Cet article s’intéresse à la relation entre la présence de mécanismes formels de participation citoyenne et la nature des relations État-société dans le contexte du processus de démocratisation mexicain, par le biais de l’étude des comités de participation citoyenne (COPACI) mise en place en 1996 par le Parti de la révolution démocratique (PRD) à Nezahualcóyotl, dans l’État du Mexique. S’inscrivant au coeur des débats théoriques actuels sur la démocratie participative et associative, il démontre que postuler de l’existence d’un lien direct et de facto entre innovation institutionnelle participative et démocratisation s’avère, dans les faits, problématique. Bien que l’existence de mécanismes institutionnels favorisant la participation citoyenne soit une condition nécessaire à la revitalisation de la société civile et de ses relations avec le pouvoir politique au niveau local, elle n’est pas suffisante pour la garantir en pratique, comme le suggère le cas de Nezahualcóyotl. L’analyse qualitative des dynamiques de mobilisation et de la nature de la participation citoyenne au sein des COPACI fait ressortir que, contrairement à l’idée véhiculée dans les discours officiels du PRD, l’impact de leur institution par le PRD sur les relations État-société et, plus largement, sur la qualité de la gouvernance démocratique municipale, n’a pas été à la hauteur des attentes. Alors que les COPACI devaient, en théorie, devenir des véhicules de démocratisation en permettant le développement d’une participation autonome des acteurs collectifs à la gouvernance municipale, l’expérience démontre qu’ils ont plutôt été utilisés par les leaders des différents partis et leurs alliés de manière informelle comme un outil de contrôle social, contribuant à alimenter et à réinventer les pratiques clientélistes et antidémocratiques héritées du régime du PRI et originellement dénoncées par le PRD.

Dans le cadre de la gestion des déchets, l’implémentation de la Responsabilité élargie du producteur (REP) a vu émerger de nouvelles structures, les éco-organismes, qui représentent une innovation organisationnelle majeure. En tant qu’intermédiaires entre les pouvoirs publics, les producteurs et les opérateurs, ils coordonnent et financent les programmes de gestion des déchets, réorientant ainsi la responsabilité des déchets vers les producteurs. Cela représente une transformation structurelle majeure, remplaçant le modèle antérieur, axé sur les fonds publics et la responsabilité municipale, par un système de financement privé mobilisant un large éventail d’acteurs. Cet article vise à mettre en avant l’importance de l’innovation organisationnelle dans un secteur où le débat public met souvent l’accent sur l’innovation technologique.

Compositional and structural characterization was carried out on transparent glass fragments found in a brick rubbish pit discovered in basal floor of the ducal palace of Ferrara, during the excavation of Piazza Municipale. This study aims to identify raw materials and glass-working techniques through X-Ray Fluorescence (XRF) quantitative chemical analyses and semi-quantitative Scanning Electron Microscopy (SEM) observations. The studied fragments were produced using siliceous-lime sands with natron as flux, and allowed us to better understand the production technologies in a historical period of great innovation for European glass art. The numerous findings of glass fragments discovered in brick underground cellars built for the specific purpose of household rubbish of wealthy complexes in Ferrara testify a consolidated system of separate discharge of solid waste into underground containers, which were closed and sealed once filled. The high volume of the finds indicates the absence of recycling of accumulated materials due to the well-being of the city. Compositional analysis confirmed the local production of glass shops in Ferrara during the late Middle Ages, characterized by differences with the glasses of the nearby city of Venice. Morphological analyses also defined the nature and relative abundance of the products, exploring the types and compositions of the Ferrara glass art.

Purpose The purpose of this paper is to measure how frequently innovative financial products appeared or became widely adopted in the municipal securities markets over the last two decades; and also investigate what types of issuers adopted the innovations, the relationship between yields and innovation and the patterns of diffusion within states. Design/methodology/approach Using comprehensive data on municipal securities issued from 1992 to 2015, the author searches for financial innovations as defined in the literature. The author uses issuer fixed effects models to characterize the relationship between yields and use of innovative products. Other models provide estimates of the conditional correlations between issuer characteristics and innovation usage. Finally, the author fits trend models to identify significant differences in the pace of adoption between different types of issuers. Findings In total, 35 security features fit one or more definitions of innovation. Extensive analysis is presented for four innovations that represent significant transfers of risk: variable rates, put options, corporate backers and derivatives. Small issuers used these innovative products, but the largest issuers adopted them to a greater extent. Usage appears to diffuse within states. Issuance of innovative securities fell during the financial crisis and has not recovered. Novel securities since the financial crisis have been created by legislation rather than by market participants. Research limitations/implications The data appear to cover all or nearly all municipal securities, but they do not cover loans or other types of municipal borrowing. Practical implications This analysis reveals that financial innovations in municipal securities markets usually take the form of a rare practice becoming widespread rather than a never-before-seen feature appearing in the market. Changes in response to legislation are an exception. Social implications Regulators concerned about financial stability can monitor the expansion of formerly rare securities features. This will be informative about new risks or transfers of risk in the market. They can also anticipate that expanded use of an innovation by states and high-volume issuers will be followed by adoption of the innovations by smaller, less sophisticated issuers in subsequent years. Originality/value This paper is the first attempt to empirically analyze the extent of financial innovation in municipal securities. Existing public finance literature has proposed definitions of financial innovation, qualitatively documented some specific innovations and empirically analyzed others. However, no previous study has empirically analyzed the entire municipal securities market for all possible innovations.

Background: There is a need for qualitative studies on imposed innovation in home care services in welfare societies. The municipalities are key actors in the field of innovation in the public sector. As innovations often are interpreted to be in conflict with values in health care, we need knowledge on how policy changes and imposed innovations are understood and handled by middle managers working in the sector. Aim: We aim to explore how middle managers react to imposed innovation in health services through their storytelling. The research question was “What can middle managers' stories of imposed innovation tell us about their role in, and some important prerequisites for, innovation processes in municipal health-care services?” Methods: A narrative study of experiences with municipal innovation among middle managers in Norway. In this article, we do a thematic analysis of interviews with seven female middle managers who work in a home care service department. Findings: The study develops an understanding of which frameworks are required within a home care service to meet constant demands for innovation. Innovations are understood by the managers as results of policy changes and new public management demands and as a troublesome burden. We find the prerequisites for implementing innovations to be (1) trust-based management, (2) flexibility and dynamics, (3) continuity of care, and (4) emphasis on competence. These prerequisites are further interpreted in relation to dominant discourses on innovation at the macro, meso, and micro levels within the storytelling contexts. Conclusion: Imposed innovations require a negotiating practice in cross-disciplinary environments at all levels in the organization.

Dada à importância dos Conselhos Municipais de Políticas Públicas como forma de institucionalizar a democracia participativa no Brasil contemporâneo, sendo utilizados como uma importante ferramenta na Gestão Pública a fim de uma eficaz alocação de recursos públicos, é de grande importância conhecer o perfil dos conselheiros municipais, enquanto sujeito ativo do Controle Social. A metodologia utilizada foi a descritiva que segundo VERGARA (2007, p.46) diz que a pesquisa descritiva expõe características de determinada população ou de determinado fenômeno. A pesquisa foi realizada no município de campo alegre - al, onde existe dez Conselhos Municipais, e como forma de delimitar a pesquisa foram utilizados como fonte de coleta de dados quatro Conselhos Municipais (Conselho Municipal da Saúde – CMS, Conselho Municipal de Educação – CME, Conselho Municipal de Assistência Social - CMAS e Conselho Municipal da Alimentação Escolar – CAE). A pesquisa revelou o perfil de gênero, idade, formação acadêmica, representatividade e concepções a cerca do significado que o Controle Social tem para os conselheiros. A principal contribuição deste trabalho é descrever o perfil dos que exercem o Controle Social no âmbito municipal.

Local knowledge helps generate social innovations. Universities, which are part of the territorial innovation system, are important in creating innovations, but their role in diffusing social innovations is less well known. The social policies established in Ecuador have given rise to different social innovations. In particular, the metropolitan district of Quito, based on the metropolitan development plan from 2012 to 2022, has generated a process of social innovations of great interest. Local universities usually participate in the training process of the agents involved in the development of social innovation. In a complementary way, local universities can facilitate cooperation between these agents. Both are essential elements in the diffusion of innovation. This paper analyzes the importance of collaboration with universities to disseminate social innovations in the Metropolitan District of Quito, using a series of interviews. The results indicate that the lack of collaboration with the universities and the limited knowledge that exists in them hampered the practical development of the plan and its effectiveness.

The sustainability of urban surfaces can be enhanced by introducing innovations. An ex-ante assessment of the potential sustainability impacts of innovations in urban areas can provide decision-makers with valuable recommendations for their selection before implementation. This knowledge helps to make the innovation more future-proof. Although a first methodological approach for such an assessment is available, there is no readily applicable set of indicators. Hence, this article proposes a holistic sustainability impact assessment method tailored to the management of urban surfaces and their innovations. For the development of the method, a Sustainable Development Goal (SDG)-based, top-down approach is adopted. The proposed assessment method makes it possible to identify an innovation’s potential contribution to the achievement of the SDGs before its introduction. In this article, the assessment method is tested by evaluating the sustainability impacts of weed-suppressing joint filling sand on a walkway in a municipal cemetery in Southern Germany. The case study shows that a mixed impact of the innovation in the three dimensions of sustainability could be expected within the system boundary. It highlights the need for innovation optimization, mainly in the economic dimension. As a result, the introduced method can support the innovation process of urban surfaces for sustainable municipal development.

Service delivery protests in the recent past demonstrate the dire state of local government in South Africa. The absence of public sector innovation can be linked to service delivery backlogs hence embracing digital innovations (Internet of Things (IoT), Big data and analytics, cloud, Biometrics, computers, mobile applications, 3D machines) in the Fourth Industrial Revolution (4IR) is strategic for enhancing municipal service provision and uplifting the living standards of citizens in communities. The study utilised an explorative qualitative case study design premised on an extensive literature and document review analysis to examine the barriers facing the City of Tshwane from adopting digital innovations in the 4IR. The analysis of documents revealed digital hesitancy, leadership void, lack of innovative research culture, weak municipal preparedness, and digital divide in adopting digital innovations are barriers to digital innovation adoption to enhance service delivery. The paper observes further the lack of systematic and evaluative studies to inform public sector innovation, or growth in digital innovations often led to implementation challenges in the City of Tshwane. Conclusions drawn for the article revealed that adopting digital innovations can be the panacea to accelerating urban service delivery in the City of Tshwane; hence institutional readiness, improved revenue streams, including a stable regulatory and policy environment, are imperatives in achieving a digitalised local government in the 4IR.

Abstract In the afternoon of September 9, 2010, the Tsinghua University Social Management Innovation Research Group led by Professor Wang Ming (王名) conducted an interview with Song Guilun, the Party Secretary of the Beijing Municipal Social Work Committee of Chinese Communist Party and Director of the Beijing Municipal Social Development Office in which they discussed in-depth recent Beijing innovations in social management. The interview covered topics related to social management systemic and institutional innovations in Beijing, including resolution of acute local-level issues; “pivotal” social organizations; social worker team building; party building in the social field; network-style social service management; and management of foreign NGOs.

Cette thèse étudie les facteurs qui influencent l'émergence des innovations dans les municipalités en Bade-Wurtemberg (Allemagne). Grâce à une enquête comportant un ensemble riche de données (585 questionnaires), la recherche applique différents modèles de régression logistique pour analyser la relation entre les caractéristiques et l'émergence d'innovations. L'étude montre que des facteurs tels que la taille de la population, la structure organisationnelle, le financement et les politiques administratives locales ont un impact significatif sur l'émergence d'innovations. En outre, les résultats révèlent une disparité entre les petites et les grandes municipalités en ce qui concerne les facteurs influençant l'émergence de l'innovation. Des recommandations spécifiques sont formulées pour remédier à ces différences. Enfin, la recherche contribue à une meilleure compréhension de la manière dont les municipalités peuvent utiliser l'innovation pour relever les défis contemporains
This thesis investigates the factors that influence the emergence of innovations in municipalities, focusing on Baden-Württemberg, Germany. Using a survey with a rich data set of 585 completed questionnaires, the research applies different logistic regression models to analyse the relationship between municipal characteristics and the emergence of innovations. The study shows that factors such as population size, organisational structure, the provision of financial resources and local administrative policies have a significant impact on the emergence of municipal innovations. In addition, the findings reveal a disparity between smaller and larger municipalities in terms of the factors influencing the emergence of innovation, and specific recommendations are made to address these differences. Finally, the research contributes to a deeper understanding of how municipalities can use innovation to address contemporary challenges

This thesis investigates, analyzes and discusses innovation efforts and the use and understanding of the innovation concept and related policies in municipal welfare services. There are two main themes in the study, policy and practice. It is based on interviews with employees and managers in four Swedish municipalities. Also, an analysis of related policy documents on both a national and local level was done. Methods used were document analysis, thematic analysis and critical discourse analysis. The results indicate differences between management levels in the view of innovation and what was achieved. Senior managers stressed the importance of innovation, but experienced obstacles in the form of old structures, ways of working, and employees lack of time for innovation. Employee innovations achieved were accordingly not acknowledged. Middle managers and employees experienced opportunities for employee-driven innovation (EDI). However, barriers such as time and lack of internal communication existed. The study suggests that an excessive control, insufficient empowerment and limited autonomy for employees may be of hindrance for innovation. Local authorities stressed the importance of innovation in strategic documents, but the dynamic resources of the municipalities were not used to support and develop innovation. Innovation procurement was prominent in central governmental policies, but concrete elements were otherwise missing. The documents were also influenced by New Public Management, for example on control and efficiency. Research on welfare services innovation is limited. The study contributes with an understanding of the challenges management meet and knowledge of what barriers and opportunities employees experience for their taking part in innovation. It also raises several fundamental questions about innovation in welfare services, such as if a different approach to innovation in welfare services may be needed as compared to other sectors or if innovation is less important in this context. This study develops welfare sector innovation research, from empirical knowledge to concept development and a better understanding of the conditions for innovation in welfare services. Further research is needed, addressing the question how innovation, if at all, ought to be managed within the context of welfare services.

Policies and programs funded by the European Commission (EC) provide an important development opportunity for less developed European regions. In Southern Italy however, regional and local governments face significant problems in planning and executing EC-funded development programs. Historical and current analyses show that these problems are a result of political, strategic, and technical capacity constraints. This study examines how Southern Italian municipalities are taking advantage of the first EC-funded program initiative specifically targeted for urban areas. The analysis focuses on the municipal capacity to introduce innovation to: 1) expand the scope of municipal tasks to implement economic development projects, and 2) adjust their organizational and bureaucratic practices to comply with the administrative procedures and performance standards required by the EC. The study primarily draws on one case study, a municipality that has successfully managed the program, with additional empirical evidence from three other Southern Italian municipalities. Based on my findings, I argue that the implementation of EC programs can improve municipal efficiency, partially explained by the EC's capacity building processes. What is more central, however, is that developmental outcomes and institutional learning success is a function of a municipality's ability to: a) build the EC-funded program on former municipal development initiatives; b) balance the innovation content within project schemes (e.g. in terms of targeting, integration with other program components, and participatory implementation) with the municipal capacity to implement them; c) comprehensively manage and coordinate the program, limiting sub-contracting of program activities to external consultants; and d) build the necessary political support to actively negotiate with the EC and the Italian national government.

Construction research brings attention to the persistent efficiency and productivity issues in the industry which often are related to a lack of innovation in the sector. To tackle these issues, considerable research has been focused on improved procurement practices, as it is seen that choosing the optimum procurement strategy can promote the development of innovative solutions, thereby resulting in improved efficiency and productivity in the sector. Moreover, research and numerous policy initiatives highlight that public clients play an important role in promoting innovation and improving the overall efficiency and productivity level in the sector through improved procurement practices. Still, this is an area in need of continued improvement since many public clients still frequently rely on traditional and rigid procurement practices which inhibit the potential for innovation to take place. Furthermore, promoting innovation in the procurement of civil works requires interprofessional collaboration between construction project managers and procurers, which can be difficult to achieve since research has shown that interprofessional tensions between these professional groups may occur.  Considering the relevance and importance of the subject the research aims to study how technical functions and procurement functions are organized in the procurement of civil works and how project managers and procurers collaborate during the process. The study has also investigated the perceived conditions for promoting innovation in the procurement of civil works by project managers and procurers. The aim was achieved through a case study of four Swedish municipalities where the empirical data was gathered through semi-structured interviews with project managers and procurers in the municipalities. The findings showed that the studied municipalities largely lacked organizational resources conducive for innovation-oriented procurement of civil works. The findings suggested that the support and commitment for innovation within the civil engineering field was modest in the municipalities, however, there existed strong support for innovation in other areas such as within IT. Still, there exists a willingness among project managers to promote innovation and increase the efficiency in the civil works contract and the findings indicated that the project managers and procurers were better equipped for focusing on incremental innovations rather than radical innovations. Furthermore, opportunities for promoting innovations were discussed and identified. For example, setting higher and more project-specific environmental requirements in projects could improve the potential of increased efficiency and development of innovative solutions in the civil works.
Byggrelaterad forskning tyder på att branschen präglas av effektivitets- och produktivitetsproblem som många menar beror på en låg innovationsnivå inom sektorn. Mycket forskning har därför riktats mot förbättringar inom upphandling då man anser att valet av en optimal upphandlingsstrategi kan främja innovation, vilket i sin tur kan resultera i ökar effektivitet och produktivitet inom sektorn. Dessutom, tyder mycket forskning på att offentliga beställare utgör en stor roll i att främja innovation och effektivitet inom sektorn, något som stödjs genom flera politiska direktiv. Detta är dock ett område som behöver förbättras då många offentliga beställare fortfarande tillförlitar sig på traditionella och stelbenta upphandlingsmetoder som hämmar innovationspotentialen. För att främja innovation inom upphandling av anläggningsentreprenader krävs det inter-professionellt samarbete mellan byggprojektledare och upphandlare, något som kan vara svåruppnått då forskning har visat att spänningar kan uppstå dessa två yrkesgrupper emellan. I betraktande av ämnets vikt och relevans är arbetets syfte att studera hur byggförvaltningar och upphandlingsfunktioner i kommuner organiseras vid upphandling av anläggningsentreprenader samt hur projektledare och upphandlare samarbetar under processen. Studien har även undersökt de upplevda förutsättningarna av projektledare och upphandlare för att främja innovation vid upphandling av anläggningsentreprenader. En fallstudie av fyra svenska kommuner genomfördes för att uppnå studiens syfte, där empirin framställdes genom semi-strukturerade intervjuer med projektledare och upphandlare i kommunerna. Empirin visade att de studerade kommunerna till stor del saknade organisatoriska resurser för att främja innovation vid upphandling av anläggningsentreprenader. Resultaten indikerade att stödet och engagemanget för innovation inom anläggningsområdet var måttligt i kommunerna, men att det fanns ett starkt stöd för innovation inom andra områden exempelvis inom IT. Likväl, finns det fortfarande en vilja bland projektledare att främja innovation och öka effektiviteten i anläggningsentreprenaderna, och resultaten visade att projektledare och upphandlare var bättre rustade för att fokusera på inkrementella innovationer snarare än radikala innovationer. Möjligheter att främja innovation diskuterades och analyserades. Till exempel bedömde man att högre och mer projektspecifika miljökriterier i projekt kunde förbättra potentialen för ökad effektivitet och utveckling av innovativa lösningar i anläggningsentreprenaderna.

This thesis describes a state owned municipal water supply service company, the Haiphong Water Supply Company (HPWSCo), that improved its service delivery and successfully transformed itself into a profit making utility with metered consumers willing to pay for improved service. The thesis examines how HPWSCo tackled the typical problems of a developing country's municipal water supply company and succeeded in the eyes of the consumers, the local and national governments, and the wider development community. The thesis describes how and under what conditions HPWSCo has changed itself from a poorly performing utility to a successful one. It explores the characteristics of the local level service delivery 'ward model' that underpin HPWSCo's success, including: the structure of the ward water supply sub offices; the local procedures for responding to consumer need; and the management of local employees in a way that motivates exemplary performance. The thesis examines how HPWSCo used existing resources and scaled-out improvements ward by ward, learning lessons for subsequent ward enhancements. By focusing on what HPWSCo did the thesis attempts to illustrate the reform strategy of a government agency (state owned enterprise) previously riddled with problems and poor performance that became much more effective and efficient.

Water is used every day in society and to be able to recycle this water we depend upon efficient wastewater treatment. It is vital to test the wastewater based on different parameters. One parameter is the Chemical Oxygen Demand (COD), which defines the amount of organic substances that can be chemically oxidized within the water. The Swedish standardized analytical method for COD (SS-028142), COD(Cr) is dependent on mercury, a substance which was banned according to Swedish regulations in year 2009 but is still used due to time limited dispensations. This report is a part of a pre-procurement innovative project initiated by the Swedish Water and Wastewater Association (SWWA) in order to bring forward and evaluate mercury free analytical methods for COD for municipal wastewater. The aim was to validate three analytical methods for COD: Chloride Determination, Chloride Elimination and PeCOD and compare the analytical results to the standardized COD(Cr). Three laboratories, Käppala (Stockholm), Gryaab (Gothenburg) and Komlab (Örnsköldsvik) were included in the validation process by providing analytical data. The validation was conducted using the data as input for the statistical methods regression, correlation and analysis of variance to investigate the performance of the individual methods. As a complement to the statistical results, comments regarding the methods brought up by the laboratory staff were compiled in order to reflect on the usability and robustness of the methods.  The results indicated that the method Chloride Determination was the method most similar to the COD(Cr) method, when investigating obtained COD concentrations, required analytical time and implementation steps needed to obtain a final COD value. This result was evident by high coefficient of determination values for influent wastewater samples. The PeCOD method, which was submitted in two versions, one manual and one automatic was only able to analyze soluble COD. It was found that the PeCOD methods obtained lower COD concentrations compared to the standardized method when analyzing filtered samples. Due to highly variable correlation coefficients between the PeCOD and COD(Cr) for various types of samples indicated that no uniform linear relation between the methods was present. Analysis with the Chloride Elimination method was halted early in the validation process, but was found to receive approximately 50 percent lower COD values than the reference method  COD(Cr). Finally it can be said that the input data for conducting the statistical test were limited and further analysis should be recommended in order to validate the results with a higher certainty.
Varje dag produceras avloppsvatten i samhället och för att kunna återanvända detta vatten krävs en tillförlitlig reningsprocess. För att rena avloppsvatten effektivt är det betydelsefullt att kontinuerligt testa avloppsvattnet utifrån ett antal viktiga parametrar. En av dessa är kemisk syreförbrukning, COD, som definieras av den mängd syre som förbrukas genom fullständig kemisk oxidation av organiskt material. Den svenska standardiserade analysmetoden för COD (SS-028142) , COD(Cr) är beroende av kvicksilver för att erhålla ett korrekt analysresultat utan påverkan av kloridjoner. Kvicksilver är enligt Svensk lag förbjudet sedan år 2009, men analysmetoden är dock vanligt använd på svenska avloppsreningsverk tack vare årliga dispenser. Detta examensarbete är en del av en förkommersiell innovationsupphandling som initierats av Svenskt Vatten med mål att undersöka och validera kvicksilverfria analysmetoder för COD tillgängliga på den internationella marknaden. Projektets syfte var att utföra en validering av tre analysmetoder: Klorid Determination, Klorid Elimination och PeCOD och jämföra dess resultat med referens metoden COD(Cr). Tre olika laboratorier, Käppala (Stockholm), Gryaab (Göteborg) och Komlab (Örnsköldsvik) medverkade i projektet. Valideringen genomfördes med de statistiska metoderna regression, korrelation och variansanalys, utifrån insamlade mätdata i syfte att undersöka de givna metodernas prestanda. Som ett komplement till det statistiska testerna sammanställdes synpunkter som framkommit under analysarbetet av laboratoriepersonal, för bedömning av metodernas användarvänlighet och robusthet.  Utifrån valideringen var det tydligt att metoden Klorid Determination hade störst likhet med COD(Cr) metoden utifrån givna analysresultat, analystid samt utförda analyssteg. Detta resultat styrktes av höga värden för determinationskoefficients för inkommande avloppsvatten mellan innovatios metoden och referense metoden COD(Cr). Analysmetoden PeCOD bestod av två olika versioner, skildrade den lösliga COD innehållet i provet istället för den total COD koncentrationen som hos COD(Cr). Oavsett vilken version av PeCOD som används erhålls ett lägre COD resultat jämfört med referens metoden COD(Cr) då filtrerade prover analyserades. De framtagna varierande korrelations koefficienter mellan PeCOD och COD(Cr) indikerade att ingen enhetlig korrelation gick att finna mellan metoderna hos de olika laboratorierna. Analysmetoden COD Elimination pausades tidigt i processen men de tidiga testerna visade på halverade COD koncentrationer jämfört med referens metoden.  Slutligen kan det nämnas att mätdata som användes som indata till de beskrivna statistiska testerna var begränsade och att vidare analyser rekommenderas för att kunna bevisa givna resultat med ökad sannolikhet.

Les Centres communaux d’Action sociale (CCAS), outils principaux des politiques de solidarité mises en œuvre par les municipalités, dispensent ce qu’il est convenu d’appeler une "aide facultative", en regard de l’aide traditionnelle des Conseils départementaux, chefs de file en ce domaine sur leurs territoires. À Besançon, depuis 1972, le CCAS est reconnu comme très en avance et très innovant. Mais, depuis quelques années, le sentiment d’un amenuisement de son champ d’action et de son influence se fait sentir : c’est dans ce contexte d’incertitude que l’institution a fait vœu de disposer d’un travail d’analyse et d’expertise prenant appui sur la sociologie des politiques sociales. L’organisation interne (les relations entre directions, les liens entre élus et techniciens…) et l’environnement externe (les rapports avec la mairie, le département, et l’ensemble des partenaires) posent la question de la place de l’intervention communale, en termes de prérogatives et de frontières. En partant de l’exemple bisontin, un regard plus général permet de mettre au jour les similitudes et les contrastes de structures comparables. Cette étude, appuyée par un financement CIFRE et reposant sur un paradigme interactionniste, allie à la fois approche technique et point de vue scientifique : elle propose des préconisations pratiques et des perspectives théoriques
The Municipal Centers of Social Action (MCSA), main tools implemented and used by municipalities in promoting solidary policies, is providing what is well known under the name of a "facultative assistance", regarding the traditional help of Departmental councils, the leader in this domain on their territories. In Besançon, since 1972, the MCSA is recognize as well advanced and innovative. However, in the last couple of years, the MCSA usage has declined and its influence has been increasing. In this context of doubt, the institution has made the wish to provide the framework for the analysis and an expertise expanding on the sociology of social policies. The nature of the working relationships within the internal organization (relationships between the team Management, relationships between the elected officials and the technicians…) and the external environment (Relationships with the City, the Department, and the whole partner’s assembly), raise the question about the status of the municipal intervention, regarding the prerogatives and the boundaries. Referring to Bisontin’s example, a general vision allows enlightening of the similarities and the contrasts of comparable structures. This study, approved by an "ICFR" (Industrial Convention of Formation by the Research), and laying on an interactional paradigm, allies at the same time technical approach and scientific point of view: it suggests practical recommendations and theoretical perspectives

The past decade has witnessed both steep reductions in federal housing assistance and an intensification of local housing problems including homelessness. In light of these trends, this study explores alternative means available to municipalities of meeting the housing needs of low-income households. The methods chosen to accomplish this were two-fold: a literature review and a case study. The literature review revealed that in response to the Reagan administration's 1981 cutbacks to housing programs a new low-income housing delivery system, based largely on public-private partnerships, has emerged from the grass roots level in communities across the United States. In the new production system efforts have focused on preservation rather than new construction, and large for-profit developers have been replaced by nonprofit community-based development corporations and local public agencies. With the assurance of federal subsidies gone, local governments and nonprofit developers have sought to increase the effectiveness of current resources, direct more general revenue to housing activities and have raised new resources. Today, financing packages for low-income projects are usually built upon customized and creative financial packages that are difficult to replicate, and as a result, no definitive solutions have yet been found. Despite the hard work and creativity that has gone into developing low-income housing in the U.S. over the past decade local programs have been able to meet only a fraction of the country's housing needs. The case study method was chosen to focus on the City of Seattle, Washington's specific housing initiatives. The City's response has closely followed the national experience. A new delivery system has emerged which depends largely on the efforts of the City's municipal government, through its Department of Community Development, and the community's growing nonprofit sector. As a matter of policy Seattle has chosen to spend most of its low-income housing dollars on preserving the downtown's remaining 7,311 low-income units. The City does not. build housing itself, but instead, acts as a "bank" loaning money generated, for the most part, by off-budget strategies to nonprofit housing developers to rehabilitate existing low-income units to meet housing code standards. Seattle's housing programs have had mixed results. Despite their efforts, due to downtown's expansion, the City has continued to lose low-income units in the downtown to demolition and rent increases, no gain has been made on the City's overall housing need, and while the City has replaced the lost federal subsidies, it has not created significant ongoing revenue streams for future housing development. Results of this study indicate that, only the long term commitment of federal funds to a national housing strategy can stem the growing tide of homelessness across the U.S. and avert, a deepening of the country's housing crisis.

This paper will highlight the importance of social innovation in developing green cities. In the last couple of years, we have stated a growing interest in social innovation on the EU level from researchers, policymakers, and local municipalities. The current social-economic model is not sustainable, which became even more evident during the big financial crisis (such as 2008 and 2020). Consequently, more focus is being placed on societal challenges and the need to develop new innovative solutions to address them. Additionally, municipal leaders are confronted with the global climate crisis and a need to lead the transition towards carbon neutral economy and promote green everyday practices. Social innovations in green city development can range from new green market models and institutional support to developing appropriate innovation culture, new governance models, increasing citizens’ participation and cooperation in green services, community initiatives, social incentives, green nudges, and similar. The authors research how social innovations can offer new ideas (products, services, business models) that would contribute to the sustainability and resilience of urban communities. The research results show that people need to build up an innovation culture that will foster the development of social innovation design and implementation.

The role of local self-government is to increase the quality of life of inhabitants while respecting the principles of sustainable development and at the same time to ensure the adequacy, availability and quality of public services provided in its territory. The current structure of local self-government in the conditions of Slovakia clearly points to the differences between municipalities, which is illustrated by their different number in individual size categories, although they have the same competencies. Cities and municipalities in the conditions of Slovakia to provide original and transferred competencies mostly independently, but especially in the field of performance of the transferred state administration they enter into mutual cooperation. We evaluated the types of inter-municipal cooperation within two basic groups of inter-municipal cooperation - the traditional forms of cooperation and innovative forms of cooperation. The analysis showed that in the conditions of Slovakia, the most traditional way of inter-municipal cooperation is represented by joint municipal offices. We have also identified innovative approaches in the field of inter-municipal cooperation - such as agreement on shared services, co-ownership´s agency or the SMART cities concept. Such a new inter-municipal cooperation can thus be an important and beneficial change, which can help solve problems arising from the suboptimal size of individual municipalities.

The article discusses the theoretical and applied aspects of a new approach to the management of tourist and recreational systems based on a network-centric model. The model is based on the application of a network structure of information exchanges between tourist enterprises, consumers of tourist services and marketing organizations. In this network structure, clusters or aggregations of objects consisting of homogeneous small and medium-sized tourist enterprises are distinguished. The principle of self-synchronization in the network-centric construction of management in tourist and recreational systems is considered. The concept of "tourist and recreational attractor” is introduced. The strategy of "borrowing" in the application of mechanisms for the diffusion of innovations and advanced tourist and recreational technologies in the tourism industry of Russian regions is justified. A multi-network scheme of innovative development of the tourist and recreational sphere, including the educational segment, is proposed. The tourist and recreational system is considered at the municipal level. Approbation of the research results was carried out within the framework of tourist and recreational design of the Moscow and Tver regions municipalities. It is concluded that the network-centric concept, being innovative, has a high applied value and allows solving existing problems in their interrelation, providing competitive indicators (the volume of tourism, employment of supporting personnel, the size of investments). The results obtained in the study can be successfully replicated at the regional level of tourism and recreation management.

Municipal insurance–a collective compact in which municipal government is the lead actor in designing, delivering, and supervising a health care financing arrangement—is considered by some Guatemalans as a potential new avenue for improving financial protection against rising costs and improved access to quality health care. This brief presents a political economy analysis of the prospects for the adoption of municipal insurance in Guatemala. Municipal insurance has so far been tried only once, in 2015, by the large suburban municipality of Villa Nueva. Drawing from the Villa Nueva experience, based on interviews with nearly 30 key informants, this brief examines the potential obstacles to municipal insurance reform as well as leading factors favoring its introduction. Consistent health ministry support and equity concerns are potential limitations, for example, while decentralization and the recent emergence of creative insurance products are likely to be supportive. This brief then concludes with consideration of the policy implications of such a reform. We also offer a series of policy recommendations for policymakers and practitioners who may be looking to implement municipal insurance reform.

Waste management in the northern latitudes is often more challenging than in the more central regions. Under the Arctic climate conditions with large distances between settlements and to the recycling facilities, and relatively smaller markets and volume of produced waste, there are special needs for developing new innovative solutions for waste management. WANO focuses on cross-border business and innovation cooperation in the field of waste management, including municipal and industrial waste, in the regions of Troms, Finnmark and Nordland (Norway), Lapland and North Ostrobothnia (Finland) and Norrbotten (Sweden). The project identifies key actors, technologies, innovation trends, and cross-border collaboration possibilities in the Arctic waste sector. Among the lessons learned so far which are highlighted in this policy brief are that waste management in Norway has already taken important steps to promote innovation and cooperation but that there is a demand for additional knowledge-based expertise among the waste management actors in north Norway. Cross-border initiatives are welcomed in north Norway by the actors. The big hindrance seems to be “know-who”: the Norwegian actors need more information about the actors across the border in north Finland and north Sweden.

Cities are important drivers of productivity, innovation, and economic growth. To achieve their full economic potential, cities must deliver high-quality public services to their residents and businesses. This is very important for Latin American cities given rapid urbanization and the deepening of decentralization reforms in many countries. The extent to which they can carry out all of these responsibilities depends at least partially on their fiscal health, ability to meet their service, infrastructure, and financial obligations with the revenue available to them. This study assesses the fiscal health of 80 main cities in Brazil, Colombia, Mexico, and Peru, from 2010 to 2017, and explores the factors that drive it. A primary purpose is to provide a methodology for cities to assess their own fiscal health, given available data. As such, it helps to determine whether fiscal distress is building up in selected large cities across the region and to understand whether and how financial solvency, public service delivery, and the maintenance and expansion of urban infrastructure may be compromised.

Municipal bonds are an innovative external source of financing for strengthening the financial sustainability of cities—one of the main objectives of Strategy 2030 of the Asian Development Bank (ADB). This publication provides timely information to both ADB staff and its developing member countries on how to leverage municipal bonds as an important instrument to finance climate-resilient infrastructure and make cities more livable. It documents valuable experiences and lessons learned from advanced and emerging economies. This publication recommends strategies on how to promote greater issuance and acceptance of municipal bonds in India, Indonesia, the Philippines, and Viet Nam.

This case study is one of ten international studies developed by the Inter-American Development Bank (IDB), in association with the Korean Research Institute for Human Settlements (KRIHS), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. The case study includes the experience of the city of Rio de Janeiro in smart city initiatives, focusing mainly on Rio Operations Center Project-COR. The methodology was based on field research, site visits, publications, and interviews held with representatives of local government of the City of Rio de Janeiro. The report addresses the city backdrop, the main urban challenges, the history of digital initiatives, and their evolution over time. For the Rio Operations Center, the general model of participation, organizational aspects, the keys functions, the monitored events, the mechanisms for access, dissemination of information, and the decision-making process are described, as well as the typologies of existing systems and their integration with COR. The study concludes that it is a successful model with a high degree of maturity, and that sharing the experience of Rio de Janeiro with other cities is very important. However, the model needs to continue evolving and rely on strong institutional support so that Rio de Janeiro's population can increasingly enjoy the benefits of technological innovations applied to the city's daily challenges.

The next step, already underway, will be the integration of all smart services (e.g., water supply, solid waste collection, street lighting, and public transportation) into a single smart platform that will allow them to interact with each other and represents a step toward efficiency and smart city management.

This paper evaluates the impacts of increasing female representation in Bolivian municipal councils on public policy choices and welfare outcomes. By combining detailed administrative panel data on municipal expenditures and revenues together with electoral data, an innovative regression discontinuity design (RDD) is applied. As opposed to previous studies, the RDD approach proposed is unique since it is implemented to systems of proportional representation. Findings indicate that municipalities with women councilors devote more resources to social investments. In particular, women politicians prioritize education, health, and environmental protection expenditures giving less attention to infrastructure investments. The impacts of higher female representation appear only some years after the elections, highlighting the importance of training and experience. Despite changes in public policy choices there is weak evidence on the links with final welfare outcomes.

This Policy Brief presents WANO (Waste Management in the High North) project activities in 2024 and summarizes the major results and findings. The WANO project group suggests recommendations for further development of municipal waste management in north Norway. WANO (Waste Management in the High North) is a research project in 2021-2024 funded by the Norwegian Research Council (NFR) and includes the partners NORCE Norwegian Research Centre (the lead partner), Nordregio, Remiks Miljøpark AS, and Hålogaland Ressursselskap (HRS) IKS. The project generates new research-based knowledge on the conditions for innovation-driven, cross-border cooperation in the northernmost regions of Norway, Sweden, and Finland.
