Texto completo da fonteFrom its creation in July 1980 to the passing of its founder, Altiero Spinelli, the developments of the Crocodile Club are at the heart of this research. The study of one of the first examples of an intergroup in the European Parliament highlights the project, strategies and actions of its members. The Crocodile Club was behind the creation of the institutional committee in the European Parliament, which its members put to use in their constituent project. It resulted in the adoption of a draft Treaty on European Union by the Assembly in February 1984. However, the treaty never came into force. This thesis highlights the influence strategies of the members of the Crocodile Club and the institutional innovations they generated. Finally, it provides an analysis of the Crocodile Club’s lineages and collective memories with the aim of demonstrating the existence of lieux de mémoire (sites of memory) relating to the European construction

This work seeks to build upon the research of Bouwen, Michalowitz, Van Schendelen as well as Eising, Coen and Greenwood, among others, and cast light upon the true nature of the influence exerted by lobbyists and decision-makers upon legislation. This research contains three case studies that seek, in accordance with the analytical approach of Van Schendelen, to present the arenas and lobbying for three legislative dossiers that share a common decision-making process, co-decision, and a common thematic, animal testing. Working on the basis of data gleaned from the case studies, we have sought to identify and categorise the relationships of influence between the lobbyists and decision-makers, but also the influence of the decision-makers over the legislative process itself

Texto completo da fonteAdvertising regulation today begins to be in competition with self-discipline, a voluntary form of supervision issued directly from the professional background. Codes of good conduct make up the foundation of this Anglo-Saxon system, which the professional organisations are in charge of spreading abroad, in order to substitute it to administrative or judicial rules. Actions of lobbying are set up towards the actors of the decision-making interaction the state or the European commission. Defenders of self-discipline come up against consumer organisations and the public institutions a phenomenon that forces them to shape their speech out of strategical arguments in order to challenge the naturalness of present instruments of power. The themes of the preservation of public interest and of the role of civil society are propelled to the centre of the debate that redefines the place of each one in our social environment. The enterprise becomes a citizen; advertising becomes institutionalized as its way of expression. The public space is affected by this situation, as well as political life, which emerges from that deprived of its genuine power. Social languages are slipping towards those of the market, bypassing the normal working of democracy, if one considers the potential partisan and populist drifts of a system only governed by the legal power and self-discipline. The public powers refuse global normalisation, minimalism in the field of law criterions, and the perspective of viewing laws of business take the lead from those of governments

Texto completo da fonteThis research, a socio-historical investigation of the French "War on Cults", examines how cults became a major public and political issue in France, as well as a focal point of international controversy. Drawing upon extensive, multi-method fieldwork (interviews, ethnography, archives and statistics), this research revisits the classical views on the topic - namely that the intensity of the anti-cult movement in France is primarily a consequence of its national religious culture. The sociology of the State, the sociology of collective action and the study of international relations pave the way for a nuanced approch on this topic. The analysis emphasizes the structuring power of public authorities on this cause. It demonstrates the material and the symbolic support lent by the State to the movement in France. Anatomizing the controversies that emerged about the French policy, it establishes the role of transnational mobilization in the internationalization of the controversy. A contribution to the social history of post 1968 France, this dissertation takes part in contemporary debates relative to the role of public policies in the structuring of private causes, the recourse to the international arbitrage for adjudicating local conflicts, as well as some recent trends in collective action

Texto completo da fonteAs the XXth century is opening, the market of Languedoc wines is made particularly unstable by the wild consequences of the phylloxera crisis: wines produced in abundance by vineyards recently planted in the South are added to quantities of cheated wines and imported ones which saturate the market. In these troubled and new circumstances, the wine wholesalers from Languedoc are also affected by these profound upheavals. Indeed, being essential intermediaries between the production and the consumption, they experience numerous transformations in their practices and in their inscription within commercial networks spreading mainly on the national territory. Through the study of original administrative, institutional, labor-union, entrepreneurial and family archives on a relatively long time, this work analyzes in a diachronic and systematic way the trajectory of a heterogeneous social and professional group, yet constituting a homogeneous economic agent. Using different scales and a variation of the focal distances between 1900 and 1970, this study aims at deciphering the mechanisms of domination and influence of a major figure of the French wine-producing history, then the factors of its progressive disappearance. Following the tradition of the socioeconomic works on the wine civilization from Languedoc, this thesis studies a long-time forgotten operator of the southern and national wine-growing industry, the wine wholesaler from Hérault. It redraws the fate of a leading player of the sector, who is facing success and ordeals, conveying its peak then its decline

Texto completo da fonteThis thesis examines the implementation of Creative Europe, the European cultural funding programme that was adopted in 2013 by the European Union (EU). The research reveals the context and what made possible the reform of european policies for culture, showing how this process is inscribed within a long-term metamorphosis of public action in Europe.Scholarly literature focused on recent EU cultural policy reforms often describes a "neoliberal turning point" associated with a "creative turn". The redefinition of european cultural policies in the name of "creativity" is accompanied by a generalisation of project-based funding as well as the introduction of an entrepreneurial lexicon and tools specific to new public management to oversee the process of subsidising culture. However, this work tends to be limited to analysing the policy changes that are generated by these processes from a conceptual, discursive or a strictly formal perspective. On the contrary, our analysis seeks to question the hypothesis of a "turning point" by exploring the practical implictions of these changes. In doing so, the analysis of the reform of european policy makes it possible to identify the concrete processes that are at work in what tends to be discussed as the "neoliberalisation" of public policies.We connect three levels of analysis: the cognitive frameworks that justify a public policy and its reform, the elaboration of the political instruments that give it substance, and the concrete implementation of the latter. Our theoretical framework combines sociology of justification with political sociology of the instruments of public action and management tools, and sociology of translation. Our material is based on an analysis of the academic literature on the "creative turn" and grey literature produced by the european institutions, as well as a series of ethnographic interviews and observations – including several weeks in the context of a contact desk of the Creative Europe programme and many months in a cultural lobbbying organisation in Brussels.The thesis contributes to demonstrating that this reforming enterprise induces a plural and contradictory appropriation of policies by the involved actors. Rather than the homogenising term of "neoliberalisation", we therefore prefer that of "modernisation" to underline the conflicts and the compromises that emerge from this incongrous process of appropriation. At each of the three levels of observation, we reveal the efforts made by actors to interpret, model and renegotiate the meaning of the reforms locally. We show the disagremeents around what a "good" cultural policy is and the work of interpreting the programme at the desks of european institutions, or even the malleability of the meaning that is given to the notion of "project". We highlight how project-based funding is transforming not only the working arrangements of cultural organisations that receive such funding but also their ability to develop a critical stance towards EU policy
