The monograph reveals the provisions of a value-oriented approach to the management of logistics systems of public urban passenger transport, relevant to the conditions of a client-centered economy and aimed at increasing the sustainability of the functioning of the passenger transport complex of the city in the context of the development of alternative forms of urban mobility. The ideological basis of the author's concept of a value—oriented approach is the understanding of the duality of the recipient of the services of the logistics system of urban public passenger transport - passengers and the city, which makes it possible to justify strategic decisions on the development of the logistics system of public urban passenger transport by balancing the parameters of service and passenger flows, achieved by meeting the needs of recipients while observing restrictions on their financing. It is intended for researchers, representatives of executive bodies of state administration of the subjects of the Russian Federation and local self-government, providing the organization of transport services to the population in cities and urban agglomerations, designers of urban logistics systems, developers of transport and related services in urban mobility systems, as well as for teachers and university students. In the monograph, the use of the civilizational paradigm of the analysis of economic processes and phenomena allows us to consider the specifics of the functioning of the hospitality industry in the conditions of the formation of the information economy. The features of the client-oriented approach in its institutional and dynamic dimensions are revealed. Special attention is paid to inclusive technologies in the field of hospitality. The result of the analysis of the features of the formation of the institutional model of the hotel business in the Nizhny Novgorod region is presented. The article summarizes the experience of implementing a personality-oriented approach to the formation of a structural and content model of the educational process at the university. The results of the introduction of information technologies and their services in the field of education are presented, as well as the impact of computerization on the quality of education in the framework of the modern educational paradigm. In its twelfth Telecommunications Sector Report (2021), the Monopolies Commission presents recommendations on how competition at the network level and the service level can be fostered to the benefit of end users. It advocates a competition-oriented transition from copper to fiber-optic networks. This can be achieved by keeping copper-based wholesale charges stable in real terms until the end of the migration process. Mobile spectrum should be granted by means of an auction. . At this time, the Commission rejects any interoperability obligations for internet based communication services such as WhatsApp, Signal, Threema and Wire.

Civil service consists of civil servants and their activity when implementing the assigned functions and decisions made by politicians. In other words, it is a system of civil servants who perform the assigned functions of public administration. The corpus of civil servants consists of people who work in central and local public administration institutions. The concept and scope of civil service in a particular country depends on the legal framework that defines the areas of public and private sectors and their relationship. In many countries, civil service consists of an upper level, a mid-level, and civil servants who work for coordinating, independent, and auxiliary institutions. However, the scope of civil service in different countries varies. When analyzing/comparing civil service systems of different countries, researchers often categorize them as Western European, continental European, Anglo-American, Anglo-Saxon, Eastern European, Scandinavian, Mediterranean, Asian, or African.All European Union member states can be classified into two groups: the career system—dominant in continental Europe, with the prevalence of traditional-hierarchical public administration, rational bureaucracy, and formalized operational rules—and the position system—dominant in Anglo-Saxon countries, with the prevalence of managerial principles, pragmatic administration, and charismatic leadership. Neither of the two models exists in pure form. If features of the career model dominate in the civil service of a country, it is identified as a country with the career CS model; if elements of the position model dominate the country is identified as a country with the position civil service model. An intermediate version of this model, characteristic of a number of countries, is the mixed/hybrid model.Many civil service researchers claim that in the case of two competing systems of civil service—closed (the career model) and open (the position model)—reforms of the open civil service system win. It has been argued that the organizing principles of the open, result-oriented civil service system (the position model), which is under the influence of “new public management,” will permanently “drive out” the closed, vertically integrated and formal procedure-oriented career model. Scholars argue that civil servants of the future will have to be at ease with more complexity and flexibility. They will have to be comfortable with change, often rapid change. At the same time, they will make more autonomous decisions and be more responsible, accountable, performance-oriented, and subject to new competency and skill requirements.

This book takes a lofty vision of "recovery" and of "a life in the community" for every adult with a serious mental illness promised by the U.S. President's 2003 New Freedom Commission on Mental Health and shows the reader what is entailed in making this vision a reality. Beginning with the historical context of the recovery movement and its recent emergence on the center stage of mental health policy around the world, the authors then clarify various definitions of mental health recovery and address the most common misconceptions of recovery held by skeptical practitioners and worried families. With this framework in place, the authors suggest fundamental principles for recovery-oriented care, a set of concrete practice guidelines developed in and for the field, a recovery guide model of practice as an alternative to clinical case management, and tools to self-assess the recovery orientation of practices and practitioners. In doing so, this volume represents the first book to go beyond the rhetoric of recovery to its implementation in everyday practice. Much of this work was developed with the State of Connecticut's Department of Mental Health and Addiction Services, helping the state to win a #1 ranking in the recent NAMI report card on state mental health authorities. Acute inpatient mental health care remains an irreplaceable part of some people’s mental health recovery pathway, either through the severity of their difficulties or the associated risks. It can often be a traumatic experience associated with distress and vulnerability both for patients and their relatives. Modern acute inpatient psychiatric care must undoubtedly be truly multidisciplinary and part of a wider community-based system. It must emphasize dignity, compassion, and well-being as well as addressing challenges such as involuntary admissions, cultural diversity, physical comorbidities, and the needs of relatives, just to name a few. The present textbook focuses on these and related issues in a way that is relevant to frontline clinicians dealing with them daily, with medical, nursing, and legal aspects going hand in hand with topics such as team leadership or multidisciplinary work. The textbook describes inpatient services as provided in England, so it describes work that takes place within a national health service free at the point of delivery, carried out by universal primary care as well as secondary mental health care services, both operating within clinical governance structures that seek quality improvement and accountability. Crucially, both the Mental Health Act and the Mental Capacity Act provide unique legal frameworks for the care of mental ill health. The editors hope that for readers in the UK and beyond, the textbook will provide a real-life system which can be questioned and problematized and, in that way, may help to orient clinical work.

At the core of working with people who experience mental illnesses is a collaboration in pursuit of helping them actualize their goals in work and love. Their recovery is therefore a unique process of personal development, with psychiatrists and other human services professionals practicing with recovery orientation. Specific skills, techniques, and services are identified as recovery oriented. In this chapter, through relating one person’s story, the reader can understand how recovery orientation becomes operational in a clearly systematic manner, using such techniques as motivational interviewing, shared decision-making, rehabilitative focus, person-centered treatment planning, and the use of peer supports. In this way, it is illustrated how recovery orientation is not only richly humanitarian but also evidence-based.

President Bush’s New Freedom Commission on Mental Health spoke to important aspects of mental health care systems that were challenged, recognizing that “care must focus on increasing consumers’ ability to successfully cope with life’s challenges, on facilitating recovery, and on building resilience, [and] not just on managing symptoms.” Furthermore, the report went on to state that “recovery will be the common, recognized outcome of mental health services.” These words related to general mental health services, and yet correctional settings have become a place where mental health services are increasingly needed. Prisons and jails, however, are built around confinement and the general principles of sentencing that include retribution, deterrence, incapacitation, and rehabilitation. Thus it might seem that there is such a fundamental distinction between a prison or jail and a place of treatment that a “recovery” orientation seems inappropriate or unrealistic. In this chapter, we address recovery, describing various ways of defining this construct. We also review potential considerations related to recovery-oriented services that may be feasible and even helpful within correctional environments, and describe some of the tensions between recovery and responsibility in the context of working with an offender population. Finally, we present recommendations for combining evidence-based treatments for incarcerated individuals with a recovery based model for inmates with mental health needs.

The US Department of Veterans Affairs (VA) has the largest nationally integrated, publicly funded health care system in the country, providing care to approximately 8 million military veterans. It is a training ground for a majority of medical, nursing, and allied health professionals in the United States and has a record of more than 90 years of health care research and innovation. Mental health care for veterans has evolved considerably from World War I to the post-9/11 era, and lessons learned from veterans of Vietnam and more recent wars have been informing changes in practices and procedures. Improvement of mental health care has been a VA institutional priority, and the VA has led in the implementation of integrated care and recovery-oriented services. It is a pioneer in post-traumatic stress disorder and traumatic brain injury research. This chapter introduces the VA structures and programs developed to enhance access to services and delivery of evidence-based best practices.

This chapter examines the impact of legal status on versatility and efficiency in prostitution markets. Focusing on the massage-parlor sector of the prostitution market in the northwest of England, it considers heterogeneity in consumer preferences and whether there exists a perfectly competitive market model with homogeneous sellers. It first provides an overview of the economics of prostitution before discussing the role of variety seeking in the demand for prostitution services. Drawing on consumer-oriented data from massage parlors in the northwest of England, it argues that economies-of-scope conditions have failed to develop to satisfy demand for variety in the area. It also sees the predominant concentration of massage-parlor sex work in England to be of low quality, reflecting a declining influence of the traditional firm-based sex work there.

This chapter relates to renewable energy disputes. ‘Renewable energies’ are understood in a broad sense as energy resources which are naturally replenished on a human timescale. The chapter focuses on wind and solar photovoltaics (solar PV) energy, describing typical project and contract structures, as well as challenges and disputes relating to their financing; development; construction; and operation, maintenance, and service. It pays special attention to questions relating to the individual contractual relationships between the project company, the project developer, the contractor(s), sub-contractors, and sub-suppliers. The chapter also contains a detailed, user-oriented analysis of the advantages and disadvantages relating to arbitrating commercial disputes in this sector.

Many New Public Management approaches failed to address deeper systemic issues underlying the actual causes of poor performance. As a result, a variety of alternative methods and approaches have been gaining popularity in public administration in recent years. ‘The new administrative age’ introduces reflective practice, which has been gaining a strong foothold in the areas of organizational management, and the characteristics of learning and effective organizations. It goes on to consider another emergent approach—the New Public Service—which emphasizes civic-oriented virtues over business principles. Creating ‘public value’ involves encouraging citizens to get more directly involved in establishing collective goals and then working with them to develop strategies for achieving them.

As a hybrid space of communication, the Internet has created new forms of public spheres, which challenge classical forms of public-oriented mass communication. Totality Inside Out breaks new ground by thinking beyond the now-traditional division between Marxian, socioeconomically oriented critique and identity-oriented critique. However divergent their analyses may be in other ways, many anticapitalist critics would agree that movements and programs designed to promote the inclusion of people previously excluded on the basis of race, gender, sexual identity, sexual preference, and/or ability can easily operate in the service of diversity-friendly capital; meanwhile, gender and race studies critics hold that anticapitalist critique, by elevating the socioeconomic above other logics of domination, fails to acknowledge the specific forms of subjugation experienced by people of color, women, queer subjects, and subjects designated “disabled.” The thinkers and activists who appear in Totality Inside Out altogether avoid this divisive logic. Instead, they re-examine the various connections between identity-based critique and the critique of capital. The collection’s contention is that economics and identity are reciprocal: contemporary capitalism not only abides but in fact profits from racist, misogynistic, heteronormative, and ableist systems. It argues that only by thinking economics and identity together can we begin to grasp social totality.

‘Smart infrastructure’, such as smart meters, are innovative, information-based energy technologies designed to promote systemic energy efficiency, cost savings, and to transition energy markets toward sustainable outcomes, including reducing climate change impacts. Smart meters promise innovation in electricity markets–as an enabler of demand-side services and a more distributed energy system. The chapter examines three case studies of legal reform for smart meter introduction in Australia and Germany. It concludes that the realization of the innovation promise of smart infrastructure requires the legal system to address consumer-oriented social and economic changes. While legal responses are growing in sophistication, significant questions around consumer protection remain, although Germany emphasizes consumer privacy more than Australian case studies. Finally, Germany most closely links innovation to climate change and electricity system transitions, whereas, increasingly, Australian policies emphasize the consumer benefits and innovation in the business models for electricity distribution.

This final chapter returns to the core argument given the fieldwork presented. It is made clear from the case of the digital street that the experience of an urban neighborhood gets filtered through social media. The chapter reviews the transformation of street life in Harlem during the study period based on the different ways that youth, adults, police, and other neighborhood actors used the digital street in relation to each other. The author remarks on the localization of the Internet from the fact that online space enabled residents to rework and control matters in neighborhood space. The chapter ends with key lessons for a service-oriented approach to youth on the street that utilizes the increased visibility and productive aspects of social media use.

This chapter focuses on the pioneers of sacred music radio broadcasting in Chicago. During the 1920s, several Chicago Pentecostal and Holiness church leaders discovered the potential of radio as a medium for transmitting their ministries to households throughout Chicago and beyond. It was through radio that Chicago's white community was introduced to the sounds of sanctified singing and preaching. As a cultural and economic phenomenon, black-oriented radio in Chicago traces its roots to 1929 and the entrepreneurial efforts of Jack L. Cooper, the first black disk jockey not only in Chicago but in all of the United States. In Bronzeville, Elder Lucy Smith's All Nations Pentecostal Church and Rev. Clarence H. Cobbs's First Church of Deliverance were early adopters of radio for transmitting church services. This chapter examines the radio broadcasts of the All Nations Pentecostal Church and the First Church of Deliverance that allowed gospel music to be heard throughout Chicago, the Midwest, and, ultimately, the nation.

This book presents a critical evaluation of conventional wisdom and traditional assumptions about suicide, with particular attention focused on the assumed centrality of mental illness. It argues that suicide prevention efforts have disproportionately emphasized mental health-focused solutions, notably access to treatment and crisis services, based on research studies that are susceptible to bias and faulty interpretations of research findings. Instead of viewing suicide as a mental health issue, suicide should instead be seen as a “wicked problem” that defies ordinary solutions. Wicked problems cannot be definitively solved or eliminated by conventional solution-oriented thinking, and require process-based thinking that may, in some cases, defy or contradict many of our long-held assumptions about suicide. To flesh out this alternative approach to suicide prevention, the book interweaves historical accounts and personal stories with explanations of scientific findings to illustrate the limitations of widely-used practices and introduce alternative perspectives that could catalyze a paradigm shift in how we think about and prevent suicide.

This article introduces the linguistic subdiscipline of pragmatics and shows how this is being applied to the development of spoken dialogue systems — currently perhaps the most important applications area for computational pragmatics. It traces the history of pragmatics from its philosophical roots, and outlines some key notions of theoretical pragmatics — speech acts, illocutionary force, the cooperative principle and relevance. It then discusses the application of pragmatics to dialogue modelling, especially the development of spoken dialogue systems intended to interact with human beings in task-oriented scenarios such as providing travel information and shows how and why computational pragmatics differs from ‘linguistic’ pragmatics, and how pragmatics contributes to the computational analysis of dialogues. One major illustration of this is the application of speech act theory in the analysis and synthesis of service interactions in terms of dialogue acts.

It begins with a discussion of networks and access devices—an expansive, malleable infrastructure comprised of service, software, and applications powered by other intermediaries, vendors of everything from operating systems, browsers, search engines, and social networks to program content. It then considers how recomposition continued at a frenzied pace across this great range throughout the digital depression, signifying capital's scramble to open and to occupy high-profit boxes. It also explores the ways in which network infrastructures impacted a century-old manufacturing base and describes the apparently neutral technical feature of the emerging system's network engineering that attested to the changes that characterized the transition to the Internet. The chapter concludes with an assessment of the erosion of social responsibility around networks and how telecommunications liberalization induced a growing potential for market turmoil.

Chapter 3 extends this by looking at the psychological evidence on goals and goal-setting, examining its relationship to emotions and wellbeing, and the dimensions along which goals can vary. The following chapter, written by service users, presents their perspective on working with goals: why they may find it helpful, what they want from it, and what they see as the challenges. Chapter 5 reviews the evidence on goal consensus and therapeutic outcomes; and this is followed by a review of the different measures that can be used for goal monitoring and feedback (Chapter 6). Chapters 7 and 8 focus specifically on clinical practice: identifying effective strategies for goal-setting; and for working with goals across the therapeutic encounter. Innovation is generally considered to be the antidote to economic stagnation. But while the coupling of ‘responsible' and 'innovation’ has been much discussed, that of 'responsible stagnation' has gone largely unexplored. In this book, we take this concept seriously as a means to question the political economy of science, technology and innovation, both as policy and as process, and the problems which arise from unquestioned emphasis on innovation as the means to increase GDP. The book argues that examining what 'responsible stagnation' might contribute opens new space in the growing global discussion about RI, incorporating innovation in non-market oriented processes, goods and services which have strong societal benefit but do not necessarily contribute to GDP. It examines the conundrum of diminishing productivity returns and increased environmental and social hazards associated with attempts to increase GDP, and how taking a growth-agnostic approach contributes to recalibrating innovation around responsibility as its focal point. Drawing on insights from ecological and steady state economics, Science and Technology Studies, and social innovation across the world, this interdisciplinary group of scholars questions how the growth paradigm shapes and limits the innovation space, and how decoupling innovation from growth points toward myriad possibilities for facilitating human well-being in more environmentally and socially responsible ways.

This book examines the evolution of the relationship between taxpayers and their states in Sweden, Italy, the United Kingdom, the United States, and Romania, and asks why tax compliance is so much higher in some countries than others. The book shows that successful states have built strong administrative capacities, tax citizens fairly and equitably, and deliver public services that are tangible to taxpayers. The main substantive chapters explore the history of a particular country demonstrating how and why these capacities were developed (or not). The book is part of a larger project entitled “Willing to Pay?” which brings together historical institutional analysis with experimental methods. A series of articles as well as a subsequent book elaborate the specific findings from the experiments undertaken in each country. These experiments, however, cannot tell us why compliance behavior differs so much across societies. The Leap of Faith offers just such an explanation by showing the history of the relationship between taxpayers and their states over time in several countries, allowing an answer to the question: Why are some countries more successful at implementation than others? The book concludes with a policy-oriented chapter written specifically with tax and revenue administrators in the developing world in mind. Drawing on lessons from the historical chapters it is argued that effective administration and equitable distribution of both taxes and public spending are keys to generating taxpayer consent.

The European Court of Justice is one of the most important actors in the process of European integration. Political science still struggles to understand its significance, with recent scholarship emphasizing how closely rulings reflect member states’ preferences. In this book, I argue that the implications of the supremacy and direct effect of the EU law have still been overlooked. As it constitutionalizes an intergovernmental treaty, the European Union has a detailed set of policies inscribed into its constitution that are extensively shaped by the Court’s case law. If rulings have constitutional status, their impact is considerable, even if the Court only occasionally diverts from member states’ preferences. By focusing on the four freedoms of goods, services, persons, and capital, as well as citizenship rights, the book analyses how the Court’s development of case law has ascribed a broad meaning to these freedoms. The constitutional status of this case law constrains policymaking at the European and member-state levels. Different case studies show how major pieces of EU legislation cannot move beyond case law but have to codify its principles. Judicialization is important in the EU. It also directly constrains member-state policies. Court rulings oriented towards individual disputes are difficult to translate into general policies, and into administrative practices. Policy options are thereby withdrawn from majoritarian decision-making. As the Court cannot be overruled, short of a Treaty change, its case law casts a long shadow over policymaking in the European Union and its member states, undermining the legitimacy of this political order.

A commodity chain refers to “a network of labor and production processes whose end result is a finished commodity.” The attention given to this concept has quickly translated into an expanding body of global chains literature. Research into global commodity chains (GCC), and later global value chains (GVC), is an endeavor to explain the social and organizational structure of the global economy and its dynamics by examining the commodity chains of a specific product of service. The GCC approach first emerged in the mid-1980s from world-system research and was reformulated in the early 1990s by development scholars. The development-oriented GCC approach turned the focus of GCC analysis to actor-centered processes in the global economy. One of the initial criticisms facing the GCC approach was its exclusive focus on internal conditions and organizational linkages, lacking systemic attention to the effect of domestic institutions and internal capacity on economic development. Other critics pointed to the narrow scope of GCC research. With the huge expansion in global chains literature in the past decade—not only in volume but also in depth and scope—efforts have been made to elaborate the global chains framework and to render it industry neutral, as partly reflected in the adoption of the term “global value chains.” Three key research themes surround these recent evolutions of global chains literature: GVC governance, “upgrading,” and the social construction of global value chains. Existing literature, however, still has theoretical and methodological gaps to redress.

This book suggests that youth civic development should be promoted by providing young people with opportunities to participate in community life. make four arguments. The first of these is that youth can be part of the solution to the problems of contemporary American democracy. The book then summarizes what political scientists say about contemporary politics and the systemic ills that have allowed ideological polarization to stymie the democratic process. Civic education must be located in the political context in which it occurs. This is because citizen participation reflects the political system and is not a consequence of citizens’ immutable characteristics. We must supply young people with opportunities. Our second argument is that civic development and civic education will not be improved by more of what we are already doing. There is scant evidence that schools successfully inculcate civic knowledge in students. There is also little evidence of the efficacy of state-mandated community service as a requirement for high school graduation. The third argument is that improving civic development will require new opportunities for youth participation in the community and in the electorate. We propose that civic education be enriched by science-based, community-oriented environmental engagement and by lowering the voting age for municipal elections to 16. Finally, we argue that now is the time to take steps to facilitate civic development. The problems of youth engagement will neither resolve on their own nor be cured by foreseeable changes in social media technologies, federal politics, or generational change.

Democracy and the Discourse of Relevanceis set against the backdrop of the spread of neoliberal ideas and reforms since the 1980s, accepting also that these ideas are rooted in a longer history. It focuses on how neoliberalism has worked to transform the university sector and the academic profession. In particular, it examines how understandings of, and control over, what constitutes relevant knowledge have changed. Taken as a whole, these changes have sought to reorient universities and academics towards economic development in various ways. This includes the installation of strategies for how institutions and academics achieve recognition and status within the academy, the privatisation of educational services and the downgrading of the value of public higher education, as well as a steady shift away from the public funding for universities. Research universities are increasingly adopting a user- and market-oriented model, with an emphasis on meeting corporate demands, the privileging of short-term research, and a strong tendency to view utility, and the potential to sell intellectual property for profit, as primary criteria for determining the relevance of academic knowledge. The privatisation of education services and the reorienting of universities towards the needs of the ‘knowledge economy’ have largely succeeded in transforming the discourse around the role of the academic profession in society, including in many African countries. Makerere University in Uganda has often been lauded as an example of successful transformation along neoliberal lines. However, our research into the working lives of academics at Makerere revealed a very different picture. Far from epitomising the allegedly positive outcomes of neoliberal reform, academics and postgraduate students interviewed at Makerere provide worrying insights into the undermining of a vibrant and independent academic culture. The stories of the ordinary academics on the ground, the empirical focus of the book, are in contrast to the claimed successes of the university; and the official stories of the university leadership and administration paint a picture of an academic profession in crisis. With diminishing influence on deciding what is relevant knowledge and thus on processes of democratization of their own institution and society, academic freedom is also losing its value. This perspective from the ground-level exposes the many problems that neoliberal reforms have created for academics at Makerere, leaving them feeling disempowered, often reducing them to the status of consultants. We also show how a range of local initiatives ­are steadily increasing resistance to the neoliberal model. We consider how academics and others can further mobilise to regain control over what knowledge is considered relevant, and thereby deepen democracy. In so doing, we aim to highlight some responses and actions that have proven effective so far. Democracy and the Discourse of Relevancewill hopefully help to change the systems that value knowledge in ways that are driving research institutions towards competitive and market-like behaviour. We also aim to contribute to contemporary debates about what knowledge is relevant.

With integration of value chains and supply chains becoming a global imperative, the contribution of IT enabled services and digitalization has had great impact on Tran‘s nationalisation of businesses. The responsiveness in the value chains and in the larger supply chains will be the key to increasing the market share in future. The application of Artificial Intelligence has helped the stakeholders in value chains and supply chains in making informed & quick decisions. This has been made possible due to integrated and well organized businesses linkages leading to better storage, access and management of data. The increase digitalization and ability to track and capture data at different nodes in the value chain and supply chain will help the marketers understand the impact of various variables on the sales performance of various brands. The marketers have to work of ways to convince the stakeholders about the privacy of the data. In future there is a possibility of mixing compete data privacy with fluid artificial intelligence across the supply chain making business processes easier using the technology of block chains. The most important contribution of the digitalization in the supply chain may be seen in the area of sustainability and green initiatives. The may be made possible by the way of assessing the levels of reduction in exploitative and polluting systems and processes and making progressive modifications in those systems and processes. The book- ―transforming business through digitization‖ is an attempt to record Innovative and novel manuscripts, research-based articles, case studies, conceptual outcome-oriented business models, and practices from the innovative minds of researchers and academicians.
