In the article, the guest editor Piotr Dutkiewicz and editor-in-chief Yuriy M. Pochta introduce the current issue of the journal, interpreting cross-cutting topics such as democratic development and the construction of national identity in the societies of the East and the West. They believe that the most appropriate heuristic explanation for these issues today is the idea that after the end of the Cold War the hopes for the final victory of the liberal democratic project on a global scale ended in disappointment. The end of history never took place, just like the victory of communism did not take place previously. All these years we have been witnessing an imitation of liberalism, the era of which is already over. There is currently a global revolt against the liberal imitation imperative. From this point of view, there is a great interest in articles devoted to Russian-Turkish relations, the place of the Central Asian states in the international rankings of democratic development, the evolution of the political development of the Lebanese Republic, the formation of democratic political regimes in such Eastern European EU member states as Poland and Hungary, the role of parties in the political life of Great Britain and Nigeria, as well as such theoretical and methodological problems of political science as the processes of forming future political leaders, methodology of the study of GR-management and approaches to the study of the political and psychological characteristics of the heads of Russian regions. In general, this issue of the journal pictures the current state of democratic development of Western and non-Western countries in the context of globalization, which is at the stage of transition from American monopolarity to multipolarity, from imitation of the Western liberal-democratic project to the search for its own development projects. The authors believe that from the point of view of Russia and its interests the materials of this issue allow for outlining the prospects for further research on ways to build the most effective relations with world and regional powers, the possibilities of protecting its sovereignty and its geopolitical interests, and the mechanisms for forming the Russian post-Soviet identity at the national and regional levels.

Abstract The London School of Economics and Political Science (LSE) and the Deutsche Hochschule für Politik (DHfP, German Political Studies Institute) in Berlin both emerged extramurally. LSE was founded in 1895 by Fabian socialists Sidney and Beatrice Webb; DHfP was established in 1920 by liberal-national publicists Ernst Jäckh and Theodor Heuss. However, superficial resemblances ended there, as shown in the paper’s first part. The founders’ aims differed markedly; incorporation into London and Berlin universities occurred at different times and in different ways. The chair of political science set up at LSE in 1914 was held, until 1950, by two reform-minded Fabians, Graham Wallas and Harold Laski. DHfP, which did not win academic recognition during the 1920s, split into nationalist, “functionalist”, and democratic “schools”. Against this backdrop, the paper’s second part discusses Harold Laski’s magnum opus (1925) A Grammar of Politics as an attempt at offering a vision of the “good society”, and Theodor Heuss’ 1932 study Hitler’s Course as an example of the divided Hochschule’s inability to provide adequate analytical assessments of the Nazi movement and of the gradual infringement, by established elites, of the Weimar constitution. Laski’s work and intellectual legacy reinforced the tendency towards the predominance, in British political science, of normative political theory. West German political science, initially pursued “from a Weimar perspective”, was also conceived as a highly normative enterprise emphasising classical political theory, the institutions and processes of representative government, and the problematic ideological and institutional predispositions peculiar to German political history. Against this background, the paper’s third part looks, on the one hand, at the contribution to “New Left” thinking (1961 ff.) by Ralph Miliband, who studied under Laski and taught at LSE until 1972, and at Paul Hirst’s 1990s theory of associative democracy, which builds on Laski’s pluralism. On the other hand, the paper considers Karl Dietrich Bracher’s seminal work The Failure of the Weimar Republic (1955) and Ernst Fraenkel’s 1964 collection Germany and the Western Democracies, which originated, respectively, from the (Research) Institute for Political Science – added to Berlin’s Free University in 1950 – and DHfP, re-launched in the same year. In a brief concluding fourth part, the paper touches on the reception, both in Great Britain and West Germany, of the approaches of “modern” American political science since the mid-1960s.

The article attempts to determine the role of the women's agenda in the activities of political parties and the place of women in the parliamentary factions of the leading parties of Great Britain. Based on the analysis of the policies of Labour, Conservatives and Liberal Democrats to the problem of women's promotion in politics, the role of gender quotas as a tool for attracting the female electorate is analyzed. The 2019 General Elections and the tasks political parties were faced with in terms of women's agenda are described in the broad historical context of the evolution of women's politics of the Labour, Conservative and Liberal Democratic parties in the late 20th – early 21st centuries. The author analyzes the election manifestos of the parties in the 2019 elections and concludes about the differences in the approaches to solving women's problems by the right and left parties. In addition, the author reveals the relationship between the women's agenda in the manifestos, the participation of women in the parliamentary factions of parties and women's voting in General Elections.

AbstractThis article attempts to shed new light on the character of late Victorian Liberalism by investigating its political priorities in British India. It takes as its particular focus the debates which raged between 1881 and 1883 over the Government of India Resolution on Local Self-Government. Along with the Ilbert Bill, the Resolution comprised the centrepiece of the marquis of Ripon's self-consciously Liberal programme for dismantling Lytton's Raj. When analysed in conjunction with contemporaneous Liberal discourse on English local government reform, the debates surrounding the Resolution help to clarify many of the central principles of late Victorian Liberalism. In particular, these debates emphasize the profound importance of local government reform to what one might call the Liberal project. Beyond its utility in effecting retrenchment, efficiency, and ‘sound finance’, local government reform was valued by Liberals as the best and safest means of effecting ‘political education’ among populations, in both Britain and India, with increasingly strong claims to inclusion within the body politic.

In the XVII century Great Britain became the first country in the world with a full-scale system of social support, which was regulated at the state level. The “Old Poor Law” of 1601 and the “New Poor Law” of 1834 are well-studied in both foreign and Russian science, but the solutions that preceded them are less known. The aim of this study is to describe the development of social policy in Great Britain up to 1834, when the system of assistance to people in need was redesigned according to the liberal logic of minimal interference of the state. The article is based on comparative and historic approach and analysis of legal documents. It demonstrates the evolution of institutions and practices of social support in Great Britain. In this country social policy grew from church and private charity and developed at local level under centrally defined rules. Consistent presentation of social policy history in Great Britain is valuable for studies of charity, local self-government and social policy.

In the 1950s the Democratic Party in California grew from a struggling, rump organization into the major political party in the state. This was in large part due to the activities of a network of liberal activists in the California Democratic Council, a group formed in 1953 to encourage the creation of local Democratic ‘clubs’ across California in which those interested in left-of-centre politics could debate issues of the day and campaign for Democratic candidates in elections. This article argues that the rise of the Democrats in the Golden State was predicated on the espousal by both amateur activists and party politicians of an explicitly social democratic ideology that provided a bridge between the policies of the New Deal in the 1930s and the more ambitious goals of the Great Society at the national level in the 1960s. The article examines the ideas embraced by liberal politicians in the 1950s and looks at how those ideas underpinned a massive expansion of California's welfare state in the early 1960s.

Abstract This article examines the ideological context and political role of proportional representation in the reform crisis of 1884–5. It demonstrates that proportional representation was part of a broader liberal project to promote social cohesion both at home and in the empire. As shown by the cross-bench support for the Proportional Representation Society, proportional representation roused unexpected enthusiasm in the Commons in 1884. It was rejected because single-member districts were more acceptable to Gladstone while promising to achieve the same narrowly political ends as proportional representation, though not its liberal purposes. This reconsideration of proportional representation revises the history of the reform crisis and lends support to the contention that Victorian liberalism emphasized not rights-based individualism but rather the building of voluntary communities.

After short slowdown of the US offensive liberal world order formation strategy during the Trump administration, President Biden declared that democrats would pursue offensive strategy of establishing liberal world order. J. Biden’s declarations and recommendations prepared by most prestigious think tanks testify to the fact that the United States are ready to start a new decisive great power competition to achieve and consolidate predominance and omnipower status, to stake everything to achieve irreversible results and overplay China and Russia. To fulfill this ambitious task, democrats suggest policy that combines military and diplomatic instruments. The hypothesis is the following: great power competition is not a new phenomenon in world politics, however contemporary stage of international development can be defined as “new multilevel governable competition” when the United States will try to determine/program world development, development and policies of various countries and organizations. One of the important characteristics of contemporary period is not only new quality and greater scale of competition between three great powers. It is also new quality and density of international milieu: medium range and small countries have got more important status and use new conditions for getting privileges maneuvering among US, China, Russia and some other influential players. The primary aim of the American programming strategy is to restrict as much as possible maneuvering space for China and Russia, preventing formation of “Eurasian center”, to influence the choice of other countries in favor of the West/US. The international situation seems to be rather favorable for the United States, but the danger of overexertion and overextension in fulfilling ambitious task of global offensive and programming governance remains. The “nerve” of the present situation is whether Russia and China can stand against American policy, neutralize its effect. It is not quite clear how other growing powers and medium range countries will act. Coming decades will be decisive for the formation of contemporary world order.

Though Mr Gladstone was speaking of the opposition to home rule in the country, rather than in the parliamentary Liberal party alone in the statement quoted above, this has become the rather standard interpretation of the great separation in the Liberal party in 1886. As one modern historian of the Liberal disruption puts it, ‘a striking characteristic of modern British history has been the class alignment of political parties… The Liberal Unionist party (those who seceded on the home rule question) was a half-way house, which entertained for a time much of the wealth and territorial influence which had been Liberal and was to be Conservative.’ One of the most influential historians of late-nineteenth-century Britain puts the issue in broader terms. The origins of Conservative dominance as well as the leakage of the landed and business classes to the Conservative party, Sir Robert Ensor argues, are to be found in the undermining of English and Irish agriculture by the invasion of North American wheat. This produced, in turn, agrarian revolution in Ireland, the rise of violent nationalism in Ireland, the growth of social and political conflict, and, ultimately, the rejection of Irish political demands by the English. Yet another attributes the fall of Gladstone's third ministry to a general revolt against the Liberal party by railway directors and other businessmen who had been alerted to the dangers to property which the government's railway policies implied. This theme has been taken up and many have come to argue that class voting emerged in 1886 when the upper – and middle-class Liberals, taking home rule as an excuse, departed to the Conservatives in a reaction against growing social radicalism.

In September 1908 the British Prime Minister, H. H. Asquith, offended Roman Catholics by cancelling the procession of the Blessed Sacrament, which was to have been the climax of the 1908 international Eucharistic Congress. This incident illustrates the persistence of religious extremism as a disruptive force in British politics and the muddled manner in which Asquith's government dealt with crises. As early as 1900 social and economic issues had become the dominant focus of British politics, and Great Britain had established a reputation for religious toleration. In spite of the growing trend toward secularism, militant Protestants continued to agitate against Catholicism by resurrecting archaic laws restricting Catholic rituals.

The chaotic period of the American Revolution engaged many writers on both sides of the Atlantic arguing for and against the claims of the American colonists. One of the most popular and effective statements of the British position regarding the rebellion emerged from James Macpherson, poet of Ossian, historian, and government writer. As an accomplished literary talent in the service of politics, Macpherson wrote the pamphlet, The Rights of Great Britain Asserted against the Claims of America (1775), designing a persuasive appeal to the British public for preserving order and supporting the Monarchy. Macpherson displays a controlled, often dispassionate voice in dealing with the American rebellion, while seeking humane solutions with creativity, conviction, and agility in an environment of popular discontent and political instability. Finally, as a poet, he insisted on balancing the historian's empirical demand for facts with sensitivity and a liberal spirit of dialogue often in opposition to the dominant opinion of his King and ministers.

In this paper the authors analyse the current state of affairs of a political system in theory and constitutional practice popularly termed the Westminster system, which also played the role of a prototype to ex-British dominions and some other countries. Exceptional for its longevity, it is also an example of stability and social consensuality about fundamental values. However, although this state creation has a monopoly in expressive symbolism, some weaknesses have been identified when it comes to the symbols and main elements of this system. One of its weak points is a two - party system of government, devoid of liveliness in a political process with latent agreement of different generations, and, in essence, the same or cosmetically changed political establishment. Consistence of government of one or another party is caused by nature of the electoral system, whose main characteristics are the surplus of inequity and deficit of modernity. Discussing the recent elections in Great Britain, authors give them the label of elections with precedent, especially because of the new type of government – the coalition cabinet, and they also consider the new people in official politics and their voice in the system of political relations – members of the third party, Liberal – Democrats. The issue of electoral system and directions of its reform remains open, which will inevitably lead to introducing changes into the political system.

Abstract The convergence of Free trade liberalism and radicalism was a central feature of British political culture after Chartism. This article explores the emergence of alternative visions of political economy on the left in the late Victorian and Edwardian period. Against the conventional view of a shared liberal Free Trade culture, it finds a plurality of languages. An interpretation of how Labour, social democrats, socialists and Fabians understood Britain's development under Free Trade reveals an alternative spectrum of popular ideas about society and economy. In the Independent Labour Party, opposition to protectionism was linked to support for some trade regulation and a more balanced economy. It was tied to a cultural and economic critique of competitive exchange, social dislocation and commercial dependence under Free Trade capitalism. The economic critique co‐existed with political internationalism and turned Labour's position into one of socialist‐radical dualism. This is compared to nationalist and imperialist socialist positions in Britain and abroad. The movement towards national political economy provided a link between older radical notions of moral economy and co‐operation and more collectivist notions of economic order and state regulation. It marked a step in the evolution from mid Victorian popular liberalism to social democracy and from Free Trade to the welfare state.

The dramatic collapse of the Liberal party during the second decade of the twentieth century has long fascinated academic historians, but only in the past twenty years has it become one of their major preoccupations. Every history of modern Britain now has a discussion of the causes and course of the Liberal collapse, and the specialized literature on the subject is voluminous, much of it highly technical and sophisticated.It is easy to see why the Liberal decline appeals to historians. It has personal drama: the contest between Herbert Asquith, “the last of the Romans,” and David Lloyd George, “the Welsh Wizard.” There is the larger drama associated with the collapse of a great party and the rise of another. There are the large silent “revolutions” historians have found behind the political changes: the rise to maturity of the working classes, the evolution of British capitalism, and a vast cultural shift ushered in with the First World War.

Abstract This article traces the history of British government policy on wartime national registration from 1915 to 1952. In contrast to accounts that emphasise the significance of registration for the development of an ‘information state’, it explores the implications of the fundamental paradox in national registration in a liberal state. That is, the distinctive value of a register lies in its continuing accuracy and comprehensiveness; but these properties depend on wholesale and continuing compliance with the bureaucratic demands of a tool widely regarded in Whitehall as intrusive, coercive and unpopular. The register used in the First World War never recovered from Whitehall’s unwillingness to enforce it, and preparations for registration in a second major war were frustrated by the reluctance of its principal users—those responsible for military conscription and food rationing—to be closely associated with it or dependent on it. The article explains why a robust register was nevertheless set up in 1939, but suggests, too, that the capabilities it offered to identify and trace people were less warmly welcomed and extensively exploited by other government services than is often assumed. Furthermore, the perceived need to maximise trust in its confidentiality restricted the disclosure of information recorded in the register to other public agencies, especially the police. The overall thrust of the article, then, is to cast doubt on whether the wartime national registers in the Great Britain could have developed into a formative pillar of an emergent information state.

When Adam Smith set out to re-shape the dominant economic policies and assumptions of his time, he knew success in pressing for ‘free trade’ would depend on his ability to imprint his views on the minds of contemporary statesmen and legislators. But he was never confident that this operation might take place during his lifetime. In the Wealth of Nations, he declared that to expect freedom of trade to be accepted entirely in Great Britain was ‘as absurd as to expect that an Oceana or Utopia should ever be established in it’, and this was by no means an offhand remark. Much of the massive book was coloured by Smith's awareness that liberal economic doctrines, whatever their considerable intellectual merits, ran far ahead of actual political and social attitudes in eighteenth-century Europe. In the first half of the nineteenth century, a variety of political and economic developments of course refuted Smith's view that ‘free trade’ was an unattainable ideal. But the historical verification of his economic thinking was a slow, difficult, and limited process.

Edinburgh introduced Britain to the university centenary, an established form of celebration in continental Europe. The ceremonies in 1884 can be seen in the framework of the late nineteenth-century ‘invention of tradition’. Such events usually asserted the links of the university with national and local communities and with the state. The Edinburgh celebrations marked the opening of a new medical school, after a public appeal which itself strengthened relations with graduates and wealthy donors. The city council, local professional bodies, and the student community all played a prominent part in the events of 1884, which were a significant episode in the development of student representation. Analysis of the speeches given on the occasion suggests that the university sought to promote the image of a great medical and scientific university, with the emphasis on teaching and professional training rather than research, for the ideal of the ‘Humboldtian’ research university was still a novelty in Britain. Tercentenary rhetoric also expressed such themes as international academic cooperation , embodied in the presence of leading scientists and scholars, the harmony of religion and science, and a liberal protestant view of the rise of freedom of thought. The tercentenary coincided with impending legislation on Scottish universities, which encouraged assertions of the public character of these institutions, and of the nation's distinct cultural identity. One striking aspect, however, was the absence of women from the formal proceedings, and failure to acknowledge the then current issue of women's admission to higher education.

Between 1900 and 1918 the Labour party changed from being a new organization operating on the fringes of the Liberal party, to being the largest British opposition party. This change has attracted a great deal of historical attention. The analysis of electoral results in general, and municipal election results in particular, rightly plays a major part in the conflicting explanations of why this realignment took place. Negatively, this paper seeks to establish that many of the methods of examining electoral material common in the literature are in fact inadequate. It is also suggested, more positively, that despite problems with the way results are currently used, even a modestly elaborated treatment of municipal election results can reveal significant information about the origins and location of Labour's support. Accurate ‘quantification’ cannot of itself explain the rise of Labour, or the pattern of electoral politics more generally. It can, however, be an important component of broader attempts at establishing why political changes took place both in Edwardian Britain and in the still under-researched period between 1918 and 1931.

Using archival sources that only recently have become available, this article fo-cuses on the interplay between the concepts of war and peace in the strategy of the Communist Party of Greece (KKE) during the Greek Civil War of the late 1940s. The article demonstrates that the choices facing the KKE and its opponents changed quite dramatically in the period from 1945 to 1949. The active role of Great Britain in Greek domestic affairs and the relatively limited role of the Soviet nion meant that the KKE was increasingly ostracized in the international community. The unwillingness of the Greek Liberal Party to forge a political alliance with the KKE prompted the Communists to resume their armed struggle for power. This article presents the alternatives facing the KKE in light of the postwar domestic and international contexts.

David Lloyd George's behaviour in the crucial week between 27 July and 3 August 1914 has commanded much scholarship and more speculation. Nearly every member of Prime Minister Herbert Asquith's Liberal cabinet, including the chancellor of the exchequer himself, has told the story of those agonizing days, by memoir, diary or letter. Yet Lloyd George's part in Britain's decision to declare war upon Germany on 4 August remains unclear; indeed it is less clear now than it seemed to be half a century ago. How could the ‘Pro-Boer’ of the days of the South African war, who had been the object of any number of dangerous personal assaults for his treasonable speeches, the enemy of the dreadnoughts, the slasher of naval estimates, indeed the man who most recently declared at the Mansion House and had asserted again in the House of Commons only six days later – the last coming on the day of the Austrian ultimatum to Serbia – that powerful commercial influences in Germany and Britain were drawing the two nations so close that great arms were unnecessary, how could such a man become the supporter of intervention in a continental war on behalf of France?

Abstract In the wake of the First World War, reformers across the Western world questioned laissez-faire liberalism, the self-oriented and market-driven ruling doctrine of the nineteenth century. This philosophy was blamed, variously, for the war, for industrialization and for urbanization; for a way of life shorn of any meaning beyond getting and keeping; for the too great faith in materialism and in science; and for the loss of a higher, transcendent meaning that gave a unifying purpose to individual existence and to society as a whole. For many, the cure to these ills lay in reforming the liberal social framework in ways that made it more fulfilling to the whole person and that strengthened ties between individuals. This article looks at Dartington Hall as an outstanding practical example of this impulse to promote holistic, integrated living – exploring the project as an interlinked constellation of experiments in education, the arts, agriculture and social organization; and also looking at how Dartington’s philosophy and trajectory matched those of other such enterprises begun in interwar Britain and further afield, making it a bellwether of changes in reformist thinking across the century.

The cognitive semantic analysis of denotational incongruencies by means of comparative investigations of structural field patterns (cf. Jäkel 2001, 2003, 2010) can also be put to use in the investigation of certain kinds of contested concepts (Lakoff 1993), namely cases in which the field patterns themselves are under dispute. The case to be analysed is that of marriage, a cultural concept that has recently come under dispute in the socio-political discourse of Western countries. Competing cultural models (cf. Lakoff 1987) to be compared in this context include the traditional/conservative model as well as different versions of a more tolerant model and a liberal/progressive model. The analysis will focus on authentic language data from the United States, Canada, Great Britain, and Germany, supplemented by a diachronic comparison of dictionary definitions as well as the results of a survey done with young German informants.

For a few years after its foundation in 1920 the Communist Party of Great Britain (CPGB) attempted, energetically prompted by the Comintern, to work in solidarity with anticolonial movements in the British Empire. But after the Nazi victory in Germany the Comintern's principal concern was to defend the Soviet Union and the liberal democracies against the threat of fascism. British communists criticized the British Government for failing to defend the Empire against the threat from its imperial rivals. After the entry of the Soviet Union into the war in 1941 they vigorously supported the British war effort, including the defense of Empire. This was not though simply a manifestation of chauvinism. British communists believed that imperialism was suffering a strategic defeat by “progressive” forces and that colonial freedom would follow the defeat of fascism. These chimerical notions were greatly strengthened by the allies' promises of postwar peace, prosperity and international cooperation. In the last year or so of war British communists were clearly worried that these promises would not be redeemed, but nevertheless supported British reassertion of power in such places as Greece, Burma and Malaya. For the great majority of British communists, these were secondary matters when seen in the context of Labour's election victory of 1945 and its promised program of social-imperialist reform.

AbstractIn this article Mare liberum is placed within the context of seventeenth-century European politics. It focuses on the development of conventional relations between European States regarding their interests outside of Europe and their importance concerning the status of Asian and African 'actors'. It turns out that in spite of Mare liberum's high-sounding proclamation of equality of non-European sovereigns with European States, Grotius's position as well as Dutch policy was inspired by self-interest and was essentially opportunistic. The Dutch Republic – as well as other European States – used the 'liberal' principles of Freedom of trade and the Universality of the Law of Nations to attack the Portuguese/Spanish claims of monopoly. However, as the Dutch Republic, Great Britain and France developed their own 'Spheres of Interest' in Asia, Africa and the Americas, they effectively excluded would-be competitors. Indeed, in the eighteenth century the 'pacte colonial' constituted a distinctive characteristic of the conventional and customary 'European Law of Nations'. As non-European political actors in the eighteenth century relatively lost military and political power, the European States finally relegated them to an inferior position, beyond the charmed circle of full 'subjects of Public International Law'. The article also is a contribution to the ongoing discussion about the relation between European imperialism and the development of the doctrine of European International Law.

The Oxford Movement’s Critique of the Poor Law Amendment ActThe paper presents a short history of poor laws in England and Great Britain, the content and justifications of the Poor Law Amendment Act (1834), general characteristics of the Oxford Movement and its main political ideas, the state of contemporary research on the topic, and finally the Movement’s approach to the new Poor Law. This approach – the Oxford Movement’s critique – has been reconstructed into three main groups of arguments. In the first group there are arguments pointing out why a state’s responsibility, and state-organised system of poor relief, is to be irrelevant and why the Church should play a far greater role in this field. The second group of arguments underlines the impracticality of centralisation in the system and proposes the major role of the local units in poor relief, as well as more ‘personal’ approach to the poor, also by reforming workhouses. The third group of arguments undermines the liberal (and Puritan) idea of solely individual responsibility for one’s poverty and destitution – an idea underlying the new Poor Law.

AbstractThis article examines one of the most consequential legal–political models for the confiscation of private property in the twentieth century: the Trading with the Enemy Acts (TEAs). Two laws with this name were passed in Britain (1914) and the United States (1917), enabling the large-scale expropriation of ‘enemies’ and ‘aliens’. The extra-territorial application of these laws during the era of total war led to the globalization of its paradigm of expropriation in Latin America, Asia, and Africa. The TEAs made the administrative process of dispossession effective and profitable for liberal states. The US law was repurposed for domestic use during the New Deal, while its British counterpart played an unforeseen role during decolonization and the great partitions of the late 1940s, as the nascent nation-states of India, Pakistan, and Israel used it to constitute themselves as territorial and economic units by taking land and property from ‘evacuees’ and ‘absentees’. The article provides a short history of these four national cases in their international context and argues that the history of the TEAs shows that state-driven mass expropriation was much more common throughout the mid twentieth century than usually supposed; the ‘age of extremes’ was also in part an ‘age of expropriation’.

Pierre Mendès France, one of the great figures of the French political left from the 1940s to the 1970s, is mostly perceived as an anti-European or at least as a great sceptical in matters of European Unity à la Jean Monnet. Nonetheless, it would be unfair to taint him with this unsubtle image. All his action was turned to restore an then develop France's economy and society after World War II. Misunderstood as advocate of the monetary austerity and the fight against inflation in 1945, he meant to implement a common planning by the Europeans, with the participation of Great Britain. He didn't seek to build a European federation, but a community to promote a new society and an economy in progress, delivered from the restored plundering of carpetbagger capitalism and nationalism. His European vison was larger than that of the Six, but he didn't achieve the aim. Accused to have derailed the EDC in August 1954, he invented a way to make Germany, of which he always remained suspicious, participate in the Western rearmament. The Treaties of Rome contrived him in a political deadlock: despite their very liberal orientation, he could not do other than admit them because they proved to be quite useful for economic development. In response to Charles de Gaulle, Pierre Mendès France knew how to develop in the 1970s a project uniting the European left, capable, he thought, to correct the abuses of the merchant's Europe by means of a common modern planning in innovative sectors, in full employment, in European research and universities, in social policy an in justice for all citizens. What should be retained of all this? I would choose his ambition to regulate European development by seeking the benefit of the people.

In this article the evolution of views on the empire, colonies and colonization by Alexis de Tocqueville, the outstanding French liberal thinker of the 19th century, are analyzed. It was shown that in the process of expanding the scale of the colonization of the 19th century Tocqueville, like many other French thinkers, began to defend and justify colonial domination, trying to justify colonial policy in every possible way and try to give it legitimacy. Although Tocqueville was fully aware of the vices of colonization, he was ready to defend it. He believed that the French nation could not afford not to be the dominant colonial power. Justifying the expansion of the French empire, he believed that the colonial project could contribute to the political unification of the French, and at the same time he feared that France would lose its position and its international reputation, lagging behind Great Britain in the annexation of overseas possessions. Tocqueville’s ideas about progress and the understanding of progress were fairly typical of nineteenth-century European thinkers. In 19th century Europe as a rule, attempts to justify colonization were combined with a linear theory of progress and a belief in the superiority of Europeans over other worlds.

Sheri Holman’s neo-Victorian novel The Dress Lodger (1999 ) depicts the beginning of the 1831 cholera epidemic in Britain. The novel skilfully manipulates the conventions of nineteenth-century realism and neo-Victorian fiction to test the limits of readerly empathy and its foundations in the conception of the liberal subject as disembodied and disinterested. Although the novel seems ‘faux-Victorian’ and apparently encourages immersion in the story and identification with the central characters, metaphorical uses of language and shifting points of view disrupt such comfortable ways of reading, challenging the readers’ tendency to derive pleasure from representations of working-class suffering. Through complex characterisation of the protagonists, the factory and sex worker Gustine and the doctor Henry Chiver, the narrative exposes the violence of representation through parallels with medical discourse. This essay argues that Holman’s experimentation with narrative strategies ultimately suggests the need for a pandemic consciousness that transcends the clashing responses to the cholera epidemic and cultivates an awareness of global interdependence. The possibility of such pandemic consciousness is conveyed through ‘the Great Narration’ by the novel’s unconventional intradiegetic narrator, the working-class Dead, whose bodies were stolen by doctors for the purposes of dissection.

The paper is a review of some recent books concerning Italian exiles at the time of "Risorgimento". The approach to the subject used by these studies is discussed in first place: in Isabella's research the focus is mainly in the intellectual consequences of the exile, while Bistarelli's work has the declared aim to provide a social history of the Risorgimento exiles, adopting a collective biographical approach, and Verdecchia is interested in the London's Nineteenth century's refugees mixed community. In second place, geography and itineraries of the Italian exiles are discussed as reconstructed by these studies. Both Isabella and Bistarelli point out that Spain was chosen as the main destination for the first wave of Italian exiles. The Trienio Liberal 1830-1823 provided some durable teachings: the faith in the promises of the revolution, the link between Spanish struggle and the freedom of all Europe, the new strategy of the guerrilla. Other destinations investigated by Isabella's book, Greece, Latin America and Great Britain are analysed in order to identify the origin of the most important guidelines of Risorgimento's project. Isabella and Verdecchia discuss the role of London as the most important destination of European exiles, and as unsurpassed example of the benefits of freedom, adopting different questions and different methodological approaches. Finally the paper points out as the many important results of these studies lead to more questions about social history of Risorgimento's exiles, while showing the persistently poor connection between the findings and the questions of the migration studies and those of political history.

Мижуев был последователем умеренно-либеральной и позитивистской школы Кареева, еще в дореволюционный период создавший цельную картину разных сторон жизни Великобритании и доминионов в их исторической динамике, колониальной политики Англии, издавший первую в России историю США, Канады, Австралии и Новой Зеландии. The author reconstructs the communication links between two historians – Pavel Grigori-evich Mizuev and Nikolai Ivanovich Kareev. Mizhuev, a second-tier scientist against the background of the master, who was not a full-fledged member of the professional corporation of pre-revolutionary historians, entered it as a teacher in three faculties of Petrograd University after the Revolution. Mizhuev was a follower of the moderately liberal and positivist school of Kareev, who back in the pre-revolutionary period created an integral picture of different aspects of the life of Great Britain and the dominions in their historical dynamics, the colonial policy of England, and published the first history of the USA, Canada, Australia and New Zealand in Russia. And although the name of Mizuev does not appear in Kareev's memoirs, he, albeit modestly, was present in his communicative space, for example, taking part in projects supervised by Kareev, in the series of books «History of Europe by Era and Countries in the Middle Ages and New time» in the «New Encyclopedic Dictionary» of Brockhaus and Efron, as well as publishing with him in the same editions and working for five years at the same department and faculty.

The outburst of the Polish insurrection and its evolution attracted the attention of the European Powers, due to the international political context in which it started, that of the liberal-bourgeois revolutions in France, Belgium, Germany, Italy, Spain, Portugal, and of the implications that were expected to occur due to power balance on the continent and in the Eastern Question. Russia’s position in the political systems mentioned above depended on how the Polish Question would be solved. By subordinating all the Kingdom of Poland, whose political individuality, in the Russian political and institutional system, in which the decisions of the „Final Act” of the Peace Congress in Vienna (June 9th 1815) placed it, was about to be abolished by the Tsar, opened to the Russian Empire the path towards the consolidation of its positions in the Baltic region, strategically, political an economical, thus upsetting the other Powers in the European political system, on one hand. And secondly, because it would have relieved it of the necessity to divide its forces to oversee the evolution of the embarrassing Polish Question and would have been capable to focus its attention on a solution to the other problem, the Eastern one. This perspective was likely to happen, especially in the conditions of the peace Treaty that Russia had imposed to Turkey, at Adrianople, on September 14th 1829, which ensured the latter’s „passivity” towards the Oriental policy of its victor. These perspectives affected, in particular, Great Britain and France, the secular rivals of Russia in that area, so they tried, using only diplomatic means because of the very complicated international situation at the beginning of the fourth decade of the nineteenth century, to determine Russia to adopt a more conciliatory attitude towards the Polish insurgents. The rivalries that aggravated the Franco-British relations, especially in Western Europe, prevented the two Powers to adopt a unitary position towards Russia, a fact that allowed the latter to dictate the law in the Kingdom of Poland. A position, in some way singular, towards the Polish Question was adopted by another state, with direct interests in the Baltic sea area and with more specific ones in the Eastern Question. It is the United Kingdom of Sweden and Norway, created in the letter and the spirit of the Swedish-Norwegian Convention from Moss, on August 14th 1814. Sweden’s internal and external political circumstances in which, in 1810, the famous marshal of Napoleon I, Jean Baptiste Sebastien Bernadotte, prince of Pontecorvo, was proclaimed crown prince under the name Karl Johan, King Karl XIV Johan, from 1818, as the creation of the Swedish-Norwegian personal Union, determined the Swedish-Norwegian diplomacy favor the Russian interests in the Polish Question as well as in the Eastern Question. In the Polish Question, the one under our analysis, this was also because the insurrection of November 1830 started in the international conditions mentioned above and due to the fact that the liberal internal opposition to the conservative and absolutist monarchical policy of King Karl XIV Johan was becoming more active and could have constituted a reason for the Norwegians to evade the personal Union, which they did not favor and against which they fought, first through arms then by institutional means. The forms in which Great Britain, France and Sweden took position in regard to the reprisal of the Polish insurrection of November 1830, very well documented by the diplomatic reports of the British diplomats in St. Petersburg and of the Swedish ones, accredited in Petersburg and in London, which we had the opportunity to consult in the funds of manuscripts of British Library, in London, and those of the National Archives of Sweden, in Stockholm, constitute, in our opinion, a contribution to the knowledge of the history of European diplomacy, on one hand, and to the research of the international relations in the first half of the nineteenth century, on another. This is the reason why we intend to approach them in this study. All the documents selected from Sveriges Riksarkivet, in Stockholm and cited in these pages are included in the volume X, part I, of the Collection “Europe and the Porte”, which is still in manuscript, for this reason we indicated the archive quotations.

Abstract “Lambeth Palace is my Washpot. Over Fulham have I cast my breeches.” So declared the novelist and secularist H. G. Wells in a letter to his mistress, Rebecca West, in May 1917. His claim was that, because of him, Britain was “full of theological discussion” and theological books were “selling like hot cakes”. He was lunching with liberal churchmen and dining with bishops. Certainly, the first of the books published during Wells’s short “religious period”, the novel Mr. Britling Sees It Through, had sold very well on both sides of the Atlantic and made Wells financially secure. Geoffrey Studdert Kennedy (“Woodbine Willie”) wrote that, “Everyone ought to read Mr. H. G. Wells’s great novel, Mr. Britling Sees It Through. It is a gallant and illuminating attempt to state the question, and to answer it. His thought has brought him to a very real and living faith in God revealed in Jesus Christ, and has also brought relief to many troubled minds among the officers of the British Army.” Yet, Wells’s God was explicitly a finite God, and his theology was far from orthodox. How can we account for his boast and for the clerical affirmation which he certainly did receive? This article examines and re-evaluates previous accounts of the responses of clergy to Wells’s writing, correcting some narratives. It discusses the way in which many clergy used Mr. Britling as a means by which to engage in a populist way with the question of theodicy, and examines the letters which Wells received from several prominent clerics, locating their responses in the context of their own theological writings. This is shown to be key to understanding the reaction of writers such as Studdert Kennedy to Mr. Britling Sees It Through. The article is devoted to foreign propaganda of T. D. Lysenko’s views on the nature of heredity and variability. Articles from French communist periodicals are used as an example. The article?s relevance is determined by understudied issue of the Lysenkoism promotion in France, although it is known that his doctrine, which was close to Lamarckism, was being implanted after 1948 in the countries of the socialist camp and criticized by the British and American biologists. The historical picture of purposeful promotion of anti-scientific views criticizing fundamental genetics has been reconstructed in materials of French periodicals and documents deposited in the T. D. Lysenko fond in the Archive of the Russian Academy of Sciences (fond 1521). To determine the political factors that influenced international scientific relations between Soviet and French scientists, the documents from the Political Bureau of the Central Committee fond of the Russian State Archive of Contemporary History (fond 3) have been used. When describing popularization of Lysenkoism in France, an integrated approach has been chosen, as it takes into account various factors (political, ideological, cognitive) that determined penetration and reception of scientific ideas. Using newspapers and magazines as historical source have permitted to detail the phenomenon, to supplement the available information with new facts, and to revise established notions. It is shown that T.D. Lysenko’s figure came into the spotlight in the French press as early as the late 1930s, when a campaign began in the Soviet Union against Mendelism-Morganism, called metaphysical-idealistic bourgeois science by the party elite. In those years, such scientists as N. I. Vavilov, G. D. Karpechenko, S. G. Levit, I. I. Agol were arrested and repressed. In 1948, with J. V. Stalin support, Lysenko organized the August session of the All-Union Academy of Agricultural Sciences, where representatives of classical genetics were accused of sabotage. Lysenko claimed that his experiments were aimed at increasing productivity of agricultural crops and solving food security issues. The Soviet bureaucracy saw innovation and bold struggle against old scientific dogmas in populist statements of the “People's Academician.” The fight against genetics was not limited the territory of the USSR, almost all socialist countries were involved. However, the leading scientific powers (the USA and Great Britain) actively resisted penetration of the works of Soviet Lysenkoists into scientific and popular publications. The exception was France, which had long-standing scientific contacts with the Soviet Union. Information on the “victory” of Michurin Biology over genetics at the 1948 Agricultural Sciences Session was widely presented on the pages of French liberal publications. It is shown that the French scientific community was not categorically opposed to Lysenkoism for a number of reasons, among them spread of communist ideas in the country, stability of Lamarckian traditions, cooling diplomatic relations between the USSR and the USA, desire of the Soviet leadership to make France its political ally.

The liberal social thought of the long 1950s is best seen as an attempt to combat the threat that the United States, as a modern mass society, could succumb to totalitarianism. Widely discussed texts likeEscape from Freedom, The Vital Center, The Lonely Crowd, andThe Origins of Totalitarianismannounced the threat. Academic and theoretical studies worked to provide social supports for now weakened individuals or to find behavioral evidence that Americans still functioned as liberal democrats, but they did so by subordinating individual autonomy and mutual social responsibility to social systems, the market, and elites. Although social liberalism revived during the 1960s, the Great Society fused social liberalism to the Cold War state; the movements for civil rights and social inclusion, fueled by the desire for authenticity, veered into individualistic, identitarian channels; and radical calls for participatory democracy magnified both desires for authenticity and fears of American totalitarianism. Until the end of the century the totalitarian frame of liberal social thought continued to encourage visions of the future as a monolithic totality, to steer liberal social thinkers into individualistic channels, to hobble mutualistic conceptions of the social, and to weaken the ability of social liberals to respond to the conservative backlash that grew through the century and beyond.

Abstract The spectacular collapse of the Liberal Party in Britain has often been regarded as the result of a crisis in Liberal values, supposedly provoked by the unprecedented militarization of British society during the Great War. However, this interpretation typically fails to recognize the extent to which the most important and visible legacies of that process of militarization were accommodated within the Liberal Party itself. Between 1918 and 1929, more than a hundred ex-servicemen were elected to Parliament as Liberal MPs, and scores more stood as Liberal candidates. This article examines how these men negotiated, presented, and performed their military identities within the framework of postwar electoral politics; analyzes how they operated in Parliament; and traces the longer-term trajectories of their political careers. It challenges the assumption that Liberals were temperamentally or ideologically incapable of engaging with the war's legacies, demonstrating the ability of Liberal candidates to exploit the iconography and rhetorical tropes of military service when appealing to an electorate that had been profoundly shaped by the experience of war and military mobilization. Liberals sought to contest Conservative Party attempts to monopolize the politics of patriotism after 1918 by constructing gendered electoral appeals that acknowledged the unstable meanings of the Great War and the ambiguous status of the men who had fought in it. However, the inability of Liberal politicians to unite around a shared understanding of what the war had meant ultimately prevented them from exploiting the memory of the conflict as effectively as their Conservative and Labour rivals.

Public examinations were one of the great initiatives of the nineteenth-century Englishmen. The idea of a competitive examination, which was first implemented in the Indian civil service during East India Company rule, was shaped in post-industrial Britain by liberal-utilitarian thinkers like Adam Smith, Jeremy Bentham, J. S. Mill, and others. The idea of competition, initially implemented in the field of economics, soon came to be applied to administration and governance. Studies on the Indian Civil Service have mainly focussed on its administrative and bureaucratic development. However, the historiography is silent about the role of English liberal-utilitarians, political-economists, and parliamentarians in applying the idea of competition to public services. In this context, this article tries to understand the concept of competition, as well as the ideological background and parliamentary debates behind the introduction of competitive examinations, and their impact on the socio-educational structure of colonial India during the three stages of foundation (1757–813), discourse (1814–53) and institutionalisation (1854 onwards).

Abstract Gaetano Salvemini (1873–1957) is one of the most influential intellectuals of Italian and European twentieth-century history. As 2023 marks the 150th anniversary of Salvemini's birth, this special issue of Modern Italy aims to attract the attention of an international readership and contribute to filling the gap in scholarly publications in English, offering a tool to approach Salvemini's intellectual production and biography. We have chosen to focus on four aspects of Salvemini's life that we consider particularly suitable for introducing his personal trajectory and the evolution of his thinking, adopting a transnational approach: his interpretation of the Great War and the Adriatic question; his antifascist exile in Great Britain and, from 1934, in the United States; and the publication of his most important studies on Fascist Italy. The choice of these topics aims to shed light on Salvemini's contacts and stimulating exchanges with foreign scholars, his international experiences, and how these transformed his ideas on Liberal and Fascist Italy.

Abstract In both Britain and France, pollution from emergent chemical manufacturing during the early industrial era presented a choice between two regulatory approaches. One option, consistent with longstanding restrictions in both countries on the location of malodorous trades, insisted on the separation of chemical plants from (upper-class) residences. The alternative approach allowed polluting firms to operate near residences, subject to incremental technology-based mitigation. By 1810, France issued a decree that conferred on most chemical manufacturers the right to operate inside cities, subject to permitting requirements. For residents of working-class industrial neighborhoods, who never stood a realistic chance of removing polluters, a regulatory regime geared at incremental mitigation held the potential for modest environmental improvement. For wealthy landowners, however, partial technological mitigation was far inferior to the complete relief obtainable through the removal of pollution sources. France’s example loomed large over chemical pollution debates in nineteenth-century Britain. Manufacturers hoped the courts would remove locational restrictions on chemical plants, while the near absence of pollution mitigation within working-class areas alarmed liberal reformers. The road to a compromise solution patterned after France’s was impeded in Britain, however, by a deep-seated aversion to uniform, centralized pollution control. This reticence was rooted in common-law-inspired understandings of nuisance law as the sole and inviolable constitutional means for the regulation of land use. By the 1860s, through the combined impact of St. Helens v. Tipping (1865) and the Alkali Act of 1863, Britain moved towards the French approach. Nevertheless, compared with France, British law remained more protective of landowners, more reactive in its implementation, and more willing to vary required mitigation based on sociodemographic factors. Beyond its contribution to comparative environmental history, in revealing the legal-ideological underpinnings of the Franco-British divide over the regulation of early chemical pollution, this Article also seeks to shine a light on the lingering role of legal ideology within contemporary cross-national divisions over the efficacy and legitimacy of centralized technology-based regulatory instruments

Abstract The COVID-19 pandemic is revealing the many ways in which infectious disease control is a spatialized enterprise. Stay-at-home orders, travel bans and travel corridors, restrictions on visiting patients in hospitals, and many more regulations, speak to the power of space and place in conditioning the transmission of infectious diseases and the human experiences of them. Such spatializations have an extremely long history but were codified and formalized in the later nineteenth century as knowledge of bacteria, incubation periods, and asymptomatic carriers became more sophisticated. Two developments reflected this in Great Britain. First, the new use of the term ‘contact’ as a noun and the naming of ‘contacts’ as a specific population group. Second, the emergence of the ‘reception house’, a building for people living in overcrowded dwellings who had been exposed to people with infectious diseases but who were not yet showing signs of disease. Drawing on recent scholarship at the boundary of medical history, architectural history and the histories of biopolitics, this paper uses public health reports, architectural plans, and newspapers to reveal the multiple ambiguities of these spaces, where the uncertainties of bacteriological science, the demands of the capitalist labour system, and the rationales of liberal governance coalesced.

The Digital TurnMuch of the 19th century disappeared from public view during the 20th century. Historians recovered what they could from archives and libraries, with the easy pickings-the famous and the fortunate-coming first. Latterly, social and political historians of different hues determinedly sought out the more hidden, forgotten, and marginalised. However, there were always limitations to resources-time, money, location, as well as purpose, opportunity, and permission. 'History' was principally a professionalised and privileged activity dominated by academics who had preferential access to, and significant control over, the resources, technologies and skills required, as well as the social, economic and cultural framework within which history was recovered, interpreted, approved and disseminated.Digitisation and the broader development of new communication technologies has, however, transformed historical research processes and practice dramatically, removing many constraints, opening up many opportunities, and allowing many others than the professional historian to trace and track what would have remained hidden, forgotten, or difficult to find, as well as verify (or otherwise), what has already been claimed and concluded. In the 21st century, the SEARCH button has become a dominant tool of research. This, along with other technological and media developments, has altered the practice of historians-professional or 'public'-who can now range deep and wide in the collection, portrayal and dissemination of historical information, in and out of the confines of the traditional institutional walls of retained information, academia, location, and national boundaries.This incorporation of digital technologies into academic historical practice generally, has raised, as Cohen and Rosenzweig, in their book Digital History, identified a decade ago, not just promises, but perils. For the historian, there has been the move, through digitisation, from the relative scarcity and inaccessibility of historical material to its (over) abundance, but also the emerging acceptance that, out of both necessity and preference, a hybridity of sources will be the foreseeable way forward. There has also been a significant shift, as De Groot notes in his book Consuming History, in the often conflicted relationship between popular/public history and academic history, and the professional and the 'amateur' historian. This has brought a potentially beneficial democratization of historical practice but also an associated set of concerns around the loss of control of both practice and product of the professional historian. Additionally, the development of digital tools for the collection and dissemination of 'history' has raised fears around the commercialised development of the subject's brand, products and commodities. This article considers the significance and implications of some of these changes through one protracted act of recovery and reclamation in which the digital made the difference: the life of a notorious 19th century professional agitator on both sides of the Atlantic, John De Morgan. A man thought lost, but now found."Who Is John De Morgan?" The search began in 1981, linked to the study of contemporary "race riots" in South East London. The initial purpose was to determine whether there was a history of rioting in the area. In the Local History Library, a calm and dusty backwater, an early find was a fading, but evocative and puzzling, photograph of "The Plumstead Common Riots" of 1876. It showed a group of men and women, posing for the photographer on a hillside-the technology required stillness, even in the middle of a riot-spades in hand, filling in a Mr. Jacob's sandpits, illegally dug from what was supposed to be common land. The leader of this, and other similar riots around England, was John De Morgan. A local journalist who covered the riots commented: "Of Mr. De Morgan little is known before or since the period in which he flashed meteorlike through our section of the atmosphere, but he was indisputably a remarkable man" (Vincent 588). Thus began a trek, much interrupted, sometimes unmapped and haphazard, to discover more about this 'remarkable man'. "Who is John De Morgan" was a question frequently asked by his many contemporary antagonists, and by subsequent historians, and one to which De Morgan deliberately gave few answers. The obvious place to start the search was the British Museum Reading Room, resplendent in its Victorian grandeur, the huge card catalogue still in the 1980s the dominating technology. Together with the Library's newspaper branch at Colindale, this was likely to be the repository of all that might then easily be known about De Morgan.From 1869, at the age of 21, it appeared that De Morgan had embarked on a life of radical politics that took him through the UK, made him notorious, lead to accusations of treasonable activities, sent him to jail twice, before he departed unexpectedly to the USA in 1880. During that period, he was involved with virtually every imaginable radical cause, at various times a temperance advocate, a spiritualist, a First Internationalist, a Republican, a Tichbornite, a Commoner, an anti-vaccinator, an advanced Liberal, a parliamentary candidate, a Home Ruler. As a radical, he, like many radicals of the period, "zigzagged nomadically through the mayhem of nineteenth century politics fighting various foes in the press, the clubs, the halls, the pulpit and on the street" (Kazin 202). He promoted himself as the "People's Advocate, Champion and Friend" (Allen). Never a joiner or follower, he established a variety of organizations, became a professional agitator and orator, and supported himself and his politics through lecturing and journalism. Able to attract huge crowds to "monster meetings", he achieved fame, or more correctly notoriety. And then, in 1880, broke and in despair, he disappeared from public view by emigrating to the USA.LostThe view of De Morgan as a "flashing meteor" was held by many in the 1870s. Historians of the 20th century took a similar position and, while considering him intriguing and culturally interesting, normally dispatched him to the footnotes. By the latter part of the 20th century, he was described as "one of the most notorious radicals of the 1870s yet remains a shadowy figure" and was generally dismissed as "a swashbuckling demagogue," a "democratic messiah," and" if not a bandit … at least an adventurer" (Allen 684). His politics were deemed to be reactionary, peripheral, and, worst of all, populist. He was certainly not of sufficient interest to pursue across the Atlantic. In this dismissal, he fell foul of the highly politicised professional culture of mid-to-late 20th-century academic historians. In particular, the lack of any significant direct linkage to the story of the rise of a working class, and specifically the British Labour party, left individuals like De Morgan in the margins and footnotes. However, in terms of historical practice, it was also the case that his mysterious entry into public life, his rapid rise to brief notability and notoriety, and his sudden disappearance, made the investigation of his career too technically difficult to be worthwhile.The footprints of the forgotten may occasionally turn up in the archived papers of the important, or in distant public archives and records, but the primary sources are the newspapers of the time. De Morgan was a regular, almost daily, visitor to the pages of the multitude of newspapers, local and national, that were published in Victorian Britain and Gilded Age USA. He also published his own, usually short-lived and sometimes eponymous, newspapers: De Morgan's Monthly and De Morgan's Weekly as well as the splendidly titled People's Advocate and National Vindicator of Right versus Wrong and the deceptively titled, highly radical, House and Home. He was highly mobile: he noted, without too much hyperbole, that in the 404 days between his English prison sentences in the mid-1870s, he had 465 meetings, travelled 32,000 miles, and addressed 500,000 people. Thus the newspapers of the time are littered with often detailed and vibrant accounts of his speeches, demonstrations, and riots.Nonetheless, the 20th-century technologies of access and retrieval continued to limit discovery. The white gloves, cradles, pencils and paper of the library or archive, sometimes supplemented by the century-old 'new' technology of the microfilm, all enveloped in a culture of hallowed (and pleasurable) silence, restricted the researcher looking to move into the lesser known and certainly the unknown. The fact that most of De Morgan's life was spent, it was thought, outside of England, and outside the purview of the British Library, only exacerbated the problem. At a time when a historian had to travel to the sources and then work directly on them, pencil in hand, it needed more than curiosity to keep searching. Even as many historians in the late part of the century shifted their centre of gravity from the known to the unknown and from the great to the ordinary, in any form of intellectual or resource cost-benefit analysis, De Morgan was a non-starter.UnknownOn the subject of his early life, De Morgan was tantalisingly and deliberately vague. In his speeches and newspapers, he often leaked his personal and emotional struggles as well as his political battles. However, when it came to his biographical story, he veered between the untruthful, the denial, and the obscure. To the twentieth century observer, his life began in 1869 at the age of 21 and ended at the age of 32. His various political campaign "biographies" gave some hints, but what little he did give away was often vague, coy and/or unlikely. His name was actually John Francis Morgan, but he never formally acknowledged it. He claimed, and was very proud, to be Irish and to have been educated in London and at Cambridge University (possible but untrue), and also to have been "for the first twenty years of his life directly or indirectly a railway servant," and to have been a "boy orator" from the age of ten (unlikely but true). He promised that "Some day-nay any day-that the public desire it, I am ready to tell the story of my strange life from earliest recollection to the present time" (St. Clair 4). He never did and the 20th century could unearth little evidence in relation to any of his claims.The blend of the vague, the unlikely and the unverifiable-combined with an inclination to self-glorification and hyperbole-surrounded De Morgan with an aura, for historians as well as contemporaries, of the self-seeking, untrustworthy charlatan with something to hide and little to say. Therefore, as the 20th century moved to closure, the search for John De Morgan did so as well. Though interesting, he gave most value in contextualising the lives of Victorian radicals more generally. He headed back to the footnotes.Now FoundMeanwhile, the technologies underpinning academic practice generally, and history specifically, had changed. The photocopier, personal computer, Internet, and mobile device, had arrived. They formed the basis for both resistance and revolution in academic practices. For a while, the analytical skills of the academic community were concentrated on the perils as much as the promises of a "digital history" (Cohen and Rosenzweig Digital).But as the Millennium turned, and the academic community itself spawned, inter alia, Google, the practical advantages of digitisation for history forced themselves on people. Google enabled the confident searching from a neutral place for things known and unknown; information moved to the user more easily in both time and space. The culture and technologies of gathering, retrieval, analysis, presentation and preservation altered dramatically and, as a result, the traditional powers of gatekeepers, institutions and professional historians was redistributed (De Groot). Access and abundance, arguably over-abundance, became the platform for the management of historical information. For the search for De Morgan, the door reopened. The increased global electronic access to extensive databases, catalogues, archives, and public records, as well as people who knew, or wanted to know, something, opened up opportunities that have been rapidly utilised and expanded over the last decade. Both professional and "amateur" historians moved into a space that made the previously difficult to know or unknowable now accessible.Inevitably, the development of digital newspaper archives was particularly crucial to seeking and finding John De Morgan. After some faulty starts in the early 2000s, characterised as a "wild west" and a "gold rush" (Fyfe 566), comprehensive digitised newspaper archives became available. While still not perfect, in terms of coverage and quality, it is a transforming technology. In the UK, the British Newspaper Archive (BNA)-in pursuit of the goal of the digitising of all UK newspapers-now has over 20 million pages. Each month presents some more of De Morgan. Similarly, in the US, Fulton History, a free newspaper archive run by retired computer engineer Tom Tryniski, now has nearly 40 million pages of New York newspapers. The almost daily footprints of De Morgan's radical life can now be seen, and the lives of the social networks within which he worked on both sides of the Atlantic, come easily into view even from a desk in New Zealand.The Internet also allows connections between researchers, both academic and 'public', bringing into reach resources not otherwise knowable: a Scottish genealogist with a mass of data on De Morgan's family; a Californian with the historian's pot of gold, a collection of over 200 letters received by De Morgan over a 50 year period; a Leeds Public Library blogger uncovering spectacular, but rarely seen, Victorian electoral cartoons which explain De Morgan's precipitate departure to the USA. These discoveries would not have happened without the infrastructure of the Internet, web site, blog, and e-mail. Just how different searching is can be seen in the following recent scenario, one of many now occurring. An addition in 2017 to the BNA shows a Master J.F. Morgan, aged 13, giving lectures on temperance in Ledbury in 1861, luckily a census year. A check of the census through Ancestry shows that Master Morgan was born in Lincolnshire in England, and a quick look at the 1851 census shows him living on an isolated blustery hill in Yorkshire in a railway encampment, along with 250 navvies, as his father, James, works on the construction of a tunnel. Suddenly, literally within the hour, the 20-year search for the childhood of John De Morgan, the supposedly Irish-born "gentleman who repudiated his class," has taken a significant turn.At the end of the 20th century, despite many efforts, John De Morgan was therefore a partial character bounded by what he said and didn't say, what others believed, and the intellectual and historiographical priorities, technologies, tools and processes of that century. In effect, he "lived" historically for a less than a quarter of his life. Without digitisation, much would have remained hidden; with it there has been, and will still be, much to find. De Morgan hid himself and the 20th century forgot him. But as the technologies have changed, and with it the structures of historical practice, the question that even De Morgan himself posed – "Who is John De Morgan?" – can now be addressed.SearchingDigitisation brings undoubted benefits, but its impact goes a long way beyond the improved search and detection capabilities, into a range of technological developments of communication and media that impact on practice, practitioners, institutions, and 'history' itself. A dominant issue for the academic community is the control of "history." De Groot, in his book Consuming History, considers how history now works in contemporary popular culture and, in particular, examines the development of the sometimes conflicted relationship between popular/public history and academic history, and the professional and the 'amateur' historian.The traditional legitimacy of professional historians has, many argue, been eroded by shifts in technology and access with the power of traditional cultural gatekeepers being undermined, bypassing the established control of institutions and professional historian. While most academics now embrace the primary tools of so-called "digital history," they remain, De Groot argues, worried that "history" is in danger of becoming part of a discourse of leisure, not a professionalized arena (18). An additional concern is the role of the global capitalist market, which is developing, or even taking over, 'history' as a brand, product and commodity with overt fiscal value. Here the huge impact of newspaper archives and genealogical software (sometimes owned in tandem) is of particular concern.There is also the new challenge of "navigating the chaos of abundance in online resources" (De Groot 68). By 2005, it had become clear that:the digital era seems likely to confront historians-who were more likely in the past to worry about the scarcity of surviving evidence from the past-with a new 'problem' of abundance. A much deeper and denser historical record, especially one in digital form seems like an incredible opportunity and a gift. But its overwhelming size means that we will have to spend a lot of time looking at this particular gift horse in mouth. (Cohen and Rosenzweig, Web).This easily accessible abundance imposes much higher standards of evidence on the historian. The acceptance within the traditional model that much could simply not be done or known with the resources available meant that there was a greater allowance for not knowing. But with a search button and public access, democratizing the process, the consumer as well as the producer can see, and find, for themselves.Taking on some of these challenges, Zaagsma, having reminded us that the history of digital humanities goes back at least 60 years, notes the need to get rid of the "myth that historical practice can be uncoupled from technological, and thus methodological developments, and that going digital is a choice, which, I cannot emphasis strongly enough, it is not" (14). There is no longer a digital history which is separate from history, and with digital technologies that are now ubiquitous and pervasive, historians have accepted or must quickly face a fundamental break with past practices. However, also noting that the great majority of archival material is not digitised and is unlikely to be so, Zaagsma concludes that hybridity will be the "new normal," combining "traditional/analogue and new/digital practices at least in information gathering" (17).ConclusionA decade on from Cohen and Rozenzweig's "Perils and Promises," the digital is a given. Both historical practice and historians have changed, though it is a work in progress. An early pioneer of the use of computers in the humanities, Robert Busa wrote in 1980 that "the principal aim is the enhancement of the quality, depth and extension of research and not merely the lessening of human effort and time" (89). Twenty years later, as Google was launched, Jordanov, taking on those who would dismiss public history as "mere" popularization, entertainment or propaganda, argued for the "need to develop coherent positions on the relationships between academic history, the media, institutions…and popular culture" (149). As the digital turn continues, and the SEARCH button is just one part of that, all historians-professional or "amateur"-will take advantage of opportunities that technologies have opened up. Looking across the whole range of transformations in recent decades, De Groot concludes: "Increasingly users of history are accessing the past through complex and innovative media and this is reconfiguring their sense of themselves, the world they live in and what history itself might be about" (310). Introduction Daffodil Day, usually held in spring, raises funds for cancer awareness and research using this symbol of hope. On that day, people who donate money to this good cause are usually given a yellow daffodil pin to wear. When I lived in Auckland, New Zealand, on the last Friday in August most people walking around the city centre proudly wore a cheerful yellow flower. So many people generously participated in this initiative that one almost felt obliged to join the cause in order to wear the ‘uniform’ – the daffodil pin – as everyone else did on that day. To donate and to wear a daffodil is the social expectation, and operating in social environment people often endeavour to meet the expectation by doing the ‘appropriate things’ defined by societies or communities. After all, who does not like to receive a beam of acceptance and appreciation from a fellow daffodil bearer in Auckland’s Queen Street? States in international society are no different. In some ways, states wear ‘uniforms’ while executing domestic and foreign affairs just as human beings do within their social groups. States develop the understandings of desirable behaviour from the international community with which they interact and identify. They are ‘socialised’ to act in line with the expectations of international community. These expectations are expressed in the form of international norms, a prescriptive set of ideas about the ‘appropriate behaviour for actors with a given identity’ (Finnemore and Sikkink 891). Motivated by this logic of appropriateness, states that comply with certain international norms in world politics justify and undertake actions that are considered appropriate for their identities. This essay starts with examining how international norms can be spread to different countries through the process of ‘state socialisation’ (how the countries are ‘talked into’ wearing the ‘uniform’). Second, the essay investigates the idea of ‘cultural match’: how domestic actors comply with an international norm by interpreting and manipulating it according to their local political and legal practices (how the countries wear the ‘uniform’ differently). Lastly, the essay probes the current international normative community and the liberal values embedded in major international norms (whether states would continue wearing the ‘uniform’). International Norms and State Socialisation: Why Do States Wear the ‘Uniforms’? Norm diffusion is related to the efforts of ‘norm entrepreneurs’ using various platforms to convince a critical mass of states to embrace new norms (Finnemore and Sikkink 895-896). Early studies of norm diffusion tend to emphasise nongovernmental organisations (NGOs) as norm entrepreneurs and advocates, such as Oxfam and its goal of reducing poverty and hunger worldwide (Capie 638). In other empirical research, intergovernmental organisations (IGOs) were shown to serve as ‘norm teachers,’ such as UNESCO educating developing countries the value of science policy organisations (Finnemore 581-586). Additionally, states and other international actors can also play important roles in norm diffusion. Powerful states with more communication resources sometimes enjoy advantages in creating and promoting new norms (Florini 375). For example, the United States and Western European countries have often been considered as the major proponents of free trade. Norm emergence and state socialisation in a normative community often occurs during critical historical periods, such as wars and major economic downturns, when international changes and domestic crises often coincide with each other (Ikenberry and Kupchan 292). For instance, the norm entrepreneurs of ‘responsible power/state’ can be traced back to the great powers (mainly the United States, Great Britain, and the Soviet Union) and their management of international order at the end of WWII (see Bull). With their negotiations and series of international agreements at the Cairo, Tehran, Yalta, and Potsdam Conference in the 1940s, these great powers established a post-World War international society based on the key liberal values of international peace and security, free trade, human rights, and democracy. Human beings are not born to know what appropriate behaviour is; we learn social norms from parents, schools, peers, and other community members. International norms are collective expectations and understanding of how state governments should approach their domestic and foreign affairs. States ‘learn’ international norms while socialising with a normative community. From a sociological perspective, socialisation summarises ‘how and to what extent diverse individuals are meshed with the requirement of collective life’ at the societal level (Long and Hadden 39). It mainly consists of the process of training and shaping newcomers by the group members and the social adjustment of novices to the normative framework and the logic of appropriateness (Long and Hadden 39). Similarly, social psychology defines socialisation as the process in which ‘social organisations influence the action and experience of individuals’ (Gold and Douvan 145). Inspired by sociology and psychology, political scientists consider socialisation to be the mechanism through which norm entrepreneurs persuade other actors (usually a norm novice) to adhere to a particular prescriptive standard (Johnston, “Social State” 16). Norm entrepreneurs can change novices’ behaviour by the methods of persuasion and social influence (Johnston, “Treating International Institutions” 496-506). Socialisation sometimes demands that individual actors should comply with organisational norms by changing their interests or preferences (persuasion). Norm entrepreneurs often attempt to construct an appealing cognitive frame in order to persuade the novices (either individuals or states) to change their normative preferences or adopt new norms. They tend to use language that can ‘name, interpret and dramatise’ the issues related to the emerging norm (Finnemore and Sikkink 987). As a main persuasive device, ‘framing’ can provide a singular interpretation and appropriate behavioural response for a particular situation (Payne 39). Cognitive consistency theory found in psychology has suggested the mechanism of ‘analogy’, which indicates that actors are more likely to accept new ideas that share some similarities to the extant belief or ideas that they have already accepted (see Hybel, ch. 2). Based on this understanding, norm entrepreneurs usually frame issues in a way that can associate and resonate with the shared value of the targeted novices (Payne 43). For example, Finnemore’s research shows that when it promoted the creation of state science bureaucracies in the 1960s, UNESCO associated professional science policy-making with the appropriate role of a modern state, which was well received by the post-war developing countries in Latin America, the Middle East, and Southeast Asia (Finnemore 565-597). Socialisation can also emanate actors’ pro-norm behaviour through a cost-benefit calculation made with social rewards and punishments (social influence). A normative community can use the mechanism of back-patting and opprobrium to distribute social reward and punishment. Back-patting – ‘recognition, praise and normative support’ – is offered for a novice’s or member’s cooperative and pro-norm behaviour (Johnston, “Treating International Institutions” 503). In contrast, opprobrium associated with status denial and identity rejection can create social and psychological costs (Johnston 504). Both the reward and punishment grow in intensity with the number of co-operators (Johnston 504). A larger community can often create more criticism towards rule-breakers, and thus greatly increase the cost of disobedience. For instance, the lack of full commitment from major powers, such as China, the United States, and some other OECD countries, has arguably made global collective action towards mitigating climate change more difficult, as the cost of non-compliance is relatively low. While being in a normative environment, novice or emerging states that have not yet been socialised into the international community can respond to persuasion and social influence through the processes of identification and mimicking. Social psychology indicates that when one actor accepts persuasion or social influence based on its desire to build or maintain a ‘satisfying self-defining relationship’ to another actor, the mechanism of identification starts to work (Kelman 53). Identification among a social group can generate ‘obligatory’ behaviour, where individual states make decisions by attempting to match their perceptions of ‘who they are’ (national identity) with the expectation of the normative community (Glodgeier and Tetlock 82). After identifying with the normative community, a novice state would then mimic peer states’ pro-norm behaviour in order to be considered as a qualified member of the social group. For example, when the Chinese government was deliberating over its ratification of the Cartagena Protocol on Biosafety in 2003, a Ministry of Environmental Protection brief noted that China should ratify the Protocol as soon as possible because China had always been a country ‘keeping its word’ in international society, and non-ratification would largely ‘undermine China’s international image and reputation’ (Ministry of Environmental Protection of PRC). Despite the domestic industry’s disagreement with entering into the Protocol, the Chinese government’s self-identification as a ‘responsible state’ that performs its international promises and duties played an important role in China’s adoption of the international norm of biosafety. Domestic Salience of International Norms: How Do States Wear the ‘Uniforms’ Differently? Individual states do not accept international norms passively; instead, state governments often negotiate and interact with domestic actors, such as major industries and interest groups, whose actions and understandings in turn impact on how the norm is understood and implemented. This in turn feeds back to the larger normative community and creates variations of those norms. There are three main factors that can contribute to the domestic salience of an international norm. First, as the norm-takers, domestic actors can decide whether and to what extent an international norm can enter the domestic agenda and how it will be implemented in policy-making. These actors tend to favour an international norm that can justify their political and social programs and promote their interests in domestic policy debates (Cortell and Davis, “How Do International Institutions Matter?” 453). By advocating the existence and adoption of an international norm, domestic actors attempt to enhance the legitimacy and authority of their current policy or institution (Acharya, “How Ideas Spread” 248). Political elites can strengthen state legitimacy by complying with an international norm in their policy-making, and consequently obtain international approval with reputation, trust, and credibility as social benefits in the international community (Finnemore and Sikkink 903). For example, when the UN General Assembly adopted the Declaration on the Rights of Indigenous Peoples (UNDRIP), only four states – Australia, Canada, New Zealand, and the United States – voted against the Declaration. They argued that their constitutional and national policies were sufficiently responsive to the type of Indigenous self-determination envisioned by UNDRIP. Nevertheless, given the opprobrium directed against these states by the international community, and their well-organised Indigenous populations, the four state leaders recognised the value of supporting UNDRIP. Subsequently all four states adopted the Declaration, but in each instance state leaders observed UNDRIP’s ‘aspirational’ rather than legal status; UNDRIP was a statement of values that these states’ policies should seek to incorporate into their domestic Indigenous law. Second, the various cultural, political, and institutional strategies of domestic actors can influence the effectiveness of norm empowerment. Political rhetoric and political institutions are usually created and used to promote a norm domestically. Both state and societal leaders can make the performative speech act of an international norm work and raise its importance in a national context by repeated declarations on the legitimacy and obligations brought by the norm (Cortell and Davis, “Understanding the Domestic Impact” 76). Moreover, domestic actors can also develop or modify political institutions to incorporate an international norm into the domestic bureaucratic or legal system (Cortell and Davis, “Understanding the Domestic Impact” 76). These institutions provide rules for domestic actors and articulate their rights and obligations, which transforms the international norm’s legitimacy and authority into local practices. For example, the New Zealand Government adopted a non-nuclear policy in the 1980s. This policy arose from the non-nuclear movement that was leading the development of the Raratonga Treaty (South Pacific Nuclear Free Zone) and peace and Green party movements across Europe who sought to de-nuclearise the European continent. The Lange Labour Government’s 1984 adoption of an NZ anti-nuclear policy gained impetus because of these larger norm movements, and these movements in turn recognised the normative importance of a smaller power in international relations. Third, the characteristics of the international norm can also impact on the likelihood that the norm will be accepted by domestic actors. A ‘cultural match’ between international norm and local values can facilitate norm diffusion to domestic level. Sociologists suggest that norm diffusion is more likely to be successful if the norm is congruent with the prior values and practices of the norm-taker (Acharya, “Asian Regional Institutions” 14). Norm diffusion tends to be more efficient when there is a high degree of cultural match such that the global norm resonates with the target country’s domestic values, beliefs or understandings, which in turn can be reflected in national discourse, as well as the legal and bureaucratic system (Checkel 87; Cortell and Davis, “Understanding the Domestic Impact” 73). With such cultural consistency, domestic actors are more likely to accept an international norm and treat it as a given or as ‘matter-of-fact’ (Cortell and Davis, “Understanding the Domestic Impact” 74). Cultural match in norm localisation explains why identical or similar international socialisation processes can lead to quite different local developments and variations of international norms. The debate between universal human rights and the ‘Asian values’ of human rights is an example where some Asian states, such as Singapore and China, prioritise citizen’s economic rights over social and political rights and embrace collective rights instead of individual rights. Cultural match can also explain why one country may easily accept a certain international norm, or some aspect of one particular norm, while rejecting others. For example, when Taiwanese and Japanese governments adapted the United Nations Declaration on the Rights of Indigenous Peoples into their local political and legal practice, various cultural aspects of Indigenous rights have been more thoroughly implemented compared to indigenous economic and political rights (Gao et al. 60-65). In some extreme cases, the norm entrepreneurs even attempt to change the local culture of norm recipients to create a better cultural match for norm localisation. For example, when it tried to socialise India into its colonial system in the early nineteenth century, Britain successfully shaped the evolution of Indian political culture by adding British values and practices into India’s social, political, and judicial system (Ikenberry and Kupchan 307-309). The International Normative Community: Would States Continue Wearing ‘Uniforms’? International norms evolve. Not every international norm can survive and sustain. For example, while imperialism and colonial expansion, where various European states explored, conquered, settled, and exploited other parts of the world, was a widely accepted idea and practice in the nineteenth century, state sovereignty, equality, and individual rights have replaced imperialism and become the prevailing norms in international society today. The meanings of the same international norm can evolve as well. The Great Powers first established the post-war international norms of ‘state responsibility’ based on the idea of sovereign equality and non-intervention of domestic affairs. However, the 1980s saw the emergence of many international organisations, which built new standards and offered new meanings for a responsible state in international society: a responsible state must actively participate in international organisations and comply with international regimes. In the post-Cold War era, international society has paid more attention to states’ responsibility to offer global common goods and to promote the values of human rights and democracy. This shift of focus has changed the international expectation of state responsibility again to embrace collective goods and global values (Foot, “Chinese Power” 3-11). In addition to the nature and evolution of international norms, the unity and strength of the normative community can also affect states’ compliance with the norms. The growing size of the community group or the number of other cooperatives can amplify the effect of socialisation (Johnston, “Treating International Institutions” 503-506). In other words, individual states are often more concerned about their national image, reputation and identity regarding norm compliance when a critical mass of states have already subscribed into the international norm. How much could this critical mass be? Finnemore and Sikkink suggest that international norms reach the threshold global acceptance when the norm entrepreneurs have persuaded at least one third of all states to adopt the new norm (901). The veto record of the United Nation Security Council (UNSC) shows this impact. China, for example, has cast a UNSC veto vote 17 times as of 2022, but it has rarely excised its veto power alone (Security Council Report). For instance, though being sceptical of the notion of ‘Responsibility to Protect’, which prioritises human right over state sovereignty, China did not veto Resolution 1973 (2011) regarding the Libyan civil war. The Resolution allowed the international society to take ‘all necessary measure to protect civilians’ from a failed state government, and it received wide support among UNSC members (no negative votes from the other 14 members). Moreover, states are not entirely equal in terms of their ‘normative weight’. When Great Powers act as norm entrepreneurs, they can usually utilise their wealth and influence to better socialise other norm novice states. In the history of promoting biological diversity norms which are embedded in the Convention on Biological Diversity (CBD), the OECD countries, especially France, UK, Germany, and Japan, have been regarded as normative leaders. French and Japanese political leaders employed normative language (such as ‘need’ and ‘must’) in various international forums to promote the norms and to highlight their normative commitment (see e.g. Chirac; Kan). Additionally, both governments provided financial assistance for developing countries to adopt the biodiversity norms. In the 2011 annual review of CBD, Japan reaffirmed its US$12 million contribution to assisting developing countries (Secretariat of the Convention on Biological Diversity 9). France joined Japan’s commitment by announcing a financial contribution of €1 million along, with some additional funding from Norway and Switzerland (Secretariat of the Convention on Biological Diversity 9). Today, biological diversity has been one of the most widely accepted international environmental norms, which 196 states/nations have ratified (United Nations). While Great Powers can make more substantial contributions to norm diffusion compared to many smaller powers with limited state capacity, Great Powers’ non-compliance with the normative ‘uniform’ can also significantly undermine the international norms’ validity and the normative community’s unity and reputation. The current normative community of climate change is hardly a unified one, as it is characterised by a low degree of consensus. Major industrial countries, such as the United States, Canada, and Australia, have not yet reached an agreement concerning their individual responsibilities for reducing greenhouse emissions. This lack of agreement, which includes the amount of cuts, the feasibility and usefulness of such cuts, and the relative sharing of cuts across various states, is complicated by the fact that large developing countries, such as China, Brazil, and India, also hold different opinions towards climate change regimes (see Vidal et al.). Experts heavily criticised the major global powers, such as the European Union and the United States, for their lack of ambition in phasing out fossil fuels during the 2022 climate summit in Egypt (COP27; Ehsan et al.). In international trade, both China and the United States are among the leading powers because of their large trade volume, capacity, and transnational network; however, both countries have recently undermined the world trade system and norms. China took punitive measures against Australian export products after Australia’s Covid-19 inquiry request at the World Health Organisation. The United States, particularly under the Trump Administration, invoked the WTO national security exception in Article XXI of the General Agreement on Tariffs and Trade (GATT) to justify its tariffs on steel and aluminium. Lastly, norm diffusion and socialisation can be a ‘two-way path,’ especially when the norm novice state is a powerful and influential state in the international system. In this case, the novices are not merely assimilated into the group, but can also successfully exert some influence on other group members and affect intra-group relations (Moreland 1174). As such, the novices can be both targets of socialisation and active agents who can shape the content and outcome of socialisation processes (Pu 344). The influence from the novices can create normative contestation and thus influence the norm evolution (Thies 547). In other words, novice states can influence international society and shape the international norm during the socialisation process. For example, the ‘ASEAN Way’ is a set of norms that regulate member states’ relationships within the Association of Southeast Asian Nations (ASEAN). It establishes a diplomatic and security culture characterised by informality, consultation, and dialogue, and consensus-building in decision-making processes (Caballero-Anthony). From its interaction with ASEAN, China has been socialised into the ‘ASEAN Way’ (Ba 157-159). Nevertheless, China’s relations with the ASEAN Regional Forum (ARF) also suggest that there exists a ‘feedback’ process between China and ARF which resulted in institutional changes in ARF to accommodate China’s response (Johnston, “The Myth of the ASEAN Way?” 291). For another example, while the Western powers generally promote the norm of ‘shared responsibility’ in global environment regimes, the emerging economies, such as the BRICS countries (Brazil, Russia, India, China, and South Africa), have responded to the normative engagement and proposed a ‘Common but Differentiated Responsibilities’ regime where the developing countries shoulder less international obligations. Similarly, the Western-led norm of ‘Responsibility to Protect’, which justifies international humanitarian intervention, has received much resistance from the countries that only adhere to the conventional international rules regarding state sovereignty rights and non-intervention to domestic affairs. Conclusion International norms are shared expectations about what constitutes appropriate state behaviour. They are the ‘uniforms’ for individual states to wear when operating at the international level. States comply with international norms in order to affirm their preferred national identities as well as to gain social acceptance and reputation in the normative community. When the normative community is united and sizable, states tend to receive more social pressure to consistently wear these normative uniforms – be they the Geneva Conventions or nuclear non-proliferation. Nevertheless, in the post-pandemic world where liberal values, such as individual rights and rule of law, face significant challenges and democracies are in decline, the future success of the global normative community may be at risk. Great Powers are especially responsible for the survival and sustainability of international norms. The United States under President Trump adopted a nationalist ‘America First’ security agenda: alienating traditional allies, befriending authoritarian regimes previously shunned, and rejecting multilateralism as the foundation of the post-war global order. While the West has been criticised of failing to live up to its declared values, and has suffered its own loss of confidence in the liberal model, the rising powers have offered their alternative version of the world system. Instead of merely adapting to the Western-led global norms, China has created new institutions, such as the Belt and Road Initiatives, to promote its own preferred values, and has reshaped the global order where it deems the norms undesirable (Foot, “Chinese Power in a Changing World Order” 7). Great Power participation has reshaped the landscape of global normative community, and sadly not always in positive ways. Umberto Eco lamented the disappearance of the beauty of the past in his novel The Name of the Rose: ‘stat rosa pristina nomine, nomina nuda tenemus’ ('yesterday’s rose endures in its name, we hold empty names'; Eco 538). If the international community does not want to witness an era where global norms and universal values are reduced to nominalist symbols, it must renew and reinvigorate its commitment to global values, such as human rights and democracy. There is a disparity between expectations that the members of a community will work together for the common good — and the stark reality that human beings form into groups, or parties, to engage in conflict with each other. This is particularly the case in so-called popular governments that include some wider political involvement by the people. In ancient Greece stasis, or endemic conflict between the democratic and oligarchic elements of a city was very common. Likewise, the late Roman Republic maintained a division between the populares and the optimates. In both cases there was violence as both sides battled for dominance. For example, in late republican Rome street gangs formed that employed intimidation and violence for political ends.In seventeenth century England there was conflict between those who favoured royal authority and those who wished to see more power devolved to parliament, which led to Civil War in the 1640s. Yet the English ideal, as expressed by The Book of Common Prayer (1549; and other editions) was that the country be quietly governed. It seemed perverse that the members of the body politic should be in conflict with each other. By the late seventeenth century England was still riven by conflict between two groups which became designated as the Whigs and the Tories. The divisions were both political and religious. Most importantly, these divisions were expressed at the local level, in such things as the struggle for the control of local corporations. They were not just political but could also be personal and often turned nasty as families contended for local control. The mid seventeenth century had been a time of considerable violence and warfare, not only in Europe and England but across Eurasia, including the fall of the Ming dynasty in China (Parker). This violence occurred in the wake of a cooler climate change, bringing in its wake crop failure followed by scarcity, hunger, disease and vicious warfare. Millions of people died.Conditions improved in the second half of the seventeenth century and countries slowly found their way to a new relative stability. The Qing created a new imperial order in China. In France, Louis XIV survived the Fronde and his answer to the rage and divisions of that time was the imposition of an autocratic and despotic state that simply prohibited the existence of divisions. Censorship and the inquisition flourished in Catholic Europe ensuring that dissidence would not evolve into violence fuelled by rage. In 1685, Louis expelled large numbers of Protestants from France.Divisions did not disappear in England at the end of the Civil War and the Restoration of Charles II. Initially, it appears that Charles sought to go down the French route. There was a regulation of ideas as new laws meant that the state licensed all printed works. There was an attempt to impose a bureaucratic authoritarian state, culminating in the short reign of James II (Pincus, Ertman). But its major effect, since the heightened fear of James’ Catholicism in Protestant England, was to stoke the ‘rage of party’ between those who supported this hierarchical model of social order and those who wanted political power less concentrated (Knights Representation, Plumb).The issue was presumed to be settled in 1688 when James was chased from the throne, and replaced by the Dutchman William and his wife Mary. In the official language of the day, liberty had triumphed over despotism and the ‘ancient constitution’ of the English had been restored to guarantee that liberty.However, three major developments were going on in England by the late seventeenth century: The first is the creation of a more bureaucratic centralised state along the lines of the France of Louis XIV. This state apparatus was needed to collect the taxes required to finance and administer the English war machine (Pincus). The second is the creation of a genuinely popular form of government in the wake of the expulsion of James and his replacement by William of Orange (Ertman). This means regular parliaments that are elected every three years, and also a free press to scrutinise political activities. The third is the development of financial institutions to enable the war to be conducted against France, which only comes to an end in 1713 (Pincus). Here, England followed the example of the Netherlands. There is the establishment of the bank of England in 1694 and the creation of a national debt. This meant that those involved in finance could make big profits out of financing a war, so a new moneyed class developed. England's TransformationIn the 1690s as England is transformed politically, religiously and economically, this develops a new type of society that unifies strong government with new financial institutions and arrangements. In this new political configuration, the big winners are the new financial elites and the large (usually Whig) aristocratic landlords, who had the financial resources to benefit from it. The losers were the smaller landed gentry who were taxed to pay for the war. They increasingly support the Tories (Plumb) who opposed both the war and the new financial elites it helped to create; leading to the 1710 election that overwhelmingly elected a Tory government led by Harley and Bolingbroke. This government then negotiated the Treaty of Utrecht in 1713, with the Whigs retaining a small minority.History indicates that the post-1688 developments do not so much quell the ‘rage of party’ as encourage it and fan the fires of conflict and discontent. Parliamentary elections were held every three years and could involve costly, and potentially financially ruinous, contests between families competing for parliamentary representation. As these elections involved open voting and attempts to buy votes through such means as wining and dining, they could be occasions for riotous behaviour. Regular electoral contests, held in an electorate that was much larger than it would be one hundred years later, greatly heightened the conflicts and kept the political temperature at a high.Fig. 1: "To Him Pudel, Bite Him Peper"Moreover, there was much to fuel this conflict and to ‘maintain the rage’: First, the remodelling of the English financial system combined with the high level of taxation imposed largely on the gentry fuelled a rage amongst this group. This new world of financial investments was not part of their world. They were extremely suspicious of wealth not derived from landed property and sought to limit the power of those who held such wealth. Secondly, the events of 1688 split the Anglican Church in two (Pincus). The opponents of the new finance regimes tended also to be traditional High Church Anglicans who feared the newer, more tolerant government policy towards religion. Finally, the lapsing of the Licensing Act in 1695 meant that the English state was no longer willing to control the flow of information to the public (Kemp). The end result was that England in the 1690s became something akin to a modern public culture in which there was a relatively free flow of political information, constant elections held with a limited, but often substantial franchise, that was operating out of a very new commercial and financial environment. These political divisions were now deeply entrenched and very real passion animated each side of the political divide (Knights Devil).Under these circumstances, it was not possible simply to stamp out ‘the rage’ by the government repressing the voices of dissent. The authoritarian model for creating public conformity was not an option. A mechanism for lowering the political and religious temperature needed to arise in this new society where power and knowledge were diffused rather than centrally concentrated. Also, the English were aided by the return to a more benign physical environment. In economic terms it led to what Fischer terms the equilibrium of the Enlightenment. The wars of Louis XIV were a hangover from the earlier more desperate age; they prolonged the crisis of that age. Nevertheless, the misery of the earlier seventeenth century had passed. The grim visions of Calvinism (and Jansenism) had lost their plausibility. So the excessive violence of the 1640s was replaced by a more tepid form of political resistance, developing into the first modern expression of populism. So, the English achieved what Plumb calls ‘political stability’ were complex (1976), but relied on two things. The first was limiting the opportunity for political activity and the second was labelling political passion as a form of irrational behaviour – as an unsatisfactory or improper way of conducting oneself in the world. Emotions became an indulgence of the ignorant, the superstitious and the fanatical. This new species of humanity was the gentleman, who behaved in a reasonable and measured way, would express a person commensurate with the Enlightenment.This view would find its classic expression over a century later in Macaulay’s History of England, where the pre-1688 English squires are now portrayed in all their semi-civilised glory, “his ignorance and uncouthness, his low tastes and gross phrases, would, in our time, be considered as indicating a nature and a breeding thoroughly plebeian” (Macaulay 244). While the Revolution of 1688 is usually portrayed as a triumph of liberty, as stated, recent scholarship (Pincus, Ertman) emphasises how the attempts by both Charles and James to build a more bureaucratic state were crucial to the development of eighteenth century England. England was not really a land of liberty that kept state growth in check, but the English state development took a different path to statehood from countries such as France, because it involved popular institutions and managed to eliminate many of the corrupt practices endemic to a patrimonial regime.The English were as interested in ‘good police’, meaning the regulation of moral behaviour, as any state on the European continent, but their method of achievement was different. In the place of bureaucratic regulation, the English followed another route, later be termed in the 1760s as ‘civilisation’ (Melleuish). So, the Whigs became the party of rationality and reasonableness, and the Whig regime was Low Church, which was latitudinarian and amenable to rationalist Christianity. Also, the addition of the virtue and value of politeness and gentlemanly behaviour became the antidote to the “rage of party’”(Knights Devil 163—4) . The Whigs were also the party of science and therefore, followed Lockean philosophy. They viewed themselves as ‘reasonable men’ in opposition to their more fanatically inclined opponents. It is noted that any oligarchy, can attempt to justify itself as an ‘aristocracy’, in the sense of representing the ‘morally’ best people. The Whig aristocracy was more cosmopolitan, because its aristocrats had often served the rulers of countries other than England. In fact, the values of the Whig elite were the first expression of the liberal cosmopolitan values which are now central to the ideology of contemporary elites. One dimension of the Whig/Tory split is that while the Whig aristocracy had a cosmopolitan outlook as more proto-globalist, the Tories remained proto-nationalists. The Whigs became simultaneously the party of liberty, Enlightenment, cosmopolitanism, commerce and civilised behaviour. This is why liberty, the desire for peace and ‘sweet commerce’ came to be identified together. The Tories, on the other hand, were the party of real property (that is to say land) so their national interest could easily be construed by their opponents as the party of obscurantism and rage. One major incident illustrates how this evolved.The Trial of the High Church Divine Henry Sacheverell In 1709, the High Church Divine Henry Sacheverell preached a fiery sermon attacking the Whig revolutionary principles of resistance, and advocated obedience and unlimited submission to authority. Afterwards, for his trouble he was impeached before the House of Lords by the Whigs for high crimes and misdemeanours (Tryal 1710). As Mark Knights (6) has put it, one of his major failings was his breaching of the “Whig culture of politeness and moderation”. The Whigs also disliked Sacheverell for his charismatic appeal to women (Nicholson). He was found guilty and his sermons ordered to be burned by the hangman. But Sacheverell became simultaneously a martyr and a political celebrity leading to a mass outpouring of printed material (Knights Devil 166—186). Riots broke out in London in the wake of the trial’s verdict. For the Whigs, this stood as proof of the ‘rage’ that lurked in the irrational world of Toryism. However, as Geoffrey Holmes has demonstrated, these riots were not aimless acts of mob violence but were directed towards specific targets, in particular the meeting houses of Dissenters. History reveals that the Sacheverell riots were the last major riots in England for almost seventy years until the Lord Gordon anti-Catholic riots of 1780. In the short term they led to an overwhelming Tory victory at the 1710 elections, but that victory was pyrrhic. With the death of Queen Anne, followed by the accession of the Hanoverians to the throne, the Whigs became the party of government. Some Tories, such as Bolingbroke, panicked, and fled to France and the Court of the Pretender. The other key factor was the Treaty of Utrecht, brokered on England’s behalf by the Tory government of Harley and Bolingbroke that brought the Civil war to an end in 1713. England now entered an era of peace; there remained no longer the need to raise funds to conduct a war. The war had forced the English state to both to consolidate and to innovate.This can be viewed as the victory of the party of ‘politeness and moderation’ and the Enlightenment and hence the effective end of the ‘rage of party’. Threats did remain by the Pretender’s (James III) attempt to retake the English throne, as happened in 1715 and 1745, when was backed by the barbaric Scots.The Whig ascendancy, the ascendancy of a minority, was to last for decades but remnants of the Tory Party remained, and England became a “one-and one-half” party regime (Ertman 222). Once in power, however, the Whigs utilised a number of mechanisms to ensure that the age of the ‘rage of party’ had come to an end and would be replaced by one of politeness and moderation. As Plumb states, they gained control of the “means of patronage” (Plumb 161—88), while maintaining the ongoing trend, from the 1680s of restricting those eligible to vote in local corporations, and the Whigs supported the “narrowing of the franchise” (Plumb 102—3). Finally, the Septennial Act of 1717 changed the time between elections from three years to seven years.This lowered the political temperature but it did not eliminate the Tories or complaints about the political, social and economic path that England had taken. Rage may have declined but there was still a lot of dissent in the newspapers, in particular in the late 1720s in the Craftsman paper controlled by Viscount Bolingbroke. The Craftsman denounced the corrupt practices of the government of Sir Robert Walpole, the ‘robinocracy’, and played to the prejudices of the landed gentry. Further, the Bolingbroke circle contained some major literary figures of the age; but not a group of violent revolutionaries (Kramnick). It was true populism, from ideals of the Enlightenment and a more benign environment.The new ideal of ‘politeness and moderation’ had conquered English political culture in an era of Whig dominance. This is exemplified in the philosophy of David Hume and his disparagement of enthusiasm and superstition, and the English elite were also not fond of emotional Methodists, and Charles Wesley’s father had been a Sacheverell supporter (Cowan 43). A moderate man is rational and measured; the hoi polloi is emotional, faintly disgusting, and prone to rage.In the End: A Reduction of Rage Nevertheless, one of the great achievements of this new ideal of civility was to tame the conflict between political parties by recognising political division as a natural part of the political process, one that did not involve ‘rage’. This was the great achievement of Edmund Burke who, arguing against Bolingbroke’s position that 1688 had restored a unified political order, and hence abolished political divisions, legitimated such party divisions as an element of a civilised political process involving gentlemen (Mansfield 3). The lower orders, lacking the capacity to live up to this ideal, were prone to accede to forces other than reason, and needed to be kept in their place. This was achieved through a draconian legal code that punished crimes against property very severely (Hoppit). If ‘progress’ as later described by Macaulay leads to a polite and cultivated elite who are capable of conquering their rage – so the lower orders need to be repressed because they are still essentially barbarians. This was echoed in Macaulay’s contemporary, John Stuart Mill (192) who promulgated Orientals similarly “lacked the virtues” of an educated Briton.In contrast, the French attempt to impose order and stability through an authoritarian state fared no better in the long run. After 1789 it was the ‘rage’ of the ‘mob’ that helped to bring down the French Monarchy. In 1996, the iconoclastic economist John Kenneth Galbraith wrote a manifesto, The Good Society, that elaborated his vision for what societal excellence and goodness should amount to. Though nearly 96, Galbraith was still a rabble-rouser, and he castigated the powers that be in the United States for propping up a “democracy of the fortunate” (8). To Galbraith, those who engaged in electoral politics, win or lose on any specific issue, tended to have all the social and economic advantages, while the less well off were deliberately marginalised by ‘the system.’ He lamented that “money, voice and political activism are now extensively controlled by the affluent, very affluent, and business interests" (140), making of the political sphere an "unequal contest" (8).To make democracy American style more inclusive, Galbraith called for “a coalition of the concerned and the compassionate and those now outside the political system” (143), so that all citizens had optimal prospects for enjoying “personal liberty, basic well-being, social and ethnic equality, the opportunity for a rewarding life" (4). Have inroads been made, in the nearly 15 years since first publication of The Good Society, in making come true Galbraith’s version of a good society? If not, how might such a coalition be achieved? What would it look like? Who among Americans would constitute the concerned, compassionate outsiders that would make such a coalition authentically ‘Galbraithian’? A Coalition on the MoveWhat about MoveOn.org? A progressive public advocacy group founded in 1998, MoveOn.org, according to Lelia Green in The Internet, is “an important indicator of the potential for bringing together communities of like-minded individuals” (139). Green singles out MoveOn.org as particularly pivotal in galvanising support for Barack Obama’s presidency (139). The New York Times describes MoveOn.org as “a bottom-up organization that has inserted itself into the political process in ways large and small” (Janofsky and Lee). Indeed, it represents “the next evolutionary change in American politics, a move away from one-way tools of influence like television commercials and talk radio to interactive dialogue, offering everyday people a voice in a process that once seemed beyond their reach.” MoveOn.org has expertly utilised the Internet to mobilise its members “to sign online petitions, organize street demonstrations and donate money to run political advertisements”. Green considers MoveOn.org one of today’s standout “coalitions of interests and political agendas”, “extraordinary” in its ability to “use websites and email lists to build communities around a shared passion” (139). In 2008, its 4.2 million members were at the vortex of a “dynamic that tipped the balance in favour of a more radical agenda with the election of President Barack Obama in 2008” (139). Galbraith, for one, would certainly agree with MoveOn.org’s politics, and likely would claim that their radical agenda is a compassionate and encompassing one that effectively addresses the concerns of everyday citizens. Yet the fact is that millions of disaffected Americans are not liberals, and so are not in sync with MoveOn.org’s interests and agendas, such as its firm insistence that a ‘public option’ is the best way to bring about meaningful health care reform, and its demand that all U.S. troops be immediately withdrawn from Iraq and Afghanistan. Tea Anyone?Another sort of coalition filled the void created by MoveOn.org. Enter the Tea Party. A movement that has been every bit as effective in its way in inspiring once-jaded ordinary citizens to coalesce around a set of interests and agendas – albeit, at least in principal if not necessarily in actual practice, of a professed libertarian strain – the Tea Party got underway in the waning days of the second presidential term of George W. Bush. It started out as a one-issue protest group voicing umbrage over the proposed economic stimulus plan, which it considered an unconstitutional subsidy. After Barack Obama became president, the Tea Party burgeoned into a much more influential movement that now professes to be a grassroots citizens’ watchdog for all unconstitutional activities (or what it deems to be such) on the part of the federal government. A New York Times article notes that many of its members are victims of the economic downturn; they “had lost their jobs, or perhaps watched their homes plummet in value, and they found common cause in the Tea Party’s fight for lower taxes and smaller government” (Zernike). Its members are akin to the millions of middle class Americans who lost their livelihoods during the Great Depression of the 1930s, an unparalleled economic downturn that eventually “mobilized many middle-class people who had fallen on hard times” to join forces in order to have an effective political voice. But those during the Great Depression who were aroused to political consciousness “tended to push for more government involvement”; in contrast, the Tea Party is a coalition that “vehemently wants less”. While Galbraith depicted the Republican Party of his time as “avowedly on the side of the fortunate” (141), the majority of today’s Tea Party members align themselves with the Republican Party, yet they are by no means principally made up of "the fortunate." Erick Erickson, a prominent Tea Party spokesman and a television commentator for the CNN news channel, blogs on Redstate.com that the Tea Party “has gotten a lot of people off the sidelines and into the political arena...” Erickson further contends that the Tea Party has “brought together a lot of likeminded citizens who thought they were alone in the world. They realized that not only were they not alone, but there were millions of others just as concerned.” Galbraithian Coalitions?Do MoveOn.org and Tea Party constitute Galbraithian-type coalitions, each in its own right? Both have inspired millions of once-disenchanted common citizens to come together around common political concerns and become a force to be reckoned with in electoral politics. As such, each has served as an effective counterweight against the money, voice and political activism of the very affluent. While Galbraith would probably have as much disdain for the Tea Party as he would have praise for MoveOn.org, the fact is that both groups have seen to it that an increasing number of regular Americans whose concerns had been ignored in the political arena now have to be reckoned with. But this is by no means where their commonality ends. Above and beyond the fact that both are comprised of millions who had been political outsiders, each has a decided anti-establishmentarian strain, along with a professed sense of alienation from and disdain for "politics as usual" and an impassioned belief in the right to self-government (though they differ on what this right amounts to). Moreover, both consider themselves grassroots-driven, and harbor anathema for professional lobbying organisations, which both regularly criticize for their undue political influence. Even though the two groups usually differ to the nth degree when it comes to those solutions they believe would effectively remedy the most pressing public problems in the U.S., they nonetheless share the conviction that one must initially focus one’s efforts at the local level if one is eventually to have the greatest impact on political decision-making on a national scale. The two groups came of age during the Internet revolution – indeed, it would have been impossible for their like-minded members to have found one another and coalesced so quickly and in such great numbers without the Internet – and they utilise the Internet as the principal tool for spurring concerted activism at the local level among their members. One can consider their shared approach Deweyan, in that Dewey maintained that genuinely democratic community, “in its deepest and richest sense, must always remain a matter of face-to-face intercourse” (367). Yet the two groups’ legion differences prevent them from engaging in meaningful face-to-face exchanges with one another. While the prospect of cultivating linkages between Tea Party and MoveOn.org are remote for the foreseeable future, it might nonetheless be seen as a promising development that some rank and file Tea Party acolytes do at least recognise that they must not identify solely with the Republican Party, lest they discourage potential recruits from rallying around their cause. For instance, one warns fellow members on the Redstate.com blog to be wary of casting their lot with Republicans, “because it would drive away the Democrats and Independents”. He actually uses Galbraith’s coinage in describing the Tea Party: “This movement is a coalition of the concerned, not a Republican outreach program.” Indeed, contrary to popular belief, the Tea Party is not, as a whole, on the conservative fringe (though it does often seem that those members who are given the most attention by the mainstream media are the fringe element, particularly the breakaway Tea Party Express). A Gallup Poll reveals that fully 17 percent of all Americans of voting age identify themselves as affiliated with the Tea Party; and while a majority have Republican leanings, fully 45 percent of all Tea Party members claimed they were either Democrats (17 percent) or independents (28 percent). To Tea Party leader Erick Erickson, the paramount challenge today for the Tea Party is for it to transform itself into a greater umbrella coalition, since the “issues and advocacy within the tea party movement are issues that resonate with the majority of Americans.” After all, he asserts, the Tea Party’s is “a very American cause — the first amendment right to protest, petition, and speak up.” While an expansion of its coalition does not in any way make it incumbent for the Tea Party to find common cause with MoveOn.org, can the claim nonetheless be legitimately made – utilising Erickson’s own criteria – that MoveOn.org’s is equally a very American cause? Christopher Hayes points out in an essay in The Nation that most of MoveOn.org’s members, as with the Tea Party’s, are “not inclined to protest,” but their “rising unease with the direction of the country has led to a new political consciousness.” Hayes could just as well be speaking of the Tea Party when he describes MoveOn.org’s members as made up mostly of “citizens angered, upset and disappointed with their government but [who were] unsure how to channel those sentiments.” For such citizens, MoveOn.org “provides simple, discrete actions: sign this petition, donate money to run this ad, show up at this vigil.” This is convincing evidence that MoveOn.org’s is also “a very American cause”, by the very benchmarks set forth by Erickson. A ‘Higher Coalition’?But is this in any way akin to a demonstrable sign that these unlikeliest of political bedfellows might be inspired at some future point to see themselves as part of a ‘higher coalition’ — one of the unlikeminded, that celebrates difference? Might a critical mass in both movements ever deem it a boon to coalesce around the cause of democratic pluralism? As things stand, neither side embraces such pluralism. Rather, one other attribute they share pervasively is dogmatism: both are convinced that their respective political sensibilities are beyond reproach. As a consequence, over the shorter term, neither group is likely to shed its brand of dogmatism and supplant it with an openness or receptivity to new, much less opposing, points of view. So, for instance, even as the Tea Party seeks to expand its fold, it is no more inclined to change its ideology-based stances on the issues than is MoveOn.org. For the time being, each group not only is entrenched in its own collective political mindset, but each coalesces around a demonstrated antipathy towards alternative approaches to public problem-solving. Is there any remotely plausible scenario by which the members of MoveOn.org and Tea Party might eventually come not just to tolerate their differences but to extol them? One other key Galbraithian element that those comprising an ideal coalition in a democracy must possess is compassion. For members of any coalition to cultivate compassion, they must first, or concomitantly, inculcate empathy, which is typically considered either a precursor to compassion or, along with understanding, a vital component of it. Henning Melber, Executive Director of the Dag Hammarskjold Foundation, and Reinhard Kössler maintain that “(w)hile empathy does not automatically translate into solidarity (nor into ethical behaviour), it can serve as a compass” for doing so, and can lead to a Galbraithian “coalition of the concerned and aware”(37). Such empathy is “a prerequisite for the ability to listen to one another and for permissiveness and openness towards ‘otherness’, and further, can only be born out of a sense of shared suffering” (37). To the authors, it isn’t just that “(s)uffering in its variety of forms requires empathy and solidarity by all,” but that it necessarily “transcends a politically correct ideology” (37). Millions in both the Tea Party and MoveOn.org long suffered from being a mere afterthought to the political establishment, both of them impacted by policies that they are convinced exacerbated rather than ameliorated their woes. But they have shown few if any indications of a willingness to transcend a politically correct ideology. For this to come about, it would, as Melber and Kössler maintain, require “hard, sustained, and imaginative work” (33). How might this come to pass? Greg Anderson, in The Athenian Experiment: Building an Imagined Political Community in Ancient Attica, 508-490 B.C., points to ancient Athens as a paradigmatic example of a society that undertook the hard imaginative work needed to develop the types of mediated connections that over time created a sense of shared belonging to a democratic community. “The process of transformation” in Attica, he argues, is “best understood as a bold exercise in social engineering, an experiment designed to bring together the diverse and far-flung inhabitants of an entire region and forge them into a single, self-governing political community of like-minded individuals” (5). While those males of sufficient socioeconomic distinction who were privileged enough to be citizens in the West’s first experiment in democracy were indeed like-minded, prising a self-governing political community, they were not single-minded; rather, those in the twelve dispersed tribes throughout Attica who coalesced to form a self-governing community apparently thrived on the free exchange and consideration of a wide range of ideas. They held that greater insights emerged only when a variety of views were subjected to scrutiny in the public sphere. Paul Woodruff notes in First Democracy that each Athenian was “given a share of the ability to be citizens, and that ability is understood both as a pair of virtues and as a kind of citizen wisdom.” Governing in this way was based on the shared view that “it is a natural part of being human to know enough to help govern your community” (149). Neither Tea Party nor MoveOn.org followers at present have this shared view on any semblance of a broad scale; rather, each betrays the sensibility that each ‘knows better’. As a consequence, any efforts at expanding their respective folds clearly do not include making overtures (or even extending olive branches) to one another. Even so, as impossibly optimistic as it might seem under current circumstances, I believe eventually they might come to see themselves as part of a greater or higher coalition – one serving the overriding cause of democracy itself – over the much longer term. But for this to become a reality, each group will first have to suffer some more. One other commonality they demonstrate is the power of grassroots activism – and the decided limitations. My hunch is that just as MoveOn.org’s progressives came to feel betrayed when Obama abandoned the liberal agenda of his presidential campaign to engage in political compromise and accommodation, Tea Party activists will come to find that their own expectations for political change will be equally stymied. In the 2010 elections, the Tea Party was a kingmaker in electoral politics, giving Republicans a decisive majority in Congress in the 2010 elections. But I suspect that those candidates the Tea Party supported will eventually resort to the practice of “politics as usual,” largely departing from the Tea Party agenda, in order to accomplish anything in Washington or become irrelevant in the existing system – a system long dominated by two political parties interested above and beyond all else in perpetuating their shared stranglehold on political power, and each equally beholden to corporate America for the contributions to their coffers that enable them to sustain this. If this scenario plays out, then at least some Tea Party activists might plausibly arrive at the unsettling conclusion that their suffering in the political arena is remarkably similar to that experienced by MoveOn.org’s cadre of concerned citizens who catapulted Obama into the office in the land, only to have most of their principal concerns neglected or dismissed, lost in the seamy world of back-room political deal-making. There is another possible scenario: What if either MoveOn.org or Tea Party becomes such an overwhelming force in politics that the other is attenuated, its members relegated once again to the fringe? If this occurred, the public sphere in the United States would be missing a vital dimension that has been part of its makeup since its founding days. For as Joseph Ellis, the Pulitzer Prize-winning historian, points out: the achievement of the revolutionary generation was a collective enterprise that succeeded because of the diversity of personalities and ideologies present in the mix. Their interactions and juxtapositions generated a dynamic form of balance and equilibrium, not because any of them was perfect or infallible, but because their mutual imperfections and fallibilities, as well as their eccentricities and excesses, checked each other… . (17) At the United States’s beginnings, the ties that bound those who revolted against Britain were forged despite their unbridgeable chasms of ideology; their “differing postures toward the twin goals of freedom and equality” were “not resolved so much as built into the fabric of our national identity” (16). Even or especially as irreconcilable differences prompted early Americans to continue waging a battle of ideas in the political trenches, Thomas Jefferson, for one, believed they were all (or nearly all) “constitutionally and conscientiously democrats” (185). Extrapolating from this, one can posit that MoveOn.org and Tea Party, regardless of whether they choose to acknowledge it, are in tandem a modern-day manifestation of the original American coalition. If they could be inspired to see that each is an important player in furthering the democratic experiment as singularly practiced in the U.S., they just might come to care more for one another. Out of such caring, they might realise that neither has a monopoly on political wisdom, and as a result coalesce around the cause of promoting a less hostile body politic. The return of Jesus Christ, the end of the world, war, devastating earthquakes, invading space ships, asteroid strikes, the Y2K bug, what do they all have in common? Little if anything really, except that they have all been associated with the coming of the year 2000. To many in Australia the year 2000 may well be an end, if not the End. To some of those, however, it may also be the beginning of something else most significant. That expectation will now be examined. You will have a conducted tour through war and peace, demonic activity, and aeroplanes crashing and people flying. The subject is how a significant number of Australian Christians understand the end of the world ("The End Times"), most particularly the return of Jesus Christ. Those who hold this view we will call "EndTimers". That Jesus Christ will return has been the expectation of the church from its conception. The day of Pentecost is usually regarded as the birthday of the church, and a few days before that Jesus ascended into heaven and the astonished disciples who witnessed it were told by two angels that Jesus would return (Acts 1:9-11). An expectation of the literal return of Jesus Christ has been with the church ever since. It being commonly featured in its creeds both ancient and modern. However, some individual Christians do not hold to a literal, physical return, though they would be in the minority. But amongst those who do expect a literal return, there has not always been agreement about its nature. EndTimers are one group among many, but scattered throughout the Protestant churches. They predict that Jesus Christ will return very soon, indeed, he will return in "this generation". This phrase and many of the ideas commonly associated with it are to be found in the Gospel of Matthew chapter 24. In this chapter Jesus predicts some cataclysmic events, and towards the end of his address, in verse 34, says that they will happen in "this generation". The most natural understanding of this phrase in context is that those events would happen in the life time of his hearers. Indeed, events very much like those described by Jesus did happen in the Fall of Jerusalem about forty years later. Such are the similarities between the two, many Christians with a more liberal view of the Bible see Christ's words as a later construct of the church placed on his lips, and thus as prophecy after the event. For reasons that are more complex than logical EndTimers regard the phrase "this generation" as referring to the generation beginning at the founding of the modern state of Israel in 1948. From that, the events predicted by Jesus are regarded not specifically about a fall of Jerusalem, but about his return and the end of the world. Therefore those who hold this view believe that the End Times will begin within a generation of 1948. If these EndTimers, then, believe that Jesus Christ will return within a generation of 1948, the first question one has to ask is, "How long is a generation?" In the 1960s and 1970s, even into the 1980s, the common answer to that was "Forty years!". Consequently, a glut of books and videos appeared predicting that the End would begin in the 1980s, and they included such titles as: Will Christ Return by 1988: 101 Reasons Why; 88 Reasons Why Christ Will Return in 1988; and Decade of the 80's: A World in Spasm. But the most prominent and influential of them was Hal Lindsey's Late Great Planet Earth, published in 1970. That book is said to be the third largest selling Christian book of all time, with over 20 million copies in print (weep your heart out Bryce Courtney). Most books of this type have been published in America, but were frequently available in Australia. Though this system of belief seems to have had its origins in nineteenth century Britain, American fundamentalists have been its main advocates and developers. As so often happens with American ideas and practices, many Australians have enthusiastically adopted it. In Australia one of the leading teachers in the EndTimers' camp is Brisbane's Ray Yerbury, though New Zealander Barry Smith through lecture tours and books has probably had more influence here. The books of Hal Lindsey, Ray Yerbury, Barry Smith and a few other sources will now be used to detail the beliefs of these Australian EndTimers. Lindsey is included because though he is American, Late Great Planet Earth has been a major, perhaps the major, factor in many Australian Christians adopting these beliefs. The starting point must be the establishment of the modern state of Israel in 1948. To EndTimers this is fulfilment of biblical prophecy. Lindsey says that the "paramount prophetic sign" concerning the return of Jesus Christ is that "Israel had to be a nation again in the land of its forefathers". As has already been noted, within this scheme the return of Christ must happen within a generation of that occurrence. Lindsey writing in 1970 was bold enough to say a generation was "something like forty years" (Late, 43, 54), and is said to believe that Christ will definitely return before the year 2000. Yerbury, writing twenty years later, had to have other options, and he stated that a generation could be either 40, 70-80, 100 or 120 years (Vital, 11). Now 1988 is well in the past, many EndTimers seem to expect Christ's return in or around the year 2000. However, this belief is not usually held with great dogmatism or precision. Indeed, End Times expectations in Australia have been quieter in 1999 than many would have expected. There has been little banner-waving or overt demonstration. In addition the sale of books about the End Times through Australian Christian bookshops has also been slower this year than expected. EndTimers commonly believe that further "signs" of Jesus Christ's return include widespread wars, earthquakes and famines. This is based on a particular understanding of Matthew chapter 24. In addition, a decline in Christian moral values (2 Timothy 3:1-4) and a worldwide control of the money markets (Revelation 13:11-18) are also seen as signs that Christ's return is not far away. To what level wars, earthquakes and famines have to rise or moral values decline before they can be considered authentic signs is not usually discussed, but is clearly a difficulty. Another "sign" of the approaching End is the emergence of a demonic political leader, the Antichrist, also known as "the Beast" (Revelation 13:1-18). With the time scale involved it is necessary to believe that this man, and it always seems to be a man, is alive today, so Antichrist candidates have included the present Pope, the President of a rapidly emerging United States of Europe, Bill Gates, and Prince Charles. Australian leaders do not seem to be considered sufficiently important or frightening to feature as Anichrist candidates. The Bible gives the identification of this "Beast": the number 666. Barry Smith, with neat numerics (a = 6, b = 12, etc.), favoured Henry Kissinger for this role, his surname totalling 666 on Smith's method. Yerbury, with characteristic caution, says that we cannot know his identity at this stage. Another figure that must appear is the Antichrist's henchman, "the False Prophet", a religious leader (Smith, Warning, 22-56; Second Warning, 57-66; better, 170-173; Yerbury, Ultimate, 99-112; Vital, 53-4). Central to EndTimers' beliefs is the Great Tribulation, a time of terrible war and suffering. The duration of this cataclysm is variously described as being seven years (Lindsey, Late, 42, 137-8; Yerbury, Vital, 42-4) or three and a half years (Smith, Warning, 102-112). Where does the return of Jesus Christ fit into this? Commonly EndTimers believe that he will return twice, the first time will be immediately prior to the Great Tribulation, the second time will be seven years later. This first return is for a particular purpose: to remove all the "true" Christians from Earth and take them to heaven, in what is usually known as "the Rapture". This is sometimes referred to as "His coming for the saints". On this occasion he does not actually visit Earth; he only appears above it, and "the saints" will literally rise up to meet him in the sky (Matthew 24:37-41; 1 Thessalonians 4:13-18). But for those remaining on Earth this will all be hidden, that is they will know that their Christian friends and neighbours have disappeared, but will have no idea where they have gone or what has happened (Lindsey, Late, 135-142; Smith, Warning, 150-157; Yerbury, Ultimate, 119-122; Vital, 33-6). This belief conjures up some extraordinary expectations. A Christian doctor operating on a patient will be whisked away, mid operation. Car drivers will disappear, causing their vehicles to crash. Airline pilots will suddenly vanish with terrible consequences. Indeed, it is rumoured that some American airlines do not allow Christians to be both pilot and co-pilot of the one aircraft. Christians must be teamed with non-Christians, in case the Christian is suddenly "raptured". Though this specific belief may not have as much significance in Australia as it does in America, there is no doubt that it is still held tenaciously by its Australian advocates. After the Great Tribulation Jesus Christ will return once more, this time actually to Earth. This return is sometimes referred to as Christ's coming "with the saints", for he will bring back the previously taken Christians with him. This will be followed by the fearsome battle of Armageddon, which Christ will win. He will then establish his reign over the whole world, ruling from Jerusalem, in peace, with equity. This reign will last for 1000 years, the millennium of chapter 20 of the book of Revelation. It is normal for EndTimers to perceive this as literally 1000 years, whereas many other Christians, often with very different understandings of End Times events, would see it as symbolic for a long period (Lindsey, Late, 169-178; Smith, Warning, 158-160; Yerbury, Ultimate, 137-149; Vital, 78-101). Following the Millennium there will be a Satan-led rebellion, but this will be short lived, possibly once more of a seven year duration (Lindsey, 178; Yerbury, Vital, 105-7). God, however, will then triumph over Satan, and wrap up the events of this world and this age, judge its inhabitants, and create a new Heaven and a new Earth, upon which the saved will live with Christ forever (Lindsey, 178; Yerbury, Ultimate, 150-154; Vital, 108-117). Who in Australia holds the views outlined above? They are held by most Australian Christian fundamentalists and some Christian evangelicals. Who are these fundamentalists and evangelicals and what else do they believe? Both groups hold to the core traditional Protestant beliefs (the deity of Jesus Christ, the Trinity, etc), and are to be found in most, if not all, Protestant denominations in Australia, from the Anglican Church to the more recently formed charismatic churches. Fundamentalists and evangelicals are not always clearly distinguishable from each other, for there is much overlapping in beliefs between them. But there are, however, some basic differences between the two. Fundamentalists have a very strong emphasis on a literal interpretation of the Bible, frequently interpreting in an unnatural way, often taking metaphors, symbols, and other figures literally. They are also frequently anti-intellectual. Evangelicals, on the other hand, would take a more rational approach to the Bible, giving due regard to the form of the specific writing, and are usually prepared to engage in intellectual debate. Both groups believe that Jesus Christ will literally return, though there is disagreement about the details between and within the two groups. How many evangelical and fundamentalist Christians are there in Australia? A survey published in 1994 was conducted amongst the attenders of numerous Protestant congregations, and discovered that 48% of those people believed that "the Bible is the Word of God which needs to be read in the context of the times". These, most of them at any rate, would be what have here been termed "evangelicals". Another 21% believed that "the Bible is the Word of God, to be taken literally word for word", and thus would be "fundamentalists" (Kaldor, 45-7). If the survey was anything like accurate, approaching 70% of those attending Australian Protestant churches are either evangelicals or fundamentalists. As it would also seem that there are over 1 million attenders at Protestant churches in Australia (Kaldor, 344), it is probable that there are more than seven hundred thousand evangelical and fundamentalist Christians in Australia. The specific beliefs outlined in this article are widespread amongst fundamentalist Christians, but also seem to be held by some evangelicals. These Christians can be found in probably all Protestant denominations, though are much more common in charismatic and Baptist churches than in, say, Anglican and Uniting churches. These beliefs are also found in some of the sects outside the mainstream Christian church. The number of EndTimers in Australia is almost certainly well in excess of one hundred thousand, and may be above two hundred thousand. How do these beliefs manifest themselves in current Australian life? First, one would expect EndTimers to be less concerned about certain issues of social concern than other Christians, and this often seems to be the case. For example, one does not often find them championing the protection of the environment. If Christ's Kingdom on Earth is not many years away, then why worry about such things now? They can be attended to when Christ returns. The important issue is to prepare people for that return. Another manifestation is the setting of dates for that return, which is probably more common than many realise. Those writers consulted for this study do not predict exact dates for these events. They rely on the more elastic concept of the "this generation" idea. But other people do predict precise dates and times. It is not uncommon to hear individuals, and it is usually individuals rather than movements, predicting that Christ will return on this date or another. They each have their own schemes of interpreting the numerics of such biblical books as Daniel and Revelation. One of the most famous of these predictions was in 1992 when posters began appearing in various Australian towns declaring: THE FINAL WARNING OF GOD JESUS is COMING IN 1am 29th OCT 1992 IN THE AIR (It's the Rapture) Remember the days of Noah and Lot Reject the 666 of computer bar code Repent your sins to God Ready the 7 years Great Tribulation This particular prediction originated in a movement in Korea, and, indeed, its leader in Australia was a Korean on temporary residence here. Several of the teachings discussed in this article are indicated in the poster, with the addition of a very precise prediction of Jesus Christ's return. When the day approached, the leader of the Australian wing of the movement was interviewed in newspapers and on TV, and he politely but boldly confirmed his conviction to the Australian public. The Current Affair interview with him the day after the prediction was proved false was especially touching. He apologised with great sincerity to those he had misled, and soon after returned to his homeland. Ironically, the organisation of which this man was part seems to have left open the possibility of future predictions. It is one of the astonishing facts of this type of endeavour throughout history, that those who predict the end of the world are not discouraged by failure. They just try again. Why? The answers may vary, but central is a strong belief in the certainty of biblical prophecy and the confidence that some have that they know best how to interpret it. Troubled visions of white ash and concrete-grey powder water-logged my mind. Just as I had ‘understood’ and ‘contextualised’ the events of September 11, I witnessed Jules and Gedeon Naudet’s 9/11, the documentary of the events, as they followed the firefighters into Tower One. Their cameras witness death, dense panic and ashen fear. I did not need to see this – it was too intimate and shocking. But it was the drained, grey visage – where the New York streets and people appeared like injured ghosts walking through the falling ruins of a paper mill – that will always stay with me. Not surprisingly I was drawn (safely?) back in time, away from the grey-stained New York streets, when another series of images seismically shifted by memory palate. Aberfan was the archetypal coal mining town, but what made it distinct was tragedy. On the hill above the village, coal waste from the mining process was dumped on water-filled slurry. Heavy rain on October 20, 1966 made way for a better day to follow. The dense rain dislodged the coal tip, and at 9:15, the slurry became a black tidal wave, overwhelming people and buildings in the past. There have been worse tragedies than Aberfan, if there are degrees of suffering. In the stark grey iconography of September 11, there was an odd photocopy of Aberfan, but in the negative. Coal replaced paper. My short piece explores the notion of shared tragedy and media-ted grief, utilising the Welsh mining disaster as a bloodied gauze through which to theorise collective memory and social change. Tragedy on the television A disaster, by definition, is a tragic, unexpected circumstance. Its etymology ties it to astrology and fate. Too often, free flowing emotions of sympathy dissipate with the initial fascination, without confronting the long-term consequences of misfortune. When coal slurry engulfed the school and houses in Aberfan, a small working class community gleaned attention from the London-based media. The Prime Minister and royalty all traveled to Aberfan. Through the medium of television, grief and confusion were conveyed to a viewing public. For the first time, cameras gathered live footage of the trauma as it overwhelmed the Taff Valley. The sludge propelled from the Valley and into the newspapers of the day. A rescue worker remembers, “I was helping to dig the children out when I heard a photographer tell a kiddie to cry for her dear friends, so that he could get a good picture – that taught me silence.” (“The last day before half-term.”) Similarly, a bereaved father remembers that, during that period the only thing I didn’t like was the press. If you told them something, when the paper came out your words were all the wrong way round. (“The last day before half-term.”) When analyzed as a whole, the concerns of the journalists – about intense emotion and (alternatively) censorship of emotion - blocked a discussion of the reasons and meaning of the tragedy, instead concentrating on the form of the news broadcasts. Debates about censorship and journalistic ethics prevented an interpretative, critical investigation of the disaster. The events in Aberfan were not created by a natural catastrophe or an unpredictable or blameless ‘act of God.’ Aberfan’s disaster was preventable, but it became explainable within a coal industry village accustomed to unemployment and work-related ‘accidents.’ Aberfan was not merely a disaster that cost life. It represented a two-fold decline of Britain: industrially and socially. Coal built the industrial matrix of Britain. Perhaps this cost has created what Dean MacCannell described as “the collective guilt of modernised people” (23). Aberfan was distinct from the other great national tragedies in the manner the public perceived the events unfolding in the village. It was the disaster where cameras recorded the unerring screams of grief, the desperate search for a lost – presumed dead – child, and the building anger of a community suffering through a completely preventable ‘accident.’ The cameras – in true A Current Affair style – intruded on grief and privacy. A bereaved father stated that “I’ve got to say this again, if the papers and the press and the television were to leave us alone in the very beginning I think we could have settled down a lot quicker than what we did” (“The last day before half-term.”). This breach of grieving space also allowed those outside the community to share a memory, create a unifying historical bond, and raised some sympathy-triggered money. To actually ‘share’ death and grief at Aberfan through the medium of television led to a reappraisal, however temporary, about the value and costs of industrialisation. The long-term consequences of these revelations are more difficult to monitor. A question I have always asked – and the events of September 11, Bali and the second Gulf War have not helped me – is if a community or nation personally untouched by tragic events experience grief. Sympathy and perhaps empathy are obvious, as is voyeurism and curiosity. But when the bodies are simply unidentified corpses and a saddened community as indistinguishable from any other town, then viewers needs to ponder the rationale and depth of personal feelings. Through the window of television, onlookers become Peeping Toms, perhaps saturated with sympathy and tears, but still Peeping Toms. How has this semiotic synergy continued through popular memory? Too often we sap the feelings of disasters at a distance, and then withdraw when it is no longer fashionable, relevant or in the news. Notions about Wales, the working class and coal mining communities existed in journalists’ minds before they arrived in the village, opened their notebook or spoke to camera. They mobilised ‘the facts’ that suited a pre-existing interpretation. Bereaved parents digging into the dirt for lost children, provide great photographs and footage. This material was ideologically shaped to infantilise the community of Aberfan and, indirectly, the working class. They were exoticised and othered. It is clear from testimony recorded since the event that the pain felt by parents was compounded by television and newspaper reportage. Television allowed “a collective witnessing” (McLean and Johnes, “Remembering Aberfan”) of the disaster. Whether these televisual bystanders actually contributed anything to the healing of the tragedy, or forged an understanding of the brutal work involved in extracting coal, is less clear. There is not a natural, intrinsic sense of community created through television. Actually, it can establish boundaries of difference. Television has provided a record of exploitation, dissent and struggle. Whether an event or programme is read as an expression of unequal power relations or justifiable treatment of the ‘unworthy poor’ is in the hands of the viewer. Class-based inequalities and consciousness are not blinked out with the operation of a remote control. Intervention When I first researched Aberfan in the 1980s, the story was patchy and incomplete. The initial events left journalistic traces of the horror and – later – boredom with the Aberfan tragedy. Because of the thirty year rule on the release of government documents, the cause, motivation and rationale of many decisions from the Aberfan disaster appeared illogical or without context. When searching for new material and interpretations on Aberfan between 1968 and 1996, little exists. The release of documents in January 1997 triggered a wave of changing interpretations. Two committed and outstanding scholars, upon the release of governmental materials, uncovered the excesses and inequalities, demonstrating how historical research can overcome past injustice, and the necessity for recompense in the present. Iain McLean and Martin Johnes claimed a media profile and role in influencing public opinion and changing the earlier interpretations of the tragedy. On BBC radio, Professor McLean stated I think people in the government, people in the Coal Board were extremely insensitive. They treated the people of Aberfan as trouble makers. They had no conception of the depth of trauma suffered (“Aberfan”). McLean and Johnes also created from 1997-2001 a remarkable, well structured and comprehensive website featuring interview material, a database of archival collections and interpretations of the newly-released governmental documents. The Website possessed an agenda of conservation, cataloguing the sources held at the Merthyr Tydfil and Dowlais libraries. These documents hold a crucial function: to ensure that the community of Aberfan is rarely bothered for interviews or morbid tourists returning to the site. The Aberfan disaster has been included in the UK School curriculum and to avoid the small libraries and the Community Centre being overstretched, the Website possesses a gatekeepping function. The cataloguing work by the project’s research officer Martin Johnes has produced something important. He has aligned scholarly, political and social goals with care and success. Iain McLean’s proactive political work also took another direction. While the new governmental papers were released in January 1997, he wrote an article based on the Press Preview of December 1996. This article appeared in The Observer on January 5, 1997. From this strong and timely intervention, The Times Higher Education Supplement commissioned another article on January 17, 1997. Through both the articles and the Web work, McLean and Johnes did not name the individual victims or their parents, and testimony appears anonymously in the Website and their publications. They – unlike the journalists of the time – respected the community of Aberfan, their privacy and their grief. These scholars intervened in the easy ‘sharing’ of the tragedy. They built the first academic study of the Aberfan Disaster, released on the anniversary of the landslide: Aberfan, Government and Disasters. Through this book and their wide-ranging research, it becomes clear that the Labour Government failed to protect the citizens of a safe Labour seat. A bereaved husband and parent stated that I was tormented by the fact that the people I was seeking justice from were my people – a Labour Government, a Labour council, a Labour-nationalised Coal Board (“The last day before half-term”). There is a rationale for this attitude towards the tragedy. The Harold Wilson Labour Governments of 1964-70 were faced with severe balance of payments difficulties. Also, they only held a majority in the house of five, which they were to build to 96 in the 1966 election. While the Welfare State was a construction ‘for’ the working class after the war, the ‘permissive society’ – and resultant social reforms – of the 1960s was ‘for’ middle class consumers. It appeared that the industrial working class was paying for the new white heat of technology. This paradox not only provides a context for the Aberfan disaster but a space for media and cultural studies commentary. Perhaps the most difficult task for those of us working in cultural and media studies is to understand the citizens of history, not only as consumers, spectators or an audience, but how they behave and what they may feel. We need to ask what values and ideas do we share with the ‘audiences,’ ‘citizens’ and ‘spectators’ in our theoretical matrix. At times we do hide behind our Foucaults and Kristevas, our epistemologies and etymology. Raw, jagged emotion is difficult to theorise, and even more complex to commit to the page. To summon any mode of resistive or progressivist politics, requires capturing tone, texture and feeling. This type of writing is hard to achieve from a survey of records. A public intellectual role is rare these days. The conservative media invariably summon pundits with whom they can either agree or pillory. The dissenting intellectual, the diffident voice, is far more difficult to find. Edward Said is one contemporary example. But for every Said, there is a Kissinger. McLean and Johnes, during a time of the Blair Government, reminded a liberal-leaning Labour of earlier mistakes in the handling of a working-class community. In finding origins, causes and effects, the politicisation of history is at its most overt. Path of the slag The coal slurry rolled onto the Welsh village nearly thirty-seven years ago. Aberfan represents more than a symbol of decline or of burgeoning televisual literacy. It demonstrates how we accept mediated death. A ‘disaster’ exposes a moment of insight, a transitory glimpse into other people’s lives. It composes a mobile, dynamic photograph: the viewer is aware that life has existed before the tragedy and will continue after it. The link between popular and collective memory is not as obvious as it appears. All memory is mediated – there is a limit to the sharing. Collective memory seems more organic, connected with an authentic experience of events. Popular memory is not necessarily contextually grounded in social, historical or economic formations but networks diverse times and spaces without an origin or ending. This is a post-authentic memory that is not tethered to the intentions, ideologies or origins of a sender, town or community. To argue that all who have seen photographs or televisual footage of Aberfan ‘share’ an equivalent collective memory to those directly touched by the event, place, family or industry is not only naïve, but initiates a troubling humanism which suggests that we all ‘share’ a common bank of experience. The literacy of tragedy and its reportage was different after October 1966. When reading the historical material from the disaster, it appears that grieving parents are simply devastated puppets lashing out at their puppeteers. Their arguments and interpretation were molded for other agendas. Big business, big government and big unions colluded to displace the voices of citizens (McLean and Johnes “Summary”). Harold Wilson came to office in 1964 with the slogan “13 wasted years.” He promised that – through economic growth – consensus could be established. Affluence through consumer goods was to signal the end of a polarisation between worker and management. These new world symbols, fed by skilled scientific workers and a new ‘technological revolution,’ were – like the industrial revolution – uneven in its application. The Aberfan disaster is situated on the fault line of this transformation. A Welsh working class community seemed out of time and space in 1960s Britain. The scarved women and stocky, strong men appeared to emerge from a different period. The television nation did not share a unified grief, but performed the gulf between England and Wales, centre and periphery, middle and working class, white collar and black collar. Politics saturates television, so that it is no longer possible to see the join. Aberfan’s television coverage is important, because the mend scar was still visible. Literacy in televisual grief was being formed through the event. But if Aberfan did change the ‘national consciousness’ of coal then why did so few southern English citizens support the miners trying to keep open the Welsh pits? The few industries currently operating in this region outside of Cardiff means that the economic clock has stopped. The Beveridge Report in 1943 declared that the great achievement of the Second World War was the sharing of experience, a unity that would achieve victory. The People’s War would create a People’s Peace. Aberfan, mining closures and economic decline destroyed this New Jerusalem. The green and pleasant land was built on black coal. The concept of war is inextricably linked to violence, and military action almost always resounds with the emotion and language of rage. Since the War on Terror began in September 2001, post-9/11 expressions of terror and rage have influenced academics to evaluate rage and its meanings (Gildersleeve and Gehrmann). Of course, it has directly influenced the lives of those affected by global conflicts in war-torn regions of the Middle East and North Africa. The populace there has reacted violently to military invasions with a deep sense of rage, while in the affluent West, rage has also infiltrated everyday life through clothes, haircuts, and popular culture as military chic became ‘all the rage’ (Rall 177). Likewise, post-9/11 popular films directly tap into rage and violence to explain (or justify?) conflict and war. The film version of the life of United States Iraq veteran Chris Kyle in American Sniper (2014) reveals fascinating depictions of rage through the perspective of a highly trained shooter who waits patiently above the battlefield, watching for hours before taking human life with a carefully planned long-distance shot. The significance of the complexities of rage as presented in this film are discussed later. Foundations of Rage: Colonial Legacy, Arab Spring, and ISISThe War on Terror may have purportedly began with the rage of Osama bin Laden’s Al Qaeda missions and the responding rage of George Bush’s America determined to seek vengeance for 9/11, but the rage simmering in the Middle East has deeper origins. This includes: the rejection of the Shah of Iran's secular dictatorship in 1979, the ongoing trauma of an Arab Palestinian state that was promised in 1947, and the blighted hopes of Gamal Abdel Nasser's Arab nationalism that offered so much in the 1950s but failed to deliver. But these events should not be considered in isolation from events of the whole 20th century, in particular the betrayal of Arab nationalism by the Allied forces, especially Britain and France after the First World War. The history of injustice that Robert Fisk has chronicled in a monumental volume reveals the complexity and nuances of an East-West conflict that continued to fracture the Middle East. In a Hollywood-based film such as American Sniper it is easy to depict the region from a Western perspective without considering the cycle of injustice and oppression that gave birth to the rage that eventually lashed out at the West. Rage can also be rage against war, or rage about the mistreatment of war victims. The large-scale protests against the war before the 2003 Iraq invasion have faded into apparent nothingness, despite nearly two decades of war. Protest rage appears to have been replaced by outrage on behalf of the victims of war; the refugees, asylum seekers, economic migrants and those displaced by the ever- spreading conflict that received a new impetus in 2011 with the Arab Spring democracy movements. One spark point for rage ignited when Tunisian street vendor Mohamed Bouazizi embarked on his act of self-immolation in protest against harassment by public officials. This moment escalated into a kaleidoscope of collective rage as regimes were challenged from Syria to Libya, but met with a tragic aftermath. Sadly, democratic governments did not emerge, but turned into regimes of extremist violence exemplified in the mediaeval misogynistic horror now known as ISIS, or IS, or the Islamic State of Iraq and Syria (Hassan). This horror intensified as millions of civilised Syrians and Iraqis sought to flee their homelands. The result was the movement of peoples, which included manipulation by ruthless people smugglers and detention by governments determined to secure borders — even even as this eroded decades of consensus on the rights of refugees. One central image, that of three-year-old Aylan Kurdi’s corpse washed up on a beach (Smith) should invoke open rage. Here, the incongruity was that a one-time Turkish party beach for affluent 18 to 35-year-olds from Western Europe would signify the death place of a Syrian refugee child, now displaced by war. The historical significance of East/West conflicts in the Middle East, recent events post- Arab Spring, the resulting refugee crisis in the region, and global anti-war protests should be foremost when examining Clint Eastwood's film about an American military sniper in Iraq.Hot Rage and Cold Rage Recent mass shootings in the United States have delineated factions within the power of rage: it seems to blow either hot or cold. US Army psychiatrist Major Nidal Malik Hasan was initially calm when he embarked on a public expression of rage, wounding 30 people and murdering 13 others in a mass shooting event in 2009 (MacAskill). Was this to be categorised as the rage of a nihilist, an Islamist - or as just another American mass shooting like events in Orlando or Sandy Hook? The war journalist and film maker Sebastian Junger authored a study on belonging, where he linked mass shootings (or rampage killings) to social stress and disunity, as a “tendency rising steadily in the US since the 1980s” (115-116). In contrast, the actions of a calm and isolated shooter on a rooftop can be justified as acceptable behaviour if this occurs during war. Now in the case of Chris Kyle, he normalised his tale of calm killing, as an example identified by action “built on a radically asymmetric violence” (Pomarede 53).Enemy at the Gates The point is that sniper killings can be presented in film as morally good. For example, the 2001 film Enemy at the Gates portrays a duel of two snipers in Stalingrad, Russia. This is a fictionalised contest of a fictionalised event, because there was only tangential evidence that Russian sniper hero Vasily Zaytsev actually engaged in a three-day sniper duel with his German enemy during the Second World War. Enemy at the Gates presents the sniper as an acceptable figure in mass popular culture (or even a hero?), which provides the justification for American Sniper. However, in this instance, viewers could recognise a clear struggle between good and evil.Politically, Enemy at the Gates, whether viewed from a conservative or a progressive perspective, presents a struggle between a soldier of the allies (the Soviet Union) and the forces of Nazism, undeniably the most evil variant of fascism. We can interpret this as a defence of the communist heartland, or the defence of a Russian motherland, or the halting of Nazi aggression at its furthest expansion point. Whichever way it is viewed, the Russian sniper is a good man, and although in the movie’s plot the actor Ralph Fiennes as political commissar injects a dimension of manipulation and Stalinist authoritarian control, this does not detract from the idea of the hero defeating evil with single aimed shots. There is rage, but it is overshadowed by the moral ‘good.’American Sniper The true story of Chris Kyle is quite simple. A young man grows up in Texas with ‘traditional’ American values, tries sport and University, tries ranch life, and joins the US Navy Special Forces. He becomes a SEAL (Sea, Air and Land) team member, and is trained as a specialist sniper. Kyle excels as a sniper in Iraq, where he self-identifies as America's most successful sniper. He kills a lot of enemies in Iraq, experiences multiple deployments followed by the associated trauma of reintegration to family life and redeployment, suffers from PTSD, returns to civilian life in America and is himself shot dead by a distressed veteran, in an ironic act of rage. Admired by many, the veracity of Kyle’s story is challenged by others, a point I will return to. As noted above, Kyle kills a lot of people, many of whom are often unaware of his existence. In his book On Killing, Lieutenant-Colonel David Grossman notes this a factor that actually causes the military to have a “degree of revulsion towards snipers” (109), which is perhaps why the movie version of Kyle’s life promotes a rehabilitation of the military in its “unambiguous advocacy of the humility, dedication, mastery, and altruism of the sniper” as hero (Beck 218). Most enlisted soldiers never actually kill their enemies, but Kyle kills well over 100 while on duty.The 2012 book memoir of United States Navy sniper Chris Kyle at war in Iraq became a national cultural artefact. The film followed in 2014, allowing the public dramatisation of this to offer a more palatable form for a wider audience. It is noted that military culture at the national level is malleable and nebulous (Black 42), and these constructs are reflected in the different variants of American Sniper. These cultural products are absorbed differently when consumed by the culture that has produced them (the military), as compared to the way that they are consumed by the general public, and the book American Sniper reflects this. Depending upon readers’ perspectives, it is a book of raw honesty or nationalistic jingoism, or perhaps both. The ordinary soldier’s point of view is reiterated and directed towards a specifically American audience. Despite controversy and criticism the book was immensely successful, with weeks on the New York Times bestseller list. While it naturally appealed to many in its primary American audience, from an Australian perspective, the jingoism of this book jars. In fact, it really jars a lot, to the point of being quite challenging to read. That Australian readers would have difficulty with this text is probably appropriate, because after all, the book was not created for Australians but for Americans.On the other hand, Americans have produced balanced accounts of the soldier experience in Iraq. A very different exemplar is Garry Trudeau’s Doonesbury blog that became the book The Sandbox (2007). Here American men and women soldiers wrote their own very revealing stories about the wars in Iraq and Afghanistan, in autobiographical accounts that ranged from nuanced explanations of the empathy for the soldier’s predicament, to simple outright patriotism. TIn their first-hand accounts of war showed a balance of ordinary pathos, humour – and the raw brutality of a soldier finding the neck stem of a human spine on the ground after a suicide bomb attack (Trudeau 161) – and even this seems more palatable to read than American Sniper. A similar book on the US military sniper experience (Cavallaro and Larsen) also shows it is possible to incorporate a variety of perspectives without patriotic jingoism, or even military propaganda being predominant.In contrast to the book, the film American Sniper narrates a more muted story. The movie is far more “saccharine”, in the words of critical Rolling Stone reviewer Matt Taibbi, but still reflects a nationalistic attitude to war and violence — appropriate to the mood of the book. American producer/director Clint Eastwood has developed his own style for skipping around the liminal space that exists between thought-provoking analysis and populism, and American Sniper is no exception. The love story of Chris Kyle and his wife Taya looks believable, and the intensity of military training and war fighting, including the dispassionate thoughts of Kyle as sniper, are far more palatable in the film version than as the raw words on the page.The Iraq War impacted on millions of Americans, and it is the compelling images shown re-living Chris Kyle’s funeral at the film’s conclusion that leaves a lasting message. The one-time footballer’s memorial service is conducted in a Texas football stadium and this in itself is poignant: but it is the thousands of people who lined the highway overpasses for over 200 miles to farewell him and show respect as his body travels towards the funeral in the stadium, that gives us an insight into the level of disenchantment and rage at America’s loss. This is a rage fuelled by losing their military ‘empire’ coupled with a traumatised search for meaning that Jerry Lembcke sees as inextricably linked to US national failure in war and the tragedy of an individual soldier’s PTSD. Such sentiments seem intimately connected to Donald Trump’s version of America, and its need to exercise global power. Kyle died before Trump’s election, but it seems evident that such rage, anger and alienation experienced by a vast segment of the American population contributed to the election result (Kluger). Calm Cold Calculation Ironically, the traditional sniper embodies the antithesis of hot-blooded rage. Firing any long- distance range weapon with accuracy requires discipline, steady breathing and intense muscle control. Olympic shooting or pentathlons demonstrate this, and Gina Cavallaro and Matt Larsen chronicle both sniper training and the sniper experience in war. So, the notion of sniper shooting and rage can only coexist if we accept that rage becomes the cold, calculating rage of a person doing a highly precise job when killing enemies. In the book, Kyle clearly has no soldierly respect for his Iraqi insurgent enemies and is content to shoot them down one by one. In the film, there is greater emphasis on Kyle having more complex emotions based around the desire to protect his fellow soldiers by shooting in a calm and detached fashion at his designated targets.Chris Kyle’s determination to kill his enemies regardless of age or gender seems at odds with the calm detached passivity of the sniper. The long-distance shooter should be dispassionate but Kyle experiences rage as he kills to protect his fellow soldiers. Can we argue he exhibits ‘cold rage’ not ‘hot rage’, but rage none the less? It would certainly seem so. War Hero and Fantasist?In life, as in death, Chris Kyle presents a figure of controversy, being praised by the political far right, yet condemned by a diverse coalition that included radicals, liberals, and even conservatives such as former soldier Michael Fumento. Fumento commented that Kyle’s literary embellishments and emphasis on his own prowess denigrated the achievements of fellow American snipers. Reviewer Lindy West described him as “a hate filled killer”, only to become a recipient of rage and hatred from Kyle supporters. Paul Rieckhoff described the film as not the most complex nor deepest nor provocative, but the best film made about the Iraq war for its accuracy in storytelling and attention to detail.Elsewhere, reviewer Mark Kermode argues that the way the film is made introduces a significant ambiguity: that we as an audience can view Kyle as either a villain, a hero, or a combination of both. Critics have also examined Kyle’s reportage on his military exploits, where it seems he received less fewer medals than he claimed, as well as his ephemeral assertion that he shot looters in the aftermath of Hurricane Katrina (Lamothe). In other claims, the US courts have upheld the assertion of former wrestler turned politician Jesse Ventura that Kyle fabricated a bar-room brawl between the two. But humans are complex beings, and Drew Blackburn sees it as “entirely plausible to become both a war hero and a liar” in his candid (Texas-based) assessment of one person who was, like many of us, a multifaceted figure.Conclusion This article has addressed the complicated issues of rage originating in the historical background of military actions that have taken place in the East/West conflicts in the Middle East that began in the region after the Second World War, and continue to the present day. Rage has become a popular trope within popular culture as military chic becomes ‘all the rage’. Rage is inextricably linked to the film American Sniper. Patriotism and love of his fellow soldiers motivated Chris Kyle, and his determination to kill his country’s enemies in Iraq and protect the lives of his fellow American soldiers is clear, as is his disdain for both his Iraqi allies and enemies. With an ever- increasing number of mass shootings in the United States, the military sniper will be a hero revered by some and a villain reviled by others. Rage infuses the film American Sniper, whether the rage of battle, rage at the moral dilemmas his role demands, domestic rage between husband and wife, PTSD rage, or rage inspired following his pointless murder. But rage, even when it expresses a complex vortex of emotions, remains dangerous for those who are obsessed with guns, and look to killing others either as a ‘duty’ or to soothe an individual crisis of confidence.
