Texto completo da fonteL'edificio della Biblioteca Nazionale del Kosovo a Pristina dell'architetto e teorico croato Andrija Mutnjaković è stato concepito nel 1971 e il suo progetto si basa su principi compositivi che riflettono tendenze e movimenti culturali attivi in Jugoslavia negli anni '60 e '70 che hanno avuto intensi legami e rapporti con il dibattito europeo e internazionale di quegli anni quali: la “Neoavanguardia nelle arti visive” di Zagabria, “Biourbanismo” e quelle correnti ascrivibili alle “Megastructures” del libro di Reyner Banham. In primo luogo, la Biblioteca Nazionale del Kosovo è stata valutata come “Espressione artistica della neoavanguardia”. Bisogna ricordare che lo stesso Mutnjaković è stato partecipe della cultura della “Neoavanguarde” nelle arti visive di Zagabria tra la fine degli anni ’50 e l’inizio degli anni ’70 e i suoi primi lavori riflettono direttamente i principi compositivi propri di questa cultura come i progetti per Novi Beograd (Biocity for Belgrade, New Belgrade, 1965), Tel Aviv (Tel Aviv, City Center 1963), Pittsburgh (Pittsburgh City Center, 1964). La serie di schizzi di studio per la Biblioteca procede definendo l’impianto e il profilo dell’edificio adottando diversi principi della “neoavanguardia” nelle arti visive, più precisamente “Enformel“ e “Nuove Tendenze“: la forma aperta in continua evoluzione attraverso lo sviluppo automatico (informatico) delle “trame geometriche informali”. In secondo luogo, la Biblioteca Nazionale del Kosovo come “centro biourbanistico” o “megastruttura”, progetto del campus universitario - non realizzato – di cui l’unico oggetto costruito è la biblioteca, segue chiaramente il principio del “Biourbanismo”, altra opera teorica di Andrija Mutnjaković (1982). Il campus è modellato secondo un disegno “naturale” a crescita aperta e spontanea. L’ideale “biourbanista” era che la società raggiungesse un equilibrio dinamico come si vede nella natura incontaminata. La struttura urbana è presentata come un aggregato di relazioni tra tutti gli elementi che la definiscono all’interno di specifiche circostanze socioeconomiche. Mutnjaković si propone di creare la città come un organismo di spazi reciprocamente “interconnessi” con una libera composizione integrata organicamente nel paesaggio, costituita da “unità urbane bio-logiche”. Con i movimenti d’avanguardia degli anni ‘60, il concetto di megastruttura è stata proposto e praticato principalmente in ambito accademico dove Banham ha tuttavia identificato alcuni progetti “megastrutturali”, costituiti da edifici modulari interconnessi e ambienti orientati alla quasi esclusiva circolazione pedonale. Riferendosi a questa materia, nell’ambito dei progetti biourbanistici di Mutnjaković, l’intero masterplan del campus diviene una “megastruttura” organica della quale la Biblioteca Nazionale del Kosovo costituisce il “nucleo” nel senso biologico del termine. Nella terza parte, Biblioteca Nazionale come centro della città ideale dove Mutnjaković analizza il Palazzo Ducale di Urbino e il Palazzo di Diocleziano per capire l’idea e l’approccio alla base della loro città ideale. Il progetto della Biblioteca Nazionale come un’idea di ricerca dell’architettura regionale come base per la creazione dell’architettura contemporanea, e che attraverso l’architettura si potesse in qualche modo mostrare l’identità dell’utente e creare una forma che prima non esisteva. Un’idea della città rappresentata in un unico edificio. Palazzo a forma di città. Concentrandosi sulla Biblioteca Nazionale del Kosovo come neoavanguardia, una megastruttura, un centro biourbanistico e un centro di una città ideale, questa tesi approfondisce la conoscenza dei principi compositivi e dell'approccio autentico sviluppato da Andrija Mutnjaković in questo lavoro originale e altamente creativo.

Nowadays, art can be found almost everywhere in daily life. It can be encountered anywhere from exhibition centers to outdoor spaces, and found emergent around many public construction sites. Although public art appears around our daily lives, it''s often criticized for ignoring the feelings and perspectives of those to whom it meant to serve. Institutional managers usually don’t have plans for long-term management and maintenance of artworks. According to relevant laws, newly built public libraries must implement plans for the development of public art. Although libraries aren’t open all day, public art in public places has the opportunity to be appreciated at all time. The purpose of this research is to explore the public art of public libraries in Taiwan and understand the attitudes of librarians and users towards public art in public libraries. Data gathered through the general public generate insights into public perception and opinion, leading to avenues of improvement for public art to reach full potential. In this study, national public libraries were the main research field, librarians and users were the research subjects. Research methods such as semi-structured interview, questionnaire and non-participant observation were used to collect data. Four librarians were interviewed, 317 copies of questionnaires were returned and 110 copies of observations were recorded. Interview data, observation records and open-ended questions were arranged into text files and analysed. Data from closed-ended questions were encoded using IBM Statistical Product and Service Solutions (SPSS) and analysed by descriptive statistics, Chi-Square test, and Independent Samples t Test. All data were combined together for analysis before the conclusion was drawn from the results. The results showed as the followings: 1. Public libraries with public art are located in the north, center and south part of Taiwan. Most locations of public art are nearby the main entrance; sculptures and furniture facilities are the most common types. Public libraries, public art and relevant activities are not integrated strongly: a guided tour of the artwork is typically the only activity for now. 2. It’s not difficult for librarians to interpret public art, they hope public art could be integrated with libraries and become an eye-catching focus. Librarians think that activities that can be combined with public art are mostly static forms. 3. While having difficulties in appreciating and deciphering the deeper meaning of the artwork, most users acknowledge that better integration of public art with the library could increase their willingness to stay at library. The types of public art which users look forward to are sculptures and amenities with a water view. 4. Most users didn’t pay attention to activities involving public art, only a few have had previous experiences. Users look forward to participating in public art activities such as exhibitions, artwork guided tours and public performances. Activities which can make users feel full participation are creative conferences, workshops, exhibitions and course work. Activities that should be highly valued by the general public are creative conferences, symposiums and seminars. Librarians should hold appropriate public activities at different times, basing on the needs of users and incorporating a guided tour of public art as a regular part of its programmes. The study proposes the following suggestions for public libraries in Taiwan: 1. To establish a way for public libraries to facilitate the exposure of public art. 2. To provide librarians opportunities to develop further professional competency with respect to the Arts. 3. To plan and implement long-term funding for public arts management and maintenance 4. To take the initiative to provide information on public art. 5. To continue to promote public art and hold relevant activities, basing on the needs of its users.

Public art is not only a symbol of the spirit of a local place, but also brings benefits to the local economy. With the improved quality of life, people’s need towards the surrounding environment has evolved from the primary utilitarian purpose to the appreciation of art of space, thus a re-examination of the spirit and meaning of space and environment is necessary. This study aims to understand the post-occupancy evaluation of the art works and re-examine the relationship between public art, places, and local users through the permanent and temporary art installations of “Joy Reading Public Art Festival”, which a new public art installation project by the National Library of Public Information. In this study, public art works were categorized based on the different features. The required implicit factors for post-occupancy evaluation, which are summarized through literature review, are used as the reference for the questionnaire items. Three explicit factors: “user experience”, “environmental coordination”, and “space arrangement” were then derived through exploratory factor analysis to study the public art installation project of the National Library of Public Information. The result showed that the overall public art installation have received positive and benevolent recognition from the users, and are compatible to the user needs. Moreover, art work installments help to boost the local cultural atmosphere. Both the colors and materials, which make art viewings an enjoyable experience for the public, have received positive reviews. On the contrary, the extension of the local culture and features reflected by the art works is rather insufficient, thus resulting in a discrepancy between the connections of images. It is known that users are still in an explorative and interpreting stage, thus the art works have not been highly recognized or appreciated. Assessing the four types of public art installments reveals that visual and participatory public art installments are more popular among the users. Though physical visual expression, visual art works leave a deep impression in the public’s memory, give a pleasant experience to the users (beholders), and further inspire the users’ exploration and contemplation. Participatory art works, on the contrary, leave the users with a decent and memorable impression by allowing them to feel the fun in creating the art works. Those users in turn attract more public to participate in the “Joy Reading Public Art Festival” through the information sharing platforms on the Internet. Applied art works draw closer the physical distances to the users through their approachable displays, resulting in users’ physical behaviors, such as touching and sitting, to create a shared life experience with the art works. Conceptual art works are more contradictory with the surrounding environment due to their enigmatic art meanings for the public. A comprehensive interpretation of the designs is difficult; hence, such art works are also less favorable among the four types of art works. Finally, this study suggests that a good public art work should take the surrounding space and environment into consideration when choosing its design materials, and have an appropriate art installation plan, which can make the artwork ideas fully interpreted. As a result, the public will identify with the place, and turn the place into a spiritual icon.

Industry-academic cooperation has become a trend in advanced education. By interact and exchanging resource between academic and industry, Students within the school can grasp realistic demands of the industry, as well as extending the learning experience outside of classroom. Furthermore, Industry can improve on the virtuous cycle between the industries and academics by accepting the various supports and resources from academics. Therefore, the researcher study on previous experience on Industry-academic cooperation with Digital Media Design at Yunlin University of Science and Technology with Zhong-Xing Branch, National Library of Public Information. Understanding public library’s property and preference. In hope of extracting the creation of atmosphere from the Industrial-academic cooperation cases, and apply onto 3D Street Art project in the library. The process and details of the Industry-Academic Cooperation are then record in detail during the whole period of the cooperation. Then, the data were collected and analyzed in order to discuss and conclude few precautions in regard of interdisciplinary Industry-academic cooperation. In addition, the research provide additional experience sharing and discussion, to serve as an example for future public library or similar Industry-academic cooperator to base on.
