ABSTRACTThis work examines the creation and development of the Monte Pío Militar, a permanent public pension system that was established for the widows and other relatives of deceased naval officers who had been in the Spanish Navy. This system was not a mutualist experiment, but rather constitutes an innovative example of an institutional protective organization that was based on objective principles and supported by an impersonal agent: the state. The article is divided into three parts. The first section studies the formal organization of the Monte Pío Militar between 1761, when the system was instituted, and 1900, when the welfare state truly began to take shape in Spain. The second part focuses on the rudimentary protection system that the navy had operated during the previous period (c. 1730–61) and the first steps of the Monte Pío Militar (1761–1800); this section is particularly interesting, for it examines how the previous system was superseded by new measures, criteria, and values. The third part examines both how the pension system was applied and its impact on the families that benefited from it during the nineteenth century. This will illustrate how the families soon internalized the idea that pensions were a reflection of the state’s duty to protect them, while the legal principles behind the system and the bureaucratic protocol built around it were progressively consolidated.

Scientific and historical reviewis dedicated to naval hygienist, head of a Department of Naval and Radiation Hygiene (2006–2013) in Military Medical Academy named after S. M. Kirov, holder of Habilitation degree in Medicine, professor Igor Vitalievich Petreev who turned 55 years. He has been working in Military Medical Academy for over 25 years. His contribution to the development of hygieology is that he formed a concept of multi-level optimization of hygienic quality forming for military personnel (2007) in the habilitational thesis. Also here viewed and explainedlist and types of advanced means intended on prevention of world ocean waters pollution from naval ships and vessels (1995). In addition he was initiator and co-author of two-volume guidance on naval and radiation hygiene, multimedia reference-training program «Environmental and health basics of health protection in military» (2001, 2002, 2007) and more than 20 guides. Also he co-authored biography monographs «Notebook of naval hygienists» (2012), «The first Russian Department of hygiene» (2015) and set of articles round the history of a Department of Naval and Radiation Hygiene. His military history sheet states only 2 home stations: Pacific Fleet — chief medical officer of submarine from 1988 to 1992 (Bolshoi Kamen and Petropavlovsk-Kamchatsky-53) and Military Medical Academy named after S. M. Kirov (Leningrad, Saint-Petersburg) — cadet (1982), adjunct (1992), lecturer (1995), as sistant professor (2003), chief of a department (2006), head of a department (2011) of Naval and Radiation Hygiene, since 2013 — professor of a Department (of common and military hygiene with the course of naval and radiation hygiene). Military service of professor I. V. Petreev ended in 2011 when the only one in the country Department of Naval and Radiation Hygiene became civil. After demobilization Igor Vitalievich teaches in Military Medical Academy to the present day.

The paper analyzes the development and perspectives of the European military naval industry. Since the EU is increasingly engaged in maritime military operations in the framework of the Common Security and Defense Policy (CSDP), this field of industry is becoming increasingly important for the functioning of the EU as a strategic actor. Like other military industry sectors (military aeronautics and electronics, land industry), the naval military industry has undergone significant changes since the Cold War and the process of ?banalization? that has affected it. The purpose of this paper is to answer the question to what extent this field of industry is ?Europeanized?, i.e., whether we can discuss about the ?banalization? of the European naval industry, and what consequences these processes have on the national sovereignty of the EU Member States. In order to answer these questions, the paper will first consider the process of ?banalization? of the European military industry. Then, the analysis will focus on the naval military industry sector. The author highlights the fragmentation of this industry and its ?national capture?. Finally, in the third part of the paper, the perspectives of the development of this industry are discussed. It is argued that the European naval military industry is not yet ?Europeanized? and that EU member states continue to favor national producers. However, in the light of new initiatives implemented in the field of development of the EU military equipment market, the military industry as a whole, and therefore the naval military industry, is moving towards increasing homogenization and Europeanization.

War has affected the development of social security and employer-provided pensions. Roman soldiers received the first pensions. In most countries, military pensions preceded social security pensions, providing countries experience with the concept and administration of pensions. War or the threat of war affected the development of the two major branches of social insurance-based pensions—Bismarckian (earnings related pensions developed in Germany) and Beveridgian (pensions tied to years of work developed in the United Kingdom). War has affected the choice countries make between funded and unfunded or pay-as-you-go pensions. The money in funded social security pensions can be expropriated to finance wars. Periods of hyperinflation following wars have destroyed funded social security pensions and funded employer-provided pensions in some countries. A victor country can have a major effect on the pensions in a defeated country. Social security pensions can be used to encourage national solidarity during and after wars. In the twenty-first century, social security pensions have been the target of cyber warfare.

In 1867, the reform of the judicial system of the Russian navy was carried out, which was modelled on the structural solutions adopted in the land army. It introduced three degrees of jurisdiction. The crewed courts and the military naval courts looked into the cases in terms of their substantial contents, meanwhile the complaints and cassation protests against the sentence were aimed at the Main Military Naval Court. Court proceedings were held in a collegial and public prosecution. Defendants were guaranteed the right to defense and the court proceedings were based on the principles of equality of the parties and free assessment of evidence. The prosecutor’s offices appeared in the Main Military Naval Court and the military naval courts, fulfilling prosecution functions. The obligation to conduct investigations fell on investigating judges. During ship cruises and military campaigns there were vessel courts and special committees, ruling on the basis of procedures different from those in the land naval courts.

The author examines the problematic issues of exercising the right to pension provision by persons discharged from military service and persons equated to them in the context of guaranteeing the principle of equality and preventing discrimination. The author critically analyses the Resolution of the Cabinet of Ministers of Ukraine No. 713 "On Additional Social Protection of Certain Categories of Persons" with regard to the grounds that affect the calculation of pension amounts and cause disproportions in these amounts. The author concludes that the application of the provisions of this Resolution leads to a violation of the principle of equality in the field of pension provision relations arising under the Law of Ukraine "On Pension Provision for Persons Discharged from Military Service". The discriminatory factors are: 1) the date of the "starting point" around which the mechanism of additional payments to the amount of pension granted in accordance with the Law of Ukraine "On Pension Provision for Persons Discharged from Military Service and Certain Other Persons" was formed – 1 March 2018; 2) a fixed monetary amount of additional payments to pensions (level) was determined, which is taken into account when increasing pensions; 3) it is provided that this amount serves as a benchmark for determining the person's right to additional payments. The author finds that Resolution of the Cabinet of Ministers of Ukraine No. 103 "On Recalculation of Pensions for Persons Discharged from Military Service and Certain Other Categories of Persons" also contains provisions that contribute to unjustified disproportionality in the amount of pensions for length of service: by subject matter, time of granting pensions and time of dismissal. It is noted that among the main problems of the modern system of pension provision for persons discharged from military service are chaotic and disorderly legislative provisions, lack of unity and clarity of their application. Abuse of power by employees of the Pension Fund of Ukraine and the resulting failure of persons discharged from military service to receive significant amounts of pension payments is a violation of the right to protection of property rights within the meaning of Article 1 of Protocol No. 1 to the Convention for the Protection of Human Rights and Fundamental Freedoms. In order to ensure uniform application of pension legislation, the author proposes to limit the discretionary powers of the Pension Fund of Ukraine to arbitrarily interpret legislative provisions. The author emphasizes that the most effective way to solve these problems is to exclusively regulate the relations on granting/determining the amount/surcharges/recalculation of pensions under the Law of Ukraine "On Pensions for Persons Discharged from Military Service and Certain Other Persons" directly in the Law. This would ensure the implementation of the provisions of paragraphs 1, 6 of Article 92 of the Constitution of Ukraine. The complex of multi-vector transformations in Ukraine: strengthening defence capabilities, creating conditions for resisting hybrid (military) aggression on the part of the Russian Federation, the country's course of accession to the EU and NATO, which is consolidated in the Constitution, raised the issue of modernisation of education, training and education level of navy sailors for the Naval Forces of the Armed Forces of Ukraine. The purpose of the study is to analyse the military education system of Romania and Bulgaria, in particular the educational standards and curricula for highly qualified naval specialists, in order to implement world practices and experience in the educational activities of higher education institutions in Ukraine. The analysis of scientific literature, components of educational and professional programmes, systematisation and generalisation of information, monitoring of the current system of training of military specialists in the armed forces of Romania and Bulgaria is provided. The analysis of the experience of the content and educational and organisational component of training a naval specialist with higher education is given on the example of specialised higher educational institutions of the Naval Academy “Mircha cel Betryn” and the H.Y. Vаptsаrоv Naval Academy. Using the results of comparing the components of the educational (professional) training programme of a navy sailor, specialist, graduate of higher military educational institutions of Romania and Bulgaria, the study proposed ways to improve the system of higher military education, as well as the introduction of new elements (disciplines) of curricula adapted to NATO standards. The study provides recommendations for further reform of the system of higher military education, including naval education at the Institute of the Naval Forces of the Armed Forces of Ukraine, based on studying the experience of transforming military education systems in leading countries in accordance with modern models of training military specialists adopted in NATO member states

The article examines some aspects of the recalculation of the pension of persons discharged from military service in connection with the increase in cash benefits for certain categories of servicemen. It is established that in connection with the increase in cash security of the relevant categories of servicemen from January 1, 2018, the right of persons discharged from military service to adequate pension provision was unlawfully restricted by applying only three components of cash benefits: salary; salary for military (special) rank; interest allowance for years of service in the relevant or similar position held by the person on the date of dismissal (on the date of business trip to work in public authorities, local governments or their bodies, enterprises, institutions, organizations, higher education institutions). It is established that the normative provision of the right to recalculation of pensions of persons discharged from military service was brought in line with international standards, the content of the principles of the rule of law and legality, the requirements of legislative technique only from March 5, 2019 – the date of entry into force of a court decision and invalid certain provisions of the resolutions of the Cabinet of Ministers of Ukraine, which limited the guarantees of the right of persons discharged from military service to recalculate pensions in connection with increasing cash benefits of relevant categories of servicemen, enshrined in the Law of Ukraine “On pensions of persons discharged from military service, and some other people”. The actual restoration of the right of persons discharged from military service to recalculate their pensions in connection with the increase of cash security of the relevant categories of servicemen, taking into account all its (cash) components occurs only in court as a result of court decisions recognizing illegal actions (inaction) of the Pension Fund of Ukraine and their obligation to recalculate the pension of a former serviceman, taking into account the relevant salaries, military (special) rank, interest allowance for years of service, monthly additional types of cash benefits (allowances, surcharges, promotions) and bonuses in the sizes established by the legislation.

Here is the contribution of K. N. Kostur in the development of national military naval medicine based on documentary data. K. N. Kostur was born on May 6, 1921 in the village of Kuzmin, Gorodok district of the Khmelnitsky region of the Ukrainian SSR. After graduating secondary school with ten years of study, he entered the Naval Medical School (NMS). He passed the first practice in August 1940 on the cruiser «Aurora», which was in Kronstadt. In late October 1941, after an early release from NMS, he was sent to the «Road of Life». The convoy of the Red Banner Baltic Fleet (RBBF), where he served, took the wounded, women and children out of besieged Leningrad. Konstantin Nikolaevich Kostur, being a senior medical assistant, was part of the Railway Artillery Battery of the 263rd Division of Railway Artillery of the 1st Guards Brigade of the Red Banner Baltic Fleet. He participated in combat operations to break the blockade of Leningrad, liberate the islands in the Vyborg gulf, and also liberate the Baltic states and East Prussia. Several post-war years participated in the combat demining of the Finland gulf. Then — 5 years of study at the Naval Medical Academy (NMS), service on the cruiser «Maxim Gorky» as the head of the medical service, and also — 22 years of hard work in the 1st order of Lenin Naval Hospital of the Leningrad Naval Base. Here K. N. Kostur went from the young attending doctor to the head of the gastroenterological department and the lead therapist of the hospital. After the release to the reserve, Konstantin Nikolayevich until the last day was actively working as a therapist at the 285th Polyclinic of 1st order of Lenin Naval Hospital of the Leningrad Naval Base, assisting military personnel, members of their families, military retirees and civilians. Despite high positions and great administrative and medical work, K. N. Kostur conducted deep research studies on topical issues of naval therapy and gastroenterology, was actively engaged in inventive and rationalization activities.

Divers are regularly exposed to a unique and changing environment that dentists must consider when treating such patients. This review focuses around two case studies encountered in naval dentistry: (i) diving barotrauma (pressure-induced injury related to an air space); and (ii) scuba diving mouthpiece-related oral conditions. Each condition is described by its effect on the oral cavity and in particular the teeth. Then we generally review the latest literature on the different effects of scuba diving on the diver’s head, face and oral regions and emphasize methods of dental disease prevention, diagnostic tools and treatment guidelines.

The activities of the military and naval authorities in organizing military production in the mining industry of the Urals in the second quarter of the 19thcentury have been analyzed in the article. Despite a large number of studies on the history of military management mainly devoted to the period of the reign of Alexander I the organization of the military economy in historiography has not been given sufficient attention. The researchers did not consider the issues of state regulation of the military order at the mining plants of the Urals. The author has made an attempt to analyze the changes in the structure of the economic management of the military and naval departments during the reform of the state apparatus during the reign of Nicholas I, to show their role in organizing the military order at the mining plants of the Urals. The main sources of the research were the legislative and normative acts regulating the organization of the activities of military and naval control bodies, the procedure for manufacturing and accepting military products from mining plants. Also involved are archival materials from the military command and control bodies concentrated in the Federal archives. In the process of analyzing the factual materialhistorical-genetic and problem-chronological research methods were used. As a result the author concludes that the central bodies of military and naval control played the key role in organizing the military order. In particular, the leadership of the artillery department was under the joint jurisdiction of the Artillery Department and the General Feldzheichmeister. The artillery department of the War Ministry was responsible for supplying the army with weapons. It was in charge of determining the volume of the military order monitoring the implementation of military orders and the quality of products through the artillery inspectors located at the mining plants. In the structure of the naval department in the second quarter of the 19th centurythe reorganization took place as well. Due to this reorganization a unified department was created, headed by the Naval Ministry. The mining plants of the Urals supplied shells and metals for the fleet. The author stated that the Artillery Department was responsible for the supply of weapons for the fleet in the structure of the ministry, and the procurement of metals was under the jurisdiction of the Shipbuilding Department

Pension provision of military personnel is one of the important components of social security of every country. This system should guarantee a decent level of pension payments, because this will contribute to the high attractiveness and perspective of service in the national armed forces and the preservation of the most trained specialists in them. The war with Russia once again proves the need for a professional army, taking into account international practices and the chosen course for joining the European Union and the North Atlantic Alliance. Quite interesting for both analysis and adaptation in Ukraine is the experience of implementing social support for military personnel in the USA, in particular, regarding the receipt of pension payments. In this paper, an analysis of the pension provision of US military personnel is carried out through the prism of pension plans and benefits that this category of citizens claims. The study demonstrated that the US military pension system is effective, focused and structured, and consists of various types of pensions, military personal deductions for retirement accounts, military pensions and pensions under the federal insurance program. The authors prove that this population category is the most socially protected, as evidenced by the results of a study of the level of pension payments to US military personnel, which indicates the high efficiency of this pension system. It should be noted that one of the effective mechanisms for increasing the level of pension provision for military personnel of Ukraine is the adaptation, based on scientific research, of the best world practices regarding the provision of pension payments to this category of recipients. The article analyzes the features of the functioning of the current system of pension provision for US military personnel. The system of pension plans and benefits claimed by US military personnel is singled out. The amount of pension payments to US military personnel in dynamics is considered. Based on the results of the study, appropriate conclusions were drawn and recommendations were made to increase the level of pension payments to military personnel.

As Ukraine today faces a problem unknown to it – the need to address issues related to the payment of pensions to victims of the armed conflict in the Eastern Ukraine, there is a need to develop effective mechanisms for exercising the right for pensions for these categories of persons. Normative acts and practice of application of the legislation on provision of pensions of internally displaced persons and persons living in the temporarily occupied territories are analysed. The article shows the features of legal regulation of provision of pensions and develops theoretical and practical proposals and recommendations. Emphasis is made on the fact that the occupation of Ukrainian territories and the military aggression of the Russian Federation have forced Ukraine to respond to the problems of Ukrainian citizens affected by the Russian-Ukrainian conflict. It is concluded that the establishment of a special procedure for repayment of arrears of pension benefits for the past period by a court decision restricts internally displaced persons in the right for a pension and is illegal. Non-payment of pensions to residents of the occupied territories of Donbas violates their constitutional right for a pension. Emphasis is placed on the fact that such conditions are discriminatory, as other (less favourable) conditions for payment of pensions are defined. Based on the practice of application of the legislation, it was found that social protection bodies violate the constitutional rights of this category. It is proposed to strengthen the responsibility of officials for violating the constitutional rights of persons affected by the consequences of the armed conflict. It focuses on bringing Ukrainian legislation on pensions of persons who have suffered as a result of the occupation of Donbas in accordance with the Constitution of Ukraine and international standards. It is proposed that the laws "On Compulsory State Pension Insurance" and "On Provision of Pensions" provide for a norm that would establish the obligation of officials who grant pensions to take into account the legal positions set forth in decisions of the Supreme Court and the results of their consideration of exemplary cases on pension issues. According to the author, it should be noted that ignoring this requirement entails disciplinary proceedings, and illegal refusal to pay a pension leads to criminal liability. With this purpose the author proposed to amend the Criminal Code and the supplement it with the article "Illegal refusal to appoint or pay a pension".

Abstract In the context of legislation introduced in Romania through Law 1 of 2020 regarding occupational pensions, this paper presents an evaluation of occupational pension system for police and military personnel and takes into consideration privately administered funds that would complement the current system. The paper evaluates the impact of the complementary occupational pension system, focusing on its dual role as both a fiscal instrument for internal financing within Romania and a mechanism for enhancing social and economic security for retired police and military staff. The occupational pension system can diversify funding sources, potentially easing the national public debt burden, while offering a sustainable and adequate retirement income for service members. Furthermore, the analysis extends to the occupational pension system's efficacy in fostering workforce stability, particularly post-eligibility for military state pensions. The study addresses the system's potential influence on staff motivation and retention, underpinning its role in maintaining a robust and committed service workforce. This simulation-based study leverages international models and legislative frameworks to corroborate these benefits, providing a nuanced understanding of the occupational pension system’s role in the broader context of public service pensions.

Objective : Such research confirms the effect of public pension benefits on self-competence and life satisfaction of the elderly lt aims to enhance the importance of public pensions and provide implications for the government’s pension reform. Methods : After surveying the elderly aged 65 or older living in urban and rural areas, hypothesis testing was conducted through reliability analysis, descriptive statistics analysis,.group difference analysis, correlation analysis, and frequency analysis according to demographic characteristics. Results : There were significant differences in self-efficacy and life satisfaction depending on whether or not to receive public pensions, the type and amount of public pensions, and urban and rural areas. Elderly people receiving public pensions had higher self-efficacy and life satisfaction than those who did not receive them, and pensions with high benefits such as military tuition and faculty pensions had higher self-efficacy and life satisfaction than those who did not. In addition, residents in urban areas showed high self-efficacy and life satisfaction according to their residence in urban and rural areas. Conclusion : Korea is expected to enter an ultra-aged society in 2025, but the elderly poverty rate is the highest among OECD countries. In this reality, public pensions are one of the most effective means of maintaining the lives of the elderly. The government needs to establish policies to maintain the public pension at an appropriate level at a time when the finances of the national pension, civil service pension, private school pension, and military pension are inevitably depleted, and each individual should secure his or her retirement life by joining the public pension and further devise private pension and other income security measures.

The issue of the history of pension provision for “special types of service” in the Russian Empire is considered in the article. The provision of pensions for these categories of civil servants is seen as an important part of the government’s policy to stabilize the state apparatus. Attention is paid to the rules for assigning pensions to employees of departments: mining, communications, forestry, customs, court, educational and scientific. The results of a comparative analysis of pensions of these categories of employees with pensions of civil (and in some cases military) employees under the Pension Regulations of 1827 are presented. The privileged position of employees of “special types of services” in relation to other civil and military employees is shown. The question is raised about the history and causes of this privileged position. The novelty of the study is in the fact that for the first time the history of pension provision for special categories of civil servants is considered in a comprehensive manner. It has been proven that the privileged position of these categories of employees was a way to recruit for service in industries that required special qualifications or were distinguished by difficult conditions.

AbstractChile's military government replaced the country's universalistic social policy system with a set of market-oriented social policies. Taking evidence from three areas (pensions, education, and health care), this study seeks to explain why the military advanced a policy of deep retrenchment and why reform of health care was less thorough than it was in pensions and education. The radical transformation of policy relates to the breadth of power concentration enjoyed by General Pinochet and his economic team, the policymakers' ideological positions, and the role of veto players. The more limited reform of health care is linked to the actions of a powerful veto player, the professional association of physicians.

The decisions of the congresses of the military and naval clergy, held at the beginning of the 20th century, remain little studied to this day. Turning to this topic, researchers most often focus on the decisions of congresses of all-Russian significance which is the 1st All-Russian congress of the military and naval clergy (July 1914, Petrograd), less often on the decisions of the 2nd All-Russian congress of the military and naval clergy (July 1917, Mogilev). However, front-line congresses also played an important role in the history of the institute of military priests: they took place in the Southwestern (5–7 May 1917), Western (24–28 May 1917), Romanian (25 June 1917) and Northern (26–28 June 1917) fronts. This article discusses the work of the first of them which is the Сongress of the Orthodox military clergy of the Southwestern front in Proskurov in May 1917. The author of the article analyses the main decisions of this congress. The attitude of the military clergy of the front to the war, participation in the political parties, organisation of cultural and educational activities are shown. The proposals of the delegates on the reorganisation of the administration of the department and the introduction of an elective principle are analysed. It is shown whether the opinion of the participants of the congress in Proskurov coincided with the decisions of the 2nd All-Russian congress of the military and naval clergy in Mogilev. The article was prepared on the basis of archival documents and materials of the periodical press. In particular, documents from the funds of the Russian State Historical Archive (Saint Petersburg) such as protocols of the sessions of the Сongress of the Orthodox military clergy of the Southwestern front, the resolutions of the protopresbyter on the decisions of the congress, the protocols of the sessions of the 2nd All-Russian congress of the military and naval clergy were used.

The paper dwells on analyzing the peculiarities of the mutual perception of Russian and French military sailors, as well as the directions, forms and results of interaction between the navies of the allied powers since the emergence of the Franco-Russian alliance at the end of the 19th century until the outbreak of the First World War. The main factors that determined Russian-French relations in the naval sphere are the creation of naval general staffs in France and Russia, the active military-diplomatic activities of naval agents (attaches) in Paris and St. Petersburg, as well as the conclusion in 1912 of the Naval Convention and subsequent regular contacts between the chiefs of naval staffs. The conclusion is made about the predominance of critical mutual perception of the naval corporations of the allied countries, as well as the low efficiency of their interaction on the eve of the world war.

The article examines the psychological-pedagogical essence, content, and structure of the military-technical culture of naval forces specialists in modern Ukrainian higher education institutions. It has been proven that the level of development of the military-technical culture of the naval forces specialists in the modern armed forces today does not meet the needs and requirements of the Armed Forces of Ukraine. It has been established that in the process of professional training at a military higher education institution, interest turns into a purposeful desire to master military-professional activities. However, students’ interest in improving military-technical literacy is unstable and unsystematic. It has been proven that the military-technical culture of naval specialists is a type of professional culture that represents an integrative property of the individual, which includes a set of knowledge, skills, professionally essential qualities, and value orientations that ensure the readiness of the future officer to carry out military engineering activities. The system of formation of military-technical culture of naval specialists is based on general (awareness and activity, compatibility of the implementation of the system with the conditions of military training, connection of theory and practice, differentiation and individualization) and specific (transformation of general engineering culture into military-technical culture cadets, axiologising the content of the system, innovations, interdisciplinary integration) principles. Based on the study of a complex of literary sources, it has been established that military-technical culture is considered by scientists as a personal education, as a set of personality qualities, as a sum of professional engineering knowledge, abilities, and skills, and as a means of achieving results and self-development of students in educational activities. In the process of scientific research, the functions of military-technical culture (directive, translational, meaningful, developing, reflexive-evaluative) have been singled out; components of military-technical culture (value-motivational, cognitive and activity-communicative) and logical levels of their formation (algorithmic, reproductive, reconstructive and creative).

Naval armed forces are commonly prone to stressors during military activities which are associated with their working environment. This can adversely impact the oral health of these personnel. This scoping review aimed to explore the literature concerning oral health among naval personnel. Relevant articles that reported oral health among naval armed forces published from 1990 to December 2022 were retrieved from five main databases. Of the 641 articles searched, 15 met the inclusion and exclusion criteria. Occurrences of caries, periodontal disease and barodontalgia were high among the naval armed forces, with a significant number of dental emergencies during deployment and training operations. The dental diseases and emergencies experienced by the naval personnel on duty may influence their performance during missions. Given the far-reaching effects of dental diseases among personnel in the naval armed forces, further prospective studies with standardised report investigating oral health and dental diseases are recommended. Oral health services in the naval armed forces can also be improved by increasing the dentist-to-navy personnel ratio both at the military bases and on board the vessels during missions, as well as designing preventive strategies to improve oral health among the naval personnel.

The Northern (Great Northern, Twenty-Year) War lasted from 1700 to 1721. The war was fought between the Kingdom of Sweden and a coalition of the states of Northern Europe for domination of the Baltic Sea and possession of the Baltic lands. In 1721, a new Russian Empire emerged in Europe with a powerful regular army and navy. The capital of Russia became the city of St. Petersburg. The Kronstadt Naval Fortress was built on the Baltic Sea. During the Northern War, the first military hospitals, hospital schools, pharmacies appeared. The fleet is equipped with hospital vessels. Legislation in the field of military and naval medicine was improved, medical supplies were improved. All this served as a reliable foundation for the development and formation of Russian military and naval medicine.

Military forces in Thailand have had an important role in national defense, social development, and environmental protection for many years. Military-based tourism is a new form of domestic tourism in Thailand. Within this trend, the article aims to explore the occurrence of "military tourism" in Thailand and propose a military-based tourism development model, adapted from Ritchie and Crouch's model to a case study at Sattahip Naval Base. Specific attention is given to factors determining destination competitiveness and sustainability of the base including the transformation of restricted areas turned into leisure destinations. Triangulation methods are derived through a focus group discussion with 25 naval personnel involved in domestic tourism, document analyses, direct observations, and an in-depth interview with a senior naval officer. The findings show that militarybased tourism at Sattahip is more competitive in destination capability featuring natural, cultural, and created resources, but less competitive in tourism management capability concerning accessibility, transportation for tourism, and staffing shortage in tourism services. The article also discusses critical issues related to military-based tourism development, including leadership, nationalism, domestic tourist typology, and degree of sustainability. A military-based tourism development model is also proposed for future studies, and recommendations are also provided to address the challenges in domestic tourism at military bases.

The article provides an analysis of the experience of professional training of future officers of the Italian Navy. On the example of the Naval Academy in Livorno, the educational process of midshipmen has been examined in detail. It has been found that the main goal of education and professional training of midshipmen of the Naval Academy in Livorno is the formation of values of honor and responsibility, which are the main characteristics of all servicemen and officers in particular. It has been noted that the Italian Naval Academy in Livorno provides: 1) basic education and training for future officers of the Italian Navy; 2) specialization courses for the professional training of officers of the Italian Navy and officers of other services. Ways of reforming military education in Ukraine have been also analyzed. A comparative analysis of the organization of educational activities at the Institute of the Naval Forces (Odesa) and the Academy of the Naval Forces of the Italian Republic (Livorno) has been conducted. The educational and professional programs of the Institute of the Naval Forces (Odesa) and the Academy of the Naval Forces of the Italian Republic (Livorno) have been examined. It has been determined that the training of military sailors in Italy and Ukraine has a lot in common, but there are also significant differences between them. It has been found that in both educational institutions the ultimate goal of training is the formation and development of general and professional competencies of future officers of the Naval Forces, who are able to manage military teams and can solve complex special tasks and practical problems of professional activity in the field of operation and combat use of naval weapons. It has been proven that the difference is in the ways and means of achieving this goal.

Research background: The products of the arms and military equipment market create the material basis for the country’s military security. The most important segment of this market is the market of naval equipment. The acquired competencies have naturally led Russia to the role of the most important exporter in this market. The authors have repeatedly addressed the topic of Russian shipbuilding and the role of Russia in the world market of naval equipment and military ships. Purpose of the article: The main goal of the research is to analyze the current state of the market of naval equipment, the positions of its main participants and, especially, Russia. To determine the future prospects of Russia’s presence in this market, it was necessary to identify the main problems of Russian shipbuilding and consider the impact of external factors on the state of the industry. Methods: Generalizations of the research are based on processing and systematization of data obtained from available information sources. Analyzing the statistics, the authors were able to deduce the trends of the current moment and determine the prospects. Findings & Value added: The analysis of key market indicators, as well as the problems of Russian shipbuilding, allowed the authors to build possible scenarios for its future development, from optimistic under favorable external factors to pessimistic, in which the loss of not only military security, but also the position of the largest exporter in the world market of naval equipment and military ships is inevitable.

This work analyzes for the first time, based on new archival documents and other sources, the problems of material and domestic arrangement of military personnel families; World War II dis-abled veterans, demobilized military personnel and orphans on the materials of Kabardino-Balkarian Republic. The activities of state and party bodies in organizing employment, social se-curity and help to families of front-line soldiers, disabled, demobilized military personnel. This article established the number of beneficiaries who received benefits and pensions, as well as em-ployed families of military personnel disabled during the war years. It also revealed the omissions and shortcomings in the organization of material and household arrangements, the normalized provision of food and industrial goods to the families of military personnel and war invalids. This paper considered activities of state bodies and the public in organizing the help of orphans and children who have become homeless. The experience of labor collectives of factories, factories, collective farms, state farms, public organizations, and citizens in providing patronage help, fami-lies of front-line soldiers, disabled people and orphans is summarized.We concluded that the main areas of state and public support for the families of military personnel, war invalids, orphans and demobilized children in Kabardino-Balkarian Republic were state benefits, pensions, targeted material help, tax exemptions, provision of food and industrial goods, solving housing problems, employment and restoration of orphanages.

We are considering the main aspects of the professional activity of an outstanding naval hygienist, alumnus of the Faculty of residency training for the Naval Service of Military Medical Academy named after S.M. Kirov (1964), Candidate of Medical Sciences (1971), Higher Senior Officer (graduate education hygiene) of the Scientific Research Center of the Academy (1975), Associate Professor at the Department of Naval and Radiation Hygiene (2004), retired Colonel of the Medical Service Zun Andrey Vadimovich. Having gained a unique experience in medical practice as the Head of the medical service of a diesel-electric submarine of the Baltic Fleet and having completed his postgraduate studies at the Department of Naval and Radiation Hygiene (Military Medical Academy named after S.M. Kirov), Andrey Vadimovich successfully defended his thesis for the degree of Candidate of Medical Sciences (graduate education hygiene) on the topic "Hygienic characteristics of the working conditions of specialists working on the fleet shore installations of the Naval Service, working with components of rocket fuel". After this more than 45 years of his professional activity were devoted specifically to the preventive medicine trend hygiene. The main professional achievements of Andrey Vadimovich undoubtedly include the study of the physiological effect of negative air ions in closed premises with conditions of oxygen deficiency, the study of the workplace hygiene of coastal missile systems specialists, as well as the hygienic characteristics of military clothing. Andrey Vadimovich has been also teaching such academic disciplines as naval and radiation hygiene, as well as medical ecology for all categories of Academy students. He is a veteran of the Armed Forces and Military Medical Academy named after S.M. Kirov. Andrey Vadimovich considers the success of his son and grandson as the main achievement of his life. His son Sergey followed the path taken by his father and graduated from the Faculty of Residency Training for the Naval Service of Military Medical Academy named after S.M. Kirov, also he deployed downrange on submarines, and then became an Associate Professor of the Psychiatry Department at the Academy. The grandson of Andrey Vadimovich, Pavel, graduated from the University of Information Technologies, Mechanics and Optics. After he completed his postgraduate studies at the same University, his area of expertise is computer modeling of the circulatory system.

OBJECTIVE: To assess the symptom severity and formation of professional burnout syndrome (PBS) in naval experts of different age groups.MATERIALS AND METHODS: 849 naval experts, aged 25–45 were examined. Based on generally accepted methods, there was the evaluation of professional burnout and stress, considering clinical-psychophysiological features of the respondents with a different severity level of symptom manifestation. Moreover, to assess the dynamics of professional burnout in naval experts, performing military service as part of Arctic division, subgroups by age were identified out of the total sample (N=127): the group of persons, performing military service as part of Arctic division aged 25–30 included 21 people (n1=21), aged 31–40–72 people (n2=72), aged 41–45–34 people (n3=34). Statistics: Statistic analysis of the data was conducted using the application package «STATISTICA 6.0» and spreadsheet Microsoft Excel-2010.RESULTS: The formation nature of PB syndrome in naval experts of different age showed that the persons, performing military service as part of Arctic division, aged 25–30, experienced a high rate of stress phase (68,1±7,9 points), indicating its formation, and 39,8±7,5 points in the resistance phase, indicating the process of this phase formation; yet there were normative values (28,4±5,1 points) on the exhaustion phase in this group of people. The naval experts, performing military service as part of Arctic division, aged 31–40, experienced a high rate of stress phase (72,8±7,9 points) and resistance phase (73,4±11,5 points), indicating their formation in the examined individuals; at the same time the indicators on the exhaustion phase did not overcome the normative values of 26,7±7,2 points. The naval experts, performing military service as part of Arctic division, aged 41–45, experienced average normative values on stress phase (25,9±3,8 points), resistance phase (23,9±3,9 points); yet there was formation of exhaustion phase (39,1±6,9 points).DISCUSSION: The analysis allowed to reveal age-sensitive formation of professional burnout syndrome. It is shown that individual manifestations of the syndrome form clear modal symptoms among different age groups. The specifics of neuropsychic disorders in naval experts of different age groups were identified.CONCLUSION: The data analysis allowed to conclude that prevention of PBS formation and its successful overcoming could largely be achieved by naval experts’ implementation of optimal strategies for coping with stress and using constructive and mature psychological defenses in their behavior.

Abstract The fact that rubber can be studied in a state of mechanical equilibrium makes it the most fundamentally interesting polymeric material. Elastomers also find wide application both in industry and the military, due to the unique combination of obtainable properties. This short review describes selected uses of rubber by the U.S. Navy on surface vessels, submarines and aircraft. The emphasis is applications which exploit rubber's capacity for energy transmission, storage and dissipation.

An important component of the military-professional training of cadets-military pilots in military aviation universities is the formation of readiness for practical activities in the troops. At the same time, the quality of training of aviation specialists does not fully meet the requirements of customers for military personnel. It is possible that the reason for this discrepancy lies in the insufficiently expressed methodological strategy of military professional training. Modern military-political conditions and trends in the development of naval aviation require that helicopter pilots have personality neoplasms that contribute to the high-quality performance of professional tasks in all types of activities. The conducted genesis of the military professional training of helicopter pilots of naval aviation revealed a number of significant problems, the solution of which is facilitated by methodological approaches of professional pedagogy. In the course of the study, based on the activity approach and the principle of identification, the leading role of interaction in all types of professional activity was established, which determines its specificity. Content- analysis of professional tasks based on a functional approach revealed a feature of professional activity, which consists in a set of professional tasks corresponding to indicators in the structure of readiness for interaction. On the basis of a system-structural approach, taking into account the specifics and features of activity, the structure of readiness for interaction (motivational-value, activity and cognitive components) and the criteria for the formation of its components (crew flight, military cohesion and tactical flight thinking) are proposed. Arguments are given regarding the need to develop readiness for interaction among helicopter pilots of naval aviation during their training at a military aviation university, as an integrative personality trait, which includes not only a set of abilities to solve professional problems, but also a number of professionally important qualities

Abstract: This paper aims to provide an overview how to employ marine mammals in naval operations and also to identify possibilities of involving mammals in support of the Romanian Naval Forces. The article uses domain observation and comparative analysis of how to employ marine mammals in the actions of modern fleets. For this purpose, we set out to identify the possibilities of using mammals for military scopes. Also, we will provide historical aspects of involving mammals in military activities in the Black Sea. In addition, we will offer relevant implications and perspectives regarding the use of marine mammals by the Romanian Naval Forces. The novelty of this article comes from the motivation to bring to the attention of Romanian Naval Forces the approach of employing mammals and developing research in the underwater domain based on training marine mammals. The present article is addressed especially to the master students and the personnel of the Naval Forces, and also to those who contribute to the implementation of feasible ideas at the level of the Romanian Naval Forces and intend to develop the underwater domain in order to discourage actions of a potential adversary

Study Objective: To develop a mathematical model for predicting suicide risk in students at military academies. Study Design: This was a comparative prospective study. Materials and Methods: One hundred and thirty-three students at the Naval Polytechnic Institute, a subdivision of the Naval Academy named for the Admiral of the Fleet of the Soviet Union N.G. Kuznetsov, participated in the study. Assessment of the participants was done with the following tools: “The Ratio of Value and Accessibility in Various Areas of Life,” “Self-reflection Test,” “Semantic Differential,” “Military Occupational Aptitude,” and the “Mental Well-being Scale” questionnaire. Discriminative analysis was done to develop a mathematical model for predicting suicide risk. Study Results: Participants at high risk for suicide had scores for their personal emotional attitude towards the concepts “military service” and “ego ideal” that were lower by a statistically significant margin (p<0.05), and higher levels of self-reflection. In addition, more of them had intrapsychic conflict. The combination of these psychological characteristics was a risk factor for suicidal behavior in these military academy students. Conclusion: An informative model for predicting suicide risk in naval academy students was created, using discriminant modelling. ABSTRACTThe provenance of the dreadnought battle-cruiser and its significance with respect to the Anglo-German naval rivalry has generated sharp scholarly disagreement. This article reviews the work of four historians who have wrestled with the battle-cruiser issue in order to evaluate their different approaches to the evidence and conflicting conclusions. It then identifies hitherto unnoticed connections between the battle cruiser, a redefinition of the two-Power standard, and the financing of the 1908 Old Age Pensions Act.

The modernization of the military system and its adaptation to the requirements of European norms has become a necessity for the Romanian naval pentathlon. In our research, we will propose a new concept of mental training for the athletes who are part of the utility swimming team.Objective:- Explanation of the training process of the athletes who are part of the naval pentathlon team from the point of view of physical and mental parameters- Establishing the efficiency of the methods for improving the concentration and self-control of the athletes participating in the utility swimming race.- Notification of conclusionsResearch methods: Studying the bibliography, tests for the attention and concentration of pentathlon athletes.The results obtained after the tests should confirm that the attention and self-concentration level of military athletes on the naval pentathlon team has increased.From a psychological point of view, the military athletes were stimulated by external intervention (mental training), but also by autosuggestion and auto impulsion.

Britain long sought to establish, develop and utilise local military capabilities across its empire. In its informal empire among the Arab Gulf Sheikhdoms of Eastern Arabia, Britain increasingly encouraged – and often cajoled – its protégés to build up their own security forces as London's moment in the Middle East was coming to an end. The scholarly literature on imperial assistance to local forces is invariably army-centric; little attention is given to how powers such as Britain helped establish local naval forces. This article seeks to address this imbalance by describing how British naval institutions supported the establishment of the local naval force in Abu Dhabi in the years immediately before British withdrawal from the region in 1971. This case study expands the historiography of British military assistance to cover naval forces and describes the repertoire of support provided by the Royal Navy and Navy Department.

The aim of our research is to studying the effect of military-training experience on physical development, cognitive functions and their electrophysiological and cardiovascular characteristics. The object was cadets of the first course of the Naval institute (n = 125). All cadets have been divided into two groups: cadets of the 1st group had no of military-professional experience (n = 81), cadets of the 2nd group was graduated from Suvorov Military (Nakhimov Naval) High Schools (n = 44). We used anthropometrical measurements, physiological and psychophysiological tests, methods of electroencephalography, photoplethysmography and analysis of heart rate variability. To confirm significance of differences between groups ANOVA was used. Cadets of the investigated groups had many distinctive features in physical development, cognitive functions and their electrophysiological and cardiovascular characteristics witch demonstrated the effect of military-training experience.

In this endeavour, it is proposed to identify some military characteristics of the Black Sea, in terms of narrow sea, that can influence the development of military action in a joint context. This will highlight the role and place of naval force in capitalizing on the optimal potential to support coastal actions carried out by the land force. The novelty of this approach is underlined by the fact that the research result is based on the cooperation of specialists from the Romanian Naval Forces with specialists from the Land Forces, following war games and the use of other research tools specific to the military science field. The originality lies precisely in the fact that the particular missions of the naval forces during the support of the land forces were identified by the authors through the experience gained in exercises carried out at the “Carol I” National Defence University. The final product will make that correspondence between the characteristics of the Black Sea and the necessary capabilities, intended to manifest maritime power, through an appropriate response in the case of joint military actions, which will contribute to supporting national interests at the maritime and riverine areas.

The destructive processes that are observed in the modern world, the crisis of the world order determine a new round of power confrontation both in the line of global and regional actors of world politics. There is an increase in armed confrontation, the desire to solve old, including territorial, problems by force. The study of the historical experience of the armed confrontation between India and Pakistan actualizes the problem of this paper. The purpose of the article is to analyze and summarize the experience of the use of naval forces during military operations at sea in the Indo-Pakistani war of 1971, to identify the main factors that influenced the planning of naval operations, the course and results of combat operations at sea. The author used a narrative approach and a historical-comparative method to identify the evolution of ideas about the use of naval forces in the Indo-Pakistani conflict of 1971. The article highlights and examines the main factors and their impact on the training and use of naval forces during military operations at sea in the Indo-Pakistani conflict of 1971. Special attention is paid to the assessment of the impact of the political nature of the war, its goals and scale, the views of the military-political and military leadership of India and Pakistan on the training and use of naval forces; the tasks that were solved by the fleets of the parties; the role and place of individual types of forces in solving certain tasks in the theater of operations. To determine factors that directly affect the use of the naval forces of India and Pakistan in the 1971 conflict, the author analyzes the conditions in the Maritime theaters of war, the factors that have characterized the theater, and the impact of conditions in the theater on the planning and implementation of operations. The main sources are archival and analytical materials of the Ministry of Defense of India and the Ministry of Defense of Pakistan, memoirs of war participants.

MILITARY ALLOWANCES AND PENSIONS IN WORLD WAR I: LEGISLATION AND IMPLEMENTATIONThe contribution discusses the Austro-Hungarian approach to the development of social security policy for military personnel and their families during war and peacetime. On the basis of legislative documents and articles in the Slovenian newspapers it specifically explores the period of World War I. It shows that Austro-Hungary entered the war relatively well-prepared as far as maintenance was concerned.
