system in Nigeria has the mandate to perform major functions which the higher tiers of government may not perform. To ensure that the development goals of the local government is achieved, it requires efficient manpower. The local government manpower includes the career civil servants and political office holders. How the two work in harmony has become a herculean task. Therefore the paper critically examined the roles of the career civil servants and politicians, and how the two can work to achieve the goals of the local government. The paper adopted documentaryresearch methodology, and content analysis technique was used. Team work was emphasized as a veritable tool to be used to foster grassroots development. Dichotomy between political office holders and local government career officers was critically interrogated. It is the position of the paper that politics and administration cannot be separated. Ultimately the paper is of the view that local government officers should eschew politics and mind their statutory duty of providing administrative services and guiding the political office holders on the nitty-gritty of local government administration and policy formulation. Therefore the two should work as partners in progress.

The purposes of this study were to: (a) provide a recent analysis of technology infusion in career services offices (CSOs) in the southwest region of the United States, (b) address the three recommendations from the 1998 Charoensri study of technology infusion in CSOs, and (c) provide an empirical examination of the impact of selected technologies in CSOs since 1998. Field survey methods were adopted and modified for use with electronic distribution of the survey. A pilot study was conducted and suggestions were incorporated into the final version of the survey. CSO members of the Southwest Association of Colleges and Employers were electronically surveyed in the summer of 2004. The overall usable response rate achieved was 72.62%, nearly mirroring the 1998 response rate. There are several findings from this study. First, significant differences existed in CSO use of computer and communication technology in the 2004 national study compared to the 1998 regional study. The majority of the uses of technology by CSOs increased significantly over time. Second, significant differences were found in the use of selected technologies/uses of technology from the 2002 national study to the 2004 regional study. Third, institutional size and type were significantly different related to the use of one-way and two-way methods of communication and 15 selected uses of technology between CSOs, other CSO staff, faculty, staff, students, alumni, and employers. Fourth, CSOs have not increased the number of computer workstations from 2002 to 2004. Fifth, newer national vendor technology products used for job search assistance tasks were slow to be utilized in the southwest region, but regionally developed products were used more often. Finally, technology used to provide many of the services provided to students, alumni, and employers received above average satisfaction ratings (although varied) by CSOs. Overall, the data gathered and analyzed through this study further support previous research and confirm significant changes in CSO technology use from 1998 to 2004. CSOs have also experienced significantly higher technology use from 2002 to 2004. CSOs are satisfied with technology products used in a variety of ways in their offices.

This thesis examines a method for optimizing the effectiveness bf existing sealift fleets given a limited budget. A brief background of U.S. military mobility is presented. Relevant cost categories of the Ready Reserve Force (RRF) and prepositioned forces are determined by looking at the life-cycle of sealift ships. A methodology for determining an optimal fleet mix is presented. Two models for optimizing the direct costs of mobilizing the RRF and prepositioned forces are developed. The first model is based upon a single trip to the war zone. The second model develops the possibility that sealift ships may make multiple trips to the war zone and return to U.S. seaports. Methodologies for determining an optimal fleet mix are presented.

This thesis is concerned with the provision of multimedia services (involving voice, video, text and graphics) in an office environment. The office of the future is expected to comprise a heterogeneous collection of workstations and multimedia components (including fileservers, voice and video codecs, document scanners, laser printers, etc) interlinked by a high speed (digital) local area network. Every office is likely to have one or more connections to a public Integrated Services Digital Network (ISDN) providing integrated access (involving various types of traffic) to a very large number of subscribers. This thesis considers general issues relating to the design of such an office. Particular attention is given to the problem of the integration of media both at the network and user levels. Much of this discussion draws on practical experience gained during the Alvey Unison Project in which experimental multimedia offices were interconnected using a pilot ISDN. The architecture of the Unison network is discussed with particular reference to its suitability for the support of multimedia services. The bulk of this thesis is devoted to a description of the design and implementation of a number of prototype multimedia applications, and to an evaluation of their performance over the network. The handling of slow-scan video and high resolution images have been particular areas 01 interest. Much emphasis is placed on the problem of control in a distributed environment, and a model is presented for the management of control based on the use of a directory-like service. This model also provides a mechanism for locating an office service based on the name of the user to whom it belongs.

Resumo:
This paper aims to bring to the attention of those interested in topics such as human resources in the back office services for e-learning systems, in the context of globalization and new technology, the role of performance and skills of back office personnel to maintain competitive advantage. Any bank, tourism company, university and public institution refers primarily to human resources, how was recruited and selected personnel for these services, how was trained and how were motivated and paid the persons working in this type of service, and also if it was developed a continuous learning for their careers through e-learning systems. Back office services are a specific socio-economic phenomenon of modern civilization, firmly anchored in society and influenced its development. Speaking of large segments and fully responding to their needs, is detached by high dynamism, both nationally and internationally. The complexity of back office services for e-learning systems places it in a central place, forced to engage in one way or another in all other activities related to tertiary industry. In fact, the services of universities who provides alternative to classical learning, face to face (e-learning), need to have qualified personnel in back office; the connected people at the system need different competencies for the back office staff. It is noteworthy that the main source of promoting the image of a university is the act of teaching, which depends on the talent and readiness of teaching staff involved in e-learning training. The resources used when providing education service at distance entitle us to believe that teaching staff into relationship with students beneficiaries of e-learning systems might be considered as back office personnel.

The aim of the present study is to analyze the relationship between information accessibility and career decision making among first-year university students from a Central Eastern European university (n=2,330). Hierarchical cluster analysis was conducted based on motivational factors and four distinct student groups were identified: ‘Independent Decision Makers’ (IDM, 15.4%), ‘Amenity-Oriented Selectors’ (AOS, 41.2%), ‘Location-Centric Choosers’ (LCC, 16.6%), and ‘Academic Excellence Seekers’ (AES, 26.8%). While IDMs made decisions independent of institutional attributes, AOS prioritized university services, LCC were influenced by the city, and AES emphasized academic course quality. The most relevant sources of information are the official website of the National Office of Admissions, university websites, peer opinions, and institutional information. These findings provide important insights for universities and their targeted enrollment campaigns to understand the different decision-making preferences of students.

In addition to general military knowledge and university education, current officers of the armed forces of the Slovak Republic must also possess professional skills depending on the specific position. The education of officers and the acquisition of practical experience is a continuous and systematic activity throughout the duration of the civil service. For the quality performance of the service, it is necessary that every single officer is an expert in his field and thus be able to be a good leader and commander for his subordinates. Completion of career courses and especially professional courses, whether in domestic educational and training facilities, but also in facilities of NATO member states, the EU, international organizations and in other countries, will ensure fast, flexible and correct decision-making by commanders. This will ensure the solid building of the capability of the Slovak Armed Forces and effectively face all the security challenges of today.

In recent years, with increasing urbanization and the new coronavirus pneumonia epidemic (COVID-19), the social workplace is changing at an unprecedented rate. The epidemic has led to an increased focus on healthy and green design in the workplace, and outdoor workspaces are becoming an increasingly important part for businesses, employees, freelancers, and real estate developers. The impact of the epidemic has posed a huge challenge to traditional office space, with some companies abandoning their original office space. Increased competition for social careers and a growing number of members of the public wishing to utilize their free time for self-improvement have also contributed to the rise of environmentally paid venues, such as paid study rooms and learning cafes. Although people's awareness of outdoor healthy office is beginning to increase, the specific needs of office space for outdoor scenes are still unclear, and tapping into the needs has become the key to outdoor office product innovation. This study aims to classify and prioritize the functional attributes of new outdoor office space by using the functional attributes classification and prioritization method proposed by the Kano model, and to classify the functional attributes by questionnaire design using the Kano model. The specific research process is as follows: extract demand elements through contextual observation and semi-structured interviews, collect data on users' cognition, tendency, consumption motivation and behavior, analyze users' behavioral and mental demands for outdoor office scenarios, and collect users' original demand data. Similar original requirements are summarized and integrated to form user outdoor office function modules, and each requirement module is refined. Kano analysis for each modularized demand, using the Kano questionnaire to derive the impact of each demand module on end-user satisfaction with the outdoor office experience, based on the Kano model of the evaluation of the classification table will affect the user's satisfaction with the outdoor office of the various factors module is divided into five types of demand attributes: Basic Quality, Performance Quality, Excitement Quality, Neutral Quality and Reverse Quality. Then, through the prioritization method in the Kano model, the better-worse coefficient is used to calculate the percentage of functional requirement attributes, and the impact of a certain functional module on the improvement of user satisfaction or the reduction of dissatisfaction is derived. Based on the calculation results of the better- worse coefficient, the priority ranking of each original requirement in similar functional modules is derived. Determine the prioritization of service functions in outdoor office space. Prioritize the design of the functional modules with high values, and propose the design of each service module and physical product of the new shape of the office space.Through this study we will collect and summarize the user's demand modules in outdoor office scenarios, derive the priority ranking of each demand element through Kano, and provide specific design strategies and principles for the design of the user's outdoor office scenarios, which will be used to develop the service system of the outdoor office space, and establish the outdoor office service products and systems.

Nowadays, majority of dynamically developing companies try to reduce costs related to staff maintaining its efficiency. One of ways to optimize the performance is to increase competence and professionalism of employees. To do this, it is possible to outsource new competent employees or to train own personnel. Today, at labour market there is a deficiency of competent specialists, so companies are forced to apply internal training more often, systematically and rationally. However, traditional classroom methods of staff training and development are not always acceptable; they do not allow to arrange for cost effective, simultaneous and equal training in geographically spread companies, ensure formation and strengthening competences at the right moment without need to wait for budget and respective classroom training, to create single information space for training team thereafter. These tasks can be solved by remote learning. The article gives results of author's study reflecting trends in Russian corporate e-learning. Massive and rapid transition of companies to remote training of employees is observed at the Russian HR-space in past few years. More and more companies are coming to the conclusion that investment in personnel development benefits the Company as a whole. Improving quality of client service, new high quality level of management, internal procedures are only part of probable advantages. Lately there has been a tendency to provide sophisticated technological products coupled with training, i.e., e-learning can become a qualitative complement of complex software products or services. Based on expert assessments there was determined that main tendencies in development of corporate systems of employees remote training are as follows: - development of educational programs for new generation of employees (taking into account social & psychological characteristics of millenials - Generation Y); - adaptation of educational programs for mobile devices: allowing for possibility to learn on any device, to access LMS even outside corporate network, content in a convenient form, offline access, including testing with saving results; - integration of corporate applications with external shared programmes; - development of programmes in micro-learning format; - introduction of socialized education, or its elements; - gaming; - integration of educational and career trajectories of particular employee; - developing skills and culture of self-learning.

In 1992, the Population Council established the Family Planning Operations Research and Training (FPORT) Program in the Philippines. It brought together program managers and regional researchers to identify problem areas that might benefit from operations research. From Western Visayas (Region VI), the City Population Office (CPO) of Iloilo City in collaboration with the Social Science Research Institute of the Central Philippine University, identified a problem concerning the poor performance of volunteer family planning (FP) workers and undertook to study it. The study focused on the Barangay Service Point Officers (BSPOs) who assist in the delivery of FP services under the supervision of the CPO, and Barangay Health Workers (BHWs) who concentrate on maternal and child care but have minimal involvement in FP and are supervised by the City Health Office. As this report states, the objective was to compare the FP activities and performance of the BSPOs and BHWs in Iloilo City and determine the factors that influence their performance.

The paper deals with the urgent problem of enabling better communication of IT-specialists in their business and interpersonal interaction using information and communication technologies, including cloud technologies. It is emphasized, that effective communication is an integral part of the successful professional work of IT-professionals, but in recent years it has undergone significant transformations, which have been expressed in new forms and means of communication, its content changes, its complications and volume increases, the need to improve its accuracy, and the level of understanding for a wide range of people. Certain peculiarities of communication in the IT-environment have been discussed. It is noted that typical forms of communication in the IT-environment are synchronous and asynchronous ones. The authors insist that during their professional career IT-specialists communicate in the professional community from a variety of positions and common types of task formulation can be expressed through verbal or symbolic communication means. Due to the specifics of their professional activities, IT-professionals often need to communicate using synchronous communication (chats, video chats, audio chats, instant messaging) and asynchronous communication (email, forums, comments) tools, hence there is a demand to teach corresponding communication skills at universities. Certain practical examples of teaching communication skills using modern technologies are given. Advantages of cloud technologies for better communication within a company or an educational institution are presented. Microsoft Office 365 services, which can be successfully used to enable better communication and collaboration within a company or an educational institution are analyzed.

The Global Meeting on Postabortion Care: Advances and Challenges in Operations Research was held at the Population Council’s New York office on January 19–21, 1998, to review progress made by three regional operations research (OR) projects in improving delivery of postabortion care. The resources of the three OR contracts were pooled, and, in collaboration with Ipas and the Ebert Program, approximately 65 researchers, senior program managers, and government officials from Africa, Latin America, the Middle East, and Southeast Asia were convened. Three objectives guided the planning of the meeting: review progress in the development of OR methodologies pertaining to postabortion care, identify elements in the design of new postabortion care services, and suggest future areas for postabortion care OR. The meeting was organized around the presentation of 20 papers distributed to all participants several weeks earlier. Discussants presented critical syntheses of the papers and indicated directions for future OR studies. This report presents a summary overview of the principal themes and key points drawn from the papers and discussions, organized according to the theme of each session.

The HIV/AIDS epidemic has meant that an increasing number of chronically ill people need ongoing assistance with care and support. Programs providing home-based care (HBC) services are a key component of the response to HIV/AIDS. However, few programs are using operations research, including cost studies, to decide what services to provide and how to structure their services. In 2004, the Horizons Program undertook a study of six HBC programs from different South African provinces to provide key information to NGOs, government ministries, donors, and the programs themselves to inform decisions about service delivery. The study analyzed the cost of HBC services, the best use of resources, and how well programs are able to meet the needs of beneficiaries and their families. The sample represents programs that operate in rural areas and informal settlements. This brief focuses on the coverage, organization, volume, and costs of the services and on findings from two of the methods of data collection: financial records and service statistics, and interviews with financial officers, program managers, and caregivers.

This report evaluates the two-year Community Health Worker (CHW) service in Scotland delivered by a third sector organisation, Minority Ethnic Carers of People Project (MECOPP), which provided training to Gypsy/Travellers to advocate for their community on health and social care issues. The service, which was created as part of the Scottish Government and COSLA's joint action plan to address inequalities faced by Gypsy/Travellers , was designed with the intention to improve their health and wellbeing. Funding for the service was secured by The Scottish Public Health Network and the Directorate for Chief Medical Officer. The evaluation was conducted by the Mother and Infant Research Unit (MIRU) at the School of Health Sciences, University of Dundee, and covered the initial two-year period from August 2021 to August 2023. There has been extensive evidence showing that Gypsy/Travellers residing in the UK tend to face significant health disparities, resulting in outcomes that are not as favourable as those of the general population and other similarly disadvantaged groups. Gypsy/Travellers face high rates of homelessness, inadequate education, unemployment, poverty, and regular experiences of racism and discrimination . This profoundly affects their mental health and overall well-being. Additionally, the potential for lack of trust between Gypsy/Travellers and healthcare professionals impacts health seeking behaviour and health service provision, as there are also barriers in accessing responsive health services and preventative care interventions. Evidence indicates that community-based lay roles can improve healthcare access, reduce costs, and promote knowledge exchange between communities and health services through trusted individuals . This project aimed to evaluate the implementation of the Gypsy/Traveller CHW service, including barriers and facilitators, and make recommendations for its future scale-up. Objectives included describing the roles and activities of the CHWs, exploring the acceptability and feasibility of the service, identifying implementation barriers and facilitators, describing any modifications made, and examining the perceived benefits and disadvantages of the CHW service.
