L’article, résultant d’un travail de long terme sur la physique des géo-matériaux granulaires et la pratique du génie civil de grandes infrastructures, synthétise une vision nouvelle du comportement mécanique de ces matériaux, à partir d’approches dissipatives micromécaniques originales. Après le contexte et les hypothèses-clé, il présente les aspects essentiels des structures dissipatives induites par la friction de contact élémentaire, associée à des spécificités de mécanique statistique dans ces matériaux en mouvement quasi-statique, et leur expression multi-échelle par des relations tensorielles fortes : les équations de la dissipation d’énergie résultant de la friction. Sur cette base, est ensuite établi un large ensemble de propriétés pratiques d’usage général en génie civil, incluant : le critère de rupture, le couplage résistance au cisaillement/variations de volume, la compaction cyclique, l’équilibre géostatique « au repos »… Bien que l’essentiel de l’article soit focalisé sur les caractères induits par la friction de contact, une dernière section présente d’autres propriétés-clé induites par la rupture des granulats, autre processus dissipatif après la friction de contact. Ces propriétés incluent des incidences explicites sur les effets d’échelle dans le comportement structural d’ouvrages, vérifiées sur de grands ouvrages.

Résumé L’étude des liens entre forme urbaine, accessibilité aux infrastructures de transport et pratiques de mobilité quotidienne est abordée à travers le prisme d’une échelle de fonctionnement intermédiaire, entre l’échelon local et l’échelon de l’aire fonctionnelle entière, traditionnellement étudiés. Une méthodologie générique de construction de bassins d’emplois est détaillée, puis appliquée aux espaces métropolitains de Paris et de la région Rhin-Ruhr. La mobilité quotidienne (utilisation des différents modes de transport, distances parcourues, part de trajets réalisés localement) est alors analysée à cette échelle intermédiaire, avec insistance sur la pertinence de mesures d’accessibilité à chacun des niveaux distingués.

Depuis les années 1990, un changement de paradigme s’opère dans la plupart des systèmes d’éducation : le pilotage centré sur les ressources investies (inputs) se transforme progressivement en un pilotage centré sur les résultats (outputs). C’est dans ce contexte que se sont développés les dispositifs d’évaluation externe à large échelle des acquis scolaires des élèves, tant au niveau international (comme PIRLS et PISA) qu’au niveau national ou même au niveau local. En parallèle, l’approche par compétences a été instaurée progressivement dans les référentiels scolaires et les classes. Basée sur un travail au départ de tâches complexes, l’approche par compétences n’est cependant pas sans poser certains problèmes sur le plan de l’évaluation. Certains auteurs affirment même que les évaluations externes à large échelle et l’approche par compétences présentent des logiques contradictoires et que, dès lors, les deux éléments sont inconciliables. L’objectif de cet article est de nuancer ce genre d’affirmations en rendant compte d’un dispositif d’évaluation exploratoire à large échelle combinant une évaluation « classique » (constitué d’un nombre important d’items à corriger de façon standardisée) et une évaluation de compétences à visée diagnostique (tâches complexes, tâches complexes décomposées et tâches élémentaires associées).

Le captage et le stockage géologique du gaz carbonique ne sont pas des technologies nouvelles : le captage et la séparation du CO2 sont appliqués dans l’industrie depuis des décennies, et l’injection de CO2 est pratiquée depuis les années 1970 pour la récupération assistée du pétrole. Toutefois, des verrous restent à lever pour leur déploiement à grande échelle. Cet article propose une revue des technologies existantes, qu’elles soient matures ou en cours de développement, ainsi qu’une discussion sur les enjeux à adresser : réduction des couts et de la pénalité énergétique pour le captage du CO2, mutualisation des infrastructures pour le transport, démonstration de la faisabilité du stockage massif ainsi que perspectives en matière d’utilisation.

Cartographier et classifier les forêts denses humides (FDH) selon une typologie structurale objective est un enjeu majeur pour leur conservation et leur gestion. Les principales contraintes dans l'étude des FTH sont dues à leur forte hétérogénéité et à leur faible accessibilité. Les images satellites Pléiades offrent de nouvelles opportunités pour l'étude, à large échelle, de l'organisation structurale de ces forêts. Dans cet article nous avons évalué à travers une étude de cas en Nouvelle-Calédonie leur potentiel pour construire une typologie des FDH à partir d'une analyse de texture de la canopée. La méthode FOTO (FOurier-based Textural Ordination) a été appliquée à des images à très haute résolution spatiale pour produire des indices de texture de la canopée. Les résultats ont montré que cette méthode était prometteuse pour, d'une part isoler la FDH des autres formations végétales, et d'autre part mettre en évidence leur diversité structurale à large échelle. .

Societal infrastructures are the lifeblood of societies, and the sustainability of infrastructures is very important. Societal infrastructures can experience conflicting spatial claims with other societal infrastructures, disturbing the sustainable situation. The objective of this paper is to design large infrastructures, with a focus on the Drinking Water Infrastructure (DWI), in a more sustainable way by using the resilience concept. To study this, a case study was done in the Netherlands, where an overlap is present between the DWI and the protection zones, and a new railroad and water safety measures in the river IJssel. The case showed that conflicting infrastructures are inflexible and unable to adapt to change due to several reasons in the governance and in the infrastructure system itself. The case was useful for identifying eight design principles to prevent conflicting claims between large infrastructures.

Since the publication three years ago of the 'global' models of World Dynamics and The Limits of Growth, there has been revived interest in the possibilities of using large scale computer models for the forecasting of long term futures. Although these particular models received considerable criticism, on technical and ideological grounds, the idea that such models may ultimately be useful for seeking out desirable futures and anticipating the dangers in achieving them remains attractive and a number of new global modelling projects are now underway at various institutions around the world. In general these large models have met with mixed success and, at a time when the use of computer models seems likely to become a more widespread feature of our society, it is instructive to examine the reasons why. In particular, it is important to examine the limitations of models proposed for use in the public policy domain.

Abstract Over the past two decades, transformative justice has gained momentum as an organized effort to answer contemporary abolitionism’s thorniest question: How can a society handle the problem of harm without resorting to punishment? The movement has sought to develop responses to harm and violence that reject retribution and instead emphasize accountability, repair, care, and attention to the systemic roots of violence. In large part because the movement took form in explicit rejection of the state’s administration of justice, the work of transformative justice has most frequently been done on an unpaid basis of mutual aid. Here’s a movement that has germinated in collective homes, borrowed office spaces, online forums, activist convenings, parks—in other words, in the abolitionist commons. As transformative justice has gained currency over the course of the pandemic, its ideas have been taken up in new realms, including the university, the nonprofit, the prison, and the courts. The current moment is ripe for taking stock of where the movement is right now, and where it is going. What does it look like to build toward abolition infrastructures or infrastructures of collective care? How might an abolitionist theory of the state guide this work?

RésuméNouvelle orientation disciplinaire, l'archéologie de la construction se définit comme l’étude de toutes les traces matérielles qui informent sur la conception, la construction et la gestion d'un édifice. Elle permet d’élargir l'approche de l'architecture romaine, jusqu'alors envisagée principalement du point de vue des typologies monumentales et décoratives. L'objectif de cette contribution est d'en caractériser les différentes spécificités et les apports. Si l'archéologie de la construction entretient des liens méthodologiques évidents avec l'archéologie du bâti, notamment par la stratigraphie verticale des élévations, elle s'en distingue par son échelle d’étude, celle du chantier de construction, dont elle entend restituer le contexte de production et toute la dynamique. Sept composantes sont considérées, éclairées par des recherches archéologiques récentes : le projet initial de l’édifice, la préparation du site, la mise en place des infrastructures, la production des matériaux, leur transformation, leur mise en œuvre dans la construction, les opérations de finition et de décoration. Les données recueillies permettent d'associer l'archéologie des techniques et l'histoire socio-économique, en considérant le chantier de construction comme un système de production et d’échange, dans toutes ses interactions avec la société romaine.

<p><strong>Abstract.</strong> Many European infrastructures dating back to ’50 and ’60 of the last century like bridges and viaducts are approaching the end of their design lifetime. In most European countries costs related to maintenance of infrastructures reach a quite high percentage of the construction budget and additional costs in terms of traffic delay are due to downtime related to the inspection and maintenance interventions. In the last 30 years, the rate of deterioration of these infrastructures has increased due to increased traffic loads, climate change related events and man-made hazards. A sustainable approach to infrastructures management over their lifecycle plays a key role in reducing the impact of mobility on safety (over 50&amp;thinsp;000 fatalities in EU per year) and the impact of greenhouse gases emission related to fossil fuels. The events related to the recent collapse of the Morandi bridge in Italy tragically highlighted the sheer need to improve resilience of aging transport infrastructures, in order to increase the safety for people and goods and to reduce losses of functionality and the related consequences. In this focus Structural Health Monitoring (SHM) is one of the key strategies with a great potential to provide a new approach to performance assessment and maintenance over the life cycle for an efficient, safe, resilient and sustainable management of the infrastructures. In this paper research efforts, needs and challenges in terms of performance monitoring, assessment and standardization are described and discussed.</p>

Abstract Figurations of body, community, and politics traversed India and the Ottoman world along the artificial coaling archipelago that connected both via legal islands of extraterritoriality and other technologies in the Red Sea. Examining this system and the ethnic groups that operated and subverted it reveals how minority formation and other forms of making community and autonomy were linked to processes of anatomization and a rearticulation of ideas about race, blood, and soil. This “infrastructural turn” meant that sociability, religion, identity, and political legitimacy in the inter- and intra-imperial domains were biologized and thus fastened to the material and technological systems these groups were part of. Parsis and their Muslim competitors naturalized this system and made it and themselves into parts of the landscape. Such ecologies of ethnicity and extrastatecraft flourished on the margins of large-scale infrastructures, underpinning the emergence of minorities and diasporas in the twentieth century.

Cette étude visait à examiner l’impact d’un cours sur les compétences émotionnelles (CE) chez des étudiants qui se destinent à l’enseignement. Les résultats ont démontré que les étudiants ayant un haut niveau d’alexithymie (N=10) ont obtenu des notes significativement moins élevées à toutes les activités d’apprentissage sur les cinq CE de Mikolajczak, Quoidbach, Kotsou et Nélis (2014) comparativement à leurs pairs non alexithymiques (N=10). Les résultats ont également montré des corrélations négatives significatives entre la sous-échelle DIE (difficulté à identifier ses émotions) au TAS-20 et à deux des cinq CE de Mikolajczak et al. (2014). Enfin, les résultats ont indiqué une corrélation négative significative entre la sous-échelle DIE et le score global interpersonnel à des fiches de pratique réflexive. Des études ultérieures sur un échantillon plus large, à l’aide d’une mesure plus précise des CE et en fonction d’une meilleure conception pédagogique de ce type de cours, se révèlent nécessaires.

In certain critical infrastructures, correlations between cyber and physical components can be exploited to launch strategic attacks, so that disruptions to one component may affect others and possibly the entire infrastructure. Such correlations must be explicitly taken into account in ensuring the survival of the infrastructure. For large discrete infrastructures characterized by the number of cyber and physical components, we characterize the cyber–physical interactions at two levels: (i) the cyber–physical failure correlation function specifies the conditional survival probability of the cyber sub-infrastructure given that of the physical sub-infrastructure (both specified by their marginal probabilities), and (ii) individual survival probabilities of both sub-infrastructures are characterized by first-order differential conditions expressed in terms of their multiplier functions. We formulate an abstract problem of ensuring the survival probability of a cyber–physical infrastructure with discrete components as a game between the provider and attacker, whose utility functions are composed of infrastructure survival probability terms and cost terms, both expressed in terms of the number of components attacked and reinforced. We derive Nash equilibrium conditions and sensitivity functions that highlight the dependence of infrastructure survival probability on cost terms, correlation functions, multiplier functions, and sub-infrastructure survival probabilities. We apply these analytical results to characterize the defense postures of simplified models of metro systems, cloud computing infrastructures, and smart power grids.

As most are fully aware, cybersecurity attacks are an ever-growing problem as larger parts of our lives take place on-line. Distributed digital infrastructures are no exception and action must be taken to both reduce the security risk and tohandle security incidents when they inevitably happen. These activities are carried out by the various research infrastructures and it has become very clear in recent years that collaboration with others both helps to improve the security and to work more efficiently. The Wise Information Security for Collaborating e-Infrastructures (WISE) community provides a trusted framework where security experts can share information on topics such as risk management, experiences about certification processes and threat intelligence. With participants from multiple large scale Infrastructures, WISE focuses on standards, guidelines and practices, and promotes the protection of critical infrastructure. To date WISE has published two documents; a risk management template and a second version of the SCI framework, endorsed by multiple large-scale infrastructures. In 2018 WISE began work on new areas of relevance to the High Energy Physics community, including a focus on operational security and incident response for interoperating infrastructures. We present an overview of the available WISE recommendations, future work and how WISE brings benefits to the High Energy Physics community.

L’utilisation de concepts de la nanophotonique permet de modifier l’émissivité d’un objet artificiellement. En combinant des nano-antennes jouant le rôle d’émetteurs thermiques indépendants à des longueurs d’onde et pour une polarisation données, une nouvelle catégorie de sources est créée avec la possibilité d’avoir des transitions abruptes de l’émission sur une échelle spatiale correspondant à la limite de diffraction.

Large research infrastructures, especially nuclear ones, are extremely expensive to build and operate. Therefore, to develop expertise and competences in nuclear research is more efficient to have a limited number of complementary specialized large nuclear research infrastructures, shared by European researchers from different countries. This paper describes three different actions to improve the European collaboration in the experimental nuclear research, namely open access to the nuclear research infrastructure of the JRC, the optimization of the use of research reactors in Europe and operation planning of the Jules Horowitz reactor currently under construction. Supporting access to key pan-European research infrastructures strengthens research and innovation, avoiding duplication and optimising resources. It contributes to the European Research Area (ERA) and the European Strategy Forum on Research Infrastructures (ESFRI), as well as to maintaining competence in the EU, which is one of the objectives of the Euratom research and training programme.

Energy system integration enables raising operational synergies by coupling the energy infrastructures for electricity, methane, and hydrogen. However, this coupling reinforces the infrastructure interdependencies, increasing the need for integrated modeling of these infrastructures. To analyze the cost-efficient, sustainable, and secure dispatch of applied, large-scale energy infrastructures, an extensive and non-linear optimization problem needs to be solved. This paper introduces a nested decomposition approach with three stages. The method enables an integrated and full-year consideration of large-scale multi-energy systems in hourly resolution, taking into account physical laws of power flows in electricity and gas transmission systems as boundary conditions. For this purpose, a zooming technique successively reduces the temporal scope while first increasing the spatial and last the technical resolution. A use case proves the applicability of the presented approach to large-scale energy systems. To this end, the model is applied to an integrated European energy system model with a detailed focus on Germany in a challenging transport situation. The use case demonstrates the temporal, regional, and cross-sectoral interdependencies in the dispatch of integrated energy infrastructures and thus the benefits of the introduced approach.

The energy supply infrastructures construction is the prerequisite and basis for the large-scale promotion and application of electric vehicles (EVs). The characteristics and current construction situation of several EV power supply infrastructures in China such as AC charging spot, charging station and battery swap station are introduced first, and the characteristics of time combination mode and space combination mode for the construction of EV charging facilities are also discussed. Problem setting. The research is devoted to the analysis of the development of research infrastructures of the European Union based on the experience of the Czech Republic. The article analyzes the legal basis and practice of the functioning of research infrastructures in the European Research Area, considers the typology of large research infrastructures. The purpose of the article is to analyze the development of research infrastructures in the EU, in particular, on the example of the Czech Republic. Analysis of resent researches and publications. Today, aspects of the development of innovation systems and research infrastructures of the European Union are a topic for research of many domestic scientists. However, the issue of integration of the scientific and innovative system of Ukraine into the European Research Area remains urgent. Article's main body. Research infrastructures means a research facility necessary for conducting comprehensive research and development with high financial and technology demands, approved by the Government and established to be also used by other research organizations. The Czech Republic has responded to the increasing importance of research infrastructures and for the purpose of showing them as one of the key elements of the national research and innovation system. The Act on the Support of Research and Development is the principal document defining the support for R&D in the Czech Republic. It defines the key forms of financing research and development, the main governmental bodies responsible for R&D and the procedural steps for their assignment and use of this type of financial aid. According to the Roadmap of Large Research Infrastructures of the Czech Republic, the basic typology of research infrastructures divides facilities into three groups: single-sited research infrastructures situated in one place, distributed research infrastructures including a larger number of capacities situated in different places, and virtual research infrastructures. From the perspective of life cycle stages, research infrastructures are classified into research infrastructures in the preparatory phase, implementation/construction phase, operation phase and decommissioning phase. All of the above types of research infrastructures can also be found in the research and innovation system of the Czech Republic. Conclusions and prospects for the development. In recent years, the research infrastructure of the EU has undergone significant development, as evidenced by the example of the Czech Republic. As for Ukraine, which is just beginning its path in this direction, an important step was the adoption of the Concept of the State Target Program for Research Infrastructures in Ukraine until 2026, as well as the approval of the Roadmap for integration of Ukraine's research and innovation system into the European Research Area.

Urban Narrative works at the interface between public participation and participatory design to support collaboration processes for urban planning and design. It applies computational linguistics to interpret large format public consultation by identifying shared interests and desired qualities for urban infrastructure services and utilities. As a proof of concept, data was used from the Christchurch public engagement initiative called ‘Share an Idea,’ where public thoughts, ideas, and opinions were expressed about the future redevelopment of Christchurch after the 2011 earthquakes. The data set was analysed to identify shared interests and desired connections between institutional, communal, or personal infrastructures with the physical urban infrastructures in terms of buildings, public places, and utilities. The data has been visualised using chord charts from the D3 JavaScript open source library to illustrate the existence of connections between soft and hard urban infrastructures along with individual contributions or stories. Lastly, the analysis was used to create an infographic design brief that compares and contrasts qualitative information from public consultation with quantitative municipal statistical data on well-being.

As large grid infrastructures, such as Enabling Grids for E-sciencE, mature, they are being used by scientists around the world in their daily work, running thousands of concurrent computational jobs and transferring large amounts of data. The successful and sustainable operation of such grid infrastructures is only possible through the use of monitoring tools. The underlying networks upon which grid infrastructures are built are critical to their operation; therefore, network monitoring becomes an important part of the overall grid monitoring strategy. In this paper, the design and implementation of a set of tools for providing access to federated network monitoring data are presented, based on standards developed within the Open Grid Forum Network Measurements Working Group (NM-WG). These tools give access to data collected by heterogeneous, NM-WG compliant network monitoring tools.
