The primary aim of this research was to determine why past members of the New Zealand Army Band had left the organisation over the last 10 years. The secondary purpose was to identify problem areas and sources of dissatisfaction for members, and to ascertain whether current bandmembers held the same views as past bandmembers. Sixty-five past members and 49 current members answered questionnaires. In addition, nine past members and 12 current members were interviewed. The results showed that the most common reason for both groups joining the band was to pursue a career in music. The most common reason for leaving was that members could not see a worthwhile future for themselves in the band. Fifty-three percent of current members indicated that they may leave the band within the next two years, for reasons similar to those of past members. Problems were related to inadequate job previews, touring commitments, the communication system, stress effects on individuals and families, the type of music played, a perceived lack of control, insufficient promotional opportunities, inadequate opportunity for musical advancement, the unsupportive attitude of the Army, and dissatisfaction with the Musical Director. The main recommendation to emerge from the results of this study was that the band have its own corps which would allow it to have more control over its structure and functioning.

Social organization of dolphins in extensive societies has not been well studied. Off Kaikoura, New Zealand, thousands of dusky dolphins (Lagenorhynchus obscurus) gather, feeding nocturnally on deep scattering layer prey, resting and socializing diurnally. During 1997-2003, interval sampling was used to monitor large assemblages numbering hundreds (n=169), smaller mating groups (mean+s.e.=7+1.6 adults, n=42), mother-calf nurseries (mean+s.e.=13+1.6 adults, 1+0.5 juveniles, 4+0.7 calves and 1+0.4 neonates, n=41), and non-mating adult groups (mean+s.e.= 9+1.3 adults, 1+0.2 juvenile, n=37). Group size, distance from shore (east), ranging along shore (north), traveling, inter-individual distance, and noisy leaping peaked in winter (n=39), with dolphins maintaining closer proximity to each other in smaller, more restful groups, closer to shore during the spring-summer-autumn (n=234) reproductive seasons. Dolphin groups were found closest to shore (west) during early morning, spread out and leaping often. Resting peaked at midday in tight groups. Late in the day, dolphins spread out, moving eastward (offshore) in preparation for feeding. Large groups exhibited coordinated travel, with noisy leaps as a directional signal. "Mating of the quickest" occurred in groups of (median) 6 males chasing 1 female. Leaping rarely occurred in restful nurseries, which at times associated with Hector's dolphins (Cephalorhynchus hectori). Other mixed-species groups included common dolphins (Delphinus delphis), southern right whale dolphins (Lissodelphis peronii), long-finned pilot whales (Globicephala malaena), and bottlenose dolphins (Tursiops truncatus). Killer whales (Orcinus orca) elicited predator assessment and evasion. Whale riding occurred with larger whales. Residence was seasonal, with 1,969+814.9 from a population of 12,626 dolphins spending 103+38.0 days in Kaikoura (mean+s.e., mark-recapture mortality, single-season lagged-ID emigration models, n=153 weeks). Dolphins (n=39) summering in Kaikoura migrated to the Marlborough Sounds in winter, where small, coordinated groups foraged diurnally on schooling fishes in shallow bays, often associated with sea birds and New Zealand fur seals (Arctocephalus forsteri). Aquaculture may threaten dusky dolphin foraging habitat in Admiralty Bay, where an estimated 220 dolphins gathered to feed each winter. Photo-identification research, enhanced by digital techniques, demonstrated a structured fission-fusion society. Dusky dolphins associated with preferred long-term (>1,000 days) hunting companions in Admiralty Bay and non-random casual acquaintances (200 days) in Kaikoura (lagged-association models).

Abstract: This thesis examines the origins, selection process, training, promotion and general performance, at battalion and regimental level, of combat officers of the New Zealand Expeditionary Forces of the First and Second World Wars. These were easily the greatest armed conflicts in the country’s history. Through a prosopographical analysis of data obtained from personnel records and established databases, along with evidence from diaries, letters, biographies and interviews, comparisons are made not only between the experiences of those New Zealand officers who served in the Great War and those who served in the Second World War, but also with the officers of other British Empire forces. During both wars New Zealand soldiers were generally led by competent and capable combat officers at all levels of command, from leading a platoon or troop through to command of a whole battalion or regiment. What makes this so remarkable was that the majority of these officers were citizen-soldiers who had mostly volunteered or had been conscripted to serve overseas. With only limited training before embarking for war, most of them became efficient and effective combat leaders through experiencing battle. Not all reached the required standard and those who did not were replaced to ensure a high level of performance was maintained within the combat units. Casualties were heavy among the battalion officers, especially with platoon commanders. The constant need for replacements during both wars led to the promotion of experienced non-commissioned officers from the ranks who had proven their leadership abilities in the turmoil of fighting on the front line. Such measures further enhanced the performance of the New Zealand divisions, where a team ethos, reflective of the character of New Zealand society, was embraced. The opportunities for promotion on merit at all levels, regardless of previous civilian social class or occupation, provided a sense of egalitarianism seldom found in professional military forces. This, together with the familiarity between the officers and other ranks within the regional-based infantry battalions that formed the foundations of the forces, led to a preferred style of leadership that the New Zealanders responded well to. It was these officers who provided this leadership in the cauldron of battle who helped forge the expeditionary forces into elite fighting formations.

Constructions of memory, myth and legend relating to Gallipoli have dominated the academic assumption which suggests that this dimension alone has allowed for the reawakening of the exceptional interest in the Anzac tradition; a tradition that has converged at the physical site in modern day Turkey. While these intangible constructions have waxed, waned, and re-emerged over the Twentieth Century, possessing the site to commence the construction of an Anzac Battlefield Cemetery has been ignored in academic enquiry. This significant series of events from 1916 to 1965 were indispensable to memory perpetuation and essential to the commemorative primacy that this preserved headland now enjoys. The desire to repossess, and then own in perpetuity the battlefield in order to attach the appropriate masonry adornments, is in itself unique. This dimension has not been academically scrutinised by any historian until now. Nor has the deliberate desire to construct an Anzac shrine that would someday attract pilgrims from the Antipodes been studied. Present day site-sacralisation by rite-of-passage pilgrims, thoroughly emersed in the Anzac tradition, suggests the convergence of the two dimensions is complete. To counteract this problem of the �hegemony of the intangibles� this thesis explores primary sources, gleaned largely from archival records, then evaluates the significance of the history of �physical Gallipoli.� Thematic approaches based upon the lines of possession, preservation and pilgrimage argue that this parallel dimension has played an indispensable role in shaping the end result today. Tens of thousands Australasian travellers now flock to this preserved battlefield to encounter the actual physicality of the tradition. The battlefield cemetery, complete with botanical emblems of ownership, had been out of the reach of the very generation who had created, acquired and constructed the battlefield landscape. The New Zealand public had to be content with assorted forms of vicarious pilgrimage coupled with widespread domestic memorialisation. New Zealand�s post-evacuation experience at Gallipoli became a story completely distinctive from that of Australia or Great Britain. The deliberately constructed Anzac Battlefield Cemetery is a unique landscape artefact that a proud but mournful generation set out to create. They eventually achieved this end by a complicated mixture of conquest, occupation, careful preservation, and commemorative ownership. These efforts were assisted by the vagaries of economic happenstance and international politics that left this remote Peninsula isolated and off-limits to human encounter. Fortuitously frozen in time, this landscape artefact, so steeped in Classical history, has emerged as one of the most sacred, and perhaps the most recognisable, geographic features associated with Australasia. Overriding these plans for shrine construction had been the stated goal of securing a reverent final resting place for those who fell during the creation of the Anzac legend in 1915. Sepulture perpetuelle became the post-evacuation catchphrase that propelled this Great War generation to go almost to the brink of war to secure the principles of this phrase. This lofty goal of permanence, by passage of time and the re-appropriation of nature, had mercifully been completed before the current �second invasion� that commenced in the 1980s. The Anzac Battlefield Cemetery is now a victim of its own very successful physical preservation.

Through a theoretical framework of myth in genesis, operation and review, this thesis evaluates the relationship between Australian society and the myth of the digger, a tradition of Australian military manhood which originated in the First World War. The digger in genesis was a product of early twentieth century Australia???s need to establish for itself a distinct national identity. Deriving strongly from existing mythology of the bushman/pioneer and foster by the work of CEW Bean, it was quickly adopted by both governments and citizens anxious to promote the contributions of the Australian soldiers and to understand the relationships that these had with the emerging Australian society. The digger in operation from the First World War to the end of the Second World War to the early 1960s demonstrates the way in which Australian (enamoured of its simple and seemingly enduring qualities) Embedded the myth at the core of orthodox thinking about national Identity, despite its exclusivity and prescriptive, authoritarian control by conservative institutions. The era of the Vietnam War acted as a key review phase for the myth as its relevance was questioned significantly. Despite temporary rejection from many and fragmentation into a variety of icons, Australia???s brief flirtation with radical thinking did not last beyond the mid-1970s. A return to conservative values in the 1980s-1990s coincided with political reconciliation over the Vietnam War ??? by the mid-1990s, the digger myth had retained its position of relevance and importance within Australian culture, demonstrating its capacity to become adapted and appropriated to reflect an increasingly democratic and pluralistic society. The current prevailing version of the digger, the "new professional", demonstrates the parallel transition of Australian military culture. It co-exist with other representations, providing a scaffold through which individuals interact with it to develop their own understanding of the application of the digger myth to both their own lives and Australian society.

Between 1870 and 1901, seventeen officers from the British army were appointed by the governments of the Australian colonies and New Zealand as commanders of their colonial military forces. There has been considerable speculation about the roles of these officers as imperial agents, developing colonial forces as a wartime reserve to imperial forces, but little in depth research. This thesis examines the role of the imperial commandants with an embryonic system of imperial defence and their contribution to the development of the colonial military forces. It is therefore a topic in British imperial history as much as Australian and New Zealand military history. British officers were appointed by colonial governments to overcome a shortfall in professional military expertise but increasingly came to be viewed by successive British administrations as a means of fulfilling an imperial defence agenda. The commandants as ???men-on-the-spot???, however, viewed themselves as independent reformers and got offside with both the imperial and colonial governments. This fact reveals that the commandants occupied a difficult position between the aspirations of London and the reality of the colonies. They certainly brought an imperial perspective to their commands and looked forward to the colonies playing a role on the imperial stage but generally did so in terms of a personal agenda rather than one set by London. This assessment is best demonstrated in the commandants??? independent stance at the outset of the South African War. The practice of appointing British commandants in Australasia was fraught with problems because of an inherent conflict in the goals of the commandants and their colonial governments. It resembles the Canadian experience of the British officers which reveals that the system of imperials military appointments as a whole was flawed. The problem remained that until a sufficient number of colonial officers had the prerequisite professional expertise for high command there was no alternative. The commandants were therefore the beginning rather than the end of a traditional reliance upon British military expertise. The lasting legacy of the commandants for the military forces of Australia and New Zealand was the development of colonial officers, transference of British military traditions, and the encouragement of a colonial military identity premised on the expectation of future participation in defence of the empire. The study provides a major revision to the existing historiography of imperial officers in the colonies, one which concludes that far from being ???imperial agents??? they were largely marching to their own drum.

With the adoption of neo-liberal policies and the decline in social welfare, non-profit organizations have been increasingly integrated into public service provision. Such changes raise questions regarding formal policies and access for marginalized populations, no more so than in disaster settings as formal disaster management of sexual health services are still vague. This study identifies the role of non-profit organizations in providing public health and social services through the lens of sexual health commitments following the September 2010 Darfield Earthquake and subsequent major aftershock during February 2011 in Christchurch, New Zealand. The primary goals of this study were three fold, to delineate i) aspects of non-profit organizational culture and agency connections that contributed to the resilience of non-profit organizations by maintaining and adapting access to sexual health and associated wellbeing services over the transition from response to recovery ii) integration pathways of non-profit organizations into disaster risk reduction and iii) appropriate geographic representations of temporal vulnerability change impacting the commitments of non-profit organizations. Mixed methods were used for this study. Data were collected over a two-year period between 2013 and 2015. Data collection techniques included: i) archival research ii) surveys iii) focus groups and iv) semi-structured interviews. Quantitative data were derived from census records and qualitative data from surveys, focus groups, and interviews with non-profit and civil society practitioners. A total of thirty-six non-profit organizations, civil society partners, and agency connections participated. Results show that sexual health needs of youth, families, and migrants arriving for the rebuild, fluctuated following the earthquakes. Sexual health non-profits absorbed the shifting demands for services and supplies by leveraging government partnerships and non-profit agency connections to account for fluctuations in presenting populations, adjust service delivery methods and continue advocacy campaigns. Also, as a result of functional redundancy amongst migrant support groups and their respective agency connections, strategies of long-term advocacy commitment, co-location, and relationship building with diverse ethnic groups benefitted migrants and refugees in maintaining or accessing adequate health and wellbeing support into the recovery phase. By developing programs to increase public awareness of resources, creating engagement opportunities in vacant spaces, and bringing a united voice to authorities, non-profits captured increased social cohesion to address emergent and compounded vulnerabilities of marginalized populations. However, as the recovery progressed, some collective energy was lost. Findings indicate that non-profits operating in Christchurch prior to the earthquakes with flexible organizational structures and those that emerged after were most successful in the emergency response and early recovery. The ability to capture social cohesion resulting from the shared experience of the earthquakes and build bridges with non-profit connections or incorporate emergent populations into service delivery facilitated successful operations into recovery. Non-profits that partnered with the government were better suited for long-term recovery, when interagency collaboration returned to a more competitive state and reliance on co-production of services was reestablished as the preferred method of service delivery, based on their capacity to maintain and build linkages with civil society partners. This research adds to disaster literature and the understanding of organizational behaviors by suggesting appropriate means to assess the potential resilience of non-profit organizations post-disaster. Further, pathways of integration with disaster management are identified for various types of non-profits that contribute to sexual health and related community support services. Methods used to identify vulnerabilities of wellbeing focused non-profit organizations and model integration of culturally appropriate service delivery options into recovery planning and disaster mitigation can be applied to other high-income nations with burgeoning non-profit sectors that experience variety of hazards, in particular on the United States’ West Coast as the health care debate in the United States continues.

This research explores the determinants of inter-partner learning in alliances. The potential for organisations to learn from their alliance partner is well recognised in the literature. The Knowledge Based View of the Firm (KBV) posits that an organisation’s knowledge base, especially its tacit knowledge base, is a source of sustainable competitive advantage. Three key determinants of inter-partner learning are: intent to learn, transparency (i.e. willingness to share knowledge) and receptivity (i.e. capacity to learn). These three concepts are used to guide a single case study of an alliance between a National Sport Organisation (NSO) and a Professional Sport Franchise (PSF). Data was obtained through semi-structured interviews with key informants at both organisations. Each individual transcript was colour coded in relation to each of the four research questions. All relevant quotes were then copied into separate files for each organisation and categorised by research question. The results of the study suggest that 1) despite historical conflict, the relationship between alliance partners is becoming increasingly positive; 2) intent to learn was low in both organisations but higher in the NSO; 3) the NSO was more transparent than the PSF; and 4) receptivity was low for both organisations. Key conclusions of the research are that the NSO and PSF are failing to take full advantage of the opportunities presented by their relationship, but intent, transparency and receptivity remain useful concepts to explore inter-partner learning.

Academics and lay persons alike freely acknowledge that principals exert enormous influence over the creation, maintenance and enhancement of the learning environment in schools. They recognise that a turbulent educational world presents principals with multiple challenges in sustaining the conditions necessary for student achievement, and that some principals are more successful in this endeavour than others. This small-scale qualitative study uses a semi-structured interview process to gather data from five Chairpersons of Boards of Trustees who have appointed a principal within the preceding twelve months. The study discusses the professional capabilities that theoretical and empirical research suggests distinguish highly effective principals from capable performers. It adopts a bipartite approach to the literature, examining both academic understandings and the degree to which available official publications inform the thinking of Boards of Trustees prior to embarking on the principal appointment process. The study then explores the extent to which these understandings influence the decision-making of five Boards of Trustees in appointing a new principal. Research findings reveal a dichotomy between the theory underpinning concepts of highly effective principals and the practice of Boards of Trustees in appointing a principal. Largely unaware of the academic literature and inadequately informed by official publications, Boards of Trustees adopt a problematic generic recruitment and selection process. Uncritical acceptance of the professional knowledge and standing of external consultants and misplaced trust in the advice they proffer leads Boards to proceed on a questionable perceptual basis. Secure in the knowledge that they have obtained the educational expertise they freely acknowledge they lack, Boards are further exposed to prevailing market discourses and internal prejudices which undermine their ability to identify and appoint a principal who possesses the capabilities necessary to exercise highly effective, contextually specific leadership. This study suggests that the autonomy of Boards of Trustees in their role as employer be sustained but supported through the mandatory appointment of an appropriately qualified advisor and that the involvement of existing advisors be further scrutinized.

The release of Better Schools in Western Australia: A Programme for Improvement (1987), in line with other public sector agency reforms; contained a prescription for the restructuring of the Education Department of Western Australia from 11 bureaucratic to a corporate management system of school administration. These changes were intended to render the education system, and especially schools more flexible, responsive and accountable. Among the proposals for educational restructuring was a new opportunity for community participation through ''school based decision making groups." Contemporaneously, the education systems in Victoria and New Zealand were undergoing similar reforms. The research agenda for this thesis is based on two questions. The first research question is: In what ways did the reforms conducted by the governments in Western Australia, Victoria and New Zealand change the participation of the school community in school decision making in state schools during the period 1985-1993? The extent to which the new organisational structures, based upon corporate management, facilitated the admission of the school community into the school decision making process is investigated. In order to facilitate the analysis of policy, this thesis develops a conceptualisation of the notion of controversy. The controversy framework involves the investigation of a number of elements of a controversy - stimulus, context, events, issues, arguments, protagonists, constraints, consequences and closure. The use of this framework is intended to assist in educational policy analysis by highlighting and elaborating upon the interdependent elements, including power relationships, involved in educational policy formulation and implementation. The second research question is: How effective is controversy as a framing device for educational policy analysis? The adequacy of “controversy” as a framing device is evaluated at the conclusion of the thesis. In order to investigate the research problems a variety of data was gathered and analysed. Scrutiny of the major Government and Education Department policy documents us well as a review of literature such as journals, books, newspapers, and documents produced by organisations such as teacher unions, was undertaken. In the case of Western Australia face-to-face interviews were conducted. A series of video-taped interviews with major actors in the controversy in Western Australia was also used in the data gathering process. The data was then systematically ordered using the controversy framework which enabled comparison of the controversies in Western Australia, Victoria and New Zealand. The conclusions drawn focus upon the manner in which corporate management and genuine democratic community participation are antipathetic. Despite rhetoric to the contrary, the school community was unable to exert meaningful influence upon the direction being charted for government schools. As a framing device for educational policy analysis it is concluded that controversy, at this preliminary stage, appears to have merit end further use and refinement of this framework is recommended.

Né dans les tranchées de la Première Guerre Mondiale, Anzac est le plus grand mythe de l’Australie blanche. La participation des troupes de l'Anzac (Australian and New Zealand Army Corps) au conflit a marqué la véritable naissance de la nation et a laissé une empreinte indélébile dans la conscience australienne. La fascination exercée par ANZAC sur l'imagination nationale a été particulièrement évidente dans les années quatre-vingt, durant lesquelles plusieurs films de cinéma et de télévision ayant la Grande Guerre pour sujet ont été produits. The original purpose of this thesis is to explore the possibility of setting up a school in Aotearoa (New Zealand) that operates according to the principles and philosophies of Summerhill School in Suffolk, England. An examination of Summerhill School is therefore the purpose of this study, particularly because of its commitment to self-regulation and direct democracy for children. My argument within this study is that Summerhill presents precisely the type of model Māori as Tangata Whenua (Indigenous people of Aotearoa) need in our design of an alternative schooling programme, given that self-regulation and direct democracy are traits conducive to achieving Tino Rangitiratanga (Self-government, autonomy and control). In claiming this however, not only would Tangata Whenua benefit from this model of schooling; indeed it has the potential to serve the purpose of all people regardless of age race or gender. At present, no school in Aotearoa has replicated Summerhill's principles and philosophies in their entirety. Given the constraints of a Master's thesis, this piece of work is therefore only intended as a theoretical background study for a much larger kaupapa (purpose). It is my intention to produce a further and more comprehensive study in the future using Summerhill as a vehicle to initiate a model school in Aotearoa that is completely antithetical to the dominant neo-liberal philosophy of our age. To this end, my study intends to demonstrate how neo-liberal schooling is universally dictated by global money market trends, and how it is an ideology fueled by the indifferent acceptance of the general population. In other words, neo-liberal theory is a theory of capitalist colonisation. In order to address the long term vision, this project will be comprised of two major components. The first will be a study of the principal philosophies that govern Summerhill School. As I will argue, Summerhill creates an environment that is uniquely successful and fulfilling for the children who attend. At the same time, it will also be shown how it is a philosophy that is entirely contrary to a neo-liberal 3 mindset; an antidote, to a certain extent, to the ills of contemporary schooling. The second component will address the historical movement of schooling in Aotearoa since the Labour Party's landslide victory in 1984, and how the New Zealand Curriculum has been affected by these changes. I intend to trace the importation of neo-liberal methodologies into Aotearoa such as the 'Picot Taskforce,' 'Tomorrows Schools' and 'Bulk Funding,' to name but a few. The neo-liberal ideologies that have swept through this country in the last two decades have relentlessly metamorphosised departments into businesses and forced ministries into the marketplace, hence causing the 'ideological reduction of education' and confining it to the parameters of schooling. The purpose of this research project is to act as a catalyst for the ultimate materialization of an original vision; the implementation of a school like Summerhill in Aotearoa. A study of the neo-liberal ideologies that currently dominate this country is imperative in order to understand the current schooling situation in Aotearoa and create an informed comparison between the 'learning for freedom' style of Summerhill and the 'learning to earn' style of our status quo schools. It is my hope to strengthen the argument in favour of Summerhill philosophy by offering an understanding of the difference between the two completely opposing methods of learning.

Travellers are spoilt by holiday choice, and yet will usually only seriously consider a few destinations during the decision process. With thousands of destination marketing organisations (DMOs) competing for attention, places are becoming increasingly substitutable. The study of destination competitiveness is an emerging field, and thesis contributes to an enhanced understanding by addressing three topics that have received relatively little attention in the tourism literature: destination positioning, the context of short break holidays, and domestic travel in New Zealand. A descriptive model of positioning as a source of competitive advantage is developed, and tested through 12 propositions. The destination of interest is Rotorua, which was arguably New Zealand’s first tourist destination. The market of interest is Auckland, which is Rotorua’s largest visitor market. Rotorua’s history is explored to identify factors that may have contributed to the destination’s current image in the Auckland market. A mix of qualitative and quantitative procedures is then utilised to determine Rotorua’s position, relative to a competing set of destinations. Based on an applied research problem, the thesis attempts to bridge the gap between academia and industry by providing useable results and benchmarks for five regional tourism organisations (RTOs). It is proposed that, in New Zealand, the domestic short break market represents a valuable opportunity not explicitly targeted by the competitive set of destinations. Conceptually, the thesis demonstrates the importance of analysing a destination’s competitive position, from the demand perspective, in a travel context; and then the value of comparing this ‘ideal’ position with that projected by the RTO. The thesis concludes Rotorua’s market position in the Auckland short break segment represents a source of comparative advantage, but is not congruent with the current promotional theme, which is being used in all markets. The findings also have implications for destinations beyond the context of the thesis. In particular, a new definition for ‘destination attractiveness’ is proposed, which warrants consideration in the design of future destination positioning analyses.

Low Intensity Conflict (LIC) is a significant feature of the contemporary world and it is a particular challenge to the armed forces of many states which are involved is such conflict, or are likely to become so. This thesis is not concerned with how such difficult conflict situations arise. Rather it is concerned with how, from the point of view of the state, they may be contained and ultimately brought to a satisfactory resolution. The work is thus concerned with the practicalities of ending LIC. More specifically, the purpose of this research is to establish a framework of doctrinal and military principles applicable to the prevention and resolution of LIC. The principles of this thesis are based in numerous historical examples of LIC and six in depth case studies. These distilled principles are analysed in two central chapters, and are then applied in two latter defence force chapters so as to ensure there practicality and resilience. Numerous defence academics and military practitioners have been consulted in the production of this thesis; their contribution has further reinforced the functionality of the principles examined in this research. The research illustrates the criticality of a holistic approach to LIC. The function of this approach is to guarantee the stability of the sovereign state, by unifying civil, police, intelligence and military services. The effectiveness of the military elements must also be ensured, as military force is central to the suppression of LIC. Consequently, the research makes strategic and operational prescriptions, so as to improve the capability of defence forces that are concerned with preventing or resolving LIC.

This thesis examines the origins, deployment, operations and demise of 3NZ Division. It argues that the forces that became the Division were sent to Fiji because of a perceived strategic threat, particularly from airpower, if the islands were seized by the Japanese. The Division was relieved in Fiji by the Americans but returned to the Pacific in 1943 because New Zealand wanted to earn a place at the peace table and the Americans lacked troops in the theatre. Whether the Division was primarily an offensive or garrison unit remained unclear throughout its existence and influenced its constitution. Major General Harold Barrowclough, its commander from 1942 to 1944, had somewhat different strengths from his fellow divisional commander Major General Bernard Freyberg, and operated in a very different environment, with amphibious operations at brigade level. Furthermore, his division operated in an area dominated by the United States Navy rather than the more familiar culture of the British Army. More generally, the relationship between the New Zealanders and the Americans in the South Pacific was complex, generally symbiotic but occasionally unfriendly and even lethal. The perception in New Zealand that service in the South Pacific was less onerous than service in the Mediterranean ignores the often unpleasant and even deadly conditions faced by the soldiers of 3NZ Division. The Division’s combat operations contributed significantly to the neutralisation of the Japanese stronghold of Rabaul. Except for a brief period in 1942, 3NZ Division took second place in New Zealand’s war effort to 2NZ Division. This reflected Wellington’s general inclination to favour Commonwealth over local defence, and, despite some wavering, New Zealand declined to follow Australia and focus its efforts in the Pacific. Lack of manpower to field two divisions resulted in 3NZ Division having only two brigades and growing demands from the Air Force, industry and agriculture ultimately led to its disbandment. Thereafter it faded from the public consciousness and its contribution disregarded. The men and women of 3NZ Division have undeservedly become New Zealand's forgotten warriors.

This thesis re-examines and reconstructs the Anzac Landing at Gallipoli on 25 April 1915 by applying a new approach to an old topic - it uses the records of a single battalion over a single day to create a body of evidence with which to construct a history of the battle. This focus on the battle's participants might be expected to shed light only their immediate experience, but it also creates a profile of the fighting on this day. This is in part due to the methodology developed to assess and compile accounts, but also to the fact that the chosen battalion, the 11th Battalion, 3rd Infantry Brigade, 1st Division, Australian Imperial Force, landed with the covering force for the Australian and New Zealand Army Corps, and its members fought from Fisherman's Hut to 400 Plateau, on Third Ridge and Battleship Hill. This study therefore places much of the battlefield under the microscope. The use of veterans' accounts to re-tell the story of the Landing is not new. Anecdotes are often layered over the known history, established in C.E.W. Bean's Official History of Australia in the War, The Story of ANZAC, Volume I, to colour narrative and connect with personal experience. Less frequently are they reliably used as historical evidence. In this thesis, letters, diaries, memoirs, manuscripts, photographs, maps, diagrams and other information, collected from private collections, libraries, museums, archives and period newspapers, the battlefield and many secondary sources, are used as evidence to construct events, chronologies and frames of reference in order to reconstruct the history of the day. This thesis will argue that eye witness testimony can be extremely unreliable when taken in isolation, but when verified, contextualised and validated by a thorough and robust methodology, can provide valuable information with which to re-examine some of the battle's significant events and outstanding questions. Why did the advance stop? Why was the high ground not taken? Why do the accounts of the adversaries of the best known clash of the day not match? The missing evidence may lie in the smallest of fragments - not in isolation, but when examined in aggregate. This shift in the way evidence is collected and analysed leads to a shift in the way the battle is interpreted. The Landing has not previously been studied at this level of detail. Bean amalgamated the disparate and confused accounts of that day into a canvas; this thesis digs deeper into the foundation data to analyse, verify, add to and reconstruct the day. It builds on and complements Bean's work, confirming and enriching some aspects of his account, filling gaps, and, in some aspects, potentially re-writing the history of the Landing. There has been much rhetoric over the years and many myths and legends surround this battle. This thesis will argue that even though nearly 100 years have passed since the Landing, and well over 1000 books written on the campaign, much can be learned by returning to the 'primary source, the soldier'.

This dissertation entitled “Educational choice and educational space” aims to explore the confluence of constructed space and geographic space using a supply-side context for New Zealand’s public school system of quasi-open enrollment. In Part I, New Zealand’s state and state-integrated school system across four urban areas is analyzed spatially and analytically in an attempt to learn about supply-side motivations of individual schools for selecting students. Since 1999 there has been a gradual encroachment on the open enrollment initiative due to excess demand for certain schools altering the landscape of choice. Most studies of school choice examine household motivations to choose schools- what is referred to as the demand-side dynamic of the education market. The contribution of this study to educational choice literature is provided by the opportunity presented by New Zealand’s public education system to examine the supply-side dynamic. School motivation for choosing students is warranted by the fact that individual schools are funded on a per-pupil basis and they are able make operational decisions that include defining their own catchment areas (home zones) when oversubscribed. In order to test the hypothesis that schools are behaving selectively, I leverage boundary discontinuity design (BDD) (Bayer, Ferreira, & McMillan, 2007) and meta-analysis techniques and use census data that reflects neighborhood composition closely linked to the time at which the home zone was drawn. Household characteristics as represented by 2006 census data are within 5 years old at the time the home zone was drawn in 53-percent of cases, and range to a maximum of 7 years for the full sample of schools used in the analysis. The result is a truly unique opportunity to examine evidence of school selective behavior while accounting for logistical, geographic and market features. Across a sample of 886 publicly funded state and state-integrated schools in Auckland, Wellington, Christchurch and Dunedin I evaluate 372 schools that implemented enrollment schemes with geographically defined home zones as of the 2009 school year. I find that schools are engaging in selective behavior across one or more household socioeconomic or demographic characteristics – with indicators of deprivation and minority status consistently maintaining significance in boundary and zone discontinuity. Between 37 and 52-percent of schools sample-wide are estimated to be participating in gerrymandering in small to large ways (discontinuities were greater than 0.2 standard deviations, favoring households with affluence and non-minority status). Cases of medium to large discrimination (standardized mean differences of >0.5) are evident in 12 to 26-percent of schools. Schools are zoning out households that contain higher proportions of minorities with an emphasis on non-indigenous (Māori) minorities, in particular the Pasifika group. When examining schools separately by city, sector, gender and school student body socioeconomic status I find heterogeneity in school behavior. Findings corroborate and expand upon previous work regarding New Zealand’s policies of enrollment schemes and their adverse effects. Part II expands the implications of school-level selective behaviors to the macro setting of the metropolitan area education market. Because school zones are not mandated to be mutually exclusive or completely exhaustive of the metro area they serve, it is possible that home zones overlap in some areas and provide no coverage in others. School choice is modeled using an ordered probit approach where the number of home zones claiming the household (census meshblock) is the dependent variable. I also calculate meshblock-level schooling opportunity sets (SOS) for the primary and secondary sectors using methods developed by (Gibson & Boe-Gibson, 2014). The SOS factors household-school proximity with school performance into a summary estimate of educational opportunity for each meshblock. The determinants of each meshblock’s choice set and SOS are modeled as a function of household characteristics, with controls for geographic and market influences. I find evidence that both the size and quality of household educational opportunities are statistically significantly associated with socioeconomic status and racial composition. Affluence is a strong predictor of additional choices and higher quality school access while racial composition continues to be negatively associated with both. The “lay of the education landscape” is then considered for each metro area using the Index of Dissimilarity and mapping techniques. The exercise reveals helpful insight into each of the four education markets. The dissertation concludes with a discussion on the implications and relevance of this work to educational reform discourse and planning for both New Zealand and abroad.

Interest in the power of heads of field offices in the United Nations Organization (UN) began with the researcher's appointment to such a position and with anecdotal suggestions that any explanation of the powers they held would be complex. For these reasons, this study has the research aim of explaining the power of some UN heads of field offices. The study focusses on seven heads of field offices in the United Nations Educational, Scientific and Cultural Organization (UNESCO). Literature searches indicated that no academic study had been made of any UN field work but the searches produced considerable literature on the UN and a wide range of theories about organizations, leadership and power, related issues of ethics and rationality and useful concepts from the work of Weber and Foucault. The research is interpretive. A case study and an appropriate conceptual framework were designed to reflect both the literature and the three research questions that promote the aim: organizational bureaucracy, organizational capital and frontline work are the guiding concepts. Because case studies may be challenged for possible lack of rigour and for validity, a number of data collection and analysis methods were used to promote reliability: both the data sources and the analysis checks included participants, UNESCO documents and information from other international bodies. Appropriate literature is also used for theoretical analysis. The results are presented progressively in three chapters, each chapter focussing on one framework concept and its appropriate question. The relevant data are presented and theoretical analysis, including selected concepts from Weber and Foucault, suggests answers to each question posed. The research results suggest that in the organization the participants gain power from UNESCO's intellectual and ethical purpose but are constrained in its use by processes of the bureaucracy, especially its lines of communication. The participants also have considerable power in organizational capital that includes tangible capital of qualifications, experience, skills, high level of position, the resources of the post in which they work and the intangible capital of the assumptions they hold about their work. At the frontline, although constrained by bureaucratic processes that limit their time for programme work, participants report valuable contributions to UNESCO's development and advocacy work: they gain power fiom proximity to the countries they serve and from their ethical motivation. They also gain some power in the freedom of distance from their headquarters, thus weakening the possible double jeopardy by being in a class-at-the-frontline and being in a group-not-in-headquarters. The final chapter brings all suggestions together and examines participants' power for sources (as rights or capacities), limitations (as control or domination) and agency (with compliance and resistance); when these perspectives are combined in a circle of power, the study suggests a Janus syndrome in which participants paradoxically are powerful/powerless agents, sited as they are between the power provision and constraints of both their bureaucracy and the governments and other bodies with whom they work.

Excessive unobserved firepower expenditures by Allied forces during the Vietnam War defied the traditional counterinsurgency principle that population protection should be valued more than destruction of the enemy. Many historians have pointed to this discontinuity in their arguments, but none have examined the available firepower records in detail. This study compiles and analyzes available, artillery-related U.S. and Allied archival records to test historical assertions about the balance between conventional and counterinsurgent military strategy as it changed over time. It finds that, between 1965 and 1970, the commanders of the U.S. Military Assistance Command, Vietnam (MACV), Generals William Westmoreland and Creighton Abrams, shared significant continuity of strategic and tactical thought. Both commanders tolerated U.S. Army, Marine Corps, and Allied unobserved firepower at levels inappropriate for counterinsurgency and both reduced Army harassment and interdiction fire (H&I) as a response to increasing budgetary pressure. Before 1968, the Army expended nearly 40 percent of artillery ammunition as H&I – a form of unobserved fire that sought merely to hinder enemy movement and to lower enemy morale, rather than to inflict any appreciable enemy casualties. To save money, Westmoreland reduced H&I, or “interdiction” after a semantic name change in February 1968, to just over 29 percent of ammunition expended in July 1968, the first full month of Abrams’ command. Abrams likewise pursued dollar savings with his “Five-by-Five Plan” of August 1968 that reduced Army artillery interdiction expenditures to nearly ten percent of ammunition by January 1969. Yet Abrams allowed Army interdiction to stabilize near this level until early 1970, when recurring financial pressure prompted him to virtually eliminate the practice. Meanwhile, Marines fired H&I at historically high rates into the final months of 1970 and Australian “Harassing Fire” surpassed Army and Marine Corps totals during the same period. South Vietnamese artillery also fired high rates of H&I, but Filipino and Thai artillery eschewed H&I in quiet areas of operation and Republic of Korea [ROK] forces abandoned H&I in late 1968 as a direct response to MACV’s budgetary pressure. Financial pressure, rather than strategic change, drove MACV’s unobserved firepower reductions during the Vietnam War.
