The Hittite state was founded c. 1650 BC and developed thereafter. The Hittites were able to establish their rule in Anatolia's hostile landscape and overcome the difficulties it presented to create an empire—an objective that they achieved with the aid of their remarkable organizational skills. Despite the frequent occurrence of geographical names in the state archives, only a small number of them can be safely localized and, although Hittitology is a 100-year-old field, the regional names have only recently been determined. This article serves as a general introduction to the Hittites as well as a review of the problem of geographical names, revealing the complexity it presents.

In 1986 the world of Hittitology was excited on hearing of the discovery of a well preserved bronze tablet. Inscribed on this tablet was a treaty between Hittite Great-King Tudḫaliya IV and his cousin Kurunta, appanage king of Tarḫuntašša, son of Tudḫaliya's father Ḫattušili III's elder brother Muwattalli II. An editio princeps of this treaty was published promptly, thoroughly, and, as always, extremely competently by H. Hittite lexemes spelled with initial s-signs are etymologically varied and elusive. There are expectably numerous conclusive instances of prevocalic s- harking back to the basic Indo-European sibilant phoneme *s, even as to Sigmund Freud a cigar could indeed be just a cigar. Other cases are less straightforward, evincing a disparate, more complex historical reality, somewhat as for René Magritte an image of a pipe was not a pipe, rather a reflection of a secondary ontic relationship. Attendant ambiguity affords a philologer a wider range of speculation, of plumbing possibilities beyond the obvious or predictable. A century and a half ago pioneering scholars unlocked the phonological DNA of Ancient Greek, raising its etymology to a higher level. After a full century, Hittitology is still short of such attainment, due in part to the refractory nature of the corpus, but in large measure to incomprehensions and incompatibilities of textual and theoretical scholars. Redress of this drawback is a prime desideratum.

The following article has to be conceived as one of my responses to a long standing and enigmatic question-mark which I have been carrying incessantly in mind since my first acquaintance with cuneiform writing and archaeology: Are there interactive implications between archaeological record and textual context in Hittite Anatolia at all? One might promptly and spontaneously expect that as a principle there must have been close relations between both sorts of data, since, first of all, they are mental and material products of the same people. Why are, then, the results gained from comparisons of archaeological and philological material disappearingly feeble considering that Hittitology is in a very lucky position in being supplied abundantly by both sorts of material? The temporary results gained from the comparative studies by other scholars as well as by myself were often disappointingly meagre. This is one of the reasons why I have frequently pointed out in a pessimistic way inconsistencies between archaeological objects and information supplied by the written sources in Hittite culture.

Cette thèse examine les pratiques de renseignement et d'espionnage au Proche-Orient ancien du deuxième millénaire avant notre ère, en se concentrant principalement sur la documentation épistolaire mais en tenant également compte d'autres genres. Le premier chapitre examine la terminologie akkadienne et hittite liée au renseignement, proposant de nouvelles traductions et confirmant les existantes. De plus, les rôles de divers agents, tels que les informateurs et les espions, sont explorés. Le chapitre deux explore le renseignement et l'espionnage dans des contextes politiques et diplomatiques. Il aborde la manière dont les ambassadeurs fournissaient des renseignements précieux, l'utilisation d'audiences secrètes et les stratégies de contrôle du flux d'informations. L'empoisonnement, la fausse identification et le rôle de la communication écrite dans l'assurance de la fiabilité des messagers sont également examinés. Le chapitre analyse également les renseignements recueillis auprès des femmes royales, des administrateurs et des ministres, ainsi que les opérations visant à maintenir l'ordre interne et à manipuler l'opinion publique. Dans le chapitre trois, le renseignement sur le terrain et l'espionnage dans les contextes militaires et opérationnels sont étudiés. This dissertation studies the intelligence and espionage practices of the second-millennium B.C.E. Ancient Near East, primarily focusing on epistolary records but also considering other relevant genres. Chapter One examines Akkadian and Hittite terminology related to intelligence, proposing new translations and confirming existing ones. Additionally, the roles of various agents, such as informers and spies, are explored. Chapter Two explores intelligence and espionage in political and diplomatic contexts. It discusses how ambassadors provided valuable intelligence, the use of secret audiences, and strategies for controlling information flow. Poisoning, false identification, and the role of written communication in ensuring trustworthiness of messengers are also examined. The chapter further analyzes intelligence gathered from royal women, administrators, and ministers, as well as operations aimed at maintaining internal order and manipulating public opinion. In Chapter Three, field intelligence and espionage in military and operational contexts are investigated. The roles of spies, informers, and moles are explored, along with other strategies for obtaining information on the enemy. The chapter also discusses unsolicited intelligence sources such as fugitives, defectors, deserters, and merchants, as well as the pivotal role of patrolling and counterintelligence measures. Psychological warfare tactics, counterintelligence operations, and divination practices aimed at avoiding intelligence failures are also examined. Comparisons are drawn between the intelligence systems of the Neo-Assyrian empire and those of the second-millennium Ancient Near East. While some terminology and practices differ, similarities in the roles of intelligence agents and the methods of gathering and processing information are noted. The dissertation suggests that many Neo-Assyrian innovations were already present in the second millennium B.C.E. and emphasizes the systematic nature of intelligence gathering during this period. Overall, the study provides a comprehensive analysis of intelligence and espionage practices in the Ancient Near East, shedding light on the sophisticated systems developed by ancient civilizations for gathering, analyzing, and utilizing intelligence information
