Resumo:
The challenges of modern tourism development increasingly indicate the need for new approaches based on the creative use of intangible assets and heritage, and a more harmonious relationship between the local community and tourists. Placemaking is one such approach, which goes to the core of what builds places and local communities. This paper looks at the evolution of the concept, and its approaches and definitions. Among the tools of placemaking, tangible (physical design), intangible (mental images), and mixed approaches are recognized. The examples in this paper have been selected mainly from tourism and community development studies. Quality placemaking leads to the development of a sense of place, increases social cohesion, and stimulates the long-term regeneration of public spaces, which contributes to tourism attractiveness. In this light, the concept of placemaking can serve as a useful analytical category for more systematic research on spatial transformations and as a development tool in strategic tourism planning.

In its introduction, the paper defines the meanings of the words 'safety' and 'police'. Then it deals with different police organisations, their organisational structure and different police models of operation with the emphasis on studying the latest approach to the police work called community policing that is being introduced also in the Slovene police lately. Since the central topic here is local community safety, the paper deals with the community at which police work must be targeted. Then follows a study and analysis overview regarding the population's readiness to co-operate with the police. The empirical part of the paper presents an opinion survey among the Podravje Region population to find out to what extent people trust the police, how they are satisfied with the police work, what is the discrepancy between estimation and the expectations the Podravje population has for police officers, and how safe they feel. The survey shows the following: the Podravje population feels safe, people trust the police and they are ready to co-operate in solving safety problems. It has been ascertained that police officers fulfil people's expectations, because in dealing with people, the police were better than expected. KEY WORDS: • safety • police • public • local community • joint creation of safety

Purpose The Aso area of Kumamoto Prefecture and the western part of Oita Prefecture in Japan experienced heavy rainfall from midnight until morning on 12 July 2012. Flooding and landslides caused by this torrential rain killed 31 people and injured 11. This paper aims to analyze a time series of flood risk perception and evacuation behavior, and to identify factors that promote effective autonomous evacuation. Design/methodology/approach A time series of flood risk perception and evacuation behavior following the 2012 flood was developed and systematically analyzed. Differences between the data sets (compiled from survey data) for the evacuated group and the non-evacuated group were statistically evaluated. Then, an evacuation behavior model was developed to simulate which households would be likely to evacuate in different scenarios. The relationship between disaster prevention and activities of a local community were also statistically assessed. Findings This study concludes that an assessment of river conditions and evacuation advice from fellow local community members are the factors that most strongly influence and promote autonomous evacuation. This study also revealed that the everyday activities of a local community have the potential to foster effective disaster prevention and emergency responses if they promote the building of relationships between community members. Originality/value The research focused on actual decision-making and autonomous evacuation behavior. Whereas previous studies were limited to the analysis of activities of disaster prevention on a normal day, this study proved that the usual activity level in local community activities and relationships significantly affected evacuation behavior.

Resumo:
This article critically examines claims that “local community” and “local/traditional knowledge” are vital contributions to safeguarding socio-economic stability and securing sustainable resource uses in times of stress. The empirical focus is on Central Vietnam, but the argument is relevant in a broader context. The article specifically questions approaches to disaster risk reduction and climate change adaptation that see “local community knowledge” as a vital means to achieving resilience in socio-ecological systems. We argue that rural villages in Central Vietnam are characterised by highly dynamic local actors who eagerly exploit new income opportunities arising both from internal and external sources. Although a wide range of knowledge is available about how to cope with adverse climate and environmental conditions, this knowledge is hardly “resilience” and “equilibrium” oriented. Rather, it is found to be anthropocentric, externally oriented, sometimes opportunistic, and ultimately oriented towards an urban lifestyle—traits that are strongly rewarded by the Vietnamese state. We conclude that, at present, local aspirations may not necessarily be part of the solution, but may form part of a social and political complex that exacerbates risk, particularly for weaker population segments. Instead, new and non-state actors should play a larger role.

Resumo:
Sustainable development has been one of the top priorities in the present world. Community development programmes are considered important in achieving sustainability. Universities or educational institutions often talk about, and collaborate with community for its development. However, there is less attention to an institutional mechanism to include local government in the collaboration of university and community for designing and implementing sustainable community development programmes. This paper advances a model of tripartite collaboration between the university, local government and community in promoting sustainable community development through a local development plan. Drawing upon the thematic reviews of selective literature in the field of sustainable development, community development, university- community collaboration, and policies and practices of local development plan in Nepal, this paper, from the perspective of social dimensions of sustainable development, argues that the local development plan can be an avenue for collaboration between the university, local government and community for sustainable community development.
