Despite the upgrading of industrial structure is not the direct purpose of OFDI, the experience of many countries shows that there is a connection between them. Through the method of fixed effect and SGMM, this paper aims to estimate and analysis the industrial upgrading effect of OFDI of Sichuan province of China, using the panel data of 31 districts of China from 2003 to 2016. From the empirical results we come to the conclusion that OFDI can promote the optimization and upgrading of industrial structure in China and in Sichuan province. For every 1% increase in OFDI, China’s industrial structure index rose 0.00182% and Sichuan’s industrial structure index rose 0.0237%.

An Eco-industrial Park (EIP) is an industrial park developed according to the theory of industrial ecology, which can significantly reduce industrial pollution and improve regional or local sustainability. On the account of the requirements on energy and material flows connection, the construction and development of EIPs are contingent for effective environmental plannings. China initiated the construction of EIPs during foundation of the previous economic and technological development or high-tech districts in 2001, by classifying EIPs into 3 categories: Integrated Eco-Industrial Park, Sector Eco-Industrial Park and Venous Industry based on Eco-Industrial Park. In each category, EIP contributes significantly to the regional and local economy as well as regional and sustainable development. The environmental planning for EIP is guided by three independent standards and by the HJT 409-2007 guides for the establishment of EIP Planning, which makes regulations on the principles, methods, contents and detailed requirements of the EIP planning. The purpose of this study is to identify the effectiveness of EIP planning in China. This article reviews the theory and practice of EIPs in China and summarizes Chinas environmental planning (EP) system. A case of EIP is presented for qualitative analysis and for the evaluation of the effectiveness of the EIP planning. The results of the evaluation on both the achievements and the processes of plannings goals, from the perspective of environmental carrying capacity (ECC), reveal the challenges of EIP planning in China. Then recommendations are provided on how to improve Chinas EP system for EIP to achieve the desired results.

Few studies have been done on temporal changes of heavy metal pollution of urban soils. Eight soil samples at the same sites were collected inKaifengCity, China, in1994and 2006. Concentrations of Pb, Cd, As and Hg in the samples was measured. The pollution change of heavy metals from 1994 to 2006, and the relations between metal pollution and some human factors were discussed. The results show that soil pollution with metals in 2006 was higher than that in 1994 with economic growth. Soils in industrial district (ID) were more strongly polluted than in the following districts: (i) cultural and educational district (CED), (ii) mixed district of resident-commerce-administration (RCD), (iii) recreational district (RD), and (iv) suburban district (SD). Cd and Hg were the dominant pollutants. Economic growth, changes of land use and land-use authority can influence soil metal pollution significantly.

Spatial fragmentation is the current status of historic districts in China, and also the real situation of south historical district, Nanjing. This paper proposes Embedding " renaissance philosophy, reconstruct industrial and revival cultural from space form, transportation organizations, industry types and cultural activities, in order to achieve the convergence of urban culture and industry. Integration of urban spaces and activities becomes a response which meeting modern urban development and cultural continuity, maintaining economic vitality and popularity, and obtaining a win-win situation in development and protection.

Purpose – The primary purpose of this study is to examine the relationships among a firm’s industrial cluster involvement, organizational learning and its ability to successfully adapt to external environment. Design/methodology/approach – Field survey research method was used, and data were collected from 943 high-technology companies in the USA, China, Taiwan and Sweden. Multiple regression analysis, as well as mediation test, was conducted to analyze the data. Findings – The study finds that being positioned in an industrial cluster enhances a firm’s learning and further leads to a firm’s desired adaptive outcomes. Research limitation – Using self-reported data could be a potential limitation of this study. It would be preferable to have other forms of data for a study. Further, cross-cultural comparisons are needed to enhance our understanding in this multicultural setting. Practical implication – The findings provide business executives, as well as policymakers, a new way of thinking in respect to how to develop holistic learning practices and improve inter-firm trust to appropriately adapt to the fast changing environment. Originality/value – The major contribution of this study is an initial attempt to provide a comprehensive approach in analyzing a firm’s industrial cluster involvement. Further, the study attempts to empirically examine learning and cluster involvement in relation to organizational adaptation.

The article assesses the level of economic development and the state of the social sphere of the border territories of Zabaikalye Territory. Twelve districts of Zabaikalye Territory have a border position. Five of them are located along the border with Mongolia, seven - with People’s Republic of China. The article shows that formation of social and economic spheres of the border districts territories was influenced by historical and geographical factors. Formation of the economic complex of the border territories in the historical perspective was subsidized. The change of the historical conditions for development of the border territories contributed to reduction of production, destruction of industrial and social infrastructure, emergence of stable negative trends in the social sphere. The study shows that all border districts are differentiated by the level of economic development. The districts located in the South-West of the Territory along the border with Mongolia, show the greatest lag in the sphere of economy. The greatest contribution to economic development of Zabaikalye Territory is made by the border districts located in the south-eastern part along the border with China: Gazimuro-Zavodsky, Krasnokamensky, Mogochinsky districts. At the same time, all border territories are characterized by relatively low quality and standard of living, that causes socio-cultural degradation and determine a high level of migration of the population from the border areas. The article makes an assumption that the increasing differentiation in the level of socio-economic development of the border districts causes the uneven socio-cultural space of Zabaikalye Territory. In the context of joining the Far-Eastern Federal District, the excessive unevenness of the Territory’s socio-economic space consolidates its position in the zone of backwardness and decreases its readiness for cross-border and interregional cooperation.

The rapid growth in end-of-life electronic products in recent years has seriously threatened the environment. While if the renewable resource industry introduced the concept of modern logistics, they will be the best carrier for the activities of reverse logistics. The paper aimed to find out the way for the renewable resource enterprises taking part in the reverse logistics, and how they could cooperate with the Manufacturing Industrial Park, and then form the Regional Eco-Industrial Park. This research took two typical districts of Tianjin Ziya Environmental Protection Industrial Park and Tianjin Economic Technological Development Area for example to discuss the foundation and the management for the renewable resource industry in Tianjin, and built a closed-loop supply chain for end-of-life electronic products recycling.

With the analyses of eight different heavy metal elements (As, Cd, Cr, Cu, Hg, Ni, Pb, Zn)’ contents and distributions in the topsoil of Kunming City, the results show that the average concentrations of these eight elements in the topsoil of Kunming City were much higher than the background concentrations in soil in China, and the pollution assessments with the Single factor index method and Nemerow Pollution Index method, the result shows that in Kunming City, the Xishan District and Wuhua District exist a certain degree of heavy metal pollution problem of soil, but the soil environment qualities of Panlong District and Guandu District are better than other districts; analyze the causation of heavy metal pollution of soil with the elements data and current situation of Kunming City, the heavy metal pollution sources mainly from industrial pollution and traffic pollution.

Industrial sector was dominated before 1970s, in order to meet the social need at that period, the Government put great effort in industrial development. Industrial areas were commonly found. As economic restructured, the open door policy made “industrial” sector was replaced by “financial” sector gradually. Facing this changed environment, many industrial buildings are being under-utilized and some are even vacant. This is definitely a waste of land resources in Hong Kong. With the increase in population, demand in space increase and hence land resources is valuable. Under the Town Planning Board, Land in Hong Kong was marked to restrict the land use on areas. For example, the area marked in “industrial” use means the buildings located were restricted to be use in industrial which most industrial buildings were found in that area. “Rezoning” and the introduction of “Other Specified Uses” annotated “Business” (“OU(B)) zone was introduced in respond to the situation that most of the buildings were non-compliant use in the industrial buildings. This is what the Government put effort to tackle the problem and the rezoning progress is still an on-going policy. In addition, some industrial buildings which located in the industrial zone and rezone to be “OU(B)” zone, even though rezone the areas, non-compliant uses in some industrial buildings are still found. The government hence established revitalizing industrial policies in 2009-2010 Policy Address in which to promote the revitalization of old industrial buildings through encouraging redevelopment and conversation of them. In this paper, there is a study on how the Hong Kong government takes part in the revitalization project in the industrial areas. The current uses of the industrial buildings, the establishment of the revitalizing industrial buildings policies in Hong Kong will be discussed, and through the oversea case to find out the whether there is lesson can be learnt for the Hong Kong government in regeneration an area.

A Chinese Melting Pot: Original People and Immigrants in Hong Kong’s First ‘New Town’ traces the transformation of Tsuen Wan from a poor and marginal district of agricultural villages, culturally distinctive in that all were Hakka. Like others present in the New Territories in 1898, they enjoyed special privileges under British colonialism as ‘original inhabitants’. This study is focused, in part, on one of their villages: its history, lineages, relationships among and through women, and their songs and laments. In the aftermath of the Japanese occupation and revolution in China, the town, with its daily coastal market, rapidly grew into a major industrial area and assumed an intense, if chaotic, urban form. Its industries attracted enormous numbers of immigrants from China, who created a large variety of voluntary associations to ease their adaptation to the new environment, while the original inhabitants, as property owners, benefited financially from the immigrants’ need for housing, and politically from continuing government support. In the 1980s, changes in economic policies in China led to Tsuen Wan’s present post-industrial form. The original inhabitants remain as a small fragment of the population, their villages intact, although re-sited away from the town centre as part of greatly increased government intervention in creating a planned ‘new town’. Their language and traditions are disappearing as they, like the immigrants, are absorbed into the wider Hong Kong lifestyle.

AbstractIn recent years, generative design methods are widely used to guide urban or architectural design. Some performance-based generative design methods also combine simulation and optimization algorithms to obtain optimal solutions. In this paper, a performance-based automatic generative design method was proposed to incorporate deep reinforcement learning (DRL) and computer vision for urban planning through a case study to generate an urban block based on its direct sunlight hours, solar heat gains as well as the aesthetics of the layout. The method was tested on the redesign of an old industrial district located in Shenyang, Liaoning Province, China. A DRL agent - deep deterministic policy gradient (DDPG) agent - was trained to guide the generation of the schemes. The agent arranges one building in the site at one time in a training episode according to the observation. Rhino/Grasshopper and a computer vision algorithm, Hough Transform, were used to evaluate the performance and aesthetics, respectively. After about 150 h of training, the proposed method generated 2179 satisfactory design solutions. Episode 1936 which had the highest reward has been chosen as the final solution after manual adjustment. The test results have proven that the method is a potentially effective way for assisting urban design.

Recent years saw the global wave of new low-carbon economy which is a strategic measure to cope with global warming, and it has gained concerns from many governments. As the representatives of developing countries, China is responsible for “common but distinguishing duty for global climate change.” Many policies have been made to develop low-carbon economy with the hope to advocate and innovate low-carbon economy in some industries and cities during these years. Therefore, it is a theoretical and innovative project to find a low-carbon economical model for various industries and carry out the experiments of low-carbon economy in some cities. Hence, guided by low-carbon economy theory, choosing booming Chinese tourism industry as the object, this paper constructs an operation framework system of low-carbon tourism development from the advantage of low-carbon tourism to the proposal of low-carbon tourism definition so as to conclude an execution scheme of “six elements” of low-carbon tourism with selecting OCT East (Chinese national ecotourism demonstration district) and Mt. Danxia (World Geo-park) as demonstration districts to discuss about models and methods of low-carbon economy in tourism.

In the first decades of the twentieth century, Tsuen Wan began its transformation from an impoverished district of Hakka farming and fishing villages to one in which wage labour became available in infrastructure construction and small industry. After the Japanese occupation the area industrialized rapidly, attracting large numbers of immigrants from China. They adapted by forming associations, while the original people rented land and housing to the newcomers. The government initially was overwhelmed, but eventually began planning a ‘new town’, with the original inhabitants remaining in their villages, their rights protected in today’s post-industrial city.

Ханкайская трансграничная территория рассматривается как сочетание единиц административного деления ранга муниципальных районов и городских округов Приморского края РФ и ранга уездов провинции Хэйлунцзян КНР, расположенных на территории трансграничного водосборного бассейн озера Ханка. Для характеристики социально-экономического развития российской и китайской частей трансграничной территории в период 2000-2018 гг. проанализированы показатели, отражающие динамику населения, ВРП, сельскохозяйственного и промышленного производства. Сравнительный анализ современной социально-экономической ситуации по разные стороны государственной границы выполнен на основе официальных статистических данных. We consider the Khanka transboundary territory as a combination of adjoining municipal districts and urban districts of the Primorsky Krai of the Russian Federation and counties in the Heilongjiang Province of China located in the transboundary drainage basin of the Khanka Lake. To characterize the socio-economic development of the Russian and Chinese parts of the transboundary territory in the period 2000-2018 we analyzed indicators reflecting the dynamics of the population, GRP, agricultural and industrial production. Comparative analysis of the current socio-economic situation on different sides of the state border was carried out on the basis of official statistical data.

В статье рассматривается строительный комплекс Синьцян-Уйгурского автономного района КНР за последние три года. Анализ показывает, что данная сфера деятельности в рассматриваемом автономном округе является одним из стабильно развивающихся отраслей. Это связано с тем, что столица автономного округа Урумчи в 2013 году выдвинута в качестве одного из центрального звена стратегической концепцией создания «Экономического пояса шёлкового пути». The article deals with the construction complex of the Xinqiang-Uygur Autonomous region of China over the past three years. The analysis shows that this sphere of activity in the Autonomous district under consideration is one of the steadily developing industries. This is due to the fact that the capital of the Autonomous district of Urumqi in 2013 was put forward as one of the Central links of the strategic concept of creating the "silk road Economic belt".

China's urban and rural development has entered a new stage of comprehensive transformation. The advent of the era of metropolitan development and the strategy of Rural Revitalization are two important national strategic backgrounds of this study. As the highest urbanization rate in Southern Jiangsu, rural and urban development needs synchronous resonance. Rural areas, as an important role in the integration of the Yangtze River Delta and the development of Shanghai Metropolitan Area, play an important role in regional cohesion and complementary functions, and are an important part in the overall construction of the metropolitan area. Jinxi Town is located in the southern end of Jiangsu Province, bordering Qingpu District of Shanghai, and between Suzhou and Shanghai. In ancient China, Jinxi was a traditional town of fish and rice and water culture. During the period of reform and opening-up, Jinxi worked closely with surrounding cities to create a brilliant chapter of "Sunan Model" and "Kunshan Model". In the new stage of development, Jinxi Town shoulders the heavy responsibility of more ecological functions and reduction of construction land indicators. It is not only more responsible for ensuring food production safety and protecting ecological functions, but also more demanding for rural revitalization. It is also more urgent to study its development path and strategy. Firstly, this paper takes Jinxi's contemporary mission as the starting point, secondly, through the analysis of Jinxi's function orientation, population, industry and space, and then puts forward the general strategic requirements of Rural Revitalization according to these four aspects. Thirdly, it demonstrates several different types of villages in Jinxi town, respectively. The cases of upgrading agriculture, industrial integration and development, demonstration of rural community and industrial retreat to build Jinxi Town to revitalize villages in the countryside. Finally, through the follow-up revision and improvement of planning formulation, to help the effective implementation of Jinxi Town's Rural Revitalization strategic planning. Through this study on the Rural Revitalization of Jinxi Town, on the one hand, it comprehensively implements the national deployment and the task of Jiangsu as a benchmark; on the other hand, it earnestly follows the law of rural selfdevelopment, and in the theoretical category of regional economy, it is based on the development of metropolitan area and the background of Rural Revitalization era, with Chinese characteristics, Shanghai. The road of Rural Revitalization in metropolitan area. At the same time, this paper expects to provide ideas and methods for the compilation of strategic planning for Rural Revitalization in metropolitan areas.
