New York State's first suburban high-occupancy-vehicle (HOV) lanes were opened in May 1994 along a 19.3-km (12-mi) stretch of the Long Island Expressway (LIE), I-495 in western Suffolk County, a major suburb of metropolitan New York City. As with some other HOV facilities across the country, the implementation of HOV lanes on Long Island remains controversial. Nevertheless, HOV lanes continue to have an important role in subsequent plans to manage congestion on the LIE. In May 1991 the New York State Department of Transportation formed the LIE/HOV task force to provide advisory opinions on key HOV issues. The task force, comprising private-sector and government representatives, recommended among its numerous findings that the New York State Department of Transportation establish a comprehensive HOV monitoring program to provide up-to-date information to the media and concerned citizens, as well as help fine-tune operational and marketing elements associated with HOV lane usage and to provide firsthand information and guidance for the subsequent development of HOV lanes on the LIE and in the region. The department, in conjunction with consultant services, instituted a monitoring program that involved surveys and focus groups and periodic compilation of relevant HOV data. The first stage of that ongoing evaluation process is reported. A finding of note is that the HOV lanes have encouraged new ridesharing. Also, both HOV users and nonusers support extending the HOV lanes on the LIE.

On January 11, 2016 the U.S. Army Corps of Engineers (USACE) New England District (NAE) completed a Final Dredged Material Management Plan (DMMP) for Long Island Sound (LIS). The DMMP was requested by the Governors of Connecticut and New York, in their letter of February 8, 2005 to the Chief of Engineers, following the U.S. Environmental Protection Agency’s (EPA) publication in April 2004 of the Long Island Sound Dredged Material Disposal Site Designation Study Final Environmental Impact Statement. The LIS is a large coastal estuary located between Long Island, New York on the south, and the shores of New York, Connecticut and southwestern Rhode Island on the north. A total of nearly 240 harbors, coves, bays and rivers supporting various levels of navigational access are located along these shores. Twelve Congressional districts and 112 municipalities border the Sound and its adjacent waters in the three states. The ideals, goals, and needs along the LIS do not always align and thus the need for open communication throughout each dredging project.

This review of age data for the Pleistocene of New York identifies both strengths and weaknesses in the temporal framework relating the glacial chronology of the Great Lakes region to that of the middle Atlantic seaboard. The pre-Wisconsinan record involves saprolith and till in the Adirondack Mountains, marine clay on Long Island, multiple tills at Fernbank, Otto, and Gowanda, and major drainage derangement of the Allegheny River. Middle Wisconsinan ice spread into the Allegheny Plateau, damming high-level lakes in Cayuga Trough and southern Ontario. Long Island pollen data show late Middle Wisconsinan warming, the Plum Point Interstade. Glacially overridden organic matter at Rush Creek, Lord Hill, and St. Davids shows that this episode ended by 24 000 BP. Maximum Late Wisconsinan glaciation occurred during the Nissouri Stade, 21 750 – 18 570 BP. The concept of an Erie Interstade implies that ice recession, 15 000 – 16 000 BP, permitted lake drainage across New York. New York evidence allows this interpretation, but fails to establish the extent of ice withdrawal. Port Bruce drift incorporates Erie Interstade lake sediments. Radiocarbon data at Nichols Brook suggest that Valley Heads recession began by 14 000 BP. About 13 000 BP, the Port Huron Advance to the Hamburg Moraine dammed Lake Whittlesey. Subsequent glacial recession opened eastward drainage before readvance restored Lake Warren. By 12 000 BP, Lake Iroquois occupied the Ontario plain. Pollen data indicate that marine incursion of the St. Lawrence Valley occurred 500–1000 years later than suggested by shell dates.

In 2006, 2007, and 2008, we sampled 257 isolates of Phytophthora capsici from vegetables at 22 sites in four regions of New York, to determine variation in mefenoxam resistance and population genetic structure. Isolates were assayed for mefenoxam resistance and genotyped for mating type and five microsatellite loci. We found mefenoxam-resistant isolates at a high frequency in the Capital District and Long Island, but none were found in western New York or central New York. Both A1 and A2 mating types were found at 12 of the 22 sites, and we detected 126 distinct multilocus genotypes, only nine of which were found at more than one site. Significant differentiation (FST) was found in more than 98% of the pairwise comparisons between sites; approximately 24 and 16% of the variation in the population was attributed to differences among regions and sites, respectively. These results indicate that P. capsici in New York is highly diverse, but gene flow among regions and fields is restricted. Therefore, each field needs to be considered an independent population, and efforts to prevent movement of inoculum among fields need to be further emphasized to prevent the spread of this pathogen.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

Leafmining Agromyzidae (Diptera) are both common and widespread, yet little is known of the host associations and distribution of most species. Here we report on a multi-year study of agromyzid diversity on Long Island, New York. We reared 45 species and identified for the first time a host plant for Agromyza masculina Sehgal and a likely host plant for Ophiomyia carolinensis Spencer. Of the 45 species, 17 are new records for New York State, for which fewer than 40 agromyzid species had previously been known. A new agromyzid species was reared from blotch mines on black-eyed Susan, Rudbeckia sp. and an undetermined yellow garden composite, both in the Asteraceae; this species is described here.

ABSTRACT Giardia duodenalis is a protozoan that causes a gastrointestinal illness called giardiasis. Giardiasis outbreaks in the United States are most commonly associated with waterborne transmission and are less commonly associated with food, person-to-person, and zoonotic transmission. During June to September 2015, an outbreak of 20 giardiasis cases occurred and were epidemiologically linked to a local grocery store chain on Long Island, New York. Further investigation revealed three asymptomatic food handlers were infected with G. duodenalis, and one food handler and one case were coinfected with Cryptosporidium spp. Although G. duodenalis was not detected in food samples, Cryptosporidium was identified in samples of spinach dip and potato salad. The G. duodenalis assemblage and subtype from one of the food handlers matched two outbreak cases for which genotyping could be performed. This outbreak highlights the potential role of asymptomatically infected food handlers in giardiasis outbreaks.

Storm-created nesting habitat and low wave energy moist sediment habitat (MOSH), such as intertidal sandflats, have long been considered important to the recovery of the piping plover (Charadrius melodus), a federally threatened shorebird. Beach renourishment is a common practice on the U.S. Atlantic Coast for the protection of human property from storms, but it also prevents normal MOSH formation. We examined factors limiting piping plover nesting pair density and reproductive output on Atlantic Barrier Islands, 2001-2004, including one site that had been breached by a storm in 1992, and subsequently repaired and renourished by the U.S. Army Corps of Engineers. We also investigated the short-term impact of beach renourishment at these sites. Number of pairs at a site increased with beach area. Pair density increased with MOSH availability at the site level. Home range size increased as the distance from plover nests to MOSH increased. Home range size was smaller for plovers with higher foraging rates in the territory-establishment period, but this effect was most likely independent of distance to MOSH. Reproductive output was not apparently related to availability of MOSH to adults or broods, and was limited by predation. Habitat widths, prey abundance, and brood habitat selection changed at two of our sites after renourishment. However, similar changes occurred in reference areas. Other research shows that in addition to long-term loss of storm-created features, beach stabilization can lead to loss of habitat and low reproductive success due to human development and an increased presence of introduced predators. Management for recovery of this species should thus include permitting natural storm-mediated habitat creation to occur where feasible. However, since we found no direct negative short-term impact of renourishment on prey or habitat availability, habitat restoration via renourishment of eroded beaches could be a viable strategy for plover recovery, if negative indirect short and long-term effects are mitigated. Restoration projects should include restoration or creation of MOSH adjacent to nesting habitat, because MOSH attracts a high density of pairs and to offset long-term loss of storm-created habitat. Human disturbance and predation must also be controlled at restoration sites.

Speculation has arisen regarding the possibility of an additional offshore sediment source on the Atlantic inner shelf south of Long Island, New York, as a result of deficits in recent south shore budgetary estimates. In view of the importance of Long Island's inner shelf as a possible sediment source for other conflicting commercial uses in the future, the present study attempts to compare the known source at Montauk Point with sediments from buried palaeodrainage channels and nearby offshore and to examine the degree to which they may be linked to south shore beaches. Samples from each of these three environments were subjected to S.E.M. analysis using a checklist approach. Qualitative results comparing individual quartz grain surface feature variability with transport distance west of Montauk Point divided the south shore into three sections largely on the basis of mechanically derived and source textures: the distinctive glacial deposits formed in Ronkonkoma moraine at Montauk Point; Headlands section beaches, and Fire Island beaches. Surface feature variability plots and between sample variability plots revealed a more complex pattern of surface feature development than may be expected from what appears to be generally a single alongshore-trending wave dominated regime, which suggests an additional control such as an offshore source. Canonical variate analysis, as well as cluster and factor analyses confirmed qualitative findings and tentatively link offshore lobe deposits with onshore Fire island beaches, and distinguish them from Headlands beaches and Montauk Point. Strong supporting and complementary links between qualitative results, photographic evidence and subsequent statistical analysis suggest that the technique employed is a useful and valid sedimentological tool.

Abstract The 1940s to 1960s witnessed a specific state of economic development of mass production and consumption characteristics of developed economies, known as 'Fordism', underpinning tourism development, supply and demand. This period witnessed the remarkable rise of the airline industry. Also, after the first half of the 20th century the world witnessed numerous amusement and theme parks that were largely influenced by the original Luna Park at Coney Island in New York and the first Disney theme park in Los Angeles that opened its doors to the public in the mid-1950s. Meanwhile, renowned academics and management consultants such as Deming, Juran, Ishikawa, Feigenbaum and Crosby attempted to explain the notion of 'quality'. Their views influenced practices and procedures in the tourism and hospitality industry.

Over the last two decades, parents and community members in New York have increasingly resisted the neoliberal corporate reform agenda in schooling, including rejecting high-stakes testing. The parent-led opt-out movement in New York State has successfully opted around 20% of eligible students out of the Common Core state standardized tests over the last three years. To understand how a parent-led grassroots movement has achieved such political success, this chapter focuses on the two most influential opt-out organizations in New York State, the New York State Allies for Public Education (NYSAPE) and Long Island Opt Out (LIOO). The chapter investigates how they used social media and horizontal grassroots organizing strategies to gain political success, along with vertical strategies pressuring the legislature and Board of Regents. Our research reveals that parents in New York are reclaiming their democratic citizenship role in influencing their children’s public schooling and rejecting the corporate reform agenda.

<em>Abstract.-</em>In 2002, the New York State Department of Environmental Conservation (DEC) implemented the I FISH NY program in Long Island and New York City using funds from the Sport Fish Restoration Program, administered by the U.S. Fish and Wildlife Service. The program was created to ensure that anyone who has a desire to fish would have the resources and knowledge necessary to do so, and to increase stewardship by building public awareness and understanding of aquatic resources in metropolitan areas of New York State. DEC subsequently partnered with New York Sea Grant to perform activities including community fishing clinics, school programs, and day-camp programs. Numbers of people reached and quality of programming have increased since program inception, and this is attributed to creation of full-time, long-term staff positions.

A member of the New York Association for Public Power, the utility serves a community of over 45,000 people with a diverse customer base of approximately 15,000 residential, commercial and municipal customers. Freeport Electric’s energy costs are among the lowest on Long Island.

<p>The Port Authority of New York and New Jersey has completed the replacement of the congested and functionally obsolete Goethals Bridge, a circa 1928 steel cantilever truss bridge, with a dual-span modern cable-stayed bridge connecting Elizabeth, New Jersey and Staten Island, NY. Designed as a 150 year service life structure, the newly opened crossing paves the way towards achieving the possibility of a 200 year bridge, both in material durability, structural redundancy / resilience, and modal flexibility.</p><p>The new crossing features three eastbound and three westbound lanes plus a 3 m wide shared use path (SUP) for bicycles and pedestrians. To accommodate future expansion, the superstructure of the cable stayed spans is designed to receive steel framing to support a variety of possible transit options including light rail, while the substructure need not be strengthened for this future load. With a 274 m main span, the new crossing provides a significant maritime navigational improvement over the original 205 m steel truss span.</p><p>Herein we focus on the strategic application of corrosion protection strategies to achieve the long service life in a competitive bid environment, structural benefit of the design as relates to resiliency, modal flexibility, and operational redundancy to withstand extreme events.</p>

Abstract Since the invention of the first electrified, self-propelled rail vehicles by Siemens & Halske in 1879 followed by the pioneering innovations of Frank Sprague starting in 1886, self-propelled, passenger, electric traction rail vehicles have evolved into an amazing variety of use cases, shapes and sizes to the present date. With the amelioration of each generation, the electrical and mechanical engineering disciplines have developed a high degree of cooperation and integration to what has evolved into a seamless systems approach that allows agencies and railroads to enjoy record breaking, yet safe commuter and short-haul passenger railroad service with an array of amenities and technical advancements. The core of these rail vehicles are and were humble looking Electric Multiple Unit (EMU) (also referred to as Multiple Unit (MU)) trains that unceremoniously ply the rails around major cities with hundreds of daily riders on board. These otherwise, non-descript vehicles often have mundane identifications such as “MP-54” or “M-9.” Once in a while, one of these workhorses garners brief notoriety that leads to a full name such as “Metroliner.” But these full names, more often than not, are simply duplicated by analogy much in the same way the term “Watergate” has been overused. The identification of each fleet and the uniqueness / advancements that each have brought to the passenger rail industry since 1904 is the goal of this paper series. This paper is the first in a short series that will present a simple historic review of the electric, self-propelled railroad vehicles (EMUs) that were or are currently in service in the United States and Canada. The review begins with the transition away from wooden cars when steel cars were necessary by design. These early cars helped to define the EMU (and MU) benchmark and how they differ from other rail rolling stock of the early 1900s such as elevated / subway cars, interurbans, and locomotive-drawn coach cars. Regulation was part of the progress, but ever-increasingly heavy passenger, mail and cargo loads, tunnel designs and general progress of design evolution helped to define this classification of rolling stock that eventually has folded into the United States-defined FRA (Federal Railroad Administration) Tier 1 passenger fleet. This first paper will begin with a focus on EMUs of the New York State region, starting with Long Island and Westchester, New York branch lines. A future, second history paper will feature equipment from the States of Connecticut and New Jersey. The third history paper will feature equipment serving the cities of Philadelphia and Chicago. And the fourth and final history paper will feature other regions of the United States and Canada.

<p>Along with building slender and longer span structures, vibration serviceability becomes more important considerations in bridge design and maintenance. In this study, vibration serviceability and deflection limit for long span cable bridges are investigated using long-term monitoring data such as accelerations and displacements of bridges. Exampled bridges are Yi Sun-Sin Grand Bridge (suspension bridge, main span length=1,545m) and 2<sup>nd</sup> Jindo Grand Bridge (cable stayed bridge, main span length=344m). Long-term data are analyzed and compared with various design codes, guidelines, and other research results. Probability of exceedance are calculated for each criterion. Regarding on deflection limits, Korean Bridge Design Code (Limit State Design) specifies L/400 and L/350 for cable stayed and suspension bridges, respectively. Saadeghvaziri suggested deflection limit based on natural frequency, acceleration limit of 0.5 m/s² and vehicle speed. Various human comfort criteria on vibration are also applied including ISO standards. The results of this study are expected to be useful reference for the design, the proper planning and deflection review of the long span cable bridges around the world. Further researches are required to find the optimum deflection or vibration criteria for long span bridge and their effects on bridge clearance and elevation.</p>

The US Army Corps of Engineers (USACE) is conducting the “South Shore of Long Island, New York Regional Sediment Management Investigation” to further understand sediment dynamics and to develop a comprehensive regional sediment management plan for the south shore of Long Island, New York. Regional sediment management is a systems approach using best management practices for more efficient and effective use of sediments in coastal, estuarine, and inland environments. This investigation seeks to characterize sediment movement on the south shore of Long Island as a holistic system across the entire study area. It focuses on the regional system post-Hurricane Sandy (October 2012) as the storm significantly altered the physical landscape with severe shoreline erosion, which resulted in the construction of projects to reduce the risk of future storms and stakeholder priorities with a new emphasis on bay-side sediment dynamics, such as channel shoaling and disappearing wetlands. Despite the fact the storm caused severe erosion, the equilibrium beach profile, depth of closure, and general shoreline orientation seem to be unaffected. Previous studies have characterized sediment movement at specific sections of the south shore, but these data have not been incorporated to create a system-wide perspective. Coordinating sediment management across the six Atlantic Ocean inlets, Great South Bay Channel, Intracoastal Waterway, and coastal storm risk management (CSRM) projects could save the federal government millions of dollars in dredging and sand placement actions. This technical note presents the progress the investigation has made to date and will be followed with a more in-depth technical report titled South Shore of Long Island, New York Regional Sediment Management Investigation: A Post-Hurricane Sandy Shoreline Evaluation, currently in preparation.
