This study aims to investigate the social importance of sport in L’Hospitalet de Llobregat. As an instrument for social cohesion and integration, sport has become a very important part of municipal activity. We use two surveys: the Baròmetre, which gathers opinion about municipal services; and satisfaction surveys completed by the users of sports facilities. The sports offer (6.5) receives a better rating than overall municipal management (5.9), and counts for 20.4% of the global assessment of the municipal management. Satisfaction with facilities is 7.3 out of 10, while price receives the lowest mark. Detailed analysis of satisfaction surveys conducted among the population can help the municipal management of sports facilities. Policies that focus only on prices are unlikely to be as effective at improving members’ perception of sports facilities as those that also take other aspects into account.

Models recommended for public involvement in environmental planning call for: 1) early and full involvement with technical planners from the start, 2) involvement at an intermediate phase once technical planners have developed a short list of the most feasible alternatives, and 3) later involvement only by ratification of the one alternative selected and developed by technical planners. The present study reports results assessing public involvement in planning at the intermediate phase using results from three general population surveys of the greater San Diego area done in 1989, 1990, and 1991 which dealt with municipal water reuse alternatives. Feasibility of the intermediate approach was demonstrated by correspondence between survey and technical planning evaluations and by consistency between and within survey findings.

Adjusting municipal structures and cross-adoption of structural characteristics between mayor-council and council-manager municipalities have been common in the United States in recent decades. This research investigates seven essential structural characteristics of U.S. municipalities and constructs a municipal structure political-administrative index. We attempt to examine the determinants of municipal structures on a political-administrative dimension. We incorporate political conflict theory and class cleavage theory into our theoretical model of the cost analysis of citizens to explain municipal structure choices. Data are collected from the Decennial Census, American Community Survey, and three rounds of national surveys of municipal structures by the International City/County Management Association in 2001, 2006, and 2011. The final data set contains 6,777 municipality-year observations, and the empirical results demonstrate that municipal structure choices are statistically significantly associated with citizens’ socioeconomic and demographic characteristics. Citizens’ income levels play a crucial role in determining municipal structure changes during the sample period (2001-2011).

Municipal tree programs were assessed in Pennsylvania through mail surveys. Pennsylvania has approximately 378 tree programs of which 57% are implemented thrqugh shade tree commissions. Only 28% of Pennsylvania's citiqs and boroughs have tree programs. A high level of tree health exists in only 27% of the cities with programs. Only 28% of the programs have streettree inventories. Numbers of street trees are declining in 40% of the communities with programs.

The study focused on determining employee acceptability of gender and development practices in the Tanza Municipal Office. This also determined an enhancement program based on the results. It employed a descriptive research design using a survey questionnaire administered printed surveys and conducted face-to-face. For this study, the researcher used the purposive sampling technique to consider 100 permanent employees in the Tanza Municipal Office. Data were tabulated and analyzed using SPSS. Results show that the participants highly accepted the gender and development practices in terms of employee development. In terms of selection and recruitment, work arrangement, work assignment, compensation, employee benefits, and promotions, participants moderately accepted the gender and development practices in the Tanza Municipal office. The participants’ profiles did not significantly alter based on the results when it comes to employee acceptability on gender and development.

Directive 2018/844/EU on energy efficiency claims that almost 80% of the final energy consumption in the EU is used within the buildings. The subsequent Directive (EU) 2023/1791 introduced in 2023 expected 68% of the world population to live in urban areas. Both directives enhanced the role of energy management (EM) applied to the city buildings. This paper introduces the development of energy management in Czech municipalities between the years 2009 and 2023. The main goal of this article is to present selected results of the unique national survey focused on the energy management in Czech municipalities conducted in 2023 and compare it with results of national surveys implemented in 2009 and 2018. The main method is the comparing of two surveys conducted among the municipal representatives or energy managers in the past with the new survey conducted in 2023. The results show that EM became a notably more important issue for most Czech municipalities. The number of cities collecting data on energy consumption grew by 288% and the number of city energy managers increased by 57%. On the other hand, the used potential of energy savings triggered by establishing EM was insufficient and only 4% of the respondents claimed high and exactly measured savings because of EM. This article should be applied to the stress power of municipal EM in performing energy efficiency and RES projects and encouraging the government to support municipal energy managers in their complex role.

The purpose of the article is to analyze changes in Polish recycling relating to the regional diversification. Analyzed data come from surveys of official statistics, especially from the publication ”Ochrona środowiska” (Environment). In 2009 the total produced waste quantity (excluding municipal waste) was lower than in 2002. Increasing municipal as well as selective collected waste has been observed since 2005. Quantities of the land-filled municipal waste decreased. But this continues to be a dominant way to neutralize waste.

The paper aims to present the results of studies of students' opinions on the quality of municipal services available in Krakow and its changes during the Covid-19 pandemic. The analysis covered most basic municipal services, in particular water, heat, and public transport. Opinions on the public services were collected through surveys, that were carried out twice, in 2019 and 2021, on a representative group of students of several major Cracow universities. The analysis revealed that - despite the challenges associated with the Covid-19 pandemic - the general quality of the municipal services has not deteriorated.

An approach to assessing the economic efficiency of municipal programs is proposed. The approach is based on a combination of market and sociological cost estimates of the results of the implementation of activities included in the municipal programs. As indicators characterizing the economic efficiency of municipal programs, it is proposed to use the ratio of the value of benefits and resources provided as result of the implementation of the program to the amount of costs for the implementation of the program. The valuation of the value of the benefits and resources provided as result of the implementation of the program are determined by the market price of the benefits, resources provided as result of the implementation of the program. Benefits and resources that do not have a market valuation are evaluated the basis of surveys, questionnaire surveys of respondents — users of the good, resource, the possibility of using which arises as a result of the implementation of the program.

Undeclared work is conducted without entering into an official employment relationship. The aim of the research is to present opinions of respondents on the local labor market about work performed outside of an actual contract by socially excluded people. The analysis was conducted using a survey of the opinions of socially excluded people registered at the Municipal Labor Office in the city of Plock. The analysis included the results of surveys received from 350 respondents, including 195 people surveyed using paper questionnaires and 155 people surveyed using a questionnaire posted on the Internet in 2018. The analyses included the distribution of answers to survey question within the entire sample together with verification of the statistical significance between the answers and such variables as: sex, age, education and period of being registered in the Municipal Employment Office.

The article is devoted to the analysis of the Federal standard of internal state (municipal) financial control “Implementation of the results of inspections, audits and surveys”, approved by Decree of the Government of the Russian Federation of July 23, 2020 № 1095. The article considers the main provisions of this standard that affect the organization of internal state (municipal) financial control in state/municipal budget or autonomous institutions. In particular, aspects related to the communication of the results of control measures to the managers of control facilities, the peculiarities of the implementation of the results of the control measure, the extension of the deadline for the execution of submissions and instructions were analyzed.

Public sector affirmative action programs must contend with recent political and economic trends. Given the conservative political environment which de-emphasizes affirmative action, and given the advent of serious fiscal constraints facing many cities, is it reasonable to expect progress in employment of women in nontraditional roles within municipal governments? This article investigates this question using data gathered from reported surveys of over 280 municipal police departments in major American cities over the period 1978 to 1987. Findings suggest that women may have a long and difficult road ahead for improving their representation in municipal policing.

The article discusses issues related to improving the efficiency of management decisions at the municipal level. The results of an expert survey of heads of municipalities of some cities of the North and Arctic of the Russian Federation are presented. The importance of using the expert method in improving the efficiency of management decisions is determined, which is due to the possibility of using reliable, reliable and up-to-date information about the current state of various spheres of life at the municipal level. The purpose of this work was to expand the range of methods used to improve the effectiveness of management decisions, in particular, based on the use of the results of sociological research. To achieve this goal, the following tasks were identified: to study the features of the use of expert surveys in management decision-making processes; to determine the most problematic aspects of the use of expert surveys in determining the economic situation of municipalities; structure the most important aspects of conducting an expert survey to improve the effectiveness of using the data obtained. The article concludes that the expert survey allows you to form a clearer picture of the problems of the Ministry of Defense and identify opportunities to overcome them. The use of the expert survey method in the study made it possible to clarify and systematize constructive solutions to the identified problems based on a competent assessment of the expert community represented by the heads of municipalities.

Local governments play an important role as the main contact point for citizens and deliver many more and varied services than any other public administration. Nevertheless, the field of local e-government services (or local e-administration) lacks benchmarking methodologies and rigorous surveys. Existing e-government benchmarks mostly address the national level and do not cater for this wealth of locally provided e-services. Cities are also very diverse, but research shows that European cities share an important number of common services, making benchmarking look feasible. The paper proposes a benchmarking methodology to fill this gap, facing the complexity of this multiplicity and variety. It starts by a bottom-up hierarchical catalogue of services created through participation of the cities. The benchmarking goes beyond service provision, so far measured through maturity, and analyses acceptance by users. The paper discusses the parameters introduced and how to measure them. The paper addresses the issue of the presentation of the results, which is important to help city managers to improve the service provision, its quality and acceptance. The methodology was applied in a pilot study of 15 quite diverse medium and large European cities, and its results are presented within the context of validating the methodology introduced.

The subject of this article is related to factors associated with the functioning of self-government as a social process. The main focus is on the level of trust in local authorities by citizens of different age groups. Research shows that trust in local self-government is closely linked to citizens’ civic activity. However, the analysis reveals an interesting situation: young Russians under the age of 25, despite their generally low interest in the socio-political aspects of society, demonstrate a higher level of trust in municipal authorities compared to representatives of other age groups. To study the specifics of the situation in more depth, the author of the article used an approach based on the generational characteristics of Russian society. The aim of the study is to identify the factors that motivate Russians under the age of 25 to trust municipal authorities more than representatives of other age groups. The authors of the article hypothesise that people of different ages may have different preferences for sources of information that shape their attitude towards local self-government, and this affects the level of trust. To test this hypothesis, data from representative population surveys conducted by the Institute of Sociology of the FCTAS RAS in 2016, 2018, and 2021 were used. The analysis of the surveys showed that contemporary Russian youth have a weak understanding of municipal authorities and how they operate in practice. Young people are not interested in traditional mass media through which the main information about municipal authorities is conveyed;instead, they rely on the opinions of people in their social circles. Young people have limited opportunities to obtain information about the activities of municipal authorities directly, as due to their age they have little experience of direct interaction with them. Therefore, an important source of information about municipal authorities for young people becomes observing how the activities of municipal authorities impact their local community. Significant part of young people are satisfied with the results of the activities of local authorities that they can observe. This satisfaction likely contributes to a higher level of trust in municipal authorities among this age group.

Nowadays, when services of municipalities are available only remote, need for reliable information is constantly increasing- starting with administration office contacts and ending with current COVID-19 restrictions. This flow of information in Latvia is provided by websites and social media accounts of local municipalities. The author's work has explored statistics and user behaviour data of foreign municipalities websites during COVID-19 pandemic. Furthermore an survey for Latvia’s municipalities was conducted to find out how COVID-19 pandemic has changed user behaviour and website statistics. As a result, author of the work compared data obtained from surveys and examinated available data from foreign municipalities, which could be used facing further crisis situations.

Based on the results of our surveys involving several municipal departments of education that support the enrollment of children requiring medical care in general schools, this report describes Japanese systems to support inclusive education for these children, the current status of such support, and related challenges. The municipal departments of education that systematically support inclusive education for children requiring medical care began to promote such education in their communities before the initiation of nationwide enrollment support for the children. In addition, their sections in charge of enrollment support also manage affairs related to human rights education, rather than general affairs for special support and education. Such a variation in the sections in charge resulted in differences in the purposes of support. Further nationwide surveys should be conducted to develop universal design principles and comprehensively support inclusive education for children requiring medical care.

Currently, there is growing scientific interest in the development of more economic, efficient and environmentally friendly municipal wastewater treatment technologies. Laboratory and pilot-scale surveys have revealed that the anaerobic membrane bioreactor (AnMBR) is a promising alternative for municipal wastewater treatment. Anaerobic membrane bioreactor technology combines the advantages of anaerobic processes and membrane technology. Membranes retain colloidal and suspended solids and provide complete solid–liquid separation. The slow-growing anaerobic microorganisms in the bioreactor degrade the soluble organic matter, producing biogas. The low amount of produced sludge and the production of biogas makes AnMBRs favorable over conventional biological treatment technologies. However, the AnMBR is not yet fully mature and challenging issues remain. This work focuses on fundamental aspects of AnMBRs in the treatment of municipal wastewater. The important parameters for AnMBR operation, such as pH, temperature, alkalinity, volatile fatty acids, organic loading rate, hydraulic retention time and solids retention time, are discussed. Moreover, through a comprehensive literature survey of recent applications from 2009 to 2021, the current state of AnMBR technology is assessed and its limitations are highlighted. Finally, the need for further laboratory, pilot- and full-scale research is addressed.

Citizens are beginning to play a key role in the development of the smart city concept, providing a wealth of information for the sustainable development of cities. For this research, we planned and conducted empirical studies to examine the areas influencing the quality of life from the point of view of municipalities. A questionnaire form was developed and a survey was conducted on a sample of 84 municipal offices in Poland. We tabulated, statistically processed and analysed the results and thoroughly investigated the areas influencing the quality of life, their impact and importance. We determined which areas of the city are included in municipal research and checked whether there was a need to expand these areas. We found that the people responsible for research in municipal offices are aware that the quality of life is influenced by many areas and conditions. However, these people only choose selected areas for research and have a problem with indicating what can be extended to them. At the end of the article, the limitations of the conducted research are indicated and the directions for further research are proposed.

Abstract Municipal health secretaries are strategic actors in the construction of the Brazilian national health system - SUS, actively participating in the system’s governance. The comparative analysis of the profile of municipal secretaries over three decades (1996, 2006, and 2017) was carried out using the database of three cross-sectional surveys carried out at the national level with structured questionnaires aimed at all municipal health secretaries in the country. The increase in female participation, greater diversity in ethnic and racial terms, greater professional qualification of managers, and the renewal of the generational profile, reiterates the advance of the democratization of these management spaces. Despite the renewal of the profile during SUS’s construction, the challenge remains to make the public machine more representative of Brazilian society as a whole.

The digital transformation of processes and services is a priority for the Bulgarian society and economy. This is especially true in the context of a global pandemic. Online work and training require state and municipal administration to provide additional efforts for digitalization. In this context, the main methodological issues in the study of the e-government system in the Republic of Bulgaria will be presented. The applied methods are related to: analysis and evaluation of the applicable regulatory framework; analysis of the possible technological solutions for conducting surveys among the municipal administration; methods related to the possibilities for statistical analysis of the obtained results. The main results are in the direction of clarifying the applicable methodological and technological tools for studying the degree of development of the e-government system. The conclusions are in the direction of the achieved methodological and technological readiness for conducting a survey in the local administration.

One of the main causes of premature deterioration in pavement structures is overweight heavy vehicles. To characterize these vehicles, real loads of motor vehicles of more than four tons should be monitored, especially vehicles classified as C2 (2-axles, single units), C3 (3-axles, single units), T3-S2 (5-axles, single trailer) and T3-S3 (6-axles, single trailer) type, as they represent 99.5% of the Costa Rican truck fleet. This study includes six temporal weighing surveys on municipal roads and seven weighing surveys on national roads, comprising the weight of 525 and 554 trucks, respectively. On municipal roads, C2 vehicles with bulk and wagon body types are predominant (67% of surveyed vehicles), whereas on national routes T3-S2 vehicles predominate (42%). Likewise, it was determined that most of exceeding data correspond to vehicles transporting pit material, construction materials, and merchandise on both types of roads. Compared with municipal roads (8%), the percentage of overweight vehicles is more than twice that on national roads (18%) where weight regulations are not enforced. To estimate updated and realistic load data that can be included in pavement design manuals and guides, the same results are provided in parameters such as truck factors and load spectra.

The article discusses the structure that facilitates the registration of a real estate property in the State Real Estate Cadester (SREC). The importance and significance of carrying out engineering surveys in relation to real estate objects are reflected in this paper. The authors found the points of the state geodetic network (SGN), visited each SGN point and approved their coordinates. To study the road network, the authors chose the method of satellite geodetic determinations in fast static mode. The selected equipment - EFT M1 GNSS receiver - collects the most accurate data using the advanced technology and the highest levels of performance, precision and quality. The cadastral engineer processed the obtained coordinates and formed a geodetic construction scheme. In conclusion, the technical plan for putting the facility into operation was prepared on the basis of the received data.

The agrarian structure in Poland is dominated by small farms; the large share of these is a result of historical consequences. The economy has pushed small farms toward economic efficiency, which in farming often translates into increasing the scale of production. The primary objective of this research was to present the directions of the changes in the number of small farms in Central and Eastern Poland and to indicate the factors determining their functioning and development. The research was based on a random sample selection from rural municipalities, villages and small farms. The researchers collected 19 completed surveys from municipal agricultural officers, 75 surveys from village mayors and 116 surveys from small and active farms. The data from the farm surveys was analysed using k-mean cluster analyses and the Principal Component Analysis (PCA) to distinguish farms into homogenous groups. Three types of farms were identified: “hobby”, “two-occupation” and “professional” farms. The research shows that in the municipalities of Central and Eastern Poland, the number of landowners (over 1 ha of arable land) paying agricultural tax increased by 9% between 2005 and 2017. A significant gap was identified between the number of “official farmers” and “active” farmers. In the farm category surveyed, “active” farmers numbered only 33% of all farming entities. The surveys confirmed that the development of small farms is particularly influenced by external factors (EU funding; national benefits), rather than internal (entrepreneurial) factors. An in-depth survey of farmers, municipal agricultural officers and village mayors shows that “professional” farmers (Cluster 0) are expected to invest, develop and innovate. Farmers managing “hobby” and “two-occupation” farms have a reserved attitude towards investment and their objective is to maximise the benefits related to the arming status. In the authors’ opinions, “professional” farms have the highest probability of being economically viable, while others tend to focus on the provision of public goods related to financial support.

Purpose The purpose of this paper is to compare views of the community, views of the organization head, and perceptions of organizational justice between deputies working in sheriff’s offices and officers working in municipal police departments. Design/methodology/approach This study used surveys of 2,012 sworn deputies representing 19 full-service county sheriff’s offices and 10,590 sworn officers representing 70 municipal police departments. Bivariate and multivariate analyses were used to compare the three dependent variables between sheriff’s offices and municipal police departments. Findings Deputies in sheriff’s offices expressed more positive views of the community and organization head, and more favorable perceptions of organizational justice than officers in municipal police departments. Regression analyses indicated that views of the organization head and perceptions of organizational justice remained significantly more positive in sheriff’s offices than municipal departments, even after controlling for agency size and concentrated disadvantage. Research limitations/implications The sample of agencies should not be considered as a representative of all sheriff’s offices and municipal police departments in the USA. The number and scope of agency-level variables included in the regression models were limited. Practical implications The results suggest the importance of ensuring more equitable systems of rewards and organization heads taking steps to communicate more effectively with sworn personnel, especially in municipal departments. Originality/value By its focus on sheriff’s offices, the study broadens knowledge of law enforcement agencies and sworn personnel, which is usually based on studies of municipal police departments and officers.

Why do some local governments successfully address issues related to environmental disaster risk management (EDRM), while others do not? This research contributes to a growing literature about the relationships between institutions, multilevel governance, and EDRM at the local level in developing countries. Supported by the frameworks of institutional analysis and polycentric governance, as well as an in-depth case study of three municipalities in Chile (Cauquenes, Lebu, and Panguipulli) with data from primary sources (e.g., interviews, surveys applied to representative samples of householders, and archival research), this study identifies the types of institutional responses that appear to improve governance outcomes. The analysis reveals that municipal operational rules combined with representation, municipal structures, institutional trajectories, and polycentric relationships between municipal governing councils and society are influential factors for successful EDRM.

Bordering the wealthy town of Apex, North Carolina, is a majority African-American neighborhood, Irongate Drive, without town water service, relying on private wells. Residents have long sought access to town water as their wells are running dry, but problems have not been systematically documented. Using a comprehensive survey and qualitative interviews, this study assesses the frequency of water shortages, uncovers the effects on daily lives, and reports on water source preferences. Surveys showed 80 percent of households experience water scarcity. Respondents reported not having enough water to flush toilets, shower, wash hands, or do laundry. Annual well maintenance costs averaged $1405; additional costs included dealing with water shortage and buying additional items to cope. More than 75 percent actively seek municipal water, and none oppose it. These results could inform assessments of impacts of water access disparities in similar peri-urban minority communities nationwide that remain excluded from nearby municipal services.

Municipal mergers are typically contentious and polarizing issues among both citizens and politicians. In deciding on these, municipal-level referendums are often commissioned by municipal councils. Referendums, though, are also per se polarizing processes that only exacerbate an already polarizing issue. Adding deliberation to referendum processes has been shown in previous studies to be a more democratically sustainable process than mere referendums. In this study, we explore the use of mixed deliberation between citizens and politicians within a municipal merger process in the municipality of Korsholm in Finland, one year before a referendum on the issue occurred. The deliberations were two-hour sessions in February 2018, with local politicians present in each discussion group. Using pre- and post-deliberation surveys, we trace how citizens (n = 117) engaging in deliberation developed their social trust, political trust, and political efficacy during deliberation. Generally, we expected that all of these would be strengthened in deliberation. The results, however, reveal only a few statistically significant effects, some of which ran contrary to expectations.

ABSTRACT This article analyzes the impact of decentralization on the recruiting standards for the position of municipal health secretary, aiming to understand the extent to which local power has been democratized, as a consequence of the Unified Health System (SUS) implementation. Municipal health secretaries all over the country answered a questionnaire at two different times in the decentralization process - 1996 and 2006 - achieving representative results. The goal was to collect data about their socioeconomic, professional profile, political trajectory and public life. Results show that there are more women, brown (‘pardos’) and low-income people holding the position, and that the qualification of municipal health secretary improved in the period between the two surveys. However, this does not apply to the larger cities and more developed regions, where competition for this position has led to a recruiting standard that combines high levels of professionalism with restricted access for disadvantaged groups. We also found that municipal health secretary are now more politically engaged in manager’s associations than in their previous insertion in civil society networks.

This paper focused on the challenges of municipal solid waste disposal in Aba urban, Nigeria, and proposed practical solutions to tackle this menace. The study used mixed-methods approach, combining qualitative and quantitative research methods. The qualitative research involved interviews with key stakeholders, including waste management officials and residents. The quantitative research involved surveys to collect data on waste generation disposal and waste management practices. The findings of this study will contribute to a better understanding of the complex issues surrounding municipal solid waste disposal in Aba. The study identified key challenges, such as inadequate waste collection and disposal infrastructure, lack of public awareness and participation in waste management, and insufficient funding for waste management services. The study also suggested possible solutions, such as improving waste collection and disposal infrastructure, increasing public awareness and participation in waste management, and exploring innovative funding mechanisms for waste management services.

This article analyzes some current problems of socio-economic development of the northern and Arctic cities of the Far North and the Arctic, identified during expert surveys in 2021-2023. In the course of the study, scientific literature and official statistical data on the issues of socio-economic development of northern and Arctic municipalities (MO) were studied. Scientific methods of statistical and comparative analysis were used, and the method of sociological research (expert survey) was also used. The most acute problems of social and economic development of the Arctic and northern municipalities have been identified: lack of financial resources and budget revenues; problems in the housing and communal services sector; logistical problems associated with poor transport accessibility. It has been established that the level of provision of social services to residents of the Arctic and northern municipalities is higher than that of residents in the Murmansk region. When assessing protest activity, there is a high probability of increased social tension in the Arctic and northern municipalities. The results of expert surveys to identify problems of socio-economic development of the Arctic and northern regions, the level of social tension can be used in the development of federal, regional, municipal development programs and other documents.

Abstract Research purpose The Kehler Management System (KMS) is a tool for assessing quality in municipalities. Due to technological advancements, globalisation, greater market dynamics, changing values and demographic change, municipalities find themselves in a complex and dynamic field of tension. The diversity and complexity of these fields of activity and relationship structures continue to increase, making it difficult for municipalities to adapt their processes. However, in the first stage, the focus of KMS was limited to the internal perspective of the municipal administration. This was coherent in terms of an initially necessary reduction of complexity, but in terms of a holistic view, this is insufficient. Following the successful introduction of the KMS for quality assessment in the internal structure of public administration, the concept is being expanded to include the external perspective of stakeholders. The question is: “How can the satisfaction of various stakeholder groups in the municipality be measured in a way that incurs significant participation and produces relevant results for the decision-makers in the municipality?” Design / Methodology / Approach The research design takes the form of a case study and focuses on the municipality of Ottersweier. The basis for developing the external perspective is determining the stakeholder groups interacting with a municipality. Six stakeholder groups are identified: Residents, local businesses, business partners of the administration, capital providers of the administration, civil society actors such as associations, clubs and interest groups, and corporations and institutions under public law, e.g. neighbouring municipalities. In analogy to the KMS's approach to the municipal administration's internal perspective, the first step is identifying impact factors grouped into success clusters. To assess the impact factors, questions relevant to the impact factors are developed. Questionnaires were developed and tested for the stakeholder group of residents, local businesses and clubs. All questionnaires were tested in the Ottersweier community. Findings: The survey brought about significant results that aligned with the staff's experience in the municipality. Local businesses indicated a "General Satisfaction" of 81%. They were especially satisfied with the work of the administration. The impact cluster is considered to be fulfilled. However, 18 companies indicated a willingness to relocate out of the municipality for other reasons. The survey of the clubs showed a high level of satisfaction with the service quality of the municipality for this stakeholder group. The general satisfaction of the clubs was 98%. The evaluation of the residents' views showed that the two impact clusters, "General satisfaction" and "Administration," were above the 80% hurdle. The results for the impact clusters "Municipal Policy" and "Supply and Infrastructure"were noteworthy. Both the survey of residents and local businesses obviously failed to meet the KMS target of 80% effectiveness for these two impact clusters. A closer examination of the detailed questions revealed that both stakeholder groups perceive the same areas as particularly deficient: communication and implementation of the municipal council's mission statement and public transport. Originality / Value / Practical implications In previous surveys of residents in various municipalities without using the KMS, the participation of residents was so low that only limited conclusions could be drawn about the quality of municipal services. Therefore, an attempt was made to keep the number of questions to residents as low as possible to increase the survey's acceptance. The response rate was significantly expanded concerning the number of residents compared to previous surveys. Since two stakeholder groups perceived two areas as deficient independently of each other, "Municipal Policy" and "Supply and Infrastructure", the municipality of Ottersweier must conduct a weakness analysis in order to develop a plan for action to improve the services. Semi-structured, qualitative interviews with residents can be used for this analysis. Also, the motives for local businesses to consider relocation should be investigated in more detail.

Abstract When a new EU directive on municipal waste management was implemented in Poland over 5 years ago, there were practically no IT systems on the market allowing for comprehensive support of this process. Significant changes revealed a number of problems that the municipalities had to face and are facing today, trying to create an integrated system of waste management. IT systems used by municipal units before the amendment of the act have been proved insufficient to be able to efficiently manage the collection of waste from residents. The new regulations significantly influenced, among others, the process of information flow between entities in the waste management system. New participants in the municipal waste management process have been introduced, which from that moment has had to be dealt with by municipal units - the entire organization of the waste collection process and information activities in this area fell on the municipalities. This article presents the results of research on IT systems used in municipalities and its needs in this area. These surveys were carried out using a questionnaire sent to municipalities in the Silesian Voivodeship. Its aim was to identify the features and functions that should be met by the IT system, allowing for comprehensive management of the new municipal waste management system.

In this paper the influence of macrosocietal shifts on municipal reforms in metropolitan areas, as reflected by the cyclic swing from periods of increased efforts to rationalize metropolitan governance to periods of acceptance and promotion of a fragmented pattern, is demonstrated. An analogy between the changes in industrial organization and municipal organization is suggested. The paper is focused on Israel's economic core region—the Tel Aviv metropolis—with surveys of reports of commissions dealing with municipal reforms and of boundary commissions assessing claims for municipal boundary changes between 1960 and 1993. A unique feature of Tel Aviv is the region's past failure to implement proposals for major rationalization during a period when such reforms were common in countries with similar political systems. This failure was a result of specific political and geographical factors that counterbalanced the broad processes that supported reform. The subsequent period of economic stagnation weakened prospects for comprehensive reforms. Renewed growth in the 1990s has intensified pressures for municipal change but has not been associated with the comeback of old notions of metropolitan government. Rather, flexible modes of cooperation and coordination appear to be preferred, priority being given to reorganizing local government in the urban—rural fringes of the metropolis rather than dealing with the inner parts of the metropolis.

City Corporations, which are crucial in defining the urban environment, have a significant impact on the quality of life of their residents. Hence, this study aims to explore citizens’ assessment and satisfaction with the different services provided by Mymensingh City Corporation. Employing an exploratory research approach, the study gathers quantitative data through surveys. The findings of the study revealed that 24% of participants strongly agreed that the Mymensingh City Corporation upholds the Citizen Charter while providing services, 38% were satisfied with the MCC’s present services, 12% claimed to have participated in the MCC decision-making process, 22% concurred that the MCC demonstrates an adequate level of transparency and accountability in its operations, 24% were satisfied with the MCC’s efforts to preserve public safety and civil defense, and 38% said that the MCC had done a good job of upholding urban planning. These statistics clearly indicate that MCC has enough scope to improve its overall performance regarding enhancing citizen satisfaction. Since the survey was conducted during the pandemic, it has restricted gathering data from an adequate number of respondents. However, there is a scope for further research by applying a mixed method with a large sample size. Finally, necessary policy recommendations have been discussed in the study that may improve the performance of the MCC.

Inter-municipal cooperation in Iceland has a history of many decades. There has been significant cooperation between smaller and larger municipalities in order to improve the provision of services, which in many cases has been difficult for the small and smallest units – a question of capacity. In this article, the main task is to look at the democratic aspect of inter-municipal cooperation arrangements. The main research questions are on consequences for democracy, democratic accountability, efficiency and decision-making in this context, which have been pointed out as the main democratic concerns by various European researchers. To answer this for the case of Iceland, responses to questions on the topic from two different surveys among local leaders are analysed. The main conclusion is that the general concerns stated by the above-mentioned researchers also seem to be present in the case of inter-municipal cooperation in Iceland.

In resolving boundary disputes in Ontario, there are two separate statutory regimes that can be utilized by municipalities (and others). Focusing on the context of municipalities and disputes in relating to the location of roads, this paper provides a comparative analysis of Ontario’s Boundaries Act and the long ignored municipal resurvey provisions in the Surveys Act. It is the writer’s thesis that in these circumstances, the Surveys Act provides for a more efficient and better cost recovery process for municipalities than the regime set out in the Boundaries Act.

In Brazil, the collection and management of urban solid waste is the responsibility of municipal governments. In most cases this is done on an informational basis considering population numbers to allocate resources for this purpose. Without having data capable of capturing socioeconomic transformations and/or changes in patterns of land use and occupation occurring in intercensal periods, the dimensioning of service provision is compromised. Thus, unwanted impacts can be caused, such as the irregular disposal of solid waste, affecting the quality of life of the population. The use of alternative data sources, especially big data, has enormous potential to complement data from administrative records and surveys, in addition to filling information gaps generated by disconnection of data with reality as the period since the census reference date lengthens. In this article, procedures and results of the use of big data are presented, more precisely satellite images, as an information alternative capable of better reflecting collective demands for services such as collection of municipal solid waste, and therefore of better guiding the decision-making process at the municipal level.

Abstract This article examines three social surveys carried out in English provincial towns after Seebohm Rowntree's study of York and before A. L. Bowley's sample surveys of five towns. The authors emphasized specific local circumstances and suggested local voluntary and municipal remedies for the social problems they described. Their focus was on the community, and although informed by the discourses of ‘national efficiency’ that also lay behind Rowntree's researches, the solutions to the problems of juvenile life and casual labour that compromised national efficiency were to be found in local endeavour. Poverty was viewed in the context of its impact on the community rather than on the individual.

Historically, there has been an inequality in mobility conditions between men and women, which derives mainly from their gender roles in society. Generally, women are responsible for caregiving activities, such as caring for children. In this context, studying the mobility of care in different areas is vital. To reflect on this issue, the environment around the 27 Febrero Municipal Child Development Center in the city of Cuenca-Ecuador was used as a case study. Four instruments were applied: Case-type surveys to parents, open-source tools for the micro-scale evaluation of eMAPS environments, non-participant direct observation, and semi-structured interviews. It was found that, although the quality of the urban environment influences the mobility conditions for caregiving when traveling to and from the educational center, other factors are more relevant, such as the means of transportation used and personal safety.

Food animals are important sources of high quality protein and revenue to man, and can also serve as vehicles for disease transmission. Apart from economic losses, diseased organs in slaughtered cattle can also be sources of epidemiologic and zoonotic threats to man if not detected and controlled. The study was conducted to evaluate the number of cattle slaughtered, prevalence, seasonal variation, and socioeconomic consequence of bovine fasciolosis at the Ibadan Municipal abattoir, Ibadan, Oyo State, Nigeria, between 1994 and 2004 based on retrospective abattoir meat inspection records and a perspective meat inspection survey. Of the 1, 640,095 cattle slaughtered in 11 years, 37, 828 livers were condemned due to fasciolosis, translating into a prevalence of 2.31%. The incidence observed among males 172 (4.24%) was slightly higher than noted for females 452 (3.73%) though significant at 0.05 level of error. More so, the prevalence recorded in the dry season (October – March) was 19, 816 (2.58%) and 18, 012 (2.07%) for the rainy season (April – September) with a fairly strong positive correlation (+0.76) occurring between the incidence of the disease in the seasons. The economic impact of the losses due to fasciolosis was estimated at N19, 618,639 Nigerian Naira ($147, 121) which was a huge loss to the livestock industry and the nation . With these findings, there is need to carry out a more elaborate survey of the disease in selected abattoirs, clinical and parasitological surveys in ranches and ecological studies in majors rivers and ponds throughout the country. Public awareness campaigns, planned herd health programmes, flukes and intermediate hosts control and effective meat inspection are also needed. There should be enforcement of ante-mortem examination in all abattoirs in Nigeria in order to reduce wastage while identifying diseases of public health and economic importance before slaughter. This will minimize health risks and the associated huge economic loss. Compensation of butchers and meat traders with condemned livers is recommended, in order to salvage constant prevalence of fasciolosis in Nigeria.

Studies on the digital transformation of organizational services have clearly revealed its effectiveness. However, the link between the management of the digitization of functions, citizen mobilization and social innovation is little investigated. Even research on the effectiveness of the management of the digitalization of municipal services is almost non-existent. To shed light on this gray area, research with municipal councillors and heads of departments of municipalities in Chad was conducted. The hybrid approach has been deployed. She facilitated the production of data through 15 semi-structured interviews and 210 surveys per survey. The approach of deconstructing the management of the digitalization of services into three constructs (management of the appropriation of social media, management of the operationalization of digital platforms and management of organizational agility) was used. The results showed that the management of social media appropriation and organizational agility promote the emergence and structuring of the dynamics of citizen collective intelligence. Then, the management of the operationalization of digital platforms is a real lever for the adaptation and resistance of the social innovation system. While the dynamics of collective intelligence increase the resilience of the social innovation system. However, the management of organizational agility has little significant contribution to citizen mobilization. This concerns the management of collective citizen intelligence, considered as a factor in the pooling of know-how which generates performance in social entrepreneurial innovation. The article can be useful to municipal councillors and department heads who will use it to improve citizen mobilization practices. While the government and its partners will find new directions to build the capacity of municipal services so that they are able to develop social innovation projects.

The increasing amount of municipal solid waste is one of the most urgent problems for many countries in the world, including Kazakhstan. In 2021, a new environmental code was adopted in the country. In accordance with this code, some types of garbage (such as plastic, paper, cardboard or glass) are not accepted at sanitary landfills. Besides this, a separate collection system of municipal solid waste in Kokshetau is practically absent, and only a few points for the collection of secondary raw materials are currently available. The state bodies are faced with the task of introducing dual waste collection technology. This work shows the results obtained by a sociological online survey performed among the residents of the city in order to identify their attitudes with respect to the separation and classification of waste. This survey allowed us to study the level of environmental awareness and interest in solving waste-related issues in the population of Kokshetau. The results show that the majority of the population is concerned about the problem of municipal waste management and is ready to cooperate on the classification of waste at the original source. Additionally, it was revealed that the survey participants have weak environmental knowledge, so it is necessary to conduct environmental education activities for the population. The existence of a statistically significant relationship between the variables under consideration in terms of the Pearson Chi-squared criterion was observed.

This article reports the combined results of two surveys of Illinois, U.S., communities about the status and needs of their community tree programs. The surveys were intended primarily to help state and federal agencies and private organizations to more effectively target the support they give to Illinois community tree programs. In 1995, we surveyed individuals responsible for tree care activities in small Illinois communities (population less than 25,000), and in 1999 we extended the survey to communities with populations of 25,000 or greater. Local municipal officials, regardless of community size, have strong positive attitudes toward the value of trees to their communities. Communities vary, however, in their resources, problems, and needs relating to their public trees. In particular, small communities often lack key components of an effective tree program and trained personnel for carrying out these programs. In providing assistance for community tree programs, state, federal, and private organizations should keep in mind the distinct needs and opportunities of communities of different sizes.

The background to this paper is the increasing interest in the relationship between housing and municipal services and HIV/AIDS. The purpose of this paper is to clarify what, precisely, one has in mind when thinking that housing and municipal services might prevent HIV infection and associated opportunistic infections. The focus is not on the socioeconomic dimensions but on the modes of transmission associated with specific opportunistic infections. That is, the paper first disputes the relevance of housing and services to HIV prevention, but then demonstrates that housing and municipal services are important for (a) the prevention of certain opportunistic infections to which people affected by HIV/AIDS are particularly vulnerable, and (b) for the provision of home-based care. In addition to the medical focus of the paper, there is attention to the empirical backdrop on the relation between housing, municipal services and HIV/AIDS, analysing survey findings regarding among whom and where HIV prevalence is highest, and projections regarding the extent of HIV infections and AIDS based on the World Health Organization clinical staging system. Using Johannesburg as a case study, it is demonstrated that the number of persons having AIDS is smaller than one might expect and also that the number is already declining, which has implications for the provision of home-based care. However, it is also shown that the number of households that lost one or several members is increasing rapidly. In this context, labour force surveys are employed to identify the impacts on specific categories of households. At this stage, a defining unknown is the scale, nature and location of these reconstituted households and what this means for housing policy. Finally, a feature of the research was the extent to which medical practitioners viewed housing as a quixotic sideline within the broader struggle for HIV prevention and the provision of treatment. In sum, the paper provides an argument for incorporating housing and municipal services into both HIV and AIDS prevention and treatment programmes.
