The article is related to the establishment of Australian foreign policy tradition and becoming of Australia as a subject of international relations. The significant role of the dominions during First World War Great and their help for Great Britain victory, intensified their struggle for independence. As the result of long-term efforts, dominions reached the proclamation of the Balfour Declaration in 1926 by London, which was later confirmed by the Statute of Westminster (1931), which established the authority for dominions for an independent foreign policy. The development of Australian foreign policy before and during World War II was analyzed. The evolution of the relations of the Australia and Great Britain in the context of the events of the World War II is traced, in particular the peculiarities of the allied relations of the two countries. There is shown the regional dimension of the World War II within the Asia-Pacific region, in the context of Australia and the United States actions against Japanese aggression. There are analyzed the peculiarities of external threats effect on the transformation of the Australian foreign policy strategy, in particular in the national security sphere. The main threat for Australia in that period become Japanise aggressive and expansionist policy in the Asia-Pacific region. A lot of Australian soldiers and military equipment were sent to Great Britain to support traditional allie. But in actual strategic situation in Europe there were great doubts that British troops and the navy would be able to effectively help Australians in case of an attack by Japan. Politics of national security and defense of Australia in the context of its participation in World War II is considered. In the conditions of real threat of Japanese invasion, as well as the lack of sure to receive necessary support from Great Britain, the Australian government start to find a military alliance with the USA. There were identified the key implications of World War II for Australian socio-economic system.

It is hard to imagine a threat to international security or a tension within U.S. foreign policy that does not involve the imposition of economic sanctions. The United Nations Security Council has fourteen sanctions regimes currently in place, and all member states of the United Nations are obligated to participate in their enforcement. The United States has some thirty sanctions programs, which target a range of countries, companies, organizations, and individuals, and many of these are autonomous sanctions that are independent of the measures required by the United Nations. Australia, Canada, the European Union, Japan, South Korea, and others also have autonomous sanctions regimes, spanning a broad range of contexts and purpose. Most well-known are those concerning weapons proliferation, terrorism, and human rights violations; but sanctions are also imposed in such contexts as money laundering, corruption, and drug trafficking. States may also impose sanctions as a means to achieve foreign policy goals: to pressure a foreign state to bend to the sanctioner's will, to punish those who represent a threat to the sanctioner's economic or political interests, or to seek the end of a political regime toward which the sanctioner is hostile, to give but a few examples.

This article explains the origins of the Australia–New Zealand–United States (ANZUS) Treaty by highlighting U.S. ambitions in the Pacific region after World War II. Three clarifications to the historiography merit attention. First, an alliance with Australia and New Zealand reflected the pursuit of U.S. interests rather than the skill of antipodean diplomacy. Despite initial reservations in Washington, geostrategic anxiety and economic ambition ultimately spurred cooperation. The U.S. government's eventual recourse to coercive diplomacy against the other ANZUS members, and the exclusion of Britain from the alliance, substantiate claims of self-interest. Second, the historiography neglects the economic rationale underlying the U.S. commitment to Pacific security. Regional cooperation ensured the revival of Japan, the avoidance of discriminatory trade policies, and the stability of the Bretton Woods monetary system. Third, scholars have unduly played down and misunderstood the concept of race. U.S. foreign policy elites invoked ideas about a “White Man's Club” in Asia to obscure the pursuit of U.S. interests in the region and to ensure British exclusion from the treaty.

The article deals with American-Chinese and American-Indian relationships in the 21st century. The researcher focused on political, military and economic aspects of cooperation between Washington and Beijing, Washington and New Deli over the last few years of the twenty-first century. The author of the article has analyzed major tendencies of development of American-Chinese relationships in the context of bilateral cooperation during the presidency of Barack Obama and Donald Trump. The economic and security activities of China, oriented to a strengthening of leadership positions of Beijing, as a key actor, in the regional policy were detailed. Along with it, the author shifted attention to Washington priorities in bilateral relations considering its pragmatic purposes and national interests which considerably influence foreign policy course of the United States. Despite close relations between the USA and the People’s Republic of China, there are factors that set limits for the strategic partnerships between the two countries. The author analyzed not only foreign policy of the United States but also the foreign policy strategy of China that hides interventionism behind the economic policy, trade, economic activity and projects such as ‘One belt, one road’. Some cases of conflict situations between China and its neighbors are analyzed in order to highlight problems. The author analyzed definite political and economic steps made by President Trump in order to strengthen American positions and regional security. Under the support of Washington, India, Japan, and Australia play more important roles as regional actors. India’s role in the regional confrontation between the United States and China is well depicted. Since 2017 India increased its positions in exporting goods and services to the United States, which is one of the main markets after China and the EU. Nevertheless, the USA is still a key player in the region. So, developing trade, financial and military relations, the USA is attempting not only to preserve, but also to strengthen its own positions in the Asia-Pacific and, as a result, to contain China.

Abstract As a geographical concept, ‘Indo-Pacific’ has existed for decades. As a political and strategic concept, it has since 2010 gradually become established in the foreign policy lexicon of some countries, especially Australia, India, Japan and the United States. However, China seems to be reluctant to identify itself as part of the Indo-Pacific; Chinese leaders believe that the US-led Indo-Pacific strategy aims to contain China's rise. While the battle between the two geographical concepts ‘Indo-Pacific’ and ‘Asia–Pacific’ may be fairly easily settled in the future, US–China strategic competition has just begun. Will the Indo-Pacific become a battlefield for US–China rivalry? How will China cope with the US ‘free and open Indo-Pacific’ (FOIP) strategy? How will other regional actors respond to the US–China strategic competition in the Indo-Pacific? What are the strategic implications of the ‘Indo-Pacific’ concept for regional order transformation? How will the Indo-Pacific be institutionalized, economically, politically and strategically? This article introduces the January 2020 special issue of International Affairs, which aims to address those questions, using both country-specific and regional perspectives. Seven articles focus on the policy responses of major players (Australia, China, India, Indonesia, Japan and ASEAN) to the US FOIP strategy and related US–China rivalry in the region. A further three articles examine the profound implications of Indo-Pacific dynamics for regional institution-building and for geopolitical and geo-economic architecture.

The article analyzes the process of globalization and the role of the Russian Federation in this process. The relevance of considering the current stage of globalization is due to the strengthening of the inter-connectedness and interdependence of the world, which requires the improvement of interstate relations and mechanisms of global governance with the primacy of the economic aspect of the development of society in the conditions of the functioning of the global scale of production. The historiography presents the regulation of international relations from the Westphalian system (state-centrist model of the world) to the Vienna Congress and the attempt to create a system of collective security and regulation of international relations: to the League of Nations and the United Nations. The formation of global governance institutions is shown: the largest international intergovernmental organizations (UN, WTO, IMF, IBRD, G-8, G-20, etc.), the most important function of which is to determine the norms and rules of interstate interaction. The main idea of the authors of the article is to show the historical conditionality of the transition to a polycentric model of development, as it most fully meets the needs of society on a global scale. The main purpose of this work was to substantiate and confirm the characteristics of the role of Russia in the international arena at the present stage of development by empirical material obtained during international surveys of experts from sixteen APR countries (VIPs and decision-makers). Thus, among the current trends in global development, the authors highlight the dilemma globalism - sovereignty and the correlation of globalism - transregionalism, in particular, the concept of the Indian-Pacific region (Indo-Pacific) instead of the Asia-Pacific region, put forward by the United States, Japan, Australia and India and the concept of "One belt is one road ”, initiated by China. Another trans-regional structure, such as BRICS, remains largely insufficiently structured, institutionalized and little realized in the specific political and economic activities of the countries that gave the name to this abbreviation.

The main purpose of this paper is to investigate and analyse foreign direct investment (FDI) regimes and their screening processes, institutional frameworks, and business environments in world trade. China's FDI regime is specifically compared with that of the United States, Australia, Canada, and the United Kingdom. Other countries (France, Germany, Japan, Hong Kong, and Switzerland) were also included in the discussion to evaluate their regulatory and investment issues. By using interdisciplinary literature, secondary data, and research surveys and reports from multilateral institutions, the study investigates the changing profile of FDI regimes in world trade. The paper reveals that China's FDI regime has embraced significant changes to attract foreign investment. Currently, the Chinese market is open yet restricted in its own regulatory environment and institutional hurdles. Investment regimes in the United States, Australia, Canada, and the United Kingdom continue to change to attract foreign investment that is critical to their economies. We believe that more country- and industry-specific studies are needed to investigate FDI regimes and their institutional frameworks. In today's world trade, China is particularly an interesting case study since the country aggressively attracts foreign investment while keeping its hybrid economy. Policymakers, multinational corporations (MNCs), governments, and researchers need to pay attention to today's changing FDI regimes because of growth opportunities and MNC expansion. The study provides useful discussion and meaningful implications that can be used by policy analysts and practitioners worldwide.

The emerging trend in Russia’s foreign policy is its reorientation from active interstate and socio-economic interaction with the states of the "collective West" to the countries that make up the Asian macroregion. The article presents the qualitative and quantitative assessment of the emerging relations between Russia and the countries of the East, namely the ASEAN countries, Northeast Asia and the Indo-Pacific region. Assuming that the prerequisites for the strengthening of such relationships between countries should be reflected in changes in trade relations, increased migration flows, and changes in policy in terms of countries' military spending, the study attempts to evaluate such changes econometrically. We use the method of constructing multiple linear regression, as well as indicators for assessing country-by-country correlation and cluster analysis. The object of the research is the countries of Northeast Asia (China, Japan, Republic of Korea); ASEAN countries (Thailand, Indonesia, Vietnam, Malaysia, Singapore); India; Australia and Oceania. The empirical base of the study is the official statistics of World Bank, SIPRI, FSGS. The findings indicate the emerging conditions for Russia's turn to the East. The analysis reveals a number of stable features indicating the possibility of modeling a reasonable predictive scenario. The proposed estimates can also be used for further study of the directions of interaction between Russia and the East, methodological and empirical clarification of the emerging relationships, determination of significant factors strengthening the noted interactions.

East Asia has enormous scope to upgrade and integrate its financial markets, covering the spectrum of equity, bond, foreign-exchange, and derivatives markets. Financial markets and institutions in East Asia tend to be narrow and undeveloped, although there are important exceptions. Japan dominates the top tier of the region's markets by virtue of its size, but its markets are not advanced, and many of its private institutions are weak. Although the markets in Australia, Hong Kong SAR, and Singapore are smaller than those of Japan, they are more innovative, market-oriented, and technologically advanced. Markets in Malaysia, South Korea, Taiwan, and Thailand have made substantial progress to varying degrees; but China, Indonesia, and the Philippines have a considerable way to go in developing the information and governance infrastructure that financial markets need to function well. For all these countries, there is a clear role for regional cooperation among policymakers in building capacity in, and links between, financial markets in East Asia, as well as in encouraging stable speculation and the participation of nonresident and institutional investors in domestic financial markets. ASEAN+3 is an important and welcome advance in regional cooperation, but its membership does not span the depth of experience in financial markets and institutions that exists in East Asia.

This article is dedicated to three interconnected concepts – “collective goods”, “free rider” and “hegemony” in the context of modern politics. We analyze three theoretical approaches to the problem of provision of collective goods by hegemonic states. These approaches are: neoliberal, (neo) realist and World-System Theory. Basing on these theoretical premises, we analyze the debate about free-ridng in the Western political discourse (especially among US allies) and we point out that particular interests of US can be disguised as “collective goods”. Basing on this, we analyze discussions about free-riding both in the Western world (among NATO and EU members) and among US allies in the Pacific region (Japan, South Korea, Australia, New Zealand). We point out that in fact US can use the concept of collective goods to push their own agenda. Than we move to popular in western political science idea that China is a global free rider – for instance in the sphere of sea lane security and global energy security. Basing on A. Kennedy works, we demonstrate that China in fact does not wish to make western powers pay the costs of collective goods. China is rather afraid that western powers will exploit his resources. This idea is supported with the evidence, gathered during in-depth interview with Chinese diplomats and foreign policy experts. Having said that, paper points out that mentioned cases mark the importance of the concept of trust. Trust is well-studied in the field of behavioral economics, but IR theory doesn`t usually takes the concept of trust into account. Also this paper raises a question about including historical and cultural topics in the theory of international relations. Basing on analysis of different ways to incorporate economic arguments in IR theory, authors point out that modern IR theory lacks economic argumentation. This thesis set out to ascertain the position of recent Australian Governments on the latest instalments of Asian regionalism in the context of an assessment of whether there has been a redefinition of Asia and thus a redefinition of Australia???s engagement with Asia. It will concentrate on the broad themes of politico-strategic and economic engagement. Whilst there has been extensive research and documentation on the Asian economic crisis there has been less work on the issue of a new Asian regionalism and the implications for Australia???s complex and variable engagement with the region. This is the basis for the claim to originality of this thesis, a claim supported by its focus on the practical and policy implications of Australia???s engagement, or lack of it, with regional institutions. The process of regional integration has been extremely slow, thus supporting the conclusion that there is no evidence of a major redefinition of Asia. Efforts at Asian regionalism are meeting obstacles that pose immense challenges. Asian regionalism remains nascent and poorly defined. This reflects the diversity and enormous disparities in cultures, political systems and the levels of economic development and differences over economic philosophies within East Asia. What is discernible is that the regionalism is proceeding more rapidly on financial issues than on trade, and in the security area it is conspicuously absent. This research highlights the fact that the question of Asian engagement remains a sensitive issue in Australia and continues to grow more complex. Australia???s engagement with Asia since 1996 has been variable because of the Howard Government???s broader balance of priorities between global and regional issues, and because of the changing nature of the Asian region. The perception gleaned from sources is that, for the Australian Government, regionalism initiatives are characterised by much discussion but lack substance. Consequently, this appears to have led the Government to the position that exclusion from some manifestations of regionalism is not so important. Australia is excluded from some of the regional architectures being constructed. In its efforts to seek inclusion in ASEAN + 3 and ASEM, Australia is facing the same barriers that have stood in the way of an AFTA-CER agreement. Exclusion would be important if the performance of regional groupings was not so indifferent. Exclusion from ASEAN + 3 and ASEM, however, does not equate to Australia???s exclusion from the region.

Japanese involvement in Malaysia dates back to
the beginning of this century. From the beginning
Japanese interests were predominantly economic in nature
Japan looked upon Malaya as a source of raw materials
and also as a potential market for its finished products
Japan was initially drawn by the rubber industry which
became lucrative in 1910 and the iron ore mines which
were essential for its steel industries. In 1928 iron
ore imports from Malaya accounted for 40 percent of
Japan's total consumption. Japanese cotton goods and
other manufactures were low priced and therefore popular
in Malaysia. However Japanese efforts to make in-roads
on the Malaysian economy were impeded by the British
colonial administration. For example, the British
enacted a Rubber Restriction Act in 1917 which limited
rubber exports to Japan. The British also introduced a
quota system on Japanese manufactured imports in the
late 1930s.

The post-World War II decades witnessed one of the most important economic
achievements in recent world history: the rise of Japan as a global economic
power. This served notice of Japan's new status as an actor on the world stage
and ultimately, of its potential to influence developments around the world. In
the South Pacific, Japan's drive to globalise its giant economy over a period of
four decades generated a considerable impact on the economies of Pacific
Islands countries (PICs). In the period leading up to the mid-1970s, relations
between Japan and the South Pacific developed gradually with a continuing
emphasis on economic involvement initially through trade and investment.
That economic relationship expanded rapidly during the 1980s. Japan's intent
for a role beyond a continuing 'economic' emphasis became increasingly
apparent during this period with Overseas Development Assistance (ODA),
because of its strategic value, becoming a significant component in Japanese
involvement. It was the declaration of the Kuranari Doctrine in 1987 that
made clear Japan's motivation for a greater political role. Thus, from an initial
focus on economic activities in the South Pacific, strategic and political
objectives became important considerations for Japan in the growing economic
relationship.

The Eisenhower Administration sought to create a large role for U.S. multinational corporations, who could provide a significant amount of the capital needed for trade expansion and industrial growth. This policy became known as "trade not aid." The trade not aid policy reflected both the fiscal conservatism and ideological beliefs of the Eisenhower Administration. By 1957 Eisenhower shifted to a policy of trade and aid. This study examines three foreign economic policies in the context of American-East Asian relations. It focused primarily on Japan, since that country served as the center of the American regional "workshop economy" concept in Asia. Tracing the development of the trade/aid program, this thesis then compares and contrasts governmental policies with business activity and opinion during the 1950s. It concludes that the foreign economic policy of the Eisenhower Administration contained serious flaws, served the needs of only a few countries in the region, and was weighted heavily toward a military support role rather than economic development. Japan as an ally of Britain, since the signing of Anglo-Japanese Alliance in 1902, entered World War One at British request. During the Great War Japan fought Germany in Asia and afforded protection to Australia. After the conclusion of the War, a peace conference was held at Paris in 1919. As a victorious ally and as one of the Five Great Powers of the day, Japan participated at the Paris Peace Conference, and proposed racial equality to be enshrined in the Covenant of the League of Nations. This Racial Equality Bill, despite the tireless efforts of the Japanese delegates who engaged the representatives of other countries in intense diplomatic negotiations, was rejected. The rejection, a debatable issue ever since, has inspired many explanations including the theory that it was a deliberate Japanese ploy to achieve other goals in the agenda. This thesis has researched the reasons for rejection and contends that the rejection was not due to any one particular reason. Four key factors: a) resolute opposition from Australian Prime Minister Hughes determined to protect White Australia Policy, b) lack of British support, c) lack of US support, and d) lack of support from the British dominions of New Zealand, Canada and South Africa; converged to defeat the Japanese proposal. Japanese inexperience in international diplomacy evident from strategic and tactical mistakes, their weak presentations and communications, and enormous delays in negotiations, at Paris, undermined Japan's position at the conference, but the reasons for rejection of the racial equality proposal were extrinsic.

Research on Japanese current foreign policy suffers from neglect of the influence of domestic factors on Japan's decisions and behaviour in world politics. The question of the nature of Japanese foreign policy needs to go beyond the exogenous cause of state behaviour in international affairs. The object of inquiry of this thesis is the influence of social factors on the orientation of Japan's foreign policy. The central concern is: "how" and "why" Japan behaves as it does in world affairs. This examination addresses the question of the interaction of endogenous and exogenous factors on the foreign economic policy of Japan, and postulates that Japanese national identity, national interests, and role conceptions, are the essence of Japan's defensive attitudes in world affairs on the one hand, and that Japanese behavioural patterns in international relations are in conformity with the ends of Japan's foreign policy: economic security and growth under the Japan-US alliance. Japanese response to US pressure and trade adjustment to the changing framework of the world economy from the 1980s up to the present give a relevant outlook to the defensive character of Japan's foreign policy. For Japanese policy-makers, the stability of Japan's economic performance in the world economy, its pacifist attitude in world affairs, its trade relations with the United States, and its protectorate status as a result of the Japan-US Security Treaty, are beyond question.

This research presents an in depth discussion and analysis on U.S. Japanese foreign trade. It is divided into two parts. The first hypothesis states that the appreciation of the dollar in the early eighties is positively correlated with the U.S. trade deficit, especially with Japan. The second hypothesis states that Friedrich Von Hayek's Theory of Social Order applies to the development of capitalism in that country. This can also be divided into two parts, a) this generation of Japanese consumes, saves, and invests differently than previous generations, and b) Japanese consumption and investment patterns follow U.S. consumption and investment patterns with a lag.

The postwar transformation of the international environment has caused economic issues to become a main source of contention among industrial states. The trade imbalance between Japan and its trading partners became a major source of conflict. Reciprocity of access and opening the market of Japan became the main point of debate and the major issue affecting relations between Japan and the United States. While the distinction between the domain of domestic and international politics increasingly is blurred, different domestic political economies create bilateral political and economic conflict. The structure and politics of intercorporate groups or vertical keiretsu are a major feature of Japan's industrial structure and political economy. This case study examines how vertical keiretsu in the automobile and home electric appliance industries affect the Japanese political economy and international trade. A political economy approach focuses on the political context of economic phenomena by analyzing both political and economic variables. Case studies of keiretsu were used in order to gain an understanding of Japan's political economy. A number of propositions or assumptions about the political economy and the dynamics of keiretsu were examined in these studies. It was found that vertical keiretsu influences the industrial sector, trade, and foreign policies in Japan. Japan's industrial policies cannot fully be understood without taking keiretsu into consideration. Scholars have not yet fully considered vertical keiretsu as major actors in the Japanese political process. Their political influence on industrial policies has largely been overlooked. Vertical keiretsu in the automobile and home electric appliance industries were found in the case studies to have been shaping industrial policies since the early post war years. Findings about the nature of Japan's political economy help to explain the conflictive bilateral relationships between Japan and the United States. The findings also show that understanding political economies of nations is increasingly important as the world economy grows and greater trade interaction is imminent.

In recent years, many of South East Asian countries have experienced high
levels of economic growth. Coupled with their sheer population, this has led to
a huge demand for the improvement of infrastructure. The construction
market is growing rapidly in these countries, with governments encouraging
multinational companies to set up joint ventures with the local companies to
bring in advanced construction technology. International Joint Venture (IJV)
as a unique formation of project structure has become one of the most widely
used methods for multinational construction companies to enter into the Asian
market.
Australia is building closer relationships with Asian countries and is playing an
active role in the economy development of Asia Pacific region. Australian
contractors are also trying to gain a foothold in the international construction
market. They have the geographical advantage over their US or European
competitors to target the Asian market. Despite all this, the Australian
construction industry has been slow in accessing the Asian market, and has
experienced many difficulties.
As a result of the increasing interest in joint ventures in the business
environment and the high failure rate of the IJV, the study of IJV is gaining
increasing popularity among researchers. Most of the research has focused
on the motivations to joint venture. For example, past studies have
investigated joint ventures as means of coping with resource limitations and
uncertainty, reduction of risk and/or uncertainty, and expediting entry into a
new geographic or technological market. Another focus of joint venture research has been on joint venture performance and control. However, little
literature is available on how to manage the IJV between Australia and Asian
countries. As more and more Australian companies are forming joint ventures
in Asian developing countries, it is important to investigate the performance of
these joint ventures.
This research project aims at the Australian IJV in Asia. After the analysis of
existing joint venture problems, four areas of joint venture management - joint
venture formation, joint venture partnership and negotiation, joint venture
organisational management and joint venture project management have been
identified as the research concentration. Industry interviews and a
questionnaire survey has been used to collect data. Research findings are
further developed into a theoretical model for Australian IJV management.

AbstractJapan finds itself in a double bind. On the one hand, the United States (US) has been a committed military ally, guaranteeing the national security of Japan since 1952. Any discussion of abandonment by the US sends shockwaves throughout the conservative security establishment of Japan. On the other hand, the rise of the People’s Republic of China (PRC) has transformed it into the most important trade partner of Japan, by far. Japan is interested in a continued expansion of the PRC economy. This paper analyzes the foreign economic policy of Japan and the security policy of the conservative, LDP-led governments under the leadership of Prime Minister Shinzō Abe (2012–2020) and his successors in this complex interplay of international relations and national politics.

Spiritual tourism is one of the oldest forms of tourism. The purpose of this chapter is to review the key reasons for lack of promotion of investment and economic relations via tourism services related to Buddhist heritage and spiritual tourism circuit and sites to Southeast Asian countries as well as to domestic tourists. Sarnath, in Varanasi, is the hub of Buddhism in India, opened in 2016. There is road, rail, and air connection from Sarnath to various other Buddhist sites. This circuit can be promoted in counties of Southeast Asia and South Asia to spiritual followers of Buddhism as well as ‘New Age' Buddhists. Thailand, Japan, and Korea have invested in spiritual infrastructure in Sarnath for their citizens who visit for Buddhist pilgrimage. This chapter identifies the challenges, opportunities, and provides recommendations for the Indian government to provide a business friendly environment and to encourage foreign direct investment for state-of-the-art infrastructure development from Southeast Asian nations around the Buddhist spiritual tourism circuit.

Information and communications technologies (ICTs) are playing an increasingly vital role in the daily lives of all communities by revolutionizing their working procedures and rules of governance. ICTs offer a unique opportunity for governing elite to overcome the crisis of representative democracy, as ICT and the Internet empower civil society to play its role more effectively and facilitate the performance of governments’ main function-serving the people who elect them (Misnikov, 2003). In the realm of government, ICT applications are promising to enhance the delivery of public goods and services to common people not only by improving the process and management of government, but also by redefining the age-old traditional concepts. Community networking groups and local government authorities are well placed to campaign for greater inclusion for all members of the community in the information society. Possible areas to target include the provision of technology at low or no cost to groups through community technology centres or out of hours school access. There are many possibilities and local government must take a significant role in these activities (Young, 2000). Information society is based on the effective use and easy access of information and knowledge, while ICT for development (or ICTD) is not restricted to technology itself but focusing on manifold development and diverse manifestations for the people to improve their well-being. ICTD has deep roots in governance, is part of governance and has effects on governance patters and practices at both central and local level. By recognizing these facts, UNDP focuses on technologies to end poverty at WSIS Cyber Summit 2003, and emphasizes on ways that new technologies can help lift more than one billion people out of extreme poverty (UNDP, 2003). Apart from the four Asian IT giants (Korea, Rep., Hong Kong, China, Taiwan, China, and Japan), most of the Asian countries have fallen under the “low access” category of the Digital Access Index. This has also been referred in the WSIS Cyber Summit 2003, until now, limited infrastructure has often been regarded as the main barrier to bridging the digital divide (ITU, 2003). Among the countries with ICT spending as share of their GDP, Sweden, UK, The Netherlands, Denmark, and France (8.63, 7.97, 7.39, 7.19, and 6.57% respectively during 1992-2001) remain at the top (Daveri, 2002, p. 9), while countries like Bangladesh, Greece, Mexico, Niger, and many more remain at the bottom (EC, 2001; ITU, 2003b; Miller, 2001; Piatkowski, 2002). In a similar research it has been found that in terms of average share of ICT spending GDP, New Zealand, Sweden, Australia, USA, and UK (9.3, 8.4, 8.1, 8.1, and 7.8% respectively during 1992-1999) were among the highest (Pohjola, 2002, p. 7), though most of the countries in the Asian and African regions remain below the average of 5%. The disadvantaged communities in the countries staying below average in ICT spending seem to be lagging in forming appropriate information-based economy and eventually fall behind in achieving proper e-government system. The e-government system in those countries need to enhance access to and delivery of government services to benefit people, help strengthen government’s drive toward effective governance and increased transparency, and better management of the country’s social and economic resources for development. The key to e-government is the establishment of a long-term dynamic strategy to fulfill the citizen needs by transforming internal operations. E-government should result in the efficiency and swift delivery and services to citizens, business, government employees and agencies. For citizens and businesses, e-government seems the simplification of procedures and streamlining of different approval processes, while for government employees and agencies, it means the facilitation of cross-agency coordination and collaboration to ensure appropriate and timely decision-making. Thus, e-government demands transformation of government procedures and redefining the process of working with people and activities relating to people. The outcome would be a societal, organizational, and technological change for the government and to its people, with IT as an enabling factor. E-government should concentrate on more efficient delivery of public services, better management of financial, human and public resources and goods at all levels of government, in particular at local level, under conditions of sustainability, participation, interoperability, increased effectiveness and transparency (EU, 2002). ICT brings pertinent sides more closely by prioritizing partnerships between the state, business and civil society. A few East European countries have became economically liberal with the high level of foreign direct investment per capita and at the same time became ICT-advanced regional leaders in terms of economic reform. These countries also present the region’s most vivid examples of partnerships and collaboration. They have clearly manifested the importance of the public-private partnerships, transparent bottom-up strategies, involvement of all stakeholders, total governmental support, capturing economic opportunities, and enabling electronic mediated businesses, responding to the challenges of globalization.

Between 1950 and 1965, foreign aid played a crucial role within the Indonesian economy. With the Cold War as a backdrop, this aid came from both Western and Eastern blocs with the intention of drawing Indonesia into their spheres of influence. The aid also played a crucial role in the development of architecture in the archipelago. A major endeavour within this period was the construction of buildings and venues for the Fourth Asian Games to be held in Jakarta in 1962 which involved a new stadium, an international-standard hotel and a large by-pass road around part of the city. Financial and technical aid from the Soviet Union, Japan and the United States was obtained to realise these projects. All the while, the Asian Games, along with the modern structures constructed for the event, provided Indonesia an opportunity to advance its own agenda, which was to construct a sense of self-confidence and national pride and to situate itself as a leader among decolonised nations. Nevertheless, foreign financial and technical aid played an important role in the realisation of these projects. The availability of foreign aid was intrinsically tied to President Ahmad Sukarno’s ability to play the interests of all sides. This paper examines plans and preparations for the Fourth Asian Games as a case of engagement between the two Cold War blocs with Indonesia in the middle. By focusing on the key building projects for the Games, the paper reveals the role of foreign aid in the development of architecture in Indonesia during a critical period in its post-war and post-independence formation. This development took place through the interaction of different interests—those of the Western Bloc, the Eastern Bloc, and Indonesia—in the midst of the Cold War and decolonisation period. A glimpse into the interaction may suggest a case of competition. However, examination of the three projects indicates that it was a case of multipolar collaboration instead.

Geographically Mongolia has two neighbors. Mongolia’s existence today depends largely on mutually friendly relationships with two big neighbors. The main pillars of Mongolia’s new international strategy were incorporated in Mongolia’s National Security Concept adopted on June 30, 1994. This document, approved by the Mongolian Parliament, emphasizes a balanced policy towards the country’s two giant neighbors, underlines the importance of economic security in protecting Mongolia’s national integrity, and warns about too much dependence on any one country for trade. In today’s world of globalization and interdependence, Mongolia has to engage with other countries beyond these two neighbors, Russia and China. This is fundamental thing of the Mongolia’s searching third neighbor. Mongolia needs more friends to ensure its national security interests and achieve economic prosperity its ‘Third Neighbor Policy’1 is a policy of extending its friends all around the world. Two immediate neighbors of Mongolia, Russia and China, remain the foreign policy priority and this priority is not contradictory to the policy of having more friends. Mongolia is becoming an arena of clashes of economic interests of developed countries, multinational corporations due its rich mining deposits. Mongolia's Third Neighbor Policy is aimed to leverage the influence of neighboring countries in the national security issues of Mongolia. In contrast with other satellite states of the former Soviet Union, Mongolia concurrently instituted a democratic political system, a market-driven economy, and a foreign policy based on balancing relations with Russia and China while expanding relations with the West and East. Mongolia is now pursuing a foreign policy that will facilitate global engagement, allow the nation to maintain its sovereignty, and provide diplomatic freedom of maneuver through a “third neighbor” policy. 2 This policy is very much alive today but there is no reason to claim that its implementation is satisfactory. Mongolia has major investors from the US, Japan, Germany and France from the EU, for example. There are many universal conventions related to landlocked country. For Mongolia, access to sea via our two neighbors, means promoting economic ties with the third neighbors, as an important factor conducive to reinforcing the material foundations of Mongolia’s third neighbor policy.
