Purpose The need for inclusive and logically consistent representation of diverse and even confronting viewpoints on the domain knowledge has been widely discussed in the literature in the past decade. The purpose of this paper is to propose a generic model for building an open coherent diversified knowledge organization system (KOS). Design/methodology/approach The proposed model incorporates a generic epistemological component, the validity scope type, assigned to each statement in the constructed KOS. Statements are clustered by their association with various validity scope types into internally coherent subsystems. These subsystems form a knowledge organization network connected through the universal (consensual) subsystems with more than one validity scope type. The model extends the Galili’s Cultural Content Representation paradigm, which divides the knowledge content of a scientific theory into two confronting parts: body and periphery. Findings The knowledge organization network model makes it possible to comparatively examine similarities and differences among various viewpoints and theories on the domain knowledge. The presented approach conforms with the principle of Open Knowledge Network initiative for creation of open accessible knowledge. Practical implications The proposed model can be used for ontological reasoning by a variety of information services, such as ontology-based decision-support and learning systems, diversified search and customer management applications. Social implications The model enables explicit representation of social and cultural minority voices and historical knowledge in the KOS. Originality/value The main contribution of the proposed model is that it generalizes and enhances various previously proposed representations of epistemological aspects of KOS and allows for multiple inter-linked subsystems to coherently co-exist as part of the extensible network.

Within the knowledge organization systems (KOS) set, the term “ontology” is paradigmatic of the terminological ambiguity in different typologies. Contributing to this situation is the indiscriminate association of the term “ontology”, both as a specific type of KOS and as a process of categorization, due to the interdisciplinary use of the term with different meanings. We present a systematization of the perspectives of different authors of ontologies, as representational artifacts, seeking to contribute to terminological clarification. Focusing the analysis on the intention, semantics and modulation of ontologies, it was possible to notice two broad perspectives regarding ontologies as artifacts that coexist in the knowledge organization systems spectrum. We have ontologies viewed, on the one hand, as an evolution in terms of complexity of traditional conceptual systems, and on the other hand, as a system that organizes ontological rather than epistemological knowledge. The focus of ontological analysis is the item to model and not the intentions that motivate the construction of the system.

This contribution presents the principal features of ontologies, drawing special attention to the comparison between ontologies and the different kinds of knowledge organization systems (KOS). The focus is on the semantic richness exhibited by ontologies, which allows the creation of a great number of relationships between terms. That establishes ontologies as the most evolved type of KOS. The concepts of “conceptualization” and “formalization” and the key components of ontologies are described and discussed, along with upper and domain ontologies and special typologies, such as bibliographical ontologies and biomedical ontologies. The use of ontologies in the digital libraries environment, where they have replaced thesauri for query expansion in searching, and the role they are playing in the Semantic Web, especially for semantic interoperability, are sketched.

PURPOSE/THESIS: This paper discusses the challenges of creating a theoretic framework within the context of an intercultural and ethically responsible knowledge organization system (KOS). APPROACH/METHODS: First, the paper explores ethical and societal concerns linked to the development of KOS. Second, it illustrates a way to tackle this ethical factor by proposing an applicable architecture for intercultural interfaces which respects cultural diversity on a global scale. RESULTS AND CONCLUSIONS: The author emphasizes the importance of opening up the notion of cultural inclusiveness, to weigh not only linguistic diversity but also other cultural and social aspects, such as geography, religious affiliations, tradition, historical elements, ethnic. This kind of approach should be attentive to intersectionality and cultural interoperability. ORIGINALITY/VALUE: By addressing local circumstances, the author offers insights into essential approaches that take into account cultural diversity when designing KOS and access interfaces to knowledge.

ABSTRACTThis panel is situated at the intersections of Knowledge Organization Systems (KOS) and provenance research. In this panel, we will share experiences and challenges in documenting the changes of a KOS The panelists will provide real‐world examples drawn from their research and practice. These examples range from KOSs used in LIS, such as the Dewey Decimal Classifications, Homosaurus, and Library of Congress Subject Headings; to extended information science research fields, such as digital preservation metadata standards, biodiversity taxonomies, and ontologies. Currently, the models and practices for documenting changes in KOSs fall short in supporting even simple provenance queries like “who made the change?”“what are the reasons for the change?”or“when was the change made?” The panelists will collectively discuss examples of queries we have faced, as well as the implications for provenance for KOS research and practice. This panel is sponsored by Classification & Metadata Research Special Interest Group (SIG‐CMR).

Traditional knowledge organization systems (KOS) including thesauri, classification schemes, taxonomies, subject heading systems, name authorities, and other lists of terms and codes have been playing important roles in indexing, information organization, and retrieval. With the advent of the semantic web, a large number of them have been converted into Linked Open Data (LOD) datasets. Since the Simple Knowledge Organization Systems (SKOS) and SKOS eXtension for Labels (SKOS-XL) are languages for representation of knowledge organization systems, they have been applied to knowledge organization systems. In this article, the issues surrounding changes, versioning control, and evolution of KOS are investigated. From KOS services providers and consumers perspectives, this study focuses on representation of changes on the semantic web.

In his Categories, Aristotle details the kinds of being that exist, along with what can be understood and predicated of existing things. Most notably within this work, Aristotle advances a set of ten, top-level categories that can be used to classify all kinds of being. Even today, the influence of the Categories is felt in many domains, particularly in knowledge organization (KO). Here, Aristotle’s Categories bear deep, long-standing connections with works examining categorization, subject analysis, and theory of classification. Though its relation to ontology might seem obvious, connections to KO perspectives on knowledge organization systems (KOSs) and ontological modeling are curiously lacking. The aim of this work is to offer a re-examination of the Categories as a KOS, particularly through the lens of the KO field’s understandings of ontology. Utilizing Zeng’s classification of KOSs as a theoretical framework, this study draws parallels between the first two sections of the Categories and the defining features of ontologies and offers an initial ontological model of this work. The results of this re-examination stand to offer a new view of a fundamental work in the KO canon, draw further connections between past and present perspectives in KO, and further contribute to the theoretical grounding of contemporary KOS research and practice.

This paper describes the creation of a terminological glossary for the subject domain of knowledge organization systems (KOS). The glossary addresses the need for unambiguous conceptual information about the subject matter for students majoring in information science. It aims to create a glossary of definitions for concepts of different types of KOS. The theoretical and methodological foundations are based on corpus linguistics for the construction of the glossary. The methodology is characterized as an exploratory, descriptive, and applied study, using the ISKO Encyclopedia of Knowledge Organization (IEKO) as a source for data collection and terminology. The cut-off was based on the KOSs listed in NISO Z39.19 (2005; R2010) and ISO 25964 (2011; 2013). It is hoped that the terminological glossary created will improve students’ understanding of the different KOSs, by compiling definitions and giving them greater semantics.

Section 1 raises the issue of this article: whether knowledge organization systems (KOS) and knowledge organization processes (KOP) are neutral or political by nature and whether it is a fruitful ideal that they should be neutral. These questions are embedded in the broader issue of scientific and scholarly research methods and their philosophical assumptions: what kinds of methods and what epistemological assumptions lie behind the construction of KOS (and research in general)? Section 2 presents and discusses basic approaches and epistemologies and their status in relation to neutrality. Section 3 offers a specific example from feminist scholarship in order to clearly demonstrate that methodologies that often claim to be or are considered apolitical represent subjectivity disguised as objectivity. It contains four subsections: 3.1 Feminist views on History, 3.2 Psychology, 3.3 Knowledge Organization, and 3.4. Epistemology. Overall, feminist scholarship has argued that methodologies, claiming neutrality but supporting repression of groups of people should be termed epistemological violence and they are opposed to social, critical, and pragmatic epistemologies that reflect the interaction between science and the greater society. Section 4 discusses the relation between the researchers’ (and indexers’) political attitudes and their paradigms/indexing. Section 5 considers the contested nature of epistemological labels, and Section 6 concludes that the question of whose interest a specific KOS, algorithm, or information system is serving should always be at the forefront in information studies and knowledge organization (KO).

Considering the knowledge organization system as a core issue in the knowledge organization field, this paper focuses on international university rankings as a new incarnation of KOS through an analysis of their classificatory nature. For this, three important international university rankings are analyzed: THE, Shanghai, and QS in terms of their notation, facets, citation order, editions, and updating. The results confirm their classificatory nature as essentially faceted systems whose structure is derived from specific contextual slants and whose dynamic updating process leads to a constant remodeling of the structure and the weight of the facets. This article examines Wikipedia’s knowledge organization system (KOS) and the broader KOS of Wikidata. We study the structure, functions, and relationship of Wikipedia’s KOS to concepts like taxonomies and folksonomies, highlighting its unique characteristics compared to social media. A significant aspect of our examination is the gender-related content classification in the Catalan edition of Wikipedia (Viquipèdia), which notably excludes female categories and non-binary gender classifications. We explore the potential implications of these restrictions on gender bias within the platform. Furthermore, we broaden our investigative methodology to assess the KOS of Wikidata. Wikidata is a dataset built on ontological principles, designed to enhance and enrich Wikipedia’s digital, collaborative encyclopedia. The findings shed light on the presence or absence of gender bias and contribute to the ongoing discourse on promoting inclusivity and diversity in online knowledge sharing.

In response to colonial legacies of divisiveness and paternalism underpinning the development of knowledge organization systems (KOS) and thus impeding their appeal, accessibility, and usefulness to diverse stakeholders (Castleden, Morgan, and Lamb, 2012), this case study explores the challenges and opportunities inherent to the design of a malleable, sustainable KOS as part of an mHealth tool called Map the Gap. Map the Gap intends to reduce the burden of housing insecurity in West Philadelphia. By examining the active cultivation of communal ties between the “epistemic” and “practical” actors (Callon, 4, 2004) who substantiate Map the Gap, as well as the sociotechnical infrastructure which shapes and is shaped by such ties, the processes of collaboration underpinning functionality decisions are delineated. This paper reflects on the way KOS sociotechnical structures defy and challenge traditional academic and community models of research and development, thus requiring a unique, temporally-conscious embracement of select and dynamic collaborations. By elucidating and evaluating the considerations and practices central to Map the Gap, we seek to yield a template for cultivating healthy KOS sociotechnical structures.

PurposeDevelop a comprehensive framework for assessing the knowledge organization systems (KOSs), including the taxonomy of Wikipedia and the ontologies of Wikidata, with a specific focus on enhancing management and retrieval with a gender nonbinary perspective.Design/methodology/approachThis study employs heuristic and inspection methods to assess Wikipedia’s KOS, ensuring compliance with international standards. It evaluates the efficiency of retrieving non-masculine gender-related articles using the Catalan Wikipedian category scheme, identifying limitations. Additionally, a novel assessment of Wikidata ontologies examines their structure and coverage of gender-related properties, comparing them to Wikipedia’s taxonomy for advantages and enhancements.FindingsThis study evaluates Wikipedia’s taxonomy and Wikidata’s ontologies, establishing evaluation criteria for gender-based categorization and exploring their structural effectiveness. The evaluation process suggests that Wikidata ontologies may offer a viable solution to address Wikipedia’s categorization challenges.Originality/valueThe assessment of Wikipedia categories (taxonomy) based on KOS standards leads to the conclusion that there is ample room for improvement, not only in matters concerning gender identity but also in the overall KOS to enhance search and retrieval for users. These findings bear relevance for the design of tools to support information retrieval on knowledge-rich websites, as they assist users in exploring topics and concepts.

The knowledge organization (KO) process of representing something identifiable typically involves creating a surrogate. The surrogate brings together the thing and the knowledge organization system (KOS). Therefore, we decided to focus on the surrogate and its role in the process of representation. In current practice KOS govern the creation of the surrogate. This something being represented is typically, but not necessarily, an information resource. It may also be artistic, tangible, spiritual, etc., knowledge organization systems meant to organize surrogates that represent something identifiable. A knowledge organization professional (KOP) selects what aspects of the thing to include in the representation. The knowledge organization experts/establishment (KOE) are responsible for the development of the context in which surrogates are created. The KOE are key drivers in determining process, and in developing and maintaining standards. Traditional practices are intended to ensure consistency and uniformity of interpretation and application across a range of physical and digital discourses. This context can be considered anew as postcolonial critic Homi Bhabha’s concept of the Third Space (1994).

The research study as reported here is an attempt to explore the possibilities of an AI/ML-based semi-automated indexing system in a library setup to handle large volumes of documents. It uses the Python virtual environment to install and configure an open source AI environment (named Annif) to feed the LOD (Linked Open Data) dataset of Library of Congress Subject Headings (LCSH) as a standard KOS (Knowledge Organization System). The framework deployed the Turtle format of LCSH after cleaning the file with Skosify, applied TF-IDF as a language model (backend algorithm), and selected Snowball as an analyzer. The training of Annif was conducted with a large set of bibliographic records populated with subject descriptors (MARC tag 650$a) and indexed by trained LIS professionals. The training dataset is first treated with MarcEdit to export it in a format suitable for OpenRefine, and then in OpenRefine it undergoes many steps to produce a bibliographic record set suitable to train Annif. The framework, after training, has been tested with a bibliographic dataset to measure indexing efficiencies, and finally, the automated indexing framework is integrated with a data wrangling software (OpenRefine) to produce suggested headings on a mass scale. The entire framework is based on open source software, open datasets, and open standards.

Purpose Selection of knowledge management strategies (KMS) is one of the most important and effective factors in acquiring the competitive advantage and elevating the knowledge level of the organizations. Those organizations that have taken steps toward knowledge management necessarily need to pay utmost attention to the matter of KMS before taking any further steps in their activities. One of the effective ways in adopting the proper KMS is evaluating the knowledge management maturity level in the organization. The purpose of this paper is to design an expert fuzzy system to adopt the KMS based on Bloodgood model in accordance with the maturity level of the organization. Design/methodology/approach In this method, with the help of expert fuzzy system, a model has been designed, by using MATLAB software, to adopt the KMS. The KM maturity level, tacit knowledge and explicit knowledge are chosen as inputs, and each one of Bloodgood’s KMS (production, transfer and protecting the knowledge) are chosen as outputs. To perform the system, the maturity level of knowledge management of an industrial organization that has been evaluated by the standard Asian Productivity Organization questionnaire is used as the input, which has been given to expert fuzzy system. Then, considering the output of the system, KMS for the organization have been recommended. Findings Knowledge management maturity level of the organization is on Level 4; considering the expert fuzzy system that has been designed, “knowledge production” strategy is recommended for the organization under study. Originality/value An expert fuzzy system has been designed regarding the maturity of knowledge management and Bloodgood model that can be used as a guide for organizations and academic people as an appropriate practical model for selecting knowledge management strategies.

Many organizations have been employing Knowledge Management Systems (KMS) to improve task performance. In this paper, we propose a novel KMS by using semantic wiki framework based on a centralized Global Wiki Ontology (GWO). The main aim of this system is (i) to collect as many organizational resources as possible, and (ii) to maintain semantic consistency of the system. When enriching the KMS in a particular domain, not only linguistic resources but also conceptual structures can be efficiently captured from multiple users, and more importantly, the resources can be automatically integrated with the GWO of the KMS in real time. Once users add new organization resources, the proposed KMS can formalize and contextualize them into a set of triplets by referring to a predefined pattern-triplet mapping table and the GWO. Especially, since the ontology mapper is interleaved, the KMS can determine whether the new resources are semantically conflicted with the GWO. To evaluate the proposed methodology, we have implemented the semantic wiki-based KMS. As a case study, two user groups were invited to collect the organization resources. We found that the group with the proposed KMS has shown better performance than the other group with traditional wiki-based KMS.

This paper proposes a new collaborative and inclusive model for Knowledge Organization Systems (KOS) for sustaining cultural heritage and language diversity. It is based on contributions of end-users as well as scientific and scholarly communities from across borders, languages, nations, continents, and disciplines. It consists in collecting knowledge about all worldwide translations of one original work and sharing that data through a digital and interactive global knowledge map. Collected translations are processed in order to build multilingual parallel corpora for a large number of under-resourced languages as well as to highlight the transnational circulation of knowledge. Building such corpora is vital in preserving and expanding linguistic and traditional diversity. Our first experiment was conducted on the world-famous and well-traveled American novel Adventures of Huckleberry Finn by the American author Mark Twain. This paper reports on 10 parallel corpora that are now sentence-aligned pairs of English with Basque (an European under-resourced language), Bulgarian, Dutch, Finnish, German, Hungarian, Polish, Portuguese, Russian, and Ukrainian, processed out of 30 collected translations.

Knowledge is a substantial factor in an organization, therefore successful implementation of Knowledge Management (KM) or Knowledge Management System (KMS) is important thing for many organizations. This applies for both for large companies, as well as for companies categorized as Small Medium Enterprise (SME). How each companies find solution to deal with KM problems, how to adopt KMS in their company’s structure, and what the Critical Success Factors (CSF) need to be highlighted to implement those KMS often vary depending on the size of the organization. Regarding to this issue, this study is aimed to find out how the adoption approach and CSF in the implementation of KM / KMS in SME. On the other hand, this study also can improve the state-of-the-art for KM / KMS implementation in SME and the important CSF in implementing it. A systematic review was performed in this literature review, with the steps as follows: (1) structure the research question, (2) define inclusion-exclusion criteria, (3) paper quality assessment, and (4) data extraction. The study found that in the last 5 years from the time when this research is conducted, TABLE 1which is from 2016 to 2021, SME has been using many methods like training, meeting, sharing session, repository, and research as a part of their KM / KMS adoption approach. We found also in the last 5 years the CSF for implementing KM / KMS in SME are as follows: organization structure and flexibility, organization culture towards KM adoption, the quality of the knowledge, and communication within and across areas in the organization. communication within and across areas of the organization, and team works within and across areas in the organization. SME can use this research as guideline for implementing KM / KMS in their organization.

AbstractPurposeThis paper informs about the publication of the second edition of the Integrative Levels Classification (ILC2), a freely-faceted knowledge organization system (KOS), and reviews the main changes that have been introduced as compared to its first edition (ILC1).Design/methodology/approachThe most relevant changes are illustrated, with special reference to those of interest to general classification theory, by means of examples of notation for individual classes and combinations of them.FindingsChanges introduced in ILC2 include: the names and order of some main classes; the development of subclasses for various phenomena, especially quantities and algebraic structures; the order of facet categories and the new category of Disorder; notation for special facets; distinction of the semantical function of facets (attributes) from their syntactic function. The system can be freely accessed online through a PHP browser as well as in SKOS format.Research limitationsOnly a selection of changed classes is discussed for space reasons.Practical implicationsILC1 has been previously applied to the BARTOC directory of KOSs. Update of BARTOC data to ILC2 and application of ILC2 to further information systems are envisaged. Possible methods for reclassifying BARTOC with ILC2 are discussed.OriginalityILC is a newly developed classification system, based on phenomena instead of traditional disciplines and featuring various innovative devices. This paper is an original account of its most recent evolution.

Knowledge Management Systems (KMS) are adopted with the aim of facilitating knowledge flow within the organization. However, it is seen that member participation on these platforms is limited. The objective of this work is to identify aspects that influence intention to seek knowledge on KMS. Antecedents to knowledge seeking behaviour were identified through a morphological review of literature. A conceptual model was proposed based on the Decomposed Theory of Planned Behaviour. Structural Equation Modelling was used to assess the adequacy of the model. Results show that seeking happens when the individual has an intrinsic motivation to learn and when the quality of knowledge available on KMS is perceived as having high content value. Interestingly, we find that top management has no bearing on one’s intention to seek. Findings reveal that HR activities need to identify people management practices, such as hiring people with a curious disposition and promoting seeking as a positive behaviour. KM practices need to focus on stimulating curiosity and learning amongst members.

The Knowledge Organization Systems (KOS) as tools used to interpret knowledge structuresare considered, helping in the organization, representation and retrieval of information. It is discussed to what extent the entries as Knowledge Organization (KO)tools contribute to understanding and greater applicability, in the sense of contributing to the Information Science area in what concerns information retrieval. For this, a data survey was carried out considering the terms retrieved in ISKO, identified by the ISKO Encyclopedia of Knowledge Organization(IEKO). The analysis was performed using the content analysis methodology. Based on the approach proposed by this work, 32 articles were retrieved to discuss the concepts of KOSin the Brazilian Information Science literature. As a result, we identified the entries that made it possible to direct some theoretical and practical contributions in the context of KO. The entries retrieved in IEKO are classification systems and showthat this system orders and highlights the KOprocess for its particular use, butthat its practice does not contribute for the knowledge to be retrieved, being necessary theconjunction with another process, such as indexing, so that it can be retrieved by subject, which allows us to conclude that indexing assigns representative terms based on the concepts of the material, allowing us to observe how IEKOhas understood the KO processes and systems. For several authors, KOis approached from different thoughts and points of view: the KOSas a process addresses the representation, organization, description of documents, using classification, indexing and cataloging as a procedure; and KOSas a tool, uses rules and standards such as classification systems, thesauri, ontologies and so on.

Purpose The purpose of this paper, which increases and deepens what was expressed in a previous work (Mazzocchi et al., 2007), is to scrutinize the underlying assumptions of the types of relations included in thesauri, particularly the genus-species relation. Logicist approaches to information organization, which are still dominant, will be compared with hermeneutically oriented approaches. In the light of these approaches, the nature and features of the relations, and what the notion of a priori could possibly mean with regard to them, are examined, together with the implications for designing and implementing knowledge organizations systems (KOS). Design/methodology/approach The inquiry is based on how the relations are described in literature, engaging in particular a discussion with Hjørland (2015) and Svenonius (2004). The philosophical roots of today’s leading views are briefly illustrated, in order to put them under perspective and deconstruct the uncritical reception of their authority. To corroborate the discussion a semantic analysis of specific terms and relations is provided too. Findings All relations should be seen as “perspectival” (not as a priori). On the other hand, different types of relations, depending on the conceptual features of the terms involved, can hold a different degree of “stability.” On this basis, they could be used to address different information concerns (e.g. interoperability vs expressiveness). Research limitations/implications Some arguments that the paper puts forth at the conceptual level need to be tested in application contexts. Originality/value This paper considers that the standpoint of logic and of hermeneutic (usually seen as conflicting) are both significant for information organization, and could be pragmatically integrated. In accordance with this view, an extension of thesaurus relations’ set is advised, meaning that perspective hierarchical relations (i.e. relations that are not logically based but function contingently) should be also included in such a set.

Purpose Th purpose of this paper is to represent the role of social capital for the knowledge management system (KMS) in the kind of literature which is related to the topics in the creative industry. Design/methodology/approach This paper uses conceptual and literature study with empirical quantitative and qualitative investigation to validate. As some literature states that KMS is an organizational process and tool for acquisition, conversion, application and protection of existing knowledge as a way to use, develop and manage it which comes from internal and external organizations. Findings Literature shows that for some organizations, knowledge is gained through research and development (R&D) of the internal organization. In contrast, the creative industry requires knowledge that is derived from social capital such as social environment and community. The social environment and community (social capital) will provide knowledge that is required for the existence of the creative industry in producing the creative product that may represent the social context in which the creative industry exists. This study uses a meta-analysis as a tool of analysis to classify previous research and studies regarding the roles of social capital for KMS in the creative industry that were used as the cornerstone of the research. Originality/value Studies in the creative industry previously show that knowledge is a collaboration of tacit knowledge and explicit knowledge which is gained from various the creative classes within the industry. As a renewable resource-based industry, creativity, skill and talent are resources that are used to be commercialized to gain wealth for not only big industries but also for micro, small and medium economies (UMKM) that mostly done by communities, to create employment through the exploitation of intellectual property. Therefore, the creative industry can be meant as a knowledge-based industry that requires the application of KMS in its operation.

Conceptualization of the region as an integral territorial system of knowledge production has formed a widely used research strategy for innovation studies within regional boundaries. Regional level studies are supported by detailed innovation statistics, which is unavailable for smaller administrative-territorial units, such as municipalities or settlements. The development of spatial scientometrics gave impetus for a new round of research on knowledge and innovation geography with a closer approximation in the context of cities and urban agglomerations. The scope of recent research also includes individual organizations that generate new knowledge or innovation. Despite the topic prominence, the entire array of studies is fragmented, and connections between different levels are not established: region – city – organization. Whereas this is critically important for the implementation of an effective innovation policy. In this regard, in this study, we test the hypothesis that the aggregate data obscures a wide variety of knowledge nodes, which are represented by a dominant knowledge centre. In the case of the region, such centres are often the largest cities, and in the case of cities – the largest organizations. The research design is focused on assessing the knowledge production at a multiscale level – organization, city and region, using the method of spatial scientometrics. The example of the Russian Federation illustrates well the territorial and institutional diversity in the distribution of knowledge production centres of different levels due to its great length and complexity of the structure of the national innovation system. This fact determines the high degree of heterogeneity of the Russian innovation space at the interregional, intercity and inter-organizational levels. The research results show a strong correlation between the knowledge profiles of regions and their primary knowledge-generating cities (KGCs). In cases of a strong central-peripheral structure of the regional knowledge production system, the regional profile completely coincides with the profile of its primary KGC. The knowledge capacity of second-tier cities remains hidden. At the city level, the identified trend is exacerbated. The absence of a pronounced leader among knowledge-intensive organizations (KIOs) against organizational diversity leads to a strong blur of the effectiveness of the knowledge production capabilities of a city. The example of Khabarovsk shows that the research profile of a city in a given situation may not repeat the most productive KIO, but, on the contrary, a weak one. Thus, the three-dimensional region-city-organization approach captures local specifics and organizational diversity, encompassing the entire set of elements of a regional knowledge production system. The study concludes with recommendations for a knowledge management policy at a tiered level.

Knowledge is one of the valuable assets owned by an organization or an enterprise. But unfortunately, not all organizations have this awareness. The Laboratory Unit of the Faculty of Applied Sciences (FIT) is a unit that was established with the aim of managing laboratories and all practicum activities within the Faculty of Applied Sciences, Telkom University. Since its establishment until now, the FIT Laboratory Unit has undergone several staff changes. This happened due to the rotation or shift from the FIT Laboratory Unit to other units or due to the expiration of the contract period. In addition, because those chosen to be laboratory assistants are final year students of the Faculty of Applied Sciences, laboratory assistants also experience changes every year. Without good knowledge management, it will cause a loss for the organization. Because the knowledge gained by the staff, while working in the Laboratory Unit will also be lost when the staff moves. To overcome this problem, the researcher proposed a knowledge management system design that can assist organizations in managing and storing their knowledge be it tacit or explicit knowledge. It Also can make it easier for staff to share and transfer knowledge. In this research process, 10 Step Knowledge Management Roadmap by Amrit Tiwana is used as guidance. However, of the ten steps, this research is limited to the sixth step, which is the designing of a knowledge management system blueprint. From the analysis of the strategic approach of KM, it is found that the codification approach has a larger portion of application than the personalization approach. Furthermore, the design process is based on seven layers of KMS. To produce a knowledge management blueprint that can be applied in the development of KMS in the FIT Laboratory Unit.

Purpose – The purpose of this paper is to explore the potential of applying the Dewey Decimal Classification (DDC) as an established knowledge organization system (KOS) for enhancing social tagging, with the ultimate purpose of improving subject indexing and information retrieval. Design/methodology/approach – Over 11,000 Intute metadata records in politics were used. Totally, 28 politics students were each given four tasks, in which a total of 60 resources were tagged in two different configurations, one with uncontrolled social tags only and another with uncontrolled social tags as well as suggestions from a controlled vocabulary. The controlled vocabulary was DDC comprising also mappings from the Library of Congress Subject Headings. Findings – The results demonstrate the importance of controlled vocabulary suggestions for indexing and retrieval: to help produce ideas of which tags to use, to make it easier to find focus for the tagging, to ensure consistency and to increase the number of access points in retrieval. The value and usefulness of the suggestions proved to be dependent on the quality of the suggestions, both as to conceptual relevance to the user and as to appropriateness of the terminology. Originality/value – No research has investigated the enhancement of social tagging with suggestions from the DDC, an established KOS, in a user trial, comparing social tagging only and social tagging enhanced with the suggestions. This paper is a final reflection on all aspects of the study.

It is emphasized that of all the qualities that characterize this potential, the most important is the company's ability to self-development, to form its key competencies and dynamic abilities. It is indicated that the named competencies and abilities should be formed within the framework of the knowledge management system (KMS) created in the organization. At the same time, the specified system should be an organic part of an innovative business model formed in the company, which, in turn, should be built into the corporate culture and corporate memory of the company. Knowledge is a key competitive advantage for small and medium enterprises (SMEs) as a way of competing with other organisations. There is a need to investigate SME adoption of knowledge management systems (KMSs). Knowledge management systems can only assist in this task if they are sufficiently adopted. The purpose of this research was to develop a conceptual framework for KMS adoption within an SME context. The research aimed to explore the interdependencies between various contextual KMS adoption factors, namely the technology, organization, environmental and human behavioural contexts. Four mini-focus groups were conducted and included employees in SMEs. Thematic analysis identified nine themes that describe the dynamics that either promote or prevent KMS adoption. The findings provide deeper insights into the influencing factors in KMS adoption to enhance SME performance and competitiveness. The KMS adoption framework can be applied to improve the adoption of technology in SMEs. Resumo:
Electronic Mail Systems (EMSs) have been a boon to organizational productivity, but these systems may not receive greater acceptance due in part to their general lack of robust system features. Particularly, the intractable problem of effective electronic mail dissemination management has largely eluded solution. This paper first provides a brief survey of several existing intelligent EMSs which seek to address the conundrum of mail management and then proposes an alternative solution which takes advantage of the unique characteristics of a knowledge base/database coupling to facilitate effective information sharing among members of an organization. This approach improves on prior Knowledge-Based Mail System (KMS) designs by (1) focusing on message dissemination management rather than on message receipt management, (2) separating the relatively static knowledge of message routing from the relatively dynamic knowledge of the organizational membership, and (3) incorporating a more comprehensive view of the semantic constraints involved in configuring distribution lists of message receivers through the use of the Structured Object Model (SOM) Methodology. The design concepts are illustrated by a prototype KMS, the Message Dissemination System (MDS).
