In 1964, the New York State Public Health Law, §2500a, set the stage for mandatory newborn screening. By 1978, testing was already under way when the last of the total of eight diseases was added. Screening for homozygous sickle cell disease was included in 1975. Specimens submitted from 1975 to 1984 totaled nearly 2.5 million, and these specimens were sent to four different laboratories in New York state. New York City, with the largest population of newborns, sent the largest proportion of specimens (1.1 million). Although testing was occurring, it was not until 1979 that citywide follow-up was established. Follow-up efforts were coordinated through the New York City Department of Health in cooperation with 52 hospitals. Of these hospitals, 25 received New York state funding for the provision of genetic services, which included testing and counseling for parents of children whose test results were positive for trait or disease. A cooperative effort was set up between the New York City Department of Health and health providers, who agreed to provide follow-up for newborns with all hemoglobinopathies at their respective hospitals. In cases of sickle cell disease, efforts were made to obtain second specimens from affected infants. In cases in which this was difficult, New York City Department of Health aids visited the home and obtained the specimen, counseled the parents, and arranged for further follow-up. Other cooperative efforts occurred when various genetic or sickle cell centers came together and organized committees. Two major committees, the Sickle Cell Advisory Committee, and its executive arm, the Implementation Committee, in which all providers of genetic services throughout the state are represented, met to discuss statewide problems, to identify needs, and to formulate policy.

A Second Amendment case now pending at the Supreme Court, New York State Rifle & Pistol Ass’n v. City of New York, tests the extent to which New York City may limit the movement of guns along city streets. The briefing in that case is, however, incomplete. Second Amendment jurisprudence calls for an examination of historical analogues to the firearms regulation at issue. Here, the New York State Rifle and Pistol Association asserted that there are none. This Article identifies numerous historical analogues to the City’s transportation restrictions, most of which were not identified in the briefing before the Court.

During the Last Glacial Maximum (LGM) about 25,000 yr ago, the area of what is now New York State (USA) was almost entirely covered by the Laurentide Ice Sheet (LIS; Dyke et al. 2002). Subsequent habitation of this area after the melting of the LIS necessitates dispersal of fauna, and the timing of the dispersal of particular species may aid in the understanding of how the modern ecosystems of New York were assembled. This study examines the reuse potential of industrial land and infrastructure left abandoned or otherwise underutilized. The goal of this study is to open discussion and dialogue into such cases in North American cities that currently are liabilities and offer guidelines and methods for approaching preservation and reuse of such properties in a manner that contributes to community health, safety and welfare while maintaining historical character and significance.Abandoned or underutilized industrial land and infrastructure often pose significant environmental, safety, and land-use liability issues for municipalities. The application of creative reuse ideas centered on the notion of preserving industrial character, while creating new housing and recreation options for citizens is a major opportunity for communities struggling to cope with the negative aspects of these properties.The design project portion of this study was performed as part of an `ideas competition' conducted in 2003 by the `Friends of The High Line,' a not-for-profit organization dedicated to preserving a 1.5 mile stretch of abandoned, elevated rail bed in the Chelsea neighborhood of Manhattan Borough, New York City.

The "skyscraper problem" challenged the thought and practice of civic designers and architects prior to World War I. It referred to the incompatibility of City Beautiful principles with economically propelled land development, and to the contradiction between the notion of architecture as an art and the skyscraper's programmatic and technical requirements. Civic designers in New York had difficulty accommodating the skyscraper in their large-scale plans. They also found that it intruded on their vision for the business street, hindered their attempts to plan City Hall Park as New York's civic center, and created a chaotic skyline. Bruce Price, Louis Sullivan, Thomas Hastings, Cyrus L.W. Eidlitz, and other architects suggested alternative proposals for subjecting the skyscraper to the constraints of design . Prior to the design of the Woolworth Building, however, architectural critics did not unanimously endorse any single approach. Frank Woolworth chose a site for his proposed headquarters at the intersection of City Hall Park, New York's civic center, with lower Broadway, the spine of its business district . Woolworth commissioned Cass Gilbert to design the Woolworth Building in 1910. Gilbert shared the City Beautiful vision of McKim, Mead & White and Daniel Burnham. He also accepted the skyscraper's pragmatic requirements. Woolworth intended his headquarters to function as a speculative office building, but also to look like a civic institution. The imagery of a civic institution would represent the capitol of his commercial "empire" as well as display his civic-mindedness, wealth, and cosmopolitanism. The Woolworth Building's siting at New York's civic center, its composition, its arcade, and its sculptural and mural decoration identified it with the prevailing concept of the civic building. The soaring vertical piers of its exterior recalled Gilbert's earlier design for the West Street Building, which was influenced by the functionalist ideas of Louis Sullivan. The Woolworth Building convinced critics that a suitable architectural expression could be found for the skyscraper. Zoning reformers regarded it as a benign skyscraper. Contemporary observers attuned to City Beautiful aesthetic principles thought that the Woolworth Building strengthened the order and image of New York's civic center and enhanced the view of the city from afar.

“Path and Place” is the design of an ‘infill’ building, primarily residential, on a vacant site in New York City. The central concern was an attempt to satisfy the elusive criteria for a home as a special place. Secondarily, it was important enhance the community with a lively place. Emphasis was placed on access to outdoor areas such as the courtyards, roof gardens, and balconies. ln these areas. it is possible to have a range of interaction among residents and neighbors. One may be an observer of the public scene, or a participant in a shared garden, or a shopper in a public market. The scale of the project is compatible with mid-rise apartment buildings surrounding the site. The structure reflects that it is built over a railroad cut which runs at an angle to the street grid. Construction is of repetitive pre-cast concrete load-bearing walls and concrete slab floors. Double-thick walls are used not only to carry utilities, but to separate one residential unit from another both physically and symbolically. There are 56 apartments varying in size from studio to large work/live units. The ground floor areas contain shops, a restaurant and a retail greenhouse. A second building is planned for the adjacent vacant site, to function as a research facility for urban agriculture. Both buildings contain courtyards—the residential one open and the research facility’s covered—which encourage pedestrian circulation from one main street to another. The roofs are used as gardens for the residents and the research facility.

In the beginning this was to be a study of the end of slavery in the North. After a couple of years I realised that I had bitten off more than I could satisfactorily chew and the topic was cut back to the end of slavery in the Middle Atlantic States. A while later Pemsgvlania got the chop. Then large areas of New York and New Jersey began to go the way of an ever increasing proportion of American territory. This thesis is presented now for examination i1 its current form — an analysis of the end of slavery in a loosely defined New York City - before it degenerates to the point where it is little more than an account of slavery in Wall Street on a dark night in November 1789.

With the women's movement of the 1960s, more career opportunities opened to women. Women now had the opportunity to work fulltime at jobs that were once held by men only. Accordingly, female reporters became a larger part of the newsroom, but male and female reporters were not being treated equally. For example, female reporters were assigned news topics that included human interest and education, and male reporters were assigned stories dealing with war and politics. Past research has examined bylines of small, medium, and large newspapers and the news topics male and female reporters have covered.The present study is a content analysis examining the years 1965, 1975, 1985, 1995, and 2005 of the New York Times. The study examined male and female bylines, along with topics of news stories, sources used by male and female reporters, and collective sources. The findings suggest that female reporters are making some strides in the newspaper business. Stories by female reporters more often appear on the front page currently than in the past. However, male reporters are writing about "feminine topics," such as education, and human interest. Lastly, female reporters use more female sources in stories than their male counterparts.

The Urban Renewal Program was an offshoot of the Federal housing Act of 1949, which alloted Federal funds to cities for redevelopment and slum clearance. Critics of urban renewal believe that the real intent of this program was redevelopment of the Central Business District, although officially the goal of the program was to provide a decent home and a pleasant living environment for the people. The result was improvement of inner city areas at the cost of uprooting and displacement of its residents.The Federal Urban Renewal Program ended in 1973, but local governments retained the option to use this strategy to revitalize neighborhoods. The politicians and planners of New York City have retained their faith in the Urban Renewal Program. They have modified the original program and concepts and are currently using it successfully to increase the housing stock and improve neighborhoods.The approach to urban renewal in New York City is very different from the preconceived notion that large scale demolition is the only method of implementation of an urban renewal plan. The scale and type of action varies according to specific needs of an area. Demolition is done only when necessary so that minimal relocation is required.Although provision of housing is the main thrust of the Urban Renewal Program, urban design issues are considered when preparing an urban renewal plan. This is a jointeffort by Federal, City and State agencies together with citizen input to create a better living environment for the people.This thesis analyses the reasons for this success through a discussion of case studies of current urban renewal projects in New York City. The focus of this research is on the neighborhoods of Arverne and Edgemere located in the Rockaway Peninsula in Queens. This study traces the planning process for these two urban renewal areas from their inception to the current status and identifies how urban renewal can be beneficial for the social and physical environment, and how it can be used as an effective planning tool.

This thesis is an investigation of the relationship between the mass media and urban space, which takes as its object of analysis the concentration of newspaper buildings on Park Row in New York in the second half of the nineteenth century. By analysing five major New York newspapers and the architecture which housed them, commonalities in form, style and structure are revealed which are based on notions of display, spectacle, advertisement, order, and sensationalism. As daily newspapers achieved greater status in nineteenth century cities, their buildings increasingly took on Italian Renaissance, French Second Empire and Gothic forms, and became among the first skyscrapers in America. This thesis documents the designs and decisions of the construction process, as well as the interpretations and justifications of the chosen styles that were offered in the newspapers, in order to explain the form and meaning of this important phenomenon of American media history.

<p>In order to promote the application of steel-concrete composite structure in mountainous areas in China, a conceptual design for a PC continuous rigid frame box-girder bridge with corrugated steel webs and main span of 300 m was performed in the present paper. The combined corrugated steel web was proposed to increase the compressive area and improve the stability performance; thus, the self-weight of the composite box-girder bridge is significantly reduced. Flexural capacity of the whole section had been calculated with a single-beam model for the ultimate limit state (ULS). For the service limit state (SLS) design, the calculation for the composite box-girder bridge was conducted with the spatial grid model (SGM), from which 27 complete checking stresses in three layers (i.e. outside, inside and middle planes) of concrete plates and steel webs in every cross-section could be obtained. The stress history under construction stage was incorporated into the results obtained by SGM. Moreover, the stress states and stability performance for the composite box-girder bridge constructed were evaluated. The present investigation can provide references for the design and construction of the composite box-girder bridge with corrugated steel webs for long spans.</p>

<p>This paper proposes a general procedure for evaluating a nominal value of wind velocity for a wind load- governed limit state to secure a target reliability index during the design life of a structure. The nominal value of wind velocity, referred to as a basic wind velocity, and wind load factor should be determined so that the factored wind load effect secures a target reliability index for a wind load-governed limit state. In this study, the analytical form of the return period of the basic wind velocity is expressed as a function of the target reliability index, wind load factor, and statistical parameters of wind pressure, which are derived as linear functions of the coefficient of wind velocity. The proposed approach is applied to the Korean Highway Bridge Design Code-Cable supported Bridge, which specifies the design life of a structure as 100- and 200-year.</p>

<p>A significant portion of the nation’s aging bridge inventory consists of bridges with deep cap beams which were not designed to carry modern traffic loads. A strength assessment of these bridges is required for accurately predicting their load and deformation capacities. This paper proposes a two-stage strength assessment methodology for deep cap beams based on a nonlinear finite element analysis. To validate the finite element modeling approach, five pier caps experimentally investigated in the literature were analyzed. Crack patterns, load-displacement response, failure modes, and governing critical members were investigated under near collapse conditions. The complete proposed methodology was employed on a case study involving five existing bridges located in Ohio and the predicted capacities were compared with the traditional sectional and strut-and-tie methods. The proposed methodology has the potential to reduce the number of bridges found overloaded using traditional methods, resulting in significant cost savings.</p>

<p>Recently, composite girder cable-stayed bridge is widely used in the world. Since the existing design method takes less focus on the principal stress of the top and bottom slab, the cracking problem of the concrete bridge deck has not been solved perfectly yet. Based on the spatial grid model, this paper takes Guan He Bridge in Jiangsu province as an example to analyze this kind of structure. Monitoring the principal stress of the concrete bridge deck is proposed for the first time to study the effect of diagonal crack. The principal stress of the concrete deck in the middle span, the quartile span, one-eighth of the span, the side span, the bridge tower, and the auxiliary pier are observed respectively. Comparing the theoretical values with the measured value, the results show that the actual stress state of the whole concrete bridge deck during construction is in accordance with the theoretical calculation. For composite girder cable-stayed bridge, the concrete bridge deck is prone to crack, so it is very significant to control the quality in the construction stage, which can provide a guarantee for the safety and durability of the structure.</p>

<p>Considering the management of highway bridges in service under severe conditions for more than 100 years, evaluation of safety is indispensable. By adopting design formulae, it is possible to evaluate the safety quantitatively without complicated processes. However, to adopt a formula from the design, the structure needs to satisfy the Navier hypothesis and other requirements. For these reasons, the authors carried out an examination of evaluation procedures to define the limit deterioration state of PC structures for adopting a design formula. By comparing evaluation results of a design formula and experimental results of an actual PC beam removed from service, and also nonlinear FEM analysis results, the study shows the limit deterioration state of PC structures for adopting a design formula for the evaluation of safety.</p>

<p>Over the last decade, fatigue cracks have been observed at the rib-to-deck welded joints in many orthotropic decks in Japan. Considering the fatigue cracks can cause pavement damage and thus compromise transportation safety, it is necessary to detect and repair it at the early stage of its development. But the cracks occur from the weld route, it cannot be detected in early stage by visual check. Therefore, the phased array ultrasonic scanner (PAUS) has been developed as the method which can detect and measure the cracks with small size. And, it can simultaneously investigates the deck propagation type cracks and the weld bead propagation type cracks.</p><p>In this study, we propose a diagnosis method which considered the relation with selected countermeasures based on technological knowledge. And we propose an investigation area selecting method based on investigation speed of the PAUS which is confirmed by trial on the real bridge. In addition, the cost advantage by using the PAUS is estimated.</p>

<p>The construction informatization of railway bridges is becoming a significant feature of “intelligent manufacturing" in China's high speed railway (HSR). In order to explore the implementation of “Internet plus steel bridge construction" and further improve the quality and efficiency of construction, digitization and informatization of steel bridge construction have been studied. The overall framework of digital construction of railway steel bridge construction based on the internet of things (IoT) and BIM technology is proposed after analyzing the key process of quality control during the construction of railway steel bridge. And then the virtual reconstruction of railway steel bridge is presented based on the advanced digital technology. Taking the pre-assembly in fabrication stage and the bolted connection in erection stage of steel bridges as two representative examples, the virtual reconstruction information system has been developed and tested in some HSR railway bridge projects in China, which verifies the feasibility and efficiency of digital control virtual reconstruction strategy. The research is meaningful to the future application and development in intelligent construction of railway steel bridges.</p>

<p>Many bridge superstructures, with internal bonded pre-stressing systems, are in a critical state-of-health, due to enormously increased traffic loads. They can no longer comply with the requirements of today’s and tomorrow’s traffic. Therefore, intensive monitoring is required to ensure timely detection and localization of damages in the structure.</p><p>In this paper, we present our experiment results on a method to timely detect bridge damages. We analyzed the influence of beam damage and crack formation on the modal parameter’s natural frequencies and mode shapes. In our lab experiment, we introduced vibrations into concrete beams, measuring them with MEMS acceleration sensors. The progressive crack formation was measured by the classical use of a crack lineal and with the optical measurement system ARAMIS by GOM GmbH [1]. We were able to successfully measure a frequency drop at a crack width significantly below the serviceability limit state (SLS), showing the partial applicability of the presented method. As we were unable to measure the expected change of the mode shapes with sufficient accuracy, we suspected an unprecise time synchronization of our sensors. By performing numerical simulations, we were able to show that synchronization has no impact on the natural frequencies. However, synchronization has a significant impact on the quality and accuracy of the mode shapes.</p>
