AbstractRealizing the Development of Indonesian Maritime Connectivity needs to be supported by excellent public services. Indonesia as a maritime country needs to improve to improve global shipping. This study aims to determine the responsiveness of the integrated Kalimas ship service center in realizing the development of Indonesian maritime connectivity. This study uses a descriptive qualitative approach. The research locus is at Pelindo III Tanjung Perak Surabaya branch. Collecting data by observation, interviews and literature study. Checking the validity of the data used data triangulation. Analysis of the data used qualitative analysis of the interactive model. The results of the research on the responsiveness of the integrated Kalimas ship service center, the service speed indicator is considered fast. For indicators of officer responsiveness to complaints and difficulties experienced by service users related to the services provided have also been assessed as good and responsive. Meanwhile, the responsiveness indicator in providing information to service users is also considered quite good.Abstrak Mewujudkan Pembangunan Konektivitas Maritim Indonesia perlu didukung pelayanan publik prima. Indonesia sebagai negara maritim perlu berbenah untuk meningkatkan pelayaran global. Penelitian ini bertujuan untuk mengetahui responsiveness pusat pelayanan kapal kalimas terpadu dalam mewujudkan pembangunan konektivitas maritim indonesia. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Lokus penelitian di Pelindo III cabang Tanjung Perak Surabaya. Pengumpulan data dengan observasi, wawancara dan studi pustaka. Pemeriksaan keabsahan data digunakan triangulasi data. Analisis data digunakan analisis kualitatif model interatif. Hasil penelitian responsiveness pusat pelayanan kapal kalimas terpadu indikator kecepatan pelayanan dinilai sudah cepat. Untuk indikator ketanggapan petugas terhadap keluhan dan kesulitan yang dialami oleh pengguna layanan terkait pelayanan yang diberikan juga sudah dinilai baik dan tanggap. Sedangkan untuk indikator ketanggapan dalam pemberian informasi kepada pengguna layanan juga dianggap sudah cukup baik

This study aims to investigate the impact of logistic management on maritime transportation Service Performance in Oman. According to the resource-based view theory, firms with an inward organizational focus believe that performance stems from unique resources and capabilities specific to the firm. Based on this premise, successful companies aim to cultivate distinctive capabilities, often of intangible nature, to drive future competitiveness. This descriptive study examines the impact of logistic management on maritime transportation service performance. Based on a non- probability sample of 200 respondents from logistics and maritime transport service companies. The relationship between variables was analyzed using structural calculation modeling. The results showed that five out of the nine hypotheses were all positively and significantly supported (supply to services quality, transportation to cost, transportation to services quality, transportation to time and warehousing to cost). While the relationship between (supply to cost, supply to time, warehousing to service quality, warehousing to time) were not supported. The study focuses on the one maritime service provider in Oman, thus precluding the generalizability of findings to other logistics service or logistics areas.

The present contribution evaluates how the European Geostationary Navigation Overlay System (EGNOS) meets the International Maritime Organization (IMO) requirements established in its Resolution A.1046 for navigation in harbor entrances, harbor approaches, and coastal waters: 99.8% of signal availability, 99.8% of service availability, 99.97% of service continuity and 10 m of horizontal accuracy. The data campaign comprises two years of data, from 1 May 2016 to 30 April 2018 (i.e., 730 days), involving 108 permanent stations located within 20 km of the coast or in islands across the EGNOS coverage area, EGNOS corrections, and cleansed GPS broadcast navigation data files. We used the GNSS Laboratory Tool Suite (gLAB) to compute the reference coordinates of the stations, the EGNOS solution, as well as the EGNOS service maps. Our results show a signal availability of 99.999%, a horizontal accuracy of 0.91 m at the 95th percentile, and the regions where the IMO requirements on service availability and service continuity are met. In light of the results presented in the paper, the authors suggest the revision of the assumptions made in the EGNOS Maritime Service against those made in EGNOS for civil aviation; in particular, the use of the EGNOS Message Type 10.

A model was developed for network design of a shipping service for large-scale intermodal liners that captured essential practical issues, including consistency with current services, slot purchasing, inland and maritime transportation, multiple-type containers, and origin-to-destination transit time. The model used a liner shipping hub-and-spoke network to facilitate laden container routing from one port to another. Laden container routing in the inland transportation network was combined with the maritime network by defining a set of candidate export and import ports. Empty container flow is described on the basis of path flow and leg flow in the inland and maritime networks, respectively. The problem of network design for shipping service of an intermodal liner was formulated as a mixed-integer linear programming model. The proposed model was used to design the shipping services for a global liner shipping company.

The National Ocean Service (NOS) is responsible for charting the Nation's coastal waters and, therefore, is the lead Agency for the portrayal of maritime limits of the United States of America. The 1958 Geneva Convention on the Territorial Sea and the Contiguous Zone states " ... the normal baseline for measuring the breadth of the territorial sea is the low waterline along the coast as marked on large-scale charts officially recognized by the coastal state." In 1976, NOS was requested to show various maritime limits on its regular issue of nautical charts. The paper presents the history of maritime boundaries on National Ocean Service (NOS) charts, methods used in constructing the various maritime limits, the definition of the limits, the push for lateral seaward boundaries, and the technical aspects of maritime limits.

Purpose: The purpose of this study is to measure the productivity and satisfaction of global maritime logistics personnel when using artificial intelligence chatbots as tools, and to enhance the utilization of artificial intelligence chatbots based on this. Research design, data, and methodology: This study was conducted among customers using a representative maritime e-logistics platform in Korea. In order to compare the changes in productivity and satisfaction experience of global maritime logistics personnel using A.I chatbots in the experimental and comparison groups, this study used Jamovi, a statistical analysis program, to confirm the homogeneity between the two groups through reliability tests and independent sample t-tests. Results: The results of the analysis confirmed that the chatbot-enabled service had a positive impact on the service experience of maritime logistics personnel using the e-logistics platform. In addition, the post-test results of the effectiveness verification showed that the positive experience of the A.I. chatbot in the experimental group was statistically significant and improved in all areas. This shows the possibility of evenly satisfying the cognitive, sensory, and emotional domains of maritime logistics personnel. Conclusions: This study, first, extends the research focused on simple services of E-logistics platforms to chatbot service experience; second, presents the components of chatbot service experience of E-logistics platforms through theoretical considerations; and third, demonstrates through empirical analysis that chatbot service is an important antecedent variable for the formation of satisfaction experience of E-logistics platforms and the upgrading of maritime logistics personnel.

The COVID-19 pandemic had a serious impact on global trade in 2020. The interruption of the supply chains due to various restrictions influenced the rapid drop in the transport demand. In the last decade, the global containerized trade has noted the growth of approximately 55,5%, with an average pace of growth of about 5% yearly. Container shipping, as one of the industries vulnerable to economic shocks, has noted a significant drop in trade. The role of maritime container terminals as an integrator and facilitator of global trade in the global supply chains is undisputed. Therefore, the role of services provided by the maritime container terminals has grown in importance. This situation generates the necessity to adapt to these circumstances in a way that expresses the need of improving the service quality, as one of the key aspects of competitiveness. The purpose of this paper is to determine the possibility to verify the relation between COVID-19 impacts on maritime container transport and maritime container terminal service quality. Based on the findings the suggested actions for service quality improvement are proposed.

Purpose: This study aims to analyze the Implementation of the Integrated Service Policy for Port Services to Support the Empowerment of the Maritime Defense Area. The port's function is to support the smoothness, security, and orderliness of the flow of ship, passenger, and ship traffic or goods, sailing safety and security, intra-and/or inter-modal movement places and encouraging the national and regional economy while taking into account regional spatial planning. Theoretical framework: This study discusses several theoretical frameworks which include Policy Implementation, Integrated Port Services, and Empowerment of Maritime Defense Areas. The theory of Public Policy Implementation is used for establishes a communication model and implementation analysis, with a very strong emphasis on what influences the acceptance or rejection of messages across layers of government and the inhibiting and enabling factors. Design/Methodology/Approach: The research method used is descriptive qualitative, with research analysis on policy implementation consisting of the content of policy and context of implementation, where existing services involve many interests and port management. Data analysis techniques using qualitative descriptive analysis followed four stages, namely data collection, data reduction, data presentation as well as conclusions and verification. Findings: The results of the research are: 1) The performance process of loading and unloading activities at the Port of Tanjung Perak Surabaya to support the empowerment of the maritime dimension defense area has been going well, 2) Performance results loading and unloading activities at Tanjung Perak Port in Surabaya to support the empowerment of the maritime dimension defense area have been carried out properly and can accommodate all port institutions, 3) There are supporting factors for the implementation of Integrated Service Policy, the existence of regulations that support the implementation of Service policies, 4) There are inhibiting factors, namely the absence of a central decision-making institution, Separate Container locations, Suboptimal Guidance Shipping Channels. Research, practical & social implications: The benefits obtained in this study are obtaining the most appropriate policy model namely The Integrated Port Policy for Excellent Service (IPPSE) and High Technology-Based Port Area Synergy Regulations to improve Service Security and Convenience at the Port of Tanjung Perak Surabaya to support the maritime dimension defense area. Originality/Value: The value of this study stems from its handling of one of the important sectors, namely the Port service industry sector and regional empowerment in Indonesian maritime defense because this sector is considered the most important and effective in the economic development.

Service quality is crucial in the maritime sector, as it is in all sectors. Service quality research in maritime businesses continues due to technological developments, changing environment and human profile. The study aims to current a holistic perspective to research evaluating service quality in maritime businesses with visual mapping and bibliometric analysis method. Therefore, 122 article were identified in the Web of Science database. It was analyses with the VOSviewer program. It was determined that scientists from 41 countries, especially China, were study. It is possible to say that the number of research carried out in 2022 represents approximately 20% of the total scientific production. This indicates that production will continue to increase.

This study was conducted to profile customers according to the level of satisfaction with the service attributes of maritime public transport provided by Seabus Service Company (SSC), the sole provider of maritime transport in Istanbul. Such analysis needs to be conducted by considering market segments in terms of maritime transportation usage and post purchase behavior. This was accomplished by conducting quantitative research through face-to-face surveys of SSC passengers. According to the results by multivariate data analysis, including factor analysis and cluster analysis, six segments are revealed in terms of customer satisfaction level with the maritime service attributes. Moreover, there are significant differences among the segments in terms of usage frequency (travel frequency in this study), age and education level. Different strategies for different customer segments within the maritime passenger market to increase customer usage and satisfaction of maritime transportation in Istanbul are suggested from the findings. Thus, this paper provides guidelines for the Turkish Maritime Authorities as to how to expand maritime transportation usage in Istanbul, which is not only the largest city and the most crucial trade center of Turkey but also has the highest share of passenger maritime transportation in the country.

Nautical services should be allocated efficiently as they have great resource costs. In this paper, the Marine Pilotage Service in the Istanbul Strait has been analysed by using Rockwell Arena Simulation Software. The purpose of the study is to find the required number of marine pilots for vessel traffic flow in the Istanbul Strait. It is evaluated thoroughly by a stochastic, dynamic, discrete simulation for safe service standards in pilotage. The result of the paper shows that discrete simulation technique is an efficient and reliable way of solving complex techno-nautical service allocation problems as proven by experts. As the discrete simulation result data shows, most other techno-nautical services can also be modelled and optimised by using similar techniques. Areas like optimisation of the number of pilots, tugs, resource allocation problems, berthing area selections and many more complex and inherently stochastic problems can be reliably solved by simulation experiments.

In particular, considering the strategic location and liberal trade policies, the maritime sector in the United Arab Emirates (UAE) is considered a critical player and key enabler of international trade. To further strengthen and enhance the role of UAE's maritime sector in supporting the global maritime industry, it is highly desirable to identify the contributing factors that influence business processes and service efficiency and empirically verify the findings. This paper analyses and evaluates major characteristics of transport services relevant for the organization of fast inter-city lines in maritime passenger transport. Service characteristics that have been subjected to research and assessment include: 1) individual travel costs, 2) travel duration, 3) travel safety, 4) social costs of transport, 5) ability to create a traffic service and 6) other elements of the traffic service. Using descriptive statistics and growth matrix, the analysis reveals that the Ability to create a traffic service and Travel duration, both having direct growth rates of 75 %, will have the largest impact on the establishment of fast inter-city sea-borne lines, followed by the Social costs of transport with the direct growth rate of 68.42 %. The impact of other transport service characteristics on the organization of fast inter-city lines in maritime passenger transport is estimated as moderate.

Excessive information significantly increases the mental burden on operators of critical monitoring services such as maritime and air traffic control. In these fields, vessels and aircraft have sensors that transmit data to a control center. Because of the large volume of collected data, it is infeasible for monitoring stations to display all of the information on monitoring screens that have limited sizes. This paper proposes a method for automatically selecting maritime traffic stream data for display from a large number of candidates in a context-aware manner. Safety is the most important concern in maritime traffic control, and special care must be taken to avoid collisions between vessels at sea. It presents an architecture for an adaptive information visualization system for a maritime traffic control service. The proposed system adaptively determines the information to be displayed based on the safety evaluation scores and expertise of vessel traffic service operators. It also introduces a method for safety context acquisition to assess the risk of collisions between vessels, using parallel and distributed processing of maritime stream data transmitted by sensors on the vessels at sea. It provides an information-filtering, knowledge extraction method based on the work logs of traffic service operators, using a machine learning technique to generate a decision tree. We applied the proposed system architecture to a large dataset collected at a port. Our results indicate that the proposed system can adaptively select traffic information according to port conditions and to ensure safety and efficiency.

One of the main functions of the State Border Guard Service of Ukraine is the protection of the state border of Ukraine on land, sea, rivers, lakes and other bodies of water; protection of the sovereign rights of Ukraine in its exclusive (maritime) economic zone and control over the implementation of rights and fulfilment of obligations by other countries in this zone. The structure of the Border Guard Service of Ukraine includes the Maritime Guard, which consists of Maritime Guard Detachments. The State Border Guard Service of Ukraine organizes training and retraining of its servicemen in educational institutions. The Bohdan Khmelnytskyi National Academy of the State Border Guard Service of Ukraine is such an institution in the border protection system. The article analyses the peculiarities of training future officers of the State Border Guard Service of Ukraine to conduct ship administration in the Maritime Guard Detachments of the State Border Guard Service of Ukraine. The scientific attention was drawn by having identified certain problematic issues that arose in the training process organization of specialists for service in the Maritime Guard Regional Department of the Border Guard Agency – three Maritime Guard Detachments and the Maritime Guard Training Centre. Ship administration in the Maritime Guard Detachments provides support for operational and service activities, combat (professional) training, work with personnel, household, proper operation, repair, storage of weapons, military equipment and property. At the same time, as a result of scientific analysis of educational and professional programs (working programs of disciplines, practical training programs) of the National Academy, it has been established that there are no topics about the main provisions for the organization of ship administration in bodies, institutions and establishments of the State Border Guard Service of Ukraine. The article also proposes to develop ways to resolve the contradiction between the emergence of the logistics section on headquarters of a rapid response border command and the lack of planning changes in the educational process of the National Academy of the State Border Guard Service of Ukraine. The author highlights the results of the above analysis, including the facts of low qualification of officers in the field of ship administration, and focuses on the importance of taking into account in the issues of conducting ship administration in the educational process of the SBGS educational institutions, based on the requirements of departmental guidelines for proper professional training of relevant officials.

Abstract The European Geostationary Navigation Overlay Service (EGNOS) augments the open public service offered by the GPS in Europe making suitable the use of GPS for safety critical applications. EGNOS is designed according to the same standard [ICAO SARPs, 2018] such as US WAAS, Japanese MSAS, GAGAN in India, SDCM in Russia and KAAS in South Korea and provides over Europe both corrections and integrity information about the GPS system. As the European SBAS, EGNOS offers three services: Open Service, Safety-of-life Service and EDAS. In general, the EGNOS Safety-of-life (SoL) Service is intended for transport applications in different domains (and currently in use by Aviation) where lives could be endangered if the performance of the navigation system is degraded below specific accuracy limits without giving notice in the specified time to alert. This requires that the relevant authority of the particular transport domain determines specific requirements for the navigation service based on the needs of that domain. Even if the main objective of the SBAS systems is the civil aviation community, the advantages provided by this technology are very useful to users from other domains. In this sense, a new EGNOS service for maritime is currently under development with the objective to complement the existing maritime radionavigation systems (e.g. DGNSS) in the European region for enhanced accuracy and integrity information where there is no backup infrastructure or in poorly covered environments. One of the steps needed for the development of this new EGNOS maritime service is the definition of a minimum set of recommendations for receiver manufacturers to provide them with a clear view on how to design their SBAS receivers to be compliant with the requirements defined for such a service. For that, EC, GSA, ESA and ESSP SAS have been working together since 2016 to develop guidelines for manufacturers for the implementation of SBAS in shipborne receiver. These guidelines, developed in the frame of the SBAS Working Group created in the Special Committee (SC) 104 on Differential Global Navigation Satellite Systems (DGNSS) of Radio Technical Commission for Maritime Services (RTCM), define a minimum set SBAS messages to be compliant with the International Maritime Organization (IMO) Resolution A.1046 and additionally provide a test specifications. This paper presents a summary of these SBAS guidelines as well as the preliminary list of tests that must be fulfilled to be compliant. Additionally, a preliminary performance assessment of the EGNOS maritime service based on IMO Res. A.1046 (27) for a 24-months period during 2016, 2017 and 2018 is presented. The performance parameters are calculated using real data to show what level of performance was attained by EGNOS. The assessment was done using both EGNOS ground monitoring stations (RIMS) and fault-free receivers, based on these guidelines, fed with actual data. The performance is shown for each performance parameter defined in the IMO Res. A.1046 (27) and for navigation in Ocean Waters and coastal waters, harbour entrances and harbour approaches. The paper also includes Service Coverage maps representing where EGNOS maritime service based on IMO Res. A.1046 (27) is fulfilling the requirements. Furthermore, GSA and ESSP, with the collaboration of The Norwegian Coastal Administration and Hurtigruten Cruises, carried out a GNSS data collection campaign of 10 days along the Norwegian coast with a trajectory through Trondheim to Kirkenes and Kirkenes to Bergen in February 2018. The aim of this data campaign was to assess EGNOS performance at user level in the maritime domain at high latitudes in Europe. The data campaign includes the navigation outside the MT27 region defined in EGNOS at that moment (70ºN). A performance assessment of EGNOS using some commercial receivers and a software receiver in line with the SBAS guidelines will be presented, showing the observed accuracy and availably results of the EGNOS solution.

This study aimed to describe the efficiency of implementing academic services and the effectiveness of educational services based on minimum service standards. This quantitative descriptive study used a survey approach with AMI Maritim Makassar Polytechnic students. Data collection techniques included observations, interviews, and documentation studies. The data analysis technique used frequency tabulation with percentage calculation and a Likert scale measuring instrument. The findings revealed that implementing the minimum standard service was “simple”, with a Likert scale category score of 91.66%, and the “on time” variable had a score of 85%. The variable “openness” had a score of 97.5%. The “effectiveness” variable had a score of 96.6%. The variable “Indiscriminate” had a score of 97.5%. The “efficiency” variable had a 72.5% score. Implementation of academic services based on “Minimum Service Standards” with simple indicators such as “timely, open, not discriminant, efficient, and economical” was categorized as “satisfactory”, and the level of satisfaction with academic services based on the “Minimum Service Standards” among the students was classified as “strongly effective”.

Abstract Background The Gulf of Guinea, renowned for its challenging maritime conditions, underscores the critical role of telemedicine in safeguarding the welfare of seafarers. Nigeria, a prominent maritime actor, necessitates a comprehensive inquiry into seafarers’ awareness, perceptions, and access to telemedicine services as it is an emerging field and a recent telemedicine centre has been built by the Nigerian government. This research aimed to assess the knowledge and perception levels of telemedicine among Nigerian maritime workers; and secondly, to determine the availability and utilization of telemedicine services within the Gulf of Guinea’s maritime zones. Telemedicine in maritime health is guided by the policies from the International Labour Organization (ILO) and the International Maritime Organization (IMO). The ILO and IMO, through Resolution MSC.421(98), has issued guidelines for telemedicine in maritime health, advocating for its integration to address health emergencies effectively. Methods This is a quantitative cross-sectional design, 300 maritime workers participated evenly across Nigeria’s four maritime zones, employing systematic random sampling. Data were collected via a structured survey instrument, with descriptive statistics revealing insights into participants’ telemedicine awareness, knowledge, and perceptions. Results Preliminary findings showed substantial telemedicine awareness among respondents (72%), but only 45% received training, a statistically significant gap (χ² = 24.63, p < 0.001). Telemedicine availability varied across zones, with Central maritime zone at 57% and Northern maritime Zone at 29%. Discussion and conclusion This study findings highlights the need for targeted educational and training initiatives aimed at augmenting awareness and proficiency in telemedicine among Nigerian maritime workers. Telemedicine service disparities underscore the need for equitable access.

The maritime industry is rapidly evolving with digital technologies, aiming to enhance efficiency, safety, and sustainability. Recent interest has focused on autonomous vessels and the digitalization of ports, yet fairway development has lagged behind. To effectively support the growing digital and autonomous marine traffic, it is essential that fairways are also upgraded and modernized. Addressing this need, this study examines key elements of Smart Fairways, with a particular focus on Finland’s maritime infrastructure. This research contributes to the development of the Smart Fairways concept by identifying five foundational and ten advanced Smart Fairway service elements. The main finding highlights the foundational role of communication systems in the development of more advanced Smart Fairway services such as Enhanced Vessel Traffic Service, Port just-in-time Service, Remote Pilotage, and Digital Twin of the Physical Fairway.

There has been increasing demand from consignors and shipping companies for real-time monitoring of maritime cargo due to increases in fresh, dangerous, and high-value cargo. Although larger carriers have developed and integrated their own systems for such real-time monitoring services, small- and medium-sized shippers are struggling with the heavy costs and workforce associated with such capability. This study introduces a system that can do real-time monitoring of the location of shipping containers and their internal status by using IP-RFID that in cludes IP functionality. This system is composed of a tag, a smart point, and a service platform. The monitoring tags are attached to regular containers to track the opening and closing of the doors, the internal temperature, and humidity. The tags then send the data to the smart point where the GPS information is added. The data packet is then finally transmitted to the service platform for location tracking. In particular, as the tags in this system have IP functionality like Multicast, they are capable of communicating with the users and also allow users to control them. In order to provide such functionality, the smart points can serve as a gateway between the service platform and the tag. By managing the tag’s connection information and the status of transmission at the smart point, the service platform can directly communicate with tags connected to the respective smart point. This technology could be applied in a diverse range of maritime and non-maritime areas including warehouse management. As for maritime logistics, it also often goes through ground, port, and air transportation phases. Further studies should monitor the actual performance of this equipment across the various phases of maritime logistics to empirically test the systems proposed herein.

This paper was first presented at GNSS 2002 – European Navigation Conference – held in Copenhagen, 28th to 30th May, 2002. At the 5th GNSS Symposium, held in Seville in 2001, the authors presented a paper entitled ‘The Portuguese DGPS network’, which began by addressing the current need for a DGPS service, given the removal of Selective Availability (Moore et al., 2001). In that paper, the benefits of DGPS for mariners, namely in terms of accuracy and integrity, were discussed and presented, in order to show that the option to embrace DGPS was, and is, still valid because it can provide the best accuracy and integrity at sea. However, the accuracy advantage afforded and the integrity check performed by DGPS are only useful if the DGPS service reaches very high standards of availability and continuity. It would be almost useless to have a DGPS service with low availability and continuity, because it could mean a ship losing the differential corrections in restricted waters, where the service is most needed. In summary, the level of benefit gained from DGPS is directly proportional to the user availability of the service and to its continuity. Having discussed accuracy and integrity last year, this paper covers issues related to availability and continuity (continuity replaced the previously used concept of reliability). The availability and continuity requirements recently adopted by the International Maritime Organization (IMO) and the International Association of Lighthouse Authorities (IALA) are presented, as well as the ways by which DGPS services can meet the very high requirements for the harbour entrance and approach phase of navigation. The concepts used in the Portuguese DGPS network to minimize downtime and ensure the highest reliability and availability, are presented as an example.

This paper explores the challenges and constraints when over the horizon (OTH) maritime surveillance service utilizes an Internet of Things (IoT) as its backbone. The service is based on High Frequency Surface Wave Radars (HFSWRs) and relies on a satellite communication network as its communication infrastructure in harsh environments. The complete IoT OTH maritime surveillance network is currently deployed in the Gulf of Guinea, which due to its tropical climate represents an unfavorable environment for sensors and communications. In this paper, we have examined the service performance under various meteorological conditions specific to the Gulf of Guinea. To the best of our knowledge, this is the first analysis of IoT OTH maritime surveillance service in equatorial environment. Our analysis aims to mathematically describe the impact of harsh weather conditions on the performance of the service in order to mitigate it with careful overall system design and provide constant quality of the service. Analyses presented in the paper show that average service latency is about 90 s, but it can rise to about 120 s, which is used as a key information during the sensor data fusion algorithm design. Validity of the analyses is demonstrated through high quality of service with an outage probability of just 0.1% in the driest months up to the 0.7% in the rainiest months. The work presented here can be used as a guideline for deployment of maritime surveillance service solutions in other equatorial regions. Moreover, the gained experience presented in this paper will significantly facilitate future expansions of the existing maritime surveillance network with more HFSWRs. This will be done in such a way that it will not affect the quality of service of the entire system on a large scale.

In order to ensure the highest level of maritime travel safety, standards and rules are applied aimed at eliminating potential risks. In view of changes in the environment – as a result of, among others, the Covid-19 pandemic and Russia’s aggression against Ukraine – it has become necessary to verify expec-tations and preferences towards the provision of maritime transport services from the perspective of its users, representing generation Y. A key factor for evaluating cruise maritime service in the situation of current threats was identi-fied to achieve the objective of this study. At the same time, groups of factors responsible for the emergence of threats to travelers were identified, and pro-posals for measures to increase confidence in maritime transportation were evaluated from the perspective of the surveyed participants.

The purpose of this study was to determine the quality of the service in the delivery of training for marine skills for Medical Care and Medical First Aid at Barombong Maritime Polytechnic. The data analysis used was descriptive quantitative data analysis using the questionnaire method. Testing of the data in this study used variable validity and reliability tests. The results of this study indicate that the quality of services for maritime education and training, especially medical care and medical first aid, has been going well, thus from the above results it can be concluded that the indicators of Tangible, reliability, responsibility, assurance and empathy have gone well and must be improved so that training can improve service quality.

We assessed the satisfaction of onboard caregivers with the maritime telehealth service provided by the Centre de Consultations Médicales Maritimes (CCMM). We conducted a survey of captains and caregivers by email. Of the 385 surveys sent out, 165 (43%) were completed. Eighty four percent of responders ( n = 110) thought that waiting time was satisfactory or very satisfactory, and 97% ( n = 128) were satisfied or very satisfied with their relationship with the remote physician. Thirty eight per cent of participants ( n = 50) considered that the physician understood the medical problem very well; understanding was good in 58% of cases ( n = 76) and bad in only 4% of cases ( n = 5). Sixty two per cent of participants ( n = 83) sent pictures before consultation. The respondents were also satisfied with the telephone advice overall, the competence of the physicians providing the advice, the length of time spent waiting, the verbal prescription and the medical advice given. Onboard caregivers were generally well satisfied with the maritime teleconsultations and the advice provided by the CCMM physicians.

The Global Navigation Satellite System (GNSS) has become the primary means of obtaining Position, Navigation, and Timing (PNT) information at sea. The current capabilities of the Global Positioning System (GPS) constellation, although adequate for ocean navigation, have some shortfalls for coastal navigation: some user communities have a need for enhanced performance and they can benefit from the available “augmentation” techniques, resulting in improved GPS performance. Nowadays, the users can take advantage of Satellite-Based Augmentation Systems (SBASs). The maritime domain has been used SBAS for several years and it is supported by GNSS receivers used in the recreational and professional sectors. The SBAS/European Geostationary Navigation Overlay Service (EGNOS) can be used to complement the differential GNSS (DGNSS) for the provision of enhanced accuracy and integrity information with additional benefits. There are different possible solutions for the transmission of SBAS/EGNOS information to maritime users, considering that the corrections can be available from different transmission means. The different options for the use of SBAS for maritime navigation, the benefits brought to mariners, as well as the associated regulations, standardization and service provision aspects, are presented in this article.

Harbor Order is everything that is related to the implementation of port functions to support the smooth, safe, and orderly flow of ship, passenger, and ship traffic. or goods, shipping safety and security, intra- and/or inter-modal movement, and encouraging the national and regional economy while still paying attention to regional spatial planning. Ports also carry out activities to provide port services, especially loading and unloading of goods and containers with appropriate increased volumes. This research aims to find an integrated service policy in the port area to achieve maritime defense empowerment. The type of research used is descriptive qualitative, with research analysis on policy implementation consisting of Content of Policy and Context of Implementation. Researchers also use the theory of Public Policy Implementation to establish a communication model for implementation analysis, with a very strong emphasis on what influences acceptance or rejection across layers of government. Data collection techniques using observation and interviews, and data analysis techniques using qualitative descriptive analysis follow four stages, namely data collection, data reduction, data presentation, and conclusions and verification. La liberté contractuelle cause de nombreux remous en transport maritime. Elle est au centre de l’éternelle controverse opposant les chargeurs et les transporteurs. Celle-ci remonte à l’époque des negligence clauses auxquelles le Harter Act américain (1893) avait mis fin et qui a été suivi à l’international par les Règles de La Haye, par les Règles de La Haye-Visby et par les Règles de Hambourg. Finalement, les conventions maritimes sont fondées sur un régime impératif de responsabilité. Les Règles de Rotterdam devaient initialement suivre la voie de l’impérativité, devenue ainsi la tradition. Pourtant, un tournant a été amorcé avec l’introduction du contrat de volume inspiré directement du service contract américain et qui permettrait aux parties de négocier librement les conditions de services appropriées à leurs besoins. Cette approche commerciale marquant la résurrection de la liberté contractuelle est censée adapter le droit maritime à la réalité moderne des échanges et des transports de lignes régulières. Depuis les années 80, cette industrie a, en effet, subi de profondes transformations pour intégrer la chaîne logistique des chargeurs (supply chain management). En dehors d’une confrontation entre liberté et impérativité, longuement débattue par la doctrine, l’analyse de l’approche commerciale et de ses conséquences a été occultée par la communauté juridique. Notre objectif est alors de déterminer, à l’aune du contrat de service américain et du supply chain management, les soubassements de cette approche commerciale pour en déduire les changements que le contrat de volume impliquerait pour les opérateurs de transport si les Règles de Rotterdam venaient à entrer en vigueur.

In September 2003, academics from China, Europe and the USA gathered at Queen's University Belfast. They came first to attend an exhibition and then to present and discuss papers on the career in China of Robert Hart. Largely forgotten in Britain and even Northern Ireland, although not in the academic field of Chinese Studies, Robert Hart was born in County Armagh and studied at Queen's before travelling to Hong Kong in 1854 as a young recruit to the British Consular Service for China and Japan. He soon found himself despatched to the British consulate at Ningbo to study consular procedures and learn Chinese with the aid of a Chinese tutor and one of the Confucian classics, the Mencius. At this time, much of south China was engulfed by the Taiping Rebellion, which was inspired by Christianity.

Maritime Autonomous Surface Ships (MASS) have been an important direction for the development of intelligent shipping. However, most current international research on MASS focuses on navigation assistance technologies such as perception and decision-making, ignoring MASS’s traffic organization and management. The traffic organization service (TOS) under the e-Navigation strategy also has not researched MASS. In this paper, we propose the notion of on-demand service to MASS with different degrees of autonomy (DoA) and develop a new maritime service (MS) applicable to the MASS with various (DoA) following the e-Navigation technical architecture. We first analyze MASS requirements with different degrees of autonomy in traffic organization to define the service information. Then, based on the traditional TOS, we developed the MASS traffic organization service (MTOS), consisting of an operational architecture, five subsystems, and four services. In particular, we proposed a phased service trigger mechanism to solve the problem of publishing untimely and redundant service information. Tianjin port and Huanghua port were selected as cases study for simulation experiments; the study finding revealed that MTOS could provide standardized, accurate, and efficient traffic organization service for MASS with different degrees of autonomy on demand. The contribution can be applied in the port operation to improve traffic safety.

In recent years, the adoption of innovative technologies in maritime transport and logistics systems has become a key aspect towards their development and growth, especially due to the complex and heterogeneous nature of the maritime environment. On the other hand, Internet of Things (IoT) solutions are gaining importance in the shipping industry thanks to the huge number of distributed cameras and sensors in modern ships, cargoes and sea ports, which can be exploited to improve safety, costs and productivity. This paper presents an experimental evaluation of a maritime platform, which enables a wide range of 5G-based services in the context of logistics and maritime transportation. Its core is a Narrow Band (NB)-IoT framework used to run massive IoT services on top of a hybrid terrestrial–satellite network and feed a OneM2M platform with significant data on maritime transport to develop high-level and value-added logistic applications on top. Among the many different services that could be provided by the maritime platform, we focus on the cargo-ship container tracking use case through the Global Tracking System, which allows for continuous container monitoring all over the seas in a port-to-port service scenario. The results of the experimental tests illustrate the capacity of the platform in managing the high number of messages transmitted by the container tracking devices (i.e., more than 3000) and its efficiency in limiting the average maximum latency and packet loss below 5.5 s and 0.9%, respectively.

Maritime Character Formation Training for the Nahdlatul Ulama Student Association (IPNU) in Gowa Regency is a community service program aimed at providing understanding and awareness of the importance of understanding, strengthening, maintaining, and applying maritime character for the younger generation in daily life. This training reinforces the idea that every individual in Indonesian society should make maritime character their identity. This community service involves the younger generation of IPNU in Gowa Regency using active and participatory methods. The training teaches the importance of applying maritime character for the younger generation in shaping their future and the future of the nation. Character imbued with humanistic, wise, religious, innovative, resilient, integrity, and independent values is a capital in facing future challenges and helps build the nation to become more advanced, stronger, and highly competitive in the global arena. The formation of maritime character needs to be continuously developed and carried out widely so that the message conveyed can reach the entire community.

Abstract: Purpose: The purpose of this research was to identify the potential loss of business service levies received by the Department of Maritime Affairs and Fisheries, East Nusa Tenggara Province. Research Methodology: This study used a qualitative approach and power analysis using spiral data analysis techniques. The informants consisted of 33 people. Data collection was carried out by qualitative observation, qualitative interviews, qualitative document tracing, and qualitative audio-visual material. Results: There was a potential loss from receiving business service levies at the Department of Maritime Affairs and Fisheries, East Nusa Tenggara Province. Limitations: This research focused on identifying the potential loss of business service levy at the Department of Maritime Affairs and Fisheries, East Nusa Tenggara Province. Contribution: This research can be a scientific source and can be the basis for the Department of Maritime Affairs and Fisheries of East Nusa Tenggara Province in overcoming the potential lost problem. Abstract The multi-objective optimization for voyage planning, which aims to balance time, fuel utilization, and all other relevant service costs, is noticeably absent in the scientific literature. The reason behind this gap is closely linked to the involvement of a large number of participants with conflicting interests in the process. This complexity explains why modelling an optimization tool for maritime logistics services appears challenging. Although new technologies such as blockchains and smart contracts have helped reduce the number of participants and address some complexities, they cannot fully resolve the fragmentation observed in maritime transport. To address the need for optimized voyage management for vessels, this study takes a holistic approach to voyage costs within the maritime supply chain, similar to how a single company would approach it. The study combines a case study from the container shipping industry, expert interviews, project results, and secondary empirical data research to develop a financial model for optimizing voyage costs. The research opens up opportunities for improving logistics services and developing new business models in the field of supply chain finance.
