Abstract At the end of the 20th century, the Soviet Union dissolved its Communist Empire and East and West Germany reunited. These dramatic events were preceded by Soviet consolidation of the world socialist and peace movements with assistance from the European Left, especially in West Germany. On the other side of the Iron Curtain, newly emerged independent peace groups, such as Charter 77, also played a significant role. In the process, West Germany realigned itself with the Soviet Union, diminishing the role of the United States and Great Britain in Europe. This shift was a direct result of the Soviet long-term peace offensive policy, which was originally devised by V. I. Lenin to defeat capitalism worldwide. The Soviet peace offensive sought the creation of a common security system, disarmament, and the withdrawal of U.S. troops and weapons from Europe. As soon as the communist facade disappeared and the image of the enemy faded, many Western policymakers and analysts stopped paying attention to the fact that Russia continued to pursue the same strategic objectives in Europe after the dissolution of the Soviet Union. Russia's long-term strategic and geopolitical interests remained the same. Could Russia, some twenty years later, be closer to fulfilling these goals?

The principle of the offensive in naval warfare has long been studied by scholars of military science. Studies suggest that in order for the principles of war to be practically useful for professionals, they need to be described concretely. The principle of the offensive as described in the Swedish Doctrine for Naval Tactics however, is not. This thesis aims to identify different success factors for naval offensive operations by using a qualitative analysis of Castex’s, Hughes’, and Vego’s naval theories, which when combined may form the principles for a successful offensive. A qualitative case study has been utilised, with literature from the successful Israeli naval offensive in the Yom Kippur-war, and the failed Argentinian naval offensive in the Falklands war; in order to identify which factors are practicable in a modern context. All factors, intelligence, manoeuvre, concentration of force, numerical superiority, qualitative superiority, adaptation to capabilities differences, and command and control, were identified in the Israeli offensive. In the Argentinian offensive, only the manoeuvre factor was identified, due to a lack of sufficient intelligence and command and control. The conclusions are that all factors were useful for a successive offensive action, however, more research is necessary for further generalization.

The purpose of the research was to assess the implementation and management of the Prolific and Priority Offender (PPO) programme, examining the barriers to and enabling factors for managing in partnership, whilst evaluating the settlement between three management models. The research provides evidence for a newer model of management, better suited to deliver on the shared outcomes government requires from its public programmes. Research has shown that although crime is multi-causal, a range of agencies separately intervene into service users’ lives. Collaborative Public Management joins up these interventions to improve crime reduction. The research was theory driven; it proposed that partnerships would require a particular model of management. The research then went looking for Collaborative Public Management (CPM) in mandated crime partnerships with the aim to ascertain the settlement with two other management models: New Public Management (NPM) and Public Administration (PA). Three cases studies have ensued, involving interviews with eighteen managers from a range of partnership agencies, observation of ten partnership management meetings and an analysis of documentary data. The search for CPM was successful, but there has not been a simple linear shift from one model to the next, features of PA and NPM remain but in weaker forms, revealing shiftingtensions, and the overlaying of management forms resulting in the old and new interacting, creating an institutional fusion. Managers were key to successful policy implementation with a focus on performance, building capacity through resource acquisition and networking and realizing structures and knowledge processes. But competent practitioners, a low crime rate, adequate resourcing and a history of partnership were other principal variables. The result is an original piece of research, where the methodology and findings add conceptually and empirically to the current body of knowledge on public policy implementation and which advances theorizing on CPM, whilst also offering an enhanced understanding to improve management practices under partnership conditions.

Qu'est-ce que la propagande terroriste ? Comment la définir et l'appréhender sous toutes ses formes et manifestations ? D'une apparence triviale, ce phénomène est d'une réalité éminemment complexe. Ces dernières décennies, les sociétés libres et démocratiques ont été frappées par ce fléau dont l’ampleur ne cesse de croitre. Facilité par la prolifération des médias numériques, en particulier les réseaux sociaux et les plateformes de diffusion de contenus en ligne, le phénomène terroriste s’alimente d’une nouvelle façon. Nonobstant son caractère profondément performatif, capable d’agir sur le monde et d’exhorter à la perpétration d'actes de terrorisme au nom de causes politiques, religieuses ou idéologiques, la propagande demeure une activité expressive entrant naturellement dans la sphère des activités protégées par la liberté d’expression. Pour les législateurs français et canadiens, la difficulté résidera principalement dans la recherche d’un juste équilibre entre le respect de l’ordre public et la sauvegarde de la liberté d’expression, droit considéré comme l’un des plus précieux de l’Homme. Au regard de l’émergence de ces nouvelles problématiques juridiques, notre thèse s’intéressera à la question de savoir dans quelle mesure la propagande terroriste peut être criminalisée en droit pénal français et canadien, compte tenu des restrictions à la liberté d’expression que cette incrimination implique
What is terrorist propaganda? How can we understand it in all its forms and manifestations? Although seemingly trivial, this phenomenon is an eminently complex reality. In recent decades, free and democratic societies have been hit by this scourge, the scale of which continues to grow. Facilitated by the proliferation of digital media, in particular social networks and online content distribution platforms, the terrorist phenomenon is fueled in a new way. Notwithstanding its profoundly performative character, capable of acting on the world and urging the perpetration of acts of terrorism in the name of political, religious or ideological causes, propaganda remains an expressive activity falling within the sphere of activities protected by freedom of speech. For French and Canadian legislators, the difficulty will mainly lie in finding a fair balance between respect for public order and the protection of freedom of expression, a right considered one of the most precious of human rights. Given the emergence ofthese new legal issues, our thesis will focus on the question of knowing to what extent terrorist propaganda can be criminalized in French and Canadian criminal law, taking into account the restrictions on freedom of expression that this incrimination implies

Over the past twenty years there has been growing recognition that young people who have sexually harmed should not simply be treated as younger versions of adult sex offenders. Changes in terminology and recommended treatment reflect the fact that these young people are still developing and have a range of strengths and needs including harmful sexual behaviour. In acknowledging the harm caused by sexual abuse to victims it is also important to see that many young perpetrators have also been victims of abuse, domestic violence and sexual exploitation. Practitioners and Government reports have asserted that work with these young people should be holistic, but this word ‘holistic’ is used with a range of meanings and emphases. This study identifies broadly accepted meanings of working holistically with young people who have sexually harmed and presents associated benefits, challenges and implications for practice. The study used a mixed methods approach, utilising an initial breadth survey of practitioners across England and Wales before focusing in on a depth study based in one city Youth Offending Team. Key themes from the breadth survey were tested during the fieldwork placement with observations and interviews with professionals within the team and external therapists, social workers and residential staff. Additional interviews included contributions from volunteer panel members, young people and a parent. Grounded theory analysis led to the identification of four main themes of holistic work: seeing the whole young person; working with wider family and peers; working in a multiagency way and using a range of creative methods. Findings are discussed in relation to ‘what works’ and ‘evidence based practice’. Each of these areas contributes benefits and challenges to the work and leads to implications for practice. The study concludes with recommendations for practitioners and policy-makers to make work more holistic and effective.

Individuals in the forensic mental health system who have experienced adverse childhood experiences (ACEs) are more likely to display suicidal ideation and engage in suicidal or non-suicidal self-injurious behavior. Additionally, prior research suggests that sex offender status may be disproportionately associated with increased suicidality. The current study explores risk correlates in those at heightened risk of suicidality and self-harm due to involvement with the criminal justice system, the presence of serious mental illness, and exposure to ACEs. Initial ACEs research explored the impact of self-reported physical, sexual, and emotional abuse, emotional and physical neglect, and household dysfunction on long term adult mental and physical health outcomes. While the ACE survey is a strong determinant of possible later adulthood adversity in samples with a range of exposure to adversity, it may be less helpful in criminal justice and forensic populations who experience disproportionate exposure to ACEs. Other risk correlates above and beyond those identified in the ACE survey may influence suicidality and self-harm and are yet to be explored. Here, outcomes included history of suicide attempts, age at first suicide attempt, and if 1st psychiatric hospitalization resulted from attempting suicide. Predictors included gender, total ACE score, out of home placements, status as a violent or sexual offender, mental health diagnoses, multiple sexual perpetrators against female participants, and cause of parental incarceration. Participants were 182 forensic inpatients in a maximum and intermediate security state hospital. The majority were male (81%; n = 147), with ethnicity nearly evenly distributed between Caucasian (56%; n = 101) and African-American (40%; n = 73), with few of Hispanic (2%; n = 4) or mixed ethnic (2%; n = 4) origins. Participants were, on average, 32.5 years of age (SD = 11.6, range 10-61). Most presented with a psychotic disorder (59.90%, n = 109), while other most frequent diagnoses included intellectual disability/cognitive developmental disorders (57.70%, n =1 05), a mood disorder (45.60%, n = 83), and impulse control disorders (22.5%, n = 41). Thirty-seven participants reported an ACE score of 0 (20.6%), 36 an ACE score of 1 (20. %), 32 an ACE score of 2 (17.8%), and 17 an ACE score of 3 (9.4%). Fifty-eight patients presented with an ACE score of 4+ (33%). Mean gender differences were significant (χ2 = 25.9, df = 8, p < .001), with the modal ACE score among female participants at 7, at a rate of nearly 23%. Of note, 29 (15.9%) had previous arrests for sexual offenses, and 79 (42.7%) were arrested for non-sexual violent offenses. Those remaining had engaged in these behaviors but were not arrested. In order to evaluate the impact of our predictor variables on the relationship between ACE score and likelihood of an individual making a suicide attempt, a single predictor logistic model will be fitted to the data. History of suicide attempts included 96 participants (52.7%) having made an attempt. Because it is likely that ACE score alone will not explain the relationship between suicide attempts in a sample with such elevated ACE scores, additional predictors will be included in a multiple predictor logistic model, including status as a sexual offender. Similar analyses will examine the impact of ACEs, sex offender status, and other related variables on the likelihood that first psychiatric hospitalization resulted from suicidality. A one-way between subjects ANOVA will be conducted to compare the effect of an ACE score of four or more on the age at first suicide attempt. We will additionally examine the impact of sex offender vs. violent vs. other offense status on age at first suicide attempt.

A series of studies examined the extent to which method bias, primarily Common Method Variance, potentially affect road safety studies. A meta-analysis, examining self-reported and archival records of traffic offences and crashes, found differences in terms of the size of the effects produced by the two data types. The research also found some evidence to suggest that effect sizes are inflated when dichotomous scales are used in preference to Likert scales, and also when both the predictor and the predicted variables are gathered and analysed in the same manner from the same source.

Världen och samhället utvecklas snabbare än någonsin och organisationer behöver utvecklas i samma snabba takt för att vara konkurrenskraftiga. Med syfte att bedriva framgångsrikt utvecklings- och förbättringsarbete är förhållningssätt enligt Offensiv kvalitetsutveckling att föredra.  I en optimal verksamhet kan tänkas att både tid och förutsättningar för att strukturerat bedriva Offensiv kvalitetsutveckling prioriteras högt. När författarna började ana att verkligen inte ser ut så intresserade de sig för att studera ämnet ur ett chefsperspektiv. Syftet med studien är således att undersöka tillämpningen av Offensiv kvalitetsutveckling, redogöra för chefers kvalitets- och förbättringsarbete samt ge generella förbättringsförslag till chefer och organisationer som vill utvecklas mot ett förhållningssätt i linje med Offensiv kvalitetsutveckling. Studiens teoretiska referensram baseras på fyra fundamentala perspektiv: Chefens roll och ansvar, Offensiv kvalitetsutveckling, Struktur och ledning, Arbetssätt och verktyg samt Förbättringsarbete. Datainsamling har gjorts genom en kvalitativ metod där personliga semistrukturerade intervjuer har genomförts med 12 chefer från olika branscher, organisationsstorlekar och varierande erfarenhet. Studien fastslår att Offensiv kvalitetsutveckling inte är vedertaget. Författarna kan dock konstatera att chefernas förhållningssätt till kvalitetsutveckling varierar och att några av cheferna besitter kunskap inom området, utan att de själva definierar det som offensiv kvalitetsutveckling. Något som verkar vara vanligt är att kvalitetsarbetet utgår från att kvalitet är något som i efterhand kan justeras, istället för att aktivt arbete förebyggande. En generell slutsats är dock att det i samtliga organisationer ändå förekommer enskilda värderingar, arbetssätt och verktyg som går att relatera till offensiv kvalitetsutveckling. Vidare konstaterar studien att cheferna anser att förbättringsarbete är viktig, att de ser det som en del av sitt ansvarsområde samt att de anser att de har bra förutsättningar för att bedriva förbättringsarbete. Resultatet visar däremot att enbart ett fåtal av cheferna arbetar strukturerat samt att det finns en generell förbättringspotential att gå från Adhoc till ett mer strukturerat arbetssätt. Studien indikerar också att det är svårt för cheferna att prioritera förbättringsarbete, vilket fastslås relateras till framförallt två faktorer: Den komplexa chefsrollen och ledningens förhållningssätt. Utifrån slutsatserna konstateras två olika perspektiv intressanta att framhäva och således även ge förbättringsförslag utifrån. Dels vad högsta ledningen kan göra på organisationsnivå för att skapa förutsättningar för Offensiv kvalitetsutveckling samt vad cheferna själva kan göra. Förbättringsförslagen presenteras i det sista avsnittet utifrån hörnstensmodellen och berör både värderingar, arbetssätt och verktyg.
The world is evolving faster than ever and organizations need to develop at the same rapid pace to be competitive. With the aim of conducting a strategic and structured method for development, Total Quality Management is preferred. The reality might be different from the theory, which motivated to further analyse the subject from a manager perspective. The purpose is to investigate the level of usage of Total Quality Management, describe the manager´s work with quality and provide general suggestions on how to develop towards Total Quality Management. The theoretical frame is based on five perspectives: The role and responsibility of the manager, Total Quality Management, Structure and management, Methods and tools and Development. The study conducts that the concept of Total Quality Management is not well known by the managers and the manager´s approach varies. There is a general improvement potential to go from an Adhoc way to a more structured way of working. Based on the conclusions, two different perspectives are interesting to provide improvement suggestions from: what the executive can do at an organizational level and what the managers can do themselves. The suggestions for improvement are presented in the final chapter.

Nigeria is ranked as one of the most corrupt countries in the world. Since it regained democratic status in 1999, successive governments have made several attempts to ameliorate corruption. One such attempt is the establishment of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), in 2000. This study examined the manner in which the ICPC conceptualises corruption, including its forms and consequences. It also examined what measures it proposes to combat corruption. The ICPC’s approach to corruption is evaluated in relation to the way corruption is understood in scholarly literature, especially within the education sector. The rationale for the study is that the potential effectiveness of anti-corruption activities is based, in part, on the appropriacy of the understanding of corruption that informs such activities. To carry out this study, the annual reports of the ICPC for the period from 2009 to 2013 were analysed. These documents describe all the activities of the Commission for these years. A rigorous textual analysis was conducted, focusing on descriptions of activities of the Commission that applied across sectors, as well as descriptions of activities related to education, specifically. The strongest conclusion reached is that the approach of the ICPC could potentially be strengthened considerably if it were to be informed by engagement with scholarship relating to corruption. However, this engagement is itself subject to political will. Where there is no such engagement, or where political will is not strong, it is unlikely that the strategies that are adopted would be effective.

As China’s economic and military power develops and expands, it has been focusing recent efforts on upgrading its soft power in order to quell concerns and apprehensions about its rise. As the two most powerful nations in the world, China and the United States have both attached great importance to Sino-U.S. relations, recognizing that the structure of the future global community will be largely dependent upon these two countries effectively collaborating in shaping the global structure and improving global issues. Facing an American public that views China as a threat and competitor, as well as Western media that consistently paints China in a negative light, the Chinese Communist Party has realized the need to reach out to the American populace and facilitate people-to-people ties, increasing its soft power in the country and thus facilitating a stronger bilateral relationship. This thesis reviews three areas of China’s soft power push in the United States: cultural diplomacy, which includes creating more educational opportunities, building Confucius Institutes, organizing cultural events, and increasing diplomatic outreach; media campaigning and propaganda through news, television, radio, and the internet; and congressional lobbying.

Studien har genomförts på Astrid Lindgrens Värld som är en nöjespark som vill göra sagor till verklighet och är ett turistmål för människor världen över. Organisationen består av cirka 60 helårsanställda och cirka 500 anställda under sommarsäsong. Fokus för arbetet har varit den interna lagerprocessen på organisationen som innebär det arbete som sker från att beställingsbehov upptäckts tills varor är mottagna. Den interna lagerprocessen har sin utgångspunkt i det centrallager som finns på organisationen och har sedan koppling till sex olika avdelningar inom organisationen. Inom den interna lagerprocessen prioriterades avdelningen butik för att studera hur den interna lagerprocessen kan förbättras i relation till butik. Den interna lagerprocessen kopplat till området butik skapar svårigheter i att veta hur mycket och vad som behöver beställas samt att varor missas i beställningarna. Processen upplevs också vara ineffektiv och tidskrävande. Syftet med studien är att identifiera ett förbättringsförslag som kan skapa en effektivisering och förenkling av arbetet utifrån butiksperspektiv kopplat till den interna lagerprocessen. Studien tar sin utgångspunkt i frågeställningarna (1) Hur ser den interna lagerprocessen ut idag? (2) Vad upplevs problematiskt inom processen? (3) Hur kan den interna lagerprocessen förbättras med hjälp av offensiv kvalitetsutveckling? Det teoretiska ramverket för arbetet tar sin grund i offensiv kvalitetsutveckling med tillhörande värderingar, verktyg och arbetssätt med fokus på Lean. Ramverket presenterar också teorier om organisationsförändring, ansvar samt kommunikation. För att besvara uppställda frågeställningar utgör studien en kvalitativ ansats där datainsamlingsmetoden baseras på intervjuer, fokusgrupper, möten och dokumentstudier. För att analysera, systematisera och skapa mening av insamlade data har verktyg inom offensiv kvalitetsutveckling använts. Resultatet visar på (1) det finns ett gemensamt arbetssätt för den interna lagerprocessen, däremot finns det tre olika sätt att arbeta med processen beroende på om det är en planerad beställning eller akutbeställning. Akutbeställningarna anses som onödiga arbetsmoment som helst önskas minimeras. (2) Problematiken som identifierats grundar sig på medarbetare och chefers upplevelser, där följande grupperad problematik identifierades; tidskrävande arbete, ostrukturerat arbete, högt lagersaldo, förbättringsförslag missas, bristande kommunikation samt att nya rutiner inte efterlevs. (3) Förbättringar som har identifierats är; implementering av 5S, processägare, dragande system, ”Lean-tavla” samt kommunikationsplan. Det förbättringsförslag som bäst svarar upp mot studiens syfte är att implementera 5S och valdes därför vidare för en implementeringsplan. Däremot är det viktigt vid en eventuell implementering av 5S att den integreras med förbättringsförslaget kommunikationsplan för att säkerställa att den nya rutinen kommuniceras ut korrekt och efterlevs.
The present study was conducted at Astrid Lindgren’s Värld (ALV), an amusement park and popular tourist attraction in southern Sweden. This study focuses on the park’s internal warehousing processes. The present study focuses on the warehousing process in one of 6 branches, namely that which serves the shops in the park. The aim of this paper was to investigate how the internal warehousing processes can be made more efficient and design a plan of action to remedy the identified issues. The current practices create problems regarding orders, more specifically what needs to be ordered, how much, and items missing from deliveries. Employees also perceive the process to be inefficient and time consuming. The study is based on three questions: (1) what is the current internal warehousing process? (2) What issues can be identified with the current process? (3) How could the internal warehousing process be improved using the theory of total quality management? The study uses total quality management strategies, mainly Lean manufacturing as a theoretical framework together with data collected from interviews and focus groups. The results reveal that (1) there is a common work process in the warehouse at large, however, 3 different approaches are employed depending on whether the order is planned or urgent. Unplanned, urgent orders are seen as unnecessary and should be reduced. (2) Employees and managers identify the process’ main issues to be: time consuming work, unstructured work, an excessive amount of items in the warehouse, suggestions for improvements go unheard, communication issues, and new routine non-conformity. (3) In conclusion, the study recommends five different improvement strategies for the efficiency of the internal processes: implementation of 5S, process owner, pull system, Lean board and a communication-plan. 5S best corresponds to the identified issues at ALV and was therefore chosen for implementation. However, it is key to implement it in tandem with a communications plan in order to ensure proper distribution of information and conformity with new routines.

Adultery, abortion, witchcraft, sex work, are crimes that have historically until today been identified as predominantly female crimes. By criminalizing them, the patriarchal society exercises a control of the body and sexuality of women to maintain and remain them in their gender norms. However, patriarchal society participated in their victimization. In fact, many women in prison have been abused in their childhood and often faced a continuous victimization. The aim of this thesis, using feminist theories and critical discourse analysis as part of a case study, is to understand to what extent the patriarchal system has an impact on the creation of the female offender arguing that female offenders are victims of the patriarchal system before being criminals. The analysis of discourses surrounding the case of Lisa Montgomery demonstrates that gender has an impact on how people are criminalized and punished. The abuses often overlooked by the system have an impact on the crime trajectories of female offenders. However, the justice system rarely takes those aspects into consideration, especially when the female offender does not fit her gender norms. She is then described as an inhuman monster who deserves a severe punishment. This participates to maintain and reinforce patriarchy by recalling societal norms of femininity. The case of Montgomery represents thus one of many cases in which female offenders are, before being an offender, a victim of the system that allowed her continuous victimization.

Social workers who choose to work in the field of child welfare will almost unavoidably be exposed to sexual trauma. This requires that social workers are prepared to understand and work with those who have been sexually abused, as well as the perpetrators of sex crimes. The purpose of this study was to explore social work students’ perceptions of sex offenders since it is anticipated that they will work with the sex offender population at some point in their careers. Exploring this topic could help future social workers gain valuable knowledge related to recognizing barriers that may exist when working with sex offenders. To study social work students’ perceptions of sex offenders, quantitative data were collected using a fifty item online survey instrument that was distributed via the Qualtrics website. In addition, t-tests, ANOVA, and Chi-square analysis were conducted using the SPSS analytical software program version 21. The findings of this study suggest that there were no significant differences between participants’ gender regarding their perceptions of sex offenders. Furthermore, the study found that overall, social work students’ perceptions are that there are more male sex offenders than female and juvenile sex offenders. The findings of this study suggest that further research is needed in order to explore social work practitioners’ perceptions of sex offenders since there is a likelihood that social works will work with this population at some point in their careers.

No study has so far documented the characteristics of a military strategy based on offensive operations and whether they influence the security situation in the areas in which they are launched. Yet, it seems extremely important to study because there is a growing trend in Peacekeeping Operations of becoming more robust in the use of force by applying this kind of military strategy. This study aims to develop a new theory to explain the short and long term effects of applying a military strategy based on offensive operations which are politically restrained in the use of force and asks to what extent it affects it. Deriving from war and peace research, this study argues that when a strategy based on restrained offensive operations is applied, it is likely that stability improves in the short term but deteriorates in the long term presenting a ‘V’ shape effect. This is because the political restriction on the use of force does not allow achieving a decisive victory. Using the method of structured focused comparison, most similar case, the suggested hypothesis is tested on two UN sectors belonging to the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo. The results show some support for the theorized relationship, although the ‘V’ shape was less pronounced than expected. Hence, further research is needed to refine the causal mechanism suggested. This study does not provide empirical evidence, neither should be interpreted that in order to make Peacekeeping Operations more effective it is necessary to conduct full-fledge offensive operations.

The public sector in Sweden has throughout the years undergone some majorchanges, new government ideals has been implemented in order to increase efficiencyand cost awareness. There is a new governance model that is called New PublicManagement and aims to introduce a similar governance model as compared to theones being used in the private sector. This was done in order to increase the publicawareness and counteract the rising costs within the public sector. The reason behindthis study is to understand how New Public Management affects the Swedishhealthcare system. In order to investigate this, we studied the DRG-Process at ahealthcare clinic specialized in gynecological activities. By studying the DRG-processwe would like to understand how the process is applied and how offensive qualitydevelopment potentially could affect the process. In order to answer the studyquestions, observations and interviews has been conducted with doctors, secretariesand other staff that’s involved or in any other way possess knowledge of the process.The DRG-process is initiated by a doctor that dictates all the actions performed on apatient, a secretary then transcribes and encodes the actions. The process ends whenthe doctor signs the transcribed dictation. The performance of the process is affectedby the vastly varying sub-operations within the process, which affects the efficiency ofthe process. The process is also affected by the absence of a well-defined governancemodel.The doctor and secretary departments work independently from each other, this isnot an efficient process as their work is not well integrated. As DRG is used as acompensation system, the focus is on increasing the compensation, this shows thatthere is a major misconception amongst the employees within the clinic as to how theDRG-system actually works.We believe that many of the flaws we identified within the DRG-process could beeliminated or improved by introducing Offensive quality enhancement. According toBergman and Klefsjö (1995, 25), Quality enhancements consists of five base elementsand all five of these elements must be applied in order to gain an optimal advantageout of the model.

This case-study examines the Swedish armed forces in Afghanistan between 2009 and 2012. The aim of this study is to explore how it comes that an organization that is promoting security and stabilizing operations in a post conflict setting in northern Afghanistan gaudily turns in to an aggressive fighting force. The analytic framework is based on Theo Farrells theory of military adaption as well as Lauren Wilcox’s theory of the role of gender as an explanation of military organisations offensive bias. The results show that the Swedish behaviour should be understood as a combination of adaption to demands form allied forces, a result of pollical will to achieve national political goals and a strong offensive bias.

The sea mine has shown that it is an effective weapon during numerous wars and conflicts over the course of history, including operations against the Japanese Empire during World War II and during the Korean War. Yet, despite its proven potency, the sea mine is often neglected or even forgotten. In order to better comprehend this phenomenon a better understanding of mine warfare is needed. When studying previous research into naval mine warfare, an absence of theoretical perspectives can be identified. The purpose of this study is to contribute to this scientific gap by approaching mine warfare from a theoretical perspective. Raoul Castex’ theories on strategic manoeuvre and offense versus defence, are used to develop an analytical instrument. Two cases are then analysed: the offensive mine laying campaign in Japan 1942-1945 and the defensive mine laying campaign in Korea 1950-1953.  The results show that the theory of strategic manoeuvre has greater explanatory value for the offensive case, while the theory of offense versus defence has an equally high explanatory value for the two cases with their diverse actors. In conclusion, the study demonstrates that a theoretical perspective enables greater scientific understanding of mine warfare and its internal factors.

In addition to the lonely battles fought by Bomber Command crews in the night skies over Germany from February 1942 to May 1945 there was an equally intense if much less bloody struggle in the halls of power between the Air Staff and the AOC Bomber Command, concerning the best employment of the strategic bomber forces. The argument of this study is that the Royal Air Force s contribution to the strategic air offensive was badly mismanaged: that Air Chief Marshal Sir Arthur Harris, Air Officer Commanding-in-Chief Bomber Command, from 22 February 1942 to the end of the war, by ignoring, or often over-riding the Air Staff, affected not only the course but also the duration of the Second World War. Most histories of the bomber war provide the result of the disagreements between the Chief of the Air Staff, Marshal of the Royal Air Force Sir Charles Portal and Harris, but rarely are the problems discussed in detail. This thesis examines the arguments that were raised by the various authorities, together with the refutations presented not only by the major participants, but also by the advisers to those authorities. The significant feature of the disagreements was that while Harris acted unilaterally, the Air Staff reached consensus decisions. Unfortunately, the decisions reached by the Air Staff on major issues were all too frequently either ignored or subverted by the AOC Bomber Command. One significant feature of the refutations presented to Harris was their dependence on the operational experience gained earlier in the bomber war by junior members of the Air Staff. For too long the direction of the war had been left in the hands of senior officers whose previous service had become irrelevant to war requirements in the 1940s. By 1942, comparatively junior officers were thus tendering advice to senior officers who, in the case of AOC Bomber Command, resented the authority which, Harris argued, had apparently been accorded these juniors. Harris was unable to accept that they were advisers and were never in a position to issue orders: orders could only come from Portal. Finally, this thesis provides an analysis of the strengths and weaknesses of the major participants and argues that, had the war been conducted as the Air Staff required, victory would have been achieved earlier than May 1945.

This thesis takes the initial steps to find what it calls a ‘posture of peace’, a counterpart to what Hobbes refers to as a posture of war (Hobbes 1651/2004: 79)1. A posture of war representsdefensive initiatives that can be interpreted by others as a certain preparation for conflict, and its base definition is used as a template to formulate an initial version of a posture of peace2.While keeping this concept as an overarching theme throughout the thesis explores the concepts of nuclear posture and a credible minimum deterrence (CMD) through the examples of India and Pakistan. While the thesis discusses four different nuclear postures, there really are only two categories, namely the pro-nuclear and anti-nuclear posture. The main examples of pronuclear posture used here is the case of India and Pakistan, two geographical neighbouring Nuclear Weapon States (NWS) who have been experiencing ongoing frictions and conflicts since (and prior to) becoming nuclear powers. On the other side Kazakhstan serves as an example of an anti-nuclear posture and in regards to the nuclear debate a possible empirical example of a posture of peace. In addition to these postures there is also the concept of NonOffensive Defence (NOD), which is more exemplified in the Kazakhstan’s approach to their nuclear situation as well as their more contemporary initiative in collaboration with several other neighbouring states to form the Central Asia Nuclear Weapons Free Zone (CANWFZ). The thesis concludes that while NOD finds little support in pro-nuclear posturing, there is ample space for it over on the ani-nuclear posture side of the spectrum which in addition aligns more with the present interpretation of a posture of peace. Moreover, the CANWFZ initiative appears to be as close a perfect example of a NOD in the present case and as close as this stage of the research will come to observing a posture of peace.

Across the globe, people are everyday audiences of advertising images, which have become integrated in our life worlds. Advertising images are entangled with interesting moral conflicts. This study analyses the decision-processes of advertising self-regulators, who are in the midst of such moral conflicts, with the purpose of showing how and why they decide if advertising images are acceptable or not. Two organizations based in different countries are included in the study; The Advertising Standards Authority (ASA) in the United Kingdom and The Trade Ethical Council against Sexism in Advertising (ERK) in Sweden. The empirical material consists of interviews with 38 people, images and text documents, from the two mentioned self-regulatory bodies, and some (participant) observation. The study focuses on cases of potentially offensive advertisements. The material is primarily analysed using the theory of worlds of worth, developed by Luc Boltanski and Laurent Thévenot. The thesis argues that advertising self-regulation is about ascertaining, and making compromises between, conventions of morality. The study demonstrates the pattern of how the contextual circumstances influence the moral decisions that are made. It is shown that a decisive feature of the decisions is to conceptualize the general public in a justified way. This means that decision-makers picture the public as types of people who hold one or a combination of moral logics, and assume that they use these to interpret and evaluate advertising images. How these publics are defined depends on how the settings of the different advertising images are collectively interpreted by the decision-makers. The thesis argues more generally that to understand people’s values we must look at conflict situations in which current morals surface, such as the ways they appear in relation to advertising images.

The COVID-19 pandemic has brought about several restrictions throughout society which has limited people's outdoor activities and forced individuals to stay home. These circumstances have possibly had an impact on the prevalence of domestic violence and other types of assault. This paper uses police crime data from the first six months of 2020 to analyse if any changes in domestic violence can be attributed to the implementation of COVID-19 restrictions in Sweden. Using the LUPP method, developed by The Swedish Council for Crime Prevention (BRÅ), this paper investigates weekly changes in crime compared to the same period in 2019 while additionally studying the prevalence of different types of relationships between the victim and offender. Results indicate that partner violence for men has doubled in relation to all assault crimes, and that partner violence for women has also increased substantially, accounting for 46 % of total assault crimes in the observed period. Abuse by family members, other acquaintances, and unknown persons have seemingly gone down in 2020, compared to the same period in 2019. A concluding regression analysis reveals weak to moderate correlations between changes in domestic violence- and non-domestic violence crimes and COVID-19 restrictions, even when changes in seasonality is accounted for. While the increase in domestic violence crimes does not directly coincide with the emergence of COVID-19, results indicate that the implemented restrictions have played an important role in maintaining heightened levels throughout the observed period. Future research is advised to continue testing for correlations to COVID-19 restrictions, while also considering other variables which could be related to domestic violence, such as increased alcohol consumption at home, family isolation, and economic stress.

In 2010, the discovery of the malicious computer worm Stuxnet shocked the world by its sophistication and unpredictability. Stuxnet was deemed as the world’s first cyber weapon and started discussions concerning offensive cyber operations – often called “cyber warfare” – globally. Due to Stuxnet, rapid digitalisation and evolving technology, it became vital for decision makers in the US to consider formal norms such as laws, agreements, and policy decisions regarding cyber security. Yet, to obtain a holistic understanding of cyber security, this thesis uses constructivism as its theoretical framework to understand changing informal norms and social factors including the ideas and morals of the US society regarding offensive cyber operations. This thesis critically analyses the discourse of three of the largest US newspapers by circulation: the New York Times, the Washington Post and The Wall Street Journal. A significant shift was discovered in the US media’s publications and in informal norms regarding offensive cyber operations and the use of cyber weapons in just one decade, by comparing the discourses relating to Stuxnet in 2010 and the US presidential election in 2020. This thesis concludes that it is equally important to consider ideas and morals when researching a technical field such as cyber security by arguing that informal norms guide the choices actors make when developing formal norms at the international level. The findings of this thesis are intended to provoke a normative, urgent, and focused discussion about cyber security. The findings are also intended to shift attention to how language is used in discussions about the cyber sphere, offensive cyber operations and cyber weapons as components of the traditional battlefield.

Introduktion för nyanställda ger en första bild av verksamheten och har stor betydelse vad avser nya medarbetares trivsel. En bristfällig introduktion kan således vara avgörande för om en person väljer att stanna kvar i verksamheten eller leta efter andra alternativ. Inför examensarbetet genomfördes en förstudie hos Sandviken kommuns Servicekontor för att ta reda på varför de har svårt att hitta såväl som att behålla vikarier. Utifrån förstudien konstaterades att Servicekontorets avsaknad av ett introduktionsprogram med rutiner var grundorsaken till majoriteten övriga problem inom vikarieprocessen. Syftet med studien var att ta fram och implementera ett introduktionsprogram med rutiner. För att kartlägga nuläget och eventuella förbättringsområden genomfördes åtta semistrukturerade intervjuer, en observation och en dokumentinsamling. Empirin analyserades mot det teoretiska ramverket med avstamp i Human Resource Management (HRM) och offensiv kvalitetsutveckling. Analysen påvisade att Servicekontorets introduktion karaktäriserades av den individualiserade socialiseringsmetoden snarare än den institutionaliserade. Ett negativt resultat då forskning visar att anställda tenderar att ha en positiv inställning till arbetsplatsen och i högre grad känner att det passar in om de genomgått den institutionaliserade socialiseringsmetoden. Likaså visar den senare metoden på lägre personalomsättningsnivåer. Med utgångspunkt i tidigare forskning utformades det nya introduktionsprogrammet enligt den institutionaliserade socialiseringsmetoden. Vidare har det nya programmet utformats utifrån faktorer som krävs för ett framgångsrikt mångfaldsarbete. Programmet innehåller generell information som underlättar introduktionen i allmänhet och det självständiga arbetet i synnerhet. Avslutningsvis har det nya programmet kvalitetssäkrats utifrån hörnstensmodellen. Det är viktigt att komma ihåg att kvalitetsarbete är ett ständigt pågående arbete och inte ett projekt med en början och ett slut. Att implementera ett introduktionsprogram med rutiner är inte tillräckligt för att försäkra att vikarierna stannar hos Servicekontoret. Det nya introduktionsprogrammet lägger grunden för ett bra mottagande och första intryck av Servicekontoret. Ansvaret att förvalta resultatet från den här studien och arbeta vidare med fortsatta förbättringsområden ligger hos ledningen på Servicekontoret.
The induction process creates a first impression of the organisation and have a great importance regarding new employees’ comfort at work. An inadequate or seemingly absent induction process for new hires can therefore be vital regarding if the person choose to stay in the organisation or look for other alternatives. In the pre study a survey was conducted at Servicekontoret, Sandviken municipality. The purpose of the survey was to find out why Servicekontoret had a hard time finding and retaining new employees. The survey showed that Servicekontorets poor induction program of new employees was the main reason. The purpose of this study was to create and implement a digital induction program with routines. To enable to map the current state and identify potential improvements, eight interviews, one observation and one document collection were conducted. The result was analysed against a framework based on Human Resource Management (HRM) and Total Quality Management (TQM). The analyse proved that Servicekontorets induction program was characterized by individualized socialization tactics rather than institutionalized socialization tactics. A negative result since research has shown that employees tend to experience more positive job attitudes, higher levels of fit, and lower levels of turnover after they go through institutionalized socialization tactics compared with those who undergo individualized tactics. Based on previous research, the new induction program was designed according to institutionalized socialization tactics. The program has also been designed based on diversity strategies and new routines have been developed, including following up on new hires. Finally, the program has undergone a quality assurance based on TQM.  It is important to keep in mind that quality management is an ongoing work rather than project management with a definite beginning and end. The new induction program creates a good first impression of Servicekontoret, but it is not enough to ensure that new employees will stay in the organisation. It is now up to Servicekontoret to administer the result from this study and continue improving the induction.

School improvement is a frequently appearing subject in media nowadays. Stakeholders participating in the discussions are eager to make their voice heard. There are many different approaches, however a quick fix is missing. The number of unsuccessful school development projects raises the question of which aspects are beneficial for successful school improvement. This study examined (1) the planning, (2) follow-up and (3) evaluation of the teaching process at a high school. The organization that is part of a larger project samverkan bästa skola (collaboration best school) was examined for existing improvement areas in the three parts and an implementation plan was presented. The results showed that the reduction of unplanned events, the composition of a plan for more varied teaching and a plan for follow-up and evaluation of teaching were crucial. Based on these three areas, an implementation plan was recommended based on work in all working teams, all subject teams and the development team. The groups got support and guidance in their work, and proposals for the method followed the plan.
Ett ämne som dagligen syns i medier runt om i landet är skolutveckling. Intressenter som deltar i diskussionerna strävar efter att få sina intressen hörda. Antal tillvägagångssätten är många, samtidigt som en enkel lösningsansats saknas. Antal havererade skolutvecklingsprojekt väcker frågan vilka aspekter som är gynnsamma för en lyckad skolförbättring. I denna studie undersöktes planering, uppföljning och utvärdering av undervisningsprocessen i en högstadieskola. Organisationen som ingår i ett större projekt samverkan bästa skola undersöktes gällande förbättringsområden i de tre delarna och en implementeringsplan togs fram. Resultatet visade att reducering av oplanerade händelser, sammansättning av en plan för mer omväxlande undervisningen och en plan för uppföljning och utvärdering av undervisning var centrala. Utifrån de tre områden rekommenderades en implementeringsplan som bygger på arbete i alla arbetslag, alla ämneslag samt i utvecklingsgruppen. Grupperna fick stöd och vägledning i arbetet, och förslag för metod som följde med implementeringen.

Vad händer vid en medling och hur upplevs detta möte av de parter som ingår i medlingsprocessen? Denna fråga är utgångspunkten i föreliggande uppsats vilken belyser gärningspersoners och brottsoffers upplevelser samt den förändrade syn på sig själva och den andra parten vilken medlingen bidragit till. Medling vid brott innebär att gärningsperson och brottsoffer möts och samtalar om sina upplevelser av brottet. Denna uppsats har med intervjuer som bas studerat parternas egna upplevelser av medlingssituationen. De teoretiska utgångspunkterna för uppsatsen är George Herbert Meads ”Den Generaliserade andre”, Thomas Scheff och Susanne Retzingers skambegrepp, Erving Goffmans samspelsteori samt ”Det intersubjektiva tredje” vilket beskrivs av Samuel Gerson. Med hjälp av dessa teorier har gärningspersonerna och brottsoffrens upplevelser av medling analyserats, analysen visar att medling av båda parter beskrivs som ett möte där en motpart gett dem insikt om den andres upplevelse av brottet. Denna insikt resulterade i en för gärningspersonerna förändrad livssyn samt för brottsoffren en känsla av att få brottet utrett. Slutsatsen som dras i denna uppsats är att medling vid brott bidrar till att ge gärningsperson och brottsoffer en ny bild av händelsen och att denna nya bild leder till eftertanke kring det egna beteendet samt en förståelse för hur det egna agerandet påverkar andra.


What happens at a victim-offender mediation and how is this process perceived by the parties involved? That is the starting point in this paper illustrating perpetrators and victims’ experiences and their changing views of themselves and of the other party given by the mediation process. Criminal mediation means that the perpetrator and the victim meet to discuss their view of the crime. This paper, based on interviews, studies both parties own experiences of the mediation. The theoretical starting points of the paper are George Herbert Mead´s "the Generalized Other”, Thomas Scheff´s and Susanne Retzinger´s shame and reintegrative shame concept, Erving Goffman´s interaction ritual theory and "the concept of the third” described by Samuel Gerson. Perpetrators and victims experiences of the mediation have been analyzed by means of these theories, the analysis shows that mediation is described by both parties as a meeting giving them insight into the other parties’ experience of the crime. This insight resulted in a changed view on life for the perpetrators and a feeling of having the crime investigated for the victims. The conclusion in this paper is that victim-offender mediation gives the perpetrator and the victim a new view of the incident, resulting in reflection about their own behaviour and an understanding of how their acting affects others.

Many organizations are welcoming university students with their degree project or master thesis, but what does a qualitative recruitment procedure really look like when it comes to degree project and master thesis? How can an organization stand out from the crowd and attract dedicated students? What information does university students request in order to apply to a suitable project and how are employees motivated to set aside working hours for a student? In this case study, these questions are answered with the help of a combination of quality management, Lean management, change management, recruitment methods andSelf-determination theory. Through data collection from employees at Stora Enso, university and college students as well as document studies of other organizations' approaches, a qualitative recruitment process has been compiled with associated suggestions for improvement.
Flera organisationer välkomnar universitets- och högskolestudenter vars examensarbeten utförs på en organisation, men hur ser egentligen ett kvalitativt rekryteringsförfarande ut när det gäller examensarbeten? Hur kan en organisation stå ut på marknaden och locka till sig engagerade studenter? Vilken information behöver studenterna för att kunna ansöka till ett lämpligt projekt och hur motiveras medarbetare att avsätta arbetstid för en student?  I denna fallstudie besvaras bland annat dessa frågor med hjälp av en kombination av offensiv kvalitetsutveckling, Lean management, förändringsledning, rekryteringsmetoder samt Self-determination theory.  Genom datainsamling från medarbetare på Stora Enso, universitets- och högskolestudenter samt dokumentär forskning av andra organisationers tillvägagångssätt har ett kvalitativt rekryteringsförfarande sammanställts med tillhörande förbättringsförförslag.

I det här examensarbetet har vi studerat Trafikverkets huvudprocess Planera åtgärder och gått på djupet i delprocessen Tidig planering med andra. Syftet med studien var att kartlägga hur arbetet utförs i verkligheten kopplat till processen Tidig planering med andra. Utifrån kartläggningen av problemet är studien ämnad att ta fram ett lösningsförslag till Trafikverket. Genom tio intervjuer, två observationer och 35 mottagna frågeformulär har vi kunnat skapa oss en djupare bild och förståelse över förbättringsområdet För omfattande process. För omfattande process innebär att processen i sig beskriver i stora drag hur en samhällsplanerare arbetar men lämnar utrymme till egen tolkning, vilket i sin tur leder till att kommuner får olika bemötanden. Med hjälp av verktygen paretodiagram, histogram och korrelationsmatris kunde vi tydliggöra nuläget. I analysen framkom det att grundorsaken till att förbättringsområdet För omfattande process uppstått är på grund av avsaknad av kunskap om ämnena process och processledning. Genom teorikoppling har vi tagit fram ett lämpligt lösningsförslag för att ta tag i grundorsaken. Lösningsförslaget innefattar kompetensutveckling inom offensiv kvalitetsutveckling. Till lösningsförslaget tillkommer en implementeringsplan för att underlätta framtida förbättringar i Trafikverket. Slutsatsen som tagits är att Trafikverket har svaga kunskaper om processer och för att kunna arbeta med processer samt ständigt utveckla processerna behöver de genomgå en utbildning. Utbildningen kan lägga grunden för att Trafikverket i framtiden ska kunna ta fram en önskvärd process som alla i enheterna Samhällsplanering kan arbeta efter och känner för.
In this examination paper we have studied the Swedish Transport Administrations main process Plan measures and thoroughly analysed the subprocess Early planning with other stakeholders. The purpose with this study was to chart how the work is conducted in real life connected to the process Early planning with other stakeholders. From the mapping of the improvement area is the study meant to propose a solution to the Swedish Transport Administration. By conducting ten interviews, two observations and 35 received questionnaires we have created a more in depth knowledge and understanding about the improvement area Too extensive process. Too extensive process means that the process describes generally how a planner works but leaves space for interpretation, which leads to that different municipalities gets different refutation. Using the tools, pareto charts, histogram and correlation matrix we where able to clarify the present situation. In the analysis it appeared he improvement area Too extensive process emerged by a lack of knowledge within the subject of process and process management. Through theory linking we are presenting a suitable solution proposition to handle the main reason for development. The solution contains capacity building through a total quality management. To the solution proposition resides an implementation plan to facilitate future improvements within the Swedish Transport Administration. The conclusion is that the Swedish Transport Administration has flickering knowledge about processes. To be able to work with processes and constantly improvements the processes do they need to conduct a capacity building. The capacity building can lay the foundation for the Swedish Transport Administration to in the future be able to present a desired process which all in The infrastructural planners division can work with and work for.

Sickness absence in society increases, which implies that organizations must find internal factors in the work that may be contributing factors to this. In an associated pilot study, a lack of structured work towards the organizations objectives was identified as a possible cause for perceived deficiencies of employees in the studied organization. Therefore, an action based research with a deductive approach was chosen for the conduction of this study, based on a study that suggests that work based on the principles of Total quality management creates efficiency while at the same time promoting health in organizations. The purpose of this study has been to identify and enable implementation of identified opportunities for improvement, with the aim of the studied organization achieving set goals. As support, the following questions have been used (1) What does management need to improve in their work so that the organization can achieve set goals? and (2) how can management implement principles of Total quality management in its work for consisting results? Through mainly workshops and observations the results have been collected in order to identify, together with the participants constituted by the department's management, a current situation with improvement opportunities, and a desired location with an associated action plan. With the help of quality technical tools, four basic causes have been identified. These root causes need to be solved in order to then allow changes in structure followed by a supportive culture in order to achieve changed behavior with a focus on original assignment. The root causes identified are: (1) management's lack of knowledge in customer-centered quality work (2) management's priorities, (3) that management does not identify basic causes of problems, and (4) that management does not evaluate their own work in a systematic way. An action plan proposes concrete solutions to the identified root causes to enable implementation. The solution proposals consist in part of a general improvement model with proposals for the development of a relevant toolbox. Furthermore, the solutions consist of management needing to acquire knowledge and at the same time develop learning in order to broaden the scope within which knowledge acquisition takes place, and to evaluate their priorities and create time for tasks that enable behavioral influence. The conclusions are that (1) the management needs to improve work on structure by starting from the original assignment, which needs to be followed by a formal culture that supports the work. When the management has designed culture and structure based on the original assignment, the management can implement a trust-based approach and management (2) The management can implement principles from Total quality management by designing the culture of the organization drawing from these principles. In order to achieve lasting results, a unified design of structure and culture are needed, and in addition that the management must first handle the identified root causes.
Sjukfrånvaron i samhället ökar vilket ställer krav på organisationer att identifiera interna faktorer i arbetet som kan vara bidragande orsaker. I studiens tillhörande förstudie identifierades en avsaknad av strukturerat arbete mot verksamhetens mål som en möjlig orsak till upplevda brister hos medarbetarna i den studerade organisationen. För genomförandet av studien valdes därför en aktionsforskning med deduktiv ansats med utgångspunkt i en studie som föreslår att ett arbete utifrån offensiv kvalitetsutveckling skapar effektivitet samtidigt som det långsiktigt främjar hälsa i organisationer. Studiens syfte har varit att identifiera och möjliggöra implementering av identifierade förbättringsmöjligheter för att den studerade organisationen ska kunna nå uppsatta mål. Som stöd har följande frågor använts (1) vad behöver ledningen förbättra i sitt arbete för att organisationen ska nå uppsatta mål? och (2) hur kan ledningen implementera principer för offensiv kvalitetsutveckling i sitt arbete för bestående resultat? Genom i huvudsak workshopar och observationer har resultatet samlats in för att tillsammans med deltagarna, som utgjorts av avdelningens ledning, identifiera ett nuläge med förbättringsmöjligheter samt ett önskat läge med tillhörande handlingsplan. Med hjälp av kvalitetstekniska verktyg har fyra grundorsaker identifierats. Dessa grundorsaker behöver lösas för att sedan möjliggöra förändringar i struktur återföljt av en stödjande kultur för att åstadkomma förändrat beteende med fokus på ursprungligt uppdrag. Grundorsakerna som identifierats är: (1) ledningens bristande kunskap inom kundcentrerad verksamhetsutveckling (2) ledningens prioriteringar, (3) att ledningen inte identifierar grundorsaker till problem samt (4) att ledningen inte utvärderar sitt eget arbete på ett systematiskt sätt. En handlingsplan föreslår konkreta lösningar till de identifierade grundorsakerna för att möjliggöra implementering. Lösningsförslagen består delvis i en generell förbättringsmodell med förslag om framtagande av tillhörande verktygslåda. Vidare består lösningarna i att ledningen behöver tillgodogöra sig kunskap och samtidigt utveckla lärandet för att vidga ramen inom vilken kunskapsinhämtningen sker. Ledningen behöver vidare utvärdera sina prioriteringar och skapa tid för arbetsuppgifter som möjliggör beteendepåverkan. Slutsatserna är att (1) ledningen behöver förbättra utformningen av strukturen genom att utgå ifrån ursprungliga uppdrag vilket behöver återföljas en formell kultur som stödjer arbetet. När ledningen utformat kultur och struktur utifrån ursprungligt uppdrag kan ledningen implementera ett tillitsbaserat arbetssätt och ledning (2) Ledningen kan implementera principer från offensiv kvalitetsutveckling genom att utforma kulturen i organisationen utifrån dessa principer. För att åstadkomma bestående resultat behöver utformning av struktur och kultur följas åt samt att ledningen först måste hantera de identifierade grundorsakerna.

Since legislators ordered the Criminal Code Article 185-4, the problem of interpretation of the provisions that began to appear. In a variety of controversial issues, the most discrepancies two parts of opinion among the scholars, the interpretation of「Resulting in Death or Injury」of Hit and Run Offense and Issues of the Criminal Code Article 294. For the former, the focus of the debate was that the「Resulting in Death or Injury」belonging to "illegal Elements," or are "objective penalties Conditions" .The problem with this argument is most directly related to the person in hit and run offense, whether the person should be aware of Killed or injured people in the accident. For the latter, the focus of debate in the hit and run offense is what the legal interest is. If Article 185-4 and Article 294 of the Criminal Code are to protect individual life, physical benefits, the judge should apply to the former; Conversely, if Article 185-4 of the Criminal Code is not the protection of personal life, physical benefits, but belongs the social legal interest, on the competing relationship, should be applicable to the latter. Therefore in research to protect the interests article 185-4 of the Criminal Code, We can understand How to apply the right article. Furthermore, in order to delineate the scope of punishment, this paper is to study the scope of the above two arguments and to read the various points of view, try to publish individual views. In addition, in order to grasp the Supreme Court for the crime of hit and run offense so far in the development and updating of changes on the legal opinions over the years, this paper will examine the legal opinion of the Supreme Court for the crime of hit and run offense and trying to assessment, in order to understand the application of the crime.

Property offences are correlated with the concept of “property,” thus might be interpreted differently from time to time. Take “share economy (sharing economy)” as an instance. Some assert that under this type of economic system, modern consumers do not value ownership as much as they used to, since ownership has become less significant as property utilization goes. Does this have an effect on the means of property protection by criminal law? Does it in any way impact one of the primordial crimes of Western culture, larceny——especially Furtum usus (temporary unauthorized use of other’s property)? This is what this thesis strives for. Up till Larceny Act of 1916, United Kingdom has always adopted the concept of “larceny,” however, it was superseded by the concept of “theft,” which was introduced in 1968. According to Theft Act of 1968, “appropriation” element works as a solvent, enabling “theft” to absorb other property offences. Therefore, the first half of this thesis mainly focuses on offences relating to larceny——especially on the elements “appropriation” and “with the intention of permanently depriving the other of it” ——as a reference. After verifying that ownership is the interest protected by larceny, this thesis construes that the essence of Furtum usus is “stealing intangible interest,” since Furtum usus implies unlawful acquisition of other’s intangible interest through unauthorized use of other’s tangible property. Also, because property ownership is a demonstration of free will, criminal law establishes its boundary of intangible interest protection on situations wherein free will is somehow oppressed. Thus, Furtum usus being unpunished remains justifiable even in modern days. Subsequently, this thesis deliberates over the purpose and function of “die Zueignungsabsicht,” an element of larceny in Taiwan, and keeps the spirit of Substanztheori while interpreting larceny. As for share economy in modern capitalist society, it does not alter this conclusion. Share economy is merely a platform which efficiently connects supply and demand in the market, facilitating the process of seeking better and cheaper products and services. “Access” is the key notion, not “sharing” itself. The so-called “share economy” is actually driven by Neoliberalism, which advocates free market with less government regulation, and does not challenge the system of private property. Furthermore, even though some visualize future human society as a truly sharing one——in which the right to access to public resources is the most fundamental property right——contemporary society is not yet in the position of replacing “right to (own) property” with “right to access.” It could be argued that it is time to reconsider criminalizing Furtum usus, but hindering other’s plan of “sharing” is not a justifiable reason to do so. Furtum usus is still, and should remain unpunished.

Despite executive function deficits now been examined in relation to the propensity to commit crimes in the general offending population, to date there has been little investigation of this within an intellectually disabled offending sample. The aim of the present study was to undertake a content analysis of the offending patterns and general behavior of Disabilities SA clients with a view to ascertaining whether such an assessment is justified for this offending group. The present study involved content analysis of five participants, currently clients of Disabilities SA. A coding schema was used to assess for evidence of four executive functions: Learning from previous experience; Engaging in logical reasoning; Impulse control; and Understanding the reactions of others. Findings suggest that offenders with intellectual disability have difficulties in all four areas. These findings are discussed in terms of the need for more comprehensive assessment and treatment implications.

1 The Issues of Juvenile Criminal Justice The Abstract This Master's degree thesis named "The Issues of Juvenile Criminal Justice" focuses on the issues of proceedings in the matters of children under the age of fifteen according to title third of the Act No. 218/2003 Coll. on the Responsibility of Juveniles for illegal Acts and on the Justice of Youth (hereinafter "ZSM"). These proceedings are unlike any other in that regard that although they are civil, they can't deny their penal aspect since they deal with the other offences, the acts which posses every element of a crime except for the fact that they were committed by someone not criminally liable. These proceedings are yet to be thoroughly examined by law literature or any other thesis and their statutory regulation itself is quite brief, that is despite the complexity of said issues. In accordance with the EU Network and Information Security directive (NIS directive), the Swedish government made it mandatory for specific authorities and organizations to report IT-related incidents to the Swedish Civil Contingencies Agency (MSB). In their report from 2017, MSB stated that due to the low frequency of incoming information, the report doesn’t give an accurate picture of the actual circumstances. The same year the European Commission adopted a cybersecurity package containing multiple initiatives aimed to further better member states resilience, deterrence and handling of cyber-attacks. Due to the insufficient information in MSBs’ report, it´s difficult to determine whether the Swedish cyber defence has the ability to deter antagonistic states to conduct cyber operations or not.   The purpose of this theory-consuming single-case study was to examine the Swedish cyber defence from a deterrence perspective and thereby provide new understanding regarding Swedens’ ability to deter within the cyber domain. To do this, a conceptual framework was constructed constituting of  Phil Williams’ theory on the requirements of successful deterrence, and David J. Lonsdales’ model for cyber deterrence. Contemporary Swedish political documents, doctrines, reports and statements made up the empirical material that has been examined through qualitative text analysis.   The result of the analysis revealed that the Swedish cyber defence, from a deterrence perspective, can be described as inadequate. Despite meeting the basic requirements for deterrence to succeed, the Swedish cyber defence lacks what Lonsdale calls a comprehensive flexible cross-domain offensive capability. The absence of a cross-domain retaliatory capability in the Swedish cyber defence repertoire has a negative incidental impact on deterrence credibility. According to Williams, it’s imperative that the defender possess necessary capabilities to fulfil a threat, otherwise the deterrence won’t seem credible and therefor lack effectiveness.

Resumo:
This dissertation is focused on some problems of maltreated, abused or neglected children and it also tries to outline a contemporary view of this situation. Considerable changes occured in this field after breaking a taboo on this subject, which is presented as a topic for a wide discussion. In my work I tried to give a complex view of some aspects of maltreated, abused or neglected children problems. Furthemore I focused on the problems of a public awareness concerning maltreated, abused or neglected children, and possible public activities in this field. I also investigated a public awareness of civic associations (i. e. organisations, institutions or facilities) which take care of endangered children in Trhové Sviny and nearby sorroundings. This research was based on a standardised questionaire. According to an analysis of its results, it is possible to to state a negation of both hypotheses in which I originally considered a public awareness of maltreated, abused or neglected children low, or likewise, I pressumed that a public awareness of the above mentioned organisations (civic associations, institutions) would not be very high. In spite of these conclusions it is a safe assumption that the tasks given to find out a situation in a public awareness concerning the endangered children, were fulfilled.

Resumo:
This study analyzes how fear is the main emotion after personal freedom is restricted in an initial short-term incarceration in a holding cell. The theoretical part is divided into legal, psychological and ethical parts. The legal section describes the particular rights and responsibilities of individuals who are limited in their fundamental rights and freedoms after being detained by the Law Enforcement of the Czech Republic. Secondarily the individual state rights based on legislatives standards are also reviewed in this section, in respect to effects on a citizens rights and freedoms. The following section discusses the possible psychological and ethical effects. The field investigation part was conducted by a controlled research investigations using interviews with individuals currently in police custody. The research focuses on the actual emotional experience of fear incarceration.
