The aim of this study was to illuminate the meaning of receiving help from home nursing care for the chronically ill, elderly persons living in their homes. The study was carried out in Norway. Data were collected by narrative interviews and analysed by phenomenological hermeneutic interpretations. Receiving help from home nursing care sometimes meant ‘Being ill and dependent on help’. Other times it meant ‘Being at the mercy of help’. It could also mean ‘Feeling inferior as a human being’. Sometimes help was given by nurses who were respectful and proficient at caring for an elderly person, while at other times nurses seemed to be incompetent and worked with a paternalistic attitude without respect for privacy. Receiving help also meant elderly persons wanted to be regarded and approached as equal human beings, supported in the courage to meet challenges in life.

The present research was aimed to investigate the space and accident risk factors of elderly in home bathroom, risk problems, and the current functional limitations for elderly. The study investigated spaces of bathrooms in 30 homes currently living by elderly by conducting an assessment of proper bathroom environmental features, and interviews with the elderly at home. Results of assessment of bathroom spaces of all homes under the study categorized into 5 aspects of importance suggested a low level of propriety ( = 2.22 , S.D.=0.85). For sub-aspects of importance, suitable size and proportion were at a low level ( = 2.18 , S.D.=0.73), and the design materials were at a lowest level ( = 1.26 , S.D.=0.41). In conclusion, all of the studied spaces were found with inappropriate environment to accommodate the use by elderly. The researcher recognized the problems, roles, and importance of involved individuals and thus proposed guidelines for the design of home bathroom under the universal design concept so as to guide good standards as a key factor for taking improvement action for accident prevention and preparation of sound environment for elderly.

In Turkey, in the families who moved from rural settlements into city, the young peoples go to work and the grand parents take care of the little children at home. When the grand parents become old, there will be no one who can take care of them. This situation shows two solutions: to move back to their native environment or to be settled in a nursing home. If they have no where to go, these nursing homes are their only chance.The private nursing and caring homes, from the point of quality, are not in the same equality. The low-quality institutions are more familiar to the abuse. The residents of these institutions expect kindness, affection and warmth, but they never receive these expectations.A new kind of elderly abuse in Turkey is the Automatic Transfer Machines thefts. On the paydays the thief comes next to the machine, offers help to the elderly who came to take his retirement salary from the machine; the thief takes the ATM card, put in the hole, ask the password, enter it and take the money and run with a high speed. The poor old person looks after.There are no criminal codes yet which cover the elderly abuse in Turkey. Those kinds of incidents are taken as ordinary police incidents. The administration is now in preparation of a new program and a new regulation.

As a medical student doing a rotation, I was feeling positive as we knocked on the door of an elderly lady who I'd seen just 2 days earlier. Even though seriously ill for many months, this patient had always lived life in her own way, refusing to go to a nursing home. It was clear that her condition had deteriorated rapidly, and the nurse informed me privately that she was dying, sooner rather than later.

Smart home solutions based on the internet of things (IoT) can improve quality of life management. However, there is a dearth of comprehensive literature that can help researchers and practitioners better comprehend why older adults accept or reject smart home services. These users represent a significant hurdle in the successful implementation of smart home services. Therefore, this study’s primary objective was to provide a concise, systematic review of current issues in the pre-adoption of smart home services for the elderly. In addition, factors that impact the intention of the elderly on IoT-based smart home services (SHS-IoT) pre-adoption were also examined. A total of 705 initial papers on smart homes for the elderly were found across credible scientific databases. Out of these papers, 30 publications met this study’s inclusion criteria for the final review. The findings revealed that older adults’ attitudes towards smart homes are positive, particularly for safety/security monitoring and independent assisted living. Besides, the lack of well-defined information theories exists in the literature on the use of smart home services by the elderly. Additionally, several challenges currently faced hindering the pre-adoption of smart home services and how future research could better understand the perspective of older adults to choose a suitable benchmark are presented in this paper.

IntroductionExisting literature on attitudes toward end-of-life care (EoLC) covers the general public but has little information on the frail elderly population. The aim of the current study is to investigate the preferences of Chinese frail elderly home residents with respect to EoLC by conducting cross-sectional surveys.Methods and analysisSurveys, including resident and family versions, were developed based on the existing literature and our pilot interviews. The targeted participants were 400 frail elderly home residents (aged ≥65 years old) and 200 family caregivers. Purposive sampling will be used as each elderly home will help to recruit five to 15 elderly participants for the study. Descriptive analysis and modelling will be used to examine preferences on EoLC and related factors, as well as to compare the responses of elderly home residents with those of their family caregivers.Ethics and disseminationThe cross-sectional survey has obtained approval from the Institutional Review Board. Confidentiality and safety issues will be carefully observed. The results of the study will be disseminated through international conferences, peer-reviewed academic journal publications, and a report in plain language to be shared with elderly residential homes.

The Elderly Social Services is a community service institution under the auspices of the Social Service which is intended to improve the welfare of the elderly in their old age. The lack of this institution in the city of Banjarmasin has an impact on the low welfare of the elderly in the city of Banjarmasin. Designing Elderly Social Services in the city of Banjarmasin is expected to improve the welfare of the elderly in the city of Banjarmasin, to help achieve the goal of improving welfare of the elderly. The problem raised in the elderly social services is the design that requires it to be a comfortable home and gives the impression of kinship to its inhabitants. Research using behavioral architectural methods as a reference in designing, so as to produce a Homey concept in buildings to make the elderly feel comfortable and find the meaning of the word back home, in buildings that conceptualize the homey of the elderly will be directed to know each other and make a family impression between them.

This thesis investigates health trends among very old people and the allocation of public home-help services. A further aim is to examine methodological issues in mortality analysis. Three data sources are used: (1) The Tierp study of community-dwelling persons (n=421, ages 75+), (2) the SWEOLD nationally representative samples (n=537 in 1992 and n=561 in 2002, ages 77+), and 3) SNAC-K comprised of home-help recipients in a district of Stockholm (n=1108, ages 65+).

Study I suggests that the length of the follow-up period may explain some of the differences found in predictor strength when comparing mortality studies. Predictors that can change rapidly (e.g., health) were found to be strongest for the short term, with a lower average mortality risk for longer follow-ups. Stable variables (e.g., gender) were less affected by length of follow-up.

Studies II and III present a measure of complex health problems based on serious problems in at least two of three health domains. These were diseases/symptoms, mobility, and cognition/communication. Prevalence of complex health problems increased significantly between 1992 and 2002. Older age, female gender, and lower education increased the odds of having complex problems. Complex problems strongly predicted 4-year mortality. Controlled for age, gender, health, and education, mortality decreased by 20% between 1992 and 2002. Men with complex problems accounted for this decrease. Thus, in 2002 the gender difference in mortality risk was almost eliminated among the most vulnerable adults.

Study IV revealed that physical and cognitive limitations, higher age, and living alone were significantly related to home-help allocation, with physical and cognitive limitations dominating. Psychiatric symptoms did not affect the assessment.

The increased prevalence of complex health problems and increased survival among people with complex needs have important implications concerning the need for collaboration among service providers.

My study is concerned not simply with the what and the how of hone care for the elderly but also with the I ask about how the domiciliary services operate: what home helps do for elderly people and how they feel about their caring role, and, what the circumstances of elderly people needing care are and how they feel about using help. But I also want to know why home help operates in this way: why home helps care in the way they do and why elderly people feel as they do about using that care? Such an approach cannot fail to take into consideration the wider ecological and structural context within which elderly people and home helps live and work. Part one of my thesis, composed of three chapters, therefore provides this backcloth. I use it to introduce the location of the study, to present a brief history and discussion of the development of domiciliary services for the elderly in Britain, and 10 describe the philosophy and policy shaping domiciliary provision within Salford Social Services Department. As I shall show, current Government economic policy is inextricably woven into the fabric of this backcloth. In Part Two, I detail the findings of my fieldwork, painting a picture of the lives of the frail and impaired elderly people using domiciliary care, and of the work of the home helps providing that care. As far as possible, I have used the interviewees' own words to explain perceptions of (in)dependence and need, of stiqma and taboo, of material and ideological motivations, and of emotional involvements and commitments. A number of writers have argued that dependency - a concept at the centre of inquiries into the care of the elderly - is a socially constructed relationship, both with respect to elderly users and female providers of care. In Part Three, I question whether and in what way the evidence supports or denies this claim. I ask what are the implications of my findings for social policy. I also justify the use of anthropological perspectives in policy-related research. Finally, I present an account of my experience as a researcher which can be approached from a number of different levels., At a'basic level, it represents an immediate account of doing fieldwork. It is also my account, as a post-graduate, of the experience of writing-up a thesis. I consider the effect of the passing of time on context and consciousness and hci this feeds into the analysis and presentation, of work. And I attempt to address concerns with the writer/reader/subject relationship which pose questions to do with communication.

This paper studies, from a client perspective, how three Swedish municipalities work with information about a voucher system in homecare. The paper is a qualitative study using structured informant interviews and analysis of documents. The interviewees are responsible of information about the voucher system in the municipalities. The studied documents describe and clarify the voucher system of the municipality. Neo-institutional organization theory is used to analyse the result. Existing research has showed how pensioners find information on the voucher systems lacking. The research also shows how care managers have difficulties relating to their new roles as information coordinators on the voucher system. With this background, the study focuses on examining how the municipalities work with and organises the information on the voucher system as well as how the responsibiliy of the information is handled. The result shows that the studied municipalities mainly deal with the issue from a market point of view, where the care providers are to be presented in a neutral way. However, one of the municipalities has reconsidered the principle of neutrality and works to clarify the information to the elders. All three municipalities place the responsibility of information on the care managers in their interaction with the elder. There is no further communication between the municipality and the elderly people in the form of client studies or fora of discussion and review of the information on the voucher system.

The overall purpose with this study was to examine the influence elderly people have over their granted home help. Specifically, the aim was to examine in what extent the image of the elderly as a unique individual emerges in the plans where the home help is described [“genomförandeplaner”]. A plan which is personally designed is used as an indicator of personal influence. A text analysis inspired by Michel Foucault’s discourse concept, was carried out and the study adopts the concepts standardization and categorization as well as the theory of “Sense of coherence”. The result showed that the content of the plans mainly lacks a personal imprint, which is to be understood as a form of standardization. Furthermore, the analysis reveals that the content that is excluded and included creates an image of the elderly as someone who is not a unique individual. This study highlights the value of establishing more salutogenic infused plans. Also other studies, emphasize that elderly in need of care wants to be able to predict and influence the help they receive, which in turn is a condition for the elderly to achieve a Sense of coherence.

Uppsatsens syfte är att ur ett personalperspektiv undersöka och beskriva kunskapsläget i äldreomsorgsarbete inom hemtjänsten med brukare som har alkoholproblematik. Syftet belyses via följande frågeställningar; 1) Hur beskrivs arbete med vård och omsorg hos brukaren generellt i forskningen? 2) Hur påverkas brukarens självbestämmande och livskvalitet generellt vid behov av vård och omsorg från äldreomsorgen? 3) Hur beskrivs arbete med vård och omsorg hos brukaren med alkoholproblematik i forskningen? 4) Hur påverkas brukarens självbestämmande och livskvalitet generellt vid behov av vård och omsorg från äldreomsorgen om brukaren har alkoholproblematik? För att besvara frågeställningarna valdes selektiv kunskapsöversikt som består av 11 utvalda primärdokument. Syfte och frågor i vår uppsats analyserades och besvarades via socialkonstruktionistisk och DBO-teorin, en handlingsteori. Resultatet av uppsatsen visar att: relationen mellan personal och brukare är avgörande för brukarens självbestämmande och livskvalitet. Är relationen dålig påverkas självbestämmandet negativt då brukaren alltid kan ses vara i beroendeställning, har brukaren även alkoholproblematik kan relationen försämras då personalen i vissa fall inte vet hur de skall förhålla sig till dessa brukare. Relation byggs upp genom tid, kontinuitet och lojalitet. I ett föränderligt och flexibelt arbete som hemtjänstarbetet är, kan tid, kontinuitet och lojalitet vara en bristvara beroende på hur verksamheten styrs och är organiserad. Arbetet hos äldre med alkoholproblematik kan bli en växande problematik som äldreomsorgen inom varje kommun måste ta ställning till hur de skall hantera. Skall man acceptera olika livsstilar hos olika brukare eller skall de som är i behov av äldreomsorg dras över samma kam och alla får samma typ av insats? Hur skall framtidens äldreomsorg se ut?
Purpose of this thesis is that from a personnel perspective, examine and describe the state of knowledge in the home care work with elderly clients who have alcohol problems. The purpose is highlighted by the following questions: 1) How is work with health and care of elderly clients in generally described in the research? 2) How is the elderly client’s autonomy and quality of life in general affected when in need of home care from the eldercare? 3) How is work with health and care of clients with alcohol problems described in the research? 4) How is the elderly client’s autonomy and quality of life in general affected when in need of care from the eldercare if the patient has an alcohol problem? In order to answer the questions a selective knowledge review consisting of 11 selected primary documents was chosen. The purpose and questions in this thesis were analyzed and answered by social construction theory and DBO theory, an action theory. The result of the knowledge review shows that: the relationship between caregivers and elderly clients is crucial for the client’s autonomy and quality of life. If the relationship is bad it will affect the patient’s autonomy negatively as the client can be seen to be the dependent part, and have the client also a alcohol-related problem the relationship may deteriorate when the caregivers in some cases do not know how to respond to these clients. Relationships are built through time, continuity and loyalty. In a changing and flexible work as home care work is, time, continuity and loyalty could be scarce, much depending on how the eldercare is managed and organized. Work with clients with alcohol problems may be a growing problem that the eldercare in each community must decide how to deal with. Should different lifestyles be accepted among various clients or shall all clients who are in need of eldercare just get the same kind of help as everybody else with no acceptance of different needs? How shall the future eldercare be organized?

AbstractAlthough the social structure of Turkish society has changed from a broad family order to a nuclear family, family relations still hold an important place, where traditional elements dominate. Still, elderly people are cared for by their family in their home environment. Thus, the role of family members is crucial in taking care of elderly individuals. In Turkey, the responsibility of care is largely on women; the elderly’s wife, daughter, or daughter-in-law most often provides the care. Family members who provide care need support so that they can maintain their physical, psychological and mental health. At this point, Antonovsky’s salutogenic health model represents a positive and holistic approach to support individual’s health and coping. The salutogenic understanding of health emphasizes both physical, psychological, social, spiritual and cultural resources which can be utilized not only to avoid illness, but to promote health.With the rapidly increasing ageing population globally, health expenditures and the need for care are increasing accordingly. This increase reveals the importance of health-promoting practices in elderly care, which are important for the well-being and quality of life of older individuals and their families, as well as cost effectiveness. In Turkey, the emphasis on health-promoting practices is mostly focused in home-care services including examination, treatment, nursing care, medical care, medical equipment and device services, psychological support, physiotherapy, follow-up, rehabilitation services, housework (laundry, shopping, cleaning, food), personal care (dressing, bathroom, and personal hygiene help), 24-h emergency service, transportation, financial advice and training services within the scope of the social state policy for the elderly 65 years and older, whereas medical management of diseases serves elderly over the age of 85. In the Turkish health care system, salutogenesis can be used in principle for two aims: to guide health-promotion interventions in health care practice, and to (re)orient health care practice and research. The salutogenic orientation encompasses all elderly people independently of their position on the ease-/dis-ease continuum. This chapter presents health-promotion practices in the care of elderly home-dwelling people living in Turkey.

AbstractWe aim to facilitate the daily-life activities of frail or elderly people in collaboration with mobile assistive robots through the means of a digital twin-powered smart home. Being able to quickly and efficiently produce a digital twin of the human user’s environment, can help to further develop personalized assistive solutions. As our first investigation toward this goal, we describe our proof-of-concept “digital twin-driven smart home” implementation. It consists of a virtual representation, robot navigation and environment semantics using open-source software. The initial obtained results on the building process of the digital twin are encouraging and suggest the possibility of integration of digital twin for smart spaces.

Abstract People are living longer nowadays. Unfortunately, this positive tendency is marred by various age-related health issues, which people experience. Falling is one of the most serious and common of them. Falls negatively influences elderly’ everyday living and significantly decreases quality of their life. Physical exercises is a proven method for preventing falls. However, it is only effective when training is regular and exercise techniques are correct. This paper presents a prototype of an augmented reality exergame for elderly people to perform physical exercise at home. The research is focusing on developing a solution for both above-mentioned issues: augmentation with Microsoft Kinect and various sensors assists in creating a safe game environment, which can helps to perform exercises with right technique; gamification elements contribute to users’ motivation to train regularly. A user-centered design approach was adopted to guide the design and development iterative process. User testing of the first prototype was performed and demonstrated positive attitudes from participants. Feedback from user testing will be used for the next development iterations.

AbstractIn this chapter, the authors discuss some important aging factors that could increase the likelihood of a stronger sense of coherence (SOC): aging at home, participation, and social support. In his last paper, Aaron Antonovsky (1993) highlighted an example of an intervention among older people, living in their homes, who refused to accept help. He suggested that if researchers had been guided by the salutogenic question of “how to strengthen the comprehensibility, manageability, and meaningfulness of elders,” their intervention research could have been much more sophisticated and rich. The authors are addressing this call. In this chapter, they analyze how social support, active participation, mobility, and other factors can strengthen SOC in old age. They also bring some examples of individual and community programs that are already operating within this salutogenic orientation.

In recent years, the degree of aging on a global scale has intensified, and at the same time, “living alone” has become the norm for older people. Elderly people living alone not only have their children away from home, but they are also widowed. They are a more vulnerable group than the empty-nest elders. They often face triple barriers of physical, psychological and cognitive impairment, and are therefore often trapped in a difficult and lonely life. Therefore, in order to meet the needs of elderly people living alone to communicate with others and eager to solve life problems, this design hopes to build a small help-seeking companion robot based on the principles of emotional design and to dig deeper into the user’s spiritual satisfaction and emotional resonance. This design uses literature Data search method, network survey method, questionnaire interview method, market research method have conducted an in-depth understanding of the elderly living alone, companion robots, youth groups, etc., and determined the product positioning, use process, styling design and APP UI design.This design includes a robot end for the elderly living alone and an APP end for the youth group. The robot end mainly uses voice interaction to reduce the difficulty of using intelligent search and help the elderly in social activities, and to build a new form of communication between the elderly living alone and the elderly living alone, and between the elderly living alone and the youth group. The project is designed to meet the practical and spiritual needs of the elderly living alone, thus enhancing social stability and spiritual civilisation.

Bathing elderly residents with assistance is a daily service provided in the Nursing Home (NH). However, it has been widely discussed that assisting bathing is one of the most challenging tasks in caregivers’ service process, and bathing experiences are closely related to the residents’ Quality of Life (QoL). Based on the findings from previous ergonomic studies, elderly residents’ agitated behaviors in the bathing process like repetitious vocalizations, used to communicate or express elderly residents’ unmet needs, are the primary cause of stress for caregivers. Thus, this study proposes design considerations for bathing activities in NHs under the theoretical models of QoL and needs, and it also assumes appropriate design for products and services can minimize the elderly’s agitated behaviors by addressing their unmet needs, which may help improve user experience and release care workers’ workload.

Population ageing and urbanisation are two major global trends. With ongoing rapid urbanisation and the global population's shift toward an older age structure, older people need to be given significant consideration in community building. Community home-based care has become the choice of most elderly people. The elderly can be regarded as a valuable community resource. According to the current problems faced by the elderly and community residents, this paper proposes a new shared service model based on the theory of service design and distributed economy. In this model, elderly people can open up free space in their homes as a club, mini library, etc., where community residents can share resources, experiences or interests with others. The aim is to help the elderly participate in community activities and create value for the community. This model helps improve the well-being of older people and the sense of belonging of community residents.

As the elderly population continues to grow in many developed countries, there is an immense need for products and services to improve their well-being. At present, numerous supportive technologies are being implemented to assist the elderly, both at home and outdoors. However, the application of human factors is often overlooked in the development of such technologies. Identifying human factors and ergonomic issues could help to produce designs that better meet the capabilities, limitations, and needs of the elderly. It also serves to increase the well-being and comfort of the elderly and to reduce the potential errors that often occur when using technology. Therefore, we conducted this study to analyze the prevalent problems related to human factors among the elderly and identify possible solutions to improve products and services for the target population.

The healthcare sector is currently under enormous pressure and the COVID-19 pandemic does not improve this situation. The quality of healthcare will be negatively impacted when this pressure continues in the longer term. In 2050 it is expected that a total of 2.1 billion people will be aged 60+ years old. To overcome the increasing demand for healthcare by this age group, various studies are being conducted into various technological solutions, such as social robots. In this study, the Alpha Mini social robot was used in an experiment to research which tasks a social robot could assist with, to reduce the work pressure of healthcare professionals and to help the elderly live longer at their own homes. The experiment was carried out using interviews with healthcare professionals and informal caregivers about the demonstrated Alpha Mini. In addition to the experiment and interviews a survey was sent out to 237 healthcare organizations in the Netherlands to identify the 1) work pressure, 2) daily tasks, 3) social robot experiences, and 4) the features a social robot should have to gather requirements. The experiment failed due to work pressure at the healthcare organization. The survey resulted in 181 respondents. The results suggest that tasks such as reminders, setting alarms and physiotherapy have a great potential to help the healthcare professional in reducing their work pressure and tasks, and the elderly to be able to stay living longer at their own home.

The preferences for ways of living and receiving care vary largely between future elderly. Our research group is conducting research of a system to support the lives of the elde rly at home. We developed “Rakuraku Video Service"(Rakuraku means easy.), a service that obtains information on the interests and preferences of elderly people and recommends YouTube videos based on thisinformation. The purpose of this service is to help the elderly relieve stress and relax by watchingvideos. However, it has not been tested yet whether this service has such an effect on the elderly. We conduct an experiment to evaluate the service. In conducting the experiment, we will collaboratewith a previous study, “PC-Mei" which aims to watch over the elderly and support their daily liveswith a virtual agent. The experiment was conducted to obtain evaluations of watched videos and a questionnaire. From the results, it is clear that the service is useful in relieving stress among theelderly.

Review question / Objective: The review questions of this scoping are: 1. How does hospital-home transitional care support home caregivers of functionally dependent elderly people? 2. How is hospital-home transitional care applied to support home caregivers of elderly people with functional dependence? 3. What experiences of transitional hospital-home care were successful in supporting home caregivers of elderly people with functional dependence? The objective of this scoping review is to identify the hospital-home transitional care offered as support to the home caregiver of elderly people with functional dependence. Information sources: Medline/Pubmed, CINAHL, Scopus, Web of Science, LILACS and Embase will be used. As gray literature, the CAPES Digital Library of Theses and Dissertations and the OpenGrey platform will be evaluated.

Cutbacks and austerity measures were in 2019 estimated in a quarter of the Swedish municipalities because of financial deficit. Due to the urbanization the conditions of the municipalities vary, creating different challenges and possibilities to provide for the necessary welfare service such as elder care. Despite a growing population of older people, previous research shows a decline in residential homes since 1980 as well as a decrease in caretakers receiving home help services. According to an inspection of the Health and Social Care Inspectorate (Inspektionen för vård och omsorg) local policy guidelines, for elder care assessment, are being used to reduce the dissimilarities in decision-making within the municipalities and to control the financial costs by adapting criteria and care limits for the needs assessment. Criticism has, by the Swedish Ombudsman, been directed towards the use of municipal guidelines for not complying with the law and case-law. Despite previous research indicating the usage of municipal guidelines in the needs assessment and decision-making process, municipal guidelines are still a relatively unexplored field. The aim of this thesis is therefore to understand the role of municipal guidelines, for elder care assessment, with regard to the law and the application of the law as well as the role municipal guidelines play according to politicians. In order to achieve this, the following has been examined: 1) the spread and content of the municipal guidelines, 2) the creation and political motives for establishing the guidelines and 3) how the care managers view their impact on the decision-making process. The methods used are semi-structured interviews, a survey, and a documentation review. The result shows that municipal guidelines are politically established, that they are widely spread and can be found in 274 out of 290 Swedish municipalities. According to the survey the guidelines contain guidance of law, case-law, and the like, as well as criteria and limits for the needs assessment and decision-making of elder care service. The result indicates that the local guidelines compensate for the ambiguity of the Social Services Act (Socialtjänstlagen 2001:453) by reinstating bureaucracy. By limiting the discretion, the guidelines aim to compensate for the lack of competence as well as create certainty and enable political responsibility for the usage of municipal resources as well as accountability between politicians, care managers and citizens. By standardizing, the aim is to achieve equality and legal certainty despite risking the fundamental intentions of the Social Service Act as a framework law designed for individual needs assessment. This study highlights the need to invest necessary resources into creating guidelines in order to make them more accessible, lawful and ensure legal certainty. The conditions, however, vary noteworthy between the municipalities. As a solution, the National Board of Health and Welfare, or some other authority, could be held responsible for developing national guidelines – regularly up to date and based on current law and case-law. In summary, this study shows that municipal guidelines have a widespread impact on the decision-making of care managers. The municipal guidelines thereby have a central role in the application of the law with a noteworthy potential impact on individuals and the help warranted to older people as a consequence.

This paper attempts to understand and provide policy recommendations on the development and performance of the emerging elderly care system in the People’s Republic of China. The three-tiered elderly system in the country consists of home-based care as the core support, community-based care as necessary support, and residential care as supplementary support. The main policies and progress of the system are explained, including insights on how the government encourages private sector involvement. A key recommendation of this paper is the need for better integration of residential and home- and community-based care as part of the elderly care system.
