AbstractRealizing the Development of Indonesian Maritime Connectivity needs to be supported by excellent public services. Indonesia as a maritime country needs to improve to improve global shipping. This study aims to determine the responsiveness of the integrated Kalimas ship service center in realizing the development of Indonesian maritime connectivity. This study uses a descriptive qualitative approach. The research locus is at Pelindo III Tanjung Perak Surabaya branch. Collecting data by observation, interviews and literature study. Checking the validity of the data used data triangulation. Analysis of the data used qualitative analysis of the interactive model. The results of the research on the responsiveness of the integrated Kalimas ship service center, the service speed indicator is considered fast. For indicators of officer responsiveness to complaints and difficulties experienced by service users related to the services provided have also been assessed as good and responsive. Meanwhile, the responsiveness indicator in providing information to service users is also considered quite good.Abstrak Mewujudkan Pembangunan Konektivitas Maritim Indonesia perlu didukung pelayanan publik prima. Indonesia sebagai negara maritim perlu berbenah untuk meningkatkan pelayaran global. Penelitian ini bertujuan untuk mengetahui responsiveness pusat pelayanan kapal kalimas terpadu dalam mewujudkan pembangunan konektivitas maritim indonesia. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Lokus penelitian di Pelindo III cabang Tanjung Perak Surabaya. Pengumpulan data dengan observasi, wawancara dan studi pustaka. Pemeriksaan keabsahan data digunakan triangulasi data. Analisis data digunakan analisis kualitatif model interatif. Hasil penelitian responsiveness pusat pelayanan kapal kalimas terpadu indikator kecepatan pelayanan dinilai sudah cepat. Untuk indikator ketanggapan petugas terhadap keluhan dan kesulitan yang dialami oleh pengguna layanan terkait pelayanan yang diberikan juga sudah dinilai baik dan tanggap. Sedangkan untuk indikator ketanggapan dalam pemberian informasi kepada pengguna layanan juga dianggap sudah cukup baik

This study aims to investigate the impact of logistic management on maritime transportation Service Performance in Oman. According to the resource-based view theory, firms with an inward organizational focus believe that performance stems from unique resources and capabilities specific to the firm. Based on this premise, successful companies aim to cultivate distinctive capabilities, often of intangible nature, to drive future competitiveness. This descriptive study examines the impact of logistic management on maritime transportation service performance. Based on a non- probability sample of 200 respondents from logistics and maritime transport service companies. The relationship between variables was analyzed using structural calculation modeling. The results showed that five out of the nine hypotheses were all positively and significantly supported (supply to services quality, transportation to cost, transportation to services quality, transportation to time and warehousing to cost). While the relationship between (supply to cost, supply to time, warehousing to service quality, warehousing to time) were not supported. The study focuses on the one maritime service provider in Oman, thus precluding the generalizability of findings to other logistics service or logistics areas.

The present contribution evaluates how the European Geostationary Navigation Overlay System (EGNOS) meets the International Maritime Organization (IMO) requirements established in its Resolution A.1046 for navigation in harbor entrances, harbor approaches, and coastal waters: 99.8% of signal availability, 99.8% of service availability, 99.97% of service continuity and 10 m of horizontal accuracy. The data campaign comprises two years of data, from 1 May 2016 to 30 April 2018 (i.e., 730 days), involving 108 permanent stations located within 20 km of the coast or in islands across the EGNOS coverage area, EGNOS corrections, and cleansed GPS broadcast navigation data files. We used the GNSS Laboratory Tool Suite (gLAB) to compute the reference coordinates of the stations, the EGNOS solution, as well as the EGNOS service maps. Our results show a signal availability of 99.999%, a horizontal accuracy of 0.91 m at the 95th percentile, and the regions where the IMO requirements on service availability and service continuity are met. In light of the results presented in the paper, the authors suggest the revision of the assumptions made in the EGNOS Maritime Service against those made in EGNOS for civil aviation; in particular, the use of the EGNOS Message Type 10.

A model was developed for network design of a shipping service for large-scale intermodal liners that captured essential practical issues, including consistency with current services, slot purchasing, inland and maritime transportation, multiple-type containers, and origin-to-destination transit time. The model used a liner shipping hub-and-spoke network to facilitate laden container routing from one port to another. Laden container routing in the inland transportation network was combined with the maritime network by defining a set of candidate export and import ports. Empty container flow is described on the basis of path flow and leg flow in the inland and maritime networks, respectively. The problem of network design for shipping service of an intermodal liner was formulated as a mixed-integer linear programming model. The proposed model was used to design the shipping services for a global liner shipping company.

The National Ocean Service (NOS) is responsible for charting the Nation's coastal waters and, therefore, is the lead Agency for the portrayal of maritime limits of the United States of America. The 1958 Geneva Convention on the Territorial Sea and the Contiguous Zone states " ... the normal baseline for measuring the breadth of the territorial sea is the low waterline along the coast as marked on large-scale charts officially recognized by the coastal state." In 1976, NOS was requested to show various maritime limits on its regular issue of nautical charts. The paper presents the history of maritime boundaries on National Ocean Service (NOS) charts, methods used in constructing the various maritime limits, the definition of the limits, the push for lateral seaward boundaries, and the technical aspects of maritime limits.

Purpose: The purpose of this study is to measure the productivity and satisfaction of global maritime logistics personnel when using artificial intelligence chatbots as tools, and to enhance the utilization of artificial intelligence chatbots based on this. Research design, data, and methodology: This study was conducted among customers using a representative maritime e-logistics platform in Korea. In order to compare the changes in productivity and satisfaction experience of global maritime logistics personnel using A.I chatbots in the experimental and comparison groups, this study used Jamovi, a statistical analysis program, to confirm the homogeneity between the two groups through reliability tests and independent sample t-tests. Results: The results of the analysis confirmed that the chatbot-enabled service had a positive impact on the service experience of maritime logistics personnel using the e-logistics platform. In addition, the post-test results of the effectiveness verification showed that the positive experience of the A.I. chatbot in the experimental group was statistically significant and improved in all areas. This shows the possibility of evenly satisfying the cognitive, sensory, and emotional domains of maritime logistics personnel. Conclusions: This study, first, extends the research focused on simple services of E-logistics platforms to chatbot service experience; second, presents the components of chatbot service experience of E-logistics platforms through theoretical considerations; and third, demonstrates through empirical analysis that chatbot service is an important antecedent variable for the formation of satisfaction experience of E-logistics platforms and the upgrading of maritime logistics personnel.

The COVID-19 pandemic had a serious impact on global trade in 2020. The interruption of the supply chains due to various restrictions influenced the rapid drop in the transport demand. In the last decade, the global containerized trade has noted the growth of approximately 55,5%, with an average pace of growth of about 5% yearly. Container shipping, as one of the industries vulnerable to economic shocks, has noted a significant drop in trade. The role of maritime container terminals as an integrator and facilitator of global trade in the global supply chains is undisputed. Therefore, the role of services provided by the maritime container terminals has grown in importance. This situation generates the necessity to adapt to these circumstances in a way that expresses the need of improving the service quality, as one of the key aspects of competitiveness. The purpose of this paper is to determine the possibility to verify the relation between COVID-19 impacts on maritime container transport and maritime container terminal service quality. Based on the findings the suggested actions for service quality improvement are proposed.

Purpose: This study aims to analyze the Implementation of the Integrated Service Policy for Port Services to Support the Empowerment of the Maritime Defense Area. The port's function is to support the smoothness, security, and orderliness of the flow of ship, passenger, and ship traffic or goods, sailing safety and security, intra-and/or inter-modal movement places and encouraging the national and regional economy while taking into account regional spatial planning. Theoretical framework: This study discusses several theoretical frameworks which include Policy Implementation, Integrated Port Services, and Empowerment of Maritime Defense Areas. The theory of Public Policy Implementation is used for establishes a communication model and implementation analysis, with a very strong emphasis on what influences the acceptance or rejection of messages across layers of government and the inhibiting and enabling factors. Design/Methodology/Approach: The research method used is descriptive qualitative, with research analysis on policy implementation consisting of the content of policy and context of implementation, where existing services involve many interests and port management. Data analysis techniques using qualitative descriptive analysis followed four stages, namely data collection, data reduction, data presentation as well as conclusions and verification. Findings: The results of the research are: 1) The performance process of loading and unloading activities at the Port of Tanjung Perak Surabaya to support the empowerment of the maritime dimension defense area has been going well, 2) Performance results loading and unloading activities at Tanjung Perak Port in Surabaya to support the empowerment of the maritime dimension defense area have been carried out properly and can accommodate all port institutions, 3) There are supporting factors for the implementation of Integrated Service Policy, the existence of regulations that support the implementation of Service policies, 4) There are inhibiting factors, namely the absence of a central decision-making institution, Separate Container locations, Suboptimal Guidance Shipping Channels. Research, practical & social implications: The benefits obtained in this study are obtaining the most appropriate policy model namely The Integrated Port Policy for Excellent Service (IPPSE) and High Technology-Based Port Area Synergy Regulations to improve Service Security and Convenience at the Port of Tanjung Perak Surabaya to support the maritime dimension defense area. Originality/Value: The value of this study stems from its handling of one of the important sectors, namely the Port service industry sector and regional empowerment in Indonesian maritime defense because this sector is considered the most important and effective in the economic development.

Service quality is crucial in the maritime sector, as it is in all sectors. Service quality research in maritime businesses continues due to technological developments, changing environment and human profile. The study aims to current a holistic perspective to research evaluating service quality in maritime businesses with visual mapping and bibliometric analysis method. Therefore, 122 article were identified in the Web of Science database. It was analyses with the VOSviewer program. It was determined that scientists from 41 countries, especially China, were study. It is possible to say that the number of research carried out in 2022 represents approximately 20% of the total scientific production. This indicates that production will continue to increase.

This study was conducted to profile customers according to the level of satisfaction with the service attributes of maritime public transport provided by Seabus Service Company (SSC), the sole provider of maritime transport in Istanbul. Such analysis needs to be conducted by considering market segments in terms of maritime transportation usage and post purchase behavior. This was accomplished by conducting quantitative research through face-to-face surveys of SSC passengers. According to the results by multivariate data analysis, including factor analysis and cluster analysis, six segments are revealed in terms of customer satisfaction level with the maritime service attributes. Moreover, there are significant differences among the segments in terms of usage frequency (travel frequency in this study), age and education level. Different strategies for different customer segments within the maritime passenger market to increase customer usage and satisfaction of maritime transportation in Istanbul are suggested from the findings. Thus, this paper provides guidelines for the Turkish Maritime Authorities as to how to expand maritime transportation usage in Istanbul, which is not only the largest city and the most crucial trade center of Turkey but also has the highest share of passenger maritime transportation in the country.

The overwhelming majority of global trade is executed over maritime infrastructure, and port-side optimization problems are significant given that commercial maritime ports are hubs at which sea trade routes and land/rail trade routes converge. Therefore, optimizing maritime operations brings the promise of improvements with global impact. Major performance bottlenecks in maritime trade process include the handling of insurance claims on shipping containers and vessel service time at port. The former has high input dimensionality and includes data pertaining to environmental and human attributes, as well as operational attributes such as the weight balance of a shipping container; and therefore lends itself to multiple classification method- ologies, many of which are explored in this work. In order to compare their performance, a first-of-its-kind dataset was developed with carefully curated attributes. The performance of these methodologies was improved by exploring metalearning techniques to improve the collective performance of a subset of these classifiers. The latter problem formulated as a schedule optimization, solved with a fuzzy system to control port-side resource deployment; whose parameters are optimized by a multi-objective evolutionary algorithm which outperforms current industry practice (as mined from real-world data). This methodology has been applied to multiple ports across the globe to demonstrate its generalizability, and improves upon current industry practice even with synthetically increased vessel traffic.

Les lois de décentralisation de 1982, puis la loi dite Particulière de 1986 ont attribué de nouvelles compétences aux départements engendrant un véritable bouleversement dans le champ social, d'autant que la persistance de la crise économique modifie les demandes, les besoins de la population. Les professionnels de l'action sociale vont se trouver de fait confrontés à une nouvelle question sçociale, à l'apparition de nouveaux acteurs sociaux ; et leurs interventions feront l'objet de noumbreuses critiques tant des sociologues que des élus. . . Ainsi, une certaine inquiétude naît progressivement au sein de certaines professions sociales traditionnelles, autant chez les acteurs de terrain que chez les personnels d'encadrement. Nous nous intéresserons aux responsables de circonscription d'action sociale normands afin de tenter de cerner leurs rôles, leurs compétences, leur identité professionnelle. Comprendre le processus d'identité sociale et professionnelle de ces cadres sera l'un des objectifs de ce travail. Pour ce faire, nous nous appuierons sur l'analyse des rôles définis par H. Mintzberg. Les différentes enquêtes réalisées montrent que ces responsables se trouvent dans une situation paradoxale : d'une part, ils ne sont pas parvenus à se saisir des enjeux des nouvelles politiques sociales départementales, et d'autre part, ils n'ont pas réussi à adapter, faire évoluer leurs compétences originelles, se retrouvant en fait dans une quasi impossible conversion identitaire
The 1982 devolution law and the so called « particuliere » law of 1986 have given local authorities new competences that have dramatically changed the social care landscape, especially as the on going economic crisis modifies the needs of the population. Social care professionals will therefore be faced with a new social context, new social participants, and their actions will be heavily criticized by sociologists, elected representatives, … Consequently, wariness amongst some traditional social care professions, be they field operatives or management, builds up progressively. We will focus on Norman social care district managers and define their roles, skills and professional status. Understanding the process by which these managers gain their professional and social status will be one of the objectives of this work. To do this, we will use the role analysis method as defined by H. Mintzberg. Studies show that these managers are in an ambiguous position: on one hand, they have not managed to grasp the challenges of the local authority new social policies, and on the other hand, they have not managed to build on their original skills, thus finding themselves in an almost impossible situation. As these managers cannot deliver, we find that in some districts their position is being removed

Although the term maritime safety is widely used in the maritime domain, there is no exact definition of what is included in it. This thesis is an explorative study with focus on the Vessel Traffic Service domain. VTS operators were interviewed and observed to gain insights in how maritime safety is constructed from the perspective of an operator. Further, definitions of maritime safety by central organizations in the maritime domain have been studied through a literature study and several interviews.

The results of the study indicate that there is no common definition of the term maritime safety. The organizations generally identify maritime safety as an overall goal or an umbrella term for measures such as traffic separation schemes or fairway design etc. In contrast to this, the analysis of the data obtained indicates that VTS operators define maritime safety as a context-dependent condition which is shaped by their own action.

It is concluded that there is a gap between the central actors’ and the VTS operators’ understanding and definition of maritime safety. To increase the overall safety in the maritime domain, there is the need to overcome this gap through constructing common values, norms and identities. Instead of having several definitions of maritime safety, there should be one definition which can capture the fact of safety being a dynamic condition which is shaped by the enactment of reliability through, in this case, the VTS operators.

Finally, the VTS as service to the maritime community should be seen as the subject in the construction and promotion of maritime safety, not as just an object.

Hérité de l'histoire, le réseau postal est un réseau inadapté. Les quelques créations et les quelques suppressions effectuées sont largement insuffisantes face à l'urbanisation et à l'évolution des comportements. De surcroît. La Poste ne dispose d'aucune méthode rigoureuse et globale qui lui permettrait de réorganiser son réseau à l'échelle d'un département. Cette faiblesse fait le jeu des politiques qui maîtrisent les créations et les suppressions. Un modèle de localisation-affectation, comme le modèle de la p-médiane, se révèle être un excellent moyen pour résoudre le dilemme "efficacité-équité" qui caractérise les services publics. Ce modèle a été adapté au cas du réseau postal de Seine-Maritime en se calquant le plus possible sur la réalité. Son originalité est d'appréhender l'aménagement à l'échelle d'un espace qui juxtapose des milieux urbains et ruraux ; mais il reste simple puisque la population et la distance en sont les seuls moteurs. Des simulations ont permis de tracer les grandes lignes de l'aménagement. Même si la Poste doit tendre vers une réduction de son réseau, les créations et les suppressions doivent aboutir à la constitution d'une armature solide. Ce modèle n'est malgré tout qu'un outil d'aménagement. Il laisse à la Poste et aux collectivités locales la possibilité de réajuster le réseau qu'il propose et de procéder à des aménagements secondaires. . . Ce qui ne peut que les convaincre d'accepter le modèle
As a legacy from the past, the postal network is not well adapted. The few creations and suppressions which have been made are quite insufficient in so far as urbanization and changes in social behaviour are concerned. Moreover, the post office don't have any rigorous and overall methods to reorganize its network at a regional level. Thus weakness perfectly suits the politicians who rule creations and suppressions. A location-allocation model, as the p-median problem, turns out to be an excellent means to solve the dilemma "efficiency-equity" which is typical of public facilities. This model has been adapted to the Seine-Maritime network, trying to get as close as possoble to reality. Its particularity is to face development at the level of a region combining both urban areas, while remaining simple, as population and distance are the only mainsprings. Thanks to simulations, it has been possible to define the guidelines of such a development. Even though the post office should gradually shrink, creations and suppressions must eventually lead to the constitution of a strong framework. Nevertheless, a model only remains e tool for development, leaving the post office and local authorities the ability to readjust the network proposed, and proceed to secondary developments. That should be convincing enough to get that model adopted

Increased competition and lower margins on products cause many traditional manufacturing companies to resort to services to increase revenues and differentiate themselves from competitors. A challenge manufacturing companies and their sellers face within this change lie within understanding what their customers value in the contexts of service and how to convey these values into superior value propositions. This research intends to increase understanding in what the difference is in the perception of value between sellers and their customers and what the implications for these differences are. This is done by the means of a case study with a setting in the maritime industry. Empirical data was collected through eight interviews, of which four was with the case company’s sellers, three was with customers to the case company and one was with an external industrial service manager. From the interviews the following conclusions could be drawn. Firstly, the findings indicate that the sellers and the customers had similar perception of what value is, where both sides emphasized on the importance of economical and functional values. Secondly, the findings indicate that the implication of the differences on the perception of value lies in that the sellers mostly focuses on the value that the services could provide to the customers while the customers regarded the value in relation to sacrifices. An implication of this is that the sellers might believe that the customers gain more value from their services than the customers believes they do. This misperception of customer perceived value could lead to challenges in selling services and the loss of customers to competitors that offers a better trade-off between benefits and sacrifices.
Ökad konkurrens och minskade marginaler på produkter får många traditionella tillverkningsföretag att söka sig till tjänster för att på så sätt öka sina intäkter och särskilja sig ifrån sina konkurrenter. En utmaning som tillverkningsföretag möter inom denna förändring ligger i att förstå vad deras kunder värderar i tjänstesammanhang och hur de kan förmedla dessa värden i överlägset värdeförslag. Denna forskning har för avsikt att öka förståelsen för vad skillnaden är i uppfattningen av värde mellan säljpersonal och dess kunder och hur skillnaderna kan påverka genomförandet av förslag till servicevärden. Detta undersöktes i en fallstudie på ett företag inom den maritima industrin. Empiriskt data samlades in via åtta semistrukturerade intervjuer var av fyra med säljare på samarbetsföretaget, tre med kunder till samarbetsföretag och en med en utomstående industriell servicechef. Från intervjuerna kunde följande slutsatser dras. För det första indikerar resultaten att skillnaden i uppfattning av värde mellan säljarna och kunderna är likartad och att det största fokuset ligger på den funktionella och ekonomiska dimensionen. För det andra indikerar resultaten att implikationerna av skillnaderna på uppfattningen av värde ligger i att säljarna mestadels fokuserar på det värde som tjänsterna kan erbjuda kunderna medan kunderna betraktade värdet i förhållande till de uppoffringar eller kostnader som medföljer. En implikation av detta är att säljarna leds till att tro att kunderna får mer värde av tjänsterna än kunderna uppfattar att de får. Denna missuppfattning av kundupplevt värde kan leda till utmaningar när det gäller att sälja tjänster och bortfall av kunder till konkurrenter som ger bättre avvägning mellan fördelar och uppoffringar.

This study considers the impact of e-commerce technologies/software implementation on logistics capabilities and firm’s performance, particularly in the Malaysian third party logistics sector. As well as studying the impact of e-commerce, it is also interested in gaining knowledge on the current state of ICT and e-commerce adoption in this sector, and third party logistics companies’ perceived importance of the logistics changes in their industry resulting from the e-commerce revolution. The main tenet of this thesis is that e-commerce technologies implementation and its (higher) level of use strengthens logistics capabilities and stronger logistics capabilities are positively linked to a firm’s performance. The impact of e-commerce technologies implementation on the performance of the third party logistics companies is assumed in this study to be indirect, and, logistics capabilities is assumed to take on a mediating role. Data was collected using both survey and interview methods and then analysed using two main types of analyses: univariate (descriptive) and inferential (bivariate and multivariate). In general, connectivity is good among 3PLs as almost all the companies surveyed are connected to the Internet with various types of broadband access. The use of internal computer networks is also widely deployed with moderate to strong information systems infrastructure capability. Substantial ICT investments have been made as indicated from interviews with the 3PLs. The Intranet has been widely deployed as a tool to integrate internal business processes. However, the survey results suggest that logistics service providers in Malaysia are mostly late adopters with respect to the usage of web-based software systems, such as equipment and vessel tracking and collaborative logistics management systems, which have been around in the market for quite some time now. Relative adoption of online marketing and sales activities are low with the Internet mostly used for information and communication purposes, and not in or less so in marketing and sales processes. CRM is not widely deployed in the companies surveyed. The biggest driver for the uptake of e-commerce among the 3PL companies surveyed and interviewed is to speed up business processes while the biggest barrier was that data communication was too slow. The study of e-commerce impact on logistics capabilities and the performance of a firm shows that there is a positive effect of e-commerce software systems on both. More importantly, logistics capabilities have been shown in this study to function as a mediating variable providing support to the hypothesis that e-commerce software systems has an indirect effect on firm’s performance. Empirical results also suggest that certain performance can be enhanced through strengthening of specific logistics capabilities. For example, strengthening information flow management capabilities would strengthen or enhance the company’s performance in the areas of order cycle time variability, processing accuracy, perfect order fulfilment, planning accuracy, availability of information, and systems malfunction recovery. Results from this study show that the 3PL companies did not consider the logistics changes as significant, except for those that concern information flow to the customers. In fact, most of the logistics changes proposed as important and significant in the literature (these were included in the questionnaire) were not even considered as relevant to the third party logistics industry in Malaysia.

El objetivo que se logró en la presente investigación consistió en determinar la relación que existe entre cultura organizacional y calidad de servicio en el sector de transporte marítimo en la empresa Maersk Line Perú, en el distrito de Lima, en el año 2018. El tipo de investigación fue de enfoque cuantitativo y a un nivel correlacional; cuyo diseño fue descriptivo -correlacional no experimental, y transeccional. La técnica utilizada fue la encuesta, y el instrumento de recolección de datos fue el cuestionario estructurado, la población muestral censal estuvo conformada por 50 trabajadores y se realizó la operacionalización de variables y se consignaron los aspectos éticos de la investigación. Los resultados son: el 50% de encuestados optaron por la posición neutral en la variable cultura organizacional, el 52% decidieron por la posición neutral en la cultura burocrática, el 54% decidieron por la posición neutral en la cultura de clan, el 54% opinaron positivamente por la cultura emprendedora, el 56% afirmaron optar por posición neutral en la cultura de mercado, el 54% opinaron por la posición neutral en la calidad del servicio, el 68% decidieron por el nivel neutral referente a la capacidad del personal, el 62% indicaron por la posición neutral referente a la cortesía y amabilidad, el 66% adoptaron la posición neutral en relación a la credibilidad. Conclusión: Queda determinada la relación que existe entre cultura organizacional y calidad de servicio en el sector transporte marítimo en la empresa Maersk Line Perú, en el distrito de Lima, en el año 2018. Dado que el valor de Chi Cuadrado=118,965 con un grado de libertad gl. =4 y un p=0,001; porque se ha verificado que existe evidencia suficiente para concluir que existe relación significativa entre las variables cultura organizacional y calidad de servicio en la empresa Maersk Line Perú (Chi cuadrado, ***p = 0,001). También según la prueba de correlación de Spearman = 0.300 (***p = 0,034), se concluye que existe correlación directa y significativa entre las variables.
The objective that was achieved in the following investigation consisted in determine the relationship that exists between organizational culture and quality of service in the maritime transport sector in the company Maersk Line Peru, in the district of Lima, in 2018. The type of research was of quantitative approach and correlational level; whose design was descriptive-correlational, not experimental, and transversal. The technique used was the survey, and the data collection instrument was a structured questionnaire, the census sample population consisted of 50 workers; the variables were operationalized and the ethical aspects of the research were consigned. Results: 50% of respondents opted for the neutral position in the organizational culture variable, 52% decided for the neutral position in the bureaucratic culture, 54% decided for the neutral position in the clan culture, 54% thought positively for the entrepreneurial culture, 56% said they opted for a neutral position in the market culture, 54% said they had a neutral position on the quality of service, 68% decided on the neutral level regarding staff capacity, 62% % indicated by the neutral position regarding the courtesy and kindness, 66% adopted the neutral position in relation to the credibility. Conclusion: It is determinate that there is a relationship between organizational culture and quality of service in the maritime transport sector in Maersk Line Peru, in the district of Lima, in 2018. Since the value of Chi-squared test = 18,965 with a degree of freedom gl. = 4 and one p = 0.001; because it has been verified there is sufficient evidence to conclude that there is a significant relationship between the variables organizational culture and quality of service in Maersk Line Peru, 2018. (Chi-squared, *** p = 0.001). Also, according to the Spearman correlation test = 0.300 (*** p = 0.034), it is concluded that there is a direct and significant correlation between the variables.

HASTELLOY® alloys C-86 and C-22HS are currently being used or evaluated by the Navy bolting applications where both high strength, toughness, ductility, resistance to corrosion and hydrogen embrittlement are required. Alloys C-86 and C-22HS have been used in severe applications that require both corrosion resistance and high strength and C-22HS has properties applicable to cryogenic service. Alloy C-22HS is included in NACE MR0175/ISO 15156 exhibiting resistance to extremely severe corrosive environments. Properties of these alloys relevant to marine corrosion and Navy fastener applications are presented. The alloy C-22HS yield strength ranges from 191 to 205 ksi (1317 to 1413 MPa). AlloyC-22HS also exhibits excellent ductility and fracture toughness of ≥150 ft-lbs (≥203 J) from -300ºF to +550ºF (-149 to 288°C). Superior corrosion resistance, high yield strength, low magnetic permeability and outstanding cryogenic properties define C-22HS alloy usefulness. NITRONIC® 50HS (UNS S20910) Stainless Steel provides a combination of corrosion resistance and strength not found in any other commercial material available in its price range. As a result, the use of this alloy for boat shafting is significantly increasing for commercial and naval shipping. NITRONIC 50HS is currently used by the USCG for shafting on the Fast Response Cutter.

Estimating future reliability and maintenance of aging ship structures is a growing challenge. Our improved ability to sense structural loads and responses through structural health monitoring systems has resulted in an increased awareness of how structures are being used. An attractive use of this data is the forecasting of future structural conditions. This research explores a model updating approach concentrating on structural fatigue failures and observed permanent set, examining fatigue capacity updating. A probabilistic S-N fatigue crack initiation model is presented. By using a lognormal modeling approach, the probability of time to crack initiation can be calculated analytically. This model is extended via efficient formulas for forecasting the expected number of fatigue cracks over time in grillage-type structures with multiple similar fatigue-prone details. The updating power of this network is extended via a permanent set model relating load and permanent set assuming uniform pressure. Coupling this permanent set model with the fatigue model, through local stress, is demonstrated to provide a more accurate prognosis than the fatigue model alone. The parameters of this model are represented using a Bayesian Network (BN). The BN is used to develop revised capacity parameter estimates and estimates of future rates of cracking through an inference approach based on observed failures. The model is tested against synthetic data for grillages with 100 fatigue-prone connections. Using the lognormal model, Monte Carlo simulations are run to generate cracking and permanent set histories. A Bayesian network is used to develop revised capacity parameter estimates and estimates of future rates of fatigue cracking through an inference approach based upon observed failures and updated permanent set data. The utility of fusing multiple measurements to update the future prognosis is evaluated.

It is well known that the change of the character of the underwater hull surface influences the overall performance of a vessel in service over the period between dry-dockings. These changes in surface character and structure are mainly due to mechanical damages of the coating film and to biofouling accumulating on the surface, see figure 1 for illustration. The average impact of the surface degradation on the propulsion efficiency of a vessel over a five year docking interval has been reported to be on the order of 15% to 20% as indicated in [1, 2]. For different types of fouling the additional shaft power demanded to maintain a certain vessel speed has been estimated to amount to between 9% for light slime and up to 84% for heavy calcareous fouling [3], see table 1. Given that the fouling protection abilities of different antifouling coatings on the market vary and that the impact of this variation is so significant to those paying the fuel bill, one needs practical ways to evaluate the in-service performance of antifouling coatings for individual vessels.

The United States Coast Guard (USCG) Great Lakes Icebreaking Capability Replacement Project (GLIB) is a major acquisition program chartered to maintain heavy icebreaking on the Great Lakes. The state-of-the-art icebreaker being constructed under this program will replace the USCGC MACKINAW (WAGB 83), which has provided 60 years of continuous service to the region. The new multi-purpose vessel will provide heavy icebreaking services and maintain floating Aids-to-Navigation (AtoN) on the Great Lakes. In addition, the vessel will have secondary mission objectives of search and rescue, marine environmental response, and maritime law enforcement.

In Colombia, the General Directorate of the Sea plays the crucial role of regulating and granting commercial exploitation licenses to companies that provide maritime services. These services not only drive national development but also strengthen sovereignty in maritime spaces through various activities. However, the maritime progress of the country is threatened by the tactics of Transnational Criminal Organizations, especially concerning illicit drug trafficking by sea. This article proposes to conduct a spatial analysis of maritime service clusters in Colombia that are closest to seizures of illicit drug trafficking by sea. To enrich this perspective, a bibliometric analysis is carried out linking the search equations "maritime services" and "security." The results of this investigation are presented through geographical and bibliographic maps, shedding light on the direct connection between maritime services and the threat of illicit drug trafficking. This approach represents an original contribution to the field, as there are few works exploring the intersection of these two themes and employing geographic information systems. Additionally, the application of these findings could be extrapolated to maritime commercial route data, allowing the identification of vulnerabilities caused by Transnational Criminal Organizations. This, in turn, would provide valuable information to maritime security authorities for implementing specific strategies at identified critical points.

Resumo:
The maritime industry's vital role in global trade contrasts with its significant greenhouse gas emissions. Pollution emitted from ports comes from different sources, one of which is merchant ships constantly docking and undocking and other auxiliary port vessels working continuously throughout the year (e.g., pilotage vessels, bunkering barges, vessel-generated waste collection services, mooring and unmooring services and port tugs). Port tugboats sail between terminals and provide docking, undocking and removing merchant ship services. This leads to a high variability on tugs’ manoeuvres. The first and most representative characteristic of a tug’s manoeuvre is the vessel in need of the service (e.g., ship particulars, cargo carried or mooring zone, among others), which usually defines the type of manoeuvre and the number of tugs needed. This study presents the initial phase of the research project TUG-EMI (Optimizing in-port tugboats emissions) aiming at reducing in-port emissions by optimizing tug’s manoeuvres. At this stage, the project focuses on characterizing tug manoeuvres within Spanish ports by combining a general overview of tug characteristics and prescriptions of port tugboat services in Spain, incorporating insights from stakeholder interviews. Tug shipmasters and chief engineers with a large experience are interviewed, aiming to obtain detailed information of how manoeuvres are performed and how to characterize them.

This study presents selected data from an extensive testing program on steel taken from the Kulluk that was carried out to characterize the present-day mechanical properties. The program investigated the tensile and failure behaviours as well as the fracture energies and ductile-to-brittle transition temperature of steel from two hull locations. These locations were selected based on the following criteria: exposure to seawater and temperature fluctuations, experience of high ice loads, level of plastic deformation, and steel grades. The two selected pieces were made of EH II and DHN grades. The initial results showed that the steels still meet the design requirements as per the ABS rules.

Do differences in port performance explain differences in maritime transport costs? How much would improvements in port performance reduce maritime transport costs in developing countries? To answer this question, we use a widely used transport cost model, but we provide a new measure of port efficiency, estimated through a non-parametric approach. Relying on data from the early 2000s, this paper shows that for a sample of 115 container ports in 39 developing countries, becoming as efficient as the country with the most efficient port sector would reduce average maritime transport costs by 5 percent. For the most inefficient country, the reduction in transport costs could reach 15 percent. These findings point out the potential gains that can be achieved from the combination of betterquality investment and more efficient service provision in the port sector. The estimates in this paper cannot be updated because the databases were discontinued and it therefore highlights the need to generate data to evaluate the effectiveness of public policies that are key to competitiveness.

The Southeast Coast Network (SECN) conducts long-term terrestrial vegetation monitoring as part of the nationwide Inventory and Monitoring Program of the National Park Service (NPS). The vegetation community vital sign is one of the primary-tier resources identified by SECN park managers, and monitoring is currently conducted at 15 network parks (DeVivo et al. 2008). Monitoring plants and their associated communities over time allows for targeted understanding of ecosystems within the SECN geography, which provides managers information about the degree of change within their parks’ natural vegetation. The first year of conducting this monitoring effort at four SECN parks, including 52 plots on Cape Hatteras National Seashore (CAHA), was 2019. Twelve vegetation plots were established at Cape Hatteras NS in July and August. Data collected in each plot included species richness across multiple spatial scales, species-specific cover and constancy, species-specific woody stem seedling/sapling counts and adult tree (greater than 10 centimeters [3.9 inches {in}]) diameter at breast height (DBH), overall tree health, landform, soil, observed disturbance, and woody biomass (i.e., fuel load) estimates. This report summarizes the baseline (year 1) terrestrial vegetation data collected at Cape Hatteras National Seashore in 2019. Data were stratified across four dominant broadly defined habitats within the park (Maritime Tidal Wetlands, Maritime Nontidal Wetlands, Maritime Open Uplands, and Maritime Upland Forests and Shrublands) and four land parcels (Bodie Island, Buxton, Hatteras Island, and Ocracoke Island). Noteworthy findings include: A total of 265 vascular plant taxa (species or lower) were observed across 52 vegetation plots, including 13 species not previously documented within the park. The most frequently encountered species in each broadly defined habitat included: Maritime Tidal Wetlands: saltmeadow cordgrass Spartina patens), swallow-wort (Pattalias palustre), and marsh fimbry (Fimbristylis castanea) Maritime Nontidal Wetlands: common wax-myrtle (Morella cerifera), saltmeadow cordgrass, eastern poison ivy (Toxicodendron radicans var. radicans), and saw greenbriar (Smilax bona-nox) Maritime Open Uplands: sea oats (Uniola paniculata), dune camphorweed (Heterotheca subaxillaris), and seabeach evening-primrose (Oenothera humifusa) Maritime Upland Forests and Shrublands: : loblolly pine (Pinus taeda), southern/eastern red cedar (Juniperus silicicola + virginiana), common wax-myrtle, and live oak (Quercus virginiana). Five invasive species identified as either a Severe Threat (Rank 1) or Significant Threat (Rank 2) to native plants by the North Carolina Native Plant Society (Buchanan 2010) were found during this monitoring effort. These species (and their overall frequency of occurrence within all plots) included: alligatorweed (Alternanthera philoxeroides; 2%), Japanese honeysuckle (Lonicera japonica; 10%), Japanese stilt-grass (Microstegium vimineum; 2%), European common reed (Phragmites australis; 8%), and common chickweed (Stellaria media; 2%). Eighteen rare species tracked by the North Carolina Natural Heritage Program (Robinson 2018) were found during this monitoring effort, including two species—cypress panicgrass (Dichanthelium caerulescens) and Gulf Coast spikerush (Eleocharis cellulosa)—listed as State Endangered by the Plant Conservation Program of the North Carolina Department of Agriculture and Consumer Services (NCPCP 2010). Southern/eastern red cedar was a dominant species within the tree stratum of both Maritime Nontidal Wetland and Maritime Upland Forest and Shrubland habitat types. Other dominant tree species within CAHA forests included loblolly pine, live oak, and Darlington oak (Quercus hemisphaerica). Maritime Open Uplands: sea oats (Uniola paniculata), earleaf greenbriar (Smilax auriculata), and dixie sandmat (Euphorbia bombensis). ne non-native species, Brazilian pepper (Schinus terebinthifolia), categorized as invasive by the Florida Exotic Pest Plant Council (FLEPPC 2019) was encountered in one Maritime Upland Forest and Shrubland plot during this monitoring effort. There were not any rare plants tracked by the Florida Department of Agriculture and Consumer Services (FDACS 2020) found during this monitoring effort. All plants located in these monitoring plots are fairly common throughout Florida, as well as across the Southeast Coast. Three species observed, however, are on the FDACS 2020 list of commercially exploited plants within the state. These include saw palmetto, cinnamon fern (Osmundastrum cinnamomeum), and coontie (Zamia integrifolia var. umbrosa). Southern/eastern red cedar and cabbage palmetto (Sabal palmetto) were the most dominant species within the tree stratum of the Maritime Upland Forest and Shrubland habitat type. Species that dominated the sapling and seedling strata of this type included yaupon and cabbage palmetto. More than 75% of the trees measured in the parks Maritime Upland Forest and Shrubland habitat type were alive and experiencing healthy vigor. Of the 22 trees that were dead, more than 50% of those were southern/eastern red cedar. Most of those individuals that were observed with moderate or severe decline and greater than 50% dieback were southern/eastern red cedars. Although red bay (Persea borbonia) was identified as one of the “principal understory tree” species within Fort Matanzas National Monument’s maritime forests in 2004 (Zomlefer et al. 2004), tree-sized individuals were rarely detected on plots during this monitoring effort. Fifty-six vegetation plots were established throughout the park from May through July. Data collected in each plot included species richness across multiple spatial scales, species-specific cover and constancy, species-specific woody stem seedling/sapling counts and adult tree (greater than 10 centimeters [3.9 inches {in}]) diameter at breast height (DBH), overall tree health, landform, soil, observed disturbance, and woody biomass (i.e., fuel load) estimates. This report summarizes the baseline (year 1) terrestrial vegetation data collected at Cumberland Island National Seashore in 2020. Data were stratified across three dominant broadly defined habitats within the park, including Coastal Plain Upland Open Woodlands, Maritime Open Upland Grasslands, and Maritime Upland Forests and Shrublands. Noteworthy findings include: 213 vascular plant taxa (species or lower) were observed across 56 vegetation plots, including 12 species not previously documented within the park. The most frequently encountered species in each broadly defined habitat included: Coastal Plain Upland Open Woodlands: longleaf + pond pine (Pinus palustris; P. serotina), redbay (Persea borbonia), saw palmetto (Serenoa repens), wax-myrtle (Morella cerifera), deerberry (Vaccinium stamineum), variable panicgrass (Dichanthelium commutatum), and hemlock rosette grass (Dichanthelium portoricense). Maritime Open Upland Grasslands: wax-myrtle, saw greenbrier (Smilax auriculata), sea oats (Uniola paniculata), and other forbs and graminoids. Maritime Upland Forests and Shrublands: live oak (Quercus virginiana), redbay, saw palmetto, muscadine (Muscadinia rotundifolia), and Spanish moss (Tillandsia usneoides) Two non-native species, Chinaberry (Melia azedarach) and bahiagrass (Paspalum notatum), categorized as invasive by the Georgia Exotic Pest Plant Council (GA-EPPC 2018) were encountered in four different Maritime Upland Forest and Shrubland plots during this monitoring effort. Six vascular plant species listed as rare and tracked by the Georgia Department of Natural Resources (GADNR 2022) were observed in these monitoring plots, including the state listed “Rare” Florida swampprivet (Forestiera segregata var. segregata) and sandywoods sedge (Carex dasycarpa) and the “Unusual” green fly orchid (Epidendrum conopseum). Longleaf and pond pine were the most dominant species within the tree stratum of Coastal Plain Upland Open Woodland habitat types; live oak was the most dominant species of Maritime Upland Forest and Shrubland types. Saw palmetto and rusty staggerbush (Lyonia ferruginea) dominated the sapling stratum within Maritime Upland Forest and Shrubland habitat types. Of the 20 tree-sized redbay trees measured during this monitoring effort only three were living and these were observed with severely declining vigor, indicating the prevalence and recent historical impact of laurel wilt disease (LWD) across the island’s maritime forest ecosystems. There was an unexpectedly low abundance of sweet grass (Muhlenbergia sericea) and saltmeadow cordgrass (Spartina patens) within interdune swale plots of Maritime Open Upland habitats on the island, which could be a result of grazing activity by feral horses. Because ports are considered to be the heart of the maritime transportation system, thereby assessing port performance is necessary for a nation’s development and economic success. This study proposes a novel metric, namely, “port performance index (PPI)”, to determine the overall performance and utilization of inland waterway ports based on six criteria, port facility, port availability, port economics, port service, port connectivity, and port environment. Unlike existing literature, which mainly ranks ports based on quantitative factors, this study utilizes a Bayesian Network (BN) model that focuses on both quantitative and qualitative factors to rank a port. The assessment of inland waterway port performance is further analyzed based on different advanced techniques such as sensitivity analysis and belief propagation. Insights drawn from the study show that all the six criteria are necessary to predict PPI. The study also showed that port service has the highest impact while port economics has the lowest impact among the six criteria on PPI for inland waterway ports.

This report summarizes the baseline (year 1) terrestrial vegetation data collected at Fort Pulaski National Monument in 2019. Data were stratified across two dominant broadly defined habitats within the park (Maritime Tidal Wetlands and Maritime Upland Forests and Shrublands). Noteworthy findings include: Sixty-six vascular plant taxa were observed across 12 vegetation plots, including six taxa not previously known from the park. Plots were located on both Cockspur and McQueen’s Island. The most frequently encountered species in each broadly defined habitat included: Maritime Tidal Wetlands: smooth cordgrass (Spartina alterniflora), perennial saltmarsh aster(Symphyotrichum enuifolium), and groundsel tree (Baccharis halimifolia) Maritime Upland Forests and Shrublands: yaupon (Ilex vomitoria), southern/eastern red cedar (Juniperus silicicola + virginiana), and cabbage palmetto (Sabal palmetto). Four non-native species identified as invasive by the Georgia Exotic Pest Plant Council (GA-EPPC 2018) were found during this monitoring effort. These species (and their overall frequency of occurrence within all plots) included: Japanese honeysuckle (Lonicera japonica; 17%), bahiagrass (Paspalum notatum; 8%), Vasey’s grass (Paspalum urvillei; 8%), and European common reed (Phragmites australis; 8%). Two rare plants tracked by the Georgia Department of Natural Resources (GADNR 2013) were found during this monitoring effort. These include Florida wild privet (Forestiera segregata) and Bosc’s bluet (Oldenlandia boscii). Southern/eastern red cedar and cabbage palmetto were the most dominant species within the tree stratum of the maritime Upland Forest and Shrubland habitat type. Species that dominated the sapling and seedling strata of this type included yaupon, cabbage palmetto, groundsel tree, and Carolina laurel cherry (Prunus caroliniana). The health status of sugarberry (Celtis laevigata)—a typical canopy species in maritime forests of the South Atlantic Coastal Plain--observed on park plots appeared to be in decline, with most stems experiencing elevated levels of dieback and low vigor. Over the past decade, this species has been experiencing unexplained high rates of dieback and mortality throughout its range in the Southeastern United States; current research is focusing on what may be causing these alarming die-off patterns. Duff and litter made up the majority of downed woody biomass (fuel loads) across FOPU vegetation plots.

A total of 23 vegetation plots were established in the park in May and June. Data collected in each plot include species richness across multiple spatial scales, species-specific cover and constancy, species-specific woody stem seedling/sapling counts and adult tree (greater than 10 centimeters [3.9 inches (in)]) diameter at breast height (DBH), overall tree health, landform, soil, observed disturbance, and woody biomass (i.e., fuel load) estimates. This report summarizes the baseline (year 1) terrestrial vegetation data collected at Timucuan Ecological and Historic Preserve in 2019. Data were stratified across three dominant broadly defined habitats within the park (Coastal Plain Nonalluvial Wetlands, Coastal Plain Open Uplands and Woodlands, and Maritime Upland Forests and Shrublands) and three land parcels (Cedar Point, Theodore Roosevelt, and Thomas Creek). Noteworthy findings include: A total of 157 vascular plant taxa (species or lower) were observed across 23 vegetation plots, including nine species not previously known from the park. Three plots were located in the footprint of the Yellow Bluff Fire, and were sampled only two weeks following the fire event. Muscadine (Muscadinia rotundifolia), cat greenbrier (Smilax glauca), water oak (Quercus nigra), and swamp tupelo (Nyssa biflora) were the most frequently encountered species in Coastal Plain Nonalluvial Wetland habitat; saw palmetto (Serenoa repens), slash pine (Pinus elliottii), and gallberry (Ilex glabra) were the most frequently encountered species in Coastal Plain Open Upland and Woodland habitat; and Darlington oak (Quercus hemisphaerica), Spanish moss (Tillandsia usenoides), and red bay (Persea borbonia) were the most frequently encountered species in Maritime Upland Forests and Shrublands. There were no exotic species of the Florida Exotic Pest Plant Council list of invasive plants (FLEPPC 2020) observed on any of these plots. Both red bay and swamp bay (Persea palustris) were largely absent from the tree stratum in these plots; however, they were present (occasionally in high abundance) in the seedling and sapling strata across all habitat types. Buckthorn bully (Sideroxylon lycioides)—listed as Endangered in the state of Florida by the Florida Department of Agriculture and Consumer Services (FDACS 2020)—was observed in three Maritime Upland Forest and Shrubland plots. The tree strata in each broadly defined habitat were dominated by the following species: Coastal Plain Nonalluvial Wetlands-loblolly bay (Gordonia lasianthus) Coastal Plain Open Uplands and Woodlands-longleaf pine (Pinus palustris) Maritime Upland Forests and Shrublands-oaks (Quercus sp.) Most stems within the tree strata exhibited healthy vigor and only moderate dieback across all habitat types. However, there was a large amount of standing dead trees in plots within Maritime Upland Forests and Shrublands. Downed woody biomass (fuel loads) were highest in the Cedar Point and Thomas Creek land parcels.

Resumo:
The SETS II project facilitates a faster conversion to sustainable electrical operations in the ports of the Kattegat-Skagerrak Region. It aims at ensuring a green and flexible energy supply in port areas and a reduction in CO2 and particle emissions. The regional ports will be models, which can further contribute to the promotion of a full-scale sustainable transport system in the cross-border region. SETS II promotes cross-border and cross-sector cooperation in the region regarding new methods, approaches, and solutions related to port electrification. Cooperation has been conducted across university environments, public actors, business promotion organizations, local authorities, utilities, advisors and private companies. The project supports ports in preparing electrification plans with an accompanying strategy for implementation. It focuses on electrification and potential battery operation in maritime areas as well as technical service, business models, and financing models.
