The national education system so far has not been satisfactory. Looking at this situation, several solutions have been proposed, e.g., updated version of curriculum. However, this solution is not adequate because educators are also expected to be able to prepare students' attitudes and behavior so that they can face the demands of the current situation and the dynamics of change that are rapidly developing. Changes that occur are not only in knowledge and technology but also in aspects of moral values in social life. In addition to family as a center of education, a higher education institution environment also requires a function of character education to shape students’ personality be more positive as expected. In other words, the process of character formation and habituation is the responsibility of not only students’ parents within family domain but also formal higher education institutions. With the various problems that exist at higher education level, character building for primary teacher education (henceforth PGSD) students is needed that they are expected to be able to improve and apply their knowledge, study, appreciate and apply character values in their daily life behavior. Therefore, the purpose of this study is to identify PGSD students’ character formation and ensure the results of the character formation process in a higher education institution in Indonesia.

Educational trilogy is a scheme of relationship between family environment, school environment and community environment. Each of them support each other in efforts to educate the nation's children and their moral education. Moral education will run effectively and intact if it involves the institution. The family as the first educational institution, wheres mother as the first teacher for her child gives a big influence on planting child’s character and morals. The boarding school has a different educational pattern than the one in general. At the Alimussirry World Boarding School, students have a set of rules that are used in practice in the daily schedule of students. The daily schedule of activities was a means of implementing the practice for the students under the supervision of the lodge managers. All activities have different areas of management to assist and supervise studentsCharacter education is not just about the young budding education process that is tapping into the formation of the school, it is also about the individual within the educational institution. Character education in higher education aims to improve the quality of implementation and educational outcomes that lead to the achievement of the formation of the character and noble character of students as a whole, integrated and balanced according to graduate competency standards. Through character education, students are expected to be able to independently improve and use their knowledge, study and internalize character values so that they are manifested in daily behavior. The implementation of character education has its own problems, namely the existence of unsynchronization between the concepts of character education, which aims to restore the culture and character of the nation which is increasingly deteriorating with the reality faced. Character education in higher education is everything done by a lecturer, able to influence the character of students. This includes many things about the exemplary of a lecturer be it behavior, speech, tolerance, integrity and others related to character. The campus environment as an escort institution for character building for students, has potentials that will contribute to the processes, so synergy is needed together in coaching from all campus residents. In teaching character building, lecturers can integrate it naturally with the standard curriculum or teach it in tandem with the standard curriculum. All lecturers in all subjects should be figures who practice the formation of this character in all activities in the classroom and outside the classroom.

Character Building Subject is required for students in preparation to face the world outside the campus, workplace, society, peers, and even family. Character Building is a process or efforts done to develop, improve and/or to shape characters, dispositions, psychological nature, morals (manners) of human beings (people) that indicate attitudes and good behaviors. Values and factors that influence the Character Building are spirit, togetherness, and caring. The concept of Character Building which could be obtained in formal institutions (campus), informal institutions (family), and non-formal institutions (courses, student spiritual clubs) has an influence and impact on the character of students, whether intentional or not. Nevertheless, it will not happen if there is no self-consciousness in the student. Good Character Building will also be a benchmark in the workplace. Learning Character Building that students get apparently contributes to the formation of student character, of which influences their behaviors. The effect can be seen from the attitude of students such as honesty, trustworthiness in maintaining trust and job given. Character Building is a subject that imparts the values of good behavior to students; and therefore when they jump into the workplace, there will no longer happen the cases of corruption and fraud resulting from the dishonesty because people like that do not have a good character.

While most discussions of corruption focus on administration, institutions, the law and public policy, little attention in the debate about societal reform is paid to the ?internalities? of anti-corruption efforts, specifically to character-formation and issues of personal and corporate integrity. While the word ?integrity? is frequently mentioned as the goal to be achieved through institutional reforms, even in criminal prosecutions, the specifically philosophical aspects of character-formation and the development of corporate and individual virtues in a rational and systematic way tend to be neglected. This paper focuses on the ?internalities? of anti-corruption work with special emphasis on the pre-requisites that need to be ensured on behalf of the social elites in order for proper individual and collective character-formation to take place throughout the society. The author argues that a systematic pursuit of socially recognized virtues, both those pertaining to society as a whole and those specific to particular professions and social groups, is the most comprehensive and strategically justified way of pursuing anti-corruption policy, while institutional and penal policies can only serve an auxiliary role. The pursuit of institutional and criminal justice policies against corruption in a society that is subject to increasing relativism with regard to values and morality is at best ineffective, and at worst socially destructive. Thus the paper suggests a re-examination of the social discourse on the level of what the author calls ?value strategy? and the gradual building of a plan to create and solidify specifically designed features of ?corporate character? for key sectors of the society. This approach can serve as the main long-term strategy to improve the public profile of integrity and reinforce morality in both the public and civil sectors.

This study adopts a qualitative approach with the phenomenology study method and combines analysis techniques of reduction, display, and verification. The object of this research is the Jenderal Sudirman mosque, Surabaya, where the collection of data comes from observation, in-depth interviews, and documentation. The results of the study show that the application of inputs (institutional, leadership, and goals), processes (spiritual formation, personal mental formation, capacity building, and empowerment), outputs (strengthening of character, strengthening of emotional relationships, strengthening of business and strengthening of the economy and outcomes ( spiritual ability and financial ability)) in economic empowerment is still suboptimal. Therefore, mosques need to revitalize their management to collaborate with the government, state or private universities, private institutions or institutions, and the community. Moreover, the mosque should not only be prospered by the ummah; conversely, it can also prosper the ummah.
