The social and political transitions taking place in Central and Eastern Europe post-1989 allowed Poland to develop cross-border cooperation with neighbouring counties. At local-government level in particular, the Czech Republic then became a key partner. Today, the Polish-Czech borderland resembles those between Poland and Germany, and between Poland and Slovakia, in constituting a model example of innovative cross-border cooperation. While the area first played hosted to Euroregions, it later also fell within European Groupings of Territorial Cooperation. And while collaboration between one local authority and another over the border has evolved particularly dynamically, as-yet untapped potential would seem to remain. Overall, this article seeks to analyse the actors currently operating across the Polish-Czech border, from a political-science perspective. These are Euroregions (of Nysa, Glacensis, Pradziad, Silesia, Cieszyn Silesia and the Beskids), as well as European Groupings of Territorial Cooperation (of Tritia and Novum), and selected units at local government level. The analysis of the transboundary entities, and those engaging in cross-border activity was of a genetic, structural and functional nature, and this facilitated the identification of similarities and differences between the actors concerned, making clear what their specifics are, and what the prospects for cooperation.

While it can claim some historical depth, essentially Lubuskie is a new province in western Poland that emerged from the local government reforms of 1999. It is thus located in a part of the country taken over by Poland from Germany in 1945, which as a consequence experienced a complete replacement of populations (Polish for German) at that time. This makes the province a useful case in which to study the emergence of a new identity over time. At present its identity is not as strong as in the case of its neighbours like Silesia and Wielkopolska, though it is being cultivated where possible by some local bureaucrats and politicians. It is argued that it is nonetheless justified to study such cases in order to determine and account for differences in the strength of regional identities in the same nationstate. The wider framework is regional identities within Europe as part of the process of European integration and its articulation with nation-states in the EU.

German crimes committed against the Polish people during the first months of the Second World War 1939/1940 The aim of the article is to show the scale and extent of the extermination of Polish society, which was a component of the national policy of the Third Reich in the first months of the Second World War. It is a quantitative presentation of the phenomenon of a crime which included arrests, interrogations, the use of physical and mental coercion, shootings and executions. The extermination activities against the Polish nation continued throughout the entire period of the war. The Terror of the Third Reich covered the areas of Gdańsk Pomerania, Greater Poland, Upper Silesia, and central Poland. As part of the policy of exterminating the Polish nation, at the beginning of the war, the Third Reich began the so-called “Action Intelligentsia”(Intelligenzaktion) and AB (Ausserordentliche Befriedungsaktion) which was formally named Extraordinary Pacification Action. In the occupied areas, various German formations (Selbstschutz, Einsatzgruppen SS) committed mass, planned crimes against the Polish elite, intelligentsia, teachers, clergy, local government officials and state officials.

The German minority has been successfully putting up candidates in local and parliamentary elections in the Opole Voivodeship since the 1990s. It has its representatives on all levels of local government in the region, as well as in the Polish parliament. In many local governments in Opolskie Province - including at the regional level - it co-manages, and in some communes and districts it exercises authority. In subsequent elections for more than three decades it has been competing for votes with political parties, regional or local committees, as well as with committees referring to ethnic issues, in Opolskie Province - silesian. The aim of this article is to indicate which of these committees are main political rivals of German minority at the level of municipalities, districts, regional assembly and in parliamentary elections in the Opolskie province. In order to determine this, the aggregated results of political groups, local committees and committees relating to ethnic issues were compared and analyzed with the results of the minority committee at the different levels of local government and in parliamentary elections. The research used research methods such as quantitative-qualitative analysis, case study, descriptive analysis, comparative analysis and desk research. In order to deepen the issues, to better understand them, as well as to confront information from data source and literature about political competitors, activists of the German minority were also asked in IDI interviews.

The aim of the research is to assess the targeting of financial resources granted by the Lower Silesia province self-government as part of Village Renewal in a Lower Silesia competition based on types and categories of projects implemented in 2008-2018. A properly directed management of local communities can have a positive impact on the development of the entire region. Not only do large EU funds have a real impact on improving the quality of life of rural residents, through cooperation initiatives, but small grants financed from the funds of province self-governments also do. An example is the Village Renewal programme – the longest-running regional programme for activating local communities. Activities in the field of village renewal implemented in Lower Silesia since 2008 indicate the dynamic progress of social participation. The analysis of projects co-financed from the province self-government proved that they were mainly directed at supporting the development of socio-cultural infrastructure as well as sports and recreation and leisure infrastructure. The experience of the self-government of the Lower Silesia province shows that external intervention in local systems through targeted regional projects opens new possibilities for shaping the socio-economic policy of rural areas.

Following the decision to divide Upper Silesia between Germany and Poland, detailed regulations were established according to which individual counties were supposed to be taken over by both states. Major celebrations on the German side were held in the summer of 1922 in Opole, where the official assumption of control over the German Upper Silesia by the government of the German Reich took place. The legality of the actions undertaken in the Upper Silesia by the victorious western states was undermined and postulates were put forward to peacefully revise the course of the border established in the wake of the plebiscite and the Silesian Uprisings. In his article, the author presents this issue, as seen from the perspective of the then German press.

The defeat of the German Empire in World War I contributed to the radicalisation of social and political sentiment in Germany. In the territory of Upper Silesia, a borderland of the German Reich, these conflicts strengthened national antagonisms. In such a situation the Communist Party of Upper Silesia was created at the end of 1918, achieving serious organisational successes and greatly influencing the attitude of a large number of industrial workers. These local communists sought to channel radical social moods into a communist revolution, but they collided with and lost to Polish and German nationalism. At the time of the decisive battle for Upper Silesia’s nationalities, the communist movement was seriously weakened and did not matter in the struggle for the future of the region. After the division of Upper Silesia in 1922, the structures of the Communist Party of Upper Silesia were incorporated on a territorial basis into the Communist Party of Germany (KPD) or the Communist Party of Poland (KPP). The communists operating in the Polish Silesia (Silesian voivodship) region managed to take advantage of mass strikes in 1923 and led to civil unrest. An attempt to escalate this tension was hindered by the pacification action carried out by state authorities. The most important activists were imprisoned and the party itself had to go underground, sharing the fate of the KPP. The communists active in the KPD also tried to lead the population of the German part of Upper Silesia into revolt but, although they were close to success several times, did not manage to channel the strike into a communist revolution. However, they remained one of the three most influential political parties in the German Upper Silesian Province.

The article presents a report based on a research project carried out at Humanitas University in Sosnowiec. The project titled “Entrepreneurial management of the local government” was conducted in selected municipalities of the Metropolitan Association of Upper Silesia and investigated the extent to which employees of the Municipal Office in Sosnowiec and the Municipal Office in Chorzów understand the issue of entrepreneurial management of the local government. The results of the study demonstrated discrepancies in the understanding of the term “entrepreneurial management of the local government”. Therefore, the outcomes of the report could stimulate the municipal institutions’ management to improve the management process, taking place in their institutions. Moreover, the collected data could be an incentive for scientists to perform further research in the area of public service, as it rarely appears in the scientific publications.

We investigate the effect of general-purpose transfers on different expenditure categories and tax rates in the municipalities of Saxony (eastern Germany) and North Rhine-Westphalia (western Germany). Findings from the panel data analysis suggest the existence of the “flypaper effect” – municipalities use transfers to increase expenditures but do not reduce taxes. For most expenditure subcategories the estimated coefficients are alike, suggesting similarity of spending priorities in the two federal states despite the differences in the transfer dependency. Targeted support of eastern municipalities could potentially explain few identified differences in the spending behavior.

We investigate how lump-sum equalization transfers affect expenditures and taxes in the municipalities of the largest German state North Rhine-Westphalia. In general, those general-purpose transfers cannot be treated as exogenous variables. Thus, for the identification of causal effects, two exogenous adjustments in the transfer allocation formula are used as instrumental variables. Findings suggest the existence of the “flypaper effect” – municipalities use transfers to increase expenditures but do not reduce tax rates. Extra money from transfers is mainly used to finance social expenditures and public facilities. A set of robustness checks, including a spatial dependence model, confirm the results.

In many federal countries, local governments run large deficits, even when fiscal supervision by state authorities is tight. I investigate to which extent party alignment of governments and fiscal supervisors influences budget deficits. The dataset includes 427 German local governments for the period 2000–2004. I exploit a period after a far-reaching institutional reform that entirely re-distributed political powers on both the government level and the fiscal supervisor level. Results do not show that party alignments of governments and supervisors (co-partisanship) drive short-term deficits. Instead, I find that the ideology of partisan governments and supervisors matters: left-wing local governments run higher deficits than their right-wing counterparts; left-wing supervisors tolerate higher deficits than right-wing supervisors. These findings imply that political independence for fiscal supervisors is recommended.

Although in the German Empire the cities were major strongholds of political liberalism, this fact has until very recently attracted little attention from scholars preoccupied with the history of 'high politics' leading up to the two World Wars. This thesis is one of the first analyses of German liberalism at city level, and proceeds from the assumption that in a country with such a regionally and locally diverse political culture as Germany, this type of 'history from below' is a necessary precondition for any satisfactory understanding of the nature of German liberalism in general. Following the introduction, chapter two demonstrates that in Frankfurt, local government became politicised as early as the 1870s. Indeed, chapter three shows how the early experience of Frankfurt liberals in municipal politics was crucial as they defended themselves against emerging political groups during the following decades, particularly the Mittelstand and the SPD. The fourth chapter analyses the development of liberal attitudes towards municipal finance as a background to chapter five which uses the example of Frankfurt to demonstrate how crucial the issue of municipal finance was to the viability of local liberalism not just in theory, but also in practice. Chapter six considers the importance of education to local liberalism as it touched on a number of themes which were central to urban liberals' understanding of themselves, in particular the issues of local self-government and religion. The final chapter looks at the crucial area of social policy, to see to what extent local liberals were merely reactive, and to what extent they were innovative as they faced the new problems of urbanisation and industrialisation. The sophistication of liberal politics in local government, the only level of government where liberals were in the position of carrying out their policies, underlines the gravity of the problem which the lack of parliamentary government posed for liberals at the state and national level. Furthermore, the thesis points to a central dilemma, because, to be successful in Frankfurt and other regions, liberals had to respond to the particular culture at the local level, a requirement that was in direct contrast to the necessity of finding a coherent political consensus at the level of national and state politics. Even though at the local level the liberal capacity of responding to the social and political challenges of their rapidly changing environment has been proved beyond doubt, their policies, their rhetoric and their organisational lead could have only a very limited effect on German liberalism in general. The urban liberals' ideal of creating a more liberal society from 'the bottom up', through the cities, was undermined by the fact that the political future of German liberalism at the state and national level came to rest increasingly on its electoral appeal in the countryside, just at a time when urban liberal self-consciousness reached its peak.

States merge local governments to achieve economies of scale. Little is known to which extent mergers of county-sized local governments reduce expenditures, and influence political outcomes. I use the synthetic control method to identify the effect of mergers of large local governments in Germany (districts) on public expenditures. In 2008, the German state of Saxony reduced the number of districts from 22 to 10. Average district population increased substantially from 113,000 to 290,000 inhabitants. I construct a synthetic counterfactual from states that did not merge districts for years. The results do neither show reductions in total expenditures, nor in expenditures for administration, education, and social care. There seems to be no scale effects in jurisdictions of more than 100,000 inhabitants. By contrast, I find evidence that mergers decreased the number of candidates and voter turnout in district elections while vote shares for populist right-wing parties increased.

Naturalisation procedures through which states symbolically and legally recognise noncitizens as citizens offer the most secure legal status for migrants and a means for them to evade global inequalities in the world system of nation-states. This study critically examines contemporary citizenship admission procedures in the UK and Germany following the introduction of citizenship tests, courses and ceremonies in the early 2000s. Based on a multi-sited state ethnography of both countries, this thesis argues that naturalisation does not simply separate citizens by discretionary application from citizens by automatic right of birth. Rather, citizenship admission procedures suggest a specific subjectivity, the Super Citizen, insofar as ‘new’ German and British citizens are expected to become a political, economic and cultural asset to the state. This study thus conceptualises naturalisation processes as a specific subject-formation regime created through particular problematisations, rationalities, authorities and techniques as institutionalised by the state. The analysis begins with a brief reconstruction of the genealogy of naturalisation in Britain and Germany, focussing on the emergence of the distinction between nationals and ‘aliens’ or ‘foreigners’, respectively, as well as on the legal mechanisms put in place to differentiate their access to full membership. Using a thematic analysis of qualitative interviews, observations and official documents, the study then tracks contemporary citizenship applications in four research locations in the two countries. It visits ceremony halls, classrooms and naturalisation offices and considers the perspective of a range of actors involved in citizenship admission procedures. This includes those who implement naturalisation on behalf of the state such as officials, legal advisers, teachers, politicians, and guest speakers, as well as the lived experience of the citizenship applicants themselves. The thesis concludes that naturalisation procedures in both the UK and in Germany produce the Super Citizen as a particular, neoliberal and neonational subjectivity that holds newly naturalized citizens responsible for developing a new nationalism.

Öffentlichkeitsarbeit von Großstadtverwaltungen in der Weimarer Republik" eingereicht wurde. Die Studie beschäftigt sich mit der nach der Revolution von 1918/19 erstmals breit institutionalisierten großstädtischen Öffentlichkeitsarbeit. Sie untersucht Umfang, Medieneinsatz und Kommunikationsstile sowie die zentralen Botschaften der Rathausinitiativen. Der Leser erhält Aufschluß über die politischen Auffassungen und Prinzipien der kommunalen Spitzenbeamten und die Haltung der großen Kommunalverwaltungen zur Weimarer Republik. Als konkrete Beispiele werden in erster Linie Düsseldorf und Mannheim herangezogen.

AbstractThis chapter describes the variety and levels of local self-government bodies in Germany. It portrays that local authorities (municipalities, cities and counties) are responsible for performing both their own tasks and large parts of federal and Land laws (the communal administrations and especially their so-called double head function: local self-government and lowest level of state administration). The local authorities mainly differentiate themselves from federal and regional authorities by the mandates of their elected representative bodies (municipal council, city council and county council). The head of a local administration (mayor or county commissioner) is also usually directly elected by the citizens.

AbstractAlthough municipalities in Germany do not have their own constitutional level of government similar to the federal government or Länder, they make an essential contribution to the provision of goods and services of general interest. Municipalities, granted autonomy in self-government by the constitution, operate in a highly charged and politically contested area of governance. On the one hand, municipalities enjoy the right to self-government, and neither the federal government nor the Länder may interfere with this arbitrarily. On the other, as a constitutional part of the Länder, the municipalities are dependent on them, especially so in financial terms. As a result, municipalities constantly have to balance their derived responsibilities with their voluntary tasks as both formal expectations and specific demands from citizens continue to grow due to a constantly changing global conditions and new types of crises. Municipalities in Germany are torn between fulfilling their administrative implementation mandate, on the one hand, and responding to the more immediate claims of local politics and their constituencies, on the other.

ABSTRACT The aim of the German HEATSTORE sub-project has been the development of a mine thermal energy storage (MTES) pilot plant for the energetic reuse of an abandoned small colliery below the premises of the Fraunhofer IEG in Bochum, Germany. In the summer 2020 three wells have been drilled into existing open mine voids from the IEG drilling site. During the winter of 2020/2021, a first MTES test operation has been carried out. The underground temperature has been recorded before, throughout and after a test operation by Distributed Temperature Sensing (DTS) as well as groundwater temperature and pressure loggers, which had been installed into the MTES wells. In spring 2021, a local district heat network (DHN) has been built up at the case study site. In summer 2021, a Concentrated Solar Power plant (CSP) as the future renewable heat source has been successfully erected at the demo site and was connected to the MTES via a common heat exchanger. INTRODUCTION The fundamental transformation of energy supply systems in Germany by 2050 represents an immense technological and economic challenge. The German government is focusing on the increased use of renewable energies and also the efficient use of energy. Based on this strategy, thermal energy storage systems represent an important foundation for the increased use of renewable energies. The transition to a sustainable energy supply requires the provision of large electrical as well as thermal storage capacities. The potential of volatile renewable energy sources can only be fully exploited through flexible management of the electricity and heat supply networks and a wide range of different storage technologies. The aim of this research project was to establish a pilot plant for seasonal heat storage within the former and no longer accessible IEG small colliery, which is located under the drilling site of the Fraunhofer Institute for Energy Infrastructures and Geothermal Energy (IEG) in Bochum, Germany. For this purpose, a numerical model of the former IEG small colliery was created within the HEATSTORE project and calibrated and validated by drilling three wells (MP1, MO1 and MI1) inside the mine workings of the IEG small colliery down to a depth of 64 meters. Within the scope of the project the wells were coupled with an above-ground solar thermal system.

The increasingly urgent issue of climate change and the countryside, which provides the space and opportunity to improve the situation, are the main issues of this article. Two multi-actor-platforms (MAPs) were established in the Czech Republic in order to elaborate on these issues. The first MAP VENUS, operates on the territory of the local action group in Silesia region. The regional LAG Opavsko addresses the theme of community energy. The second MAP, Climate Friendly Village (CFV), works at the national level. To ensure the quality, the members for MAPs were selected according to their experience in the topics and knowledge of leadership such as animation or implementation. The national level for the MAP CFV was chosen based on the focus of the selected CAP1 tools. The discussions in the MAPs aimed at describing the problem in a group of actors (policy-research-social) and proposing a solution regarding the reduction of the impacts of climate change. The methods used covered the Delphi method, questionnaires and interviews. The summary results were formulated into position papers. From the position papers of all SHERPA partners, recommendations for the creation of rural and agricultural policy for the EU after 2027 will be summarized. The summary of the findings of the MAPs from the Czech Republic is that the implementation of measures to mitigate climate change in the areas of climate-friendly villages and community energy requires an increase in the number of experts. Legislation poses significant barriers to the easy implementation of measures. The willingness of central government to change it is low. Working with the public, who have low trust in all levels and institutions of the state, is crucial. Delegating more competences to competent LAGs was suggested as a possible solution.

The work analyzes the rights of future generations in a perspective of solidarity within Italian-European environmental law, in a similar way to what was done in the German legal system. The analysis is conducted through a survey of the Italian-European regulatory framework, also with specific reference to the objectives of European social policies and through the jurisprudential comparative analysis with the legal system of the Federal Republic of Germany. In particular, with specific reference to a recent environmental dispute brought before the German Constitutional Court (Case Neubauer, et all v. Germany), within which the rights of future generations to live in a healthy environment are recognized. In the aforementioned case, the complainants allege that the German government has not introduced a legal framework sufficient to reduce the emission of greenhouse gases and has not limited the increase in global temperature, according to the parameters agreed in the Paris Climate Agreement of 2015. The ruling of the German Constitutional Court is relevant since it considers it inadequate to achieve the objectives set by the international obligations on the reduction of greenhouse gas emissions assumed by the federal law on climate protection of 2019. The aforementioned law is considered partly unconstitutional because it does not sufficiently protect people from future violations and limitations of the rights of freedom following the gradual intensification of climate change. In particular, in a perspective of solidarity, in a not local but global conception of the environment, with the recognition of the progressive and dangerous climate change, the German Constitutional Court notes that the German legislator has not distributed the CO2 emission balance proportionally and therefore, an adequate distribution of the sacrifice among current and future generations. In particular, the German Court writes: "one generation must not be allowed to consume large portions of the CO2 balance by supporting a relatively smaller share of the reduction effort, if this would leave subsequent generations with a drastic reduction burden and expose their lives to serious losses of liberty". The European and sometimes national regulatory framework still appears to be unsatisfactory with respect to the sustainable development objectives. So, the task of the national courts is that, as in the case of the German Constitutional Court, to evaluate the national regulatory provisions on climate protection, in the light of the principle of solidarity towards future generations, adopting an environmental approach that is not limited in time and in space but global.

Anti-Government Extremism (AGE) presents a complex and evolving security challenge, particularly in the transatlantic space. AGE is characterised by anti-system sentiments, and adherents propagate notions of an evil elite controlling societal mechanisms, adapting global conspiracy theories to local grievances. While predominantly non-violent, it harbours the potential for violence, posing a significant policy challenge. This report contributes a comprehensive exploration of AGE by utilising original data, including interviews with security officials and an exploration of AGE spaces online, focusing on Austria, Germany, the Netherlands, Sweden, and the United States. Through thematic comparative analysis, it unveils the nature of anti-government groups and individuals, elucidating their transnational linkages both online and offline. By shedding new light on AGE’s manifestations, severity, and responses across jurisdictions, this research illuminates whether AGE constitutes a standalone security concern. Furthermore, it offers insights into practical strategies for addressing AGE, especially in the context of existing policies for preventing and countering violent extremism (P/CVE). The recommendations provided are tailored to the differing characteristics of AGE groups, individuals, and networks, ensuring a nuanced and effective response to this emerging threat, both online and offline.

Public procurement of goods and services contributes to about 15% of global greenhouse gas emissions. In the EU, public purchasing represents 15% of its GDP, acting as a major influencer on the market through the products and services acquired by governments from the local to national levels. The public sector has a role to play in leveraging this purchasing power to achieve the best societal value for money, particularly as we scramble to bend the curve of our planet’s warming. Globally, the construction and transport sectors each represent about 12% of government procurements’ GHG emissions. Furthermore, these sectors’ decarbonization efforts demand profound and disruptive technological shifts. Hence, prioritizing these sectors can make the greatest impact towards reducing the environmental footprint of the public sector and support faster decarbonization of key emitting industries. Meanwhile, the EU committed to achieving 55% reduction in GHG emissions by 2030 compared to 1990 levels. Drastic emissions reductions are needed at an unprecedented speed and scale to achieve this goal. Green Public Procurement (GPP) is the practice of purchasing goods and services using environmental requirements, with the aim of cutting carbon emissions and mitigating environmental harm throughout the life cycle of the product or service. While the EU and many of its Member States alike have recognized GPP as an important tool to meet climate goals, the formalization of GPP requirements at the EU level or among local and national governments has been fragmented. We call for harmonization to achieve the consistency, scale and focus required to make GPP practices a powerful decarbonization tool. We surveyed the landscape of GPP in the EU, with a focus on construction and road transport. Through interviews and policy research, we compiled case studies of eight Member States with different profiles: Sweden, the Netherlands, France, Germany, Estonia, Poland, Spain and Italy. We used this information to identify solutions and best practices, and to set forth recommendations on how the EU and its countries can harmonize and strengthen their GPP policies on the path toward cutting their contributions to climate change. What we found was a scattered approach to GPP across the board, with few binding requirements, little oversight and scant connective tissue from national to local practices or across different Member States, making it difficult to evaluate progress or compare practices. Interviewees, including policy makers, procurement experts and procurement officers from the featured Member States, highlighted the lack of time or resources to adopt progressive GPP practices, with no real incentive to pursue it. Furthermore, we found a need for more awareness and clear guidance on how to leverage GPP for impactful societal outcomes. Doing so requires better harmonized processes, data, and ways to track the impact and progress achieved. That is not to say it is entirely neglected. Most Member States studied highlight GPP in various national plans and have set targets accordingly. Countries, regions, and cities such as the Netherlands, Catalonia and Berlin serve as beacons of GPP with robust goals and higher ambition. They lead the way in showing how GPP can help mitigate climate change. For example, the Netherlands is one of the few countries that monitors the effects of GPP, and showed that public procurement for eight product groups in 2015 and 2016 led to at least 4.9 metric tons of avoided GHG emissions. Similarly, a monitoring report from 2017 showed that the State of Berlin managed to cut its GHG emissions by 47% through GPP in 15 product groups. Spain’s Catalonia region set a goal of 50% of procurements using GPP by 2025, an all-electric in public vehicle fleet and 100% renewable energy powering public buildings by 2030. Drawing from these findings, we developed recommendations on how to bolster GPP and scale it to its full potential. In governance, policies, monitoring, implementation and uptake, some common themes exist. The need for: • Better-coordinated policies • Common metrics for measuring progress and evaluating tenders • Increased resources such as time, funding and support mechanisms • Greater collaboration and knowledge exchange among procurers and businesses • Clearer incentives, binding requirements and enforcement mechanisms, covering operational and embedded emissions With a concerted and unified movement toward GPP, the EU and its Member States can send strong market signals to the companies that depend on them for business, accelerating the decarbonization process that our planet requires.
