Land parcels fragmentation problem in different agriclimatic zones of Ukraine is reviewed; general pattern, as well as regional specific is outlined. Land management of fragmented parcels in agricultural use is discussed, including land ownership and jurisprudence issues of land consolidation. Three key plots were chosen to analyze issues of land fragmentation, geospatial data shown demonstrate need for land consolidation to optimize agricultural land-use of such territories. Specificity fragmentation of land for agricultural companies, located in the mountainous regions of Ukraine, is noted. Gaps in the legal regulation of relation connected with land fragmentation were disclosed. Problems of land inheritance in the context of fragmentation, exchange of land resources as a tool for effective functioning of land market, the small and medium producers, economic development and agriculture in general; the creation of a land bank is regarded as a factor in reducing fragmentation of land were examined.

Assessing the land-use measures systematically is an essential procedure in providing sustainable land management practice. Land-use efficiency (LUE) may be measured by using a methodological framework that prescribes the conditions, integrated methods, models, classifications, an indicator system, and sequential evaluation procedures. This paper focuses on development of measuring techniques to assess the LUE on the basis of systems approach and discusses the challenges of measuring LUE according to established methodological framework. The findings of the study show that chosen integrated research methods in distinct variations according to the introduced evaluation framework may be applied for measuring LUE. Systematic evaluation of LUE is necessary to support a decision-making in land-use management and to promote a land use in better and more efficient way.

Global climate warming annually leads to a decrease in the agro-climatic potential of farming, many areas of traditional cultivation of land become unsuitable for agriculture due to desertification, swamping and erosion processes. Purpose - the concept of sustainable land use is considered, taking into account foreign experience. Methods are based on the system analysis of works of domestic and foreign scientists and data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, analytical reports of the Committee on Land Resources Management. Results - different approaches to solving the problems of agroindustrial complex are presented, the main trends in the development of the agrarian sector of the republic, the need to combat land degradation, to preserve their productivity and ecosystem functions are shown. Conclusions - the analysis of world practice shows that the principles of land cultivation based on environmental, social and economic criteria should be implemented based on the effective use of agricultural land, that is, through the optimization of agricultural land fund. The research has an interdisciplinary character. The systematic study of this issue contributes to the application of rational methods of land management in agricultural production. The authors note that the use of digital technologies in the sphere of land relations will help to increase the efficiency of production and economic activity, to unite the main factors and efforts of the participants of this process in a single information space, to increase the reliability and completeness of transmitted data. Digital infrastructure in the farming system is the driver of future development. Provision of all types of services in accordance with land legislation should be digitized.

Abstract Land serves as a fundamental input for social and economic sectors, significantly influencing the achievement of the Sustainable Development Goals (SDGs). However, idle land can impede progress toward these goals if not utilized effectively. The prevalence of idle land has expanded in rural and rapidly growing urban areas across countries at different stages of development. Although several idle land management approaches have been implemented, they often result in short-term fixes rather than long-term solutions, and their efficacy remains inconsistent. Therefore, this article proposes a conceptual framework rooted in the principles of the Land Management Paradigm. This framework is developed based on a broad literature review to provide insights into the determinants for effective idle land management. The framework development draws upon the Land Management Paradigm, which highlights the interrelationship among a country’s land policy framework, land administration functions, land information infrastructures, and institutional arrangements. By utilizing this paradigm, the determinants for effective idle land management can be investigated comprehensively. The proposed conceptual framework highlights the importance of an integrated approach to idle land management. It emphasizes the need for a robust land policy framework that facilitates effective land utilization and discourages land idling. Furthermore, efficient land administration functions are vital in regulating and managing idle land. Accurate and accessible land information infrastructures are essential for informed decision-making and promoting optimal land use. Lastly, appropriate institutional arrangements must be established to ensure coordination and collaboration among relevant stakeholders involved in idle land management. In conclusion, idle land poses significant challenges to sustainable development, and existing solutions have often focused on short-term fixes. This article proposes a conceptual framework that integrates the principles of the Land Management Paradigm to enhance the effectiveness of idle land management initiatives towards implementing long-term solutions that promote optimal land utilization, contributing to achieving the SDGs.

Object: To review the impact of land tax on the efficiency of agricultural development. To review the procedure for calculating land tax in Kazakhstan. To study the features of land tax collection. To consider improving the taxation of agricultural land resources. Methods: During the course of the study, we used statistical data analysis and methods of comparative analysis. Findings: This paper reviews the aspects of agricultural land plots taxation. We have analyzed a number of factors affecting the effective taxation of land resources in Kazakhstan. We have performed a comparative analysis of land taxation in the EAEU countries. We have identified key components affecting land taxation and the main parameters of their functional efficiency. Conclusions: This paper analyzes the current state of land taxation. We have developed proposals for the development of land taxation and improvement based on cadastral valuation. The results of the study allow us to conclude which of these aspects affect the effective land management.

Due to the prognosed population increase to 9.2 billion people by 2050, the world’s crop production does not have any other chance than to increase production. This demand is a huge challenge for agriculture. Based on the forecasts, the growth rate of production of the main cereals will decrease as a result of the effect of soil, water, the increasing fuel and fertiliser prices and the impacts of climate change. Methods ensuring sustainability have to be preferred. Precision agriculture is the most effective method of crop production. We have to apply minimum cultivation in order to protect the soil surface, maintain its moisture content and increase its water reception ability. In addition to the localised use of fertiliser, sowing seed, irrigation and pesticides, it is also important to apply them in a targeted way on the basis of plot imaging. The use of the new technology results in significant cost saving and it could also reduce environmental load.

Today, economic relations in the field of land use require the presence of an effective tool to ensure environmentally safe and economically efficient use of land in agricultural production. Considering that the land, according to the Constitution of Ukraine, is defined as the main national wealth of the people and is under special protection of the state, there is a need to protect and restore agricultural lands, which is a priority task in the process of ensuring sustainable development of the country. Modern land relations in the agricultural sector are the subject of constant discussions in the process of implementing the state’s agrarian policy, which generates a number of problematic issues that require immediate resolution. As a result of carrying out an ineffective land reform, a number of socio-ecological-economic problems have arisen in the field of agricultural land use, which have caused an imbalance in the development of rural areas. Therefore, a necessary condition for ensuring the effectiveness of management decisions in the agricultural sector is the formation of technical, economic and legal prerequisites for assessing the state of land resources, organizing and planning their rational use and protection, which are implemented through the functioning of the land management system. However, due to a number of reasons and contradictions, the effectiveness of the modern land management system remains low. The land management mechanism in the general system of land resource management for the effective use of agricultural land, investment and productive potential of land in rural areas, creating conditions for increasing social, transforming it into a powerful factor of economic growth. The main functions and role of the land management mechanism in the land resource management system have been considered and grouped.

Abstract Land administration and land consolidation are two pillars of the Austrian land management sharing a long tradition and duties defined by the constitution. Land administration supports measures of land consolidation with cadastre data, land registry data and other geo–technical data. New methods and instruments of geodata assessment provides a more detailed information about land and its changes. The geo–products are contributing to an improved process efficiency of land consolidation authorities. In addition, the role of land consolidation changed from an instrument to improve farming structures to a multifunctional tool of land management.

Climate change adaptation strategies for coastal protection are examined with the help of mathematical models in the Ems/Dollart Estuary in consideration of different climate scenarios. The Ems Dollart Estuary is located at the Dutch German border in the southern North Sea, a coastal area which has suffered from enormous land losses due to medieval storm surges. Since then the medieval retreat was partly reduced by successive land reclamation following the development of salt marshes.

The article examines the issue of the formation of a system of sustainable land use as a key factor in the effective management of land resources in the management system of agricultural enterprises of Ukraine. Four groups of interrelated measures have been identified to improve the system of sustainable land use, in particular, improving the state of land resources of agricultural enterprises (fighting against erosion, organic fertilizers, various types of land reclamation, etc.); limiting the influence of non-agricultural industries, reducing the withdrawal of land from agricultural turnover, compensation of losses from non-agricultural users, reduction of pollution of land resources; use of vacant land suitable for agricultural purposes; rationalization of the use of the land fund from the point of view of the final results of agricultural production. It is emphasized that the most important measure for the establishment of a system of sustainable land use, a mechanism for managing land resources in the management system of agrarian enterprises is the transition to the principles of adaptive landscape farming, which is a system of forming land relations that provide for the rationalization and harmonization of the interaction of the natural components of the landscape and the activities of agrarian enterprises in the conditions of modern agro-industrial production. It was established that the transformation of land relations in accordance with the principles of adaptive landscape organization of territories means, first of all, the optimal ratio of agricultural land. Adaptive landscape farming involves: agro-ecological land typification by resources and limiting factors of soil fertility, heat, moisture, development potential of degradation processes; functional-purpose land typification with optimization of the ratio of land and the structure of cultivated areas; formation of the environmental protection infrastructure of the agricultural landscape; clarifying the specialization of the economy and the scheme of placing crop rotations on the territory on the basis of a comprehensive analysis of natural and economic resources and the efficiency of their use.

Land registration provides legal certainty and protection to holders of land rights. In its implementation it does not always go well, so that what is the goal can not be achieved. A person or legal entity cannot prove that he is the legal owner of a parcel of land. This can lead to land conflicts. Land conflicts can cause overlapping land tenure and overlapping land permits which often results in environmental damage. This research uses a normative juridical approach. Normative juridical research is research focused on examining the application of rules or norms in positive law. The research objective is to find out what ways can be done so that through land registration activities can support the success of environmental management. The results of the study explained that land registration activities through systematic land registration acceleration resulted in land certification for plots of land that had met the requirements, and could strengthen the one map policy database, so that administrative order could be achieved. It also makes land use plans to support the achievement of national development goals and the greatest prosperity of the people, so as to realize environmental sustainability.

Unique nature of land resources determines the specifics of constructing a land management and registration system, which includes accumulation, systematization, processing and analysis of economic information about their quantitative, qualitative, monetary and legal data in the state. The economic, social, and ecological safety of the state and living standards of the population depend on the effective land use. Consequently, there is a need for continuous improvement of the regulatory and legislative framework, development of a methodology for land registration and fixing land accounting operations. The article deals with the current state and problems of the development of synthetic and analytical registration of land resources in Ukraine. The variability of the representation of land relations in the accounting system is also considered. The current system of agricultural land registration in Ukraine does not allow to reflect the full range of characteristics of land plots for external and internal users in order to profit and increase the investment attractiveness of enterprises. It is established that reliable and accurate assessment and registration of land plots have significant influence on the agricultural enterprise position.

Reducing the probability of flooding by flood defence structures might not be successful without appropriate actions taken in order to mitigate flood damages. Moreover, success depends on actions at both governmental and individual levels. Therefore, farmers as the inhabitant of flooding areas may contribute to flood management in terms of land use policies which lead to communication, human interaction, and adaptation. However, these social behaviors have not taken into account in flood management studies due to their complex nature and human has been only considered as the receptor of flooding without paying attention to multiple feedbacks over time horizons with a dynamic approach. In our study, we overcome this deficiency by employing Agent Based Model (ABM) of land use policy in flood risk management and address challenges regarding social interactions in this research area. Our Agent Based Model includes perspectives from engineering, decision making, and socio-economics allowing to model human-flood interactions. In this model, farmers are considered as individuals whose decisions depend on climatic conditions, crop yields, costs and prices, flood damage, personal risk perception, and their social interactions. This is achieved by integrating three main modules including hydrological module, flood analysis module, and decision making module in the frame of Agent Based Model. This paper has shed some light on main concepts of our Agent Based Model including the developed methodology, main modules, required information, and initial results. It also summarizes the components of the modules and the governed interactions.

The article delves into the land management mechanism within the general land management system to maximize the effective utilization of agricultural land, investment opportunities, and productivity potential in rural areas, and to create conditions for its social transformation into a powerful factor of economic growth. Given the state's sustainable development strategy for land use, the introduction of the land market, and the conceptual shift of community development to territorial and spatial planning, which is a crucial tool for land resource management, attention is focused on several tasks that must be accomplished to improve the land management mechanism in the general system of managing land resources in the agricultural sector. Specifically, it is necessary to guarantee the most efficient and ecologically safe use of all agricultural lands suitable for profitable production of agricultural products; create territorial conditions for the consolidation of land plots and better their use by implementing measures that ensure the preservation of lands and their involvement in agricultural production; restore disturbed and degraded lands and bring them to the conditions suitable for agricultural production, among others. In order to effectively implement certain actions, it is necessary to pass all stages of planning for the rational use and protection of agricultural land at a legislative level. This will help to formulate and set relevant requirements for land management regulations within defined territorial zones, including provisions regarding the use and possible changes of these rules. The land management mechanism plays a crucial role in the land management system by carrying out various functions. The tasks of agriculture in the implementation of the land management mechanism within the general system of land resource management in the agricultural sector are also clearly defined and formulated.

Land is an essential part of human life. On the land there are various rights that arise, including ownership rights, building use rights, cultivation rights and usage rights. Besides land that already has land rights on it, there is also land without rights on it which is called State land. This paper will examine the legal problems that arise over State land which is claimed by regional governments as regional assets. The method used in this writing is through a doctrinal / law approach where the law is conceptualized as statutory regulations. The results of the analysis show that the regional government cannot automatically say that State land is land controlled by the regional government through management rights, but the regional government must apply to the national land agency to have rights over State land.
