The purpose with this article is to highlight the similarities of, and mutual dependence between, information management and human resource management. Information pervades almost everything we do. The information resource itself comprises applications, tools, people, organization, software, hardware and data. Many of the issues that drive information systems today have strong human resources (HR) connotations: organizational learning, IS's role, contribution and alignment in the organization, end-user computing, IS implementation, change and organization design. Both IS and HR manage a key resource, require a strategic vision, are important components of the strategic plan, have similar components and are experiencing changing and increasingly important roles in their organizations. IS itself has become increasingly high touch over the years and as such needs to draw more and more on HR skills and support. In future the bottom line will depend on strength in both HR and IS and the ability of management to derive synergy from them.

Abstract With the rapid development and wide application of computer technology and network technology, the Internet has become an important information infrastructure in modern society. However, the resource capacity used by the Internet is much smaller than the actual resource capacity. How to choose the right resources to serve the people has become a crucial issue. Huge data resources, heterogeneous distribution and unreasonable resource organization are important reasons for this phenomenon. When solving the problems of batch data, heterogeneous distribution, complex processing, and cumbersome use in a distributed heterogeneous network environment, the traditional methods of resource processing and resource aggregation services become more and more difficult. In recent years, how to redistribute and organize scattered resources in a dynamic and open environment, how to effectively gather different resources, realize resource sharing and full utilization, and provide users with reasonable and convenient resource collection services have become one of the main research points. This paper mainly uses the questionnaire survey method to study the water resources information management system based on the Agent model. First, it summarizes the characteristics of the Agent model and the problems existing in the water resource information management system based on the Agent model through the literature research method, and then uses the questionnaire survey method, investigate some evaluations and suggestions about the need to use the water resources system. The results of the survey show that in the evaluation of the use of the water resources information management system based on the Agent model, about 50% of people encounter the waiting time for the system. For long-term phenomena, about 30% of them are stuck. The recommendations for the use of water resources information management systems based on the Agent model are more concerned about the simple operation of the system, with about 54% of the choices, and about 36% of the people choosing when there is no lag.

This paper for the 20th anniversary issue of the Journal of Global Information Management (JGIM) looks back on the last ten years of research on two related areas highlighted in Tan and Gallupe’s (1999) manifesto for research on global information management in the decade ahead: global enterprise management and global management of information resources. In particular, the paper examines the relationship between the structure and governance of multinational enterprises (MNEs) and the structure and governance of IT resources in MNEs. Early IS research hypothesized alignment between enterprise organization structure and the structure of the IT function in high-performing organizations. However, research on “structure” in both MNEs and IT resources shifted to the concept of “governance”. This paper argues that IT organization design (structure and governance in combination) should be the focus of future research on IT resources management in MNEs. In addition, the paper argues that the relationship between MNE design and IT resources management is a critical topic. The paper examines three relationships among these two concepts: the contingency theory argument that IT resources management should follow and be aligned with MNE organization design, the universalistic argument that there is one best way to organize IT resources in MNEs, and the co-evolutionary argument that IT enterprise resources management design can lead, as well as follow, MNE organization design.

The development dynamics of the digital marketing system in the management of the information resources of libraries in the digital environment, which is widely explained in the article, reflects the main characteristics of modern libraries. Modern librarians should create ample opportunities for readers, whose demand is increasing and expanding day by day, to quickly receive unique and fresh information through the digital catalogue, allowing to enter the global information space and use the universal intellectual potential. From this point of view, the important documents that have started a new stage in the development of library work in Azerbaijan, the organization of work with digital resources in libraries, are Decree of the President of the Republic of Azerbaijan “On improving the activities of libraries in Azerbaijan” (April 20, 2007) and “The State Program for the development of the library and information field in the Republic of Azerbaijan in 2008-2013” (October 6, 2008). Decree of the President of the Republic of Azerbaijan “On some measures related to the improvement of management in the field of digitization, innovation, high technologies and communication in the Republic of Azerbaijan” (October 11, 2021) confirms the recognition by the Azerbaijani state of the construction of libraries as a priority area. In the article, the concept of information resources was analysed in the context of the library, and the place and role of digital marketing in this field was systematically studied. The study canvassed the concept of digital marketing of library, information and knowledge products and services among librarians in selected academic libraries in Azerbaijan. The authors explored the existence of the digital marketing concept in selected academic libraries, as well as the benefits derived from digital marketing of library, information and information products and services. Based on the results of the survey, it was concluded that certain information products and services can be priced, and that the centuries-old practice of providing all kinds of library, information and intellectual services free of charge should be reconsidered.

Objective: Emergency management and operations (EMO) personnel require up-to-date information to make informed decisions during natural and manmade disasters. However, information gaps present challenges for accessing human health risk assessment and risk management strategies for dermal exposure. This article describes the development of a decision support system, the Dermal Exposure Risk Management and Logic (DERMaL) eToolkit. Design: The DERMaL eToolkit provides information on key resources used in emergency incidents. Resources were classified according to response phase, resource categories, and information category and evaluated on reliability, accessibility, and preference by subject matter experts in emergency management fields. These rankings were used to generate a value of information score, unique for each resource, which aids in developing reference lists for users during each incident phase.Results: This tool will identify and prioritize information resources on dermal risks, and can readily find the most relevant information to suit EMO needs.Conclusion: The DERMaL eToolkit can be used as an aid in finding information resources targeted to scenario-driven needs by providing well-vetted and prioritized resources related to dermal hazards, exposure, and risk assessments for EMO.

The article refers the process of organizing the effective management of information flows based on reproduction method. This research aims to investigate the role of information as one more resource necessary to ensure effective operation of the enterprise. It is stressed increase of role the information for management of the enterprise, therefore the problem which is studied in this article is really topical. It distinguishes and describes the characteristic features of types of depreciation of information resource. The article defines reproduction, especially reproduction of information. It argues for the idea that organization of effective management of reproduction of information is necessary for effective activity of the enterprise. As a research task, the authors identified an attempt to allocate types of information resource depending on periods of reproduction these resources. It is spoken in detail about features of reproduction of each types and based on these features author proposes recommendations for effective management of reproduction of information resources.

The objective of this research is to develop the data for durian resources with a data collection system via the web-based system and the development of geographic information systems for durian resource management, and the local wisdom of Thai durian gardeners by designing the implement in the same database system, then presenting the durian data in southern Thailand by linking the geographic information system visualization to the map. In this research, the system method is designed using the System Development Life Cycle (SDLC), which includes six steps: requirement gathering and analysis, system design, implementation, integration and testing, development of a system, and maintenance. The results will show the visualization from both systems form and provide the report data with durian gardeners' needs.

Among all other resources, Human Resources are the most relevant in increasing the efficiency of companies' operations. Currently, the attitude towards the role and importance of Human Resources has changed significantly. As the issue of using modern information technologies and thinking in global categories becomes more active, special emphasis is placed on relationships with that personnel who can offer innovations to company leaders. In fact, they constitute the main core of the intellectual capital of production. The purpose of the article is to analyze the role and place of information technologies in the management (including strategy) of Human Resources. The subject of the research is outsourcing in personnel management. When does a company turn to outsourcing? This is the main issue around which many discussions and scientific disputes have been and are being conducted today in the scientific space. Research on Human Resources outsourcing in Georgia is still scarce. This article is a modest attempt to fill this gap. As a result of the study, both general and case-specific factors of Human Resources management that are currently relevant for Georgia were identified.

Increasingly, organizations are looking towards IS planning in an effort to force information technology to live up to its heralded promise. Many of these are finding that their efforts are resulting more in disappointment than in organizational advantage. This article reviews the principles of information systems planning and reports the practices found in organizations. The authors argue that these practices lack the high level direction required to achieve mastery in the area. To rectify this, they propose a four-tier planning framework for information technology, information systems, and information management. This framework provides guidance for an integrated approach to the management of an organization's information and technology resources by promoting the development of a planning platform from which consolidated planning can take place at operational, tactical, and strategic levels.

In the modern world, English education institutions are more concerned about how to recommend the required resources to all types of learners and how to improve the application value of the resources. Therefore, this study introduces and combines the collaborative recommendation algorithm to recommend resources to the learners. The development and design of an English teaching resource information management system based on collaborative recommendation technology are in the best interests of English learners. It establishes an English teaching resource information management system to recommend appropriate teaching resources for different English learners and provide personalized recommendations. English teaching resources are used to improve efficiency and make it easier for English learners to find English teaching resources that meet their specific requirements. Firstly, this study briefly introduces the collaborative algorithm and establishes how the score of similar items or users is calculated by the user-based collaborative filtering algorithm and the item-based collaborative filtering algorithm. Based on similarity, the proposed approach recommends the architectural framework of the English teaching system to other users, describes the functions of each module of the system in detail, and detects the system’s application performance through simulation experiments. The result shows that the learning resources are sufficiently accurate. The design system, in comparison with the general information management system, can reduce the time required for users to obtain English teaching resources.

Cloud computing technology created a brand new approach for further information resources management and utilization. Based on exploring characteristics and applications of cloud computing technology, the study in this paper is focused on cloud service with information resources. The aim of this study is to construct a cloud service model, namely Information Resource as a Service (IRaaS). Our model depicts the components of IRaaS and relationships among those components, which builds up a prime foundation for further studying on both information resource management and service.

Information management (IM) is the collection and management of information from one or more sources and the distribution of that information to one or more audiences. Management means the organization of and control over the planning, structure and organization, controlling, processing, evaluating and reporting of information activities in order to meet client objectives and to enable corporate functions in the delivery of information. 'Information' here refers to all types of information of value, whether having their origin inside or outside the organization, including data resources, such as production data; records and files related, for example, to the personnel function; market research data; and competitive intelligence from a wide range of sources. Information management deals with the value, quality, ownership, use and security of information in the context of organizational performance.

Advances in information technology (IT) improve functionality for major nonprofit organizations. Due to increased expectations, service needs and peer competition, nonprofits must prepare to incorporate IT-related resources such as emerging technology planning, web- based collaborative processes and constrained resource planning to obtain technological innovation and higher performance. The effective use of constrained resource management is crucial for the success of nonprofits. Although nonprofit organizations are familiar with common IT resources and applications, wide application of new methods and technology is required to build inter-dependent information resources and real-time decision making capacity. Nonprofit resource planning such as tracking inventory level, planning replenishment, and receiving continuous information updates can be measured through enterprise resource planning (ERP) and electronic supply chain (e-SC) management. IT implementation of ERP and e-SC in nonprofits contribute to improve collaboration among donors, partner organizations, governmental agencies, staff members, volunteers, local experts, clients and recipients. This article addresses critical IT procedures and emerging IT practices to improve nonprofit performance. The overall goal is to focus IT implementation in nonprofits to develop road maps to guide organization pathways, track progress and measure success for public services.
