RÉSUMÉ Les modèles contemporains de l’économie du travail ont apporté des fondements microéconomiques à l’observation d’un marché du travail segmenté. La recherche d’une minimisation du coût de l’unité efficace de travail est ainsi à la base de la théorie du salaire d’efficience et des modèles « insiders-outsiders ». L’objet de cet article est de soumettre à un test économétrique l’influence attendue des structures industrielles dans lesquelles évoluent les entreprises ivoiriennes (degré de contestabilité du marché) sur leurs stratégies de gestion de la masse salariale. On propose l’estimation économétrique d’un modèle d’ajustement dynamique de l’emploi dans lequel la vitesse d’ajustement des effectifs dépend du salaire réel et de la structure des effectifs. On met en évidence une typologie sectorielle des politiques salaire-emploi conforme au degré de concurrence qui caractérise chacun des cinq secteurs considérés sur la période 1983-1989.

L’énergie nucléaire, seule technologie de production électrique à faibles émissions de carbone pouvant être dimensionnée à volonté, est appelée à jouer un rôle important pour atteindre les objectifs de zéro émission nette auxquels un nombre croissant de pays de l’OCDE se sont engagés. Toutefois, pour parvenir au niveau de puissance nucléaire installée nécessaire au cours des prochaines années et décennies, il faudra pouvoir mobiliser des quantités considérables de capitaux à des taux concurrentiels. À cette fin, l’AEN présente un nouveau cadre d’analyse des risques financiers liés à la construction de nouvelles centrales nucléaires. La minimisation du coût du capital dépend de l’optimisation de la gestion des risques financiers. Le cadre proposé ici permet de tirer deux conclusions clés. D’abord, dans un monde contraint par les émissions de carbone, les coûts en capital réels de l’énergie nucléaire et d’autres sources de production à faibles émissions de carbone sont inférieurs à ce qui est généralement supposé en raison de leur capacité à compenser le risque financier systémique. L’incorporation d’investissements dans la production d’énergie à faibles émissions de carbone peut donc réduire les risques globaux du portefeuille. Ensuite, il existe des politiques et des mesures efficaces pour réduire de manière radicale les coûts économiques et financiers d’autres composantes du risque, tels que les risques liés à la construction, les risques liés aux prix et les risques politiques. Ces conclusions s’appliquent de la même manière aux investissements privés et publics. Cependant, les gouvernements ont eux aussi un rôle important à jouer. Tout d’abord, ils doivent garantir des engagements crédibles et efficaces en faveur de l’objectif de zéro émission nette de carbone d’ici 2050. Ils doivent également mettre en œuvre les mesures nécessaires pour éliminer ou réduire les coûts économiques liés aux risques de construction, aux risques de prix et aux risques politiques. Enfin, les gouvernements peuvent intervenir en tant que promoteurs directs de projets en cas de défaillance du marché lorsque les acteurs privés ne reconnaissent pas la vraie valeur économique d’un projet nucléaire. Au-delà de la réduction des risques financiers, les gouvernements ont alors un rôle à jouer dans la mise en place de structures de gestion de projet efficaces pour les projets complexes et de grande envergure tels que la construction de nouvelles centrales nucléaires, ainsi que dans la stabilité macroéconomique. Si les mesures indiquées ci-dessous sont pleinement mises en œuvre et que les projets de nouvelles centrales nucléaires sont entièrement sans risques, les investisseurs privés et publics rivaliseront pour bénéficier des avantages d’une électricité pilotable à faibles émissions de carbone, en réduisant le rendement exigé sur le capital à des taux nettement inférieurs à ceux d’aujourd’hui.

We study the minimisation of a cost functional which measures the misfit on the boundary of a domain between a component of the solution to a certain parametric elliptic PDE system and a prediction of the values of this solution. We pose this problem as a PDE-constrained minimisation problem for a supremal cost functional in L∞, where except for the PDE constraint there is also a unilateral constraint on the parameter. We utilise approximation by PDE-constrained minimisation problems in Lp as p →∞ and the generalised Kuhn-Tucker theory to derive the relevant variational inequalities in Lp and L∞. These results are motivated by the mathematical modelling of the novel bio-medical imaging method of Fluorescent Optical Tomography.

Purpose The purpose of this paper is to consider a nonlinear problem of minimizing the cost of providing reliable systems. The authors assume that the system consists of several components in series, and for each such component, the cost of the component increases exponentially with its reliability. Design/methodology/approach In order to solve this nonlinear optimization problem, the authors propose two approaches. The first approach is based on the concept of adjusting the reliability of a pair of components to minimize the cost of the system. The authors call this procedure as reliability adjustment routine (RAR). Proofs of optimality and convergence for the proposed model are also provided. The second approach solves the problem by using a Lagrangian multiplier. A procedure is developed to obtain the maximum step size to achieve the desired optimal solution in minimum iterations. Proposed approaches are efficient and give exact solutions. Findings Proposed methods enable a decision maker to allocate reliability to the components in series while minimizing the total cost of the system. The developed procedures are illustrated using a numerical example. Although an exponential relationship between the component cost and reliability is assumed, this can be extended to various other nonlinear distributions. Originality/value This cost optimization problem, subject to system component reliability values, assumes the near practical nonlinear pattern of cost vs reliability. Such problems are complex to solve. The authors provide a unique approach called RAR to solve such convoluted problems. The authors also provide an approach to solve such problems by using a Lagrangian multiplier method. Various proofs have been worked out to substantiate the work.

Objective The aims of the present study were to illustrate and discuss the effects of the non-maintenance of equivalent prices when the comparators of pharmaceuticals listed on the Pharmaceutical Benefits Schedule (PBS) on a cost-minimisation basis come off-patent and are subject to statutory price reductions, as well as further potential price reductions because of the effects of price disclosure. Methods Service use, benefits paid, and price data were analysed for a selected sample of pharmaceuticals recommended for listing on a cost-minimisation basis between 2008 and 2011, and their comparators, to estimate the cost savings to the PBS of maintaining equivalent prices. Results Potential cost savings for 12 pharmaceuticals, including alternative compounds and combination products across nine therapeutic groups, ranged from A$570 000 to A$40 million to April 2015. Potential savings increased significantly following recent amendments to the price disclosure process. Conclusions Potential savings from maintaining equivalent prices for all pharmaceuticals listed on the PBS on a cost-minimisation basis could be over A$500 million per year. Actions to reduce these costs can be taken within existing policy frameworks, but legislative and political barriers may need to be addressed to minimise these costs, which are incurred by the taxpayer for no additional benefit. What is known about the topic? Pharmaceuticals listed on the PBS must provide value for money. Many pharmaceuticals achieve this by demonstrating equal effectiveness to an already listed pharmaceutical and requesting the same price as this comparator; that is, listing on a cost-minimisation basis. When the comparator moves off-patent, the price of the still-patented pharmaceutical is protected, whereas the off-patent drug is subject to price disclosure and often steep price reductions. What does this paper add? This paper adds to recent evidence on the costs to government of paying different prices for two or more pharmaceuticals that are equally effective. Between 2008 and 2011, the direct comparators for 68 pharmaceuticals listed on a cost-minimisation basis have moved onto the price disclosure list. Across 12 of these listings, the potential cost savings in the 10 months to April 2015 were A$73 million. What are the implications for practitioners? The PBS costs the Australian government over A$9 billion per year. Annual savings over A$500 million per year could be achieved by maintaining cost-minimisation across equally effective pharmaceuticals. This would improve the efficiency of the PBS at no risk to patients. Legislation is required to remove the existing F1 and F2 categorisation of listed pharmaceuticals, but the proposed changes would remove the need for therapeutic group premiums and simplify the pricing of PBS items.

Modelling and design of real-time energy management systems for optimising the operating costs of a fuel cell/battery electric vehicle are presented in this paper. The proposed energy management system consists of optimally sharing the propulsion power demand between the fuel cell and battery by enabling them to support each other for operating cost minimisation. The optimisation is achieved through real-time minimisation of a cost function, which accounts for fuel cell and battery degradation, hydrogen consumption and charge sustaining costs. A detailed analysis of each term of the overall cost function is performed and presented, which enables the development of a real-time, advanced energy management system for improving a previously presented simplified version using more accurate modelling and by considering cost function minimisation over a given time horizon. The performance of the proposed advanced energy management system are verified through numerical simulations over different driving cycles; particularly, simulations were performed in MATLAB-Simulink by considering a hysteresis-based energy management system and both simplified and advanced versions of the proposed energy management system for comparison.

The supply chain risks are represented by any threatening event that may unexpectedly disrupt or restrict material flow, or directly stop the scheduled logistic or manufacturing activities. Supply chain risk management includes risk identification, analysis and implementation of measures against potential risk consequences. This article describes supply chain management, risk elimination methods in the case of a technological breakdown and potential subsequent supply chain failure and application of the modified Failure Mode, Effects & Criticality Analysis (FMECA).

The work sums up and briefly discusses solutions of soil tillage minimisation technologies and machinery, their agronomic, energetic, mechanic, economical and ecological aspects. Tillage minimisation is performed in directions: reducing number of passes, as well as tillage depth and intensity, joining operations, improving machine design and aggregation, using advanced more suitable technologies and machines, conducting tillage in optimal terms. Minimization of soil tillage is agronomically acceptable, energy, labour and cost saving action. Improvements in the machine design and use for the traditional soil tillage technologies allow to save 24- 36 % of energy (46-110 kWh/ha, which corresponds 12-27 kg/ha of fuel), to reduce labour consumption by 16- 22 %, as well as to cat tillage costs by 14-26 % (10-20 USD/ha). Soil tillage minimisation with ploughing reduces these indices up to two times, without ploughing – up to six times. Besides these actions there is preservation of soil and environment.

In the production of structures made of concrete it is sometimes required to make a completed structure contain a minimum amount of free water. From the point of view of effectiveness of the production process it is also preferred to dry the concrete in a short time and at a reasonable cost. Required for free water content can be limited by various factors (e.g. construction covered by flooring sensitive to humidity, frost resistance, etc.).The moisture characteristic of concrete is verified in civil engineering provided that the concrete is located in the environment with normal atmospheric pressure. By solving the project “Development of methods for structure of thermal vacuum insulated containers” we have met a requirement to produce concrete with extremely low moisture content. It was found out that information about moisture content of concrete obtained by currently used method was unsatisfactory for concrete in the environment with extremely low atmospheric pressure. The research has indicated that usual methods of concrete drying are not sufficient for concrete subjected to vacuum because they don´t eliminate physically bound water.

The construction sector is a key component of a nation’s gross domestic product, but its inherent nature results in potentially dangerous conditions that affect the safety of all workers on construction projects (CPs). Therefore, the original idea of the research is to determine the relationship between safety system (SS) during the implementation phase (IPh) of CPs and the minimisation of waste (materials, time and cost). Achieving a lean construction work requires suitable planning, safety considerations and waste resource minimisation throughout the project cycle. This research aims to identify and rank the safety factors during the IPh of a CP, which will have positive effects on minimising waste. Information and data were gathered from the existing literature and the structured interviews and questionnaire survey conducted among 111 randomly selected construction companies. Questionnaire results were evaluated using statistical tools, such as hypothesis testing, analysis of variance and linear regression. This research identified and ranked 24 important safety factors with positive effects on minimising waste in CPs during IPh. The seven most important safety factors that should be considered to minimise material, time and cost wastage are as follows: handling, management, external factors, workers, procurement, site condition and appropriate scaffolding for SS. The best linear model was developed on the basis of the importance index of the identified factors. This model can predict the minimisation of waste (materials, time and cost) in CPs by using SS. Thus, the safety criteria and SS should be used during IPh to minimise waste on the basis of the developed model.
