Although homeless women appear to be at notable risk of unintended pregnancy, insufficient attention has been paid to understanding their access to birth control services and the characteristics of homeless women who want birth control services. To address these research gaps, the authors analyzed data from a probability sample of 974 homeless women who were interviewed in shelters and meal programs in Los Angeles County. Multivariate logistic regression analysis revealed that among those women who wanted birth control services during the past year, using these services was associated with fewer perceived barriers to health care, having a regular source of care, consistent use of contraception, and lower odds of alcohol dependence. Availability and cost barriers to birth control services must be reduced, and effective service linkages should be developed among providers of birth control services, substance abuse treatment, and primary care.

Aims: Homelessness is associated with poor health outcomes and increased use of hospital and emergency department (ED) services. Little is known about the duration of homelessness in relation to health care service use. The aim of this study was to examine the use of hospital and ED services among the homeless in Helsinki, Finland, and for the first time, to examine the relationship between service use and duration of homelessness. Methods: Six hundred and eighty-three persons staying at least one night in a shelter between September 2009 and September 2010 were followed until the end of 2014. Using negative binominal regression analysis we calculated the use of hospital and ED services and compared the use with that of a matched control group ( N = 1361). We also analyzed service use in relation to the time spent homeless during follow-up. Results: The mean time spent homeless during the follow-up was 8.5 months, one third was temporarily homeless (less than 2% of the follow-up time), but recurrent episodes of homelessness were also common. The study group’s incidence rate ratios for medical-surgical hospital days was 6.23 (95% CI: 4.73 to 8.21), for psychiatric hospital days 43.11 (95% CI: 23.02 to 80.74) and for ED visits 10.21 (95% CI: 8.77 to 11.90), compared with controls. The number of medical-surgical hospital days and ED visits/person-year increased as homelessness was prolonged, but the pattern was opposite for psychiatric hospital days. Conclusions: Homeless persons are heavy users of hospital and ED services, and there is also increased use among those temporarily homeless.

Forests are the most important renewable resources and provide critical ecosystem services worldwide, especially the provisioning service, making a great contribution to human well-being. The Three-North Shelter Forest Program (TNSFP) is a large-scale ecological project aimed at improving ecological environments and consolidating economic construction in China through the development of artificial forests. In our study, stochastic frontier analysis was adopted to estimate forest production efficiency (FPE) by using dynamic panel data. Based on the FPE of 13 provinces located within the TNSFP region during the period 2000–2016, the effects of the natural and socioeconomic influencing factors on FPE were further explored by using the Tobit regression model. The estimated results confirmed the validity of the constructed model and revealed an increasing trend of the mean annual FPE value, which ranged from 0.3147 in 2000 to 0.5681 in 2016. The FPE was declining from the eastern region to the western region in 2000. However, this spatial distribution characteristic changed enormously in 2016; regions with low FPE were in the center of the TNSFP region, surrounded by the regions with high FPE. Moreover, the following factors positively influenced FPE: average temperature (1.4476), total annual rainfall (0.0800), per capita GDP (0.0882), the education levels of forestry employees (0.2120), the number of forest technology stations in townships (0.0149), and disease and pest control areas (0.0190). However, the impacts of the policy relating to the Natural Forest Protection Program on FPE were insignificant. These influencing factors had differential effects on FPE within the TNSFP’s three sub-regions during the period 2000–2016. These findings can contribute to more efficient forest management and strengthen resource and environment management.

Presently, there is little research on how people experiencing homelessness prepare for, respond to, and recover from disasters. Existing emergency management literature does not provide an understanding of how disasters affect homeless shelter services. The present study seeks to fill these gaps by examining how Hurricane Sandy impacted homeless shelters and their guests in New Jersey. Presenting findings from ethnographic research in Atlantic City and Hoboken, this study identifies several areas in which homeless shelters and their guests may be able to assist in emergency response and disaster recovery such as preparing meals for victims, sorting and processing donated items, and assisting victims in filing for emergency assistance.

For 10 years, Virginia Wesleyan College (VWC) hosted a week-long on-campus emergency homeless shelter during the College’s short Winter Session. The mission of the extracurricular student-initiated, student-run project was to serve the homeless, raise awareness, dispel myths about homelessness, and reflect VWC’s mission. This research is a qualitative assessment of transferable-skill development and attitudinal change of alumni who, as students, held Shelter Manager positions. Results show that all former managers who responded to the survey think about the Shelter with some regularity, and each has continued their involvement with Shelter postcollege. Reported outcomes include changed stereotypes and broader worldviews, as well as the development of transferable skills, including interpersonal and communication skills, leadership, and teamwork. Respondents reported specific examples of ongoing impacts of Shelter in both their personal and professional lives. Research findings provide an assessment of this unique engaged learning experience specifically and contribute to the literature on postcollege outcomes of service learning more broadly.

Abstract. In the current scenario, where there is no quantitative criteria for the location, size, etc. of the shelter, an empirical study was conducted on the location distribution of the shelter considering accessibility. In this study, a safety zone that can be immediately evacuated using a pedestrian-level network is set up for each shelter. For the case area, a GIS network analysis service area analysis was used to divide the area to be evacuated to each shelter and to generate a base map in which the shelter that can reach the shelter as soon as possible can easily be identified. It is possible to provide a suitable area and evacuation route using pedestrian networks. In an urgent situation, it should be possible to get to the evacuation shelter at least as soon as possible, to avoid the high risk of flooding. Therefore, the service area that considers the flooding maps to be effective for evacuation.

One of the basic problems of any developing country is to provide shelter to the low income groups. The housing does not mean shelter only but it includes the services related to it i.e. sanitation, sewerage, street conditions and water etc. The government policies related to the provision of such facilities have greater impact on the quality of life and standard of living. The demand for housing reflects the willingness to pay for a set of housing services. The house is a set of many goods; the number of bedrooms, bathrooms, quality of local services and utilities, tidiness of the neighbourhood and quality of the local environment [Katherine (2006)]. The difference in value may be due to housing and neighbourhood characteristics with amenity or dis-amenity values.

This study analyzed the impact of the quality of the military's feeding system on meal service satisfaction and intangible combat power. This research will provide policy implications for the efficient operation of the military’s meal policy and budget. This study identified the four factors (food quality, hygiene, environment, and operation) related to service quality in the military's feeding system. Soldiers' satisfaction with the quality of meal service was 3.21 regarding quality, 3.54 regarding hygiene, 3.35 regarding environment and 3.70 regarding operation of meal service. Satisfaction was found to be the lowest. The correlation between the quality of meal service, quality of meals and the satisfaction with meal service was .820 for quality, .758 for hygiene, .758 for environment, and .724 for meal service. It has been found that hygiene, environment, and operation-related aspects are important factors for the improvement of meal satisfaction in addition to food quality. The correlation index between the quality of meal service and intangible combat power was found to be .233 in quality, .281 in hygiene, .240 in environment, and .308 in operation of meal service. Although the correlation index between the quality of meal service and intangible combat power was moderate, it had significant effects. Therefore, the future quality control of the group meal service needs to be managed with a balanced sense of hygiene, environment, and operation as well as quality of meals. To improve behavioral intangible combat power, it is necessary to note that the correlation index in terms of operation, hygiene, and environment is higher than the quality of meals.

The delivery of therapeutic services to clients is influenced by service providers’ understanding of the “fit” of a specific program with their service mandate as well as their perceptions of the potential benefits of the program. This article discusses the development and implementation of a therapeutic horticulture (TH) program at a battered women’s shelter that serves 17 counties in Central Kentucky. Through semistructured interviews, we gauge the shelter staff’s perceptions of the relationship of the TH program to the shelter’s overall mission; their sense of the program’s benefits for residents, for the shelter as a community organization, and for themselves; and their concerns about the TH program. We consider how these findings may impact future programming at the shelter, and we discuss plans for further evaluation of the TH program in terms of its impact on shelter residents’ long-term outcomes.

Purpose: Disrupted healthcare facilities due to disasters leave the affected communities without access to sufficient health care. This study proposed the use of mobile health clinics to address the issues faced by medical service providers during disaster response.Design/methodology/approach: A mobile health clinic a mobile facility that performs health care services from a stationary location. The model was developed as a healthcare response strategy, considering demand uncertainties due to the nature of the disaster. Therefore, this study objective is to simultaneously generate the mobile health clinic route and schedule and determine how each mobile health clinic covers patient demands within a pre-specified time horizon. The stochastic model is presented because the disaster's impact varies according to its scale.Findings: An investigation of the medical shelter effect in locations with high number of displaced people and the routing of mobile clinics for several shelter locations with a small number of people show that a hybrid strategy comprising a medical shelter and a mobile health clinic is the best option. Mobile health clinics can serve many locations within an appropriate walking distance. It can also route them to other locations when the time constraint allows. With a high number of people located in a shelter, building a medical shelter provides a better service.Originality/value: This study proposed mobile health clinics as a medical service strategy during disaster response to address the challenges faced by communities during a disaster response. The idea of mobile health clinics (MHC) is to improve communities’ access to healthcare services.

One of the queue systems that is often found in daily life is the transportation service system, for example a queue system at the shelters departure of corridor V Bus Rapid Transit (BRT) Trans Semarang. Corridor V has three departure shelters, they are Shelter Victoria Residence, Shelter Marina, and Shelter Bandara Ahmad Yani. Corridor V was choosen, because of its high load factor on January to June 2019. Based on the observation, the service time at the departure shelter is usually longer than the normal shelter. This causes the rise of queue at the departure shelters. The queue at the departure shelters can hamper the arrival of BRT at the other shelters, so the application of the queue theory is needed to find out the extent of operational effectiveness at the departure shelters. The resulting queue model is the Non-Poisson queue model, the queue model for Victoria Residence Shelter: (DAGUM/GEV/1):(GD/∞/∞), Marina Shelter: (DAGUM/G/1):(GD/∞/∞), and Bandara Ahmad Yani Shelter: (GEV/GEV/1):(GD/∞/∞). Based on the value from measurement of the queue system performance, it can be conclude that the three departure shelters of corridor V BRT Trans Semarang have some optimal condition. Due to the socioeconomic importance of salmon farming in the North Atlantic and the economic impact of sea lice in this industry, there is high demand for novel pest control methods. One such method is the use of cleaner fish to remove the lice from the salmon. A cleaner fish that has recently gained in popularity due to its ability to work in cold water, is the lumpfish (Cyclopterus lumpus). This fish varies in efficiency, but when mortality is low and cleaning optimal, the fish are successful in keeping parasite burdens low. However, there is some concern for the welfare of lumpfish in the industry, because mortality is often high. This is sometimes attributed to inadequate feeding and shelter. Here we compare growth, body condition, and fin health of fish reared for four weeks in a crossed treatment design crossing shelter availability (shelter vs none) and feed delivery method (manual meal time feeds and continuous automated feeding). In terms of weight gain, shelter availability interacted with feeding method, with fish that had access to shelters and were fed using automated feeders gaining less weight than other fish. Fin health was not affected, but body condition was lowered both by access to shelter and being fed continuously. The results indicate a need to carefully consider how feeding method and shelter use is combined, both in cages and during rearing on land.

An urban emergency shelter provides a place of temporary life and shelter for victims after a disaster. As a very important public service facility, its spatial layout is greatly related to the security of lives and the property of the urban residents. Upholding the concept of sustainable disaster reduction, this study took the central urban area of Xuzhou as an example. Based on the analysis of ArcGIS software, this study analyzed and planned the spatial layout of emergency shelters in Xuzhou and visualized the service area ratio, service population ratio, service capacity ratio, and service overlap rate of each administrative district. Finally, 73 fixed emergency shelters were determined, among which eight were classified as central shelters. At the same time, through consulting the relevant data, it was found that similar problems such as potential safety hazard, blind areas, service overlapping, and mismatch of shelter layout and actual needs also exist in other cities. Finally, in light of the existing problems, relevant suggestions are provided for the adjustment and optimization of the layout of emergency shelters.

AbstractThose without housing often use public space differently than those who are housed. This can cause dilemmas for and conflicts among public officials as guardians of public space and goods. In this paper, we look at one such utilisation of space from the perspective of those who board 24-hour public transportation routes and ride the bus all night for shelter. We describe the results of a preliminary survey, observations and informal conversations with unhoused riders on the bus over three nights in one county in the United States. We found that a substantial number of the unhoused riders we surveyed used the bus as their main form of night-time shelter throughout the year, and that some have ridden the bus for shelter for many years. Men were more likely to say that they used the bus to sleep, while women rode the bus for safety. While some unhoused riders also utilised shelters or did not know about other shelter options, many actively choose the bus over emergency shelters. The potential implications of the study for service providers, researchers and policy-makers are addressed.

From the literature review, a framework consisting of four concepts of habitability (safety, health, sociality, comfort) and four shelter zones (entry, residential, service, special needs zone) was developed for the in-depth interviews and analysis. The field study and in-depth interviews with victims, staff, and volunteers were conducted to collect problems and needs regarding shelter space planning. The results showed that the entry zone needed improvements in ‘protection’, ‘prevention’, ‘sanitation’, ‘accessibility’, ‘area’, and ‘privacy’. The residential zone lacked ‘area’, ‘privacy’, and ‘indoor environmental quality’. The service zone problems were mainly seen in the categories of ‘area’ and ‘privacy’. The special needs zone was less habitable in the categories of ‘protection’ and ‘area’. To appropriately respond to victims’ urgent needs, the temporary shelter planning should secure enough space beyond the legal minimum standards, provide sanitation and indoor environmental quality management, and separate spaces by function and user type.

The present study has tested the Shelter-Quality Protocol (SQ) and its applicability in nine long-term dog shelters in the Curitiba metropolitan area, State of Paraná, southern Brazil. Welfare indicators were scored on three different levels including shelter, pen and dogs. Data were qualitatively analyzed, presenting an average of 66.67 (±27.63) allocated dogs per shelter, receiving only dry food, with meal frequencies varying from once (44.4%), twice a day (33.3%), and ad libitum (22.2%). Water was available ad libitum in 98.5% of pens and was clean in (89.5%) of shelters. Most of the shelters grouped the dogs by size. Animals were kept indoors (41.0%) or entirely outdoors with only close movable shelters (41.3%), from which 78.5% had materials that could hurt the animals. None of the dogs were panting, crowding, or had any stereotypy behavior. No cough, swelling, and ectoparasites were observed. Animals were in satisfactory body-score condition and clean; no lameness was observed. In the human-animal relationship test, 15.3% of animals showed fearful and aggressive reactions. Hence, the level of shelter-quality was feasible and provided relevant information about the Brazilian dog shelter welfare. However, it is important in future studies to include and adopt additional indicators to gather other relevant aspects of dogs' welfare, such as health management, environmental enrichment, dogs' socialization, people involved in the chain, rate of adoption, and turnover of dogs.

In the literature on homelessness, the term ‘leaving homelessness’ is used. However, it is not specified. Intuitively, it is understood as overcoming the crisis of homelessness, leaving the shelter and living in a place where the client can act independently. Doubts are raised, regarding the period of time after which it can be considered that a person has left homelessness. The aim of the article is to show the opinions of practitioners, i.e. social workers, educators, psychologists, staff managing institutions for people without their own shelter on the interpretation of the term “leaving homelessness”. The paper presents the results of a survey carried out in 2018, among 155 practitioners representing 30 institutions (shelters, hostels, single mother houses). It shows that “leaving homelessness” is understood as leaving the shelter and the certainty that the client has been functioning independently in the social environment for at least 7–12 months. At the same time, he/she must have a job, support himself/herself, build a social network, maintaining abstinence. The survey also showed that, according to 38% of respondents, their clients are not interested in “returning home” and rather prefer to be in the shelter. This is related to their addictions, long homelessness and a sense of helplessness.

This study is the secondary data analysis using data collected from 710 day care centers for the elderly for the research on Meal Service Management of long-term care institutions carried out by National Health Insurance Service(NHIS) in the Republic of Korea in 2020. The purpose of the study was to analyze the current status of dietitian meal service at day care center, where the recipients are under the long-term care insurance. The main results are as follows. First, the dietitian placement at day care centers was statistically significantly related to the ownership, size, and operation type of the centers. Second, in the case of a dietitian, the proportion of responses that there is the meal service quality management manager was significantly higher. The percentage the dietitian who answered that they were responsible for meal service quality management was statistically significantly higher as well. Third, the ratio of day care center to consigned meals was 30.6%, which was higher than 25.0% of long-term care facilities and 11.5% of elderly group homes. Based on this, the following suggestions were made to improve the quality of meal services of day care centers: to manage the meal service by professional personnel, such as dietitians, to prepare operation standards and quality management plans for consigned meals, and to research and develop policies for meal services.

Natural disasters can cause serious casualties and economic losses, and emergency shelters are effective measures to reduce disaster risks and protect lives. At present, the location models of refuge facilities often ignore the diversion of shelter from the perspective of humanitarian logistics and the needs of victims. Such models also seldom consider the impact of the pre-storage of relief materials on the location of shelters. In this study, on the basis of the different needs of disaster victims, shelters are divided into two types—basic life and psychological medical service guarantees. While considering the full coverage of shelter needs, capacities, and budget constraints, the shelter distance, the optimized distribution of refugees, and the pre-stock quantity of goods are optimized. The facility service quality is optimized on the basis of qualitative factors. This study proposes a multi-standard constrained site selection model to optimize the pre-disaster shelter site-allocation problem. The model is helpful for decision makers to influence shelter siting and victims’ allocating process through their expertise and to obtain a solution that compromises multiple objectives. In this study, several basic cases are generated from the actual data of certain areas in Sichuan Province, a disaster-prone region in China, to verify the effectiveness of the model.

Domestic violence (DV) emergency shelters play a vital role in supporting victims who seek to leave abusive partners and gain independence. Research indicates that numerous positive outcomes for victims and their children are associated with utilization of DV shelter programs. Yet, research also suggests that DV shelter programs may be unable to comprehensively meet the needs of all victims, and many choose to leave shelters soon after their arrival. To better understand the ways in which DV shelter programs support victims but also fail to meet their needs, this article explores the factors that influence victims’ decisions to stay or leave a DV emergency shelter program through qualitative interviews with 33 DV shelter residents. Study participants indicate that three types of factors influence their decision to stay or leave the shelter program: (a) contextual factors, (b) partner or family relationship factors, and (c) shelter-specific factors. Shelter-specific factors cited as important contributors to satisfaction or dissatisfaction with shelter living include policies, staff and services, displacement from one’s home community, and facilities. Findings provide information from the perspective of victims on the factors that influence one’s decision to stay or leave a DV program and can be used to support service providers and advocates in building programs that are both supportive of victims’ needs and conductive to longer shelter stays.

Patient food service is an important component in the nutritional management of hospitalized children. The previous meal delivery system at The Hospital for Sick Children in Toronto was a cold-plating re-thermalized system. Issues related to this model included order lead time, the reheating process, menu selection, and service style. Research into other systems led us toward room service, an innovative and flexible mode of meal delivery. Transformation to room service occurred over one year, and included implementation of a new computer system, kitchen renovation, redesign of menus and a new meal delivery system called Meal Train, and changes to human resource allocations. Throughout the transformation, consultations were held with key stakeholders, including the children’s council, the family advisory, the nursing council, and a multidisciplinary committee involving nursing staff, dietitians, patient service aides, infection control personnel, occupational health employees, patient representatives, and food services staff. Now, Meal Train is running smoothly, and meal days and food costs have been reduced. Others considering a project like this must know their clients’ needs and be willing to think outside the box. They should familiarize themselves with current information on systems and equipment, consult with key stakeholders within their organization, and then create the system that will work for them.

Purpose: To gain insight into client experiences with shelter or community care services for homeless people, homeless youth, and abused women and identify priority improvement areas. Methods: Seven hundred and forty-four clients rated their experiences and 116 clients rated the services’ importance. Results: Clients had most positive experiences with the client–worker relationship and least positive experiences with the results of services. Abused women’s service providers scored higher than homeless adults and youth service providers. Day and night shelters scored lowest, followed by crisis shelters, supported housing, and outreaching teams. The results of care have the highest need for quality improvement for homeless adults and youth. Discussion: Clients’ experiences with shelter and community care services in the Netherlands are generally positive, with a strong client–worker relationship forming the basis of good quality care. Monitoring outcomes and increasing the focus on results are integrated in recent approaches aimed at improving the quality of shelter care.

Unwed pregnant teenagers tend to experience various problems. Apart from that, they also receive negative perception from community. For that reason, most shelters are provided to assist and protect the teenagers involved. However, only those who can adjust to hardships or resilient can survive the worse. This preliminary survey aimed to identify the level of resilience among unwed pregnant teenagers (UPTs). The study involved 34 UPTs from four women’s shelters under the supervision of the government and private organizations in Peninsular Malaysia. The respondents were selected using the purposive sampling technique. This study used a quantitative approach, and the instrument of this study was a questionnaire named Tahap Resilien Remaja (TReR), which was administered based on the Ego-Resiliency Scale (ER89) and Connor-Davidson Resilience Scale (CD-RISC). The items in the TReR were validated by five expert evaluators in the psychological and social fields. Study data were analyzed descriptively using Statistical Package for Social Science (SPSS) Version 25.0. The findings of the study showed that UPTs in women’s shelters had a moderate level of resilience (Mean[M] = 3.40, Standard Deviation [SD] = 1.010). The UPTs in this study showed good progress in the shelters. Therefore, the shelters are expected to maintain and improve the quality of existing services from time to time. Other shelters can also utilize the findings of this study to provide better services to their residents to recover from psychosocial problems resulting from cases of unwed pregnancy.
