This study investigated the barriers to effective supply chain management implementation in the context of Zimbabwean public sector. We aimed to identify strategic barriers affecting supply chain management implementation among public procuring entities in Harare and establish the technological barriers affecting supply chain management implementation among public procuring entities in Harare. It was also premised to uncover the organizational barriers affecting supply chain management and implementation amongst public companies in Harare. The study was a cross sectional survey of selected public procuring entities in Harare. These included the Ministry of Health, Ministry of Agriculture, Ministry of Transport, Ministry of Finance and Ministry of Economic Development. A total of 132 respondents took part in the study. The findings revealed that the government departments under study lacked supply chain management planning that is well synchronized with the respective ministries’ overall strategic planning. Inconsistencies were identified between the departments’ supply chain structure and information systems that had been implemented and it had become difficult to incorporate real-time information sharing into supply chain operations.

For most companies, supply chains have become the most crucial factor in their competition rather than individual competition, enabling any company to gain a competitive advantage against another organization through efficient and effective supply chain management. Supply chain drivers have become one of the most critical potential valuable access to a competitive advantage by enhancing and improving organizational performance. This study aims to explore the impact of the drivers of the supply chain on the performance of pharmacies of the Ministry of Health in Jordan. The study used the descriptive analytical approach and simple random sampling. 300 electronic questionnaires were designed via Google Sheets and sent via email and social media to employees in the Jordanian Ministry of Health pharmacies. The study retrieved 252 questionnaires valid for analysis. SPSS was employed to analyze the data and test the hypotheses. The results showed that the Beta-value is 0.849, T-value is 25.370, at a significance value of 0.000, which means that supply chain drivers affected the Ministry of Health pharmacy’s performance. The estimated regression equation means that any one-unit increase in the level of supply chain drivers will lead to an increase in Ministry of Health pharmacies’ performance by 0.789. Furthermore, the performance of the supply chain drivers was moderate, and the general performance was high. The study recommended that pharmacies focus on employing software and modern technology in inventory control.

Thanks to the Ministry of Education, the National College Graduates Employment and Entrepreneurship Steering Committee, the companies, relevant colleges and it’teachers worked together, which lasted for more than 10 months, and successfully completed the first phase of the Ministry of Education's supply and demand docking employment and education project.

The use of innovative technology in effective supply chain management and its concept is one of the most important processes in the business sector, which includes the entire process that a product/ service goes through from creation to the last customer. The use of new technologies is important and necessary to increase competitiveness, therefore, the use of innovative technologies in the supply chain management process is important because management is more efficient and faster. In addition, the paper covers the discussion of such important modern technologies as Radio Frequency Identification (RFID), Drone, Big Data (BD), Robotic Process Automation (RPA), Artificial Intelligence, Internet of Things (IoT), Blockchain. The best example of the use of modern technologies in Georgia can be considered the effective management of the joint supply chain of the Ministry of Justice and its LEPL with modern technologies. LEPL House of Justice uses innovative technologies to provide citizens with more than four hundred services of LEPLs operating in the field of governance of the Ministry of Justice, various public agencies and the private sector.

Water is a necessity for human existence. It is needed for man’s daily activities. Federal Housing estate, Egbeada was being supplied water from the ministry of public utilities in the 1980s and 1990s. With the expansion of Owerri urban and the consequent population growth of the same, the ministry could no longer meet the water need of the estate. This inability of the Government to meet this need has led to the proliferation of boreholes in the area. Out of 335 housing units in the estate, 199 have boreholes. About 20 houses were randomly selected for oral interview. Water analyses were also carried out from 5sampled boreholes. Result showed that the water in the area is slightly acidic. Recommendations were also made based on the result of the findings.

Muslim and non-Muslim communities in several countries in the world have taken great opportunities in the halal industry. Countries with a majority Muslim population compete with each other to become the world's halal supply chain. The purpose of writing this article is to find out 1) the KNKS strategy on strengthening the halal supply chain for halal products in Indonesia 2) The strategy of the Ministry of National Development Planning in accelerating the halal supply chain of the halal industry in Indonesia 3) To determine economic conditions of Indonesia in the global Islamic Economy. This article uses secondary data obtained through reports on the GIE 2020/2021 Report, KNKS, and the Ministry of National Development Planning. Data analysis in this article uses four stages, namely data reduction, data categorization, then data verification, and finally with data display. Conclusions are drawn by describing the report in the tables. It can be concluded that, with a large population and a Muslim majority as a destination country for investment in halal products, the strategies undertaken by stakeholders are directed at strengthening Indonesia's halal supply chain towards the world's halal axis.

The Nigerian health system is fraught with inadequate personnel, weak logistics systems and poor service delivery. The Federal Ministry of Health (FMoH) report on mapping of partners’ procurement and supply management systems for medical products with its recommendations was evaluated. An assessment of Supply Chain Management (SCM) of health facilities as well as the different categories of personnel that manage them was conducted. The study indicated 79.5% of the facilities received free antimalarials, 46.2% received free ARV and 23.1% received free antituberculosis. Facilities (94.9%) were not involved in the product selection as it was undertaken by providers. Also, 65.4% of the facilities received expiring drugs, 87.2% did not have well trained and efficient staff. In addition, 88.5% admitted that supplies were sometimes delayed and they (65.4%) are usually not intimated of the reasons, 66.2% do not calculate average monthly consumption, 59.5% submit LMIS report monthly while 60.0% do not have inventory control system. The study indicated that stock out and supply interruptions still exist several years after FMoH survey and recommendations. This study found that logistic challenges still exist at the SDPs implying that either FMoH recommendations were not implemented or implementation was ineffective in addressing the challenges. The present commentary summarizes the attacks to the Dietary Guidelines for the Brazilian Population from ultra-processed food manufacturers and the Brazilian Ministry of Agriculture, Livestock and Supply (MAPA). After MAPA issued a technical note calling on the Ministry of Health urgently to review the Guide by cutting out its recommendation to avoid consumption of ultra-processed food products, without citing scientific evidence, a wide group of scholars confirmed that the note had no valid foundation.

Au cours du second immédiat après-guerre, la Belgique continue être soumise à une « économie de disette » qui s’est épanouie sous la seconde occupation. Afin d’assurer le ravitaillement alimentaire de la population et le maintien d’une activité économique, la puissance publique est contrainte d’organiser l’économie nationale traditionnellement acquise à la liberté du marché. Le temps de la pénurie alimentaire mondiale, la politique alimentaire va diriger l’approvisionnement général du pays par la stabilisation des prix et salaires, les importations, la mobilisation du secteur alimentaire, la distribution de l’alimentation, le rationnement et enfin la répression du « marché noir ». En dépit de la cherté des approvisionnements extérieurs et la régulation de la pénurie au niveau mondial, les gouvernements belges qui se succèdent depuis la Libération s’attachent à l’amélioration du niveau de vie d’une population affaiblie par l’occupation. Cette restauration des forces de travail est un corollaire indispensable à la reprise de l’activité économique et à la reconstruction du pays mais aussi au maintien de l’ordre établi et à la restauration politique. Cet objectif alimentaire a été assigné en exil et dans Bruxelles occupée par les élites dirigeantes – qu’elles soient politiques, économiques ou syndicales – dans une rare unanimité au même titre que la défense d’un « franc fort ». Le Parti communiste, qui participe au pouvoir dès le premier Gouvernement d’Union nationale de la Libération, va aussi adhérer à ces deux objectifs et se voit attribuer le lourd et ingrat portefeuille du Ravitaillement pendant la plus grande partie de son existence qui s’étale de septembre 1944 à décembre 1948.

Le choix assumé par une Belgique solvable d’une « politique d’abondance » aux dépens d’une planification des investissements se démarque des choix opérés par la France, les Pays-Bas ou la Grande-Bretagne impécunieux mais obsédés par la modernisation de leurs appareils de production respectifs. L’objectif belge d’apporter à la population – à coup de subventions massives – l’indispensable puis l’utile mais aussi le superflu va se maintenir jusqu’à la libération progressive des transactions et des prix et participe à la restauration rapide de l’économie belge transformatrice et exportatrice. Dès la fin de la guerre en Europe, un apparent « miracle économique » se produit en Belgique avec la reprise rapide des exportations à destination des pays limitrophes. Le processus de restauration économique a été initié dès les premières semaines de la Libération grâce aux prestations massives aux armées alliées et le « remboursement » inespéré d’une partie conséquente de celles-ci après-guerre. Dès le début de l’année 1947, la production industrielle belge rattrape le niveau d’avant-guerre alors que les productions charbonnière et agricole restent à la traîne. La politique alimentaire du second immédiat après-guerre place le consommateur au centre de l’économie agricole et multiple les contraintes du côté de l’offre en matière de transactions et de prix. Encombrée par l’héritage de l’occupation – en dépit d’un droit d’inventaire – elle rencontrera une forte opposition de la part du secteur alimentaire et principalement le monde agricole et le petit commerce. Ceux-ci déploieront des stratégies défensives à la fois politiques et illégales. Ces dernières s’expriment essentiellement depuis l’occupation par le détournement d’une part conséquente des maigres disponibilités alimentaires au profit de l’ennemi et d’une minorité au fort pouvoir d’achat. Quant au monde ouvrier organisé qui constitue aux yeux de la puissance publique le principal acteur du côté de la demande alimentaire, il va contester dès la Libération la politique d’austérité et l’inéquité des sacrifices demandés au nom de la restauration du pays. En dépit d’une pacification convenue entre les élites patronales et syndicales en échange de réformes sociales et la participation loyale des communistes au pouvoir, la seconde sortie de guerre sera marquée par de nombreuses grèves « sauvages » débordant le cadre syndical réformiste et communiste.

À vrai dire, la politique alimentaire mise en œuvre au cours de la seconde libération et du second immédiat après-guerre – ainsi que les réponses apportées par l’offre et la demande – ne peuvent être étudiées et comprises qu’en convoquant les crises alimentaires précédentes depuis la première occupation que la Belgique fut la seule à connaître en Europe occidentale sur la plus grand partie de son territoire, à l’exception du petit voisin grand-ducal. Tant la puissance publique, les élites dirigeantes que le monde agricole ou encore le mouvement ouvrier sauront tirer les enseignements des expériences passées. Enfin, la production agricole de la Belgique structurellement dépendante des importations massives de céréales et autres aliments du bétail s’inscrit depuis la fin du XIXème siècle dans une économie alimentaire mondialisée. Les crises alimentaires des temps de (sortie de guerre) traversées par la petite économie transformatrice et exportatrice sont avant tout des crises des approvisionnements extérieurs marquées par leur diminution voire leur quasi disparition. Au cours du second immédiat après-guerre, la politique alimentaire de la Belgique – comme celle des autres grands pays importateurs français, britannique ou néerlandais – sera toujours aussi tributaire des approvisionnements extérieurs régulés depuis la guerre par les Grands Alliés anglo-saxons. Ceux-ci passeront le relais en 1946 aux organismes internationaux gravitant autour des Nations Unies jusqu’aux abondantes récoltes mondiales de l’An 1948.

AbstractA constant production and delivery of electricity is crucial to the functioning of the society. Power systems, however, suffer from either physical, institutional or community level challenges under climate change. Specifically, Malawi is exposed to both climatic and geologic hazards. One of the guiding principles of the needs assessment and recovery strategy is to move from response to long term resilience. The national energy policy (NEP) is considered as one of the drivers of long-term power system resilience (PSR). Understanding the status of NEP is critical in coming up with long term resilience solutions because the qualitative evaluation in this case considers information about risks, the perceived severity of risks and possible impacts of shocks. Although prior studies contributed significantly to the resilience of electricity systems, none of those studies explored the possibility of the NEP being a critical key in promoting the resilience of the electricity sector to extreme weather events. This novel study, therefore, assessed the capacity of the NEP to promote infrastructure and institutional PSR. It also identified challenges regarding the capability of the policy to support PSR. Finally, the study suggested key policy solutions to the identified challenges. Content and thematic analysis were used to analyse the status of energy policy. While the capacity of the policy to promote infrastructural resilience was assessed by evaluating the level of technical policy implementations and status of electricity supply, institutional resilience’s capacity was determined through legal and capacity building policy implementations. Notably, the NEP fails to support PSR. Resilience policies, energy policy financing, energy policy management, coordination with key stakeholders, politics, energy data and capacity of the Ministry of energy are critical issues.

AbstractAlthough on opposing political spectrums, Barisan Nasional (BN) and Pakatan Harapan (PH) legitimised their presence through several vocational roles. These roles were not overtly mentioned, but their use can be unveiled by a conceptual metaphor analysis. This chapter analyses eleven supply bills or better known to Malaysians as budget speeches presented by two Ministers of Finance, Najib Razak (2010–2018) from BN and Lim Guan Eng (2019–2020) from PH. The analysis was informed by conceptual metaphor theory (Lakoff and Johnson, 1980) and membership categorisation analysis (Sacks, 1995). Whilst BN constructed 39 vocational roles for itself, PH had 16 roles. The two coalitions share a preference for certain roles, such as GOVERNMENT IS GENERAL/SOLDIER and GOVERNMENT IS DOCTOR, but BN also favours GOVERNMENT IS CAPTAIN. Both BN and PH legitimise their governance by representing themselves as hero-like-authoritative figures who can handle multiple vocational roles. These roles are played out in narratives highlighting the government’s authority, value systems and ideologies.

AbstractThe Central Commission for the Navigation of the Rhine (CCNR) is an international organisation that exercises an essential regulatory role in the navigation of the Rhine. It is active in the technical, legal, economic and environmental fields. In all its areas of action, its work is guided by the efficiency of transport on the Rhine, safety, social considerations, and respect for the environment. Many of the CCNR’s activities now reach beyond the Rhine and are directly concerned with European navigable waterways more generally.So as to take into particular account the challenges of climate change, in 2018 the transport ministers of the Member States of the Central Commission for the Navigation of the Rhine (Germany, Belgium, France, the Netherlands, Switzerland) signed a declaration, the so-called Mannheim Declaration, to reassert the objective of largely eliminating greenhouse gases and other pollutants by 2050 and to task the CCNR to develop a roadmap to achieve these goals. These goals that are intended to protect the environment and the climate concern not only inland navigation vessels’ propulsion systems but also the on-board power supply for operating machinery, for example when at berth.Last but not least, the conflicts over berths on the Rhine in city centres demonstrate that joint efforts are required to reduce or largely eliminate both pollutant and noise emissions. Supplying inland navigation vessels with shore power can play an important role in reducing emissions and noise and helps achieve the objectives of the Mannheim Declaration, while also securing attractive city centre berths for future generations of boatmen. Together with its stakeholders, the CCNR works on a regular basis to identify technical and regulatory gaps in standards and provisions, and proposes activities that aim at a harmonised implementation of shoreside power infrastructure on the Rhine.

By the spring of 1940, Germany had won an overwhelming victory. The battle for France was lost, and in the summer of 1940 the Battle of Britain raged between the Luftwaffe and “The Few” for supremacy in the skies over Britain. Winston Churchill looked to the bomber as Britain’s only offensive weapon; however, British Bomber Command lacked numbers, and its bombs were small and deficient in explosive power. Lord Beaverbrook made strenuous efforts to obtain the explosive RDX developed at the Woolwich Arsenal, but the Ministry of Supply was unable to provide the huge quantities needed by Bomber Command.

Before Oliver Hart’s arrival in Charleston, the Southern colonies had produced none of their own indigenous ministers, having always looked to the Northern colonies or to Great Britain to supply their pulpits. One of Hart’s most significant contributions was to address this need. He personally trained in his home many young Baptist men called to gospel ministry and led the Charleston Association to found the minister’s education fund, the first cooperative education effort by Baptists in America. Hart actively recruited young ministers from other regions to fill the empty pulpits of the South and counseled other novice pastors on a variety of issues in his extensive correspondence. This chapter uncovers the greatest crisis of Hart’s pastoral career, the near-usurpation of the Charleston Baptist pulpit by one of his own trainees, Nicholas Bedgegood. It also recounts the story of the conversion and ministerial call of one of Hart’s most significant protégés, Edmund Botsford.

It should be noted that in the Republic of Poland in the years 1918–1939 the main state institutions in the field of provisioning were: in the period of 1918–1921 the Ministry of Provisioning, in the years 1921–1938 the Ministry of the Interior, and in the years 1938–1939 the Ministry of Agriculture and Agricultural Reforms. Of course, in the entire interwar period for the provision of state supplies, and especially its main supply subsystems, such as urban population (various categories of cities and settlements), rural population (individual regions of the country), Polish army, public administration, state enterprises, industrial plants, etc. many specialized state (administrative) institutions, self-government structures, business entities and social organizations worked. However, it should be emphasized with all force that the concepts of the provisioning policy, and then the forms and methods of its implementation arose in the central and supreme institutions of the state, which, by virtue of government laws and ordinances, received competences in this respect. It should be recalled that for a great part of the interwar period the supreme state institution in the field of food supply policy was the Ministry of the Interior. Therefore, without knowing the twists and turns of the administrative policy of the Interior Ministers in the field of food supply, it is impossible to understand the ways of provisioning the society during the Second Polish Republic, and especially the forms, methods and problems related to the provisioning of the Polish Army. Finally, it should be noted that the provisioning system of the Polish State – starting from its very beginning – has although sometimes with difficulty, coped with not only the burden of provisioning the Polish society with food and necessities, but also the provisioning of the Polish army during the wars (1918–1921), during peace (1921–1939) as well as during the German-Polish war of 1939.

While the term logistics is currently widely used among the general public, the expression military logistics is barely used. However, military logistics plays an irreplaceable role in military operations, because it guarantees that supplies or military material reach their destination on time and meet all the required quantity and quality criteria. This also applies to the provision of medical care and accommodation of military personnel. The supply process embraces all stages in the provision and servicing of military material, including repairs and maintenance. The first part of the paper describes how has been logistics perceived over the years, and explains the difference between civil and military logistics. The second part is devoted to the legislation concerning the Ministry of Defence of the Slovak Republic and describes particular departments of the Ministry of Defence participating in solving logistics tasks. The third part focuses on the role of the Central Logistics Department within the Ministry of Defence. The final part defines current challenges and problems in logistics.

Transformer substations are hidden elements of the railway infrastructure, they have a long service life and reliable operation. On this reason reconstruction of substations are often left out of railway development projects. The board responsible for railway development in the Ministry of Innovation and Technology has decided to set up a project dedicated to substation development. The purpose of our work was to assess, examine and supervise the current technical status, network role and future sustainability of railway substations in order to choose a set of substations to be reconstructed in the given cost framework. We completed traction energy simulations to explore the weak points of the traction energy supply system and to provide basic data for the planning process. In our feasibility study we chose 20 of 38 substations to be reconstructed in a multi-step decision process. On Level 1 we assessed professional and operational aspects with multi-criteria analysis (MCA) regarding capacity shortages, energy efficiency, existence of remote control, characteristics of environmental protection and climate resilience, age-related failures, unit performance and network assessment. Based on the multi-criteria analysis we formed feasible technological options. To quantify and compare their long-term financial effects, on Level 2 we have chosen cost-effectiveness analysis methodology considering investment cost and the operational costs incurred during the estimated evaluation period. After option analysis we conducted cost-benefit analysis (CBA). Savings at social level are considered benefits in economic terms. As the type of the intervention did not fit the relevant CBA guide, we had to elaborate a special methodology for the assessment of economic benefits of the project. After all we have set up three project packages (6 or 9 or 20 substations) depending on available funding sources – and all three project packages can be regarded as economically viable and eligible for financing and implementation.

The exclusive economic zone (EEZ) of Japan has a very large area because Japan consists of many islands. As the worldwide supply and demand of natural resources and food are being tight, the technology for the effective use of the EEZ will become the key for the future development of Japan. From this background, the Ministry of Land, Infrastructure, Transport and Tourism of Japan (MLIT) started an R&D project of floating offshore platform technologies in 2007. In this project an integrated design support tool, called “Harmonic Design Tool”, has been developed for evaluating economical and safety aspects of the offshore platforms. At the first stage, the tool makes the basic planning based on many kinds of relating datasets. In the second and third stages, safety assessment and economic evaluation are carried out by datasets and numerical simulation programs. In this paper the outlines of the total tool, each stage, some technical components and a trial estimate for seafloor massive sulphides (SMS) mining platform are presented.

Climate factors are already exerting negative pressure on water resources, society and ecosystems. The analysis of trends and identification of vulnerable water supply areas is related to the River Basin Management Plans. For this end, a methodology for assessment of water resources vulnerability, developed in international projects of the National Institute of Meteorology and Hydrology (NIMH), is adapted. The methodology is further developed by drought risk assessment. The main stages are: 1) Assessment of the climate factors and trends; 2) Evaluation of the trends in water resource alterations, under different scenarios or drought; 3) Developing a calculation scheme of the Water Management System; 4) Assessment of the water consumption and ecological flow; 5) Assessment of vulnerability of water resources and prolonged drought risk assessment. Identification of �critical areas� and the so-called �hot spots�; 6) Analysis of measures and adaptive management. The methodology is applied for Black sea region. In this report the main trends, the evaluated risks and the analyzed influence of climate change and extreme phenomena on water are represented. Emphasis is given to the assessment of the water resources and inflows to the complex and significant dams in the area. Investigations concerning the significance of trends in runoff change using the Mann- Kendall test are carried out. A trend analysis of the groundwater levels reduction according to NIMH operational monitoring data is performed. A new approach for prolonged drought assessment by integrated analysis of the indices from NIMH drought identification system (SPI, SRI and SMI), the indicators used by the Ministry of Environment and Water (reservoirs inflow and levels) and groundwater, is applied. The vulnerable areas are identified � water supply from reservoirs in cases of prolonged drought, some Natura 2000 areas, etc.

Groundwater is an important source of supply, is available in almost all regions of the Earth, constituting an important natural resource. In addition, having knowledge of this resource in terms of quality and quantity is of paramount importance, as these waters are often used for human supply, for irrigation in rural areas and for industrial purposes. In this context, the North Fluminense region, especially the municipality of Campos dos Goytacazes, has been demanding more and more for the use of water resources, due to the population and business increase, motivated, above all, by the huge undertaking that is the Açu port complex, installed in the neighboring municipality, São João da Barra. This reality points to the relevance of developing work that will contribute to a better knowledge of groundwater. This research aims to contribute to a better knowledge of the water quality of the shallow free aquifers in the municipality of Campos dos Goytacazes. As for the methodology, the following steps will be carried out: collection of bibliographic and documentary data, such as conference proceedings, books, ordinance, laws, articles, theses, dissertations, and others; literature review; selection of physicochemical data from existing shallow wells; comparison of physical-chemical parameters with the maximum values allowed with Consolidation Ordinance Nº. 5 established by the Ministry of Health; map creation; and elaboration of table and graphs. It is expected with this research to produce and make available information that can contribute to the sustainable management of underground water resources in the municipality of Campos dos Goytacazes

Coal is a valuable primary energy source that has excellent supply stability and economic efficiency. Japan has extremely low energy self-sufficiency and coal-fired power generation is positioned as an important base load power supply. One urgent issue we face is to find realistic countermeasures that greatly reduce CO2 emissions from coal-fired power plants which produce a large volume of CO2 emissions. Therefore, we have launched the Osaki CoolGen Project since April 2012 as an “Integrated Coal Gasification Fuel Cell Combined Cycle (IGFC) Demonstration Project” subsidized by the Ministry of Economy, Trade and Industry (until 2015 FY) and New Energy and Industrial Technology Development Organization (from 2016 FY). This project aims to realize innovative low-carbon coal-fired power generation that combines an IGFC, an extremely efficient coal-fired power generation technology with high-performance CO2 capture technology for the purpose of dramatically reducing CO2 emissions from coal-fired power generation. This project consists of three steps. The first step will implement demonstration tests of the oxygen-blown Integrated coal Gasification Combined Cycle (IGCC) which is the base technology for IGFC. Toward the start of demonstration testing in March 2017, construction was started in March 2013 and commissioning was started in April 2016. In the second step, we plan to carry out demonstration tests of the oxygen-blown IGCC with CO2 capture equipment. In the third step, we plan to demonstrate an IGFC system combining the demonstration plant of the second step with a fuel cell.

When after WWI Poland regained its independence, in the need to repair war damage the young state saw an opportunity to modernize and visually unify the country after a century of tripartite partitions. The difficult housing conditions severely affected the officers and non-commissioned officers (NCO’s), as the garrisons were established anew and the personnel did not have lodgings from the pre-war times and did not have the funds to purchase them. In 1925, an act was passed establishing the Military Housing Fund with a budget of 140 million polish zotych. In the years 1927-1934, the Fund built 542 houses. One of the mottos of the organization was: to provide sunlight, water supply, sewage systems and bathrooms in all apartments. This guiding principle about hygienic living and the strict economic requirements naturally put military construction on the path of modernism. Modernism was also deprived of any historic connotations and internationally popular, making it the ultimate tool of Europeanization - reducing the difference between Poland and Western Europe.Due to the rank of the institution and the propagandist significance of its investments, the Ministry of Military Affairs often had prestigious locations at its disposal. Many of the designs for these plots were selected through open competitions, leading to the selection of top-class solutions, thanks to the participation of the most important polish modernist architects of the interwar period: R. Gutt, J. Szanajca and B. Lachert. The campaign of housing construction was concentrated mainly in Warsaw, where the percentage of officers and NCO’s in the garrison was high - due to the tasks performed in the Ministry. Guided by the principle of economics of house construction and space ergonomics in the arrangement of apartments, in Warsaw the Fund built mainly multi-family buildings bearing fruit in the form of solutions that have ever since been cited as the canon of Polish modernism. Adhering to these standards typical layouts were worked out for swift and healthy construction and repeated throughout the country. This way, the best cosmopolitan patterns in the second half of the 1930s, when the construction was booming, were also transferred to smaller garrisons, contributing to the modernization of the deep provinces.Apart from the lack of housing, the military and their families suffered from pulmonary diseases and rickets resulting from poor living conditions. In order to remedy these problems, the Fund also dealt with the construction of sanatoriums, hospitals, physical education centers, as well as holiday homes for military personnel.The emerging democratic structures of the reviving state also wanted to be perceived as forward thinking, ordering designs from the Fund. Modernism was well suited for the design of the remaining garrison and state buildings, as they also needed to be functional, affordable to build, easy in maintenance and ergonomic. The influential period journal “Architecture and Construction” mentions such investments as airports, ministry offices, barracks, commanders' villas, etc. all adding up to an image of army as a forward thinking engine of progress.

Mangrove ecosystems are of significant environmental and economic importance. Large populations worldwide depend on mangroves for their resources and food supply. Following mangrove data of 1997, Ecuador had an area of 2,469 km² of mangroves. This area has suffered some reductions due to farming, industrial activities, and urbanization in recent years. At the same time, local communities depend on the collection and commercialization of mangrove products as their primary income source. Infrastructure projected in mangrove areas needs a remarkable treatment with a holistic approach to consider technological, social, environmental, and economic aspects. The project will focus on the community 6 de Julio of the zone of Naranjal-Ecuador. One of the primary income sources of this community is the collection and commercialization of the mangrove crab, which is collected at the nearby mangrove areas authorized by the Ministry of Environment, for which the community needs to abide by the regulations and closure periods to guarantee the sustainability of the activity. The primary research's objective is to study the best infrastructure options to help with the crab collection activity. So, it is safer and cleaner and aims to diversify activities such as touristic or educational that can become an alternative income source during the closure periods and reduce the dependence on the crab collection.

Biomass, being derived from organic materials, is considered a carbon-neutral energy source. Biomass energy is a more environmentally friendly alternative to fossil fuels in a manner of the natural carbon cycle. In this concept, there are some investigations and projects going on with respect to biomass potential and energy production in many countries. Sustainable Use of Biomass to Assist the Development of Türkiye’s Economy Towards Green Growth project started in 2018 to evaluate the agricultural biomass potential in Türkiye in cooperation with the Ministry of Agriculture and Forestry, General Directorate of Agricultural Research and Policy (TAGEM) and the United Nations Industrial Development Organization (UNIDO) and financed by the Global Environment Fund (GEF). The project aims to reduce greenhouse gas emissions while increasing energy performance and competitiveness by triggering sectoral transformation with the applications of modern bioenergy technologies in the agricultural industry. Shaped within the framework of combating climate change, the project aims to increase the biomass potential of agricultural residues with sustainable and repeatable strategies; and supports the transformation into domestic and clean energy at a high level of efficiency. The project serves through four main components: "support to supply chains and energy facilities", "legislation regulations", "capacity building and awareness raising" and "monitoring and evaluation" in Türkiye.

Rwanda’s economy is inextricably linked to its water supply, with agriculture employing nearly 70% of its population and making up half of the country’s export revenue. It aspire to become an upper-middle-income country by 2035, and a high-income country by 2050. But rising temperatures and more prolonged dry spells threaten crop production and strain water supply. Rwanda’s Vision 2050 policy details the country’s long-term goals and provides the planning blueprint to guide Rwanda’s development. But such growth, coupled with climate change, will profoundly affect its water supply and demands. Gaining a clearer understanding of the changing water supply and demand, as well as the nexus between water, energy, and food production, is critical to Rwanda’s success. The Water Resources Group (2030 WRG) is a public-private-civil society partnership hosted by the World Bank to help governments balance water security with longterm development and economic growth. The recently established Rwanda Water Resources Board (RWB), the Ministry of Agriculture and Animal Resources, and Ministry of Environment tasked the 2030 WRG in 2020 with performing a Hydro-Economic and Climate Change Analysis (HECCA), with the following directives: 1. Conduct a strategic assessment of the water sector that demonstrates how water and the economy are inter-linked; 2. Recommend concrete actions toward sustainable water resources management; and 3. Support a dialogue to identify and align joint initiatives among sectors, both public and private, towards sustainable water resources management, and enable long-term economic growth through 2050.

In 1692, in the context of the Nine Years War (1689-1697), Admiral Tourville’s French fleet faced the Anglo-Dutch alliance along the Norman coast. Five large French men-of-war were reduced to ashes close to Tatihou island in St-Vaast-La Hougue bay (Manche county, France). Discovered in 1985, these shipwrecks have been excavated from 1990 to 1995 by Michel L’Hour and Élisabeth Veyrat, from the Département des Recherches Archéologiques Subaquatiques et Sous-Marines (DRASSM, Ministry of Culture). Among the numerous remains, fish bones were found in large quantities on one of the wrecks. Preliminary studies conducted between 1990 and 1992 by Myriam Sternberg determined that the fish remains were cod (Gadus morhua L.) which were reserved for food aboard. The data recovery during the year 2020-2021 allowed the acquisition of new knowledge on the supplying and the process carried out on this fish.

This paper presents a comprehensive methodological framework designed to assess the regional economic benefits of public investments. Recognizing the challenges of limited resources and data, especially at the regional level, the study aims to enhance operational efficiency in the early phases of investment projects. The framework supports more informed decision-making by facilitating a rapid assessment of potential benefits, using a data-driven approach that leverages input-output analysis to refine understanding of local economic linkages. Adaptable to various regions with readily available economic statistics, the tool requires minimal input. In collaboration with the Ministry of Economics, Planning, and Development and the Ministry of Tourism the framework was applied to the Ozama region in the Dominican Republic, yielding a pilot assessment tool. The model elucidates supply chain connections across fifteen economic sectors. A case study of the IDB's investment in Santo Domingo's Colonial City demonstrates the tool's utility, revealing significant localized GVA and employment impacts. This study highlights the framework's potential to aid early-stage decision-making and cost-benefit analyses. While the current version focuses on short-term impacts, future enhancements aim to address long-term effects and additionality, further broadening the tool's applicability.

Since 12 March 2020, when Kenya reported the first COVID-19 cases, the Ministry of Health confirmed a total of 45,076 cases and 839 deaths, as of 19 October.1 Despite the rising number of COVID-19 confirmed infections and deaths in Kenya during the third quarter (Q3) of 2020, the national and county governments relaxed some of the restrictions that had been in place during Q2 aimed at controlling the spread of COVID-19. This assessment was aimed at understanding the effects of COVID-19 at household level and attendant policy responses during Q3 of 2020, to inform actions to assure protection of local food systems, rural livelihoods and the supply of adequate, affordable food of acceptable quality to the population.

Belize faces declining petroleum production as well as electricity costs that are among the highest in Central America. Although it is dependent on Mexico for over 30 percent of electricity supply, Belize has significant renewable energy resources of its own that can help reduce this need (and the high costs to fill it) and increase energy security. The country also has the opportunity to consume energy more efficiently by using innovative technologies. To realize these opportunities, Belize, with the support of a Sustainable Energy Action Plan developed with technical assistance from the Inter-American Development Bank, has developed an energy policy and a strategic plan for the ministry responsible for energy. Collectively, the policy and strategic plan aim to address the barriers that prevent public and private sector entities from using energy more efficiently, as well as those that restrict the development of renewable energy.

In 2020 in Peru, the Ministry of Education (MINEDU), in response to the COVID-19 pandemic, organized a centralized assignment mechanism that allowed thousands of students at multiple levels of education to move from the private sector to the public sector due to an unprecedented rise in demand. Exploiting the randomness in the assignment of students to their new schools, we causally estimate which public school characteristics families that had decided to study in the private sector before COVID-19 value the most and how preferences for school attributes change after parents experience public schools. We find that families care about the distance to the assigned school and the relative academic and peer quality with respect to their school of origin. Parents weigh features such as distance to school and peer demographics differently when deciding whether or not to remain at the assigned school. These findings provide insights into how governments can strengthen the supply of public schooling.

Due to an unprecedented rise in demand, in 2020 the Peruvian Ministry of Education implemented a centralized assignment mechanism that allowed thousands of students at various levels of education to move from the private to the public sector. In this paper, we empirically explore the determinants of accepting a public school assignment and, subsequently, remaining in the public system. Specifically, we exploit the randomness in the assignment of students to new public schools to causally estimate the influence of distance on the decision to accept a public school placement, and we explore its role in the decision to remain there. We also provide insights into various determinants of parental preferences. Our findings reveal that families care about distance from home to the assigned public school as well as the relative academic and peer quality with respect to their school of origin. Parents weigh these factors differently based on their familiarity with them. Consequently, experiencing a new school environment can alter the significance of specific attributes when it comes time to decide whether to stay at the assigned school. These findings offer valuable insights into how governments can strengthen the supply of public schooling.

In recent years, mission-oriented approaches have received growing interest in science, technology and innovation (STI) policies against the background of two developments. First, while so-called “horizontal” or “generic” approaches to research, technology and innovation policies have largely been successful in improving the general innovation performance or the rate of innovation, there are perceived limitations in terms of insufficiently addressing the direction of technological change and innovation. Second, “grand societal challenges” emerged on policy agendas, such as climate change, security, food and energy supply or ageing populations, which call for thematic orientation and the targeting of research and innovation efforts. In addition, the apparent success of some mission-oriented initiatives in countries like China, South Korea, and the United States in boosting technological development for purposes of strengthening competitiveness contributed to boosting the interest in targeted and directional government interventions in STI. Against the backdrop of this renewed interest in mission-oriented STI policy, the OECD has addressed the growing importance of this topic and launched a project looking into current experiences with Mission-Oriented Innovation Policy (MOIP). The present study on MOIP in Austria was commissioned by the Austrian Federal Ministry for Climate Action, Energy, Mobility, Environment, Innovation and Technologiy (BMK) and comprises the Austrian contributions to this OECD project. The study aims at contributing Austrian experiences to the international debate and to stimulate a national debate on MOIP.

The ANZSOG series of conversations involved politicians and public servants, and were designed to shed light on what both sides can do to ensure the relationship is working at its best

The creation of an intelligent supply chain is now an urgent national security priority that cannot be achieved without the joint mobilization of various stakeholders in Canada. It is not, however, an end in itself: the achievement of a single, competitive, sustainable, and consumer-focused domestic market should be the ultimate outcome of the national taskforce needed to collaboratively implement the recommendations of three complementary public policy reports published in 2022 on the state of the supply chain in Canada. The supply chain challenge is vast, and it will only become more complex over time. Governments in Canada must act together now, in conjunction with collaborative efforts with our allies and partners, notably the United States and the European Union, to ensure supply chain resilience in the face of accelerating current and anticipated upheavals, geopolitical conflicts and natural disasters. Québec's geostrategic position is a major asset, and gives it a critical role and responsibility in implementing not only the Final Report of the National Supply Chain Task Force ("ACT"), but also of the recommendations contained in the report published by the Council of Ministers Responsible for Transportation and Highway Safety (COMT) and those contained in the report of the House of Commons Standing Committee on Transport, Infrastructure and Communities published in Ottawa in November 2022, "Improving the Efficiency and Resilience of Canada's Supply Chains". The mobilizing approach towards a common data space for Canada's supply chain is inspired by Advantage St. Lawrence's forward-looking Smart Economic Corridor vision and builds on and integrates experience gained from various initiatives and programs implemented in Canada, the U.S. and Europe, as appropriate. Its initial implementation in the St. Lawrence - Great Lakes trade corridor will facilitate the subsequent access and sharing of data from across the Canadian supply chain in a reliable and secure manner. The accelerated joint development of a common data space is a game-changer not only in terms of solving critical supply chain challenges, but also in terms of the impetus it will generate in the pursuit of fundamental Canadian priorities, including the energy transition. This Bourgogne report offers a four-part synthesis: - An overview of a background characterized by numerous consultations, strategy announcements, measures, and mixed results. - A cross-analysis of the recommendations of three important and complementary public policy reports at federal level, as well as the Quebec strategy, “l'Avantage Saint-Laurent”. - An analysis of the fundamental issues of mobilization capacity, execution, and under-utilization of data. - Some operational solutions for moving into « Action, Collaboration and Transformation » (ACT) mode.
