Amidst China's escalating pursuance of placing football in the centre of its soft power propagation, Hong Kong has remained entirely excluded from the accompanying policy strategies of the Mainland. Following the 1997 handover and with it the return to Chinese sovereignty, the former British colony has retained its independent memberships in global governing bodies, such as FIFA or the IOC, making sports the last cultural and political arena in which Hong Kong and China compete as two - de facto equal - national entities. While the status quo of this framework is not necessarily controversial, the popularity of football in both locales has created a new public platform for identity politics. At the same time, Hong Kong's marginalization of sports development has raised questions over the value and expediency of sport within the local policy regime. Formerly known as the "Football Kingdom of the Far East", interest and investment in domestic football have declined since the late 1980s, evoking a sense of crisis and nostalgia. However, as a cultural practice football has shown resilience throughout the years, leading to a reform process and on-going debates over public subsidies. Drawing upon the fields of cultural studies, sociology of sport, history, and cultural policy studies, this dissertation argues for the conceptualization of football as a cultural resource that is not just a mirror of socio-political constellations, but also a productive force in shaping leisure, consumption, and everyday life in the city. The overarching, and seemingly simple research question of this dissertation is therefore: how is sport - and in particular football - a culture in Hong Kong? And, how can a cultural understanding of sport contribute to the challenges of sports policies? As such, this project takes on a holistic approach to frame an understanding of local football culture through and between four different themes: history, policy, fandom, and national identity. Starting from early colonial times, the dissertation first aims to trace the cultural resonance of football in local society by using the intellectual discourse around cricket's Indianness as a so called inter-Asian reference to reflect on the particular context that enabled the rise of another sport in Hong Kong. Instead of nurturing a regional identity, local football was turned into a trans-national project of Chinese modernity. From there the research delves into a policy analysis to investigate the institutionalization, governance, and reformation of local football until now, and how it evolved as a Bourdieusian cultural field. Eventually, the research draws on its long-term ethnographic fieldwork to investigate the agency of fans and how local football has attracted subcultural practices with entrepreneurial traits that function as cultural resources. This culminates in the discussion of localist and nationalist sentiments based on the (auto-)ethnographic experience at the two 2015 World Cup games between Hong Kong and China in an attempt to contextualize the politicization of the spectacle within the cultural framework of local football. By proposing a cultural argument along notions of cultural resource, and cultural field, this dissertation argues for a culturalization of sport in cultural studies and policy-oriented discourses, and hence a conceptual move towards a cultural policy of sports.

Censorship is an important cultural regulatory instrument for the government of a society, or even a state. In certain socio-political settings, it can become a powerful administrative appartus (dispositif) and technique (techne) designed to render society governable. Censorship decisions often embody hegemonic views on social and political issues. No matter how virtuous the original intent maybe, the practice of censorship is inevitably geared to the social tensions surrounding issues of human rights and political dissent. The theory behind film censorship may once have been benign but banning or cutting a movie always involves an unnatural set of procedures and actions. This study examines this problem in the context of socio-political changes in Hong Kong. It is an enquiry into the evolution of political film censoship in its more conventional form to its full-fledged integration into other institutions and policies under today's 'on country, two systems' policy. It also analyses the discourse surrounding the changes in film censorship practices from the days of early cinema to Hong Kong in the 21st century. By contextualizing Hong Kong cinema from a historical and political perspective, the study of the Hong Kong experience aims to shed light on censorship's socio-political meanings for, and effects on, filmmakers and film production.

Recent studies of globalization provide contrasting views of the cultural and sociopolitical effects of such major corporations as Disney as they invest transnationally and circulate their offerings around the world. While some scholars emphasize the ubiquity of Disney’s products and its promotion of consumerism on a global scale, accompanied by cultural homogenization, faltering democracy, and diminishing state sovereignty, others highlight signs of contestation and resistance, questioning the various state-capitalist alliances presumed to hold in the encounter between a global company, a local state, and the people. The settlement process and the cultural import of Hong Kong Disneyland in Hong Kong complicate these studies because of the evolving post-colonial situation that Disney encounters in Hong Kong. While Disney specializes in “imagineering” dreams, Hong Kong itself is messily imagining what “Hong Kong” is and should be, and how it should deal with others, including transnational companies and Mainlanders. In this thesis, I appropriate Doreen Massey’s ideas of space-time in order to examine Hong Kong Disneyland not as a self-enclosed park but as itself a multiplicity of spaces where dynamic social relations intersect in the wider context of post-colonial Hong Kong. I illuminate the shifting relationship between Disney, Mainlanders, and the locals as this relationship develops in its discursive, institutional, and everyday-life aspects. Through interviews and ethnographic research, I study how my respondents have established and interpreted the meanings of Hong Kong Disneyland, and how they have made use of the park to support their own constructions of place, of politics, and of identity.

This work provides cultural and political explanations on how and why cigarette smoking has increasingly become an object of intolerance and control in Hong Kong. Since the 1980s, the smoking population has been falling. Smoking behavior, sales and promotion of cigarette products have been under close surveillance by the government, medical experts and society at large. Cigarette smoking, as well as smokers, has increasingly been rejected and demonized in the public discourse. What are the conditions that make the growing intolerant discourses and practices against cigarette smoking possible and dominant? Why and how has the tobacco control campaign become prevalent as a governmentalist project, which is strong enough to tear down the alliance of tobacco industry giants? Why is tobacco singled out from other legal but harmful substances, such as alcohol, as an imperative object of intolerance and control? This work tackles these questions by adopting a Foucauldian discursive approach and the theory of articulation developed in cultural studies. By considering tobacco control as a historical and contextual practice, it traces the specific trajectory of tobacco control in Hong Kong, maps the cultural and political contexts that make it possible, and considers its consequence regarding the complex relationship among control, construction of risk, identity and freedom in society.
