The purpose of this study is to describe how Sumedang government build Sumedang as the center of Sundanese culture through Place Branding that includes the process of conducting SWOT analysis, Creating Brand Vision, Setting Program Goals and benchmarks, Implementing Brand Vision, and Brand Equity Evaluation. This research uses descriptive research method. Technique of collecting data of in-depth interview, observation and literature study. In this research concludes that: Sumedang government in conducting SWOT analysis there are room for improvement, in creating brand vision SPBS has taken into account the organization culture, identity, and government vision and mission but the brand vision are not articulated enough for the stakeholder as diferent meaning are comprehended, on setting program goals and benchmarks, the program goals are not articulated enough as the goals are to major and have no milestones which relatively easier to achieve, the benchmarks used by the government is also not detail enough which in return couldn’t give the governement best practices ideas for managing SPBS. In implementing brand vision, the government didn’t implement evaluation in order to response the distress in their internal body, on the external campaign program there are much area to be explored such as using PR surrogates as storyteller in telling the brand story and better management in social media., and then minimum qualifications for communcation staff of SPBS has to be made. Lastly, on brand equity evaluation there are room for improvement such as utilizing financial and consumer based evaluation to balance the image and substance of Place Branding.

Après une réforme en 2006 de l'entreprise objet de notre étude, les dirigeants voulaient réussir ces transformations par l'adoption d'un discours encourageant les employés pour adopter les principes « d'agilité organisationnelle ». Cette réforme qui tente d'apporter plus d'agilité à une entreprise qui évolue en configuration bureaucratique rigide dans un contexte national imprévisible (contexte post révolution). Nous chercherons à comprendre l'effet des discours managériaux dans le développement des principes d'agilité organisationnelle chez les employés dont l'un des effets a aussi été d'un « immobilisme organisationnel ». C'est in fine le rôle des managers intermédiaires qui est en question ici, puisque ces derniers jouent un rôle essentiel dans la traduction des discours managériaux auprès des employés. Cette traduction peut être « fidèle » comme provoquer des mouvements de résistances et de blocage. Cette recherche vise à répondre à deux questions principales : la première interroge le rôle de la communication dans le développement des principes de l'agilité organisationnelle. Et la deuxième question cherche à mettre la lumière sur les rôles des managers intermédiaires dans un contexte de changement. Dans le cadre d'une recherche-action basée sur l'observation participante complète et des entretiens semi-directifs, nous avons dégagé comme résultat que la communication interne joue un rôle essentiel dans le développement du principe d'agilité sauf que les managers intermédiaires peuvent se perdre entre les différents types de communication syndicale et managériale. De même l'incommunication représente un phénomène qui témoigne l'affaiblissement du rôle de la communication dans un contexte de changement. Parallèlement, nous avons compris que la traduction des managers intermédiaires est une phase intermédiaire dans le processus de communication et qui se situe entre l'émetteur et le récepteur. Cette traduction peut générer des signaux qui permettent de modifier les signaux reçus de l'émetteur et de créer un écart dans le sens entre les deux parties (entre le projet et la réalisation). Nous constatons que cette modification ou adaptation générée par le manager intermédiaire traducteur représente, aussi, une forme de routine qui cache leur résistance
After a reform in 2006 of the company subject of our study, the leaders wanted to succeed in these transformations by adopting a discourse encouraging employees to adopt the principles of "organizational agility". This reform which tries to bring more agility to a company which evolves in a rigid bureaucratic configuration in an unpredictable national context (post-revolution context). From 2006 to 2020 the relationship between the forces of change and the forces of resistance is characterized by permanent competition taking advantage of socio-political and organizational contexts. During this period, communications overlap and each force seeks to attract middle managers to its side in order to hinder or succeed in its projects. After a reform in 2006 of the company object of our study, the leaders tried to make a success of these transformations by the adoption of a speech encouraging the employees to adopt the principles of “organizational agility”. This reform attempts to bring more agility to a company which evolves in a rigid bureaucratic configuration in an unpredictable national context (post-revolution context).We will seek to understand the effect of managerial discourse in the development of the principles of organizational agility among employees, one of the effects of which has also been “organizational immobility”. It is ultimately the role of middle managers that is in question here, since they play an essential role in translating managerial discourse to employees. This translation can be "faithful" as provoking movements of resistance and blockage.This research aims to answer two main questions : the first questions the role of communication in the development of the principles of organizational agility. And the second question seeks to shed light on the roles of middle managers in a context of change.As part of an action research based on complete participant observation and semi-structured interviews, we have identified as a result that internal communication plays an essential role in the development of the principle of agility, except that middle managers can lose between the different types of union and managerial communication. Similarly, “ incommunication” represents a phenomenon that testifies to the weakening of the role of communication in a context of change. At the same time, we understood that the translation of intermediate managers is an intermediate phase in the communication process and which is located between the sender and the receiver. This translation can produce signals which make it possible to modify the signals received from the transmitter and to create a difference in the direction between the two parts (between the project and the realization). We note that this modification or adaptation produced by the translator intermediary manager represents a form of routines that hide their resistance

Recent research indicates that the Internet (or Net) is currently being used at many post-secondary institutions in support of traditional, classroom-based instruction. From 1994 to 2002, the percentage of post-secondary classes using the Web as a research tool and E-mail as a method of communication has increased almost ten fold. An extensive literature on the evaluation of the Internet as an educational technology has developed in recent years; however, there are some gaps that need to be filled to provide a more complete understanding of the Internet and its use by post-secondary students. First, most of the studies focus primarily on student usage of the Net, and less so on the value (or the advantages and disadvantages) and the utility (or usefulness) associated with that usage. Second, many of these studies make a distinction between the research and communication functions of the Internet. While I argue that this is an appropriate distinction, many examine one function or the other only – and not both simultaneously. The central research problem that this study addresses is helping to fill those two gaps in the evaluation literature by examining in detail student usage, value and utility of the Net as a research and/or communication tool for post-secondary students in support of classroom-based instruction. Drawing upon work from the fields of media studies, learning theory, and theories of communication, I establish a "Net as Tool" framework and adopt a uses and gratifications approach to examine student use of the Net. The three main inter-related concepts of usage, value and utility are used as organizing themes for the study, and I designed and developed a survey instrument to gather original quantitative data from post-secondary students in both Canada and Australia to fully examine those concepts. Two focus group sessions were designed to supplement this quantitative data with qualitative findings (and to generate more in-depth insights into student usage, value and utility of the Net as a research and/or communication tool). The results presented in this study have both theoretical and practical importance. In regards to the theoretical side, I have identified the underlying dimensions of usage, value, and utility, and highlighted what makes the Net valuable and useful as a research and/or communication tool. Additionally, I have identified the factors which are related to usage, value, and utility, and explored the inter-related nature of those three concepts. I concluded my study with an outline of the importance of the skill of digital literacy so that students can cope effectively with the online environment. These findings are significant because they help to fill some specific gaps in the evaluation knowledge of the Net in post-secondary education. In addition, I have developed a practical strategy which suggests how the Net could be used most effectively by students as a research and/or communication tool in support of classroom based instruction. The areas addressed by the strategy include access, infrastructure, technical support, training, integration into the curriculum, and appropriate use of the tool. The overall strategy is important because it contributes to our understanding of the Net as an educational tool, and it outlines ways to address the issue of the digital divide within post-secondary education. It is hoped the strategy will be useful to training staff, post-secondary administrators, instructors, and students.

In this thesis, three internal antennas for mobile communication systems are proposed. Two wide operating bands are obtained for the proposed antennas to cover all the five bands of GSM850/GSM900/GSM1800/GSM1900/UMTS. The penta-band operation and lower-height construction provided by the proposed antennas are advantageous features. Because the former two antenna designs were proposed for mobile phone applications, they are restricted to have total length of not larger than 45 mm. The first promising mobile phone antenna with inverted-F-shaped construction has total height of not higher than 15 mm. To achieve the antenna design goal having a height of not larger than 10 mm, the second promising mobile phone antenna has the similar construction as the first one and a matching circuit to improve impedance match within the abovementioned five bands. The last antenna design for laptop computer based on a simple design idea and structure can be developed to achieve a final construction with a smaller size than that of the conventional designs. Moreover, good radiation characteristics make the proposed antennas very promising for applications in mobile communication device.
