The 19th Course on International Law Librarianship was held in Dublin, Ireland, August 20–24, 2000. The conference theme, “A common Law for Europe: Legal Systems and Legal Information,” and the attractiveness of Dublin as a conference venue helped draw the largest group of participants to attend our conferences. As important, the 150 participants represented 24 countries, a number that is a record for our Association.

AbstractAlthough the International Law Association (ILA) was established in 1873, it only turned its attention to the internationally shared water resources in 1954, when its study of the applicable principles and rules of international law thereon began. The first ILA committee assigned to this task was the Rivers Committee, which, after a decade of intensive study and through several resolutions and statements, arrived unanimously at a set of articles reflecting customary international law, known as The Helsinki Rules on the Uses of the Waters of International Rivers.The Helsinki Rules approved at the ILA Helsinki Conference in 1966 were soon widely accepted across the globe as a non-binding authoritative source of international water law. This monograph traces the work of ILA leading to the approval of the Helsinki Rules, analyses the Rules, and identifies their influence on, and contribution to the evolution of international water law.

The International Journal of Legal Information is the official publication of the International Association of Law Libraries (IALL). As noted in its current statement of purpose, the Journal “serves the global community of law librarians, legal scholars, and practitioners through the publication of original articles, conference papers, bibliographies, book reviews, and documents concerning law and law-related information.” It is also a significant source of information about the history of the IALL and the major figures of international law librarianship who have participated in its programs and activities. Much of the history of the Association, which was established in 1959, is recorded within the Journal in presidential columns, editorials, memorials, and reports on meetings and conferences.

Prepared by the International Committee on the Legal Status of Refugees, these principles build upon earlier drafts that were debated at the Sixty-third Conference in Warsaw in 1988, and were approved “in principle” at the Sixty-fourth Conference in Queensland, Australia, in 1990.

The University of Miskolc – Central European Academy in partnership with the Ferenc Mádl Institute of Comparative Law, Central-European Association for Comparative Law, Hungarian Association for Comparative Law, Slovak Association for Comparative Law, Scientific Association for Comparative Law Poland, Association for the Advancement of Comparative Law Researches in Serbia, Romanian Association for Comparative Law and the University of Opole on the 1st of December had organized an International Scientific Conference under the title “The Right to Privacy in the Digital Age – in specific terms”. The conference was held in the building of the Hungarian Academy of Sciences, which additionally increased the solemnity of the event. The aim of the conference was to present the results of the Central European Professorial Network’s “Right to Privacy” research group through analytical and summary presentations by participating professors and to raise awareness about privacy issues. The research project, “Central European Professorial Network 2022”, involved experts in comparative law from seven Central European countries: the Czech Republic, Croatia, Poland, Hungary, Serbia, Slovakia, and Slovenia.

Abstract Under the title Receivables and Securities in Private International Law, the conference, hosted by the Interdisciplinary Association of Comparative and Private International Law, was made topical by a proposal from the European Commission to regulate the applicable law on the third-party effects of assignment of claims (COM (2018) 96). The conference divided its focus into two panels: the first dealing with COM (2018) 96 from different perspectives, and the second discussing the law applicable to proprietary effects of transactions in securities.

On November 28-29, 1997, the first international scientific conference in the cycle of 4 international scientific conferences "Christianity: History and Present" was held in Kyiv, which was planned for 1997-2000. The conference was co-organized by the National Academy of Sciences of Ukraine (Department of History, Philosophy and the Law), the State Committee of Ukraine for Religious Affairs, the Ukrainian Association of Religious Studies, the Lviv Museum of the History of Religion. The coordinator of the conference was the Department of Religious Studies at the Institute of Philosophy named after G. Skovoroda of the National Academy of Sciences of Ukraine. Participation in the conference was attended by Ukrainian scholars - philosophers, historians, religious scholars from many Ukrainian cities who work in various fields - academic education, education, culture, government institutions, as well as foreign scholars from Canada, Poland, and the USA.

When I was asked to give this talk it occurred to me that it might be interesting to think aloud about some of the changes in constitutional law—and in writing about constitutional law—that have occurred since I came to Canada. I am a New Zealander by birth, but I was teaching at the Faculty of Law of Monash University in Melbourne, Australia, when I came to the Osgoode Hall Law School on a one-year visit in the summer of 1970. During that visiting year, the faculty decided to offer me a permanent appointment. This was done over the objection of one of my colleagues, R. J. Gray, who claimed that my lectures would require simultaneous translation, and that I would not meet the height requirements for Canadian citizenship. Anyway I was persuaded to stay (and three years later I became a Canadian citizen).

The Committee on Cultural Heritage Law of the International Law Association (ILA) held an interim meeting in London on May 17–18, 2007. After completing the work on the Principles for Cooperation in the Mutual Protection and Transfer of Cultural Material on the occasion of the Seventy-Second Conference in Toronto 2006, the committee has now two projects on its agenda. The first one is concerned with a study of the concept of safe havens for temporary deposit of cultural material rescued from circumstances of armed conflict and other serious threats; the second study deals with the relationship between international trade law and cultural heritage law.

The Committee, after discussing its on-going project concerning the relationship between international trade law and the protection of cultural heritage, decided to focus on national export controls.

In 1995, the Association Agreement between Israel and the European Community was signed in Brussels. This instrument is the product of years of negotiations. Europe's traditional policy on a linkage between the nature of its economic and political ties with Israel and progress in the Middle East peace process have led to static relations between the two, despite the importance attached by the Community to the region as part of its Mediterranean policy. The achievements of the Israeli-Palestinian (and Israeli-Arab) peace process, which was renewed with the October 1991 Madrid Conference, have at last enabled Israel and the Community to establish the Association status sought by Israel. A true comprehensive understanding of the Association Agreement necessitates therefore an examination of several other subjects such as the previous relations between the sides and the legal arrangements institutionalising these relations; Israel's trade position with Europe; the European Community's Mediterranean Agricultural and Commercial policies, and many other. This, however, cannot be done within the limits of this paper. Instead, this section merely seeks to briefly survey the legal regime embodied in the Association Agreement, that is, its general structure, main features and important legal, economic and political provisions. It should be emphasised that no detailed analysis of the provisions of the Association Agreement is intended, for the Association Agreement encompasses many fields and areas.

The joint 108th American Society of International Law (ASIL) Annual Meeting and 76th International Law Association (ILA) Biennial Conference was organized under the theme “The Effectiveness of International Law.” In conjunction with this theme, the ASIL Legal Theory Interest Group hosted a panel discussion exploring the theoretical dimensions of the concept of “effectiveness” as understood in international law. Panelists discussed three related questions: (1)Is the effectiveness of international law an empirical question measured through evaluating compliance with international legal norms?(2)What conceptions of effectiveness might exist beyond compliance? Could such conceptions be captured in theoretical or moral terms?(3)Why is international law concerned with effectiveness at all?

Background/Aim: The COVID-19 pandemic has changed the way of traditional conference and meeting. Since social distancing rule was important issue, many conferences across the world were cancelled or postponed indefinitely. In 2020, International Conference of the Korean Pancreatobiliary Association (IC-KPBA) was held as a hybrid online and offline conference. Here, we report the result of a national survey about online and offline medical conference in Korea.Methods: The survey was performed for both online and offline participants after IC-KPBA. The contents of survey included their way to access the hybrid online-offline conference and satisfaction with the conference format.Results: Total of 78 participants answered the survey and there was no technical problem. Most offline participants were satisfied the prevention measures at conference hall as follows; very satisfied-56%; satisfied-34%. The quality of video and audio were generally satisfactory in both conference hall and virtual conference. ‘Live online lectures’ is the most preferred method of lecture delivery and personal computer with LAN network is preferred to access online conference. Eighty seven percent of offline participants and 91% of online participants answered satisfied and very satisfied, respectively.Conclusions: Participants of IC-KPBA 2020 with hybrid online-offline conference showed a high level of satisfaction.

On September 11th and 12th, 2023 was held under the auspices of the Alumni Club and Faculty of Law of the Comenius University in Bratislava the international scientific conference “Bratislava Legal Forum 2023“ (hereinafter as “conference”). The central theme of the plenary session was “Human at the center of the rule of law". One of the main goals of the conference was to connect the knowledge of legal practice and legal science through their representatives from the domestic and international environment. In order to reach this goal was the conference divided into plenary session and parallel discussions in thematically focused sections. The plenary session had two panel discussions. One of them was panel discussion called “Artificial intelligence as a challenge for law, legal education and the rule of law” and second one was panel discussion called “Criminal law and the rule of law” moderated by professor Tomáš Strémy (academic professor and attorney at law). The history of double tax conventions is a topic that has not generally gained much scientific attention in the past. But as the current state of the international tax law is also a product of historic developments starting at the latest in the nineteenth century, a look at the past can help to better understand the present und thus help to solve the problems that the international tax lawyer encounters today and in the future. To begin this endeavour, international tax law scholars from the Vienna University of Economics and Business Administration and the co–hosting Universities of Bonn, Heidelberg, Mainz and Zurich met together with many scholars and international tax lawyers from around the world to a first conference on the history of double taxation conventions (DTC) from the 4–7 July in Rust, Austria. The conference was friendly supported by the German and the Austrian Branch of the International Fiscal Association.

The following essay was the keynote delivered at the International Conference of the German Law & Society Association in Bremen, Germany, in March 2010. In seeking to understand the formation of the Association of the Sociology of Law it is important to be mindful of the context of the spirit of the 1960s and 1970s in which it arose. Sociology of law's beginnings can be traced to the start of the 20th century with especially Eugen Ehrlich, Max Weber, Hermann Kantorowicz, Arthur Nußbaum and Theodor Geiger. However, after nearly being wiped out under German National Socialism, it began to re-emerge slightly in the 1960s.

In 2016 Georgia Appleseed issued a report entitled “Seeking the Beloved Community: Fostering Crucial Conversations about Race, Law Enforcement, and the Law.” The International Association of Law Libraries invited me to speak at its conference because it was interested in why Georgia Appleseed had chosen that project, and they were also interested in the methods we used to create the report. Here I'll provide a summary of my talk, first introducing the work of Georgia Appleseed, and then turning to the project report itself.

The 16th International Conference on Webometrics, Informetrics, and Scientometrics (WIS) and the 21st COLLNET Meeting, 2022 which was scheduled to be held from 10 to 12 November 2022 at Chulalongkorn University, Bangkok, Thailand was organized after a two-year break, due to the Corona restrictions, by COLLNET in association with the Society for Library Professionals (SLP) and Asian Chapter, Special Libraries Association (SLA) and Chulalongkorn University, Bangkok, Thailand for the professional growth of the library and Information Science professionals. The broad focus of the conference was on collaboration and communication in science and technology; scientometric research on Covid19; techniques for collaboration studies; informatics law and distributions; mathematical models of communication and collaboration; quantitative analysis of s&t innovations; evaluation indicators; collaboration in science and technology from both quantitative and qualitative points of view; bibliographic control bibliometric research data analysis and data mining; technology & innovations in libraries and their impact on measurement on learning, research and users technology transfer and innovation in library management through metrics. The aim of the conference was therefore to contribute to evidence-based knowledge on scientific research and practices, which in turn can contribute to institutional, regional, national and international policy-making in the field of research and innovation. This event was part of the successful COLLNET conference series (www.collnet.de). The 60th anniversary of the trial against the major war criminals of World War II before the International Military Tribunal Trial (IMT) in Nuremberg was the subject matter of an international conference held in Nuremberg from Sunday, July 17 to Wednesday, July 20, 2005. The conference was presented by Touro College Jacob D. Fuchsberg Law Center, Institute on the Holocaust and the Law, Huntington, USA, in association with the Foundation “Remembrance, Responsibility and Future” – “Remembrance and Future” Fund, supported, amongst others, by the Higher Regional Court of Nuremberg, the Faculty of Law, Friedrich-Alexander University, Erlangen-Nuremberg and the German-American Lawyers’ Association.The pre-conference session was opened by the President of the Nuremberg Higher Regional Court, Dr. Stefan Franke, who welcomed the audience in “the room where world history was made”, the original setting of the IMT in courtroom 600 at the Nuremberg Palace of Justice. He was followed by Prof. Dr. Mathias Rohe (Dean of Law, Friedrich-Alexander University, Erlangen-Nuremberg), who, as a sign of remembrance, read out a list of those members of the University who were deprived of their doctorates during the Third Reich.

On the 26-29th April 2022 Kutafin Moscow State Law University (MSAL, Moscow) together with the Association of Science Editors and Publishers (ASEP), Moscow, Russia, organized and held the 10th anniversary International Scientific and Practical Conference “World Class Scientific Publication - 2022: from the present to the future” (ISPC “NIMU - 2022”). About 300 Russian and foreign experts gathered at one site: official representatives of the Ministry of Science and Higher Education of Russia, Russian Academy of Sciences, CrossRef, EASE, publishers, editors of Russian and international scientific publications, scientists and researchers from leading universities, including RUDN University. The result of a four-day discussion of topical issues of maintaining high quality and ratings of Russian journals on national and world platforms of the scientific and information space was the adoption of conference resolution.

Abstract. The article gives a brief overview of reports and results of the international conference «The educational system of Anton Semenovich Makarenko in the modern educational space», timed to coincide with the 100th anniversary of the children's labor colony named after Maxim Gorky. The conference was organized by the Russian Makarenko Association and was held jointly with the International Makarenko Association, the Institute for Education Development Strategy of the Russian Academy of Education, the Department of Education and Science of the city of Moscow on the basis of the Museum of Moscow Education of the Moscow City Teacher's House. At the conference, modern theoretical and empirical research, the results of practical work of scientists in the field of popularizing the pedagogical heritage of A. S. Makarenko, as well as various aspects of historical, pedagogical, archival, factual research of his work were presented. During the conference, reports of scientists-penitentiaries, representatives of educational and scientific organizations of law enforcement agencies aroused particular interest. The reports of the participants highlighted modern approaches to realizing the potential of the A. S. Makarenko’s educational system in the formation of positive social activity, civic consciousness and patriotism, the introduction of Makarenko's «pedagogy of life» into modern educational activities. Key words: the pedagogical heritage of Anton Semenovich Makarenko, an international conference, archival documents, historical facts, scientific discussions, practical use, scientific support of the activities of educational colonies.

It is no secret that some lawyers, and perhaps civil law lawyers in particular, have felt frustration with the status quo of the evidentiary processes of international arbitration, premised primarily on the International Bar Association (IBA) Rules on Taking of Evidence in International Arbitration (‘IBA Rules’). This outcry was vocalized at the Russian Arbitration Association’s Conference held in Moscow in April 2017, which ultimately contributed to the formation of a Working Group that developed the Rules on the Efficient Conduct of Proceedings in International Arbitration (‘Prague Rules’). This article strives to elucidate the mechanics of the Prague Rules. An understanding of these new provisions, however, cannot be achieved in a vacuum; as such, much of the analysis will touch upon the IBA Rules and their relationship to the Prague Rules. The thematic focus of this issue of the journal "Religious Freedom" was determined by the International Scientific and Practical Conference "Religious Freedom: Updating of Family Values", held on September 24-25, 2018 in Kyiv, Ukraine. Since 1994, conferences, which discussed various aspects of the existence of religious freedom, have become traditional. They necessarily ended with publication of materials of public discussion. This year the conference was devoted to the XXV-year anniversary of the Ukrainian Association of Religious Studies (URA), authoritative in Ukraine and far beyond its borders. The conference was organized by the Institute of Philosophy named after G.S. Skovoroda of the National Academy of Sciences of Ukraine, the Ministry of Culture of Ukraine, the Ukrainian Association of Religious Studies, the Institute of Religious Freedom. On 3 June 2016 an international conference on Current Health Law Issues in Central and Eastern Europe took place at the John Paul II Catholic University of Lublin. The conference was organised by the Department of Administrative Law at the Faculty of Law, Canon Law and Administra-tion under the honorary patronage of the European Association of Health Law (EAHL). The aim of the above-mentioned meeting was to create the platform for exchange of experiences and sharing views by researches and experts from the field of health law from post-communist countries where transformation processes caused many changes in the health system, also in the perspective of their EU memberships. The foreign research centres represented at the conference were the Masaryk University in Brno from the Czech Republic, the National Academy of Management in Kiev and the Legislation Institute of Verkhovna Rada of Ukraine from Ukraine, the University of Ljubljana from Slovenia, and the Kauno Kolegija University of Applied Sciences from Lithuania. Polish speakers and other participants derived, among others, from the Medical University of Lublin, the Jagiel-lonian University, the University of Rzeszów and the John Paul II Catholic University of Lublin.

In May 2023, at Derzhavin Tambov State University (Derzhavin University) held the VII International Scientific and Practical Conference “Plevako Tambov Legal Readings”. The university organized it jointly with the Tambov branch of the Russian Lawyers Association, the Plus Guarantee Tambov company and the Election Commission of the Tambov Region. The Conference participants are scientists-lawyers, students and teachers of Derzhavinsky University, representatives of the Tambov Regional Court, the Arbitration Court, the Prosecutor’s Office and the Chamber of Lawyers of the Tambov Region. They discussed the certification of scientific and pedagogical personnel in modern conditions, current issues of the institution of representation in administrative proceedings, ensuring a balance of private and public interests in certain institutions of Financial Law, the place of justice in modern civil proceedings, etc. At the panel discussion “30th anniversary of the electoral system of the Russian Federation” election organizers, experts and young people discussed many years of experience in developing and improving the electoral system and agreed on further interaction in the electoral sphere. The Conference continued with sectional sessions in the following areas: “Historical and legal problems of the development of Russian statehood”, “Legal regulation of property relations: ensuring a balance of private and public interests”, “State policy of combating crime”, “Problems in the field of ensuring national security and law and order: specifics, threats, priorities, counteraction”, etc. Based on the results of the Conference, a collection of materials with reports and abstracts of participants has been prepared; individual reports will be published as articles in leading scientific legal journals.

At its sixty-ninth conference, held in London from July 25 to 29, 2000, the International Law Association (ILA) approved by consensus the Declaration of International Law Principles on Internally Displaced Persons (the Declaration). This Declaration, prepared by the International Committee on Internally Displaced Persons, followed two earlier ILA proclamations relating to the forced movement of people: the Declaration of Principles of International Law on Mass Expulsion, adopted in Seoul in 1986; and the Declaration of Principles of International Law on Compensation to Refugees, adopted in Cairo in 1992. All three instruments address forced movement from the perspective of the responsibility of countries of origin, in contrast to the traditional focus on the care and maintenance of refugees as a responsibility of first-asylum, resettlement, and donor countries, as well as of the United Nations and other international organizations, both governmental and non-governmental. By dealing with the root causes of internally displaced persons (IDPs) and their status, the present Declaration broadens the concerns of international law to encompass all persons who have been forcibly uprooted from their homes, whether or not they have crossed their national borders.

The International Labour Organization (ILO) has a well-oiled supervisory system for obligations under the Constitution and Conventions, but one of the tripartite partners is attempting to change the way the system has worked for over ninety years. This has implications beyond the ILO itself, and may compromise some aspects of settled human rights law. The Employers' Group in the ILO are claiming that the Committee of Experts on the Application of Conventions and Recommendations is interpreting the Freedom of Association and Protection of the Right to Organize Convention in a way prohibited by the ILO Constitution, and the employers consequently blocked discussion of any cases of individual application of Conventions in the 2012 International Labour Conference. The employers are also claiming a right of the Conference to review and approve or disapprove the findings of the Committee of Experts, which has no basis in the mandates of the two committees. A temporary compromise has been found to allow work to go forward at the 2013 Conference, but this is short term. Behind all this lies a challenge by the employers to the content of the right to strike in international law, and an attempt to separate ILO supervision from the practice in the wider United Nations (UN) system. This article examines the claims of the Employers, finding them misplaced and exaggerated, and contrary to normal international supervisory practice in the ILO and the United Nations, and suggests ways forward.

Contributions to the relations between the “Hansischer Geschichtsverein” and “Hansische Arbeitsgemeinschaft” in the German Democratic Republic (1955–1990)In 2011 Eckhard Müller-Mertens published a book about the Hanseatic association in the German Democratic Republic (“Hansische Arbeitsgemeinschaft”=AG). This association had been founded in 1955 as a part of the Association for Hanseatic History (“Hansischer Geschichtsverein” = HGV, seat: Lübeck), responsible for the HGV-members living in East Germany. All activities of the AG were meticulously watched by the relevant authorities of the GDR. Against the background of the GDR’s efforts to gain recognition as a state according to international law, the AG was pressed to dissociate itself from the HGV and to try to become an independent member of an international association for hanseatic studies. The anniversary of the foundation of the HGV one hundred years before was used as an opportunity to break off the connection to the HGV. The anniversary was to be celebrated in Stralsund (East Germany), where the HGV had been founded in 1870. Although the mayor’s invitation to come to Stralsund was limited by authorities, the HGV accepted it. Nevertheless, the AG was compelled to cancel the conference in Stralsund and to dissolve the connection to the HGV. As a pretext for the cancellation controversial formalities in the program papers for the conference were put forward. The author of these contributions was in close contact with the HGV since the late 1950s, he was an assistant professor affiliated to the chair of Hanseatic (and East European) history at the university of Hamburg, he took part in editing the review “Hansische Geschichtsblätter” and was a member of the HGV-committee since 1965. Therefore he also had contacts with the AG and is now able to describe the connections between HGV and AG in crucial years, based on private papers and his own memories, as a useful addition to the statements of Müller-Mertens. After a general introduction to the relations between the HGV and the AG the author comments on the participation of students from Hamburg University in conferences of the AG in East Germany, arranged by him 1960 –1966. While the Berlin wall was being built, he took part in a conference of the AG in Naumburg in 1961 and was able to impart news of the AG-committee to Lübeck. Difficulties in using western credits in East Germany are verified. The impending separation of the AG from the HGV could already be seen when the author was preparing an anniversary volume of the “Hansische Geschichtsblätter”. After the AG had left the HGV in 1970 historians outside Germany, above all in the Netherlands (Johanna van Winter) and in Poland (Maria Bogucka, Henryk Samsonowicz) tried to renew co-operation between historians of West and East Germany by founding an international organization for hanseatic studies, which could contain national commissions and associations in Western and Eastern countries, as the HGV and the AG. These efforts culminated in the Warsaw conference in December 1971 concerning the history of the Baltic area, arranged by the Polish Historical Society, followed by important discussions about an international society; under the leadership of Michel Mollat, chairman of the “Commission Internationale d’Histoire Maritime”, a “Committee for Organizing a Commission of the History of Europe’s Northern seas” was appointed. – In order to maintain direct connections between HGV und AG in East Germany, the author sometimes met the chairman of the AG in East Berlin (1970/71).

The conference was opened with a speech by Professor Manfred Weiss, president of the IIRA Association, who drew attention to the variety of challenges industrial relations face today, underlining the need for scientific and practical discussion that could be of a great use for the all the parties concerned. During pre-congress the problems of codetermination in Germany were addressed by Jörg Sydow (Chairman of the German Industrial Relations Association), Nikolaus Simon (Director of the Hans-Böckler Foundation), Otto Jacobi (Laboratorium Europa), Walther Müller-Jentsch (Ruhr-University Bochum, Germany), Hansjörg Weitbrecht (University of Heidelberg, Germany), Michael Fichter, (Organizing Committee, GIRA), followed by visits to leading German companies.

In November 1995 a draft resolution was presented to the 28th General Conference of UNESCO which, among other matters, dealt with the organisation's future activities in the field of the underwater cultural heritage.1 In conjunction with this resolution, the text of a draft Convention for the Protection of the Underwater Cultural Heritage prepared by the International Law Association (ILA) was presented to the General Conference as the possible basis for a new international convention on the subject.2 Annexed to this draft Convention text was the Charter for the Protection and Management of the Underwater Cultural Heritage prepared by the International Council of Monuments and Sites (ICOMOS)3 to accompany the ILA draft Convention and serve as a set of criteria of good practice to be applied by States parties to the Convention. The General Conference adopted the draft resolution without any change and this therefore forms the basis for future deliberations within UNESCO over this issue, the question whether to draft an international convention on the basis of the ILA draft text having been a central part of the deliberations. Subsequent to the adoption of the resolution, meetings have been held between UNESCO and various bodies with an interest in the issue (such as the International Maritime Organisation and the International Oceanographic Commission as well as the UN Law of the Sea office). Following these consultations, it was agreed to hold a joint meeting of representatives of these organisations with chosen experts in order to examine the ILA draft Convention along with any other material relevant to a new legal instrument for the protection of the underwater cultural heritage.

After six years of study by its Committee on the Enforcement of Human Rights Law, the sixty-fourth Conference of the International Law Association, held in Queensland, Australia, from August 19 to 25, 1990, approved by consensus a set of standards to assist human rights bodies in monitoring states of emergency. These standards, designated the Queensland Guidelines for Bodies Monitoring Respect for Human Rights during States of Emergency, complement on the enforcement side the substantive norms found in the Paris Minimum Standards of Human Rights Norms in a State of Emergency, adopted by the ILA in 1984.

AbstractThe Willi Steiner Memorial Lecture 2019 was delivered at the British and Irish Association of Law Librarians’ Annual Conference by Brenda Hale, Baroness Hale of Richmond, DBE,1 the President of the Supreme Court of the United Kingdom. Lady Hale reflected upon some of the major changes in the law and access to justice since she was an undergraduate at the University of Cambridge and Willi Steiner was Law Librarian at the Squire Law Library. Her lecture coincided with BIALL's fiftieth anniversary year and focused on five significant developments: the explosion of judicial review of administrative action, the arrival of EU law, the growth of international human rights law, the recognition of gender and other equality, and devolution and the evolution of a new constitutional role for the courts.

Across the globe, leaders in policing are increasingly recognizing the urgency and significance of addressing the health and wellness of law enforcement personnel as concerning trends related to the mental health of officers continue to grow. Emerging from three years of some of the most challenging circumstances that Canadian policing has faced, and over five years since the last national check-in, the Canadian Association of Chiefs of Police (CACP) designed the 2023 Canadian Policing Wellness Check Conference to bring about a renewed sense of focus to the wellness of the policing community. Organized by the CACP and moderated by esteemed advisor and educator Norm Taylor, the conference brought together 176 delegates, speakers, sponsors, and leaders from the international and national policing and mental health communities for an inspiring, fast-paced two-day conference at the Fairmont Château Laurier in Ottawa, Ontario, on March 7 and 8, 2023. The following paper provides a comprehensive report on the proceedings.
