Abstract. Introduction. At the current stage of development of economics, education, science and technology, the role of communication in interpersonal and business interaction of people is of particular importance, and therefore the urgency of training future professionals in the new environment is growing. There is a need to conduct research and reveal the essence of the concept of mass communication management. It should be noted that communication is seen as a complex multifaceted process of establishing and developing contacts between people, which generates the needs of joint activities and which includes the exchange of information, development of a common strategy of interaction of perception and understanding of another person. Purpose. The aim of the article is to generalize scientific ideas about the theoretical aspects of business communication ethics in mass communication management. Results. In order to form the methodological foundations of the new paradigm of mass communication management, there is a need to analyze the basic categories of communication. Research shows that there are different approaches to defining the categories of “interaction”, “communication” and their role in the management of mass communication. As a result of the research the main features of business communication, its types and forms are singled out. It is determined that communication is a complex process that consists of interdependent aspects, where one of the most important is the ethics of business communication. All information processes in society, we can refer to the term “social communication”. Thus “business communication” is defined as communication which purpose is the organization and optimization of industrial, scientific, commercial or other activity where interests of business, instead of concrete interlocutors come first. Conclusions. It is obvious that the importance of communication in business at the present stage of development of society is constantly growing. This process is explained by the fact that the interaction of communicators in the process of communication inevitably implies their certain mood, moral readiness to participate in the communication process. Such readiness often (and always in the process of business communication) acquires a conscious, volitional character, although sometimes it appears as something deeper, as a kind of subconscious entity. The importance of communication in management is explained by the achievement of the goal both in the organizational process of the enterprise and in the effective exchange of information. We are convinced that business development is possible with the introduction of effective communications as the main tool of the manager.

Communications are a connecting element of the management process. Management activities are inextricably linked with the need for constant exchange of information (communicative activities) to coordinate the work of units of the organization and individuals, aimed at achieving common goals. The article is devoted to the consideration of communication issues in modern insurance organizations with an emphasis on their essence, key elements and main stages of the communication process. The essence of communications in the categorical section is clarified and scientific approaches to the formation of the definition of this category are generalized. Thus, it is determined that communication is a process of exchanging ideas and information, which ultimately leads to mutual understanding. This interpretation of the concept of communication is shared by most domestic researchers who have studied the outlined issues. The types, kinds and classes of communications of the insurance company are investigated. The range of communication tasks is outlined and the set of functions of the latter in the management process is determined. The study allowed to form four key tasks of communications in the management process: a combination of all elements of the management process; assistance in making management decisions; providing information on the entire management process; ensuring interpersonal relationships in the team. According to the results of the study, the key functions of communications in the management process include: managerial, informative, emotional, control and factual. The key stages of the communication process are considered, of which according to the results of the research four are singled out: the first – formulation of the idea and selection of information; the second – coding and channel selection; the third is transmission and the fourth is decoding. It is established that communication as an exchange of information between people (or groups of people) has three aspects that are most important for assessing the content of management activities, each of which is considered from the normative-organizational and individual-psychological positions. In the first case, communication is determined by its objective organizational forms, the requirements for the effective implementation of a rational communicative process. The second aspect of communication is based on the psychological characteristics of communication partners and explains a number of important features of interaction, including those that hinder the effective development of communication. According to the results of the study, it is determined that communication is a semantic aspect of social interaction, one of the most common characteristics of any activity, including management. It is a modern form of political, scientific, organizational and technical force in society, through which the organization is included in the external environment, the exchange of views or information to ensure mutual understanding.

The effectiveness of the process of solving contemporary social problems is greatly enhanced by the application of models and methods of project management. Projects that have many stakeholders and project team members from various industries have gained considerable popularity and are called distributed. Higher education institutions often introduce “flexible projects” into the educational process, which, when preparing specialists for different industries, contribute to the formation of their respective competences. The process of implementing such projects goes through mini-cycles and involves a complex and extensive communication system, especially with the external environment. The purpose of the work is to choose the method of communication management in different types of projects. The features of communication management in flexible projects are defined in the article and the analysis of existing methods of communication on the example of environmental educational projects is carried out. The method of expert evaluation has identified effective methods of communication in flexible projects, namely educational, environmental and scientific, since the success of their implementation is the basis for the further formation of a stable internal environment of our country. For educational and scientific projects, the most effective are the written methods of communication, while the implementation of environmental projects, electronic communications are the most successful. ABSTRACT This paper analyzes a manager's optimal expectations management strategy in a setting in which the manager provides forecast guidance to an analyst both privately and publicly. Conventional wisdom suggests that managers use private communications with analysts and public earnings forecasts interchangeably to guide analysts' earnings forecasts downward toward lower earnings targets. Our analysis shows that in markets with rational investors, private and public guidance play very different roles in managing expectations, and that managers benefit from downward guidance only in their private communication with analysts. In their public forecasts, they benefit from introducing an upward bias. We explore how the effectiveness of the private and public channels in communicating information to analysts affects managers' incentive to engage in expectations management, and provide a number of empirical predictions. Among other results, we show how reducing private communication between managers and analysts (through means such as Regulation Fair Disclosure) can increase price efficiency, weaken managers' motivation to engage in private, as well as public, expectations management, and increase managers' motivation to provide public disclosures.

Managing employee engagement is critical to the success of an organization, but 85% of managers struggle with engaging employees. The purpose of this single-case study was to explore effective communication strategies within an organization and determine how managers used these strategies to increase employee engagement, productivity, and organizational effectiveness. Data were collected from organizational documents, observations, and semistructured interviews with 6 managers of a corporation located in the midwestern United States. All participants were working full-time for at least 3 years, had a managerial title, and were responsible for departmental communication. Moustakas's modified van Kaam method was used for data analysis. Communication theory provided the conceptual framework for the study. Three themes that emerged from the participants' interviews, observations, and data analysis were coaching employees, motivation, and consistency in communication. The findings of this study may impact positive social change by improving the organizational competitive environment through engagement in the community and society. The implications for positive social change include the potential for managers with direct reports to improve their understanding of the causes of engagement and disengagement, internal communication strategies that cause disengagement, and the benefits of implementing engagement strategies. The results of this study may provide managers with knowledge about employee engagement strategies used to improve productivity and organizational effectiveness within the industry. Community relationships could also improve as a result of effective communication.

Scientific applications with High Performance Computing (HPC) requirements are migrating to cloud environments due to the facilities that it offers. Cloud computing plays a major role considering the compute power that it provides, avoiding the cost of physical cluster maintenance. With features like elasticity and pay-per-use, it helps to reduce the researchers procurement risk. Most of HPC applications are implemented using Message Passing Interface (MPI), which is a key component in common and distributed computing tasks. However, for this kind of applications on cloud environments, the major drawback is the lost of execution performance, due to the virtualized network that affects the communications latency and bandwidth. To use a cloud environment with scientific applications of this kind, low latency communication mechanisms are required. The network topology detail is not available for users in virtualized environments, making difficult to use the existing optimizations based on network topology information done in bare-metal cluster environments. In some cases, cloud providers can migrate virtual machines, which impacts the efficiency of routing optimizations and placement algorithms. Moreover, if resource isolation is not guaranteed, resource sharing can lead to variable bandwidth and unstable performance. In this thesis a Dynamic MPI Communication Balance and Management (DMCBM) is presented, to overcome the communication challenge of HPC applications in cloud. DMCBM is implemented as a middle-ware between the users application and the execution environment. It improves message communication latency times in cloudbased systems, and helps users to detect mapping and parallel implementation issues. Our solution dynamically rebalances communication flows at higher levels of the virtualized HPC stack, e.g. over MPI communications layer, to dynamically remove communication hot-spots and congestion in the underlying layers. DMCBM abstracts the communications state between application processes based on latency measurements. This middleware characterizes the underlying network topology and analyzes parallel applications behavior in the cloud. This allows for detecting network congestion and optimizing communications by either selecting alternative communication paths between processes, or leveraging live migration of virtual machines in cloud environments. These options are analyzed in real-time and selected according to the type of congestion (link or destination). DMCBM achieves lower application execution time in case of congestion, obtaining better performance in clouds. Finally, experiments that verify the functionality and improvements of DMCBM with MPI Applications in public and private clouds are presented. The experiments where done by measuring execution and communication times. NAS Parallel Benchmarks and a real application of dynamic particles simulation NBody are used, obtaining an improvement of up to 10% in the execution time and a communication time reduction of about 40% in congestion scenarios.

This mini dissertation reports on the findings from a study on Chief Executive Officers of dually listed companies which, measures the value they place on Corporate Communication professionals. Using the Hill and Knowlton quantitative framework, the study explicates the role Corporate Communication professionals play within the organisational context and identifies their strategic legitimacy. Much of the literature on the topic of strategic Corporate Communication asserts that this function is drastically marginalised and its value disputed within the inner circle of organisations. The literature states that Corporate Communication managers and strategists are expected to validate their presence within the top levels of management in organisations. CEOs of companies listed on the Johannesburg Stock Exchange and at least one other international stock exchange were surveyed. Findings include evidence of inconsistency and confusion on the part of CEOs, with regard to the understanding of Corporate Communication as a discipline and business function, as well as its location within the organisational structure. Further study is recommended to investigate the determinants of value within Corporate Communication for CEOs, to bridge the current strategic and knowledge gap.

Abstract Communication networks are experiencing a significant growth of data traffic posing new challenges to the overall systems that should become more reactive and adaptive towards dynamically changing traffic, connections and network conditions. This thesis examines adaptive traffic management solutions within heterogeneous communication networks, which can be utilized to improve network performance, provide Quality of Service (QoS) for traffic paths and share resources in a fair way. The developed adaptive methods include solutions for fuzzy flow scheduling (AWFQ, FWQ) and regressive admission control (REAC) to provide stable network performance and efficient resource control. Such techniques for adaptive traffic management continuously balance and control traffic usage and recover from network faults and attacks. The results utilize traffic monitoring for estimating the overall network conditions, applying cognition to learn from previous actions, and adapting to the current traffic conditions for resource optimization. The thesis researches how to distribute these computing mechanisms towards network edges closer to the actual application users for more efficient resource usage, and to provide better performance for delay-sensitive applications. The methods developed have been applied to vehicular communications to assess and improve the messaging between vehicles and vulnerable road users (VRUs). These mechanisms are able to react faster to data traffic changes and guarantee better quality for prioritized traffic and users while at the same time they preserve fairness to other flows compared to traditional control and scheduling methods without adaptive characteristics. The overall system reacts to changes in the network QoS by determining decision-making procedures on possible flow rejection, marking, or allowed bandwidth weight assignment, thus bringing cognition to the network path

An approach to improve communication processes in e-learning is introduced. Based on a separation of a content-related and a communicational part of e-learning environments a system to support both students and tutors in their communication endeavors is presented. The communication platform consists of administration, configuration, moderation, and certainly communication tools which are described in detail. Finally the example of a telecooperative case study is given to illustrate the platform’s potential in specific e-teaching/e-learning scenarios.

This paper aims to analyse some organizational routines that can influence the success of organizational change. Thus, we analyse several communicational elements that influence the implementation of a change, from the perspective of their interdependence. The data were collected through an online questionnaire and statistically evaluated. The quantitative analysis was based on the responses to questionnaire from 258 organizations in both public and private sectors. We hypothesized that a successful change is reliant on some particular factors specific to the communication process. The analysis revealed that a personalized, demanding-focused communication is a determining factor for the success of any change. Materialized through the proper channel, this approach can determine the active and long-lasting involvement of team members in change implementation and goal-achievement processes. Our actual research is limited in scale and scope, but its results are important for practitioners that intend to realize organizational changes, emphasizing the communication elements that they should focus on. Also, our study might be a support for future researches that focus on the impact that communication have on knowledge management processes during the organizational change initiatives.

Communication has always been one of the most important tools through which people can interact with each other. Given that the way we interact with people has never been easy, it has evolved today with more languages, channels and different ways of communicating than before. Communication has a unique role, allowing the solution of certain operational, functional and relational problems, but also employee satisfaction. Recent changes have had an impact on organizations and have increased the importance of managing both internal and external communication. Thus, the communication system is also a system of actions, because the activity and the word are intertwined in negotiations, arguments, counseling, explanation of tasks, conflict resolution. Communication in the educational institution is a premise of the performance of instructive-educational processes, a factor that creates an optimal educational climate, a vector for building the reputation and image of the educational organization and a source of motivation for teachers.

"This article addresses the establishment of a mesh communication backbone to facilitate a near real-time and seamless communications channel for disaster data management at its proof of concept stage. A complete function of the data communications is aimed at the input in near real-time of texts, photos, live HD videos of the incident to originate the disaster data management of a military unit responsible for prevention and solving disaster problems and in need of a communication backbone that links data from a Response Unit to an Incident Command Station. The functions of data flow were tested in lab and at fields. Texts encompassing registered name, latitude, longitude, sent time were sent from concurrent 6 responders. Photos and full HD live videos were successfully sent to a laptop Incident Command Station. However, a disaster database management system was needed to store data sent by the Response Unit. Quantitative statistics were suggested for a more substantial proof of concept and subject to further studies."

Abstract. The study mainly explores the main characteristics, existing problems and corresponding solutions of Sino-foreign cooperative education in cultivating intercultural communication talents. It adopts exploratory analysis and case studies through data collected principally from QMUL Engineering School, NPU and Glasgow College, UESTC. It is found that students in Sino-foreign cooperative education have strong intercultural communication competence since they have: 1) a good master of foreign language; 2) more opportunities to communicate and exchange with foreigners; 3) strong acceptance towards multi-cultures; 4) strong initiative and practical-ness to work or study abroad. However, problems and challenges exist, such as poor language output, superficial intercultural communication and unstable intercultural communicative approach. It is suggested to adopt diversified assessment modes, create an intercultural communicative environment and build an intercultural assistant mechanism to comprehensively promote the cultivation of intercultural communication talents in Sino-foreign cooperative education.
