The 19th Course on International Law Librarianship was held in Dublin, Ireland, August 20–24, 2000. The conference theme, “A common Law for Europe: Legal Systems and Legal Information,” and the attractiveness of Dublin as a conference venue helped draw the largest group of participants to attend our conferences. As important, the 150 participants represented 24 countries, a number that is a record for our Association.

AbstractAlthough the International Law Association (ILA) was established in 1873, it only turned its attention to the internationally shared water resources in 1954, when its study of the applicable principles and rules of international law thereon began. The first ILA committee assigned to this task was the Rivers Committee, which, after a decade of intensive study and through several resolutions and statements, arrived unanimously at a set of articles reflecting customary international law, known as The Helsinki Rules on the Uses of the Waters of International Rivers.The Helsinki Rules approved at the ILA Helsinki Conference in 1966 were soon widely accepted across the globe as a non-binding authoritative source of international water law. This monograph traces the work of ILA leading to the approval of the Helsinki Rules, analyses the Rules, and identifies their influence on, and contribution to the evolution of international water law.

The International Journal of Legal Information is the official publication of the International Association of Law Libraries (IALL). As noted in its current statement of purpose, the Journal “serves the global community of law librarians, legal scholars, and practitioners through the publication of original articles, conference papers, bibliographies, book reviews, and documents concerning law and law-related information.” It is also a significant source of information about the history of the IALL and the major figures of international law librarianship who have participated in its programs and activities. Much of the history of the Association, which was established in 1959, is recorded within the Journal in presidential columns, editorials, memorials, and reports on meetings and conferences.

Prepared by the International Committee on the Legal Status of Refugees, these principles build upon earlier drafts that were debated at the Sixty-third Conference in Warsaw in 1988, and were approved “in principle” at the Sixty-fourth Conference in Queensland, Australia, in 1990.

The University of Miskolc – Central European Academy in partnership with the Ferenc Mádl Institute of Comparative Law, Central-European Association for Comparative Law, Hungarian Association for Comparative Law, Slovak Association for Comparative Law, Scientific Association for Comparative Law Poland, Association for the Advancement of Comparative Law Researches in Serbia, Romanian Association for Comparative Law and the University of Opole on the 1st of December had organized an International Scientific Conference under the title “The Right to Privacy in the Digital Age – in specific terms”. The conference was held in the building of the Hungarian Academy of Sciences, which additionally increased the solemnity of the event. The aim of the conference was to present the results of the Central European Professorial Network’s “Right to Privacy” research group through analytical and summary presentations by participating professors and to raise awareness about privacy issues. The research project, “Central European Professorial Network 2022”, involved experts in comparative law from seven Central European countries: the Czech Republic, Croatia, Poland, Hungary, Serbia, Slovakia, and Slovenia.

Abstract Under the title Receivables and Securities in Private International Law, the conference, hosted by the Interdisciplinary Association of Comparative and Private International Law, was made topical by a proposal from the European Commission to regulate the applicable law on the third-party effects of assignment of claims (COM (2018) 96). The conference divided its focus into two panels: the first dealing with COM (2018) 96 from different perspectives, and the second discussing the law applicable to proprietary effects of transactions in securities.

The purpose of this thesis is to identify the destination site selection criteria for internationalconferences from the perspectives of the three main players of the conference industry,conference buyers (organizers and delegates) and suppliers. Additionally, the researchidentifies the strengths and weaknesses of the congress cities of Stockholm and Vienna.Through a comparison with Vienna, the top city for hosting international conferences, a roadmap for Stockholm has been designed, to strengthen its congress tourism opportunities, thus,obtaining a higher status as an international congress city. This qualitative research hascombined both primary and secondary data methods, through semi-standardized expertinterviews and secondary studies respectively, to fulfil the study’s aim. The data have beenanalysed by applying the techniques of qualitative content analysis; the secondary dataadopting an inductive approach according to Mayring (2003) while the expert interviewsusing a deductive approach according to Meuser & Nagel (2009). The conclusions of thesecondary data have been further compared and contrasted with the outcomes of the primarydata, to propose fresh discoveries, clarifications, and concepts related to the site selectioncriteria for international conferences, and for the congress tourism industry of Stockholm. Theresearch discusses the discoveries of the site selection criteria, the implications of thestrengths and weaknesses of Stockholm in comparison to Vienna, recommendations forStockholm via a road map, and future research areas in detail. The findings andrecommendation, not only provide specific steps and inceptions that Stockholm as aninternational conference city can apply, but also propose findings, which can aid conferencebuyers and suppliers to cooperate, to strengthen their marketing strategies and developsuccessful international conferences and destinations to help achieve a greater competitiveadvantage.

Objective of the study – The primary goal of this research study was to investigate and document the evolution and historical development of the crime of aggression. Design / methodology / approach – The research study was primarily a desk-top based research by design and methodology. It reviews a range of published books, expert commentaries, and journal articles that provide theoretical and practical research on the evolution and development of crime of aggression through the past centuries to the present day. The discussion is majorly premised around key historical debates and events that shaped, and defined the rubric of the crime of aggression. These include: the philosophers' conceptualisation of the doctrine of "just war" or "unjust war", states' practice before and after the First World War and Second World War, the International Military Tribunals, the birth and role of the United Nations, the 1998 Rome Conference and the 2010 Kampala ICC Review Conference. Findings – This study provides information on each author's perspective on the status of the crime of aggression before and after the First ICC Review Conference. The study generally concedes that although today the crime of aggression is defined under the Rome Statute, and the jurisdiction of the ICC over it spelt out; its status under the treaty regime remains distinctly different from that under international customary law. Significance of the study – The significance of this research study lies in the fact that it is useful with regard to documenting the historical development of the crime of aggression. It also fulfils an identified need to clarify the position of the crime of aggression after the landmark First ICC Review Conference that took place in Kampala during May / June 2010. Um dieser Aufgabe gerecht zu werden, wird zukünftig der Schwerpunkt der GAIR-Mitteilungen deutlich stärker auf den fachlichen Diskurs gelegt. Eine wissenschaftliche Gesellschaft kann ihren inneren Austausch und ihre Wirkung nach Außen nur sicherstellen, wenn sie ihren Mitgliedern und auswärtigen Interessierten ein zeitgemäßes Diskussionsforum bietet. Angesichts des gestiegenen Bedarfs an zuverlässigen Informationen über das islamische Recht und die rechtlichen Entwicklungen in islamisch geprägten Staaten besteht seitens der GAIR die Notwendigkeit, hierzu einen verantwortungsvollen Beitrag zu leisten. Um dieser Aufgabe gerecht zu werden, wird zukünftig der Schwerpunkt der Zeitschrift für Recht & Islam deutlich stärker auf den fachlichen Diskurs gelegt. Das neue Format deckt neueste Entwicklungen in Gesetzgebung und Rechtsprechung aller Rechtsgebiete im In- und Ausland ab, soweit sie das Recht islamisch geprägter Staaten oder aber Menschen aus solchen Staaten betreffen. Wesentlich ergänzt wird dieses Angebot durch Tagungsberichte, Rezensionen und Aufsätze, in denen auch islamrechtliche Fragestellungen diskutiert werden. Ab 2010 wird darüber hinaus eine eigene Rubrik „Rechtsvergleichung“ aufgenommen, die theoretisch-methodische Aspekte aufgreifen soll. O objetivo desse trabalho é melhor compreender a situação atual da formação de intérpretes de conferência de línguas orais-auditivas no Brasil. O primeiro objetivo é mapear o cenário diverso de formação de intérpretes no país e o segundo é comparar o currículo e as práticas desses cursos com as chamadas melhores práticas de formação de intérpretes recomendadas pela Associação Internacional de Intérpretes de Conferência (AIIC). Após a apresentação de algumas propostas para o ensino de interpretação, fundamentadas em textos de Danica Seleskovitch e Marianne Lederer, David Sawyer, Donald Kiraly e Rosemary Arrojo, é traçado um breve panorama da história da formação de intérpretes no Brasil e no mundo e o papel proeminente da AIIC nesse processo. Seguem-se os perfis dos cursos participantes da pesquisa: três de pós-graduação, três de graduação, um sequencial e quatro livres, que serão analisados à luz das melhores práticas da AIIC. O estudo desenvolvido nos permite concluir que, apesar de nenhum curso atender integralmente aos quesitos recomendados pela AIIC, o ensino de intérpretes no Brasil está no caminho para a profissionalização.
The aim of this thesis is to better understand the current scenario of spoken-language conference interpreter training in Brazil. The first aim is to map out the diverse scenario of interpreter training and the second, to compare the curriculum and practices of these different courses with AIIC Conference Interpreter Training best practices. Some proposals for interpreter training were presented, based on the work of Danica Seleskovitch e Marianne Lederer, David Sawyer, Donald Kiraly and Rosemary Arrojo; and an overview of the history of conference interpreter training in Brazil and around the world was made, highlighting AIIC s prominent role in this process. These are the profiles of the courses that took part in the survey: three graduate-level courses, three undergraduate level, one extension course and four commercial courses. Their practices were analyzed according to AIIC s best practices for interpreter training. We concluded that even though no school has fully met all AIIC s recommended criteria, interpreter training in Brazil is on the path to professionalization.

This thesis examines the body of international law drawn upon during the Nuremberg trials after World War II. The work analyzes the Hague Conventions, the Paris Peace Conference, and League of Nations decisions to support its conclusions. Contrary to the commonly held belief that the laws violated during World War II by the major war criminals were newly developed ideas, this thesis shows that the laws evolved over an extended period prior to the war. The work uses conference minutes, published government sources, the official journal of the League of Nations, and many memoirs to support the conclusions.

AbstractThis paper aims to analyze the concept of soft laws and its significance in international law with special emphasis on its effect on international investment law. In this paper, the authors have relied upon the works of legal scholars and arbitral jurisprudence to understand their observations about the role of soft laws and apply such observations to the present times to analyze the strengths and drawbacks of soft law in the current international investment law context. The paper argues that although formally non-binding, yet in practice soft law instruments do influence the behavior of states and foreign investors either directly or indirectly. They also play a significant role in the formulation of international law by serving as precursors to the formulation of binding rules by states or by developing the rights and obligations of the parties mainly through interpretation of vague or open-ended investment treaty provisions by arbitral tribunals.

The Supervisory organ is a compulsory element in the governance structure of the European Structures for Business Association, namely the European Company (Societas Europaea) and the European Cooperative Society (Societas Cooperativa Europaea) that have chosen a two-tier system for their organizations. The organ under consideration presents a hybrid regulatory framework. On the one hand, these are the provisions in the regulations of the European Union, and, on the other, the national law regulations. The organ in question has specific characteristics. Its members are elected by the General meeting. The staff of the first supervisory board may be appointed in the statues. This should apply without prejudice to any employee participation arrangements determined pursuant to Directive 2003/72 / EC. The members of the Supervisory organ are elected for the term specified in the Statute of the association. Their maximum term of office after the expiry mandate date may not exceed six months. The package of powers includes constitutional, authoritative and controlling rights and obligations. The supervisory organ shall elect and dismiss members or an individual member of the management organ. In cases explicitly provided for in the statute of the association, a certain category of legal transactions cannot be concluded by the management organ without the permission of the supervisory organ. Its controlling functions are particularly important. The supervisory organ shall supervise the duties performed by the management organ. It may not itself exercise the power to manage the associations. The supervisory organ may not represent the associations in dealings with third parties. It shall represent the associations in dealings with the management body, or its members, in respect of litigation or the conclusion of contracts. The management organ shall report to the supervisory body at least once every three months on the progress and foreseeable developments of the association’s business, taking into account any information relating to undertakings controlled by the association that may significantly affect the progress of the association business. The members of the Supervisory organ are holders of Civil liability. Its legal basis is the relevant rules in the national law relating to joint stock companies or cooperative organizations in the Member States in which they have registered their office. This liability is based on the possible damage caused by illegal or incorrect acts or actions.

This paper investigates the representation of women researchers and artists in the conferences of the International Community for Auditory Display (ICAD). In the absence of an organized membership mechanism and/or publicly available records of conference attendees, this topic was approached through the study of publication and authorship patterns of female researchers in ICAD conferences. Temporal analysis showed that, even though there has been an increase in the number of publications co-authored by female researchers, the annual percentage of female authors remained in relatively unchanged levels (mean = 17.9%) throughout the history of ICAD conferences. This level, even though low, remains within the reported percentages of female representation in other communities with related disciplines, such as the International Computer Music Association (ICMA) and the Conferences of the International Society for Music Information Retrieval (ISMIR), and significantly higher than in more audio engineering-related communities, such as the Audio Engineering Society (AES).

The paper presents an overview of the association and connection of banks in the Republic of Serbia, all with the aim of doing the same as well as possible and achieving the expected good business results. For these reasons, the authors decided to look at and study the theme in a shorter volume. The research used the normative method, by critically analyzing legal and subordinate solutions related to the merger and connection of banks. Also, the historical method was used to show the first beginnings of the association in our banking system, up to the present day. At the end of the paper, an appropriate conclusion was given in which it is indicated that commercial banks come together and connect in their own way, and that the association of banks in our country has a long tradition, which is one of the oldest in Europe, as well as that bank connections can be done through capital, contract and mixed.

n the paper, the author points to the fact that in the Republic of Serbia there is a large number of war invalids, which is a consequence of the war conflicts that took place in the areas where we live now. That is why organized state care is needed for fighters who, as participants in numerous defensive wars, remained permanently disabled, with a lower or higher degree of incapacity. Hence, in Serbia, there has been a disability fund for exhausted and crippled soldiers for 160 years, which was also enacted during the reign of Prince Mihailo Obrenović, the so-called "Fund for Military Invalids". Unfortunately, even after gaining independence at the Berlin Congress in 1878, the territory of the Republic of Serbia was the scene of numerous wars, both in the 19th and 20th centuries. In the last century (20th century), starting from the Balkan Wars, through the First and Second World Wars, the wars in the territories of the former Yugoslav states, and until the NATO bombing in 1999, the Serbian people experienced a biological disaster. The consequences are immeasurable - several million dead and as many or even more wounded. That is why the state of Serbia assumed the obligation to take care of the families of fallen soldiers and the status of military invalids, by providing a large number of services, the corpus of which, from one period to another, was always increasing. Also, there is a large number of peacetime military invalids that the state, through its organs, must take care of. This is why the protection of veterans and the disabled and the provision of services in this area have been developed and harmonized with the real situation of the disabled, their needs and the economic possibilities of the Republic of Serbia. The study objectives were to determine the effectiveness of Fenton’s Reagent and Modified Fenton’s Reagent in reducing Total Petroleum Hydrocarbon (TPH) concentrations in petroleum-contaminated soil from McMurdo Station, Antarctica. Comparisons of the contaminated soils were made, and a treatability study was completed and documented. This material was presented at the Association for Environmental Health and Sciences Foundation (AEHS) 30th Annual International Conference on Soil, Water, Energy, and Air (Virtual) on March 25, 2021.

This rapid review examines evidence on the transparency in the tax system and its benefits; e.g. rising revenue, strengthen citizen/state relationship, and rule of law. Improvements in tax transparency can help in strengthening public finances in developing countries that are adversely affected by COVID-19. The current context (i.e. a global pandemic, widespread economic slowdown/recessions, and declining tax revenues) engenders the urgency of improving domestic resource mobilisation (DRM) and the fight against illicit financial flows (IFFs). Even before the advent of COVID-19, developing countries’ tax systems were facing several challenges, including weak tax administrations, low taxpayer morale and “hard-to-tax” sectors. The presence of informational asymmetry (i.e. low tax transparency) between taxpayers and tax authorities generates loopholes for abuse of the tax system. It allows the hiding of wealth abroad with a limited risk of being caught. Cases of such behaviour that are exposed without proper penalty may result in a decline in the morale of citizens and a lower level of voluntary compliance with tax legislation. A number of high-profile tax leaks and scandals have undermined public confidence in the fairness of tax systems and generated a strong demand for effective counteraction and tax transparency. One of the key contributing factors to lower tax revenues in developing countries (that is linked to low tax transparency) is a high level of IFFs. These flows, including international tax evasion and the laundering of corruption proceeds, build a major obstacle to successful DRM efforts. Research has also identified an association between organisational transparency (e.g. transparency by businesses and tax authorities) and stakeholder trust (e.g. between citizens and the state). However, the evidence is mixed as to how transparency in particular influences trust and perceptions of trustworthiness.

The 14th Biennial Meeting of the International Human Rights Network of Academies and Scholarly Societies (IHRN) began with an Early Career Scholars Panel, during which up-and-coming scholars deliberated on present-day global human rights issues. The moderator of the panel was Prof Catherine Burns (Associate Professor of Medical History, University of Witwatersrand) and the panel members were Lt Col Dr Esewu Mxolisi Mathebula (South African Association of PhDs), Mr Michael Martin (New Voices in Sciences, Engineering and Medicine, U.S. National Academies), Prof Mzukisi Njotini (Dean of the Faculty of Law, University of Fort Hare, South African Young Academy of Science) and Prof Martha Bradley (Associate Professor in the Department of Public Law, University of Johannesburg, Future Professors Programme). In this session, the Early Career Scholars gave their perspectives on topics related to the theme of the IHRN meeting, ‘The Role of National Academies and Universities in Promoting Human Rights and Enhancing Equality.’ The session had posed a greater number of questions than it had provided answers for. However, some questions stood out, namely how scholars communicate their scientific knowledge in ways that are respectful and dignified, but still critical and engaged across class, gender, hierarchy and region. ASSAf was acknowledged for bringing scholars and colleagues from learned societies together at this event and addressing current and controversial issues. Science can correct itself only through processes such as this.
