In the discussion on the new territorial division of Poland, some experts present views on the need to change the current division into voivodeships. Reforms in this direction are based mainly on arguments resulting from studies and analyses of the country’s spatial development. If such reforms were to take place, they must take into account the multifaceted political and legal status of the voivodeship, its importance as a European region and the highest local government unit in the state, as well as the government administration in the voivodeship.

Resumo:
The article is of a scientific and research nature and it is aimed primarily at outlining the legal status of animals and to what extent legal regulations governing this status determine the level of humane protection of animals in Poland. To achieve this goal, first of all, the concept of “animal” needed to be made more specific, the principle of dereification discussed and its normative scope outlined, and the characteristics of an animal as a specific tangible good needed to be presented. The need to address the issue is determined primarily by the awareness that the way of human life and human attitude to animals has been changing with the development of civilisation. In any case, the changes that have taken place in this area in recent decades make the title issue topical and conducive to verify previous findings. It is assumed that the research carried out will contribute to the development of an optimal model of legal protection of animals and to the development of legal science. The very dissemination of the results is to raise the social awareness of the legal status of animals, which is one of the conditions of further progress of civilisation.

In Russia, like elsewhere in the world, artificial intelligence, robots and robotic technologies have been introduced into various fields of economy, and state and public life. The variety of spheres of application in which artificial intelligence in different forms is currently used and will be used in future, have implications for the legal system and require adequate legal developments that would take into account the features of these fundamentally novel and previously unknown technologies. The solution of this complex task, in its turn, involves theoretical understanding of multiple conceptual issues that can affect the success or failures of legal regulations in the area of public relations under consideration. The article considers Asimov’s laws of robotics and ethical norms that have been proposed for artificial intelligence in the Concept of development of regulation of relations in the sphere of artificial intelligence and robotics technologies for the period till 2024. The authors discuss the subject of criminal law assessment of robots’ behavior, and propose the understanding and definitions of notions like “ethics” and “lawfulness” of robots’ behavior, “ethical violations”, “offences”, “guilt” and “responsibility” of robots. The authors also analyze anthropomorphism as one of the strategies of social robotics, its pros and cons. The authors conclude that legislation should use as a starting point the functions of artificial intelligence and it should be uniform towards all emerging forms. At present stage of development, it is necessary to have a legal regime established for robots (artificial intelligence), while the legal status for them is the matter of future, when they will acquire real autonomy and will be able to carry out their own free choice of behavior.

The article introduces some legal theories and normative acts behind the constitutional and legal status of people who live in the Donetsk People's Republic and the Lugansk People's Republic. The author conducted a comparative analysis of the theoretical, constitutional, and legal foundations that define the personal legal status, rights, freedoms, and obligations stipulated by the Constitutions of Ukraine, the Donetsk People's Republic, the Luhansk People's Republic, and the Russian Federation. The research relied on general scientific methods of cognition, i.e., analysis and synthesis, and specific scientific methods, i.e., retrospective, comparative legal, and formal legal analyses. The resulting comprehensive assessment covered the constitutional and legal status of Donbass citizens and highlighted the transformation of their personal legal status, rights, freedoms, and obligations. The results can be used in further scientific research, teaching legal disciplines, and law-making activities connected with the status of Donbass population. Their constitutional and legal status has undergone significant changes in a short period of time. Initially based on the legislation of Ukraine, it was transformed when the self-proclaimed states of Donbass and Lugansk joined the Russian Federation. New approaches, different from the current legal habits, have to be introduces with extreme carefulness: if the transition does not run smooth, Donbass and Lugansk citizens may unintentionally violate the law or even reject the new legal realities.

The article examines the legal status of foreigners and stateless persons. It is emphasized that the study of the essence of the legal status of foreigners and stateless persons allows to clarify their place and role in society and the state as its members and explains the peculiarities of their legal status. The article analyzes the concept of "legal status" as a multifaceted, complex category, the structure of which contains a complex of rights, obligations and guarantees. It has been established that the legal status of foreigners and stateless persons is defined as a set of legal norms containing fundamental principles and guarantees that determine the behavior of foreigners and stateless persons in connection with their exercise of rights, obligations, freedoms and legitimate interests on the territory of Ukraine. The article states that the rights and obligations are the basis of the legal status of foreigners and stateless persons who are in Ukraine on legal grounds and enjoy the same rights and freedoms as citizens of Ukraine. It has been established that foreigners and stateless persons have certain restrictions affecting political rights, as well as ownership of agricultural land. It was concluded that the legal status of foreigners and stateless persons is a complex legal institution, regulated by the norms of law, containing the legally fixed position of subjects in the social system with the set of rights and obligations and guarantees guaranteed to them.

"The aim of this article is to define a legal status and specific features of minors who executed imprisonment in correctional colonies. The article also describes the ongoing reforms in the Republic of Uzbekistan to expand the rights of prisoners. Furthermore, the norms of the Criminal Executive Code of the Republic of Uzbekistan to ensure the rights of imprisoned minors are analyzed. In this article, the international standards in ensuring the rights and legitimate interests of minors are described, and the legal norms and law enforcement practices of foreign countries such as Italy, Latvia, Great Britain, and Russia are compared. In addition, the author gives suggestions to evolve legislation of the rights and freedoms, particularly, the right to get an education and the rights of convicts to effectively assist in their post-penitentiary adaptation during the release phase of minors who have been sentenced by the legislation of the Republic of Uzbekistan and the Criminal Executive Code."

The article examines the essence of the legal categories "legal status" and "legal position", the meaning of which has not yet received precise regulatory regulation, and therefore disagreements arise between scientists about the application of such concepts in scientific circulation. To determine the meaning and correlation of these categories, it is proposed to resort to the philosophy of law and, in particular, to the comprehensive theory of law, which allows, on the basis of a universal method, to obtain objective and complete knowledge, without idealizing legal phenomena and without allowing the superiority of any legal theory. In its context, the essence of the legal status and legal position is revealed, according to which the legal position reflects the set of real rights, duties and responsibilities of the subject established by the rules of law, associated with specific legal facts that arise in the process of legal relations in everyday life, while the legal status is stable, legally enshrined character, representing a stable, static legal state and at the same time being the initial level of development of the legal position. In conclusion, the author comes to the conclusion that knowledge of the essence of a number of legal phenomena goes beyond the narrow legal understanding of it, therefore, to obtain complete and objective knowledge it is necessary to use a philosophical and legal approach.

Legislators only sporadically regulate the compliance function within companies, primarily in the financial sector. The primary task of compliance officers (CO) is to ensure that the overall business operations comply with legal norms. When discussing the potential liability of compliance officers, it is necessary to analyze their legal position within the corporation. The liability of compliance officers should primarily be considered as the employee's responsibility towards the employer. From the perspective of corporate law, the theoretical background should focus on whether compliance officers have a distinct legal status within the company. The authors aim to contribute to the discussion on potential changes in corporate governance, where corporate officers such as compliance officers gain more influence, and to raise awareness of the precarious position of compliance officers under current solutions of both the Anglo-American and Continental European models.

İnternational legal status of Caspian Sea has long been a controversial subject among littoral states. Determining a status of the Caspian Sea as a lake, a sea, or a specific body of water, also, specifying the international legal status and regime caused disagreement among the five Caspian Sea littoral states. As a result, it made more tough to resolve the issue of the legal status of the Caspian Sea. On August 12, 2018, the Convention on the Legal Status of the Caspian Sea was signed by the leaders of the Caspian littoral states in Aktau, Kazakhstan. Although this convention did not fill all the necessary gaps, it eliminated a historical problem. The main point of the convention is the naming of the Caspian Sea "a watershed surrounded by the coastal areas of the parties." The use of the term "Sea" is only conditional. The research subject is the legal status of jurors and commercial court assessors; the research object is social relations emerging during the implementation of substantive and procedural rules defining the status of the above mentioned categories of assessors according to the Russian national legislation as judges ad hoc. The author analyzes the legislation regulating the jurors and commercial court assessors focusing on its interpretations - judicial and doctrinal. The research contains the discussions with Russian scholars on the research topic, generalizes their views, describes contradictions and demonstrates the differences in their opinions. The author uses the statistical and other methods and arrives at particular conclusions. The author places the conclusions and suggestions both in the very text and in the executive summary of the article. The main is the conclusion about the equality of legal statuses of federal judges, jurors and commercial court assessors, and the equality of the statuses of federal judges emeritus and court assessors with the expired tenure. The novelty of the research consists in particular suggestions about the improvement of the legislation and detailed (compared with other works) elaboration of the status of court assessors. The author’s contribution consists in the elaboration of the problem which is of theoretical and practical importance, and is particularly urgent in the context of the judicial reform and law enforcement activities affecting protected persons.

The article is devoted to one of the urgent and topical problems of medical law, the problem of determining the legal status of human biological material. The changes taking place today in medicine and genetics open up a number of new opportunities for the study of man, his body and its use. Man has long been seen by science not so much as a "spiritual" value, but as a value as an "object of study" and an "object of experiment". No one denies the material essence of human organs, tissues, their ability to be the subject of a number of civil law transactions (purchase, sale, mines, storage, transportation, etc.). All this requires the legislator to look at human biological material in a new way. The law must respond to all these changes that are taking place in society, in the form of regulation of these benefits, the absence of which we see today. Public relations are developing much faster than the corresponding changes in legislation. The law can help the development of these relations, properly regulating them, and can slow down this process, which is currently happening in Ukrainian law. However, the law cannot stop the process of using human biomaterial, which has long begun. Thus, the purpose of the article is to consider the legal status of human biological material, to determine its place among the existing objects of civil rights. It is proved that the current level of development of medicine, genetics requires a new approach to the study of human biological material, its legal status and place in the system of modern civil law, which determines the relevance of the chosen research topic. Unfortunately, the legislation of Ukraine and most foreign countries does not recognize biomaterial separated from humans as an object of civil rights. However, the author concluded that the subject of a number of transactions, separated from human biomaterial, is no longer an "integral" part of the body, which only confirms the need to consider it as an independent object of civil law, which by its characteristics (material (physical) separation and the ability to act as a commodity in civil circulation) "tends" to the category of things, which is the novelty of this work.

Abstract. An exponential improvement of numerical weather prediction (NWP) models was observed during the last decade (Lynch, 2008). Civil Protection (CP) systems exploited Meteo services in order to redeploy their actions towards the prediction and prevention of events rather than towards an exclusively response-oriented mechanism1. Nevertheless, experience tells us that NWP models, even if assisted by real time observations, are far from being deterministic. Complications frequently emerge in medium to long range forecasting, which are subject to sudden modifications. On the other hand, short term forecasts, if seen through the lens of criminal trials2, are to the same extent, scarcely reliable (Molini et al., 2009). One particular episode related with wrong forecasts, in the Italian panorama, has deeply frightened CP operators as the NWP model in force missed a meteorological adversity which, in fact, caused death and dealt severe damage in the province of Vibo Valentia (2006). This event turned into a very discussed trial, lasting over three years, and intended against whom assumed the legal position of guardianship within the CP. A first set of data is now available showing that in concomitance with the trial of Vibo Valentia the number of alerts issued raised almost three folds. We sustain the hypothesis that the beginning of the process of overcriminalization (Husak, 2008) of CPs is currently increasing the number of false alerts with the consequent effect of weakening alert perception and response by the citizenship (Brezntiz, 1984). The common misunderstanding of such an issue, i.e. the inherent uncertainty in weather predictions, mainly by prosecutors and judges, and generally by whom deals with law and justice, is creating the basis for a defensive behaviour3 within CPs. This paper intends, thus, to analyse the social and legal relevance of uncertainty in the process of issuing meteo-hydrological alerts by CPs. [Purpose] To study the feasibility of establishing the status of artificial intelligence and outlining its characteristics, as well as to identify problems associated with the introduction of the subject of legal relations “electronic person”. [Methodology] The main method, used in this article, was analysis of the approaches to understanding the essence of artificial intelligence and concepts of legal personality of the electronic person. [Findings] Based on the analysis of the approaches to understanding the essence of artificial intelligence and concepts of legal personality of the electronic person, the conclusion is that the legal personality of the electronic person depends on the presence of features that characterize it as a subject of law: autonomy (separation) and personalization. [Practical Implications] The practical significance lies in the formation of proposals for improving approaches to establishing the essence of artificial intelligence and determining the legal status of the electronic person.

The need for conceptual updating of civil legislation of Ukraine is one of the necessary conditions for attracting investment, ensuring proper and effective legal regulation of micro- and macroeconomic processes, which, in turn, removes obstacles to the development of new economic relations. Undoubtedly, in order to ensure the rule-making process, it is necessary to take into account the experience of foreign states, in particular the provisions of a private law nature developed within the framework of international organizations, as well as the experience of EU member states. However, when using the positive rule-making experience of foreign states and international organizations, the peculiarities of economic and political development of our state must be taken into account. One of the proposals by the developers of the Concept of updating the Civil Code of Ukraine is to consolidate the legal status of a legal entity under public law. This legislative approach aims to bring Ukraine's civil law closer to the EU and to address law enforcement issues. The state realizes its legal personality, including in the sphere of private relations, through the bodies created by it. Therefore, it seems reasonable to believe that in such conditions it is sufficient to grant the legal status of a legal entity under public law to public authorities. Each of the subjects has its own peculiarities of participation in civil relations due to the nature of origin, but this does not violate the principle of equality and does not create obstacles to entry and participation in them. The state, regardless of the peculiarities of entry and participation in civil relations, is their participant (subject) on a par with individuals and legal entities, whose participation also has its own characteristics. Moreover, enshrining in the Central Committee of Ukraine the provision that the state of Ukraine is a legal entity under public law may create additional grounds for manipulation at the political level in the context of the Russian Federation's attack on Ukraine. It is obvious that the aggressor country will use any grounds to deny the statehood of Ukraine, despite the fact that some states have a practice of consolidating the status of a legal entity under public law. The state of Ukraine is an independent participant in civil relations, which has no advantages in joining and participating in them. Peculiarities of state participation in civil relations are determined by acts of civil law in the same way as other participants in civil relations. The presence of sovereignty, as well as other features of the state, does not create advantages or obstacles to such participation. This gives grounds to conclude about the complex structure and integrity of the legal personality of the state.

The article provides a comparative study of two legal categories: marital legal personality and the legal status of a married person; the author’s definitions of each of these categories are given, a detailed description of the family legal status as part of the general marital legal status of an individual including a number of special statuses: family legal, civil legal, and also enshrined in the branches of public law. The definition of the concept of marriage is formulated taking into account the legal status of a married person, a proposal for its legislative consolidation, as well as a number of proposals for improving the norms of family and a number of other branches of law regulating the legal status of a married person.
