Artikel ini bertujuan untuk menganalisis upaya pemerintah Lebanon untuk memposisikan Lebanese Armed Forces (LAF) sebagai kekuatan pertahanan utama dalam menjamin kedaulatan negara. LAF sebagai institusi militer reguler berkompetisi dengan kekuatan Hizbullah, sehingga fenomena tersebut menjadi tantangan bagi pemerintah Lebanon secara domestik dan internasional dalam memperebutkan legitimasi publik, terlepas dari isu-isu kolusi dan dependensi terhadap eksistensi aktor internal maupun intervensi eksternal. Artikel ini juga memberikan rekomendasi solusi yang didasarkan pada hasil observasi selama penulis menjalani penugasan Operasi Perdamaian Dunia di Lebanon (UNIFIL) pada 2010 dan 2018. Artikel ini diharapkan dapat berkontribusi terhadap pengembangan empiris dan literatur secara akademis tentang situasi politik di Lebanon dan memberikan lesson learned atas kehidupan bernegara dengan latar belakang konfigurasi demografi yang heterogen, dihadapkan pada dinamika konflik dan kekuasaan.

Lebanon is a western Asian country with an area of 10 452 km2 and a population of around 4 million (excluding the 10 million Lebanese immigrants worldwide). It has approximately 60 psychiatrists, mostly concentrated in the capital, Beirut, although a trend for decentralisation is currently observed. The number of psychiatrists is steadily increasing as postgraduate training centres have been established during the past decade. There are, however, few sub-specialists, owing to a lack of adequate training programmes.

This research was conducted aiming to analyze the Effect of Recruitment, Leadership, and Local Culture on Discipline and Performance of Garuda Contingent Soldiers in Lebanon.This research is a quantitative study with a positivist approach that uses primary data through a sample survey of 305 soldiers serving in Lebanon as a sample of 1,290. Garuda Indonesia contingent soldiers in Lebanon. Data were analyzed using descriptive analysis techniques and Structural Equation Modeling (SEM) analysis.The results showed that: 1). Recruitment had a positive and significant effect on the discipline of Indonesian garuda contingent in Lebanon. 2) leadership has a positive and significant effect on the discipline of Garuda Indonesia Contingent Soldiers in Lebanon. 3) The local culture has a positive and significant effect on the discipline of Garuda Indonesia Contingent Soldiers in Lebanon. 4) Recruitment has a positive and significant effect on the performance of Indonesian garuda contingent in Lebanon. 5) Leadership has a positive and insignificant effect on the performance of Indonesian Garuda contingent soldiers in Lebanon. 6) The local culture has a positive and significant effect on the performance of Garuda Indonesia contingent soldiers in Lebanon. 7). Abstract The Lebanese historian Asad Rustum (1897–1965) devoted much of his career to the study of Ottoman Syria in the early nineteenth century. For him, this history culminated in the dramatic events of 1840–41, when a Lebanese armed uprising against an Egyptian occupation, combined with European intervention, triggered far-reaching changes in the region’s politics. This article explores how Rustum’s accounts of the Egyptian occupation period and its end refract the complexities of that moment itself, through the dilemmas of a self-consciously professional historian working under the French Mandate and in early independent Lebanon. By comparing his histories of the Egyptian occupation with both his documentary collections and his own private archive held at AUB, this article reveals the complexities, achievements and limits of Rustum’s historical method. Above all, it argues, Rustum’s desire to narrate Lebano-Syrian modernisation was held in check—paradoxically perhaps—by his conviction of his own modernity.

Artikel ini membahas tentang politik konfesionalisme yang telah menjadi sebuah pilihan politik atas keberagaman agama masyarakat Lebanon. Politik konfesionalisme adalah sistem pemerintahan yang secara proporsional mengalokasikan kekuasaan politik berdasarkan agama. Keberagaman agama yang ada di Lebanon tidak terlepas dari perjalanan sejarah yang kompleks, yang kemudian berdampak kepada perubahan sosial di Lebanon. Keberagaman tersebut kerap menimbulkan berbagai masalah di Lebanon, bahkan termasuk konflik bersenjata. Konflik bersenjata terbesar di Lebanon terjadi pada periode tahun 1975-1990. Perang ini sangat dipengaruhi oleh agama karena masing-masing aktor membawa identitas agama mereka dalam berperang. Artikel ini menggunakan metode kualitatif yang bertujuan mengeksplanasi perubahan sosial yang terjadi sampai akhirnya rakyat Lebanon menyepakati politik konfesionalisme sebagai solusi untuk menghadirkan stabilitas sosial politik di negara tersebut.

AbstractConiferous forests are an important component of the Lebanese landscape. Ten species of conifers in five genera are found as wild populations in Lebanon: Cilician fir Abies cilicica, cedar of Lebanon Cedrus libani, Mediterranean Cyprus Cupressus sempervirens, Syrian juniper Juniperus drupacea, Grecian juniper J. excelsa, willdenow J. foetidissima, prickly juniper J. oxycedrus, Calabrian pine Pinus brutia, Aleppo pine P. halepensis and stone pine P. pinea. Although none of these species are seriously threatened in a global context, they exist in Lebanon mostly as fragmented and degraded populations, and their habitats are under great pressure from urbanization and associated development. Conservation efforts in Lebanon have concentrated mainly on the cedar of Lebanon, with two cedar of Lebanon forests protected as Nature Reserves. Large areas of forest, coniferous and otherwise, remain unprotected. In this review, the need for an integrated approach to conservation of the coniferous landscape of Lebanon and the importance of the participation of local communities in this process are emphasized.

The article describes the period of diplomatic relations between Ukraine and Lebanon at the time of the Mount Lebanon Mutasarrifate in the light of the ruling of Governor Muzaffer Pasha, or Władysław Czajkowski (1902–7), a representative of the Ottoman Empire of Ukrainian origin. By examining historical and information sources, the author proves Ukrainian descent of the Governor of Lebanon, while also presenting riveting facts from the life of his father, Michał Czajka-Czajkowski. The article offers an insight into the political activities of the Mount Lebanon Mutasarrifate in the realms of land, economic, tax, law and election relations along with their consequences for the development of Lebanon in general. At the beginning of his tenure, Muzaffer made a number of decisions, which he further tried to implement. He was sure that the lack of arable land was an obstacle for the well-being of the Lebanese nation and the primary reason for its migration abroad in search of greener pastures. He thus stood for the accession of lands to Mount Lebanon and supported Lebanese businessmen in the establishment of an independent organisation responsible for imports and exports regulation and spread of hookahs and tobacco in Mount Lebanon. Muzaffer vigorously supported the aspiration of some Lebanese to create an international seaport. He also initiated an increase of indirect taxes that caused loud public outcry. Muzaffer attempted to introduce special identification documents for citizens of Lebanon. He was the first to offer elections by secret ballot and unbiased control at all stages of the electoral process. The author stresses it is a thankless task to evaluate activities of any politician. However, it is worth mentioning Muzaffer Pasha went down in political history and became the common link between Ukraine and Lebanon due to his origin and activities. Background: Valuation studies of preference-based health measures like SF6D have been conducted in many countries. However, the cost of conducting such studies in countries with small populations or low- and middle-income countries (LMICs) can be prohibitive. There is potential to use results from readily available countries’ valuations to produce better valuation estimates. Methods: Data from Lebanon and UK SF-6D value sets were analyzed, where values for 49 and 249 health states were extracted from samples of Lebanon and UK populations, respectively, using standard gamble techniques. A nonparametric Bayesian model was used to estimate a Lebanon value set using the UK data as informative priors. The resulting estimates were then compared to a Lebanon value set obtained using Lebanon data by itself via various prediction criterions. Results: The findings permit the UK evidence to contribute potential prior information to the Lebanon analysis by producing more precise valuation estimates than analyzing Lebanon data only under all criterions used. Conclusions: The positive findings suggest that existing valuation studies can be merged with a small valuation set in another country to produce value sets, thereby making own country value sets more attainable for LMICs.

Lebanon has had an ambiguous approach to the more than one million Syrians seeking protection in the country since 2011. The country is neither party to the 1951 Convention relating to the Status of Refugees, nor does it have any national legislation dealing with refugees. In October 2014, Lebanon’s Council of Ministers adopted the first comprehensive policy on Syrian displacement, one explicit goal of which is to decrease the number of Syrians in Lebanon by reducing access to territory and encouraging return to Syria. This ambition is currently being implemented through the December 2014 General Security Office new set of entry requirements for Syrians and new rules for Syrian nationals already in Lebanon applying for and renewing their residency permits. Building on 10 months of fieldwork in Lebanon, this article explores the legal status of Syrian refugees in Lebanon in light of the recent regulatory changes. It argues that these leave many refugees in a deeply precarious legal position, with an overwhelming majority of Syrian refugees present in Lebanon without legal status. In essence, this article argues that Syrians in Lebanon are left with two options: they either leave the country or stay and accept exploitation.

This paper attempts to identify threats to the security environment of Lebanon and the prospects for their changes, affecting the activities of Polish military contingents and their personnel, taking into account historical aspects, internal and external threats and contemporary conditions of the security environment of the region and Lebanon. It uses the results of research conducted by the author in the years 2012-2020. Included in the study there are Polish military contingents operating as part of the United Nations Interim Force in Lebanon (UNIFIL) between 1992 and 2009, such as: the Polish Military Medical Unit, the Polish Military Contingent in Lebanon (PMC Lebanon/PMC UNIFIL), and the “new” PMC in Lebanon, which began performing mandated tasks in November 2019. Polish contingent operations in Lebanon have been affected by the aftermath of the never-ending conflict with Israel since 1948, the civil war in Syria, the growth of terrorist organisations in the Levant region, Shiite Hezbollah, growing in terms of military strength and political influence, and nearly two million war refugees. These factors resulted in a significant increase in threats to peacekeepers and observers serving in Lebanon, and the primary source of these threats is the direct impact caused by the enemy using various heavy weapons, aviation and other arms in attacks on the bases, patrols and posts of the contingent’s subdivisions. UNIFIL forces, together with the PMC Lebanon, are likely to face the problem of “participation” in another armed conflict, whether small or large-scale. The PMC soldiers, due to their deployment and the nature of their tasks, are likely to be exposed to possible personnel loss and material damage.

Working conditions and maternity leave in Lebanon In Lebanon, women are working more often than in the past. The objective of this work is to evaluate maternity leave duration and problems encountered by Lebanese women during and after pregnancy. A crosssectional study was carried out to assess work conditions of 802 mothers regarding their last pregnancy and delivery. The analysis shows that maternity leave and working women rights are not respected in Lebanon. There is an urgent necessity to reinforce the law in Lebanon.
