This is a theoretical case study on car leasing in Lebanon from the perspective of the lessor. Although the methodology can be applied elsewhere we chose to take into consideration local domestic features. The procedure adopted is to start from a base model and then change the parameters of the model with the use of the command Data Table in Excel. We are able to conclude that car leasing can be a very profitable business even with modest input characteristics. The two factors that are highly relevant are the credit or financing limit, and the market salvage value, that both are critical to the lessor. We therefore recommend that car leasing firms pay particular attention on the natural depreciation of the car, choose, if possible, the customers with a good driving record, and equip the car with enhanced security measures. Alternatively the lessor can buy “full-risk” insurance against all damages to the car. This will help in mitigating the agency costs and the concomitant moral hazard that arise from the separation of ownership and control. Additionally the car leasing firm should aim to raise as much as possible its own borrowing capacity by appealing to its relative advantage from the pooling effect of holding a fleet of cars. Other factors, like, lending, or leasing rates, and borrowing rates, taxes, the recovery amount of the car, the car purchase price, and the assumed ROE have little effects.

ABSTRACT A three-vessel collision in the Tampa Bay entrance channel on August 10, 1993, caused a huge explosion and fire, major damage to all vessels, and spills of 330,000 gallons of No. 6 oil and 32,000 gallons of a mixture of light petroleum products. A dynamic team was forged to respond to a complex series of problems. Functional command centers and forward command posts were established, a unified command system was implemented, and federal, state, and local governments and the multiple responsible parties coordinated efficiently. The unified command dealt effectively with considerations such as vessel control, fire fighting, lightering, salvage, pollution cleanup, and impacted wildlife. An active approach to the media resulted in critical information being relayed to the public and the response effort being portrayed accurately. The development of trust with multiple local governments enabled the response team to meet local needs while gaining their support. The unified command dealt with difficulties such as communicating effectively with the field and ensuring safety for large number of responders involved in a variety of hazardous activities.

China has significantly reduced the energy consumption for per unit of GDP by using both command-and-controls or market-based strategies. This paper examines empirically the relative effectiveness and efficiency of command-and-control strategy (energy reduction target) vs. market-based strategy (electricity price). We find that (1) electricity price was similarly effective in reducing electricity intensity across firms, but government targets were more effective for firms that were more technologically outdated and energy intensive; and (2) government targets led to expenditures that were not useful in reducing energy intensity, suggesting inefficiency associated with targets. Despite the Chinese governments’ capacities and resources in directing and influencing enterprises, market-based approaches might still be more effective and efficient than command-and-control ones to reduce energy intensity.

This paper compares the economic efficiency of firm-agency governance structures for pollution reduction using transaction costs economics. Two governance structures are analyzed with the transaction costs approach: command and control regulation (CCR) and negotiated agreements (NAs). We propose that the choice of governance structure depends on the strategies firms pursue given the attributes of their transactions and their market opportunities. The application of transaction cost economics analysis leads to different choices of regulatory instruments. Firms in more mature, stable industries are likely to choose command and control, while firms in new, dynamic sectors are more likely to opt for negotiated agreements. Frequency of transactions is a key factor in firm choice.

ABSTRACT Because no one entity has the resources to deal with a major vessel fire, contingency planning and exercising within the port community are critical. Achieving the highest level of response readiness is an evolutionary process made more difficult by today's fiscal constraints on both government and industry. This paper will discuss the steps taken over the last 15 years (workshops, table-top exercises, hands-on drills) to develop a comprehensive marine fire-fighting contingency plan that was tested during a recent area PREP exercise. The PREP drill scenario involved a collision between two vessels that resulted in a large spill and fire well away from shoreside access. Participants included over 200 personnel representing 50 federal, state, and local agencies. Shipboard flammable liquid fires are never easy to extinguish; however, the degree of difficulty escalates exponentially when an event does not occur pierside with adequate access for local fire departments. Mutual aid agreements and state-of-the-art response strategies and equipment are essential to resolving this unique situation. Proper use of the incident command system helps ensure smooth, efficient waterside command and control of the fire attack assets. Special logistics systems and staging techniques need to be developed to bring adequate water and foam delivery (8000+ gpm) resources to bear on an away-from-shore incident. These requirements were shown to be well within the response capabilities of the San Francisco Bay fire-fighting community when dedicated fireboats and vessels-of-opportunity were converted to foam master stream delivery platforms.

Purpose The purpose of this paper is to examine the influence of ownership structure and dividend payouts over firm’s profitability, valuation and idiosyncratic risk. The authors further investigate if corporate performance is sector dependent. Design/methodology/approach The study employs signaling and bankruptcy theories to evaluate the influence of ownership structure and dividend payout over a firm’s corporate performance. The authors use a panel regression approach to measure the performance of family owned firms against that of widely held firms. Findings The study confines to firms operating out of emerging markets. The results show that family owned firms are dominant with concentrated ownership. The management pays lower dividend leading to lower valuation and higher idiosyncratic risk. The study further illustrates that family ownership concentration and family control both influence firm performance and level of risk. The findings indicate that information asymmetry and under diversification lead to increased idiosyncratic risk, resulting in the erosion of firm’s value. Results also confirm that firms paying regular dividends are less risky and, hence, command a valuation premium. Originality/value The evidence supports the proposition that information asymmetry plays a significant role in explaining dividend payouts pattern and related impacts on corporate performance. The originality of the paper lies in factoring idiosyncratic risk while explaining profitability and related valuation among emerging market firms.

The effective command and control of the Armed Forces of Ukraine and other elements of the defense forces with the aim toachieve the high-level of defense capability of the state which are inextricably related with the appropriate normalization andexercising the practical events of democratic civil control of the military organization of the state.The process of reforming the defense sector is aimed at transforming the system of unified command and control andmilitary command of the Armed Forces of Ukraine. The establishment of a new system of command and control provides for aclear delimitation of authority between the Ministry of Defense and the Armed Forces of Ukraine, the functioning of new typesand branches of troops (forces). Additionally, it is provided for the separation of the functions of planning, generation andimplementation of means and forces within the Armed Forces, and the Ministry of defense has transformed from the body ofmilitary command to the central body of executive authority, responsible for the reform and implementation of the state policy inthe military sphere and the sphere of defense, the military policy in terms of staff, the technical policy and the policy in terms ofdefense purchases etc. One of the major tasks of the Ministry of Defense is the exercise within the framework of authority ofdemocratic civil control of the activity of the Armed Forces of Ukraine, the military-political and administrative command andcontrol of the military organization.The gender equality requires the establishment of equal rights and opportunities for men and women in the matters ofmilitary service, participation in the protection of the state – not only on a legislative but also on a practical level. For a longperiod of time the military profession was solely masculine. It has been related with the significant physical, moral-psychologicalpressure on a human being, the necessity to be firm in overcoming the hard and difficult daily military routine. Currently, the roleof the woman in a society has undergone significant changes. The latter have also touched the military sphere. It is therefore theissue of democratic civil control of the military organization of the state is to be considered through the prism of its genderaspect. For the sole, gender element of this control is the finest measure of its effectiveness, the indicator of absolute control ofcivic society in the military sphere, which assures the accountability of military to civil personnel and totally includes thepossibility of a military coup d’état in a state.

The changing geography of service employment and the relocation of back-office service tasks to developing economies present a challenge to contemporary world city network research and methodology, as cost-driven offshoring may wrongly suggest a city’s increased importance in global city rankings. In particular, financial service firms, but also management consultancies, law firms, and other advanced producer service firms have offshored tasks abroad. These firms’ offices are attributed a vital role in the world city network literature and form the basis for world city rankings using the interlocking network model. Based on empirical research on advanced producer service firms in Metro Manila, the Philippines, this paper argues that the existence of linkages and the appearance ‘on the map’ of dominant economic flows does not automatically lead to an increased command and control position of Manila. Instead, the attraction of lower-end services leads to Manila’s dependent articulation into global service production networks. The findings challenge the key assumptions about ‘command functions’ and ‘strategic role’ of global cities that underpin the global city rankings. The paper critiques current conceptualisations of command and control in global urban network theory in the light of changing intra-firm divisions of labour in advanced producer service firms, and stresses the importance of qualitative research.

AbstractIndonesia suffers from recurrent land and forest fires due to anthropogenic disturbances, such as land clearing and peatland drainage for agricultural activities and expansion of large-scale plantation. The Indonesian government launched a restoration program in 2016 to restore degraded peatlands and prevent fires. Community Fire Brigades or Masyarakat Peduli Api (MPA) is the forefront actor in community-based fire management and plays a significant role in fire prevention and peatland restoration at the local level in Indonesia. This paper examines community’s perspectives and opinions on the role and challenges of community-based fire management and peatland restoration. The paper draws from case studies of six villages situated at two fire-prone provinces in Riau and Central Kalimantan, Indonesia. We employ the cohesive fire management strategy model as a lens to understand the challenges and effectiveness of a community-based fire management strategy in Indonesia. The cohesive fire management strategy focuses on three key areas: creating a resilient landscape, developing fire adaptive communities, and implementing a fire management strategy. We found that MPAs face diverse challenges that reduce their capacity to prevent and control forest and land fires. One of the most common challenges faced by the MPAs is the lack of financial support for routine operation and maintenance of peatland rewetting infrastructures. Meanwhile, at the broader community level, the absence of affordable no-burning technology for land clearing and the lack of reward and punishment system have hampered efforts to reduce fire incidents. We suggest that the Indonesian government prioritizes funding support for MPAs to ensure the effective operationalization of community-based fire management in fire-prone provinces. We also suggest the need for the private sector and NGOs to step in to address the gap in support for community-based fire management and peatland restoration.

Two divergent theories emerge from the literature on CEO duality. The agency theory advocates that a dual CEO negatively affects corporate performance, because it compromises the monitoring and control of the CEO, whilst the stewardship theory suggests the contrary effect due to the unity of command it presents. For a sample of 26 non-financial listed Portuguese firms from 2002 to 2016, this study draws on agency and stewardship theories to evaluate the relationship between CEO duality and firm performance, proxied by Tobin's Q. Using ordinary least square (OLS) and two stage least squares (2SLS) techniques to control potential problems simultaneity between CEO duality and firm performance, the author finds a negative relationship between CEO duality and Tobin's Q. This suggests that investors perceive no value in having a concentration of power with a dual leadership structure. Therefore, this study recommends that the positions of chairman and CEO should be separated for listed Portuguese firms.

This chapter explores India's nuclear posture. Like China's, India's nuclear posture is classified as one of assured retaliation. There have been various dramatic moments in India's nuclear weapons history that were often driven by domestic political considerations, most notably its nuclear tests in May of 1974 and 1998. Nonetheless, the capabilities, envisioned use, and command-and-control apparatus that Delhi has erected for its nuclear forces have been persistent and consistent with an assured retaliation posture since 1974. The reason for this, as illustrated by optimization theory, is that India is in a relatively secure position but with highly assertive civil–military relations, driving it toward an assured retaliation nuclear posture that emphasizes firm civilian control over the arsenal.

Human beings cannot remain insulated from stress. However, individuals have varying levels of resistance against stress. In this case study, Jim experienced a high level of stress and eventually lost control over his behavior and skidded into an environment of burnout. In 1984, he rejoined a firm in Alberta, Canada. The employee is charged with enthusiasm and motivation. Due to low morale in the firm, a motivational plan is conceived and finalized amongst the senior command echelon. On 1 May 1984, there were several competitions conducted between the sub-units. He was the major contributor to the plan and felt equally delighted. However, on 8 May 1984, he started to openly display erratic behavior before his colleagues. As recollected by friends and himself, his behavior reflects a deviation from his normal character: highly energized, overly communicative, angry, and emotional verbosity. He is eventually diagnosed with a case of “Acute Stress Reaction” and administered medication.

Abstract The Night Of August 29, 1964, was supposed to be a typical one at the Uptown Theater. Local radio personality Georgie Woods (“the guy with the goods”) emceed a rhythm and blues stage show, just as he had done many times before at the crumbling, cavernous arena squatting in the heart of the North Philadelphia ghetto. Headliners that evening included B. B. King and Gladys Knight and the Pips. It was a “big show,” recalled Woods, who was not only a popular disc jockey on one of the city’s two black-oriented radio stations, but also a civil rights activist and a leading voice of the black community. Suddenly, a telephone call came in from the city’s race-baiting chief of police, Frank Rizzo. Trouble was brewing a few blocks north of the Uptown, where a routine traffic stop was in the process of escalating into mob disorder. The police were rapidly losing control of the volatile situation. Rizzo, who nine months earlier had arrested Woods and threatened to run him out of town after the activist-deejay turned up in the midst of a racial disturbance, now begged for his assistance. Turning over command of the Uptown to his understudy, Woods disappeared into the night. “I was the only one in town who could talk to the people,” he recalled. “They believed what I said.”

This chapter explains how the ceremony at Bwa Kayiman—the Vodou ceremony of August 22, 1791, that set the Haitian revolution into motion—was able to come about. The ruling class of powerful landowners and French commissioners was theoretically unified; the class of free people—whether white, mixed race or black—was supposed to be in their fold so that their profiteering would churn on undisturbed. The revolution exploded when the ruling class could no longer balance competing interests and when the lower classes refused to participate in the conspiracy any longer. Trouillot traces the roots of discontent in Saint-Domingue to the class struggles between the French aristocracy, bourgeoisie and workers in eighteenth century enlightenment France. He also sheds light on the reverberations that French class conflicts had in Saint-Domingue. In the late 1780s, the local landowners began clamoring for free market control over where their products could be sold. France had exclusive purchasing privileges over the colony’s output. By 1790, this major rift emerged between French commissioners and the local landowners. At the same time, a deep rupture appeared between whites and free people of mixed race when racist whites rejected Ogé and Chavannes’s demands of greater equality for mixed race people. Instead of cultivating their coalition with mixed race people, the ruling class sent 1,500 white soldiers and 3,000 black recruits to crush the movement of the people of mixed race. The ruling class’s traditional coalition was severed in various places. The leaders of the enslaved population saw the power they had when properly armed; they detected the conflict among the whites and the whites versus mixed race people; and they received and transmitted the exciting news of equality proclaimed by the rising French revolutionaries. Underneath this political quicksand, the enslaved population had established the cornerstones of an indigenous culture: farming, Vodou religion and the Creole language. The small plots that enslaved people were encouraged to cultivate for food and the small income they generated created a passion for agrarian independence. Vodou gave enslaved people the conviction they needed to fight, as well as a means of organization and cultural preservation. The Creole language provided a foundation for a common culture. The chapter closes with an analysis of the maroon culture of runaways and rebels and why it was unable to secure widespread independence. Finally, it introduces the geographic and demographic realities that favored an uprising in the northern plains of Haiti.

Abstract This book argues that business values contain the key to much that is troubling the business world today. Understanding those business values-seeing them for what they are and what they do, where they come from, and how they interact with other competing values-can help business leaders and those who study business behavior in two major ways. Business practitioners toward the end of the twentieth century confront many daunting problems. Some of the more important issues are lagging productivity, burdensome social and regulatory costs, discontented and dis loyal work forces, a rising tide of global competition, geopolitical turmoil, un reliable currency systems, and episodic threats of inflation, recession, and general market instability. A deep knowledge of how values impel business practitioners, their workers, and their firms to do what they do might well help them not only to survive present difficulties but also to ride the powerful social and technological currents transforming the world’s business systems. It may just be that the values within (as well as those outside) the organization are as important to successful management as a skilled command of financial resources, marketing techniques, accounting controls, and the rapidly advancing computerization of business operations. This is not to say-and this book does not argue in the manner of corporate culture enthusiasts-that there can be “business as usual” if only business managers search for and discover the value roots of their own firms. The task and the challenge are considerably more formidable than some of these simple but salable formulas suggest.

An embedded system integrated with sensors based on nanomaterial is proposed for closely monitoring and control microclimate parameters 24 hours a day to maximise production over the whole crop growth season by introducing greenhouse for the cultivation of plants or specific plant species. The system will also eliminate errors in human intervention to optimise production of crops. This system consists of sensors and actuators, an Analogue to Digital Converter (ADC) and a Raspberry Pi. The system will determine whether a defined threshold is passed by any climate parameter and systematically changes via the controller. The current work reduces human input through automated irrigation to optimally utilize a scarce resource, namely water. Climatic parameters for plant growth such as, moisture, humidity, temperature, water pressure in drip pipe, soil salinity etc. are monitored and optimized. Furthermore, work was extended to include GSM to control the entire farm remotely. For its success, it is very important to choose a greenhouse location. For instance, the problems are quite different when choosing an adjoining greenhouse, for instance a sunroom or greenhouse. The greenhouse location should be chosen for sunlight, proximity to power and water sources, wind, drain and freeze pockets, and the proximity of the garden and house. The intention behind accomplishment and devise of GSM based Fertigation System is to construct and evaluate the requirement of water in the yield as farming is the major resource of production which habitually depends on the water accessibility. Irrigation of water is usually done by manual method. To ease the work of the farmer GSM based automatic Fertigation (includes chemigation too) system can be implemented so that water wastage can be reduced and also the fertilizer can be added accordingly. Also the Soil Salinity can be checked and reduced if exceeds certain limit. By using GSM, only GSM command via GSM mobile can control the start and stop action of a motor that feeds the field with the water. GSM is used for controlling the entire process and the entire system backbone. It can be used from any distance to control irrigation. The results are assessed by electronic simulator PROTEUS using the desired optimised parameters, the design of this automated greenhouse system with PIC controller. As the inputs to the microcontroller and as an LCD screen record the respective outputs, the model produces a soil moisture sensor, light sensor and temperature sensor. The system performance is accurate and repeatable for measuring and controlling the four parameters that are crucial for plant growth - temperature, humidity, soil moisture and light intensity. With the reduction in electricity consumption, maintenance and complexity, and a flexible and precise environment control form for agriculture, the new system successfully cured quite a couple of defects in existing systems. Nano composite film sensors (Graphene and Graphene mixed in order to optimise the input of fertilisers for chemical composition determination. Using nano technology in agriculture enforces the firm bond between the engineer and farmer. Nano material film-based gas sensors were used to measure the presence of oxygen and CO2.using graphene nano composite sensors integrated into an embedded system, to detect the presence and levels of gases. Improve crop growth with combined red and blue light for lighting under the leavened and solar-powered LED lighting modules. This was achieved by graph/solar cells. The light was measured at the photosynthesis flux (PPFD) of 165 μmol m-2 s-1 by 10 cm of its LED module. LED lights were provided between 4:00 a.m. and 4:00 p.m. in the daytime treatments and night treatments from 10 to 10 hours. The use of the nighttime interlumination of LEDs was also economical than the interlumination of charts. Thus, nightlighting LEDs can effectively improve plant growth and output with less energy than the summer and winter times. Solar panels are best functioning during times of strong sunlight today, but begin to wan when they become too hot and cloudy. By allowing Solar Panels to produce electricity during harsh weather conditions and increase efficiency, a breakthrough in graphene-based solar panels can change everything. Ultimately with a fully autonomous system, agricultural productivity and efficiency, the length of the growing season, energy consumption and water consumption were recorded and monitored by exporting the data over GSM environment. With the steady decrease in the cost of high-performing hardware and software, the increased acceptance of self-employed farming systems, and the emerging agricultural system industry, the results will be reliable control systems covering various aspects of quality and production quantity.

Abstract Forest fires are of common occurrence all over the world, causing the loss of precious natural resources. The propagation of forest fires depends on many factors, notably local weather conditions. Additionally, the local terrain such as mountainous areas also plays an important role. For instance, forest fires may propagate from mountain ridges to ridges due to locally strong wind by means of firebrands and hot air flows. While much is known cm the methodologies on the forest fire control, they are largely empirical and may not be totally effective. Therefore, scientific studies based on fundamental physical understanding of the underlying phenomena are needed to provide definitive data on cause-effect relationships in various forest fire scenarios, so that the collective database can be used to suggest control strategies and preventive measures for forest fires. The present study is motivated by this approach, and specifically focuses on the phenomena of rapid forest-fire propagation from mountain slqpes to other similar mountain slopes in the direction of the wind. The study deals with both laboratory experiments and numerical simulations by the use of a CFD-based fire field model.
